The total for the county is now 450, with 74 cases that are actively being monitored by the Health Department, and a total of 9 deaths. Salina Regional Health Center reports that they have 2 hospitalized COVID-19 patients. Salina Regional is a regional hospital, the COVID-19 patient total is not specific to the number of Saline County residents who may be hospitalized. Saline County: 11 new COVID-19 cases, 367 of 450 recovered

OKLAHOMA CITY, Okla. --&nbsp;More than two dozen American Red Cross volunteers from Kansas and Oklahoma have been sent to the Gulf Coast in anticipation of Hurricane Laura, which the National Weather Service says is expected to develop into a major hurricane before it makes landfall along the Texas and Louisiana coast.

As of 2 p.m., 28 volunteers and staff of the Kansas and Oklahoma Red Cross have been deployed to help with the Hurricane Response, including at least one person from each of the region’s seven local chapters.&nbsp; As the situation unfolds, it is possible that more will be deployed. It is anticipated that more than 700 Red Cross volunteers and staff from across the nation will be sent to the Gulf Coast to assist in disaster preparedness and recovery. This is in addition to nearly 500 volunteers and staff who have responded to the wildfires affecting many western states.

“We have sent several volunteers from Kansas and Oklahoma to help along the Gulf Coast and we anticipate more will be needed,” said Brittney Rochell, Regional Chief Communications Officer for American Red Cross of Kansas-Oklahoma. “COVID-19 has affected the number of our current volunteers who are available to deploy, so we are asking healthy individuals who can deploy up to 14 days to consider joining us as a temporary disaster volunteer.”

Many of those deployed to the coast will be engaged in critical services, such as staffing shelters and assisting other responding agencies in providing food and supplies those in need. Because of the COVID-19 pandemic, others have been deployed virtually to assist with the needed behind-the-scene support work that aids in the disaster respond.

COVID-19 has not changed the Red Cross mission to prevent and alleviate human suffering in the face of emergencies by mobilizing the power of volunteers and the generosity of donors. However, to help keep people safe, the Red Cross is following guidance from the Centers for Disease Control and public health authorities, as well as putting in place additional precautions. Some of these plans include face coverings, health screenings, and opening more shelters that will house fewer people than normal. Ensuring people have a safe place to stay during a disaster is a critical part of the Red Cross mission. Sheltering efforts may be different in each community, depending on local emergency operations plans.

Kansas, Oklahoma Red Cross volunteers response to Gulf Coast

MANHATTAN – Nearly two dozen Kansas 4-H members have taken it upon themselves to educate residents in their local communities about their role in protecting nearby waterways. &nbsp;

Their message: Many things we do in our yards and businesses affect the quality of water in our community.&nbsp;

“It’s been eye-opening for these kids to see how industry and homeowners in cities can implement practices to help with runoff coming off our parking lots and streets or coming out of a factory,” said Cheri Nelsen, a Kansas 4-H youth development agent in the Wildcat Extension District in southeast Kansas.&nbsp;

In late 2019, Nelsen and representatives from six other states landed a grant from the National 4-H Council and Bayer Corporation to lead a project called the 4-H Ag Innovators Experience. In February, she and a volunteer accompanied three Kansas team leaders to training at Iowa State University, where they were given a challenge to reach 1,000 youth with a program titled Water Connects Us All.&nbsp;

“They showed us all of the various watersheds across the United States,” Nelsen said. “We live in the largest watershed in the country, the Mississippi watershed. All of that water from north to south runs to the Gulf of Mexico.”&nbsp;

Nelsen said the youth learned that pollutants from runoff can cause hypoxic zones in waterways, or conditions where the concentration of oxygen is so low that very few organisms can survive. These areas are also call "dead zones."

Armed with their new knowledge, and a curriculum to match, the youth had plans to bring the message to their communities and their peers. Then, the COVID-19 pandemic hit.&nbsp;

“We were ready to go out and teach after-school programs and had all these things ready to do this spring and summer, and then we couldn’t do anything,” Nelsen said.&nbsp;

So far, the youth have given a virtual presentation during the 4-H Discovery Days in late May, and recently taught part of their curriculum at county fairs in Wilson and Crawford counties. A few youth have created videos teaching parts of the program. They hope to offer after-school programs this fall, and to take advantage of field days hosted by local conservation groups.&nbsp;

“The big thing we want to get across is that soil is like a sponge,” Nelsen said. “With a wetland project, if you have certain types of soil, it will act like a sponge to collect nitrates and other pollutants to prevent them from getting into our water.”&nbsp;

The lessons include teaching about such pollutant-absorbing engineering techniques as building a bio-reactor, bio-swails, saturated buffers or a rain garden.&nbsp;

“The rain garden, in particular, is something any of us can do in your yard at home to help with runoff coming off your lawn,” Nelsen said.&nbsp;

Rain gardens rely on plants or a naturally-engineered soil or medium to retain stormwater and filter pollutants – such as fertilizer or weed chemicals -- carried by water runoff.&nbsp;

“These are the types of things all of us can do, even though we are just one person, to protect somebody down the line – or down the stream, you might say. The kids have really enjoyed learning about that.”&nbsp;

The 4-H Ag Innovators Experience was developed to help youth apply critical thinking and STEM skills to a real-world agriculture challenge. In recent years, Kansas 4-H members have taught lessons on improving the habitat for Monarch butterflies, and the importance of native bees as pollinators and their relationship to agriculture and the food we eat.&nbsp;

They hope to offer after-school programs this fall, and to take advantage of field days hosted by local conservation groups.&nbsp;“The big thing we want to get across is that soil is like a sponge,” Nelsen said. “With a wetland project, if you have certain types of soil, it will act like a sponge to collect nitrates and other pollutants to prevent them from getting into our water.”&nbsp;The lessons include teaching about such pollutant-absorbing engineering techniques as building a bio-reactor, bio-swails, saturated buffers or a rain garden.&nbsp;“The rain garden, in particular, is something any of us can do in your yard at home to help with runoff coming off your lawn,” Nelsen said.&nbsp;Rain gardens rely on plants or a naturally-engineered soil or medium to retain stormwater and filter pollutants – such as fertilizer or weed chemicals -- carried by water runoff.&nbsp;“These are the types of things all of us can do, even though we are just one person, to protect somebody down the line – or down the stream, you might say. The kids have really enjoyed learning about that.”&nbsp;The 4-H Ag Innovators Experience was developed to help youth apply critical thinking and STEM skills to a real-world agriculture challenge. Saline County has announced the closing of a portion of South Brownhill Road for railroad crossing maintenance.

South Brownhill Road between Kansas Highway 140 and West Farrelly Road is scheduled to be closed from 7 a.m. to 1 p.m. Friday for maintenance on the railroad crossing.

Motorists are advised to allow a few extra minutes of travel time to reach their destinations. Local and emergency traffic will be provided access to private property within the sections of closed road at all times but only from the side upon which the property lies.

City of Chapman warns residents of utilities scam

Lock your vehicles, garages, and houses! That's the word from the Salina Police Department after multiple burglaries in south Salina.

"We are investigating numerous burglaries, vehicle burglaries, stolen vehicle and trespassing cases. All of these cases are occurring in the south end of Salina in the area of Linda, Tasker, Key, Scott, and the surrounding neighborhoods. We are asking people to please lock their cars, remove their keys and take them in the house, lock their houses and garages," Salina Police Captain Paul Forrester reported this morning.

Following are seven incidents that occurred between midnight and 6:30 a.m. on Tuesday, according to Forrester.

2800 block of Linda Lane, burglary: A 40-year-old Salina man reported that around 3 a.m., his garage door opened. In the morning, he found that his 2007 Nissan Altima had been gone through and a set of screw drivers, sunglasses, and his garage door opener we missing. Additionally, a hammer from inside the garage was missing. Total loss was estimated at $300.

400 block of Scott Avenue, burglary: A 35-year-old man and a 36-year-old woman from Salina reported that their vehicles had been rummaged through. The man had his Ford F150 pickup parked in the driveway. He reported that around 12:45 a.m., he heard his garage door open. He began reviewing his surveillance cameras, but did not see anything. He also activated his car alarm in an attempt to scare off the intruder. He reported that his garage door opener was missing. The woman's Honda Pilot was parked inside the garage. She was missing a key fob to the vehicle. Total loss was estimated at $200.

300 block of Scott Avenue, trespassing: A 55-year-old Salina man reported his 2016 Jeep Grand Cherokee that was parked in front of his house had been rummaged through, but he was not missing any property.

800 block of Neal Avenue, stolen vehicle: A 35-year-old Salina woman reported that her 2017 Chrysler Pacifica mini van was stolen from her driveway. The vehicle was unlocked and a key fob that she did not think worked was left in the vehicle. The vehicle was located in the 300 block of Neal Avenue, just west of Key Avenue. This is the fourth vehicle recovered in this area since Saturday. There was no damage to the vehicle. The key fob was still missing, as was a custom sign that was hanging in the rear window. The van was valued at $19,000 and the key fob and sign were valued at $105.

2700 block of Linda Lane, trespassing: A 53-year-old Salina woman reported that her two vehicles, a 2017 Ford Explorer and a 2014 Mazda 6, had been gone through. Nothing was found to be missing from either vehicle.

2900 block of Tasker Lane, trespassing: A 64-year-old Salina man reported that his 2018 GMC pickup had been gone through. Nothing was missing from the vehicle.

Dozens of Kansas communities are in danger of missing out on significant amounts of money from the federal government because residents haven’t completed their 2020 Census. Statewide, more than two-thirds of the population has completed the task so far, leaving 31.1 percent unaccounted for at this point. As a whole, Kansas is doing better than the nationwide response rate of 64 percent, but there are 10 counties with less than 50 percent of residents completing their forms. All are rural, and they all stand to miss out on their share of billions in federal dollars that will come to Kansas over the next decade based on this year’s census. One county’s response rate is below 40 percent, which could mean the loss of an estimated $50 million in federal aid over the next year. That’s the equivalent of missing out on about $1,300 for every man, woman and child in the county each year. It’s money unavailable to assist with local highway planning and construction, water and wastewater systems, health care assistance and hundreds of other programs. Overall, a 1 percent undercount of Kansans would result in an estimated loss of more than $600 million in federal funding over the next decade. That’s money we pay in federal taxes going to projects in other states.

In short, the Census is about money and power. The people who complete the form get their fair share of both. If you skip it, both go elsewhere. COVID-19 has stretched our communities thin, which means ensuring you’re counted is more important than ever. I wrote about how vital it is to stand up and be counted way back in early March, just ahead of the Census Bureau mailing forms urging people to self-respond either through the U.S. Postal Service, online at my2020census.gov or by calling 844-330-2020. Unfortunately, other events soon gripped our state and nation as the pandemic hit, pushing the counting of our population on the back burner for people. While the pandemic certainly lowered self-response rates, it also hampered the federal effort to ensure everyone is recorded. Census workers who would have normally followed up with households that hadn’t filled out a survey in May and June are just now knocking on doors. The federal government, fearful social distancing measures will hamper the vast data processing required by the year’s end, bumped up the response deadline to Sept. 30, shaving a full month off the original timeline.

Like just about everything else in 2020, trimming 31 days off the deadline isn’t ideal. But there’s still time to take a few minutes to respond, ensuring your town’s story is told to help get the most out of the American dream. If you’ve already responded, you can still help by checking with friends and family to see if they’ve done so as well. If they haven’t, tell them what’s on the line and direct them to the website or phone number above.

It’s not going to complete the COVID-19 recovery overnight, but federal funding for roads, bridges, broadband internet connections and a litany of other projects won’t just help Kansas’ economic convalescence, but power us to an even brighter future. Act now while there’s still time to make your voice count.

Our weather looks to continue with warm and sunny through the end of the work week, when rain is expected to blow into the forecast.

According to the National Weather Service (NWS) in Wichita, above normal temperatures are expected to continue through Friday. 

Although a hit-or-miss shower/storm cannot be ruled out in far southeast Kansas today and tomorrow, most areas will remain dry until Friday evening and overnight Friday night, NWS noted.

Food service available for USD 305 student learning remotely

MCPHERSON -- The McPherson County Health Department today announced three additional confirmed cases of COVID-19, bringing the county total to 190.

Following is the information about the new cases, as provided by the health department.

●Positive case No. 188 is a symptomatic male in his 30s with known exposure and is recovering at home (family of No. 180).

●Positive case No. 189 is a symptomatic male in his 20s with known exposure and is recovering at home.

●Positive case No. 190 is a symptomatic female in her 20s with travel related exposure and is recovering at home.

Of the 190 confirmed cases, 171 have met Kansas Department of Health and Environment recover guidelines, one current case is hospitalized, and one case has died, the health department reported.

McPherson County reports 3 new COVID-19 cases

UPDATE: The cost of the outdoor warning siren for the town of Kipp has been corrected. We apologize for the typo.

The Saline County resolution mandating face mask wearing will remain in place for at least two more weeks.

During their regular meeting this morning, the Saline County Commission declined to take action on the resolution after reviewing local, state, and national COVID-19 statistics with Jason Tiller, Saline County health officer. Tiller told the commissioners that since the last review of the county's COVID-19 situation on Aug. 11, Saline County has had 50 new cases, 57 individuals have recovered, and four of the confirmed COVID-19 cases have died.

Commissioners also approved the purchase of a pre-owned outdoor warning siren for the town of Kipp. The siren comes with a nine-year maintenance agreement and costs $22,160. Rural Fire District No. 1 has received a $10,000 Dane Hansen Foundation grant and a $12,500 donation from Great Plains Manufacturing to purchase and install the siren in Kipp.

During the siren presentation, Michelle Barkley, emergency management director, noted that the siren is designed to warn people outdoors of an impending life-threatening weather emergency. She recommended that people download a free weather app for their cellphones or purchase a weather radio to provide indoor weather warnings.

Other business conducted by the commissioners includes the following.

●Commissioners proclaimed September as National Recovery month and proclaimed 2020 as the 100th anniversary of the 19th Amendment to the Constitution.

●Commissioners awarded a bid for aggregate road shoulder construction to APAC-Kansas for $134,085. This is for two projects: on Burma Road at the McPherson County line going north about three miles and on Donmyer Road going north to Old Highway 40. APAC has indicated that they would be able to complete the construction in late November.

●Commissioners voted to allow the Road and Bridge Department to spend $21,080.65 to rebuild a transmission in a 1997 Caterpillar 140H motor grader. 

●Commissioners approved the purchase of two new dump trucks from MHC Kenworth for $209,226. The purchase will come from the special road and bridge machinery account. In a related move, commissioners also approved a personnel request to add two truck driver positions in 2021.

●Commissioners approved a health department request to accept a $50,000 grant to focus on overdose prevention in Saline County. This is year two of a three-year grant project. The funds will help with community education as well as help with completing an opioid needs assessment, according to information from the county. 

●Commissioners also approved accepting an Epidemiology and Laboratory Capacity grant to enhance the detection, response, surveillance, and prevention of COVID-19. The grant is for $134,330 and will be used for expenses associated with intermittent staff. This grant can be used up until November of 2022, which provides a greater length of time to maintain intermittent staff.

●Commissioners adopted a resolution to issue educational facility revenue bonds, not to exceed $3,900,000, on behalf of Kansas Wesleyan University (KWU), allowing the university to re-finance existing bonds and make energy improvements to campus facilities. The issuance of the bonds has no impact on the county’s finances, as KWU will be required to make all bond payments. 

●Commissioners also adopted a resolution that will release/transfer the title of property back to Crestwood, Inc. and retire bonds that were issued back in 2005 to finance improvements for Crestwood. This results in the county having no outstanding industrial revenue bonds for commercial properties. 

During his weekly update, County Administrator Phillip Smith-Hanes told commissioners that negotiations with two vendors for the emergency radio communications project were completed last week, and that a recommendation will be presented to the commissioners and to the Salina City Commission once further detailed cost breakdowns can be calculated.

Smith-Hanes also told commissioners that staff has been working with the different entities that were selected to receive funding through the Coronavirus Relief Funds to obtain the necessary paperwork and agreements, however, staff is still waiting to hear from the state on whether the plan submitted has been approved. Until then, the $11,026,434 is still sitting in the bank, the county noted.

Additionally, Smith-Hanes told commissioners that the county is now accepting applications from businesses for Community Development Block Grant – Coronavirus funds. READ: County seeks applications from businesses in need

The phenomenal 51.88 inches measured at Cedar Bayou set a record for the continental U.S. Harvey caused around $125 billion damage.

Update: Salina man injured in fatal McPherson Co. crash

A car that was stolen from a southwest Salina residence early Monday was recovered later in the day in another part of the city.

Misty Barke, 43, of Salina, told police that sometime between 3-5 a.m. Monday, someone stole her red Mazda 3 from her driveway in the 1200 block of Oak Circle, Salina Police Captain Paul Forrester reported this morning. The keys were in the vehicle and it was unlocked, he added.

Barke told police that her dogs were barking about 3 a.m. and she looked at her surveillance camera and saw a black car sitting in front of her residence, Forrester explained. At that point, the Mazda was still in the driveway, he noted. At 5 a.m., Barke's brother drove by and advised that her car was gone, Forrester added.

As the officer was leaving the scene, he was advised that the car had been located in the 2600 block of East Key. A surveillance camera in the area showed the vehicle pulling up at 5:30 a.m. and a younger male getting out and running northbound from the car, Forrester explained. 

He noted that the car was returned to Barke. 

Police continue to investigate the incident, Forrester added.

Saline County has closed a portion of South Niles Road for a culvert replacement.

According to information from the county Road and Bridge Department, South Niles Road between East Magnolia Road and East Schilling Road has been closed as of today for replacement of a cross-road rrainage culvert. Weather permitting the roadway will be opened by the end of Friday.

Police are investigating an incident in which $2,000 worth of damage was done to two cars parked in the 400 block of South Connecticut Avenue.

Two women, a 20-year-old and a 19-year-old, told police that sometime between midnight and 1 p.m. on Monday, someone damaged their cars while they were parked in the 400 block of South Connecticut Avenue, Salina Police Captain Paul Forrester reported this morning. 

A 2016 Ford Fiesta had a dent in the back driver's side door and a shoe print on the door as well, he noted. Damage was estimated at $1,000. Additionally, a 2012 Toyota Camry had passenger rear quarter panel damage with white paint transfer and the taillight lens was broken, he reported. Damage to the Camry also was estimated at $1,000.

The two women told police that the night prior to their cars being damaged, they had a confrontation with several other women who were wanting to fight, according to Forrester.

TOPEKA– A Kansas man was charged in a federal indictment unsealed Monday with growing thousands of poppy plants at his home in Clay County in an effort to manufacture heroin, according to U.S. Attorney Stephen McAllister.

Matthew Pfeiffer, 43, Morganville, Kan., is charged with one count of attempting to manufacture opium, one count of manufacturing thebaine (a constituent of opium) and one count of using a telephone in furtherance of drug trafficking.

The indictment alleges that the investigation began when the Drug Enforcement Administration and the Riley County Police Department received information that Pfeiffer was growing poppies and planning to manufacture heroin. On June 4, 2020, law enforcement officers served a search warrant at Pfeiffer’s home in Morganville, where they seized more than 4,000 poppy plants. The poppies were identified as&nbsp;Papaver somniferum, a plant from which opium is derived.

“Opium poppies are an unfamiliar sight in Kansas,” McAllister said, “and we want to keep it that way. It is unlawful to grow poppies for the purpose of producing opiates.”

“The cultivation of poppy plants, for the purpose of making opium paste for heroin production is extremely rare in the United States,” said Special Agent in Charge William J. Callahan, head of the St. Louis Division, which covers Kansas.&nbsp;

“The DEA along with our law enforcement partners, thwarted this attempt to produce heroin, and we will continue to stand in the way of violators who seek to harm our communities. This case should serve as an example and a warning that the DEA is as committed to preventing further harm caused by the opioid crisis in rural America, as we are in major cities.”

If convicted, Pfeiffer could face a penalty of up to 20 years in federal prison and a fine up to $1 million on the charges of attempting to manufacture controlled substances, and up to four years and a fine up to $250,000 on the telephone count.

Indictment: Clay Co. man planted poppies to make heroin

2020 Salina Biennial Artist Eileen Roscina is the new artist-in-residence at the Salina Art Center.

 </figure>2020 Salina Biennial Artist Eileen Roscina is the new artist-in-residence at the Salina Art Center.She is creating an installation in the South Gallery, Tuesday through Sept. 5 that represents the loss of human contact and sense of security many have struggled with during the pandemic. Guests are welcome to visit the artist during installation.Her completed exhibition will be featured at the Salina Art Center, 242 South Santa Fe Avenue, from Sept. 2-Oct. 11. Gallery hours are Wednesday-Sunday from 11 a.m.-5 p.m. Admission is free, however donations are welcome. Masks are required by all visitors. Roscina is an artist, experimental filmmaker and naturalist currently living in Denver. Through biomimicry and the study of biophilia, her work examines human’s spiritual and social (dis)connection with nature and seeks to raise questions about realizing a radically different metaphoric mapping of time, space and our place in the world. Rocina is hosting a Cyanotype workshop from 2-4 p.m. Saturday at the Salina Art Center. Free registration is open online and group size is limited. A virtual artist talk is scheduled for 7 p.m. on Sept. 1 via Facebook Live.
