A small earthquake rattled part of southeastern Saline County late Tuesday afternoon.

According to the Kansas Geological Survey, a 2.3 magnitude quake struck at 4:50 p.m. Tuesday and was centered southwest of Gypsum, just south of Lapsley Road between South Whitmore Road and South Kipp Road.

The Saline County Health Department does not have any additional cases of COVID-19 to report today.

The Health Department continues to actively monitor two cases who are isolated at home. The rest have met the criteria necessary to be considered recovered and have been released from daily monitoring and isolation.

Due to the holiday weekend, we will not be issuing press releases unless an emergency arises. Otherwise, press releases will resume on Tuesday, May 26th with the latest update of Saline County and State of Kansas information.

•Mass gatherings of 15 or fewer individuals.

•All businesses/activities allowed in Phase 1 and 1.5 may continue to operate with outlined social distancing, mass gathering, and public health restrictions.

•Nail salons, barbershops, hair salons, tanning salons, tattoo parlors, and other personal service businesses where close contact cannot be avoided may continue to operate, but only for prescheduled appointments.

•Fitness centers and health clubs may continue to operate. In-person group classes will be allowed to begin with groups of no more than 15 individuals at a time. Locker rooms remain closed except for restroom facilities.

•Community Centers may open as long as they follow the mass gatherings and social distancing restrictions. Due to the high-risk population concerns, the Saline County Senior Center will remain closed; but meals on wheels will continue.

•Indoor leisure paces such as movie theaters, trampoline parks, theaters, museums, and bowling allies may open as long as they follow the mass gathering and social distancing restrictions.

•State-owned and operated casinos will be allowed to operate as long as they follow social distancing and mass gathering restrictions.

•Organized sports facilities, games, and sports practice may operate as long as they follow outlined mass gatherings and social distancing guidelines AND follow guidelines established by the Kansas Recreation and Park Association.

•In-person commencement or graduation ceremonies may continue to occur with no more than 15 individuals in a room, gymnasium, or facility at one time so long as 6-foot social distancing is maintained.

Under Phase 2 these are the things that are NOT allowed to take place:

•Opening of bars and night clubs.

•Outdoor and indoor large entertainment venues with a capacity of 2,000 or more.

•Fairs, festivals, carnivals, and parades.

•Swimming pools (other than backyard pools and those used for physical therapy or first-responder training).

•Summer camps unless they are a licensed child care facility.

Reopening Kansas comes by milestones, not on a timetable. Progress will be measured by monitoring our testing rates, COVID-19 hospitalizations, ability to contact trace, and the availability of personal protective equipment. Here’s what you can do to help reach reopening milestones:

Saline County: No new cases; reports taking break for holiday

On Tuesday, April 14, 2020, the Saline County Sheriff’s Office responded to the 2200 block of North Reese Road in rural Saline County for a report of a burglary. 

Sometime between April 7, 2020, and April 8, 2020, unknown suspect(s) cut the locks on an enclosed trailer on a work site and stole a large amount of battery powered tools and other equipment. Several of the brand names of the power tools stolen were Milwaukee, Dewalt, and Stihl.

Total loss and damage is estimated to be in excess of $1,600.

Crimestoppers seeks tips about burglary in county

Kansas Wesleyan University honored multiple seniors with end-of-year awards at the conclusion of the 2019-20 school year. 

The school also announced that Dr. Meredith Drees, chair of the religion and philosophy department, was the recipient of KWU’s top faculty honor, the Exemplary Teacher Award, for the year.

Student award winners included Cassity Morlan (Kechi, who was recognized with two awards by the Communication Studies Department. Morlan&nbsp;was a key figure in the KWU yearbook that earned a trio of awards at the state level. She also spent time in other realms of student media, including hosting a podcast, and had her senior capstone recognized as the outstanding student paper by the Southern States Communication Conference. Morlan was also a multi-year member of the KWU debate and forensics team that competed throughout the central U.S.

Izaiah Grogan (Concordia) was the recipient of the Campbell/Hurd Emergency Management Award. The honor is named for former KWU student Rex Campbell, who helped save the life of classmate Aaron Hurd during Hurd’s 2016 in-class cardiac arrest. Grogan was honored for his multiple leadership roles in the Cadet Corps, the group of top Emergency Management and Criminal Justice students. Those roles included teaching the course, “Stop the Bleed”, a nationally recognized trauma management program.

John Olivier (Castle Rock, Colo., a member of the KWU baseball program, was honored as a graduate of the Arete honors program. Olivier, who has been accepted into Wichita State’s physical therapy program, also was named the top student in the Sport and Exercise Science Department.

Hailey Vandevanter (Corona, Calif., who has served as a resident assistant, a member of DECA and a former player on the women’s soccer team, was tabbed the Outstanding Business Management Student, while Natalie Soukup was named the winner of the Donald Olson Sociology Award. Soukup (Ellsworth) was honored for her research on the issue of sexual assault reporting on college campuses.

The Teacher of Promise Award, which was started by the Kansas Department of Education, went to Hilda Pena (elementary) and Morgan Parker (secondary). Pena (Oxnard, Calif.) did her clinical practice at Cottonwood Elementary, while Parker (Salina, a longtime standout in the KWU Music Department, worked at Sunset Elementary as part of her degree requirements. Parker also earned the Music Department’s yearly award, now named for the first KWU music graduate and titled the Dora B. Newbanks Award for Distinction in Music.

Other award recipients included Isabel Hinkeldey (Charlotte, N.C., who was tabbed the George Taylor Criminal Justice Award winner, and Kylie Ross (Sterling, Colo., who received awards from both the marketing program (Outstanding Marketing Student) and the communications department (co-Communications Student of the Year).

Phillip Hauser (Salina) was named the university’s Outstanding History Graduate, Patrick Mercer (Denton, Texas) was the Outstanding Accounting Graduate and a handful of students completed their undergraduate education as Alpha Chi honor society graduates. Beginning next week, there are changes to the drive-thru test site locations and hours of operation in El Dorado, Hutchinson, and Salina. 

The drive-thru testing sites are now available to anyone who meets CDC and state and local guidelines on who should be tested, including first responders, health care providers and others with symptoms of COVID-19 and those in high risk groups without symptoms.&nbsp;Those interested in being tested need to visit&nbsp;<a href="http://www.doineedacovid19test.com/" target="_blank">www.DoINeedaCOVID19test.com</a>&nbsp;to see if eligible for testing and to make an appointment. To be tested, individuals must have a scheduled appointment and be present in a vehicle.

The testing sites are supported by&nbsp;Walmart,&nbsp;eTrueNorth, and&nbsp;state and local officials. As of Friday, Walmart has 180 active test sites in 27 states that have tested more than 49,000 people. The&nbsp;sites use a self-administered nasal swab test with results from the test being received within three to five business days.

“The self-swab protocol for specimen collection is the FDA-approved, standard-of-care used widely across the country,” said Coral May, eTrueNorth’s CEO. “We have implemented a process whereby the entire self-swab is supervised by a pharmacist. While the individual is inside their vehicle, the pharmacist communicates with the individual regarding angle and positioning of the swab in the nose via both verbal instructions and step-by-step flash card. The key to the self-administrated nasal swab test is that the individual is being instructed, supervised and observed by a pharmacist.”

•This is a self-administered nasal swab test that is performed by the individual is in their vehicle.

•A trained pharmacist observes the self-administration of the specimen collection to ensure the sample is taken correctly, including counting out loud so the individual can hear to ensure the swab is in contact with nasal passage long enough to collect an appropriate sample.

•The nasal-swab specimen collection is the standard of care for COVID-19 testing across the country.

•Once specimens are collected at the drive-through testing sites, they are shipped to certified laboratories across the country for analysis.

•The specimens collected at these drive-through sites are analyzed on the gold standard of laboratory testing instruments.

•The testing method (RT-PCR) is approved by the U.S. Department of Health &amp; Human Services and is used nationally. In short, the analysis is performed by high quality laboratories, and the results are accurate.

•The sites are open Mondays, Wednesdays and Fridays weekly from 7 a.m. to 9 a.m., weather permitting.

•NOTE:&nbsp; The sites will be closed for Memorial Day on Monday, May 25, but will open Tuesday from 7-9 a.m. and resume their regular schedule on Wednesday.

•Individuals must be 18 years and older.

•Once on site, those being tested will need to wear a mask and stay in their cars for verification of eligibility criteria, ID check and self-administered test. For the safety of all those on-site, the test site is not available to those who walk up.

The meeting is scheduled for 4 p.m. Tuesday in room 107 of the City-County Building, 300 West Ash Street, according to information from the city.

Bryan Hone, flight operations specialist at the&nbsp;<a href="https://polytechnic.k-state.edu/" target="_blank">Kansas State University Polytechnic Campus</a>&nbsp;Aviation Center, is the 2019-2020 University Support Staff Employee of the Year.

The honor is given annually to support staff in each of the university's colleges for demonstrating an outstanding job performance.

"I was totally surprised and humbled by being named employee of the year," said Hone. "It was very emotional for me because I do work hard and put in a lot of long hours and it feels good that my co-workers recognize that. At the same time, this award is not just about me; it also showcases the dedication of our team and reflects the collaborative nature of everyone in aviation."

In his role six years, Hone supervises all flight line activities such as the fueling, washing and tugging of aircraft and the operation of other equipment. He oversees airplane reservations and assignments, monitors radio communication, and coordinates with the Salina Airport Authority's Aircraft Rescue and Firefighting team when necessary. Hone also manages 13 student workers who are on the job from 6 a.m. to 11:30 p.m. supporting dispatch and running the flight line.

"Bryan works tirelessly to ensure flight operations remain safe and efficient. There is not a typical day for Bryan as he constantly has to troubleshoot and react to student needs,"&nbsp;said Alysia Starkey, dean and CEO of Kansas State Polytechnic. "Flight needs pop up at all hours of the day, and it doesn't matter if it is day or night, a weekday or during the weekend, Bryan is always there to support students in their flight training."

A native of Escondido, Calif., Hone moved to Kansas with his family during his high school years. When he was 17 years old, Hone enlisted in the Army National Guard and served for 25 years. He started out as an armored crewman before reaching the position of tank commander, and after reclassifying, became a helicopter crew chief. Hone had five deployments during his military career and while in Iraq, was part of the Joint Visitors Bureau working out of the U.S. Embassy in Baghdad for Richard B. Myers, K-State's current president who was chairman of the Joint Chiefs of Staff at that time.

After military retirement and before arriving at Kansas State Polytechnic, Hone patrolled almost 1,200 square miles as a sheriff's deputy in Mitchell County, and it's a job he still does part time today. He became interested in the role of flight operations specialist because of his background in aviation in the military and his passion for helping others.

"I get satisfaction out of serving people — it's what I did for many years in the military — and now I get to serve students," Hone said. "I truly enjoy interacting with students when they come into flight operations, learning where they are from and about their family. I want them to feel welcome, like they are a part of something."

In his spare time, Hone is a Cubmaster for his two sons, Kaleb and Landon. He also likes to garden and is a member of two veterans' running organizations: Team Red, White and Blue and Team Fidelis, which brings awareness to veteran suicides. Hone is married to his wife, Sondra, who he says is his biggest supporter.

From camping and horseback riding, to boating and disc golf, there’s no shortage of fun to be had at Kansas Department of Wildlife, Parks and Tourism (KDWPT) areas, but visitors must remain steadfast in practicing social distancing, among other safety measures, to ensure these special places remain open and accessible to all.

“We want visitors to enjoy themselves, so long as social distancing is practiced,” Kansas State Parks director Linda Lanterman said. “Our staff have done an incredible job maintaining our parks, and ensuring that facilities remain open, but it’s ultimately up to the public to look out for each other and practice social distancing so we can all remain in good health and continue having these beautiful places to recreate.”

Here’s how visitors can safely enjoy their time at Kansas state parks over the holiday weekend and throughout the summer:

Practice social distancing, even on the water&nbsp;– While six feet is the standard measure for effective social distancing, maintaining a safe distance may look different while on a trail or on the water. Boaters – especially those recreating in or around coves – can practice social distancing by refraining from tying up to other vessels and instead anchoring vessels individually. Boating passengers should also refrain from moving between vessels.

Allow for ample time at boat ramps&nbsp;– Launching a vessel may take a little longer than normal. Plan ahead by having everything ready and packed on your boat before backing down the ramp. Many state park reservoirs and fishing lakes have multiple access points – visitors can benefit from knowing them ahead of time by referencing area maps at ksoutdoors.com. If a desired boat ramp is congested, consider launching at an alternate ramp or parking at a distance until the area clears.

The Saline County Health Department does not have any additional cases of COVID-19 to report today. The Health Department continues to actively monitor two cases who are isolated at home. The rest have met the criteria necessary to be considered recovered and have been released from daily monitoring and isolation.

This program will help families who have been impacted by school closures due to COVID-19 to purchase food for their children. Jewell County Sheriff's Office warns of lightning protection scam

UPDATE: KDOT has updated the information concerning this project. It is now scheduled to begin on Wednesday and traffic will move through one 13-foot lane in each direction.

The Kansas Department of Transportation is scheduled to begin a twin bridge repair of the northbound and southbound bridges located on Kansas Highway 61 (K-61) over Blaze Fork Creek in McPherson County on Wednesday. 

The bridges are located approximately one-half mile south of the K-61/Comanche Road intersection, just south of Groveland.

Traffic will be reduced to one 13-foot lane in each direction through the work zone. Drivers should expect minor delays, not exceeding five minutes.

PCI Roads, LLC of Saint Michael, Minn., is the prime contractor for this $314,000 project. The contractor has scheduled this project to be completed by August, weather permitting.

KDOT urges all motorists to be alert and obey the warning signs when approaching and driving through a work zone.

OCCK Transportation to participate in Sound the Horn event

A Salina man has been arrested and a second suspect identified after a car was stolen from from a local convenience store Wednesday afternoon.

A 59-year-old Salina man reported to police that he was cleaning out a vehicle at the Convenience Shop, 1121 West Cloud Street, at 4 p.m. Wednesday when two male suspects entered his silver 1997 Honda Accord and drove off westbond on West Cloud Street, Salina Police Captain Paul Forrester noted this morning. 

A witness reported that one of the males is a regular at the Convenience Shop, and the store clerk and two other persons identified the subject as Jermaine Cooper, 22, from Salina, Forrester explained.

Officers located Cooper at 930 Sheridan in Salina and arrested him on a requested charge of felony theft, Forrester noted. The second subject has been identified and the investigation is ongoing, he added.

The vehicle, valued at $1,500, has not been located, Forrester noted. It's license plate is 815 HUU, he added.

A Roxbury teen has been cited for the hit-and-run incident Monday afternoon in south Salina.

According to Salina Police Captain Paul Forrester, Zane Scott, 16, of Roxbury, was identified as the driver of the pickup that left the scene of the accident at West Magnolia Road and South Ninth Street at 1:10 p.m. Monday.

A 2004 Peterbilt cement truck owned by Concrete Supply of Topeka was eastbound on West Magnolia Road at 1:10 p.m. Monday and had the green light at the South Ninth Street intersection. A pickup driven by Scott was westbound at the intersection and had a flashing yellow left turn signal. The pickup failed to yield the right-of-way to the cement truck and turned in front of it, Forrester explained. The cement truck struck the pickup, causing damage to the rear passenger side of the bed, bumper and light fixture area, he reported. 

Scott was cited for the following, Forrester noted.

Roxbury teen cited in Monday hit-and-run incident

Police continue to investigate two fires in two days at a central Salina park.

Salina Police Captain Paul Forrester reported this morning that officers and Salina Fire Department personnel were first called to the train at 812 Kenwood Park Drive at approximately 6:15 p.m. Tuesday for the report of a fire in the coal box. No damage was done to the train during that incident, he added.

At approximately 9:10 p.m. Wednesday, officers and firefighters were once again sent to the train for another fire in the coal box, Forrester noted. This time, minimal damage was done to the inside of the coal box, he explained.

The incidents are being investigated as arson, he added.

Rosproy, whose classroom is housed in Cumbernauld Village retirement community in Winfield, becomes the first early childhood educator to be named National Teacher of the Year. Cumbernauld Little Vikes intergenerational program serves special education and typically developing preschoolers, and offers students daily interactions with residents, who serve as “grandparent” volunteers.

There is no place that could have better prepared me for this honor.”Rosproy recently helped lead Kansas in preparing for learning during the COVID-19 pandemic. She was one of three co-chairs of the Continuous Learning Task Force, which developed guidance for Kansas educators to meet the immediate need of supporting learning outside of normal practices. Rosproy served on the task force while continuing to teach her own students at Cumbernauld Little Vikes.“We are so proud of Tabatha and excited to have her represent the state of Kansas,” said Kansas Commissioner of Education Dr. Randy Watson. “She is a remarkable educator whose passion for the profession is reflected daily in the eyes of her young students and in the members of the retirement community who volunteer in her classroom. Her ability to bridge this generational gap in a single classroom is perhaps one of the richest experiences we can offer our students and our communities.”The National Teacher of the Year program, run by CCSSO, identifies exceptional teachers in the country; recognizes their effective work in the classroom; engages them in a year of professional learning; amplifies their voices; and empowers them to participate in policy discussions at the state and national levels.Rosproy, as the 2020 National Teacher of the Year, will spend a year representing educators and will serve as an ambassador for students and teachers across the nation, according to CCSSO. During her time as NTOY, Rosproy hopes to highlight the importance of social-emotional learning and early childhood education for all.“I hope to bring a voice to the important role early childhood education plays in our society, but also to the powerful role social-emotional education at all age levels plays,” Rosproy said. “Now, more than ever, we are being reminded that our children must have the ability to regulate their emotions, to connect and to think critically about the world around them. Together, we can help them develop these essential skills.”Every year, exemplary teachers from states, U.S. extra-state territories, the District of Columbia and the Department of Defense Education Activity are selected as State Teachers of the Year. The 2020 cohort includes 55 educators.From that group, the National Teacher of the Year Selection Committee selects four finalists based on a specific set of criteria. The National Teacher of the Year is then selected after rigorous in-person interviews with the selection committee, which includes representatives from 17 renowned education and community organizations, which collectively represent millions of educators, parents and students.Rosproy was one of four finalists for the 2020 National Teacher of the Year designation. Other finalists were Chris Dier, of Louisiana; Leila Kubesch, of Ohio; and Linda Rost, of Montana.Rosproy has helped her preschool students thrive as part of a partnership with older residents. Her classroom is housed in Cumbernauld Village, a retirement community and nursing home in Winfield. This partnership helped build new social capital in the community, and the program saw increased preschool literacy and math scores.Rosproy received her bachelor’s degree in early childhood unified, with a minor in English, in 2009 from Southwestern College. She is currently working on obtaining her master’s degree in education, English as a secondary or other language, from Fort Hays State University.Rosproy is involved in several leadership roles and professional organizations, and she has received several awards and recognition, including Winfield USD 465 Rookie Teacher of the Year in 2015.&nbsp;She is active on her building leadership team, the co-head teacher of WELC and serves as co-president of Winfield National Education Association.
