City of Salina: Improvements begin to Arnold Ave./Schilling Road

A two-vehicle crash near the intersection of Cloud Street and Broadway Boulevard this morning resulted in minor injuries for one driver and required both vehicles to be towed from the scene.

The crash happened shortly before 8 a.m. and involved a 2015 Jeep Cherokee driven by Margaret Alcorn, 49, of Ramona, Kansas, and a 2015 Chevrolet Silverado driven by a 26-year-old Salina woman.

 According to Salina Police Department (SPD) Sgt. Matt Gawith, the Jeep Cherokee, was traveling westbound on Cloud Street in the left-turn lane, intending to turn south onto Broadway. As Alcorn attempted to make her turn, she reportedly failed to yield to the eastbound Silverado, which continued straight on Cloud Street.

The driver of the Silverado, who was not wearing a seatbelt, sustained minor injuries, including a possible concussion. She was transported to Salina Regional Health Center for treatment. Alcorn was uninjured in the collision but was cited for failure to yield.

Both vehicles sustained significant damage and were towed from the scene.&nbsp;

Saline County Jail Bookings, Oct. 31

The Salina Drive-thru Recycling Center (SDRC) is hosting a special holiday donation drive, “Go Green &amp; Give!,” to support the Salina Emergency Aid Food Bank and the Salina Animal Shelter. The event will occur on Saturday, November 23, from 8:30 a.m. to 2:00 p.m., inviting community members to recycle and donate in one convenient stop at the SDRC, located at 125 West North Street.

Volunteers from the Food Bank and Animal Shelter will be on-site, allowing donors to drive through to drop off items from their vehicles. The Food Bank is seeking non-perishable holiday foods, such as instant potatoes, canned vegetables, gravy, and stuffing, to help local families celebrate the season with hearty meals. The Animal Shelter, meanwhile, needs dog and cat treats, Kong chew toys, pill pockets, paper towels, and food, all aimed at enriching the lives of animals awaiting adoption.

For those who haven’t yet visited the SDRC, this event is a perfect chance to see how the center operates and to learn more about its services. The City of Salina encourages residents to “Go Green &amp; Give!” this holiday season, promoting environmental responsibility and community support for needy families and pets.

The second week of early voting for the 2024 General Election is underway in Saline County. Early voting for Saline County residents began on Oct. 21&nbsp; and will conclude on Nov. 4 at noon.&nbsp;

Saline County Clerk and local Elections Official Jamie Doss said as of 5 p.m. yesterday, 5,148 Saline County residents voted early in person. Doss said her office has received an additional 1,330 ballots mail-in ballots.

Doss predicts that the overall voter turnout for the 2024 Election will be between 62% and 65%. Doss reminds the community to avoid wearing campaign materials near polling locations.

"Need to remind people to make sure that you don't have anything on your person, a slogan or a candidate's name, a shirt or something like that within 250 feet of the city-county building, and that would be the same on Election Day," Doss said.

Smoky Hill Museum: Redlining — mapping inequality, a First Thursday presentation

<a>The Kansas Division of Emergency Management, Kansas Fire Marshal and Kansas Forest Service are urging Kansans to use caution this week due to the risk of wildland fires.&nbsp;</a>

With the unseasonably warm temperatures, very dry south wind, low relative humidity and extremely dry vegetation, the fire danger across the state is very high today and will remain elevated the rest of the week.

Governor Laura Kelly&nbsp;issued a verbal state of disaster declaration on Thursday, Oct. 24, due to wildland fires in Chase, Marion, Montgomery, and Sedgwick counties. Doniphan County has been added to this declaration.

“With the warmer weather, lack of rain, and high winds, we are at a risk of wildland fires starting across the state,” Governor Kelly said. “I urge Kansans to avoid any outdoor activity that could spark a wildfire.”

“The Kansas Forest Service and our partners are ready with resources throughout the state to respond to any potential wildfires,” said Bill Waln, Fire Management Officer for the Kansas Forest Service. “It’s important to remember that during periods of very high sustained winds, aviation support may be grounded due to safety concerns and the reduced effectiveness of water drops.”

If requested, the Kansas Division of Emergency Management is partially activated to assist counties and local responders.

“The AI Revolution: Progress, Pitfalls and the Path Forward” will explore the history of AI, its rapid growth in society, the amazing ways humans collaborate with AI, where the technology is heading and the new challenges AI presents.

Leading the discussion are two K-State Salina faculty experts in AI education and innovations — Balaji Balasubramaniam and Michael Oetken.

Balasubramaniam, assistant professor and graduate faculty, instructs classes in K-State Salina’s machine learning and autonomous systems and computer systems technology programs. He has areas of expertise in cyber-physical systems, software engineering, autonomous systems and AI.

WASHINGTON, D.C. —&nbsp; According to a Tuesday message from the VA, more Kansans are using their services, thanks to the PACT Act.

Key outcomes for Kansas Veterans and their families, caregivers, and survivors from this fiscal year include:

Providing more world-class health care to Veterans: VA delivered more than 1,284,000 health care appointments to Kansas Veterans this year, and 3,606 Kansas Veterans enrolled in VA health care.

Delivering more earned benefits to more Veterans: 50,858 Kansas Veterans received compensation and 1,164 received pension benefits this year, representing an estimated $1,253,000,000 and $16,300,000 in earned benefits, respectively. Additionally, VA processed 21,479 disability benefit claims for Kansas Veterans, with an overall grant rate of 67.6%.

Earning Veteran Trust: Nationwide, Veteran trust in VA reached 80.4% this year, an all-time record and an increase of 25% since 2016. Veteran trust in VA health care also reached 92%, another record.

Supporting Veterans in crisis: VA provided no-cost emergency health care this year to more than 540 Kansas Veterans in acute suicidal crises.

Supporting a record number of survivors of Veterans: 721 Kansas survivors received pension benefits this year, representing an estimated $7,460,000 in earned benefits. Additionally, 4,588 spouses and dependents in Kansas received Dependency and Indemnity Compensation, representing an estimated $92,700,000 in earned benefits.

Supporting a record number of women Veterans: 5,696 women Veterans in Kansas received compensation, representing an estimated $148,900,000 in earned benefits. Additionally, 425 women Veterans in Kansas enrolled in VA health care. VA now has more women Veterans enrolled in its health care system than ever before.

Giving Veterans final resting places in VA National Cemeteries: VA interred 756 Veterans in VA’s national cemeteries in Kansas this year.

Ranking member of the Senate Veterans’ Affairs Committee, Kansas U.S. Senator Jerry Moran was a big part of getting the Sergeant First Class Heath Robinson Honoring our Promise to Address Comprehensive Toxics (PACT) Act through Congress.

PACT Act has impact in Kansas

Salina City Manager&nbsp;Mike Schrage&nbsp;has&nbsp;appointed Rodney “Shane”&nbsp;Pearson&nbsp;as the&nbsp;Interim&nbsp;Fire&nbsp;Chief.&nbsp;The&nbsp;interim appointment is the result of&nbsp;Fire&nbsp;Chief&nbsp;Anthony “Tony”&nbsp;Sneidar’s&nbsp;recent&nbsp;resignation.&nbsp;

“I wish Chief Sneidar well and I appreciate Deputy Chief Pearson’s willingness to serve as the Interim Chief.&nbsp;Serving as Deputy Chief since&nbsp;November&nbsp;2022,&nbsp;Chief Pearson&nbsp;will provide continuity&nbsp;and will build upon the initiatives started under Chief Sneidar’s leadership,” said Schrage.

Chief&nbsp;Pearson&nbsp;has&nbsp;worked for the&nbsp;Salina&nbsp;FireDepartment&nbsp;for a total of 23 years.&nbsp;Prior to his Deputy Chief role,&nbsp;he was the EMS Chief for almost 10 years,&nbsp;and previously served as Firefighter/EMT and&nbsp;Firefighter/Paramedic.&nbsp;He is the current Kansas State Firefighters Association President and serves on the Kansas Board of Emergency Medical Services.&nbsp;He will begin his interim role&nbsp;November&nbsp;1, 2024.

Salina City Manager appoints interim fire chief

I’ve spent a lot of time in the cabs of tractors this month as we continue our marathon of fall harvest.

Spending so much time operating the grain cart during fall harvest has allowed me ample time to get caught up on podcasts, opportunities to start and end new audiobooks, and hear the latest songs on the radio over and over and over again.

While I’ve had this extra tractor time, I’ve also been away from other important tasks. The laundry needs attention. I’ve been slow to respond to my emails. October birthdays will be celebrated later in November. And I’ve officially told my kids they need to conserve the grocery hauls I bring home on the weekends because I can’t make special grocery trips during the week. If we run out of milk, drink water.

If I’m not in a tractor, I’ve been driving through the countryside in a truck pulling equipment to the next field waiting to be harvested. I’ve spent a lot of time on the backroads navigating to the next field.

The other afternoon my daughter was in the truck with me while I was pulling the fuel trailer to a field. She was chatting away about her day, testing me on her latest jokes and riddles she’d been working on, and keeping me up to date on the latest book she’d been reading.

As we approached a tree lined portion of the dirt road, she stopped talking and just looked out the windows until we drove through the trees full of changing leaves.

“You know, Mom,” she said. “I think this is the most beautiful time of the year.”

I couldn't argue with her. The trees are at just the right point of the season where the green summer leaves have turned to the bright yellows, reds and oranges that are synonymous with autumn. They glisten in the afternoon sunlight while moving with the wind, still clinging to the tree branches suggesting there’s plenty of life remaining before winter arrives.

Everywhere I look right now, there’s a warm and fiery palette presenting itself to viewers.

There are people who pay a lot of money to go see the changing of colors in other states. Individual vacations, bus tours and train rides are scheduled around this particular season. Many people either head to the mountains to view the aspens turning or travel back East to see the maple, birch and cherry trees showcasing their peak fall foliage.

But me? I’m perfectly happy enjoying my views from a tractor cab or while driving down the dirt roads as we continue to harvest our fall crops. The background colors of those most beautiful leaves compliment the natural, warm hues of the soybeans and sorghum fields still awaiting harvest.

I know it won’t last for long, so I’m making sure to appreciate all of these peak views now before the leaves dry up and release themselves from their trees to usher in winter.

It truly is the most beautiful time of the year.

🎃Salina Halloween happenings🎃

Injuries can be as scary as ghosts and ghouls on Halloween but are much more severe. Pedestrian accidents falls, burns, and poisonings are just a few of the common injuries that occur on this particular night. The good news is they are preventable. 

Safe Kids Kansas, the Kansas Poison Center and the Office of the State Fire Marshal remind families to include safety in their fall festival planning.

On average, children are more than twice as likely to be hit by a vehicle and killed on Halloween than on any other day of the year. Drivers need to slow down and be extra alert, especially in neighborhoods, as there will be more children on the streets and sidewalks – and those kids may be focused on gathering candy and the excitement of the holiday rather than being careful while crossing streets.

Review safety rules with your kids before they leave the house. Trick-or-treaters are often out when it’s dark and more difficult for drivers to see them. Children younger than age 12 should not be crossing streets alone on Halloween without an adult or responsible teenager.

“While it’s a good idea for children to have a cell phone with them in case of an emergency, remind them to pay attention to their surroundings,”&nbsp;said Cherie Sage with Safe Kids Kansas.&nbsp;“Don’t be distracted from hazards because you are texting or talking on the phone.”

Remind children to be careful with candy. It’s hard to resist the temptation to dive right into treats, but it is best to check sweets before children can eat them. Only eat treats in original and unopened wrappers. Also, be aware kids are in candy-seeking mode, so keep medicine locked up and away and keep the Poison Help number programmed into your phone: 800-222-1222.

According to the National Fire Protection Association, nearly half of home structure fires happen because decorations are too close to a heat source. Most of these incidents are started by candles. Play it safe and use battery-powered candles or lights. Remember to ensure your family has working smoke alarms on every level of your home and inside and outside every sleeping room.

With Halloween just a week away, follow these tips to ensure everyone has a fun and safe holiday.

Choose costumes and decorations that are flame-resistant or flame-retardant

Decorate costumes and bags with reflective tape or stickers and have kids carry glow sticks and flashlights to help them see and be seen by drivers

 Prevent trips and falls by selecting a costume that is the right size and choosing non-toxic face paint and makeup instead of masks, which can obstruct a child’s vision.

Keep flammable materials such as hay bales, corn stalks and paper decorations away from heat and flame sources, such as &nbsp;candles, light bulbs and heaters

 Use battery-operated candles in jack-o-lanterns and when decorating pathways and yards

Set a reminder to blow out any candles and unplug lights at the end of the evening.. If you are attending parties or haunted houses, look for the exits and have an escape in case of an emergency

 If using dry ice, wear gloves or tongs when handling it and do not put it in cups where it could be swallowed and cause severe burns.

Stick to sidewalks or paths. Don’t walk through neighbors’ yards, as there may be hazards you can’t see

 If there are no sidewalks along your street, walk on the road facing traffic as far to the left as possible

Only cross the street at corners and crosswalks, not between parked cars. Make eye contact and wave at drivers before crossing

Watch out for cars that are turning or backing up

 Pay attention to your surroundings. Put away phones and other distracting electronics.

Children under 12 should not be alone at night without adult supervision. If kids are mature enough to be out without supervision, they should stick to familiar, well-lit areas, follow a pre-planned route and trick-or-treat in groups.

Slow down and be especially alert in residential neighborhoods. Children are excited about Halloween and may move in unpredictable ways.

 Eliminate any distractions inside your car so you can concentrate on the road and your surroundings.

 Watch out for pedestrians when turning at intersections. Enter and exit driveways and alleys slowly and carefully.

 Popular trick-or-treating hours are 5:30 p.m. to 9:30 p.m., so be especially alert for kids during those hours.

Simple steps for a safe Halloween

At its<a href="https://salinapost.com/posts/7d311762-6542-40eb-8f5a-eeb19f43b50e"> regular Monday meeting this week</a>, the Salina City Commission voted to demolish the 1616 West Crawford Street building, commonly called the Ambassador Hotel.

The hotel, which opened in the 1980s as the Holiday Inn Holidome and later became a Ramada before rebranding as the Ambassador, has faced years of neglect and safety violations.<a href="https://salinapost.com/posts/d11440d8-1d3d-457f-bb9d-0340bca41660"> In July</a>, city commissioners designated the building as a dangerous structure after a review by Dangerous Structure Specialist Sean Furbeck.

The designation followed a history of violations, including unsecured entry points, structural deterioration, illegal fires, and use by vagrants. The city gave property owner Joshua Joseph two options: repair the building or proceed with its demolition.

<a href="https://salinapost.com/posts/3aa9ac0b-322d-446c-bac1-5dd3e040952b">Earlier</a>&nbsp;this month, Joseph proposed a redevelopment plan to city commissioners and <a href="https://salinapost.com/posts/3aa9ac0b-322d-446c-bac1-5dd3e040952b">claimed to have secured $3 million in financing</a>. City staff found the documentation provided by Joseph insufficient, as it did not meet the requirement for a binding loan commitment.

“We initially declared the structure dangerous and imposed deadlines, and those deadlines lapsed, which created the need for the show cause hearing in the first place,” said Salina City Manager Mike Schrage.

The commission opened the hearing on October 14, during which Joseph assured them he could provide documentation of funding the following day. Although Joseph submitted letters from Frontier State Bank, city staff determined the letters did not meet the requirements outlined by the commission.

"Financing was not the end-all, be-all. It was not a checkbox as much as it was a representation of progress on the part of Mr. Joseph to you [commissioners]," Schrage said. "The question before you and the purpose of this meeting starts with the presumption that you ordered the building dangerous and needing to be repaired or demolished by the owner by deadlines that have already passed. The question is, has the owner sufficiently shown cause as to why you should not proceed with demolishing the building as you indicated you would in the event that deadlines were not met."

At the Oct. 28 meeting, Joseph proposed an alternative plan: he would handle the building’s demolition himself if the city waived the estimated $200,000 in landfill tipping fees for disposing of the rubble.

Schrage reminded commissioners of the impacts of agreeing to waive the fees.&nbsp;

"The landfill operates as an enterprise fund. So if you [commissioners] chose to waive the tipping fees, that's lost revenue," Schrage said. "We would have to make an offset. My suggested offset would be a cash transaction transfer from the general fund to the landfill fund so that as we set fees, as we size cells and plan for the future development of landfill, that financially, our planning remains solid."

Commissioner Greg Lenkiewicz disapproved of waiving tipping fees for Joseph to demolish the building.

"I believe it's a mistake. I think it's going to set a precedent that's going to be a headache down the road. I'm philosophically opposed to it," Lenkiewicz said.

Commissioner Mike Hoppock expressed similar concerns.

"This building had sufficient time to be addressed, and I'm just not comfortable rewarding the fact that this building has been allowed to deteriorate," Hoppock said.

Mayor Longbine agreed with both commissioners.

Commissioners unanimously voted to approve the resolution and proceed with demolishing the building at the city’s direction, according to Kansas Statute 12-1755.

After completing the demolition, the city will bill the property owner for the costs.&nbsp;

"We'd finalize our costs. We would send a bill to the property owner. The property owner has the opportunity to pay it. If they don't pay it, it's then assessed as a lien against the property, which is like a tax lien," Schrage said. "If that lien remains unpaid, it can go to a 'Sheriff's Sale.' Then, depending on the outcome of that sale and what is bid on the property, that determines what reimbursement the city might receive."&nbsp;

Salina City Commission votes to demolish long-abandoned Ambassador Hotel

By SALINA POST A Salina man has been arrested on requested charges of rape and domestic battery following an alleged sexual assault reported by a Salina woman in late August.

The alleged assault was reported to Salina Police Department (SPD) officers on August 30. According to the victim, the crime was perpetrated by 37-year-old Eric Earnest on August 29 at a South Central Salina residence.

Following an investigation, the case was referred to the Saline County Attorney’s Office, which issued a warrant for Earnest's arrest.

Saline County Sheriff's Deputies arrested Earnest and booked him into the Saline County Jail on Oct. 9 for requested charges of domestic battery: rude physical contact, rape; sexual intercourse with physically powerless victim and failure to appear.&nbsp;

SPD Cpt. James Feldman made the incident report available to the media this morning, Tuesday Oct. 29. When asked why the report was not given to the media before today he said that the report was not ready yet.&nbsp;

Salina man arrested for alleged rape, domestic battery

A high-speed vehicle pursuit during the early morning hours of Sunday, Oct. 13 in rural Saline County ended in a violent confrontation and a man from Little River turning himself in on multiple requested charges including attempted second-degree murder, according to Saline County Sheriff Roger Soldan.

Soldan said at around 1:15 a.m. on Sunday, Oct. 13 a Saline County Sheriff's Office deputy attempted to stop a red Chevrolet Silverado clocked at nearly 80 mph in a 45-mph zone on Old 40 and State Street, west of Salina.&nbsp;

"He turned around and tried to stop him but the truck fled from him," Soldan said. "When it got to Crawford, it [suspect vehicle] turned West, he tried to follow him for about a mile and then there was so much dust he called off the chase."

Approximately 15 minutes later, the Saline County Sheriff’s Office received a call from a man who said he was assaulted and ran over by the driver of the red pickup. According to Soldan, the victim had been a passenger in the vehicle during the attempted stop and asked the driver to be let out. When the driver refused, an altercation occurred.

“The guy told him he was going to kill him and then actually physically ran over him with the truck,” Soldan said.

The victim told deputies the suspect ran over him near the 2500 block of South Muir Road.&nbsp; He also reported having tire tracks on his back, managed to escape by hiding in a field while the driver briefly left the scene before returning to search for him.

The 51 year old victim did sustain injuries and was taken to Salina Regional Health Center for treatment, Soldan said.&nbsp;

Saline County Sheriff’s deputies identified the driver as 30-year-old Wyatt Stimatze&nbsp; of Little River. According to Soldan,&nbsp;Stimatze and the 51-year-old victim, of Ellinwood, were acquaintances through work.

Deputies searched the roadways in the immediate area for Stimatze, but were unable to locate him. On Thursday, Oct. 24, after a warrant was issued for his arrest, Stimatze turned himself in at the Saline County Jail. 

Initially charged with aggravated battery, Stimatze now faces additional charges, including attempted second-degree murder, kidnapping, criminal threat, and reckless driving. 

A judge set his bond at $250,000. Stimatze's next court appearance, a scheduling hearing, is set for Nov. 4.
