Commissioners are scheduled to hear from Saline County Health Department Director Jason Tiller concerning the COVID-19 situation in the county. During last Tuesday's meeting, the Saline County Commission voted to end its facemask mandate in a week, in order to give businesses and organizations a chance to develop their own COVID-19 safety requirements, should they choose to do so.

As for city commissioners, they are scheduled on Monday to consider what to do about the city's facemask ordinance. Four options have been presented by city staff.

●Take no action, effectively allowing the current facemask ordinance to remain in effect.

●Approve Ordinance No. 21-11058 repealing the city's facemask ordinance.

●Approve Ordinance No. 21-11058 with amendments.

●Postpone consideration of Ordinance No. 21-11058 to a specified date and time and provide staff direction regarding additional information or amendments.

Commissioners also are scheduled to consider authorizing the sale of general obligation internal improvement bonds and temporary notes. The bonds would partially retire Temporary Note 2020-1, which matures on May 1, and will be used to permanently finance the following projects.

The notes would be issued to partially finance the following improvements.

Additionally, commissioners are scheduled to consider Charter Ordinance No. 40 exempting the city from the provisions of K.S.A. 12-1697 and providing substitute and additional provisions relating to the promotion of tourism and convention, authorizing the levying or a Transient Guest Tax by cities, and repealing Charter Ordinance 35.

In July 2019, the city commission approved a resolution in support of a public-private partnership with the Salina Athletic Partners to make improvement to the baseball facilities at Bill Burke Park and the Berkley Family Recreation Area. Additionally, it specified the commission's intent to increase the Transient Guest Tax to support the city's part of the project. 

Because of the COVID-19 pandemic and its affect on city revenues, the project was placed on hold in early 2020. In July, commissioners approved an alternate plan to move forward with renovations at Dean Evans Stadium, that would be funded by Salina Baseball Enterprises, according to information in the commission meeting packet.

Recently, commissioners expressed interest in increasing the Transient Guest Tax in order to fund future baseball projects in coordination with Salina Baseball Partners, and asked staff to place the the matter on the agenda for further consideration.

Other items on the Salina City Commission agenda for Monday include the following.

●Consider a request to proclaim April 2021 as Sexual Assault Awareness Month in the City of Salina. Sheila Beeson, sexual assault advocate with DVACK, is scheduled to read the proclamation.

●Consider awarding a contract for the 2021 Sidewalk Ramps Project No. 21006 to Lancaster Construction of Salina in the amount of $43,510.5 with a $2,175.53 (5 percent) construction contingency for a total project authorization not to exceed $45,686.03 and authorize the city manager to execute the contract.

●Consider dedication of electrical transmission line easement across a portion of the Fire Station No. 3 site at 2633 Belmont Boulevard.

Facemask ordinance among city commission agenda items

Last year, there were approximately 5.8 million tons of corn and sorghum silage grown in Kansas. This resource is used to feed the nearly 6.7 million beef and dairy cattle in the state. Since silage plays such a crucial rule in the production of meat and milk, those who utilize this forage need to be on top of their game.

Cattle feeders and dairy operators are encouraged to attend a Silage School in Salina being hosted by Lallemand Animal Nutrition and K-State Research &amp; Extension. Power Your Silage Performance will be held on May 4 from 4-8 p.m. at the 4-H Building, 900 Greeley Ave.

Company experts and university specialists will be presenting on the following.

●The real value of achieving density pack and how

●Is starch digestibility impacted by the inclusion of fiber levels and types?

There will also be demonstrations on kernel processing and fecal samples during the breaks. To conclude the evening, a dinner will be served to attendees.

The City of Salina has announced that its annual mill and inlay work will begin this week.

According to information from the city,&nbsp;APAC Shears of Salina is scheduled to begin milling on College Avenue from W. South Street to Bishop Street beginning Wednesday. Weather permitting, work is expected to be completed on Friday.

The work consists of milling the existing asphalt street surface 1.5” and replacing it with new asphalt to rehabilitate and preserve the pavement section. Permanent pavement markings will be placed shortly after the resurfacing.

The work on local streets will be completed with closures, and residents will be given sufficient notice and accommodations. Motorists should expect modest delays and are encouraged to avoid the work zones altogether if possible.

The $1,011,000 project is a major component of the City of Salina's $4.7 million 2021 maintenance capital improvement program.

Point, counterpoint. That sounds like a debate, but in this case, it uses a term that describes a project that is bringing multiple perspectives together to honor the Flint Hills of Kansas.&nbsp;

Renowned musician Susan Mayo and multiple county partners have launched a project called Flint Hills Counterpoint.&nbsp;

Susan is originally from Arizona. After studying music in college in California and while performing professionally, she went to Wichita State University to participate in the special music-education program. She later earned a doctorate in cello performance at the University of Kansas and plays cello in the Wichita Symphony.&nbsp;

“We were looking for a place in the country,” Susan said. She and her husband bought 14 acres north of Peabody that serve as home base for her music and composing career. In addition to classical music, she is part of alternative music ensembles that have performed around the world – in places such as Scotland, France and Croatia.&nbsp;

Susan is chair of the Historic Sunflower Theatre Foundation that is working to restore a historic theater in downtown Peabody. She is also a faculty member at Friends University in Wichita and is music director for both the Symphony in the Flint Hills fall event called Woodfest as well as Prairie Muses, a nonprofit dedicated to bringing the arts to rural audiences. While serving as a Tallgrass Artist-in-Residence in 2018, Susan met renowned filmmaker Cyan Meeks and they embarked on several collaborations.&nbsp;

“I’d been running around the country, but I wanted to do something more locally,” Susan said. She has helped launch a new initiative called Flint Hills Counterpoint. “This is a place-making project involving arts and ecology.” The goal is to “celebrate and explore the unique ecosystem of Marion County through the arts.”&nbsp;

Susan’s 14 acres have become what she terms Counterpoint Home Base. She is working with the Natural Resources Conservation Service and the Kansas Forest Service on a conservation and restoration plan for her 14 acres, but that is just the beginning.&nbsp;

The project is described on Facebook as a “collaboration with the communities of rural Marion County, Kansas, to investigate and engage the last remaining vestiges of the Tallgrass Prairie in North America – through art, creative documentary methods and conservation.”&nbsp;For example, filmmaker Cyan Meeks is working on a documentary about the land reclamation project. It is called Reclamation Meridian.&nbsp;

In mid-April, the group is conducting a Musical Bike Adventure Ride in Marion County.&nbsp;&nbsp;Bicyclists can follow a cross-county route that will include stops where musicians will be performing. Musicians include singer/songwriter Aaron Waddle and Pretend Friend, a bluegrass roots band from Wichita. Bike riders have the choice of a 15- or 30-mile route. Surfaces include gravel, dirt and some pavement. This will be a chance to get good exercise and see some beautiful countryside, along with enjoying excellent music.&nbsp;

Flint Hills Counterpoint is sponsored by the&nbsp;National Endowment for the Arts, the Kansas Creative Arts Industries Commission, Prairie Muses, Chamber Music at the Barn, the Kansas Forest Service, and the NRCS. It is supported locally by the county commissioners, the K-State Research and Extension Chisholm Trail District serving Marion County, and other partners.&nbsp;

“This is such a great county, and Peabody is such a great little town,” Susan said.&nbsp;

NOW THAT'S RURAL: Susan Mayo, Flint Hills Counterpoint

Today is Sunday, April 11, the 101st day of 2021. There are 264 days left in the year. 

On April 11, 1945, during World War II, American soldiers liberated the Nazi concentration camp Buchenwald in Germany. 

In 1814, Napoleon Bonaparte abdicated as Emperor of the French and was banished to the island of Elba. (Napoleon later escaped from Elba and returned to power in March 1815, until his downfall in the Battle of Waterloo in June 1815.)

MANHATTAN – Easter lilies, a traditional holiday symbol of hope and purity, may not yet be done for the year.&nbsp;

Kansas State University horticulture expert Ward Upham said that although Easter lilies are not reliably hardy in Kansas, a few simple steps can give them a chance to survive outdoors.&nbsp;

●After the flowers have faded, remove the flower stalk so that the plant’s energy doesn’t go toward making seed.

●Keep the plant inside until the danger of frost is past. Keep soil moist, but never waterlogged. Don't allow water to sit in the tray.&nbsp;Continue to fertilize.

●The pot can be moved outside when frost is no longer a concern. Sinking the pot into the soil up to the brim and placing in dappled shade will help reduce watering. Continue to water and fertilize until the top growth dies down.

●Choose a sunny, well-drained spot for planting. Good drainage is vital for lilies, so the addition of organic matter is usually necessary for most soils. Till or dig the soil six inches deep and add three inches of peat moss. Mix the soil and peat moss together. This will form a berm that should drain very well.

●Plant the bulbs 6 inches deep and 12 to 18 inches apart and water well. Mulch to conserve moisture. New growth may appear later in the summer or the plant may stay dormant until the following spring.

●Cover the plants in the fall after the foliage has died down with straw, pine needles, wood chips or other types of mulch to help protect the plant over winter. Use four inches of straw or three&nbsp;inches of any of the other materials.

●Uncover the plants in the spring to allow new growth to appear, and fertilize according to results of a soil test. &nbsp;

DICKINSON COUNTY—A Kansas man was injured in an accident just after 2:30a.m. Saturday in Dickinson County.

The Kansas Highway Patrol reported a 2007 Hyundai Accent driven by Chance Michael Bender, 25, Council Grove, was southbound on U.S. 77 on the north side of Herrington.

The car drifted to the west shoulder and the driver overcorrected back to the left. The vehicle entered the east ditch and overturned.

EMS transported Bender to Salina Regional Health Center. He was not wearing a seat belt, according to the KHP.

According to information from the city, Monday through Friday, APAC Shears of Salina will seal cracks on the following streets,
weather permitting:

Residents will be asked
to remove their cars from streets to facilitate the work, which will take place
generally between the hours of 8 a.m. and 5 p.m. &nbsp;Access to properties within work zones will be
maintained at all times. &nbsp;

“Road Work
Ahead” signs will be placed in advance of work zones, and temporary single-lane
closures are to be expected. &nbsp;Motorists
are asked to proceed with caution when approaching work zones for the safety of
the crews performing the work.

The annual crack and joint sealing program is an important and cost-effective preventive maintenance component of the City of Salina’s annual street repair program. Crack sealing the pavement helps prevent water from penetrating into the pavement structure or sub-base material and aids in reducing a number of pavement problems which include: crack spreading; formation of voids under pavement; swelling and shrinking of sub-base materials; freeze-thaw action; alligator cracking; potholing; and complete failure. Because of its importance and cost- effectiveness, the Department of Public Works strives to seal each asphalt street in Salina no less often than every seven years. Approximately 31 centerline miles of streets will be sealed in 2021.

The $460,000 project is a major component of the City of Salina’s $4.7 million 2021 maintenance capital improvement program.

Crack sealing work to continue next week on Salina streets

The right to free expression is the pounding pulse of American democracy.

“Free expression” sums up the sentiment of the 45 words of the First Amendment to the U.S. Constitution. We can worship a higher power or choose not to. We can speak our minds, publish our thoughts, march with others in protest and petition for change. Congress — that’s your government and mine — can make no law abridging those freedoms.

On April 15, the Freedom Forum will honor&nbsp;<a href="https://freeexpressionawards.org/" target="_blank">nine people who exhibit free and fearless expression</a>, 2021’s Free Expression Award (FEA) honorees. Please join the Freedom Forum for this free online event to celebrate those who practice the First Amendment freedoms too many of us take for granted.

Freedom, by definition, means a wide range of choices.

So, fellow Americans, what are you doing with your vast First Amendment freedoms?

Do you choose to exercise your freedom of expression on social media to “cancel” people whose ideas or actions offend you? Or do you use it to build coalitions, like FEA honoree&nbsp;DeRay Mckesson, an educator and activist, who used Twitter to assemble a worldwide social justice movement many hope will help end centuries of injustice against Black Americans?

You could go on the radio and amass a wide audience spewing jokes that mock the LGBTQ community, minority groups and women. Or you can challenge gender inequity, as FEA Lifetime Achievement honorees&nbsp;Susan Stamberg, Nina Totenberg, Linda Wertheimer&nbsp;and the late&nbsp;Cokie Roberts&nbsp;— the founding mothers of NPR — did when they brought the perspectives of women to the airwaves in the ’70s, when female voices weren’t deemed “authoritative” enough to deliver the news.

You could march on Washington to challenge the outcome of an election that&nbsp;<a href="https://www.cnn.com/2020/12/09/politics/2020-election-results-certified/index.html" target="_blank">officials in all 50 states</a>, and the former&nbsp;<a href="https://www.usatoday.com/story/news/politics/elections/2020/12/01/attorney-general-barr-no-evidence-widespread-election-fraud/3783305001/" target="_blank">attorney general of the United States</a>, certified as accurate. Or like Hong Kong publisher&nbsp;Jimmy Lai, an FEA honoree, you can risk your freedom and that of your family to march in support of democracy and challenge China’s crackdown on freedom in its territory of Hong Kong.

You could&nbsp;<a href="https://www.nytimes.com/2021/02/12/arts/music/britney-spears-documentary-media.html" target="_blank">hound young female entertainers like Britney Spears</a>&nbsp;about their sexuality and private lives. Or you can shine a light on the serial sexual abuse of young girls, as investigative journalist&nbsp;Julie K. Brown, another FEA honoree, did through years of reporting. Her journalism revealed how the criminal justice system failed victims and her work helped bring charges against&nbsp;Jeffrey Epstein.

You could harrumph from your easy chair about “unpatriotic” athletes who use their platforms to draw attention to the nation’s injustices against people of color by kneeling on the sidelines. Or like FEA honoree&nbsp;Gen. Colin L. Powell, who has led men and women into wars where too many died defending American ideals, you can defend the rights of all Americans to burn the American flag in protest as one expression of those same shimmering ideals.

You could create false narratives in slick videos about debunked conspiracy theories that quickly go viral. Or like&nbsp;Susan Wojcicki, YouTube chief executive officer and an FEA honoree, you can help navigate social media’s evolving narrative on censorship, free expression and social responsibility.

Democracy relies on our responsibility as citizens to stay alert and informed. The First Amendment empowers us all to challenge the powerful. The First Amendment protects hate speech, online trolls and protesters who march to support divisive causes, just as it protects the people who challenge them. Our nation’s founders wrote it that way because out of a free marketplace of ideas — some repellant, some resplendent — sometimes emerges thinking that propels us as a country to do better.

Your First Amendment freedoms are there to be used. When you do, consider the choices made by the Free Expression honorees, and whether you will be proud or haunted by how you express yourself.

First 5: How 9 honorees used their First Amendment powers

MANHATTAN — As the weather warms up, it's common to see dogs and their owners outside getting some fresh air and exercise. But with this increased exposure of dogs to other people and other dogs, comes an increase in the cases of dog bites, said a Kansas State University veterinarian. The second week in April is National Dog Bite Prevention Week and a good reminder for everyone to practice safety around dogs, said&nbsp;<a href="https://www.vet.k-state.edu/academics/clinical-sciences/faculty-staff/faculty/nelson/" target="_blank">Susan Nelson</a>, clinical professor with the&nbsp;<a href="https://www.ksvhc.org/services/phc/" target="_blank">K-State Pet Health and Nutrition Center</a>. According to the American Veterinary Medical Association, an estimated 77 million dogs live in the U.S. and 38% of U.S. homes have at least one dog. "The AVMA also estimates that more than 17,800 dog bites occur every year in the United States, with many of the victims children under 2 years of age," Nelson said. "According to the Insurance Information Institute, dog bites resulted in homeowner insurance payouts of $796.8 million in 2019. This was a 2.9% increase over the previous year. The national average for insurance claims related to a dog bite is $44,760." Dogs can bite for many reasons, but Nelson said it is usually because they are reacting to some type of stimulus. "Dogs will bite if they are scared, startled or feel threatened," Nelson said. "They will also bite to defend their territory or themselves. Mother dogs will bite to defend their pups if they feel they are threatened, and may dogs will bite to keep others away from food, treats or a prized toy or other object."&nbsp;

Nelson has tips for both pets and their owners to stay safe and avoid biting experiences. "If you have a new puppy, it is very important to socialize it properly as well-socialized dogs are less likely to bite due to fear of strange people or being stressed by being in an unfamiliar environment," Nelson said. "This needs to happen very early during the first few months of life as this is a puppy's critical formative time. Ask your veterinarian for tips and good resources on how to do this." Dogs also should be kept on a leash when in public so they can be controlled, Nelson said. Nelson recommends using positive reinforcement during training, avoiding rough play between humans and dogs, giving dogs a safe space to enjoy meals where they won't feel threatened by other animals or humans, and giving dogs ample rest time to be away from both humans and other pets. "To avoid bites, humans are responsible for keeping themselves and their pets safe in difficult situations," Nelson said. "Assume that all dogs are capable of biting — because they are. Dogs need a safe place where they can go to be alone and not be bothered by people or other pets. This can be in the form of a crate, bed or small room." Nelson cautions that children and pets should never be left unattended and children should be taught to never approach an unfamiliar or sick dog, take a treat, toy or food from a dog, or to never hug, kiss or crowd a dog in a manner that could bring the animal stress. She emphasizes the importance of making sure all family members are educated on animal safety. This includes respecting the animal's need for privacy and to not bother it when it is eating or sleeping. One should always ask an owner if they one can pet their dog, Nelson said, and respect their wishes if they say no. "Don’t reach through or over a fence to pet a dog, even if it belongs to your neighbor," Nelson said. "Don’t play with puppies when their mother is around unless the owner is around to supervise. And don’t try to pet a dog that is growling or barking at you." Finally, Nelson said it's important to keep dogs current on rabies vaccines. Encourage your children to always tell an adult if they were bitten and try to remember what the dog looked like. "Dog bite prevention needs to be practiced year-round by everyone for the safety of people, especially our children, and for the benefit of our dogs," she said.&nbsp;

How to avoid 'ruff' situations: Veterinarian shares tips on dog bite prevention

Editor's note: The Dickinson County Sheriff's office released additional details on the chase and arrest on Friday.&nbsp; The KHP reported the suspect is from Abilene.DICKINSON COUNTY —A Kansas woman was arrested after a pursuit in Dickinson County on Friday.Just after 1p.m., a Dickinson County Sheriff’s Deputy attempted to stop a Volkswagen Jetta traveling north on K-43 Highway near Hope for speeding, according to a media release from the sheriff's office.The driver, later identified as Shierra K. Gray, 32, of Salina, refused to stop and the Deputy pursued her to the 1500 Block of K-15 Highway, where the Sheriff and Undersheriff assisted with bringing the fleeing vehicle to a stop.&nbsp; Dickinson County EMS and the Kansas Highway Patrol were dispatched to the scene.&nbsp; Gray was taken into custody and transported to Abilene Memorial Hospital and later to Salina Regional Health Center by ambulance due to an apparent medical issue not related to the vehicle pursuit.&nbsp; The incident remains under investigation. DICKINSON COUNTY —One person was injured in an accident during a law enforcement pursuit just before 1:30p.m. Friday in Dickinson County.The Kansas Highway Patrol reported a Dickinson County Sheriff's Deputies were northbound on Kansas 15 chasing a 2020 Volkswagen Jetta driven by Shierra Kukya Gray, 32, Abilene.&nbsp;The Volkswagen suddenly slowed on the highway and came to a stop at 1500 Avenue.A 2016 Ford Explorer driven by Christopher Lea Cease, Jr, 25, Abilene, braked and swerved left to try to avoid striking the Volkswagen. As the Explorer was braking, the driver of the Volkswagen turned in front of the Explorer.&nbsp; The Explorer struck the Volkswagen. The Volkswagen also struck a stopped 2018 Ford Explorer when the driver attempted to back up.EMS transported Gray to Salina Regional Health Center. Cease was not injured.&nbsp; Gray was also not wearing a seat belt, according to the KHP. Authorities have not reported what prompted the chase.
