The Salina Public Schools Board of Education will host superintendent candidates next week.&nbsp;

According to USD 305 officials, plans are being made to host an individual candidate each Tuesday through Friday, February 11-14. The names of each candidate will be released before 8:00 a.m. on the morning of their interview.

The board will meet for the interviews in executive session at 6:15 p.m., February 11-14. These will be held in downtown Salina at the Homewood Suites, 115 E. Mulberry Street.

A community reception will be held from 3:45 to 5:00 p.m. each day for four days in the District Office, 1511 Gypsum Avenue. This is an opportunity for community members and district staff to meet the candidates.

Saline County Jail Bookings, Feb. 5

SALINA. –&nbsp;The Kansas Bureau of Investigation (KBI) is investigating an officer-involved shooting that occurred Tuesday afternoon in Salina.

At around 11:20 a.m., police received a call from a woman who reported an armed domestic disturbance at her home, in the 900 block of Birch Drive in Salina, according to a media release from the KBI.

Preliminary information indicates that when officers arrived, they contacted a female subject outside the house and learned that a male subject, later identified as Manuel Johnson-Ponce, 29, of Salina, had barricaded inside the home with a three-year old child. He was making threats to the child and officers.

Around 12 p.m., SPD’s SWAT team also responded to the scene. KBI’s High Risk Warrant Team (HRWT) was requested to assist around 12:15 p.m.

During the standoff, Johnson-Ponce refused to comply with repeated commands to come out of the house. He would also not allow the toddler to leave. Around 1 p.m. an officer from SPD fired rounds striking Johnson-Ponce. Immediately following the shooting, law enforcement officers safely rescued the child from the home.

Officers rendered aid to Johnson-Ponce. EMS arrived and transported him to a local hospital. Johnson-Ponce was treated for non-life threatening injuries and is in stable condition.&nbsp;No law enforcement officers were injured during the incident.

This independent investigation aims to discover all events leading up to the officer-involved shooting. In police use of force cases, the KBI releases details to the public as soon as possible. This information is preliminary in nature, and is based on evidence collected and early statements of the parties involved, witnesses, medical personnel and others. It does not represent final or thorough findings which take several weeks to complete.

When this investigation concludes, case findings will be presented to the Saline County Attorney. The investigation is ongoing.

Salina Family YMCA launches campaign to support local youth families

Salina Arts &amp; Humanities Foundation

&nbsp;The Salina Arts &amp; Humanities Foundation has approved over $31,000 in Horizons Grants for two local artists and six non-profit organizations. The Foundation also authorized an additional $7,000 for Enrichment Grant applications in 2025.

Horizons Grants support initiatives that demonstrate a commitment to artistic excellence and community involvement by engaging audience members as active participants. Applicants are also encouraged to develop strategic partnerships to strengthen the reach of their local activities.

Organizational Project grants funded for 2025 are:

A Work In Progress, $1,600 for “Art Haven at A Work In Progress.” A Work in Progress received funding to transform a dedicated space within the studio to display art for First Friday events. The grant funds the addition of lighting, a hanging system, and a wireless PA microphone.

Friends of the River, $1,988 for “Friends Puppetry Program Expansion.” Friends of the River received funding to update its puppet educational outreach with new stories, props, lesson plans, and a performance stand for the heron puppet. The new scripts will grow the Friends' collection of puppet stories and keep the stories fresh for the schoolchildren.

Salina Art Center, $6,000 for “Native Voices.” Salina Art Center received funding for a new exhibition, “Native Voices: Contemporary Native American Art Exhibition,” which will provide a unique opportunity for the Salina community to learn about and appreciate the diverse cultures and traditions of Native American artists. The project will also help to foster dialogue and understanding between Native and non-Native communities.

Salina Educational Automobile Museum of America (The Garage), $6,000 for “Car Part Art.” The Garage received funding to support a community outdoor art installation at the West entrance of the Garage’s property. They will collaborate with local artist Bob Peck, local mechanics, car dealerships, and hundreds of area families to collect used car parts to build two 7-foot metal sculptures, which will greet visitors to the museum.

Salina Symphony, $6,000 for “Beyond the Planets.” The Symphony received funding to present a multi-disciplinary concert titled “Beyond the Planets” in October of 2025 at the Stiefel Theatre. The program will feature Holst’s “The Planets” and selections from Star Wars, both featuring vocalists from Kansas Wesleyan University and local high schools. World-renowned projection designer Camilla Tassi will create original projections for the concert featuring images from space along with photos of murals created through Boom! Salina Mural Festival in recent years. The project will also include a lecture at the K-State Salina Immersive Systems Design program, exploring the relationships between music, art, and immersive technology.

Theatre Salina, $5,000, “AACT New PlayFest Visiting Artist.” Theatre Salina received funding to host a new, never-before-done play on the mainstage during the 2025 season. The American Association of Community Theatres (AACT) received over 300 new scripts, and several theatres entered to be considered for this opportunity, but only six were selected. With support from Horizons, they will invite the playwright to Theatre Salina to join during the rehearsal process and to offer a workshop for area theatre students and members of the community.

Lana Jordan Developing Artist grants funded for 2025 are:

Crystal Hammerschmidt, $3,000, “Southern Graphics Council International Printmaking Conference 2025.”

Hammerschmidt received funding to attend the Southern Graphics Council International Printmaking Conference in San Juan, Puerto Rico, from April 2-6, 2025. The conference is the largest printmaking event in the US, bringing together artists and academics at all levels, professionals representing studios, and vendors participating with print-centric products and equipment. She will participate in a portfolio exchange at the conference, as well as display work at the conference. She plans to show the work of a conference print exchange locally after she returns.

Pamela Harris, $2,000, “PROJECT: 45 Years of Arts &amp; Design.”

PROJECT is a retrospective exhibition inspired by Pam Harris’ creative process and arranged over a decade from 1980 to the present. It will present graphic design, illustration, and creative projects at The Gallery at Kansas Wesleyan University from February 24 to March 21, 2025. Student engagements, audience interaction, and a First Friday public program will wrap up the exhibition.

Enrichment Grants available for application – February 1 through November 15:

The Salina Arts &amp; Humanities Foundation approved funding for Enrichment Grants for artists and organizations in Saline County, Kansas, in 2025. Salina Arts &amp; Humanities staff review Enrichment Grant applications on a rolling basis from February 1 through November 15 each year. For 2025, artist applicants may apply for up to $1,000 to support the presentation of work, study, training, artistic promotion, purchase of equipment, or travel. Non-profit organizations are eligible to apply for up to $500. Enrichment Grant guidelines and applications are available online, https://www.salinaarts.com/horizons-grants-program/.

The agency will again accept Organizational Project and Developing Artists Grant applications in November 2025. All grant guidelines and applications are available at salinaarts.org.

SALINA —Police continue looking for two suspects after a police chase and crash on Monday in Salina.

Just after noon, an officer observed a white Honda Civic with an illegal tag in about 1200 block of West Crawford in Salina, according to Salina Police Captain James Feldman. 

The vehicle did not stop when the officer attempted to stop it. The vehicle attempted  to turn in the area of Pontiac and Arapahoe where the driver lost control and the car slid into a tree. 

The male driver and female passenger fled from the vehicle on foot. They were not located. The pursuit lasted about a minute. Police released no additional details early Tuesday.

Legislature is mulling proposal for $67 million in budget enhancements

TOPEKA — The Kansas Board of Regents is playing defense against cyberattacks on campuses, catch-up on employee salary increases and offense to secure a hike in need-based student aid.

This $67 million package of enhancements must run the gauntlet of the 2025 Legislature led by politicians interested in tightening screws on spending, including budgets for public higher education. To make the point clearly, the House Appropriations Committee asked how universities would respond if compelled to slash expenditures by 7.5%.

Blake Flanders, president and CEO of the state Board of Regents, said proposed investment in priorities of the six state universities included $10 million to upgrade information technology systems routinely targeted by extortionists. Another $10 million was requested for the state’s community colleges and technical colleges for the same purpose, he said.

The problem is more than hypothetical. Kansas State University confirmed a cyberattack in January 2024 that temporarily disrupted IT services.

“People&nbsp;are&nbsp;trying&nbsp;to&nbsp;hit&nbsp;your&nbsp;network,” Flanders said on the Kansas Reflector podcast. “Only&nbsp;one&nbsp;has&nbsp;to&nbsp;get&nbsp;through. So,&nbsp;the&nbsp;state&nbsp;rightfully&nbsp;has&nbsp;said&nbsp;we&nbsp;need&nbsp;to&nbsp;increase&nbsp;our&nbsp;level&nbsp;of&nbsp;cyber&nbsp;defense.”

Democratic Gov. Laura Kelly, in budget recommendations presented to the Legislature, would provide about half what the Board of Regents requested for IT security.

The Board of Regents also proposed appropriation of $27 million to increase salaries at University of Kansas, Kansas State University and the four other state universities by 5%. The governor recommended a 2.5% increase for all state employees.

Flanders said the Board of Regents’ proposal recognized lawmakers hadn’t appropriated enough from the state general fund in previous years so all campus employees were provided the standard raise. In other words, the process delivered enough for university employees to get a 2.5% raise when other state agencies were granted 5% increases for staff compensation.

“We’ve&nbsp;put&nbsp;that&nbsp;into&nbsp;our&nbsp;request,&nbsp;really,&nbsp;to&nbsp;keep&nbsp;our&nbsp;talent,” Flanders said. “Here’s&nbsp;what&nbsp;we&nbsp;know. We&nbsp;have&nbsp;researchers&nbsp;who&nbsp;are&nbsp;leaving&nbsp;the&nbsp;state,&nbsp;and&nbsp;when&nbsp;a&nbsp;researcher&nbsp;leaves&nbsp;the&nbsp;state&nbsp;they&nbsp;take&nbsp;their&nbsp;grant&nbsp;dollars&nbsp;with&nbsp;them. So,&nbsp;that’s&nbsp;an&nbsp;economic&nbsp;loss&nbsp;for&nbsp;our&nbsp;state&nbsp;and&nbsp;for&nbsp;the&nbsp;university.”

In addition, the Board of Regents sought to expand state funding for need-based student aid by $30 million annually. The objective would be to press ahead with a strategy to keep higher education affordable, fill workforce shortages and create economic prosperity.

The Legislature&nbsp;and governor&nbsp;over&nbsp;the&nbsp;past&nbsp;few&nbsp;years&nbsp;substantially increased that line item with a surge&nbsp;from&nbsp;about&nbsp;$25&nbsp;million&nbsp;to&nbsp;$96&nbsp;million.

“It’s&nbsp;been&nbsp;a&nbsp;tremendous&nbsp;increase,&nbsp;and&nbsp;it’s&nbsp;began&nbsp;to&nbsp;pay&nbsp;off.&nbsp;We&nbsp;have&nbsp;more&nbsp;first-generation&nbsp;students.&nbsp;Our&nbsp;student&nbsp;debt&nbsp;load&nbsp;is&nbsp;down,” Flanders said.

He said one consequence of budget tightening would likely be higher tuition rates. In the current academic year, tuition went up 2.8% at Kansas State and 6% at Fort Hays State University. Several universities ranged from 3.5% to 4%.

“We&nbsp;have&nbsp;really&nbsp;kept&nbsp;the&nbsp;cost&nbsp;of&nbsp;tuition&nbsp;increases&nbsp;lower&nbsp;than&nbsp;the&nbsp;rate&nbsp;of&nbsp;inflation.&nbsp;We&nbsp;want&nbsp;to&nbsp;try&nbsp;to&nbsp;continue&nbsp;to&nbsp;do&nbsp;that.&nbsp;That&nbsp;requires&nbsp;partnership,&nbsp;and&nbsp;it&nbsp;requires&nbsp;state&nbsp;investment&nbsp;and&nbsp;then&nbsp;it&nbsp;also&nbsp;requires&nbsp;us&nbsp;being&nbsp;as&nbsp;efficient&nbsp;as&nbsp;possible,” Flanders said.

Measure modeled after federal legislation responding to Trump agenda item

TOPEKA — State and federal lawmakers from Kansas convened Monday at the Celtic Fox pub to celebrate legislation to exempt tipped earnings of service and hospitality workers from income taxation.

The approach at the state level would be modeled after congressional bills promoted by President Donald Trump that ditch the federal income tax on tips received by restaurant workers, servers, valets as well as bellhops, bartenders or caddies.

Kansas Senate President Ty Masterson and state Sen. Caryn Tyson joined U.S. Sen. Roger Marshall, also a Republican, at the pub to talk about ending taxation of tips received in the form of cash, debits or credit cards.

“The intention is to take tax off tips in Kansas,” said Masterson, of Andover. “We love that idea from the federal government. Gratuity is gratitude, right? It’s not ordinary income to somebody.”

Tyson, the Parker chair of the Senate Assessment and Taxation Committee, said matching state law to federal reform made sense. She estimated the reduction in state tax revenue could range from $4 million to $10 million annually.

“It helps simplify the tax code,” she said. “We need to help those in need, and we did that last year with legislation that we passed, especially exempting state income tax from Social Security. I look forward to getting this passed.”

Marshall, an ally of Trump in Washington, D.C., said the federal tipped-income bill should be regarded as a vehicle for making Kansas affordable again. He said the federal measure — likely to pass Congress sometime between March and June — was part of Trump’s broader strategy to promote domestic prosperity and security.

“What he’s done from the security standpoint is very self-evident on his impetus to control the border and get the illegal criminal aliens out of this country,” the U.S. senator said. “We’re here today to talk about the prosperity part of this.”

He said the federal tipped income initiative was one piece of an effort to lend a hand to hard-working taxpayers.

Overall, he said, the congressional priority in 2025 would be renewal of federal tax cuts initiated during Trump’s first term. He also said Congress and the president should consider ending the federal income tax on Social Security income.

“And, how about no taxes on overtime?” Marshall said.

The nonprofit Committee for a Responsible Federal Budget estimated enactment of a federal exemption on tips would cost $150 billion to $250 billion over a 10-year period. The organization indicated the exemption could prompt employers and employees to reclassify ordinary income as tips to avoid paying federal income taxes.

A pending bill in the U.S. Senate would incluce a yearly $25,000 deduction cap as well as occupational limits to the exemption. The U.S. House version would limit the tipped-income exclusion from federal taxes to $20,000 annually.

Caryn Tyson joined U.S. Sen. Roger Marshall, also a Republican, at the pub to talk about ending taxation of tips received in the form of cash, debits or credit cards.“The intention is to take tax off tips in Kansas,” said Masterson, of Andover. “We love that idea from the federal government. Gratuity is gratitude, right? It’s not ordinary income to somebody.”Tyson, the Parker chair of the Senate Assessment and Taxation Committee, said matching state law to federal reform made sense. She estimated the reduction in state tax revenue could range from $4 million to $10 million annually.“It helps simplify the tax code,” she said. “We need to help those in need, and we did that last year with legislation that we passed, especially exempting state income tax from Social Security. I look forward to getting this passed.”Marshall, an ally of Trump in Washington, D.C., said the federal tipped-income bill should be regarded as a vehicle for making Kansas affordable again. He said the federal measure — likely to pass Congress sometime between March and June — was part of Trump’s broader strategy to promote domestic prosperity and security.“What he’s done from the security standpoint is very self-evident on his impetus to control the border and get the illegal criminal aliens out of this country,” the U.S. senator said. “We’re here today to talk about the prosperity part of this.”He said the federal tipped income initiative was one piece of an effort to lend a hand to hard-working taxpayers.Overall, he said, the congressional priority in 2025 would be renewal of federal tax cuts initiated during Trump’s first term. He also said Congress and the president should consider ending the federal income tax on Social Security income.“And, how about no taxes on overtime?” Marshall said.The nonprofit Committee for a Responsible Federal Budget estimated enactment of a federal exemption on tips would cost $150 billion to $250 billion over a 10-year period. The organization indicated the exemption could prompt employers and employees to reclassify ordinary income as tips to avoid paying federal income taxes.A pending bill in the U.S. Senate would incluce a yearly $25,000 deduction cap as well as occupational limits to the exemption. The U.S. House version would limit the tipped-income exclusion from federal taxes to $20,000 annually.

Kansas GOP senators promoting bill to exempt tips from state income tax

DICKINSON COUNTY —Sheriff's deputies in central Kansas are investigating a woman on multiple drug allegations.

On January 31, deputies responded to a call of suspicious activity on W 1st Avenue in Hope, Kansas, according to a media release from the Dickinson County Sheriff.&nbsp; 

Deputies made contact with woman at the residence and began investigating the suspicious activity. During the investigation, deputies developed probable cause that illegal drugs were present in the residence.

The Dickinson County Sheriff’s Office Drug Enforcement Unit was contacted to assist. Investigators applied for a search warrant which was granted and executed at the residence. While conducting the search, deputies located Methamphetamine, Marijuana, and Drug Paraphernalia.

As a result of the investigation, deputies arrested 48-year-old Beverly Lynette Hall and booked her into the Dickinson County Detention Facility on requested charges of Possession of Methamphetamine, Possession of Marijuana and Possession of Drug Paraphernalia.

The Kansas Highway Patrol reported a 2011 Jeep Patriot driven by&nbsp; Brittany D.&nbsp; Lovelace, 32, Junction City, was westbound in the 1500 block of Old 40 Highway one mile east of Detroit, Kansas.

The Jeep crossed the center line, entered the south ditch, stuck the railroad tracks and rolled onto its roof

EMS transported Lovelace and a 1-year-old passenger to the hospital in Abilene. Lovelace and the child were both properly restrained, according to the KHP.

Kan. woman, 1-year-old hospitalized after Jeep overturns

DICKINSON COUNTY —Law enforcement in central Kansas captured a suspect wanted for murder in Kansas City.

On Sunday morning, the Sheriff’s Office received a report of a vehicle in the ditch in the area of K-15 Highway and 2900 Avenue, north of Abilene, according to a media release from the Dickinson County Sheriff.

 A deputy responded to the motorist assist and made contact with a man later identified as 50-year-old Armando Navarro of Kansas City, Missouri.

 The vehicle was out of the roadway and Navarro advised he was waiting for a tow truck. The deputy then left the scene but told Navarro he would check on him later.

The Dickinson County Sheriff’s Office was later notified that Navarro was a suspect in a triple homicide that occurred on February 2, in Kansas City, Missouri. Deputies returned to the area and confirmed the suspect was still with the vehicle.

Additional deputies arrived as well as troopers with the Kansas Highway Patrol. While awaiting the arrival of an armored vehicle from the Junction City Police department, deputies observed the subject leaving the area on 2900 and heading towards K-15 Highway. 

The Sheriff’s Office K-9 unit and another deputy contacted the subject at 2900 Avenue and K-15 Highway. A brief foot pursuit ensued and the K-9 was deployed.&nbsp; Navarro surrendered to the K-9 unit and was taken into custody by deputies.

Navarro is being held at the Dickinson County Detention Center awaiting extradition back to Missouri.

1607 (SCR1607) for Kansas to join the states calling for a convention
for proposing a congressional term limits amendment to the U.S.
Constitution. The effort is being spearheaded by the nonpartisan,
nonprofit, U.S. Term Limits (USTL).


SCR1607&nbsp;
has a groundswell of support in the Kansas legislature. Many state
lawmakers committed their support by signing a pledge to cosponsor
Senator Thompson's resolution.


"It's
time for Congress to be accountable to the people they represent, "
said Philip Blumel, USTL President. "Term limits will help
restore trust in our government and ensure that power is returned to
the hands of the citizens."


State
Chair for U.S. Term Limits, Sara Hart-Weir says, "I am thrilled
we are gaining momentum in Kansas to join the growing number of
states supporting term limits on Congress. This strong support will
help us pas&nbsp; &nbsp; this critical resolution."


&nbsp;When
SCR1607 passes both the house and senate chambers this session,
Kansas will join other states in the call to for a national
convention for the exclusive purpose of proposing term limits on the
U.S. Congress. Once 34 state legislatures pass similar resolutions
and approve the term limits amendment language, the measure must be
ratified by 38 states to become part of the U.S. Constitution.

Saline County Jail Bookings, Feb. 3

Submitted Kansas Wesleyan announced Saturday that enrollment for the spring semester is 963 total students, a figure that is up more than 7% from the previous spring. It marks the largest spring enrollment in KWU’s history.&nbsp;

“This will be another great semester for the KWU community,” said Ken Oliver, executive vice president of advancement and university operations. “We will continue to have marquee events across campus — including tremendous performances by our Music Department and games for our conference-leading women’s basketball team — and we will do it closing in on 1,000 spring students. We are grateful for those who continue to make this bright future — and fantastic present — possible.”&nbsp;

KWU’s MBA program was a significant player in the growth, as the MBA went from 47 students to 75, an increase of nearly 60%. The Saline County MBA and KWU Alumni scholarships have helped boost those numbers. Each of those scholarships provides $100 off per credit hour for qualifying individuals.&nbsp;

The university also saw a 72% increase in part-time students, buoyed by recent community engagement efforts within the Criminal Justice program.&nbsp;

“Growing our MBA program by 60% in one year is outstanding,” said Oliver. “Our graduate scholarship programs has been well received by the community, and we’re pleased that so many local professionals have taken advantage of it. Our Criminal Justice certificate program has opened doors for many local law enforcement officers, and it’s a privilege to create opportunities for those who contribute so much to our region. We know that the university’s recent successes would not be possible without the support of the entire Salina community.”

All told, KWU spring enrollment is up more than 22% in the past two years. KWU has responded by renovating Sams Chapel and opening numerous new facilities, including Bieber Dining Hall, the Applequist Family Music Center, a pair of Jack Wilson Criminal Justice Labs and Coyote Village, the university’s newest student housing.&nbsp;

Renovations have also taken place at the Everett Morgan Strength Training Center, along with existing student residence halls.&nbsp;

KWU has accomplished all of this while raising its minimum GPA for acceptance to 3.0.&nbsp;

Individuals have plenty of chances to experience the Coyote community this spring. The annual fundraising dinner, Night with the Yotes, is set for&nbsp;Feb. 21, and tickets are still available. Students from across the Sunflower State will come to campus&nbsp;March 22&nbsp;for the Sunflower State Spelling Bee, and KWU’s women’s basketball program — winners of 14 of its first 15 conference games — returns to action&nbsp;Saturday night&nbsp;at home, taking on Saint Mary.&nbsp;

“Great things are happening across Kansas Wesleyan,” said Oliver. “Athletics, music and other activities are excelling, community partnerships are growing and faculty are mentoring our students well. We are grateful for the numerous supporters who have made this possible —with record support already this year — and look forward to additional exciting news in the coming months.”
