The prep work consists of milling off the existing asphalt striping. Then in a one-pass process applying both a pressurized sealant across the entire roadway and a flexible modified aggregate quick-set surface to rehabilitate and preserve the pavement section. Permanent pavement markings will be placed shortly after the resurfacing.

The work will be completed with lane closures. Motorists should expect modest delays and are encouraged to avoid the work zones altogether if possible.

This work is part of the $607,700 project that is a major component of the City of Salina's $5.9 million 2024 maintenance capital improvement program.

According to Salina Downtown Inc. Executive Director Leslie Bishop, Meddys will open a Salina location at 305 S Santa Fe, where Safelite auto glass repair once operated.

According to <a href="https://www.meddys.com/">Meddys website</a>, they specialize in a Mediterranean menu, with everything prepared fresh daily with wholesome ingredients, from traditionally marinated meats, to freshly baked pita, to hearty spreads like hummus and shawarmas.

The opening date of Meddys in Salina has not been announced.

Meddys Mediterranean restaurant coming to downtown Salina

By SALINA POST On Saturday, July 20, 2024, at approximately 10:15 a.m. officers from the Salina Police Department responded to a domestic disturbance at the Traveler’s Lodge Motel, located at 245 S. Broadway Avenue.&nbsp; Salina Police Captain James Feldman said the disturbance was initially reported by a caller who witnessed a female subject being chased into the motel parking lot by a vehicle.

Upon arrival, officers found a 36-year-old female from McPherson in the parking lot of the Ambassy Motel at 217 S. Broadway Avenue. The victim recounted that moments before the call, she had been in the 1600 block of W. Crawford with her boyfriend, Christopher Todd Wilson, a 32-year-old from Salina. During an argument in the vehicle, Wilson allegedly threw a phone at her, striking her in the face.

The altercation escalated when the victim exited the vehicle and Wilson allegedly grabbed her from behind by her throat, impeding her breathing. Despite her attempts to escape, Wilson reportedly took her to the ground and forcibly took her phone, though it was not damaged. The victim tried to flee again but was taken down a second time.

According to reports, the pair agreed to get back into the vehicle, with the victim driving after Wilson handed her the keys. She drove to the 200 block of S. Chicago, where she managed to exit the vehicle and ran to the Traveler’s Lodge parking lot, seeking help from bystanders.&nbsp; Wilson allegedly chased her with the vehicle, and the victim feared he might hit her.

Witnesses informed Wilson that police had been called, prompting him to leave the area in the victim’s vehicle. Officers later located the vehicle in the 1700 block of West Crawford and found Wilson hiding in the bathroom of a nearby Taco Bell. Believing he might be armed with a knife, officers from the Salina Police Department and deputies with the Saline County Sheriff’s Office ordered Wilson to surrender, which he did without further incident.

During the arrest, officers found a trace amount of methamphetamine on Wilson. He was taken into custody and booked into the Saline County Jail on multiple requested charges, including aggravated domestic battery, aggravated assault with a deadly weapon, robbery, criminal restraint, possession of methamphetamine, possession of drug paraphernalia, and criminal carrying of a weapon.

NWS-Wichita three day weather forecast

<a></a><a>&nbsp;Andrews Rodeo Co. has been the stock contractor for the Wild Bill Hickok Rodeo in Abilene for the past 25 years.</a>

Sammy Andrews, his wife Jacel, son James, and his crew have been coming to Abilene since 2000, bringing their industry-renowned bucking horses and bulls.

When the Abilene rodeo committee decided to hire Andrews, they went to the North Texas State Fair in Denton to talk to him.

Roger Watt was president of the committee, and Andrews remembers it. “Me and Roger made a connection,” he said. Watt told Andrews he wanted Andrews to bring his best horses and bulls to Abilene. “I told him I’d always bring my best,” Andrews said. “I appreciated his honesty. I think a lot of him.”

Through 25 years of working with Andrews, he and Watt have become good friends, so good that when Watt’s granddaughter, Rylee Miller, died in a vehicle accident in 2013, Andrews made the trip to Kansas for her funeral.

Andrews named one of his bucking horses in honor of Rylee: Rylee’s Raisin Cane, a bareback horse that was selected to buck at the Wrangler National Finals Rodeo. Bareback rider Bobby Mote won a round at the Wrangler NFR on Rylee’s Raisin Cane, and Andrews gave the buckle for his horse to the Watt family.

“Sammy said, this buckle belongs to Roger’s family,” Watt said. “That is special.”

Watt appreciates his friend’s honesty. “He’s honest with you. I think the man is as honest as the day is long. He’s a damn good friend.”

Over the past quarter-century, horses and bulls with names like Roly Poly, All or Nothin, Cool Water, Lock and Load, PTSD Power Play, The Kracken and Ice Trey have been coming to Abilene, with one goal: buck off their rider.

The high quality of bucking animals means a higher quality of riders, Watt said. Cowboys choose where to compete, and they’ll go where they have a good chance of making a high point ride.

By the time he was in high school, Andrews produced his first rodeo with his friends.&nbsp;&nbsp;

The son of Burr Andrews and grandson of Sam Andrews, both stock contractors, there were always horses and bulls on the Andrews Ranch near Bagwell, Texas.

“We always had some horses we were breaking, and bulls we’d buy at the sale barn to try,” Andrews said. “Us kids built a ragged old pen, and we had enough horses and bulls to put on a little rodeo.”

After high school graduation in 1965, he went to college, then went to work for Jerald Smith, a stock contractor. For Smith, Andrews started in the calf and steer pens, then graduated to flanking bucking horses and worked as a pickup man before becoming partners with Smith in the late 1970s. He struck out on his own in 1987, when he became a PRCA member.

Andrews’ most famous animal might be the bull Bodacious. Born in 1989, he bought him after his bucking career had started. He bucked off countless cowboys and was a two-time PRCA Bull of the Year and won the PBR Bull of the Year once.

“He was a freak of nature, I guess,” Andrews said. The now-defunct Bull Riders Only organization was going, and the PBR was just getting its start, so Bodacious got a lot of air time with both groups. “He opened a lot of doors for us. He had a way of doing things at the right time.” Bodacious died in 1999 and is buried on the ranch.

Several years ago, someone offered to buy Andrews’ rodeo company. Sammy and his family sat down and talked it over. “It was a pretty good offer to sell out,” he remembers. “The money was good, but I said, it doesn’t matter about the money. I just couldn’t face rodeo committees like Roger Watt and tell them I wasn’t coming back. We’ve built family relationships and I appreciate them and I think they appreciate us.”

Now the fourth generation of the Andrews family is in charge, Sammy’s son James.

“I do whatever James tells me to do,” Sammy laughed. “I let him run the company. You can’t have two bosses. I let him run it, and whatever he tells me to do, I do it.”

“We enjoy it. It’s fun. If it wasn’t fun, we wouldn’t do it. We enjoy what we do.”

Andrews’ livestock has been selected to buck at the Wrangler National Finals Rodeo every year since 1989.

Sammy was inducted into the Pro Rodeo Hall of Fame earlier this month; he is a member of the Texas Rodeo Hall of Fame, as is Bodacious. Bodacious is a member of the Bull Riding Hall of Fame and the Pro Rodeo Hall of Fame, and is a 2019 PBR Brand of Honor winner.

This year’s Wild Bill Hickok Rodeo is&nbsp;Tuesday through Friday, July 30-August 2 at the fairgrounds in Abilene. Performances&nbsp;start at 7:30 pm&nbsp;nightly. Tickets are $12 for adults in advance and $15 at the gate. Children’s tickets (ages 4-10) are $8.&nbsp;&nbsp;

 </figure>Wild Bill Hickok Rodeo<a></a><a>&nbsp;Andrews Rodeo Co. has been the stock contractor for the Wild Bill Hickok Rodeo in Abilene for the past 25 years.</a>Sammy Andrews, his wife Jacel, son James, and his crew have been coming to Abilene since 2000, bringing their industry-renowned bucking horses and bulls.When the Abilene rodeo committee decided to hire Andrews, they went to the North Texas State Fair in Denton to talk to him.Roger Watt was president of the committee, and Andrews remembers it. “Me and Roger made a connection,” he said. Watt told Andrews he wanted Andrews to bring his best horses and bulls to Abilene. “I told him I’d always bring my best,” Andrews said. “I appreciated his honesty. I think a lot of him.”Through 25 years of working with Andrews, he and Watt have become good friends, so good that when Watt’s granddaughter, Rylee Miller, died in a vehicle accident in 2013, Andrews made the trip to Kansas for her funeral.Andrews named one of his bucking horses in honor of Rylee: Rylee’s Raisin Cane, a bareback horse that was selected to buck at the Wrangler National Finals Rodeo. Bareback rider Bobby Mote won a round at the Wrangler NFR on Rylee’s Raisin Cane, and Andrews gave the buckle for his horse to the Watt family.“Sammy said, this buckle belongs to Roger’s family,” Watt said. “That is special.”Watt appreciates his friend’s honesty. “He’s honest with you. I think the man is as honest as the day is long. He’s a damn good friend.”Over the past quarter-century, horses and bulls with names like Roly Poly, All or Nothin, Cool Water, Lock and Load, PTSD Power Play, The Kracken and Ice Trey have been coming to Abilene, with one goal: buck off their rider.The high quality of bucking animals means a higher quality of riders, Watt said. Cowboys choose where to compete, and they’ll go where they have a good chance of making a high point ride.By the time he was in high school, Andrews produced his first rodeo with his friends.&nbsp;&nbsp;The son of Burr Andrews and grandson of Sam Andrews, both stock contractors, there were always horses and bulls on the Andrews Ranch near Bagwell, Texas.“We always had some horses we were breaking, and bulls we’d buy at the sale barn to try,” Andrews said. “Us kids built a ragged old pen, and we had enough horses and bulls to put on a little rodeo.”After high school graduation in 1965, he went to college, then went to work for Jerald Smith, a stock contractor. For Smith, Andrews started in the calf and steer pens, then graduated to flanking bucking horses and worked as a pickup man before becoming partners with Smith in the late 1970s. He struck out on his own in 1987, when he became a PRCA member.Andrews’ most famous animal might be the bull Bodacious. Born in 1989, he bought him after his bucking career had started. He bucked off countless cowboys and was a two-time PRCA Bull of the Year and won the PBR Bull of the Year once.“He was a freak of nature, I guess,” Andrews said. The now-defunct Bull Riders Only organization was going, and the PBR was just getting its start, so Bodacious got a lot of air time with both groups. “He opened a lot of doors for us. Each year during the third week of July,&nbsp; Zoos across the country celebrate National Zoo Keeper Appreciation Week. This year, to help show their appreciation for all the things zookeepers do to ensure animals are safe and taken care of, Rolling Hills Zoo partnered with Salina Downtown Inc. (SDI) for a "Great Escape."

"Some 'animals' from Rolling Hills Zoo have 'escaped' and we need YOU to help us spot them," said SDI Executive Director Leslie Bishop. "It has been reported that all of them have 'escaped' to downtown Salina."

You will use your logbook to document where each "animal" is located. Once you have located all the hidden animals, bring your full log book back to the Salina Downtown Office and deposit it in the box located outside their door.'

Successful Great Escape animal trackers will be entered into drawings for awesome prizes! RHZ and Salina Downtown Inc. celebrate Zookeeper Appreciation week with "The Great Escape" 

On Saturday, July 7, 2024, at about 3:00 p.m., a 71 year old male was leaving Walmart, 2900 S. 9th, Salina, Kansas, when he was approached by a male and female subject. The male subject had a $20 bill in his hand and told the victim he had dropped the bill. The victim indicated he had not dropped the bill and the male suspect told the victim to check his wallet.

As the victim had his wallet out, the male and female suspect distracted the victim and were able to remove a credit card from his wallet without the victim’s knowledge. The suspects then went to Sam’s Club, 2919 Market Place, Salina, Kansas, and purchased a ring valued at over $2,000. Another purchase was attempted at Sam’s Club, 3084 Maize Road, Wichita, Kansas, but the sale was denied.

Both suspects are described as Hispanic in their 40’s with the male being approximately 6’1” possibly driving a gray SUV.

HUTCHINSON, Kan. — Creighton University economist Ernie Goss told Hutch Post that his Rural Mainstreet survey is still showing weakness in the economy for this part of the country.

"This is a survey of bank CEOs in rural areas of 10 states, including Kansas, right down the middle, mid-section of the country," Goss said. "The overall rating for July was not good. In fact, this is the lowest that we've recorded this year, and it's certainly down from this time last year. And what we're seeing is just the rural Main Street economy, driven a lot by agriculture and energy, just not holding up very well."

You can see this in layoffs at implement manufacturers across the Midwest.

"Farm equipment sales, as reported by the banks,bank CEOs, are down for the 12th straight month," Goss said. "Of course, you look at John Deere, which has some fairly significant layoffs in Iowa, particularly, and other firms that are linked to agriculture. Farmers are struggling because of high interest rates and lower agricultural commodity prices. Likewise, exports are not holding up very well. In fact, we're down from this time, same time last year. That's having some negative impacts. So all in all, it has not been good. And the USDA isprojecting 2024 farm income is going to be down from 2023."

It may not get better for quite some time.

"We have a confidence index which tracks the economic outlook six months out," Goss said. "That's not good. Again, we're talking about high borrowing costs for the farmer. We're talking about weather related issues. We're talking about agricultural commodity prices, for example, corn around $4 a bushel depends on where you're selling it and what time frame you're looking at, but that's below break even for a lot of the farmers out there in the region."

Over half of rural mainstreet bankers see a recession as the greatest risk for the region over the next 12 months.

Goss: Economy weak across Midwest

KINGMAN COUNTY — Young cowboys sit on top of a corral fence, asking their dads when it’s their turn to rope. They’re excited but know to stay out of the way until they’re given the OK on the Elpers ranch in Kingman County.

They’re getting a good view of more experienced cowboys as they separate cows and calves to their respective pens – preventative care through the cattle chute for the moms and prepping for branding for the calves.

Cattle branding began long before cowboys integrated it on ranches. According to the Washington State Department of Agriculture, branding began with the Egyptians, who branded oxen and other livestock around 2700 B.C.&nbsp;

Today, it’s a tradition on ranches across America that helps in livestock management. For the Elpers family, the practice of branding their cattle has happened since the 1980s. There are several reasons for branding.

Each ranch brand is unique to each operation and is registered with the Kansas Department of Agriculture. This is important when managing large herds across large areas of land.

Yes, people steal cattle. Cattle rustling is a crime, and the brand helps identify the cattle when there’s instances of theft. Here’s a “fun” fact: In the Wild West of the 1800s, rustling was a hanging offense. These days, the crime can land you in jail for up to five years in Kansas. It’s even longer in Texas.

3. Herd Management and Record Keeping

Branding also helps the rancher maintain accurate and up-to-date records of the animal. This is essential for keeping accurate records of each cow's health history, vaccinations, breeding status and age. By maintaining precise records, ranchers can make informed decisions about breeding programs, medical treatments and overall herd management strategies. This systematic approach helps improve the productivity and health of the herd.

There are several methods of branding, including hot iron, freeze branding or tattooing. Many ranchers, like the Elpers, utilize the hot-iron method to ensure high visibility and permanence.

“For our operation, we use hot irons,” Lori Elpers says. “Calves have thick hides so they don’t feel it much, but we always ensure we are being humane to the calves by making the process fast and is performed by skilled ranchers to minimize stress.”

Three reasons ranchers brand their cattle

Saline County Back to School Fair July 23

Governor Laura Kelly announced today that a combined $26 million is being awarded to 33 projects to improve intersections and roads in cities across the state that have been selected for funding through the Kansas Department of Transportation’s City Connecting Link Improvement Program (CCLIP).

CCLIP funds improvements to state highways that extend through cities. The cities will receive a combined total of approximately $26 million, which includes $5.5 million in state fiscal year 2026 and $20.5 million in state fiscal year 2027.

“This popular program makes it possible to improve the safety and accessibility of our local highways that are local centers of community life,”&nbsp;Governor Laura Kelly said. “Thanks to our increasingly solid financial footing at the state and federal levels, Kansas is finding ways to solve problems and bring resources to various regions of the state.”

Under the CCLIP, a city must contribute up to 25% of the project cost based on its population, though some cities contribute significantly more. Cities with a population under 2,500 aren’t required to provide a match. Projects in this program may fall into one of three categories: Surface Preservation (SP), Pavement Restoration (PR), or Geometric Improvement (GI).

“By investing with our local partners in our infrastructure framework, we are delivering economic opportunities across rural and urban parts of the state,” said Secretary Calvin Reed. “These projects will address problems, so Kansans have more local transportation choices.”

SP projects involve maintenance work such as resurfacing and are funded up to $400,000 per project. PR projects typically involve full-depth pavement replacement without changes to the overall geometric characteristics and may also address drainage issues. GI projects address geometric issues such as adding turn lanes, improving intersections, or modifying the lane configuration to address capacity. The PR and GI categories are funded up to $1.5 million per project.

Governor announces $26M for road improvements in NW Kansas

Last
month during the state legislature’s special budget session, one contentious
issue in the budget bill was doubling the state’s childcare tax credit.

Rep.
Mark Steffen (R-Hutchinson) made comments saying the tax credit served as an
“incentive” for mothers to enter the workforce and weaken “traditional
families”.

Justifiably,
he was blasted by colleagues on both sides of the aisle.

Taking
such an opposition to the childcare tax credit is not only “offensive”(as
stated by Senate President Ty Masterson (R-Andover)), it ignores the hard
reality that&nbsp; Kansas families face.

According
to the <a href="https://www.epi.org/child-care-costs-in-the-united-states/?gad_source=1&amp;gclid=Cj0KCQjwkdO0BhDxARIsANkNcrd6TdwaTG7RtofHvPSZ26rRaH2PYt-1AMc3NMuuLbpF0MP1RmGspV0aAp5nEALw_wcB#/KS">Economic Policy
Institute</a>, the cost of daycare is unaffordable for 92% of families in the state.

A
shortage of childcare has continued to drive up costs. 104 of the state’s 105
counties have a higher demand than availability. The supply and demand issue
raises childcare costs and prices families — especially mothers as women often
make lower wages than men — out of the workforce.

Infant care costs are 28.4% higher than full-time college tuition at an
in-state public university, and childcare costs for kids under the age of four
are about equal to full-time public university tuition costs. 

Infant care is approximately 12.3% higher than Kansas’ average rent
costs. 

Kansas’ childcare costs as a percentage of workers’ salary is one of
the highest in the country.

According to MIT’s <a href="https://livingwage.mit.edu/states/20">Living Wage Calculator</a>, an average single adult Kansan with one child would
need to make $34.03 per hour to earn a living wage.

A living wage is defined as the amount a worker needs to make to meet
their basic needs — food, childcare, healthcare, housing, transportation,
taxes, and other essential items like clothing, personal care items, and
broadband.

A household with two working adults and one child would need both
adults to make at least $19.29/hour to meet their basic needs.

Steffen’s ideal two adult, one child household where only one adult
earns an income would need to earn $33.72/hour, even while spending $0 on
childcare. 

According to the Kansas Department of Labor’s <a href="https://www.klic.dol.ks.gov/vosnet/analyzer/resultsNew.aspx?enc=dTkmvkgGEL2blQpjB3ZCAerz8ejCpEVgtZZJ82GDP5c=">Occupational Employment and Wage
Statistics</a> (OEWS)
report from 2023, the median wage of Kansas workers (both hourly and salaried)
across all industries was $21.76 per hour.

75% of all workers made less than $31.09/hour, per OEWS. 

In other words, more than three-quarters of Kansas workers don’t make
enough income to afford their basic needs in a two-adult single-income
household with one child.

need to make $34.03 per hour to earn a living wage. A living wage is defined as the amount a worker needs to make to meet
their basic needs — food, childcare, healthcare, housing, transportation,
taxes, and other essential items like clothing, personal care items, and
broadband.A household with two working adults and one child would need both
adults to make at least $19.29/hour to meet their basic needs.Steffen’s ideal two adult, one child household where only one adult
earns an income would need to earn $33.72/hour, even while spending $0 on
childcare. According to the Kansas Department of Labor’s <a href="https://www.klic.dol.ks.gov/vosnet/analyzer/resultsNew.aspx?enc=dTkmvkgGEL2blQpjB3ZCAerz8ejCpEVgtZZJ82GDP5c=">Occupational Employment and Wage
Statistics</a> (OEWS)
report from 2023, the median wage of Kansas workers (both hourly and salaried)
across all industries was $21.76 per hour. 75% of all workers made less than $31.09/hour, per OEWS. In other words, more than three-quarters of Kansas workers don’t make
enough income to afford their basic needs in a two-adult single-income
household with one child.The data is clear: a vast majority of Kansas families do not make
enough money to meet their basic needs, with or without having to pay for
childcare.Childcare is not a luxury for Kansas families. It’s a necessity.Steffen’s remarks highlight a troubling disconnect from the economic
realities facing Kansans. By dismissing childcare tax credits as an incentive that could
supposedly undermine “traditional families”, he not only ignored the
overwhelming financial strain that childcare costs impose on households across
the state but also neglected the critical role that affordable childcare plays
in enabling parents — especially mothers — to participate fully in the
workforce and public life.Thankfully for Kansas families, the proposal to double the childcare
tax credit ultimately passed with bipartisan support as part of the larger tax
bill.The state childcare credit is now 50% of the comparable federal credit,
