For&nbsp;the&nbsp;past four decades, Sid Hammond has been a committee member with&nbsp;the&nbsp;Wild Bill Hickok&nbsp;Rodeo&nbsp;in Abilene. It was in 1985 that he began his affiliation with&nbsp;the&nbsp;rodeo.

The&nbsp;rodeo&nbsp;had been produced by&nbsp;the&nbsp;fair board, but it was failing. That year, fair board member Joyce Romberger came to Hammond and another saddle club member, Bruce Kogler, asking for&nbsp;their help in rejuvenating it.

Romberger told Hammond and Kogler “if we don’t do something to improve and turn this&nbsp;rodeo&nbsp;around, we’re going to lose it,” Hammond remembers. Kenny Chase and Dan Coup were added to&nbsp;the&nbsp;group, and&nbsp;the&nbsp;men worked to turn it around.

Their biggest obstacle was funding.&nbsp;The&nbsp;rodeo&nbsp;didn’t have&nbsp;the&nbsp;prize money needed to&nbsp;attract contestants.&nbsp;The&nbsp;fair board hadn’t sold sponsorships for&nbsp;the&nbsp;rodeo, so&nbsp;the&nbsp;men approached potential sponsors, raising money so prize money could be increased.

The&nbsp;committee was expanded to include Roger Watts and Don Nebelsick, among others. Hammond had always been interested in&nbsp;rodeo.

He grew up on a farm south of Wakefield Kan., attending&nbsp;the&nbsp;rodeo and&nbsp;the&nbsp;Central Kansas Free Fair as a kid. His family moved to Abilene when Hammond was 14.

After graduating from Abilene High School in 1966, he went to college.&nbsp;Then Uncle Sam called and he was drafted in 1970, serving two years with&nbsp;the&nbsp;U.S. Army Security Agency. After being honorably discharged, he returned to college, graduating from&nbsp;the&nbsp;College of Emporia (which no longer exists) with a degree in business administration and economics and a minor in speech and&nbsp;theater.

After short stints working in California and Great Bend, he returned to Abilene in 1979 and worked for Abilene Concrete Supply for forty years before retiring in 2020.

In&nbsp;the&nbsp;early days of&nbsp;the&nbsp;rodeo’s reorganization, Hammond and&nbsp;the&nbsp;committee did some innovative things which helped increase funding and improved&nbsp;the&nbsp;rodeo.

They constructed seats over&nbsp;the&nbsp;chutes on&nbsp;the&nbsp;south end, making for a better&nbsp;fan&nbsp;experience, and started&nbsp;the&nbsp;belt buckle series in 1989, which helped raise more money.&nbsp;The&nbsp;buckle series concluded last year.

The&nbsp;men’s work was successful; because of&nbsp;their efforts,&nbsp;the&nbsp;rodeo&nbsp;was nominated five times for&nbsp;the&nbsp;category of PRCA Medium Size&nbsp;Rodeo&nbsp;of&nbsp;the&nbsp;Year (1995, 2001, 2002, 2010, 2011).

Hammond is proud of&nbsp;the&nbsp;rodeo&nbsp;and how it has continued through&nbsp;the&nbsp;years.

“We didn’t lose (the&nbsp;rodeo). We turned around a major sporting event, bringing entertainment to Dickinson County and&nbsp;the&nbsp;city of Abilene,” he said. “We were recognized nation-wide,” with&nbsp;the&nbsp;PRCA nomination.

Rodeo&nbsp;leadership changed in 2023, but&nbsp;the&nbsp;transition has been smooth, Hammond said.

“I’m very proud of what&nbsp;the&nbsp;old committee did, and&nbsp;their leadership, and I’m very proud of&nbsp;the&nbsp;new committee.&nbsp;The&nbsp;members have really stepped up to&nbsp;the&nbsp;plate.”

At&nbsp;76 years of age, he doesn’t help as much with&nbsp;the&nbsp;committee. But he still is&nbsp;there for all four nights of&nbsp;rodeo, and he loves it.

“I really enjoy working&nbsp;the&nbsp;rodeo, and putting it on. I enjoy working behind&nbsp;the&nbsp;scenes.

“I want&nbsp;fans to enjoy it, and say, hey, that’s a good&nbsp;rodeo. If&nbsp;they’re satisfied and enjoy it, that’s what makes it worthwhile.

“It’s been a pleasure. It’s been a lot of work but it’s been a pleasure.”

This year’s Wild Bill Hickok&nbsp;Rodeo&nbsp;is July 30-August 2, with performances beginning&nbsp;at&nbsp;7:30 pm. Tickets are $12 for adults in advance and $15&nbsp;at&nbsp;the&nbsp;gate. Children’s tickets (ages 4-10) are $8.&nbsp;

Rodeo fan; Abilene man is long-time rodeo volunteer

If your new online friend or romantic interest says they have an emergency and need money, it might not mean they have bad luck. It’s more likely they’re a scammer trying to grab your money. So, how can you tell if an online “friend” is a fraud?

It’s hard to know who people really are when you meet them online. Scammers create fake profiles on social media, as well as game and dating sites. They might send you a friend request, start a conversation and friendship, chatting or texting daily. Surprisingly soon, they might say they’re in love with you. Then, suddenly, they’ll have an expensive emergency — a lost job, failed business, or sister who needs an operation — and appeal to you for&nbsp;<a href="https://consumer.ftc.gov/articles/avoiding-and-reporting-gift-card-scams">gift cards</a>,&nbsp;<a href="https://consumer.ftc.gov/articles/what-know-you-wire-money">money transfers</a>, even&nbsp;<a href="https://consumer.ftc.gov/articles/what-know-about-cryptocurrency-and-scams">cryptocurrency</a>.

Here are some&nbsp;sure&nbsp;signs you’re dealing with a romance scammer:

-They can’t meet you in person.&nbsp;It’s an early warning sign if they can’t meet because they’re outside the country on an oil rig, in the military, or with an international organization. Those are lies.

-They ask you for money.&nbsp;That’s always a scam. No matter the so-called emergency, they’re only trying to steal your money.

-They tell you how to send the money.&nbsp;Which is exactly what scammers do, focusing on ways to get your money quickly. Where it’s also hard for you to get it back. (Crypto, gift cards, wire transfer, payment apps…)

Does a friend you met online need money for an emergency? That’s a scam

A fire in rural Saline County resulted in significant equipment loss for a local farmer. 

Saline County Sheriff Roger Soldan told Salina Post that the fire occurred on Wednesday morning, July 24, at 11:12 a.m. in the 12000 block of West Armstrong Road in Saline County.

A farmer was operating a tractor pulling a baler in a field when the baler caught fire. According to Sheriff Soldan, the operator stopped the tractor and attempted to unhook the baler, but the fire quickly spread, engulfing both pieces of equipment.

The fire destroyed a Fendt 712 tractor valued at $60,000 and a John Deere 569 baler valued at $25,000. Additionally, two bales of hay, each valued at $100, were lost in the blaze.

Firefighters from Rural Fire District 3 arrived to find the equipment fully engulfed in flames. Despite their efforts, both the tractor and the baler were completely destroyed.

No injuries were reported in the incident.

Fire destroys tractor and baler in Saline County

Salina Police and the Kansas Bureau of Investigation are investigating a fatal officer-involved shooting in Salina.

Just before 7:30 p.m. Wednesday, police were dispatched to 544 N. 12th Street in Salina, after learning a man with a felony warrant was at the location, according to a media release from the Kansas Bureau of Investigation.

When officers arrived, they made contact with the homeowner, who reported that the subject, Larry J. Wray Jr., 44, of Salina, was in the detached garage, east of the residence. 

Officers entered the garage and placed Wray under arrest for an outstanding warrant.&nbsp; Preliminary information indicates that after Wray was taken into custody an officer heard another person inside the garage. 

Jesse D. Wray, 25, of Salina, was located in the garage. A K9 officer gave commands to Jesse to exit the garage, but he refused. He was holding a gun and made threats to shoot if law enforcement entered the garage. 

Jesse barricaded himself inside the garage. Officers backed away, set a perimeter, and called for the Salina SWAT Team to respond. Troopers from <a href="https://www.facebook.com/kshighwayPatrol?__cft__[0]=AZWJj8yT8bE0JSytE1OovZTvavxH6inkgcdgZVOqGOuyovhCGYO6_G7md0la04YQugfpkRWbiZEEs31d26RzIvjC9O34eG5EgWYHXNy0l4R-ktD9eGJjZmhfFKy6-ZHL60ynRswxmaJyrVoNQ72eZK4eqzlfRFxw0I6kepyVYv3yTGPnH0i7ugg_XO4VYayvF3LIrvwaXk84fOY5kyFycNUI&amp;__tn__=-]K-R">Kansas Highway Patrol</a> (KHP) arrived to assist.

While awaiting for the SWAT team, officers observed a fire and smoke in the garage. The large garage door opened and a woman exited, followed by Jesse. Gunfire was exchanged. Officers from the Salina Police Department and troopers from the KHP fired rounds that struck Jesse. He was pronounced deceased at the scene at 8:45 p.m.&nbsp; The woman was accessed at Salina Regional Health Center and was later released. No law enforcement officers were injured in the shooting.

The officer involved shooting investigation has been turned over to the Kansas Bureau of Investigation. They were on the scene Thursday morning.

The Kansas Bureau of Investigation (KBI) secured an arrest warrant for the man who fired multiple rounds in a public park in Minneapolis, Kansas and was shot by responding Kansas Highway Patrol (KHP) troopers.

Officers from the Wichita Police Department arrested Artemas Thor Peck, 46, of Minneapolis, around 11:30 a.m. on Wednesday, July 24, as he was released from Wesley Medical Center. Peck was arrested on an Ottawa County warrant for attempted capital murder and attempted second-degree murder.

He was transported to the Mitchell County Jail. The investigation is ongoing.

The Ottawa County Attorney will prosecute the case.

Just before 8:30 a.m. Saturday, the manager of the Minneapolis Swimming Pool at Markley Grove Park,&nbsp; 161 South Mill in Minneapolis, heard three gunshots, according to a media release from the Kansas Bureau of Investigation.

The Ottawa County Sheriff’s Office and the Minneapolis Police Department were dispatched to the scene. While officers were investigating, more shots were fired.

The KBI said deputies with the Kansas Highway Patrol arrived to assist when the shooter later identified as 46-year-old Artemis Thor Peck, of Minneapolis, fired in the direction of law enforcement and the surveillance drone, according to the KBI. Officers returned fire, striking Peck multiple times.&nbsp;&nbsp;

EMS transported Peck to Salina Regional Health Center and later to a Wichita hospital, according to&nbsp;Ottawa County Attorney Richard Buck..

"All officers involved in todays incident are safe and unharmed. Prayers for all involved are appreciated," the Ottawa County Sheriff's office shared on their social media page.

The KU School of Medicine Salina announced on social media the appointment of Dr. Jacob Hessman as the new Director of Medical Education. Dr. Hessman, a native of Southwest Kansas, brings extensive experience and a strong commitment to enhancing medical education in the community.

Dr. Hessman earned his undergraduate degree from Kansas State University and his medical degree from the University of Kansas School of Medicine in Kansas City. He completed his Pediatrics residency at The University of Kansas Hospital in Kansas City, KS. Following his residency, Dr. Hessman served as a Pediatric Hospitalist at Salina Regional Health Center before transitioning to Salina Pediatric Care as a General Pediatrician. He has been teaching at the University of Kansas School of Medicine in Salina since 2019.

Dr. Hessman and his wife, who met at Kansas State University, have two children and enjoy engaging in creative and culinary activities in their free time.

How do you plan to improve the efficiency and effectiveness of the county attorney's office?

Maintain weekly staff meetings and rearrange responsibilities within the staff.

What specific measures would you implement to reduce crime?

How do you plan to address the opiod crisis and other drug-related issues in the county?

&nbsp;Work with social services and chemical dependency agencies, seek and prosecute violators, and promote specialty courts (drug court, behavior health court, and veterans court).

How will you ensure that all community members have fair access to justice?

To fairly assess facts and bring charges fitting to the activity

What is your approach to handling juvenile offenders?

Younger children may not have an established metric for right and wrong. Some leniency is warranted, however, continued bad behavior needs sanction.

How will you ensure transparency and accountability within the county attorney's office?

&nbsp;Maintain clear expectations for each employee. Maintain a system that provides supervision for each employee.&nbsp;

What steps will you take to improve your staff's training and professional development?

Every employee must train for every job in the office. This cross training will disclose the abiliteis of the employees. As to the professional staff, the Kansas Supreme Court maintains base requirements for attorneys. Any specialized training is offered by state and national agencies in specific fields of interest.&nbsp;

How do you plan to manage the budget of the county attorney's office?

The bulk of this budget is staff-related. The county has a salary schedule to follow. I believe in exercising little-used techniques to resolve cases, i.e. specialty courts, mediation, etc.&nbsp;

What metrics will you use to measure the success of your office?

The accepted method is to measure the conviction rate. However, this can be deceptive as conviction is not necessarily the most effective outcome. The specialty courses are very effective with the intent to avoid prosecution and conviction. Since so much depends on the specific factual situation, the resolution looks differently.

How do you plan to incorporate technology to enhance the operations of the county attorney's office?

The use of software in drafting pleadings and briefs is essential. Having the ability to integrate with the courts database is necessary.&nbsp;

What sets you apart from your opponents in this race?

The length and breadth of my experience exceeds that of my opponents. I have a totally different perspective having served in every element of the process but for Court reporter or juror.

The county has a salary schedule to follow. However, this can be deceptive as conviction is not necessarily the most effective outcome. The specialty courses are very effective with the intent to avoid prosecution and conviction. Salina Area United Way Salina Area United Way is very pleased to announce that the organization hasreceived a $6,000 donation from Exline, Inc. to the Early Childcare Initiative Fund.&nbsp; The&nbsp;donation will help sponsor a local childcare teacher to ensure that they earn a living wage,&nbsp;helping to keep our centers fully staffed, which will in return open more childcare slots.

This donation is once again another step forward by local Salina businesses in making strong and lasting steps in combating childcare issues and shortages due to the workforce in Saline County. Exline, Inc. is the eighth business in our community to step up and support the Salina Area United Way Childcare Initiative.

Last year, Salina Area United Way announced the start and opening of the Early Childcare Initiative Fund at their organization. Through this fund, local non-profit centers will be able to apply on an annual basis for wage supplement grants to help bring teacher assistants to $15/hr and lead teachers to $18/hr. At the beginning of 2024, the first Early Childcare Initiative grant was opened, and funding was awarded to seven local non-profit centers;helping to increase wages by an average of $2/hr. Prior to this grant funding, nearly all childcare centers in Saline County were paying $4/hr less than the wages listed above.

How do you plan to address the opioid crisis and other drug-related issues in the county?

Tough prosecution of drug distribution, especially when involving fentanyl and methamphetamine, while supporting treatment court programs such as Drug Court to assist addicts in getting treatment and dealing with mental health issues.

The best ways to ensure that all community members have fair access to justice begin with educating the community about how the criminal justice system works, collaborating with law enforcement agencies to ensure that investigations are thorough and unbiased, using prosecutorial discretion to review cases on a case-by-case basis to determine whether individuals need treatment for addiction or mental health issues, as well as providing diversion opportunities for first-time non-violent offenders, and collaborating with other entities to provide resources to victims of crimes.

How do you plan to address our community's increased recidivism and repeat offender rates?

I plan on addressing this through two parts: for violent offenses, I will be tougher on these types of crimes by taking tougher stances on plea offers and taking more of these cases to trials; for nonviolent offenses, I will support probation that involves evaluations and treatment for anger management, batterer’s intervention programs, drug/alcohol treatment, and mental health treatment. If individuals who are given chances at probation do not show that they are ready to change when paired with the necessary resources, we will seek revocation of their probation, especially if they continue to commit new offenses while on probation.

The County Attorney’s role is to serve the community by enforcing the laws while also taking each situation on a case-by-case basis and considering all circumstances, evaluating strengths and weaknesses of cases, the desires of victims, and the likely reasons for why an offense was committed to seek justice in every case. Sometimes this will involve lengthy prison sentences; other times this could involve diversion, drug and alcohol treatment, restitution to victims, or outright dismissal.

My approach is a balance between accountability and rehabilitation; juvenile offenders often are dealing with different developmental needs and issues in their lives than those of adult offenders. I would prioritize restorative justice, alternatives to detention, family involvement, and collaboration with social services to rehabilitate juvenile offenders and get them the help they need to support reformation.

I would first assess current expenditures, review past budgets for the office over the last four years, set clear priorities and goals about the allocation of funds, create a detailed budget plan that includes all necessary expenditures such as salaries, office supplies, computer software for case and evidence management, training for employees, and diversion programs. I would further work with the treasurer and county commissioners to conduct research on how similarly sized counties compare on their budgets.

We are currently in the process of converting from a paper file system to an electronic filing system. I will continue to support this process. I have already reached out to other county attorneys in Douglas County, Leavenworth County, McPherson County, and Dickinson County to find out what they use, what deals they have been able to get, and what training exists for those programs.

What innovative approaches would you bring to improve case management and public service?

I would get all of our staff trained and keep them up to date on our current electronic case management system, improve recruitment efforts by attending on-campus interview sessions at universities and colleges in Kansas and Missouri, and seek additional software and relevant training to manage cases and evidence so our office can handle larger caseloads more effectively.

I went to law school with the sole purpose of becoming a prosecutor. I am passionate about serving the community by helping victims and prosecuting crimes. I fully intend on being a career prosecutor. I have no fear of the courtroom, have already taken nearly a dozen cases to trial in my first two years, and I have a good working relationship with law enforcement agencies, DVACK, CAPS, and other entities involved in the criminal justice system.&nbsp; Additionally, since beginning my campaign, I have asked hundreds of residents what concerns and questions they have, began planning on how to address those concerns, wrote a letter in support of behavioral health court, began working with other entities to implement changes to include enforcement of no contact orders, training for staff regarding domestic violence and sex crimes, and locating other facilities that can provide treatment for addiction and mental health issues when local facilities are at max capacity.&nbsp;I am running because I want to serve the community.&nbsp; I understand that this is not simply a managerial position and that there is more to being the County Attorney than simply charging out cases and managing a budget.
