"Let us have our dogs," said a member from the community at the City Commission meeting on Monday.

The City Commission on Monday voted to move the Pitbull ban petition to a special election, that would be voted by the community to either repeal or keep the City ordained ban.

The special election will cost the City upwards of $60,000.

Before the meeting, the petition presented to the City had over 1,000 signatures from the public to repeal the ban.

<a href="https://www.facebook.com/groups/salinaresidentsrepealbsl/">Salinans Against BSL</a>&nbsp;is the Facebook group and frontrunners to repeal the ban. The group is for people whose goal is to end the Breed Specific Legislation (BSL) in Salina.

The original ordinance set by the City in 2004 is <a href="https://library.municode.com/ks/salina/codes/code_of_ordinances?nodeId=CH7AN_ARTIXBRSPRE_DIV1PIBUDO">Salina Code Chapter 7, Article IX, Division 1</a>.

 The city's ban is often attributed to a specific dog attack that occurred in 2004, where a young child was attacked by pit bulls.

According to City Manager Jacob Wood, it is yet to be determined if the vote will be a mail-in ballot or a vote at the polls.

Several cities in Kansas such as Overland Park, Hiawatha, Independence, Clay Center, Bonner Springs and Garden City have repealed the BSL ban in the past.

Pitbull ban petition in Salina moves to special election costing City upwards of $60,000

An undisclosed amount of cash was reportedly stolen from a convenience store in Salina after hours.

According to the Salina Police Department (SPD) at around 2:50 am on Monday, a female employee of Casey's (1100 E. Iron Ave.) arrived to open the store and found the front door unsecure. She then went inside and the store's alarm went off.

Afterwards, she found a safe that had been opened and trash spread out on the floor. The employee then contacted SPD and officers arrived to the scene.

The concern became how the alarm didn't sound off, before the employee arrived and found the store to have appeared to be burglarized.

Upon arrival, officers reported an undisclosed amount of cash was stolen from the safe. Moreover, a large amount of coinage was located outside of the store as well.

Lt. Andrew Zeigler stated they have surveillance footage of the crime and discovered the suspect to be a male, wearing a mask and gloves.

ELLSWORTH COUNTY—A series of small earthquake shook portions of central Kansas over the past two days.

A 2.8 magnitude quake struck just before 6p.m. three miles northeast of Wilson, according to the U.S. Geological Survey. The Kansas Geological Survey reported a 3.2. magnitude quake in Russell County at approximately the same time.

The Kansas Geological Survey also reported two additional quakes measuring 2.6 and 2.1 in Russell County on Sunday morning and Monday morning.

The Ellsworth County Sheriff's office has not received any calls about the quakes.

Series of small earthquakes reported in central Kansas

HUTCHINSON, Kan. — As Veterans Day is celebrated across the country, one Kansas-based organization continues to honor those who served by giving them a once-in-a-lifetime opportunity to see the memorials built in their honor.

Mike Van Campen, president of Kansas Honor Flight, joined us to share the mission behind the program — a mission that has brought nearly 5,000 Kansas veterans to Washington, D.C., since 2012.

“We started Kansas Honor Flight in 2012 after a previous hub in Great Bend closed,” Van Campen said. “Several of us wanted to continue the mission — and 105 flights later, we’ve now taken just under 5,000 veterans to see their memorials.”

The flights — entirely free for veterans — are made possible through donations from individuals, community groups, and schools across Kansas. The organization operates without any state or federal funding.

“The money simply comes from a grateful public,” Van Campen said. “Churches, American Legion posts, schools — it’s incredible how many students and organizations step up to help our veterans make this trip.”

Each flight follows a carefully organized three-day itinerary. Veterans and their guardians depart Wichita on a Monday and fly to Baltimore, where they visit Fort McHenry before touring the nation’s capital.

Tuesday is a full day of remembrance, visiting the World War II, Korean, Vietnam, Air Force, and Navy memorials, as well as the Lincoln Memorial and Arlington National Cemetery for the Changing of the Guard ceremony.

“We apply for permission to hold a wreath-laying ceremony at Arlington for each bus,” Van Campen said. “Twelve veterans per flight get to take part in that very special moment — it’s something they’ll never forget.”

The wreaths, he noted, are handmade by one of his high school classmates who crafts them from grapevines grown on his vineyard near Baltimore.

For many veterans — particularly from World War II and Korea — the Honor Flight experience opens the door to conversations their families have never heard before.

“Their kids tell us, ‘Dad never talked about his service until this trip,’” Van Campen shared. “These men and women came home, took off their uniforms, and went back to work. But on these flights, surrounded by fellow veterans, they finally start to share their stories.”

Guardians and Volunteers Make It Possible

Veterans who need assistance are paired with a guardian, someone who ensures their comfort and safety throughout the trip. Guardians — often a child, grandchild, or volunteer — pay their own way, contributing $900 to cover airfare, lodging, and meals. Veterans travel completely free.

“We’ve even had volunteers who’ve gone seven or eight times,” Van Campen said. “They’ll take off work, pay their way, and help a total stranger — just because they want to give back.”

Kansas Honor Flight operates four flights per year — typically in May, June, August, September, and October — carrying around 95 veterans per trip. The waiting list is currently about a year, meaning those who apply now will likely travel in 2026.

“All a veteran has to do is decide they want to go,” Van Campen said. “We’ll take care of the rest.”

Saline County Jail Bookings, November 11

A summer baseball collegiate league is set to come to Salina.

City Commissioners voted on Monday to move forward with executing a facility use agreement with an organization, Salina Sports LLC for Summer Collegiate Games to take place at Dean Evans Stadium.

National Sports Services (NSS) contacted the City about this possibility back in November 2024. 

The City then advised NSS to reach out to Salina Baseball Enterprises (SBE) to garner support from them, and discuss the tentative coordination of scheduling games.

According to the City on August 11, 2025, Matt Perry with NSS approached the Berkley Family Recreational Area (BFRA) Advisory Board regarding a request to use Dean Evans as a location for the Diamond Baseball League starting in the 2026 summer baseball season.

Diamond League teams will play a schedule of approximately 60 games (30 home, 30 away) between the end of May and the end of July, with League Playoffs anticipated for completion during the first week of August.

NSS is seeking a 5-year agreement with the City of Salina for use of Dean Evans Stadium for this league. However, they would consider a 3-year agreement if the City would prefer a lesser term.

A 25% reduction for the adult base rental rates for games and the inclusion into the priority scheduling of the stadium. The rental fees collected would contribute to the fund for future turf replacement.

In consideration of the reduction of base rental rates and the inclusion into the priority scheduling, NSS would provide, in kind, a concession trailer and operate concession services at the facility, a merchandise trailer, and a shade structure with tables and seating.

A team name is to be determined in the future.

The BFRA Advisory Board voted to recommend the City Commission to approve the proposal from NSS. NSS recently established a local organization named Salina Sports LLC (SSLLC).&nbsp;Based on the recommendation from the BFRA Advisory Board, staff advanced conversations with SSLLC to assist in the development of a Facility Use Agreement with City Legal Counsel

The City will have expenses related to providing the infrastructure improvements at Dean Evans Stadium for electrical and water to serve the concession and merchandise trailers. This is estimated to be a one-time cost of $16,200.&nbsp;

Additionally, the City will incur the additional expense of the utility use for the concession and merchandise trailer.

With an estimated number of games to be held at Dean Evans of 30 per season of the Summer Collegiate League, the estimated per game fee to be collected is $225 resulting in an estimated revenue of $6,750. 

Estimated revenue over the proposed 5-year facility use agreement is $33,750.&nbsp;

According to Perry, employment opportunities to serve in the League for Dean Evans will be available.

Summer baseball collegiate league set to occur in Salina

Salina City Commissioners have officially voted to consider the expansion of the&nbsp;Salina Downtown Redevelopment District, for the reason of including a proposed hotel.

The new hotel proposed by Lighthouse Properties back in September, Springhill Suites is&nbsp;the hotel Commissioners are currently interested in to be built behind the Old Chicago restaurant (along the 200 block of S. 7th Street).

Springhill Suites would consist of&nbsp;of 80 rooms&nbsp;(could be changed) and a parking garage of about 380 spaces.&nbsp;

In order to fund this potential project, the City would use local incentives such as the Downtown TIF (Tax Increment Financing), also known as the Salina Downtown Redevelopment District.

TIF&nbsp;is a financing method used to fund development costs by borrowing against the future increase in property taxes, generated by a specific development project.

In short, the Downtown TIF is a economic development tool that pushes for the city’s business development and the city would not be raising the tax rate on existing homeowners in the district.&nbsp;Instead, TIF would be used to capture the new tax revenue generated by the projected increase in property values due to the improvements and also use that revenue stream to finance the initial cost of those improvements.

Taxpayers outside the district may not see a direct change in their individual tax bill related to that specific revenue stream. 

However, TIF can also indirectly force other taxing authorities to raise their taxes by diverting property tax revenue that would normally go to them (such as schools, county buildings and/or fire departments).

The proposed parking garage is not in the district, so in order to use those Downtown TIF funds the garage has to be amended into the district beforehand.

In order to expand the district for the parking garage, the commission needed to approve it by saying they are interested and conduct a public hearing, which would take place at date to be determined.

Notice of the public hearing needs to be provided to the owners of land in the district, to the Saline County Commission and to USD 305.

Salina Presbyterian Manor set to groundbreak its $10 million expansion project

The annual and well-renowned Veterans Day Ceremony at Sunset Park is set to occur.

On Tuesday at 11:00 am, the ceremony will take place at Sunset Park (700 Sunset Drive). A light lunch will be followed at the VFW Post 1432 (1108 W Crawford St).

Salina Tech to celebrate Veterans Day with flag-raising ceremony and complimentary breakfast 

The opening date has changed for the showing of&nbsp;Catch Me If You Can&nbsp;(the musical), played by&nbsp;the Salina Central Mustangs Theatre Troupe 639 &amp; the Salina Central Jazz Band.

Thursday, November 13 will now be opening date for the musical.

This change was made due to the highly anticipated Football playoff game between the Salina Central Mustangs and the Salina South Cougars that will take place at&nbsp;Salina Stadium at 7:00 pm on Friday, November 14.

Performances will continue on Saturday, November 15&nbsp;at 7:00 pm, and Sunday, November 16 at&nbsp;2:30 pm as scheduled.

The US National Weather Service has announced events of showers and thunderstorms are expected to return this weekend in Salina and throughout Central Kansas.

Accordingly, showers and thunderstorms will overspread the area starting Thursday night, with the greatest coverage in southern Kansas. Temperatures will drop into the upper 40s and 50s throughout the area.

Forecast depicts that showers and thunderstorms are likely to occur throughout the span of this weekend, and into Monday, October 27.

DOUGLAS COUNTY—Law enforcement are investigating a suspect on multiple allegations after a search in Lawrence.

During the noon hour on Monday,&nbsp; police&nbsp; were attempting to find a man who witnesses say threatened a couple with a firearm, then took off, according to a social media report from the Lawrence Police Department.

Officers were dispatched to 23rd and Louisiana just before noon and got a description of the suspect and additional evidence.

About an hour after the initial call, the suspect was spotted near 23rd and Naismith Drive. When officers attempted to approach him, he ran into a nearby grocery store. 

 Officers set up a perimeter, while others entered the business and located the suspect. Officers safely arrested him, took him to the hospital to get checked out because he was complaining of stomach issues, and then to the Douglas County Correctional Facility. 

There were no injuries reported during the entire incident.

Police did not release the name of the suspect or possible charges.

Police capture wanted Kansas suspect inside grocery store

WASHINGTON (AP) — The senators — eight in total — faced almost instant blowback from Democrats as&nbsp;<a href="https://apnews.com/article/government-shutdown-congress-trump-641e7e2324f261da72395b604d9540e8">they broke ranks and voted</a>&nbsp;to allow the Senate to move forward on&nbsp;<a href="https://apnews.com/article/government-shutdown-senate-deal-schumer-trump-33c6e37c68e9bf2d33770de0f3399563">compromise legislation</a>&nbsp;that would reopen the government.

Their decision Sunday night was labeled a “betrayal” and “pathetic” by some of the most prominent voices in the Democratic Party.

“To my mind, this was a very, very bad vote,” said Sen. Bernie Sanders, a Vermont independent who caucuses with Democrats.

The group of defectors consisted of several senators who are retiring next year, as well as a number of former governors. Republican House Speaker Mike Johnson of Louisiana praised them Monday morning, saying they “decided to put principle over their personal politics.”

The senators surely knew the criticism that was coming. But after huddling for hours — often in the Senate basement — over the last week, each senator reached the same conclusion: It was time for&nbsp;<a href="https://apnews.com/hub/government-shutdown">the government shutdown</a>&nbsp;to end.

Fetterman, who was elected in 2022, has also been voting to reopen the government, breaking with his party as he does on many other issues. He has criticized Democrats for using the shutdown to demand concessions on health care.

“I’m sorry to our military, SNAP recipients, gov workers, and Capitol Police who haven’t been paid in weeks,” he said on social media. “It should’ve never come to this. This was a failure.”

Shaheen, a senior Democrat who will be retiring from the Senate, often took the lead in negotiating&nbsp;<a href="https://apnews.com/article/government-shutdown-senate-deal-schumer-trump-33c6e37c68e9bf2d33770de0f3399563">the compromise legislation</a>&nbsp;to end the shutdown. She had made it a priority to extend subsidies for&nbsp;<a href="https://apnews.com/article/health-care-subsidies-congress-shutdown-democrats-republicans-bb3464820a347fd2c0399e78e335881e">health plans offered under the Affordable Care Act</a>, but she had also expressed reservations about voting to shut down the government.

In the end, she settled for a pledge from Senate Majority Leader John Thune of South Dakota to hold a vote in December on the health subsidies.

“This was the only deal on the table. It was our best chance to reopen the government and immediately begin negotiations to extend the ACA tax credits that tens of millions of Americans rely on to keep costs down,” she said at a news conference following the Sunday night vote.

Durbin is another senator who will be retiring after a long Senate career. Durbin holds the No. 2 position in Democratic leadership and broke ranks with Senate Democratic Leader Chuck Schumer of New York after saying that the shutdown had caused too much pain for the American people.

In a statement before the vote, Durbin, who argued that Republicans are still to blame for the shutdown, said, “This bill is not perfect, but it takes important steps to reduce their shutdown’s hurt. Not only would it fully fund SNAP for the year ahead, but it would reverse the mass firings the Trump Administration ordered throughout the shutdown.”

Kaine, a former Virginia governor, was one of the last Democrats to join the group willing to vote to advance to the bill. He said that, as late as Sunday evening, he was checking over the legislation with his staff. For him, the deciding factor was language in the funding bill that prevents President Donald Trump’s administration from conducting more&nbsp;<a href="https://apnews.com/article/congress-federal-workers-shutdown-layoffs-5bef57b6c431830a9af84fbfcc59b324">mass layoffs</a>&nbsp;— an issue that is particularly important for his state.

He called the agreement a “moratorium on mischief” and said he was only able to get the agreement as negotiations reached a crucial juncture.

“The kinds of just non-strategic mass firings and (reduction in force actions) that have traumatized federal employees since Inauguration Day, they can’t do them anymore,” Kaine said.

Hassan, a former governor, had been involved with negotiations from early on and emphasized that the threats to&nbsp;<a href="https://apnews.com/article/snap-benefits-trump-administration-demands-undo-states-d433f20df4d461db506e0d327a58d3c1">federal food aid</a>&nbsp;had made the situation more urgent.

Hassan said she “heard from families about the deep pain that the government shutdown has caused, made worse by a president who illegally and repeatedly chose to cut off help for families who are just trying to buy groceries.”

“After weeks of bipartisan conversations,” she said Sunday, “I voted today to reopen the government so that we can get back to the work of helping Granite Staters.”

The government funding bill refills funds for the Supplemental Nutrition Assistance Program, as well as ensuring that states that spent their own funds to keep it running during the shutdown will be reimbursed.

King is an independent who caucuses with the Democratic Party and is a former governor. He had been voting since the outset to reopen the government, yet he also played a key role in the negotiations, including often hosting senators for talks in his Capitol basement office.

He has consistently said that he is opposed to using a government shutdown as a negotiating tactic, yet he also wanted Congress to extend the health care subsidies. After Republicans rejected a proposal from Schumer to extend the ACA tax credits for one year, King said it showed that the shutdown was not working.

“The question was: Does the shutdown further the goal of achieving some needed support for the extension of the tax credits? Our judgment was that it would not produce that result,” King said.

Rosen has grown increasingly irate as the shutdown has worn on and Republicans refused to give in to Democrats’ demands on the ACA credits. As&nbsp;<a href="https://apnews.com/article/thanksgiving-air-traffic-shutdown-delays-ae216380cdf694c518bd2a4b0830eaea">air travel was increasingly affected</a>&nbsp;by the shutdown, the economy of her home state of Nevada, a political swing state, was also under threat.

In a statement, Rosen said that Trump and fellow Republicans “are weaponizing their power in alarming ways to inflict unimaginable pain and suffering on working people, like fully withholding SNAP benefits and gutting our tourism industry by grinding air travel to a halt.”

Cortez Masto is another Democrat who has been voting to reopen the government. She also emphasized that the impact to travel had been particularly harmful to Nevada and that the impacts to food assistance programs provided a new sense of urgency. She said that lines at food banks were the longest she has seen since the coronavirus pandemic.

“The stories were horrific,” she said.

KANSAS CITY —Law enforcement investigating a robbery that occurred on Halloween are asking for help to identify the suspect.

On October 31, the suspect, shown in a security camera image released on Monday, robbed a business in the 300 block of S. Hwy 291 while armed with a handgun, according to Liberty Police.

WASHINGTON (AP) —It’s up to the U.S. Supreme Court and Congress to decide when full payments will resume under the SNAP food aid program that helps 1 in 8 Americans buy groceries as the financial pressures mount on families in some states.

The Supreme Court is expected to rule Tuesday on a request from President Donald Trump’s administration to keep blocking states from providing full benefits, arguing the money might be needed elsewhere.

The seesawing rulings so far have created a situation where beneficiaries in some states, including Hawaii and New Jersey, have received their full monthly allocations and those in others, such as Nebraska and West Virginia, have seen nothing.

The legal wrangling could be made moot if the U.S. House adopts and Trump signs legislation to end the federal government shutdown quickly.

SNAP has been the center of an intense fight in court

The Trump administration chose to cut off funding for the Supplemental Nutrition Assistance Program after October due to the shutdown. That decision sparked lawsuits and a string of swift and contradictory judicial rulings that deal with government power — and impact the food access for 42 million Americans.

The administration went along with a pair of rulings from Oct. 31 from judges who said the government must provide&nbsp;<a href="https://apnews.com/article/snap-shutdown-lawsuits-deadline-4af8b0dec6cd31cddd023cc99c131b73">at least partial funding</a>&nbsp;for SNAP. It eventually said that recipients would get up to 65% of their regular benefits. But it balked last week when one of the judges said that it must&nbsp;<a href="https://apnews.com/article/snap-benefit-november-shutdown-086c15b0818e0cafae85090b34f44ba3">fund the program fully</a>&nbsp;for November, even if itt means digging into funds the government said need to be maintained in case of emergencies elsewhere.

The&nbsp;<a href="https://apnews.com/article/snap-food-government-shutdown-trump-a807e9f0c0a7213e203c074553dc1f9b">U.S. Supreme Court</a>&nbsp;agreed to pause that order.

An appeals court said Monday that&nbsp;<a href="https://apnews.com/article/snap-benefits-trump-administration-demands-undo-states-d433f20df4d461db506e0d327a58d3c1">full funding should resume</a>&nbsp;— and that requirement is set to kick in Tuesday night unless the top court takes action again.

The U.S. Senate on Monday passed legislation to reopen the federal government with a plan that would include replenishing SNAP funds.

Speaker Mike Johnson told members of the House to return to Washington to&nbsp;<a href="https://apnews.com/article/government-shutdown-8-democrats-e83180c0b69642a00a234c244d9ea76e">consider the deal</a>&nbsp;a small group of Senate Democrats made with Republicans.

Trump has not said whether he would sign it if it reaches his desk, but told reporters at the White House on Sunday that it “looks like we’re getting close to the shutdown ending.”

If the deal is finalized, it’s not clear how quickly SNAP benefits might start flowing.

Still, the Trump administration said in a filing Monday with the Supreme Court that it shouldn’t be up to the courts. “The answer to this crisis is not for federal courts to reallocate resources without lawful authority,” Solicitor General D. John Sauer said in the papers. “The only way to end this crisis — which the Executive is adamant to end — is for Congress to reopen the government.”

The cascading legal rulings — plus the varying responses of each state to the shutoff — means people who rely on SNAP are in vastly different situations.

Some have all their benefits, some have none. In states including North Carolina and Texas, beneficiaries have received partial amounts.

In Pennsylvania, full benefits went out to some people on Friday. But Jim Malliard, 41, of Franklin, said he had not received anything by Monday.

Malliard is a full-time caretaker for his wife, who is blind and had a series of strokes earlier this year, and his teenage daughter, who suffered severe medical complications from surgery last year.

That stress has only been compounded by the pause in the $350 a month he receives in SNAP for himself, his wife and daughter. He has yet to receive any SNAP payment for November, and he’s down to $10 in his account and is relying on what’s left in the pantry — mostly rice and ramen.

“It’s kind of been a lot of late nights, making sure I had everything down to the penny to make sure I was right,” Malliard said. “To say anxiety has been my issue for the past two weeks is putting it mildly.”

Supreme Court expected to say whether full SNAP food payments can resume

WABAUNSEE COUNTY— Two people died in an accident just before 11:30a.m. Monday in Wabaunsee County.

The Kansas Highway Patrol reported a 2004 Jeep Liberty driven by Cheryl A. Martin, 63, Junction City,&nbsp;was eastbound on Interstate 70 at McFarland.&nbsp;&nbsp;The Jeep drifted into the median, struck a culvert and rolled. A 2007 Peterbilt semi driven by Robert Arnold, 53, Hays was entering the Interstate from an entrance ramp and struck the Jeep.

Martin and a passenger Perry A. Martin, 65, Junction City, were prononced dead at the scene and were transported Forensic Medical. Arnold was not injured.&nbsp; Perry Martin was not wearing a seat belt, according to the KHP.

Kansas couple killed in Jeep, semi crash on Interstate 70

CASS COUNTY—Five people were injured in a fire on Sunday night in the Kansas City suburb of Belton&nbsp;

Crews responded to a house fire in the area of 187th and Y Highway, acording to a media release from the Belton Fire Department

The residence suffered significant damage throughout. EMS transported&nbsp; 4 people to Belton Regional and 1 person to Research Medical Center due to injuries from the fire.

Three others were treated at the scene for minor injuries. The fire is considered accidental and was caused by improperly charged/stored lithium-ion batteries.

WASHINGTON (AP) — The Senate passed legislation Monday to reopen the government, bringing the&nbsp;<a href="https://apnews.com/hub/government-shutdown">longest shutdown in history</a>&nbsp;closer to an end as a&nbsp;<a href="https://apnews.com/article/government-shutdown-8-democrats-e83180c0b69642a00a234c244d9ea76e">small group of Democrats</a>&nbsp;ratified a deal with Republicans despite searing criticism from within their party.

The 41-day shutdown could last a few more days as members of the House, which has been on recess since mid-September, return to Washington to vote on&nbsp;<a href="https://apnews.com/article/government-shutdown-senate-deal-schumer-trump-33c6e37c68e9bf2d33770de0f3399563">the legislation</a>. President Donald Trump has signaled support for the bill, saying Monday that “we’re going to be opening up our country very quickly.”

The final Senate vote, 60-40, broke a grueling stalemate that lasted more than six weeks as Democrats demanded that Republicans negotiate with them to extend health care tax credits that expire Jan. 1. The Republicans never did, and five moderate Democrats eventually switched their votes as federal food aid was delayed, airport delays worsened and hundreds of thousands of federal workers continued to go unpaid.&nbsp;Kansas U.S. Senators Jerry Moran and Roger Marshall voted with the majority.

After the vote, Senate Majority leader John Thune, R-S.D., thanked unpaid staff and Capitol Police who stood near him on the floor. He said he realized the strain had been immense for “six excruciating weeks.”
