The City of Salina has announced that part of Glen Avenue will be closed Wednesday so that Kansas Gas Service can make repairs to a gas main.

Glen Avenue will be closed from Upper Mill Heights Drive (East) to Upper Mill Heights Drive (West). It is anticipated that the repairs will be completed by Friday.

North-Central Kansas native Maynard Cunningham took over as the Salina Airport Authority director of facilities and construction Oct. 12.

He is replacing Kenny Bieker who is retiring Nov. 30 after 13 1/2 years.

“We couldn’t be more pleased that Maynard accepted our offer to succeed Kenny,” said Tim Rogers, airport authority executive director.

“People who meet Maynard will realize that with his educational background and work experience, he’s well-prepared to guide us in the future development of airport and airport industrial center facilities and construction,” Rogers said.

A mechanical engineering technologist, Cunningham came to the airport authority after eight years as a product engineer and manager with Bergkamp, Inc.

Based in Salina, Bergkamp has been manufacturing pavement maintenance equipment since 1980 and serves customers throughout North America and the world, according to the company website.

Cunningham, 47, brings a plethora of work experience, as a project manager for Maico Industries of Ellsworth; designer for Doonan Trailer Corp. of Great Bend; self-employed in residential repair and remodeling; engineering technician for Salina Vortex; automotive technician at Cunningham Motors of Ellsworth and a driver for Cunningham Trucking of Kanopolis — both family businesses — and quality assurance manager for Central Ozark Machine of Alton, Missouri.

He graduated from K-State Salina with an associate’s degree in mechanical engineering technology. Truck driving certifications were achieved at Southwest Missouri State, along with national firefighting certifications through Kansas University. Cunningham is a volunteer firefighter in Ellsworth.

While attending K-State Salina, he worked at Exline, an industrial engine remanufacturing business in Salina, and worked at Central Mechanical Construction while taking classes at K-State in Manhattan.

“Maynard has a diverse background,” Rogers said. “He understands how things operate.”

Cunningham and his wife, Deanna, plan a move to Salina soon. She is currently office manager and administrative assistant at First United Methodist Church in Ellsworth.

Multi-faceted Cunningham joins Salina Airport Authority staff

A teenage boy was cited after the car he was driving struck a school bus in central Salina Monday afternoon.

The 16-year-old boy was northbound on Lewis Avenue in a 2016 Volkswagen Jetta when he failed to stop at the stop sign at McAdams Road and struck the left rear side of an eastbound 2014 International school bus belonging to Durham School Services, Salina Police Captain Paul Forrester said this morning. The accident occurred at approximately 2:55 p.m. Monday.

Forrester said the school bus driver, a 76-year-old Salina man, and seven passengers, ranging in age from 14 to 17, were not injured.

The teen driver was cited for failure to stop at a stop sign, Forrester said.

No one injured when car strikes school bus; teen driver cited

This time last year, Lynda Fort got cabin fever.

As a way to pass the time, she started driving along the Santa Fe Trail, beginning in Marion County and ending up in Rice County. It took three days of driving, and in that time she sought out all 67 of the markers in the southwest district – which begins in Wichita and ends near the borders of Colorado and Oklahoma – of the trail.

These boulders were originally placed by the&nbsp;<a target="_blank" href="https://www.dar.org/national-society/historic-sites-and-properties/santa-fe-trail-markers">Daughters of the American Revolution</a>&nbsp;in 1906. When tourists or students from nearby schools visit, Fort said, the markers serve as a useful tool for learning about its history.

“That makes it very important,” she said. “It’s part of the history and development that unfortunately is going to be lost in history if we don’t keep emphasis on it.”

These kinds of efforts across Kansas, as well as the other five states the Santa Fe Trail runs through, have preserved the trail and its history for 200 years. The trail reached its bicentennial this year, and historian Steve Schmidt said the parts of the trail that remain visible mark an important and unique aspect of United States history.

“Even in Kansas, there’s several areas where you can see extensive remnants of it,” Schmidt said. “I’d just really hate to see those remnants lost. I just think it’s a national treasure, sort of like the Black Hills or Mount Rushmore or the Washington Monument.”

The trail span six states, for approximately 870 miles,&nbsp;and most of it today sits on private land. Steve and Glenda Schmidt have worked for more than 20 years to preserve the parts that go through their Marion County property.&nbsp; Schmidt said the main way to preserve the trail is to remove new types of trees that injure prairie vegetation, but the property has also been added to the National Register of Historic Places.&nbsp;

Ensuring long-term preservation on private property isn’t easy, Schmidt said, and the trail’s historic status doesn’t necessarily prevent future owners from destroying the land. But it might give them pause.&nbsp;

“It’s hard to force your wishes on the future owners,” Schmidt said. “As our attorney says, the law does not like people controlling things from the grave.”

Schmidt previously served as the president of the Cottonwood Crossing Chapter of the Santa Fe Trail Association before becoming the chapter’s secretary and treasurer, as well as serving on numerous committees and the STFA board of directors. There’s lots of collaboration on the national level to protect the trail, STFA President Larry Short said, but the individual work that the local chapters do is crucial.

“Our local chapters are our faces in the area and our boots on the ground,” Short said.

The STFA’s 12 local chapters are on the lookout for news about possible destruction to the trail and go through the financial and legal steps of&nbsp;<a target="_blank" href="https://www.santafetrail.org/mapping-marking/markers/maker-grants/">marking</a>&nbsp;the trail. Kansas DAR members were the first from any state to begin placing markers, in 1902. The DAR-placed markers were ordered refurbished at the beginning of 2021, and the STFA teamed up with other historic organizations this fall to create&nbsp;<a target="_blank" href="https://santafetrailcenter.org/dar-markers/">an interactive way</a>&nbsp;for people to find and&nbsp;document them.

These kind of interactions make the&nbsp;markers important, Fort said.&nbsp;As a Capstone project, she relocated and repaired six DAR markers in five of the Southwest District’s Kansas counties.&nbsp;Funding for the project came from Dodge City’s&nbsp;<a target="_blank" href="https://www.mariahfund.com/">Mariah Fund</a>, which is largely used for nonprofit tourism efforts in Kansas.

Fort is a lifelong member of the DAR, but before she moved to Mulbane, Kansas in 2017, she owned a bed and breakfast hundreds of miles away in Ulysses. There,&nbsp;she watched birdwatchers from far and wide visit to glimpse rare birds.&nbsp;The satisfaction of marking different types of bird sightings kept birdwatchers coming back, just like tourists use the markers to track their progress on the trail.

“In tourism, all of these different things are kept alive because they bring outsiders into our state,” Fort said.

Commemoration efforts have been underway this year in Kansas.&nbsp;The&nbsp;<a target="_blank" href="https://www.2021santafetrailkansas.com/">Quivira</a>&nbsp;and&nbsp;<a target="_blank" href="http://www.emporiagazette.com/free/article_8643e602-0a96-11ec-b199-476687ca7a93.html">Council Grove</a>&nbsp;chapters have led an ongoing series of events in conjunction with the 200th&nbsp;anniversary including shows, program screenings and a scavenger hunt.

In the trail’s next 200 years, Short hopes to see it continue as a draw for students from nearby schools. The anniversary is a commemoration, not a celebration, he said, and teaching future generations about the Santa Fe Trail and what it meant for the country’s history will continue to be crucial.

“If we don’t know our history, we don’t know our future,” he said. “We can learn a lot from our past, both good and negative. That’s our basis for being what we are today; it comes from what we were.”

Statewide efforts to preserve Santa Fe Trail highlight its 200 years

Educators from USD 305 and representatives from local industries, businesses, and entrepreneurs will gather Nov. 11 to discuss the school district's career technical education (CTE).

A new opportunity to connect the local workforce and educators, Building Bridges, will take place at 5:15 p.m. Nov. 11 in Salina High School South. The meeting is open to the public at no charge.

Educators from USD 305 and representatives from local industries, businesses, and entrepreneurs will generate input, recommendations, questions and observations about the district’s career technical education, according to information from the district.

“Input and support from local industry is key; they are the future employers of many of our graduates,” explained Linn Exline, superintendent of schools. “We want to keep recalibrating the learning experiences so they are well aligned with the workplace.”

Considerations for the meeting include the following, according to the USD 305 <a href="https://www.usd305.com/news/featured_news/building_bridges_2021">website</a>.

●How do we prepare our students for the challenges and demands of the workplace?

●What skills are essential for success in your particular field?

●Can we provide learning experiences that are better aligned to the workplace, so that students have a better understanding of the industry?

●What do businesses and industries wish that students (and educators) knew about their company and its work within the community?

●How local businesses and industries can help support CTE in our district:

Monetary contributions and donations of equipment and supplies are always welcome, but there are other ways of helping, including the following from the USD 305 <a href="https://www.usd305.com/news/featured_news/building_bridges_2021">website</a>.

●Provide work-based learning opportunities such as student internships or job shadowing.

●Provide guest speakers to come to a classroom to present appropriate content or information about their company.

●Host field trips or facilities tours for students interested in related careers.

●Assist with “mock interviews” of students interested in future employment or internships to give students practice with interviewing.

●Provide one or more representatives to serve on the Advisory Council for that particular CTE pathway; councils meet twice a year and provide continuous input and recommendations on CTE services.

USD 305, local business reps to discuss district's CTE program

Help honor our veterans by attending the Veterans Day ceremony at Salina Area Technical College on Nov. 11.

Salina Area Technical College and the Kansas National Guard’s Regional Training Institute in Salina are hosting a Veterans Day flag-raising ceremony starting at 9:30 a.m. on Nov. 11 on the Salina Tech campus. The ceremony will be followed by a free breakfast for active duty members of the military, veterans, and their families.

A color guard from the Regional Training Institute will raise the flag in front of Salina Tech’s Building A, followed by the Pledge of Allegiance, singing of the National Anthem, and firing of a ceremonial cannon.

This will be the sixth year Salina Tech and the Regional Training Institute have hosted such an event.

While the outside ceremony is open to everyone, the breakfast following is only for active duty members of the military, veterans, and their families. Reservations for the breakfast MUST be made in advance and will be accepted on a first-come, first-served basis. Space is limited.

Salina Tech, National Guard hosting Veterans Day event

Today is Tuesday, Oct. 19, the 292nd day of 2021. There are 73 days left in the year. 

On Oct. 19, 2001, U.S. special forces began operations on the ground in Afghanistan, opening a significant new phase of the assault against the Taliban and al-Qaida. 

In 1781, British troops under Gen. Lord Cornwallis surrendered at Yorktown, Virginia, as the American Revolution neared its end.

In 1789, John Jay was sworn in as the first Chief Justice of the United States.

In 1944, the U.S. Navy began accepting Black women into WAVES (Women Accepted for Volunteer Emergency Service).

Saline County: 36 new COVID-19 cases, 7,676 of 8,271 recovered

A Salina man is recovering from a non-life-threatening stab wound, however, little is known about what led to the incident.

Salina Police Captain Paul Forrester said this morning that officers were sent to the Salina Regional Health Center emergency room, where a 23-year-old Salina man was being treated for a 1.5-inch stab wound in his right shoulder.

Forrester said the man "was not forthcoming" with information about the incident. 

According to Forrester, there was a report that the man was stabbed on N. Eighth Street in the vicinity of the Salvation Army Community Center, which is located at 1137 N. Santa Fe Avenue. Additionally, a witness told police that the man had been arguing with another man in that area, Forrester said.

As the only school in Kansas to offer a four-year Emergency Management degree, Kansas Wesleyan University takes great pride in preparing its Emergency Management students for their career fields ahead.

Part of this preparation involves sending high-achieving students to the Kansas Emergency Management Association (KEMA) conference as interns. KEMA focuses on bringing together emergency managers from across Kansas for networking and learning opportunities.

This year, Kansas Wesleyan sent three students to Mulvane for a KEMA conference Sept. 14-17: Allison Blumenthal, Rachael McWilliams, and Joshua Walker.

“The opportunity to network with hundreds of emergency management professionals from the state of Kansas isn’t an opportunity you come across often,” Blumenthal said. “I learned more about the laws and logistics side of emergency management than I had ever imagined was there.”

While at the conference, the three interns helped provide those in attendance with badges and meal tickets before getting their chance to attend conferences and socialize with professionals in their field.

“It took the veil off of emergency management and showed that they are real people working together,” McWilliams said. “I didn’t realize how many hats an emergency manager wears when they are in smaller counties.”

For Walker, the KEMA conference proved fruitful, and he secured an internship with the Dickinson County Emergency Management director, Chancy Smith, while networking.&nbsp;

“I obtained a lot of information and best practices just from the few days I got to spend with everyone there,” he said. “It was a true honor to have the opportunity to meet with so many professionals in our desired field and build a relationship with them.”

Blumenthal, who double majors in Criminal Justice and Emergency Management, quickly realized that learning emergency management would boost her repertoire of skills for her career in law enforcement.

McWilliams, alternatively, let her prior interests guide her.

“In high school I loved doing community service and, as a football manager, I put a smile on the faces of football players that just broke their nose or fingers,” McWilliams said. “When I realized emergency management could let me help people put a smile on [their] faces, I knew that’s what I wanted to do.”

In Walker’s case, emergency management has been on his mind for 10 years, since tornados tore through Joplin, Mo., and Moore, Okla.

“My family drove from Milwaukee, Wis., to both impacted cities to help with the recovery and disaster relief to the survivors,” he said. “I took part in donation collection and distribution to the survivors directly through a church in Joplin, as well as helping organize donations at the local Salvation Army in Moore. I enjoyed the face-to-face interactions with the survivors and seeing the joy on their face when they received even the most basic necessities.”

Once they graduate from Kansas Wesleyan, each student will take their experience in a different route.

Blumenthal intends to put her skill to the test in law enforcement after she obtains a master’s degree.

McWilliams plans to get her EMT certification and, ideally, become a local emergency manager later in her career.

Walker wants to take his knowledge back home to Wisconsin or remain in Kansas, and hopes to work in a nonprofit organization, such as The American Red Cross or Salvation Army, where he can once again help out in disaster situations.

As a senior, Walker is thankful for the KEMA opportunity, the most recent professional development chance provided by KWU.

“I strongly encourage those that are serious about going into emergency management fields and given the opportunity to go, to take full advantage of it and soak in as much information as possible,” Walker said.

KWU students gain much more than intern experience at KEMA conference

In the Declaration of Independence it says, “We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.--That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed, --That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness.” There are three key points to understand here.

1- “That to secure these rights, Governments are instituted...” Government’s duty is to secure rights, not infringe on them. We have unalienable rights to freely assemble. We have unalienable rights to conduct commerce as we see fit. We have an unalienable right to Liberty. What does Liberty really mean? Merriam Webster refers to it this way, “the quality or state of being free, the power to do as one pleases, freedom from physical restraint, freedom from arbitrary or despotic control, the positive enjoyment of various social, political, or economic rights and privileges, the power of choice.” The Salina City Commission violated your ‘power of choice’, your liberty. How?

2-Governments, including the Salina City Commission, “derive their just powers from the consent of the governed.” It is established law in the State of Kansas (KSA 48-929) that emergency management is the function of county governments, unless a city is otherwise designated by the Governor as needing to establish its own emergency management agency. Salina is not one of those cities. In other words, the people have not given their ‘consent’ to the Salina City Commission to enact restrictions during a declared emergency. It is not their job.

3-” It is the right of the people to alter…” government. The proposed ordinance is simply to ensure that the Salina City Commission does not overstep its authority again and sidestep the consent of the governed. It is not only the citizen’s right, but responsibility, to limit government. It has been true throughout history, that as governments expand, liberty retracts. It happens in a hideous political tug-of-war where one faction gains control of power and enforces it’s will on the other. This is not the purpose of government. It needs to be checked so that we can get back to work on the things we have in common like fixing roads, replacing aging infrastructure, and maintaining public property.

Some final thoughts. Ask yourself these key questions: Do I honestly believe that five elected commissioners, who meet once a week for a couple hours, are somehow going to protect my health and safety? Are not my health and safety my own responsibility? Who is trying to scare me and who is trying to inform me? There are two websites you can look at, one for those opposed to the ordinance and one for those in favor of it. Look for yourself: <a href="http://www.salinafreedom.com">www.salinafreedom.com</a> supports the ordinance and <a href="http://www.salinansforfacts.org">www.salinansforfacts.org</a> opposes it. See which one uses hyperbole and fear and which one gives you clear, concise information. One of these websites was paid for by the people who live in this community and one of them was paid for by a Washington DC based activist organization. One of these groups has attempted to intimidate people by publishing the petition with names and addresses allegedly to encourage people to confront them. If you want to know what your neighbor thinks then just ask. Make your own informed choice. Read the ordinance. This is not about health and safety. It’s about YOU having the right to do what is best for YOU and ME having the right to do what is best for ME, rather than THEM doing what THEY think is best for US. It’s that simple; Vote YES if you believe in Liberty. Vote ‘NO’ if you believe in government.

OPINION: Why you should vote YES on Nov. 2nd

Police are looking for a white car that is believed to be involved in a hit-and-run accident early Saturday morning.

Salina Police Captain Paul Forrester said this morning that at approximately 2:15 a.m. Saturday an eastbound vehicle struck a 2011 Dodge Ram 1500 that was legally parked along the south curbline in the 1300 block of W. Cloud Street. The vehicle then fled the scene.

The pickup had substantial driver's side damage. A white fender, believed to belong to the suspect car, was left at the scene. By LESLIE EIKLEBERRY Salina PostPolice are looking for a white car that is believed to be involved in a hit-and-run accident early Saturday morning.Salina Police Captain Paul Forrester said this morning that at approximately 2:15 a.m. Saturday an eastbound vehicle struck a 2011 Dodge Ram 1500 that was legally parked along the south curbline in the 1300 block of W. Cloud Street. The vehicle then fled the scene.The pickup had substantial driver's side damage. A white fender, believed to belong to the suspect car, was left at the scene. Forrester said police ran the part number and have determined that the fender belongs to a 2016-2019 Honda Civic. Car believed to be responsible for hit-and-run leaves fender at scene

A rural Saline County man is out a $5,000 skid loader after a grass fire west of Salina Friday afternoon.

Saline County Sheriff Roger Soldan said this morning that Jared Woltje, 32, was mowing at 4735 W. Schilling Road shortly after 2 p.m. Friday when the mower caught the grass on fire. 

Once Woltje noticed the fire, he got his 1983 Case skid loader to try to put out the fire, Soldan said. The skid loader quit running, however, and was caught in the fire.

Three to four acres of grass burned before the fire was extinguished by Rural Fire District No. 6, Soldan said.

Grass fire burns several acres, skid loader

Three people were transported to Salina Regional Health Center after a two-vehicle accident Friday morning.

Robert Pulkrabeck, 49, of Salina, was westbound on Indian Rock Lane in a 1998 Buick LeSabre when he failed to yield at the intersection with S. Delaware Avenue and collided with a northbound 2019 Nissan Sentra driven by Skyler Kerr, 20, of Salina, Salina Police Captain Paul Forrester said this morning. The accident occurred at approximately 9 a.m. Friday.

Pulkrabeck and a 39-year-old female passenger in his car and a 21-year-old male passenger from the Sentra all were transported to Salina Regional Health Center with non-life-threatening injuries.

The LeSabre was heavily damaged on the passenger side and the Sentra was heavily damaged on the front, Forrester said. Both vehicles were towed.

Pulkrabeck was cited for failure to yield the right-of-way. The male passenger in the Sentra was cited for not wearing a seat belt.

More than $5,000 worth of items were stolen from an outbuilding in the 5200 block of E. Water Well Road over the weekend.

Saline County Sheriff Roger Soldan said that sometime between Saturday afternoon and noon on Sunday, multiple items were taken from a building on the property including the following.

Additionally, $400 worth of meat was stolen from a freezer in the building, Soldan said.

The Saline County Road and Bridge Department has announced that part of Old Highway 40 and N. Amos Road will be closed Monday for railroad crossing work.

Those roads, just west of Solomon, will be closed Monday by the Kyle Railroad so the company can work on the railroad crossing at the intersection.&nbsp;The work is tentatively anticipated to be completed during the daytime hours Monday.

Local traffic is asked to find alternate routes during construction.

North Korea would not likely have nuclear capability without the earlier proliferation of nuclear technology by Abdul Qadeer Khan. At age 85, Khan died this October 9 from COVID-19.&nbsp; Honored and celebrated in Pakistan as the “father of Pakistan’s nuclear weapons program,” Khan was also responsible for providing technical information to North Korea, Libya, and likely Iran.

After graduating from Karachi University in 1960, Khan studied metallurgy in Berlin, Belgium and the Netherlands. He then worked for a British-Dutch-German nuclear engineering company, where he copied the blueprints for centrifuges used to enrich uranium to weapons-grade, and brought them back to Pakistan in 1976. Prime Minister Bhutto put Khan in charge of the Pakistan enrichment project.

But Khan also illegally shared knowledge of nuclear technology, in particular the ultracentrifuge designs with Iran, Libya and North Korea. The United Nation’s International Atomic Energy Agency exposed his involvement and he confessed in 2004. But since India had already moved ahead in nuclear bomb research, Khan’s work was considered important for providing a counterbalance.&nbsp; He was pardoned by Pakistan’s President Pervez Musharraf and was kept under house arrest for five years.

In response to nuclear tests conducted by India, Islamabad also carried out atomic tests in 1998. This military doctrine of “mutual assured destruction (MAD)” has been considered worldwide to be the factor that has prevented nuclear war—so far. If both sides of a conflict possess the power to destroy the other, then such annihilation of both supports this theory of ongoing deterrence.

Khan’s contribution to the initial nuclear abilities of North Korea and Iran are described in the 2008 book “The Atomic Bazaar: Dispatches from the Underground World of Nuclear Trafficking” by William Langewiesche, an American author and journalist.

But MAD raises the question of which world leaders of nuclear nations have actually considered nuclear war a sane option?

The United States has been the only country to actually use nuclear bombs in war—at Hiroshima and Nagasaki. In Henry Kissinger’s book “On China,” he summarizes how, on March 16, 1955, President Eisenhower confirmed the possible use “...observing that so long as civilians were not in harm’s way, he saw no reason the United States could not use tactical nuclear weapons.” But over time, it was becoming obvious that the danger from nuclear radiation went beyond the effects of the immediate explosion. Not only were there long term deaths in Japan from those initial bombs, but still today deaths result from the long-term effects of cesium and strontium isotopes released by above-ground testing by the U.S. and Soviet Union many decades ago. Eisenhower was speaking of very limited tactical nuclear weapons used only on enemy troops. Now we know any use will devastate large numbers of civilians worldwide.

That was not a concern for Mao Zedong, who at that early time did not yet have nuclear weapons. Kissinger explains Mao’s standard speech: “We shouldn’t be afraid of atomic bombs and missiles. No matter what kind of war breaks out—conventional or thermonuclear—we’ll win.” Khrushchev and all other world leaders have since come to understand that no one wins a nuclear war, as Khrushchev proved when he backed down from the Cuban missile crisis.

Until recently. The so-called “Nuclear Club” has expanded from including the United States, Britain, France, China, and the Soviet Union to adding Israel, India, Pakistan and North Korea. Another&nbsp; twenty countries could soon produce nuclear weapons. And the size of some weapons is small enough they could fall into the hands of terrorist groups.

Today, the only modern leader who has proposed use of nuclear weapons was the prior U.S. President who on several occasions stated that “we have nukes, why don’t we use them?”

He interviewed Dr. Harold Agnew, a physicist who helped develop the first bomb, who stated: “I'm convinced that unless a person has actually felt the heat...from a high-yield multimegaton weapon, the danger of a person saying, ‘Let's use nuclear weapons’ will persist.
