Road upgrade request, appellate work contract among count agenda items

A tower site, bid award, road upgrade request, warrant cancellation request, and potential contract with the Kansas Attorney General's office are among the items on the Saline County Commission agenda for Tuesday.

Agenda items

County Attorney Jeffery Ebel is asking the commission to approve his office entering into a two-year contract with the Kansas Attorney General's office for appellate work that needs to be handled by the county attorney's office.

"Due to continuing staff shortage, and backlog of cases from Covid-19

shutdown, the County Attorney’s Office is not able to keep up and complete appellate casework," Ebel noted in his request for action to the commissioners.

The cost of the contract would be $35,000 per year, which is under the amount budgeted ($50,000) under the "Appeals" line item in the office's 2022 budget, according to information in the commission meeting packet.

Commissioners also are scheduled to consider a request from Corey Klover for the county to upgrade S. Niles Road from E. Schilling Road south 750 feet. The upgrade woould include changing S. Niles Road from an earthen road to a gravel-surfaced road with improved ditches.

"Mr. Klover purchased a parcel of property at the SW intersection of Schilling Road and Niles Road with the intent of constructing a residential house. A new entrance off of Schilling Road, which is a gravel surfaced road, presents some challenges due to the drainage running through this area. Therefore, Mr. Klover would prefer to construct an entrance on Niles Road either 500’ or 750’ south of Schilling. This request would upgrade Niles Road to the new entrance," Justin Mader, county engineer, noted in the request to the commissioners.

According to information from Mader in the request, aggregate materials would be paid for from the Gravel Road Upgrade/safety budget line, which has a balance of $200,000. Mader noted that material costs for the requested upgrade would be as follows.

500-foot upgrade, $3,500-$4,500

750-foot upgrade, $5,500-$6,500

The total cost for the county to complete the project would be in the $7,000-$10,000 range.

Other items on the county commission agenda for Tuesday include the following.

●Consider a bid award for Ag Hall and Barn 1 Electrical and Mechanical

●Consider a real estate agreement for land on which to place a tower as part of the Emergency Radio Communications system

●Consider cancelling eight warrants at the request of the county treasurer

●Hear the county administrator's weekly update

Additionally, the commissioners are scheduled to meet in executive session for attorney-client privilege.
