This soap box derby will pit racers against each other in home-built, gravity-powered cars racing down Reed and Carpenter Avenues between the 1st&nbsp;Infantry Division and Fort Riley garrison headquarters buildings. Racers&nbsp;will compete in three age divisions; 7 to 12, 13 to 17 and 18-year-olds and&nbsp;older. Race spots are limited and advance registration is required. Register by calling 785-784-1000. Registration ends Friday or when all slots are filled. The event is free and open to the public. All participants must live within 150 miles of Fort Riley. Due to the installation's COVID-19 guidelines, participants will be required&nbsp;to wear masks, maintain proper physical distancing and use hand sanitizing&nbsp;stations. 2nd annual Riley's Rascal Derby set for Saturday

ABILENE -- The City of Abilene today announced the hiring of Anna Hatter as its new police chief.

Hatter currently serves as the Wichita Police Department's deputy chief, according to information&nbsp; from the City of Abilene.

“After a nationwide search with 82 applications from 30 states, Anna quickly rose to the top of our list,” said Abilene City Manager Jane Foltz. “After her interview, we knew she was the right person for the job.”

Hatter is a 26-year-veteran of the Wichita Police Department. She quickly rose through the ranks before being appointed to deputy chief in May of 2019. She has a Bachelor of Science degree in organization management and leadership from Friends University and a mini MPA in executive development from Wichita State University.

“I am humbled and beyond excited to have been chosen as police chief and can’t wait to begin work with the Abilene Police Department and the community,” Hatter said.

According to Foltz, Hatter did her homework with trips to Abilene to visit with residents and businesses about the community and police department prior to being interviewed.

"Anna wants to be in Abilene, she understands our community, and we will benefit from her years of experience," Foltz said.

Hatter and her husband, Chris, have three children and seven grandchildren. The Hatters will relocate to Abilene where she will begin her duties on Oct. 1.

After much consideration and continuous monitoring of the coronavirus (COVID-19), we have decided to postpone the Leadership Salina 2020 class. While we were looking forward to this year’s class, the inherent risk and uncertainty is still too great at this stage of the pandemic.

Health and safety are paramount. Many considerations went into this decision, including but not limited to recommendations from the CDC, potential risk factors, current restrictions, concerns from attendees, and general uncertainty. We recognize potential frustration, especially on the heels of the summer cancellations, but we feel this is the right course of action given what is known and predicted at this time.

While virtual platforms have proven to be successful for many, due to the program’s focus on in-person relationship building and community tours, it is not the right fit for Leadership Salina. This being said, we’re excited to announce our plans for virtual leadership opportunities this Fall. There will be opportunities to hear from the Kansas Leadership Center, Katie Pembleton with Common Thread Coaching &amp; Consulting, Amanda Michaelis with Shift Yours Perspective Life &amp; Leadership Coaching and Jeremy Gray with Noble Consulting LLC. ●Positive case No. 181 is a symptomatic male in his 30s with unknown exposure at this time and is recovering at home.

●Positive case No. 183 is a symptomatic female in her 60s with unknown exposure at this time and is recovering at home.

KHS: Kansans helped others despite Spanish Flu, World War I

Following is the Saline County COVID-19 update from Saline County.

There are 12 new positive COVID-19 cases in Saline County that have been identified since the Friday, August 21 report. The total for the county is now 439, with 88 cases that are actively being monitored by the Health Department, 342 that have recovered, and a total of 9 deaths. Salina Regional Health Center reports that they have 2 hospitalized COVID-19 patients. Saline County: 12 new COVID-19 cases; 342 of 439 recovered

Bid awards, an outdoor warning siren, health issues, bonds, and a mask mandate review are among the items on the Saline County Commission agenda for Tuesday.

The commission meeting is scheduled to begin at 9 a.m. Tuesday in room 107 of the City-County Building, 300 West Ash Street. A time for public comment is scheduled near the beginning of the meeting.

Commissioners are being asked to issue the following two proclamations.

●Proclaim the month of September as National Recovery Month.

●Proclaim 2020 as the 19th Amendment Centennial Commemoration.

Saline County Emergency Management, on behalf of Rural Fire District No. 1 (RFD 1) is asking permission to purchase an outdoor warning siren system for Kipp. 

According to information in the commission meeting packet, a Dane Hansen Foundation grant of $10,000 has been awarded for the project. Additionally, Great Plains Manufacturing, which has a facility in Kipp, donated $12,500 toward the project, the county information noted.

The siren would be located at the RFD 1 station in Kipp and would provide coverage for 5,000 feet, including the town of Kipp, and 145 structures in the area, according to the county information.

Other items on the county agenda for Tuesday include the following.

●Consider a bid award request for 2020 aggregate shoulder construction -- Justin Mader, county engineer

●Consider a request for a transmission rebuild -- Darren Fishel, road and bridge administrator

Kipp outdoor siren, bonds, bid awards on county agenda

The Salina Public Library announced today changes to its meal program for children ages 18 and younger.

According to information on the library's Facebook page, its summer lunch program will end on Friday, however, an after school meal program is scheduled to begin on Monday.

This week all children who receive a lunch will also receive a free book, the information noted.

Here's the summer lunch menu, according to information from the library:

Monday -- Chili with beans, corn, fruit, and milk

Tuesday -- Hot dog, french fries, fruit, and milk

Wednesday -- Lasagna, broccoli, fruit, and milk

Thursday -- Corn dog, macaroni and cheese, fruit, and milk

Friday -- Fish sandwich, carrots, fruit, and milk

Children ages 18 and under must be present to receive their meals.

Grab and go lunches can be picked up in the library's book drop lane from 11:30 a.m.-12:30 p.m. Meals are available while supplies last.

Two people were injured in a two-vehicle accident Friday afternoon in south Salina.

Cora Peterson, 73, of Lindsborg, was northbound on Riffel Drive in a 2010 Chevrolet Equinox when she attempted, after stopping at the stop sign, to cross West Schilling Road and go into the Walmart parking lot, Salina Police Captain Paul Forrester reported this morning. The Equinox was struck by a westbound 2011 Nissan Altima driven by Garett Burke, 18, of Salina, he noted. The accident occurred at 3:22 p.m. Friday.

According to Forrester, Peterson complained of chest and back pain and was transported by EMS to Salina Regional Health Center (SRHC). A 21-year-old female passenger from Salina who was in the Altima complained of back pain and numbness and also was transported by EMS to SRHC, he reported.

The Equinox had disabling passenger-side damage and the Altima disabling front-end damage, Forrester noted. Both were towed from the scene, he added.

Peterson was cite for failure to yield the right of way, Forrester reported.

A portion of West Water Well Road that has been closed since May for a road improvement project has been reopened.

The Saline County Road and Bridge Department reported this morning that West Water Well Road between South Burma Road and South Lightville Road was once again open to through traffic.

Closed since May, West Water Well Road reopens

A Salina man was arrested on requested aggravated battery and drug charges after an alleged incident in the parking lot of a local sports bar.

A witness told police that at approximately 3 a.m. Saturday, Joseph Campbell, 35, of Salina, pulled into the parking lot of The Blind Pig, 2051 Market Place, in a 2001 Ford Excursion and exchanged words with a 38-year-old female, Salina Police Captain Paul Forrester reported this morning. Campbell then allegedly slapped the woman in the face and took off, striking her with the vehicle, he explained.

The woman who allegedly was struck could not remember what happened and suffered a swollen right eye, severe road rash on her right knee, severe bruising and lacerations below her left knee, and a swollen left ankle, Forrester noted. She was transported to Salina Regional Health Center.

Officers located the Excursion in front of Campbell’s residence in the 1300 block of Gypsum, Forrester reported.  A baggie of marijuana was located on the front seat of the vehicle, he added.

Campbell was arrested on the following requested charged, according to Forrester.

The CityGo Purple Route will have some temporary changes as a result of road construction on Schilling Road in Salina.

The CityGo bus stops at 1717 West Crawford Street (#13), Pet Life at 1501 West Crawford Street (#14), Casey’s General Store at 725 West Schilling Road (#26) and West Schilling Road and Virginia Drive (#28) will be closed temporarily, according to information from OCCK Transportation.&nbsp;

The construction on Schilling Road is expected to take a week.&nbsp;&nbsp;The Purple Route will resume normal operations once Schilling Road opens to through traffic.

ABILENE -- Memorial Health System (MHS) has announced the acquisition of evolving technology for its Rehabilitation &amp; Sports Medicine unit in Abilene

MHS recently received two new Kelvi units to treat patients. Kelvi units are used across professional sports leagues, all levels of collegiate sports, and clinics and training facilities across the United States.&nbsp;This evolving technology has only on the market for just over a year.

The unit provides heating, cooling, and alternating heating/cooling, along with compression, prior to or after exercise, for pain relief and swelling reduction. No more need for using ice or heating pads. 

One unit will be used to treat patients at MHS Rehabilitation &amp; Sports Medicine, located at Memorial Hospital, and the other unit will be used in the athletic training room at Abilene High School where Justin Clark, athletic trainer, will treat Abilene High School student-athletes.

In 1958, two former U.S. Navy officers wrote and released “The Ugly American,” a book that portrayed an inept American diplomatic corps that did not understand the language or culture of the countries in which they served. The “ugly American” in the book actually referred to a good American who learned the language and culture of the country and offered genuine assistance to their people. However, his “calloused and grease-blackened hands always reminded him that he was an ugly man.”

But this meaning shifted among American readers to refer to those diplomats who were socially isolated, loud, ostentatious and aloof. President Kennedy saw truth in some of these criticisms and sent a copy to his fellow Senators. When he became President, he established the Peace Corps in part due to this book. The intent was to extend our “soft power” through young volunteers who would speak the language and understand foreign cultures.

Fast forward to today, and nobody is talking about the Peace Corps. But watch international news channels and you will detect that countries around the world are again perceiving America in negative terms.

Surveys of international students from both Asia and Europe reveal they arrive to find that the United States has significantly more poverty than they had expected, often more than in their home country.

But it is at the highest diplomatic levels that America’s image of being a leader in promoting democracy has taken a huge hit. In particular, the U.S. stands out from other Western democracies in not supporting international treaties and acting very selfish.&nbsp; &nbsp;

The International Criminal Court (ICC) was established by the Rome Statute on July, 1998 and came into force on July1, 2002. It designated four core international crimes: genocide, crimes against humanity, war crimes, and the crime of aggression. However, while 120 countries signed up, it was never ratified by the U.S. Congress. &nbsp;

In these last years, the U.S. has threatened prosecution and financial sanctions against ICC judges and imposed visa bans against any persons investigating Americans for alleged crimes in Afghanistan. This then went further to threaten sanctions against any of the 120 countries who work with the ICC.

This American “exceptionalism” became even more worrisome to observers around the world when a military officer who was found guilty of war crimes by the United States own military tribunals was summarily pardoned.

UNCLOS is the United Nations Convention on the Law of the Sea negotiated from 1973 to 1982. Again America is not a party to this multinational treaty, but nevertheless points to its ruling that China does not own certain low lying islands, thus making their South China Sea claims therefore “illegal.” Nevertheless, UNCLOS also ruled against the United States years earlier when the U.S. mined the harbors in Nicaragua. We ignored UNCLOS as China does today.

Earlier this year, the President failed in an offer to buy CureVac, a German vaccine company, with the agreement to make any coronavirus vaccine available only to the United States. But a similar U.S.-first arrangement was reportedly made with two other European countries.

And just this last week, the U.S. Secretary of State went to the United Nations Security Council to ask for severe “snapback” actions on Iran that would include all sanctions that were terminated five years ago by the Security Council. Out of the 15 members on the Security Council, we only got one vote: the Dominican Republic.&nbsp; &nbsp;

Our usual allied foreign ministers pointed out: “France, Germany and the United Kingdom note that the U.S. ceased to be a participant to the JCPOA (Joint Comprehensive Plan of Action) following their withdrawal from the deal on May 8, 2018.”

Our former allies overseas are growing weary of our self-centered and boorish behavior abroad. To confirm this, we only need to tune in to BBC (British), DW (German) or other international channels.

Our “ugly American” image is back.&nbsp;&nbsp;&nbsp; And if we return to a time when we can travel abroad again, you might want to put a maple leaf on your luggage.&nbsp; &nbsp;

On August 24 in A.D. 79, long-dormant Mount Vesuvius erupted, burying the Roman cities of Pompeii and Herculaneum in volcanic ash; an estimated 20,000 people died.

In A.D. 410, Rome was overrun by the Visigoths, a major event in the fall of the Western Roman Empire.

In 1814, during the War of 1812, British forces invaded Washington, D.C., setting fire to the Capitol (which was still under construction) and the White House, as well as other public buildings. 

In 1932, Amelia Earhart embarked on a 19-hour flight from Los Angeles to Newark, New Jersey, making her the first woman to fly solo, non-stop, from coast to coast. 

In 1949, the North Atlantic Treaty came into force.

Five years ago: U.S. Airman Spencer Stone, National Guardsman Alek Skarlatos, their longtime friend Anthony Sadler and British businessman Chris Norman were presented with the Legion of Honor by French President Francois Hollande, who credited them with tackling a heavily armed attacker and preventing carnage on a high-speed train headed to Paris. Driver Justin Wilson, 37, died one day after he was struck in the head by a piece of debris during the Verizon IndyCar Series race at Pocono Raceway.

One year ago: Two weeks before the Indianapolis Colts were to play their season-opening game, 29-year-old quarterback Andrew Luck announced that he was retiring after three injury-plagued seasons. Six people were injured when lightning struck a 60-foot pine tree at the PGA Tour Championship in Atlanta where they had been taking cover from rain.

After the original agreement was approved on July 27, legal counsel for USD 305 advised that the district was "statutorily precluded from entering into written agreements for the use of real or personal property with terms greater than 10 years.
