A Salina man is accused of numerous crimes involving online child pornography.

According to an indictment from the United State's District Court, on Christmas Day 2021; April 2; August 13; August 22 and August 27 of 2022, Douglas Harpster, 45, Salina, "did and attempted to knowingly receive one (1) or more visual depictions of a minors engaging in sexually explicit conduct, as defined in Title 18, United States Code, Section 2256, and said visual depictions were of such conduct."

On or before February 9, 2023, Harpster "did knowingly possess and access with intent to view one (1) or more matters which contained any visual depiction of a minor, that involved prepubescent minors and minors who had not attained 12 years of age engaging in sexually explicit conduct."

Just before 6p.m. July 17, Harper was booked into the Shawnee County jail in Topeka. He is now being held without bond in federal custody, according to online jail records.

For counts 1-4, Harpster faces five to twenty years in prison and a fine&nbsp; &nbsp;not to exceed $250,000, according to the indictment. For count 5, he faces ten years in prison and a fine not exceed $250,000. 

Upon conviction, Harpster is also required to forfeit any and all property used or intended to be used in any manner or part to commit or to promote the commission of such offenses or any property traceable to such property, including but not limited to: a Black Samsung S10 cell phone; Cooler Master Desktop compute and drives; Black MSI MS-1607 laptop computer and drive; a Silver Lenovo IdeaPad Yoga 13 laptop computer and drive; a&nbsp;Supermicro 24-bay server&nbsp; and drives and a&nbsp;Silver Apple MacBook Pro.

The Royals smashed the Reds 7-1 on Friday and 13-3 on Saturday, outscoring the Cincinnati unit 28-3 for the series, and extending their winning streak to four games.

Kansas City will be back in action at Kauffman Stadium to take on the Angels tonight at 7:10 PM

This weekend also saw the Kansas City Chiefs in action in an NFL preseason tilt with the Detroit Lions

The Chiefs would fall 24-23 but not before Patrick Mahomes delivered a magical behind the back pass to Travis Kelce to pick up a crucial first down.

Mahomes jokingly stated in a press conference that the pass was thrown out of spite after Kelce ran the wrong route.

The Chiefs will play their final preseason game this Thursday when they take on the Chicago Bears at 7:20 PM

And finally in case you missed it Former K-State All-American&nbsp;Michael Beasley&nbsp;was named the 2024 BIG3 Most Valuable Player by league players and coaches on Friday afternoon

MANHATTAN, Kan. –&nbsp;<a href="https://www.ksre.k-state.edu/program-areas/supporting-communities/grant-support/">A popular grant-writing workshop</a>&nbsp;that has helped thousands of Kansans secure funding in their communities is about to turn 100.

Nancy Daniels, a community vitality specialist with K-State Research and Extension, said a Sept. 27 workshop in St. John will mark the 100th public session she’s taught since 2016 – reaching more than 2,919 Kansans.

“We surveyed participants, and of the 33% that responded, we found that within the first year after they took this grant writing class, they acquired more than $52 million for their communities and local projects,” Daniels said.

Ryan Russell, the executive director for&nbsp;<a href="https://staffordecodevo.com/">Stafford County Economic Development</a>, says that record of success is something he hopes to spur within his region, which has set its sights on attracting value-added food businesses, resurrecting Main Street in several towns, and building houses.

“We want to help build the capacity within our county and surrounding counties to be able to have a better pool of people who can write grants,” Russell said

He notes that his organization often writes grants in partnership with the county and city governments, and other non-profit organizations. But he is often unable to fulfill requests for other grants that could help those groups.

“We are looking at the grant writing workshop as an educational opportunity for organizations to be able to help themselves,” he said.

The workshop – which is open to anyone interested -- will be held from 9:30 a.m. to 3:30 a.m. on Sept. 27 in the Stafford County Annex Building, located at 210 E. Third Street in St. John, Kan. Registration costs $60, and is available by contacting Russell at&nbsp;<a href="mailto:ryan@staffordecodevo.com">ryan@staffordecodevo.com</a>, or 620-314-5561.

The workshop is co-sponsored by the Golden Belt Community Foundation, South Central Community Foundation, and the 21 Central Extension District. Daniels said experts from the&nbsp;<a href="https://kshub.org/">Kansas Infrastructure Hub</a>, Kansas Rural Water Association, Kansas Housing Resources Corporation and the Kansas Department of Commerce will be on hand to explain funding opportunities available to Kansas communities.

Participants will also learn about the federal government’s Bipartisan Infrastructure Law, known as BIL, which is in its third year of a five-year commitment to invest $1.2 trillion into infrastructure in U.S. communities. BIL supports investment in transportation, energy, broadband, water and cybersecurity and resiliency. Matching funds are available through a Kansas-based program known as&nbsp;<a href="https://kshub.org/ks-infrastructure-hub-build-overview">Build Kansas</a>.

“Being rural makes people feel like access to funding and state programs is more difficult, even if it isn’t,” Russell said. “There’s often a mentality that grant and state funds are for the high population areas; people in rural areas feel left out. It’s good to do events like this to bring state programs to our areas, and have the people in charge of those funds tell our local residents that they can access these funds and programs.”

Daniels began teaching in-person workshops in 2016, then online workshops only in the latter stages of the COVID pandemic.

“In 2022, we went back to doing both in-person and online settings,” she said. “We’ve taught in-person for local communities, the Kansas Fire Fighters Association, the League of Kansas Municipalities, the South Central Kansas Library System and many more.”

On Sunday, KHP Trooper J. Davis issued a citation in Ottawa County, on U.S. 81 at milepost 178 northbound, according to a social media report from the KHP. The driver was clocked at 104 mph, far exceeding the 70 mph speed limit. For those wondering, a ticket like this totals $363 in fines.

On Friday, KHP Lt. Hammond stopped a couple of motorists for driving over 100mph on the Kansas Turnpike within a couple hours, according to a social media report.

Report aggressive drivers on the highways to *47 or *582 on the Kansas Turnpike.

At its recent meeting on Monday, April 12,&nbsp; Salina City Commissioners agreed to formalize an agreement with HDR Engineering to advance the Smoky Hill River Renewal Project, an infrastructure initiative funded partly by a federal Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grant. 

The project, estimated to cost between $4.8 million and $5.2 million, encompasses the preliminary engineering, design, and planning for significant enhancements to the Old Smoky Hill River Channel and surrounding areas.

The Smoky Hill River Renewal Project is a comprehensive effort to revitalize the old river channel, improve public safety, and enhance recreational opportunities.

-Constructing or refurbishing seven bridges -Developing multi-purpose bike and pedestrian trails -Various safety improvements for pedestrian crossings.

Specific components of the project are:

Seven bridges, including Lakewood Park Bridge, Elm Street Bridge, Ash Street Bridge, Iron Avenue Bridge, Midway Bridge, YMCA Bridge, and a pedestrian under-crossing at South Ohio Street with a hydraulic culvert.

Trails and Pathways: Multi-purpose trails designed for both biking and walking, integrated with the natural landscape and enhanced with lighting for safety.

Pedestrian Safety: The installation of pedestrian crossing safety features, focusing on the North Ohio Street pedestrian underpass.

Recreational Hubs: A multi-modal hub near the Midway and a limited Fourth Street Plaza, complete with a boardwalk.

Flood Mitigation: Constructing a levee outlet designed to mitigate flooding risks while maintaining aquatic connectivity.

Maintenance and Access: Establishing a maintenance facility, boat ramps, and a retaining wall near the Water Treatment Plant.

The project aims to create a space that prioritizes recreational use, emphasizing landscaping and ornamental features and preserving the natural environment. 

The bridges, for example, will be designed to accommodate canoes and kayaks rather than just focusing on hydraulic capacity and will include decorative elements to blend with the natural surroundings.

Given the mature tree growth and sediment in the old river channel, the engineering and design work, led by HDR, will involve complex geotechnical surveys and landscape architectural efforts. The project will start with 30% design plans, progressing to 100% completion, and will include plan submittals for permitting and reviews.

Jim Kowach, P.E., Salina Operations Manager for Public Works, prepared the independent cost estimate for the engineering fees. With over three decades of experience, including significant tenure with the Kansas Department of Transportation, Kowach's estimate was based on comparisons with similar projects and designers, including Wilson and Co., Olsson Associates, Affinis Corp., and HDR.

Martha Tasker, Salina utilities director, said the independent cost estimate has been sending to the Federal Highway Administration for review.

"The Federal Highway Administration reviewed that and did not see any issues with the independent cost estimate," Tasker said. "That information is then transferred to headquarters, and there may be some other documentation they may ask for, but to date, we know the documents they want. Once that's approved, then we will get a notice to proceed with this project."

10% Direct Expenses: $4,976,828.66 (Recommended)

City of Salina Finance Director Debbie Pack provided commissioners with information discussed at a prior study session meeting on April 22, 2024 where commissioners agreed to the following sources of funds for the project: 

Direct expenses include costs such as plotting, drafting, software, public involvement, and subcontracted work. The recommendation is to budget for 10% direct expenses, which is deemed appropriate given the project's scale and the anticipated need for significant public involvement and aesthetic considerations.

During the time for public comment, several community members voiced their strong concerns the project might go well over budget.

 Vice-Mayor Greg Lenkiewicz, who presided over the meeting in Mayor Bill Longbine's absence, echoed this in his remarks before calling a vote on the motion.

"It's a multi-generational legacy project, where it's going to,  the way this goes down, it'll hopefully improve the quality of life for everybody in town, and I'll transcend economic boundaries, and I'm still in favor of it," said Lenkiewicz. 

Commissioner Hoppock said the current commission is a steward of a project that has been years in the making.

"This is a project that started way before many of us commissioners were sitting up here," Hoppock said. "What we're trying to do as commissioners is do the best we can, to try to fund the project, but not to put the burden on property tax...but there's always that potential that we will be over budget and that is why we are setting some funding aside."

Commissioner Hoppock made a motion for the City to direct the City Manager, Mike Schrage to enter into an agreement with HDR for the project. The motion was seconded by Commissioner Jerry Ivey Jr.&nbsp;

The motion was approved unanimously.&nbsp;

NWS Wichita storm outlook for Aug. 18

TOPEKA, Kan. – Preliminary estimates reported by the Labor Market Information Services (LMIS) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted unemployment rate of 3.2% in July. This is an increase from 3.0% in June and an increase from 2.6% in July 2023, according to a media release from the Kansas Department of Labor.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment decreased by 1,700 from June. Total nonfarm includes private sector and government employers. Private sector jobs increased by 3,900 over the month, while government decreased by 5,600.

The unemployment rate in Saline County is up from 3.3 percent in June to 3.5 percent in July. The rate in Dickinson County jumped from 3.9 to 4.3 percent.&nbsp;

“Kansas employers in the private sector added jobs in July. However this growth was offset by a decline in government jobs, which resulted in the overall decrease for total nonfarm estimates,” said labor economist, Emilie Doerksen. “The private sector job growth was led by an increase in professional and business services jobs as well as a continued upward trend for trade, transportation, and utilities.”

Since July 2023 Kansas’ seasonally adjusted total nonfarm jobs have increased by 21,100. This change is due to an increase of 22,800 private sector jobs and a decrease of 1,700 government jobs.

Following multiple ceremonial bill signing events held in Leavenworth and Holton, Governor Laura Kelly called Salina Post to discuss the present and long-term impacts of tax reform, the possibility of Medicaid expansion in 2025, her reflections on the state's current financial standing, and the Kansas City Chiefs’ potential  move across state lines.

After three years of debate on how best to provide tax relief to the Sunflower State, Kansas lawmakers and Gov. Kelly reached a bipartisan deal during a special session of the Kansas Legislature this summer.&nbsp;

Although the process of delivering tax reform to Kansas took years to achieve, it has been something Gov. Kelly's administration has sought since she became governor in 2019. The bill, Senate Bill One, provides a $2 billion reduction in state income and property taxes over the next five years.

“I've been wanting to provide tax relief for that amount of time. It took multiple legislative sessions to come to a consensus," Gov. Kelly said. "There was a lot of push to provide much more on the income tax side, which tends to benefit people with more means. I wanted a tax bill that would really target our middle-class, working-class families across the state of Kansas."

House and Senate Republicans' attempts to pass a flat income tax were dashed by Gov. Kelly's veto, which was followed by subsequent failed veto override votes.

According to The Institute on Taxation and Economic Policy, a flat tax structure would have cost the state $650 million annually once phased in, and from Gov. Kelly's view, its enactment would have sent the state back to the Brownback years.

“It [flat tax] would start to take us back to the Brownback days and I just could not let that happen," Gov. Kelly said. "At that point, we had a three-tier tax system. I still believe we should have maintained a three-tier tax system. It's fair, but it's also nimble. By having that, when bad economic times come — and they do come; you don't see the kind of decrease in state revenues that you do if you have fewer tax brackets, particularly a single tax bracket.”

Lawmakers passed Senate Bill One on June 18. The Senate's final vote was 34-4 and 121-2 in the Kansas House of Representatives.

Senate Bill One establishes a two-bracket income tax system for married individuals filing jointly. Income up to $46,000 will be taxed at 5.2%, and income above that will be taxed at 5.58%.&nbsp;

Gov Kelly noted one of the crucial changes brought by Senate Bill One is the increase in the personal exemption, which goes from $2,250 to $9,160 for individuals.

Taxpayers will receive an additional $2,320 exemption for each dependent listed on their return. The bill accounts for a slight increase in the standard deduction, with single filers' deductions rising from $3,500 to $3,605 and married filers' rising from $8,000 to $8,240. Heads of household will see an additional $180 in exemptions going from $6,000 to $6,180.

"It [SB 1] will impact everybody to at least some degree. I think our seniors are going to see the most obvious relief because we will be eliminating all state taxes on Social Security," Gov. Kelly said.

Additionally, with this bill, Kansas joined more than thirty other states in eliminating state social security taxes.

Income taxes and social security aren't the only ways Kansans will see savings. The bill also reduces property taxes by raising the exemption on school general fund property tax mill levies.

"Kansans who own property will see a reduction in their property tax bill from the state. We levy right now, 20 Mills on residential property that is to help fund our schools. To date, we exempt the first $42,000 or so property value from that tax, we're lifting that exemption to $75,000," Gov. Kelly said.

Gov. Kelly said Kansans looking to start or grow their family also benefit from Senate Bill One.

"Our families will enjoy a doubling of the Childcare Dependent Care Tax Credit to $6 million, which will make a huge difference, I think, particularly for families with a lot of kids," Kelly said.

From her days as a Senator representing Kansas' 18th Senate District to serving as governor, Kelly has been a strong advocate for the expansion of Medicaid, the federal government program providing care to some 80 million Americans living on low incomes.&nbsp;

"There's no good logical reason for not having expanded Medicaid," Gov. Kelly said. "Originally, when Medicaid expansion was available to states in 2014 I think there were some legitimate questions about what it would do to the state budget."

Gov. Kelly emphasized the social and economic benefits of Medicaid expansion, which would cover an estimated 50,000 more Kansans.

"There were very legitimate concerns. What would happen if the federal government, you know, pulled the plug after you've done expansion. But over time, all of the concerns have been answered," Gov. Kelly said.

Kansas' decision not to expand Medicaid has forfeited over $7 billion in taxpayer money since the passage of the Affordable Care Act in 2014.

"That just makes absolutely no sense and has really done some serious harm to our economy," Gov. Kelly said.

Gov. Kelly cited the ten hospitals that have closed in Kansas since the federal government made Medicaid expansion available as one reason why Medicaid should be expanded in Kansas.

"I'm not going to say that Medicaid expansion is the complete and total answer to our issues with rural health care, but it certainly is a tool that needs to be in the toolbox in order for us to resolve those issues,"&nbsp; Gov. Kelly said. "The other thing that's very subtle, and only people in those communities notice it, but because all of the other states around us have expanded Medicaid, we are bleeding healthcare workers across our borders."

Expanding Medicaid continues to be a point of contention in Topeka. Gov. Kelly said leaders in the statehouse are out of touch with their constituents in their thinking on Medicaid.

"It has really come down to having legislative leaders who are stuck in the past, who are still concerned about the passage of the Affordable Care Act more than 10 years ago, and they just can't give up on the idea," Gov. Kelly said. "They said, then it was a bad idea, and they sort of painted themselves into a corner, and have not figured out a way to come out of that corner and let their caucuses in the House and in the Senate, take a vote of Medicaid expansion.”

One of the popular arguments used by Kansans against the expansion of Medicaid is that it will raise taxes on middle and low-income Kansans. According to Gov. Kelly, states that have expanded Medicaid haven't seen a negative impact on their tax structures.

"In fact, what they have seen is that premiums for people who get their health insurance through the private sector actually have stabilized," Gov. Kelly said. "Because of Medicaid expansion, our hospitals would get reimbursed for the care that they provide to these people who are eligible for Medicaid."

Gov. Kelly explained that when hospitals provide uncompensated care in emergency rooms, the most expensive place for healthcare, they have to charge other patients more to cover those costs.

"They provided in the emergency room, the most expensive place to get health care, and so hospitals then have to charge other patients more money to cover the costs of that uncompensated care that they have to provide in the emergency rooms and when they charge other patients more money, the insurance companies raise the cost of the premium, and premium costs go up for every Kansan with private healthcare."

In 2023 a survey released by the<a href="https://sunflowerfoundation.org/statewide-poll-on-medicaid-expansion/"> Sunflower Foundation</a> found 68% of Kansas voters supported Medicaid expansion.

"There's no good reason. We just need to continue to push and hope that the pressure on legislative leadership gets to the point that their caucus members demand the opportunity to vote on Medicaid expansion," Gov. Kelly said.

Tax reform wasn't the only item on the agenda for the special session this summer. Lawmakers also modified existing economic incentive rules to enable the state to potentially attract professional sports teams — like the Kansas City Chiefs. Gov. Kelly had little to share on the topic, but said she appreciates the legislature expanding the economic tool box.

"I think as we look to the future in Kansas, if an opportunity should come our way, it's nice that we now have a tool in place to make that work,”she said.

Gov. Kelly said the Kansas City Chiefs have made it clear they will make a decision regarding their location no later than the end of the year.

"We're here, and we've got the tools in place," Gov. Kelly said.

Gov. Kelly comments on Minnesota Governor and vice presidential candidate Tim Walz

Gov. Kelly praised Vice President and Democratic candidate for president Kamala Harris' own vice president pick, citing the balance Walz brings to the ticket.

"She could not have picked a better partner. Somebody that balances the ticket," Gov. Kelly said. "She's coastal. He's Midwest."

Gov. Kelly said she has gotten to know Walz over the last few years, and according to her, Walz is "as good and kind and humble as they come."

“You could not ask for somebody with a better resume and a better personality to work side by side with,” she said.

Gov. Kelly discusses $2B tax reform bill, Medicaid expansion, national politics

Southeast of Saline officially filled another of its head coaching vacancies on Thursday when it announced that Julianna Yanez would be stepping in to lead the Lady Trojan volleyball team this fall.

Yanez will continue in her role as assistant men’s volleyball coach at Kansas Wesleyan in the spring while also leading a Southeast squad that finished 22-12 a season ago.

“I’m super excited, and I can’t wait to meet the girls,” Yanez said. “I’m looking forward to testing my abilities with what I’ve learned over at Kansas Wesleyan, and I look forward to what’s to come.”

This marks the second high school coaching stop for Yanez, who coached at Wichita West High School before joining the Coyotes last season.

Yanez also made her mark as a college volleyball player, helping McPherson College (NAIA) to its first KCAC conference championships in program history.

“Through coaching, I’ve really found my love and passion for the sport,” she said. I saw how volleyball can help people in life through the life skills that you gain. Seeing the joy that this game brings people when things click has been great as well.”

The hire was praised by SES Athletic Director Doug Minneman, who made the move official in a statement released on Thursday.

“Bringing somebody like Julianna in with her experience and seeing what Kansas Wesleyan has been able to do on the men’s side gets me excited,” he said. “KWU has had a lot of success under her and I’m looking forward to seeing how that translates to our fall season.”

Under her leadership, Kansas Wesleyan's men's volleyball team posted its first winning season in 2024, hosting a GPAC playoff game and making the GPAC final four for the first time in program history.

While Yanez will certainly look to get the most out of the rising Lady Trojan team this fall, a big focus remains on continuing to elevate the culture around the program itself.

“I really want to develop a cohesive team spirit,” she said. “It’s a family sport whether you’re playing or not, and you can’t do anything without your teammates. I want to build a cohesive, family-like environment within the team. Your relationships with the girls is the most important part, and that helps build on your success as time goes on.”

The Lady Trojans will open their 2024 campaign on September 3rd when they travel to Hoisington.

KWUs Julianna Yanez hired as SES head volleyball coach

The half mile concrete path that runs alongside the Smoky Hill river directly behind the Salina YMCA is temporarily closed.

The trail currently has multiple large downed tree limbs which make the trail impassible. Jane Anderson, executive director of the Friends of the River has notified City Parks and Recreation Staff of the downed limbs. The&nbsp;current timeline of when the trail will reopen is unknown.

Salina Post will update this story as new information becomes available.
