U.S. Department of Agriculture (USDA) Rural Development Kansas Director Christy Davis announced today that Rural Development is investing $2,665,042 to lower costs, expand clean energy production and strengthen Kansas farms and small businesses. 

USDA invests through the Rural Energy for America Program (REAP), which provides guaranteed loan financing and grant funding to agricultural producers and rural small businesses for renewable energy systems or to improve energy efficiency. Agricultural producers may also apply for new energy-efficient equipment and new system loans for agricultural production and processing.

“Rural Development is ensuring farmers and rural small business owners have the resources they need for the future,” Davis said. “These investments will help Kansas communities with lower costs and better availability of clean energy.”

Today’s announcement is part of a larger national announcement that includes projects in 39 other states. The details of the Kansas Projects are:

· A $42,500 grant will help install a 15 kilowatt (kW) wind turbine for Mark Eitel, an ag producer in Lane County. This project is expected to generate 40,464 kilowatt hours (kWh) per year, enough energy to power three homes.

· A $54,750 grant will help S&amp;K Agronomy, of Hiawatha, purchase and install a 15 kW wind turbine. The project is expected to generate 38,831 kWh of electricity per year, which is all the company's electricity use and enough to power three homes.

· A $57,250 grant will help Junior Nelson Farms Inc. purchase and install a 15 kW wind turbine to support its agricultural operation in Troy. The project is expected to generate 33,593 kWh of electricity per year, which is all the company uses and enough to power three homes.

· A $57,250 grant will help Johnson Farms Inc. purchase and install a 15 kW wind turbine to support its agricultural operation in Bendena. The project is expected to replace 35,804 kWh of electricity per year, which is all the company uses and enough to power three homes.

· A $57,250 grant will help Gerald Boos purchase and install a 15 kW wind turbine to support his agricultural operation in Denton. The project is expected to generate 32,066 kWh of electricity per year, which is all the company's electricity use and enough to power three homes.

· A $77,047 grant will help update refrigeration equipment for Kiers Thriftway, a grocery store in Clay Center. The project will save 74,076 kWh annually and lower the business's annual energy usage by 13 percent.

· A $60,359 grant will help Business Logistics LLC, a lessor of nonresidential buildings in Hutchinson, purchase and install a 27.5 kW solar array. The project is estimated to replace 40,319 kWh per year, enough energy to power three homes.

· A $54,941 grant will help Clay County Lumber and Supply LLC of Clay Center purchase and install a 31.395 kW solar array. The project is estimated to replace 40,117 kWh annually, enough energy to power three homes.

· A $144,675 grant will help Waltons Inc., a merchant wholesaler in Bel Aire, purchase and install a 130 kW solar array. The project is estimated to replace 182,617 kWh annually, enough energy to power 17 homes.

· A $71,408 grant will help purchase and install a 50.4 kW solar array for Bender Steel and Repair Inc., a building architectural and metal work business in Valley Center. The project is estimated to replace 77,289 kWh annually, enough energy to power seven homes.

· A $27,504 grant will help Re: Done LLC, a residential home remodeling contractor in Manhattan, purchase and install two photovoltaic solar systems with a total system size of 12.64 kW. The project is estimated to generate 18,833 kWh annually and replace 85 percent of the business's annual energy needs.

· A $64,974 grant will help purchase and install a 40.74 kW solar array for TK Investment Group LLC, a lessor of non-residential buildings in Hutchinson. The project is estimated to replace 62,395 kWh annually, enough energy to power five homes.

· A $189,950 grant will help purchase and install a 93.5 kW solar array for Nation Inc., a specialized design services company in Hutchinson. The project is estimated to replace 144,047 kWh annually, enough energy to power 13 homes.

· A $551,684 grant will help Kejr Inc., a fabricated metal manufacturer in Salina, purchase and install a 648.6 kW solar array. The project is estimated to replace 842,241 kWh annually, enough energy to power 77 homes.

· A $126,000 grant will help Carrico Implement Co Inc., a farm and garden wholesaler in Beloit, purchase and install a 150 kW solar array. The project is estimated to replace 221,226 kWh annually, enough energy to power 20 homes.

· A $27,500 grant will help Advance Seal Kansas LLC, a drywall and insulation company in Pratt, purchase and install a 9.12 kW solar array. The project is estimated to generate 12,845 kWh annually, enough energy to power one home.

· A $1,000,000 grant will help Crestwood Inc., a kitchen cabinet and countertop manufacturer in Salina, purchase and install a 1,499 kW solar array. The project is estimated to replace 2,166,776 kWh annually, enough energy to power 196 homes.

USDA Rural Development invests in 17 Kansas clean energy projects

A Salina man wanted in connection with a high-speed pursuit, burglary and vehicle theft in Saline County was taken into custody Monday morning after a foot chase and K-9-assisted search.&nbsp;

On November 13, 2024, the Saline County Sheriff’s Office responded to a residence in the 4900 block of East North Street for reports of a burglary and vehicle theft. The suspect reportedly entered the residence and a shed, stealing a Walther PP22 handgun and a white 1991 Jeep Renegade. Authorities suspected the crime was linked to an earlier Salina Police Department (SPD) pursuit that morning.

The SPD pursuit began at 1:30 a.m. Wednesday when SPD officers attempted to stop a white 2005 Nissan Maxima for speeding in the 400 block of North Santa Fe. The driver fled at speeds of up to 100 mph, running stop signs, and abandoned the vehicle in the 700 block of North Cunningham before fleeing on foot. The vehicle was later connected to the burglary, just a quarter mile from where the suspect was last seen.

Over the weekend, the stolen Jeep Renegade was recovered in Ottawa County. Although the vehicle was undamaged, several personal items were missing, including a camouflage jacket, binoculars, a subwoofer, and the vehicle’s license plate tags. The Jeep has since been returned to its owner, but the Walther PP22 handgun remains missing.

On Monday, November 18, an SPD officer observed an unidentified white vehicle in the 500 block of East Elm Street.

"The vehicle began accelerating away from him [the officer] and then did not stop when exiting an alley," said Salina Police Captain James Feldman. "The officer attempted to make a traffic stop on the vehicle, but it did not stop. As the vehicle neared Ash Street, the passenger exited it as it was still moving. The officer identified the subject as Daniel Lee Burd, 24, of Salina. The officer was aware Burd had active warrants."

With the help of a Saline County Sheriff’s Office K-9,&nbsp; Officers found him hiding under a trailer in the 200 block of North Oakdale. Burd was arrested without incident. During the arrest, officers found more than 15 grams of suspected methamphetamine in Burd’s possession. 

Feldman declined to provide additional information&nbsp;connecting&nbsp;the Nov. 13 pursuit and burglary and Burd's arrest. When asked how SPD determined that Burd was allegedly responsible for the pursuit and subsequent burglary, Feldman said, "We will not be releasing that information."

Update: Suspect arrested in Salina pursuit linked to burglary, vehicle theft

Since November 11, the Saline County Sheriff’s Office has responded to 11 deer-related crashes, with only one resulting in minor injuries, according to Saline County Sheriff's Office Operations Captain Jim Hughes.

It is important not to swerve to avoid hitting a deer, as that can result in a more serious crash, potentially involving other vehicles or objects off the road.

Drivers are advised to reduce speed in areas where deer are commonly seen, especially at dawn and dusk, and to use high beams when appropriate to improve visibility.

Always wear your seatbelt and ensure children are in appropriate safety seats. Use bright headlights when there is no oncoming traffic, and scan for the reflective eyes of deer along the roadway.

Saline County Jail Bookings, Nov. 19

MCPHERSON, Kan. — On Monday, November 18, 2024, the DUI Victims Center of Kansas met with the McPherson County Sheriff’s Office to deliver information pamphlets, Victim memorial magnets and to recognize two deputies for their efforts in DUI enforcement.

It is the mission of the DUI Victims Center of Kansas to provide services to victims, survivors and their families and increase awareness of the traumatic human consequences of the choice to drive impaired. Drunk driving is a choice. Drugged driving is a choice. Distracted driving is a choice. These are all choices that kill and injure innocent people. In 2023, more than 2,030 impaired driving crashes occurred on Kansas roadways.

The DUIVCK presented the McPherson County Sheriff’s Office with a certificate of awareness for participation in the DUIVCK holiday memorial drive for victims of DUI. Recognized for their efforts in DUI enforcement and traffic safety were Deputy Rahe and Deputy Webb.

Deputy Rahe has been employed with the Sheriff’s Office since February of 2019 and has previously been recognized by MADD and the DUIVCK for his DUI enforcement and prevention efforts. Deputy Rahe said, “the very idea that many impaired drivers think ‘oh I didn’t hurt anyone this time, or it’s just a few miles’, is a very big problem. Maybe nobody got hurt today, but driving impaired the next time, could be the catastrophic day you thought would never happen. I appreciate the DUIVCK for recognizing both mine and Deputy Webb’s efforts and for assisting us by being an important resourceful agency for the state. Traffic safety and enforcement is a huge part of our job, it makes our communities safer, our roads safer and it goes hand in hand with criminal enforcement efforts such as with drug and theft offenses.”

Deputy Webb has been employed with the Sheriff’s Office since August of 2023 and is proving to be a valuable asset to the McPherson Law Enforcement Community. Deputy Webb added, “I appreciate the efforts of the DUI Victims Center of Kansas for all that they do, and I appreciate their recognition for our enforcement of DUI offenses on our roadways. Traffic enforcement is an important part of our jobs and in my opinion is crucial to keeping our roadways safe for both local traffic and visitors to our community. Impaired driving is extremely dangerous for all those involved and removing those drivers saves lives every time.”

Sheriff Montagne noted that the DUI Victims Center of Kansas is an integral part to helping prevent impaired driving in Kansas and for aiding those effected by this senseless act. “I thank the DUIVCK for their partnership with my agency, we are proud to work with them to save lives and assist victims of tragic DUI incidences. Deputy Webb and Deputy Rahe work diligently every day to make sure our roadways are safe for everyone during their travels, and their hard work is very much appreciated. These two deputies have accumulated more than 1600 traffic contacts this year alone and I think that says a lot.”

New fire station, water projects, housing on Salina City Comm. Nov. 18 agenda

Starting today,&nbsp;Evergy Kansas customers&nbsp;who need financial assistance keeping their heat on this winter can&nbsp;apply for the 2025 Low Income Energy Assistance Program (LIEAP).

Kansans can apply&nbsp;Monday, November 18 through March 31, 2025.

Evergy is one of five utilities partnering with the Kansas Department for Children and Families to help eligible Kansans receive assistance. LIEAP, administered through DCF, is a federally funded program that helps eligible households pay a portion of their home energy costs by providing a one-time per-year benefit. Customers may use it to restore or maintain electricity, natural gas, propane, and other home heating fuels.

The Kansas Department for Children and Families (DCF) announced this week that Kansans needing assistance with winter energy bills will be able to begin applying for its Low Income Energy Assistance Program (LIEAP) Monday, Nov. 18.&nbsp;Applications will be accepted until 5 p.m. March 31, 2025.

“Kansas winters can be harsh and unpredictable. When temperatures fall, heating bills rise. By opening the LIEAP application period in mid-November, we’re hoping families will have the help they need to cover those higher heating bills and stay warm in their homes,” said DCF Secretary Laura Howard.

LIEAP provides a one-time per year benefit to help qualifying households pay winter heating costs, whether the home is heated with electricity, natural gas, propane, or other home heating fuels. In 2024, over 40,000 Kansas households received an average benefit of $645.

To qualify, households must have an adult at the address responsible for the home's heating costs. Applicants must be at or below 150% of the federal poverty level.&nbsp;The level of benefit received varies according to household income, number of people living in the home, type of residence, type of heating fuel, and utility rates.

DCF and partnering energy companies are planning in-person events to help Kansans submit their LIEAP applications. Evergy: Applications now open for Kansas Low Income Energy Assistance Program

Kansas Wesleyan will continue its School Days initiative with a trio of basketball contests this winter, according to information released by the university Sunday.

At the Dec. 4 doubleheader against Sterling, anyone with USD 435 (Abilene) or USD 473 (Chapman) is eligible for two free tickets. Individuals involved with USD 400 (Smoky Valley) can make plans to attend the Jan. 25 doubleheader against Friends, free of charge, while USD 239 (Minneapolis) can do so Feb. 1 for games against Saint Mary.

Students, staff, administrators and instructors from each of these USDs are eligible for two free tickets to the games in question, on the dates above. Free tickets will be limited to 400 total and are available via walk-up on game day. They are good for admittance to the men’s game, women’s contest or both.

The use of USD IDs is appreciated but not required.

“It’s important for us to give back to the communities around us,” said Miguel Paredes, director of athletics. “We hope to see big crowds at each of these games and create new fans of Coyote basketball!”

KWU continues School Days initiative with free tickets to upcoming basketball games

The Saline County Treasurer's Office would like to remind all taxpayers that the first half of 2024 property taxes is due by December 20, 2024. This deadline applies to all residents of Saline County and is essential for ensuring the continued provision of vital county services.

The 2024 tax statements are scheduled to be mailed to property owners around the week of November 20, 2024. Taxpayers should note that the second half of 2024 taxes is due May 12, 2025.

Taxpayers should include the remittance stub from the bottom of their tax statement with their payment and indicate on the stub if they require a paid receipt to be returned to them. In case of misplaced or lost tax statements, the Treasurer’s Office is ready to assist. 

Please contact the office at 785.309.5860 or via email at sc.treasurer@salinecountyks.gov to obtain the amount due and tax ID number and request a statement copy via email or mail.

Additionally, if 2023 taxes remain unpaid, interest is now accruable. We advise taxpayers to contact the Treasurer’s Office for the correct amount before making the payment.

 </figure>By JIM DuBOIS Saline County TreasurerThe Saline County Treasurer's Office would like to remind all taxpayers that the first half of 2024 property taxes is due by December 20, 2024. This deadline applies to all residents of Saline County and is essential for ensuring the continued provision of vital county services.The 2024 tax statements are scheduled to be mailed to property owners around the week of November 20, 2024. Taxpayers should note that the second half of 2024 taxes is due May 12, 2025.Taxpayers should include the remittance stub from the bottom of their tax statement with their payment and indicate on the stub if they require a paid receipt to be returned to them. In case of misplaced or lost tax statements, the Treasurer’s Office is ready to assist. Please contact the office at 785.309.5860 or via email at sc.treasurer@salinecountyks.gov to obtain the amount due and tax ID number and request a statement copy via email or mail.Additionally, if 2023 taxes remain unpaid, interest is now accruable. We advise taxpayers to contact the Treasurer’s Office for the correct amount before making the payment.

Property Tax reminder from the Saline County Treasurer

According to a social media report from Trooper Ben Gardner, six vehicles slid off the road around Salina on Monday morning due to wet conditions.

"Hydroplaning happens fast—don’t join the “ditch crew,” Trooper Ben said. "Reduce your speed and drive safe out there."&nbsp; The KHP has not reported any injuries form the accidents.

KHP working numerous accidents in Saline County

From Monday, November 18, through Friday, November 22, Circle C Paving &amp; Construction of Goddard, Kansas will continue work on the City of Salina’s annual pavement crack sealing project by sealing cracks in the following streets, weather permitting.

• Saddlebrook from Eaglecrest to North End

The work will take place between the hours of 8 a.m. and 5 p.m. Access to properties within work zones will be maintained at all times. “Road Work Ahead” signs will be placed in advance of work zones, and temporary single-lane closures are to be expected. Motorists are asked to proceed with caution when approaching work zones for the safety of the crews performing the work.

The annual crack and joint sealing program is an important and costeffective preventive maintenance component of the City of Salina’s annual street repair program. Crack sealing the pavement helps prevent water from penetrating into the pavement structure or sub-base material and aids in reducing a number of pavement problems which include: crack spreading; formation of voids under pavement; swelling and shrinking of sub-base materials; freeze-thaw action; alligator cracking; potholing; and complete failure. 

Because of its importance and cost- effectiveness, the Department of Public Works strives to seal each asphalt street in Salina no less often than every seven years.
