Two men were arrested after a pursuit early this morning in central Salina, and a woman who also was involved is being sought.

At approximately 1:30 a.m. Tuesday, an officer observed a black 1997 Audi A4 traveling northbound in the 600 block of Sheridan Street with a license plate that returned to a 2003 Ford Escape, Salina Police Captain Paul Forrester reported this morning. The officer attempted to stop the car at the intersection of W. Crawford Street and Sheridan Street, however, the car turned east on W. Crawford Street and accelerated. 

The pursuit continued in the area north of W. Crawford Street between Ninth Street and Broadway Boulevard. The pursuit lasted for several minutes and eventually the back seat passenger rolled out of the vehicle and the driver of the vehicle jumped out with the vehicle still rolling in the 500 block of S. 12th Street, Forrester explained. The front seat passenger then jumped out as well. All three occupants fled on foot.  

The driver, identified as Joseph Case, 27, of Minneapolis, was located a short time later. The front seat passenger, identified as Timothy Collins, 23, of Salina, was also located shortly after. The female passenger was not located.

Speeds during the pursuit reached approximately 50 mph, Forrester noted.

Three single-dose COVID-19 vaccine clinics set for rural Saline County have been canceled.

Salina Family Healthcare Center, a part of the Saline County Vaccination Collaboration, issued the following statement shortly after 7:30 this morning.

Out of an abundance of caution, we will be cancelling today’s vaccination clinics at Gypsum, Assaria, and Brookville.

All three clinics were billed as providing the single-dose Johnson &amp; Johnson COVID-19 vaccine. On Tuesday, the federal government recommended a "pause" in the administration of the Johnson &amp; Johnson vaccine because of reported potentially dangerous blood clots, according to the Associated Press.

In a joint statement Tuesday, the Centers for Disease Control and Prevention and the Food and Drug Administration said they were investigating clots in six women in the days after vaccination, in combination with reduced platelet counts. More than 6.8 million doses of the J&amp;J vaccine have been administered in the U.S., the Associated Press reported. 

Salina Post is attempting to find out how many Johnson &amp; Johnson doses have been administered in Saline County. We will have that information for readers if and when it becomes available.

PAWNEE COUNTY—A Kansas man was injured in an accident just before 3p.m. Monday in Pawnee County.

The Kansas Highway Patrol reported a 1997 Kenworth semi driven by Zachary&nbsp;Humphreys, 36, Abilene, was traveling on U.S. 156 three miles east of 275th Road.&nbsp;

The driver slammed on the brakes to avoid a tractor-trailer in front that had slowed for railroad tracks.&nbsp; The Kenworth traveled into the north ditch.

EMS transported&nbsp;Humphreys to the hospital in Larned. He was not wearing a seat belt, according to the KHP.

Abilene man hospitalized after semi travels into ditch

A variety of items are on the Saline County Commission agenda for Tuesday.

The meeting is scheduled to begin at 9 a.m. Tuesday in room 107 of the City-County Building, 300 West Ash Street. A time for public comment is scheduled near the beginning of the meeting.

Commissioners are scheduled to consider a request to proclaim Sexual Assault Awareness Month in the county. Sheila Beeson, sexual assault advocate for DVACK is scheduled to read the proclamation.

Additionally, commissioners are scheduled to discuss with County Administrator Phillip Smith-Hanes the county's role in supporting workforce housing development. According to information in the commission meeting packet, "the community's recent economic development successes associated with 1Vision Aviation, Schwan's, and Kubota have placed a heightened emphasis on the need for workforce housing."

The City of Salina is in the process of updating its housing study, and city staff is fielding "multiple inquiries from from possible developers with varying levels of interest," the meeting packet information noted.

City staff also is compiling a list of available vacant land within the community. According to the meeting packet information, City Manager Mike Schrage recently contacted Smith-Hanes "to inquire about whether County property adjacent to Ohio and Schilling is still intended for future Expo Center development or whether it might be available for housing development." Workforce housing among county agenda items for Tuesday

The City of Salina's facemask ordinance will remain in place for now.&nbsp;

Commissioners voted 2-2 on an ordinance that would repeal the current city mask ordinance, however, because there was a tie vote, the repealing ordinance was not approved. Commissioners Karl Ryan and Mike Hoppock voted in favor of repealing the ordinance; Commissioner Trent Davis and Mayor Melissa Hodges voted against it.

On Tuesday, the Saline County Commission voted to end the county's mask mandate in a week. So while the county mask mandate will end tomorrow, the city's mask ordinance will remain in place for the time being.

Only four commissioners were present at today's meeting. Earlier in the meeting Hodges reported that Commissioner Rod Franz was injured in a fall last week and was in Wesley Medical Center in Wichita in stable condition.

Commissioners did approve revisiting the mask resolution issue at the May 24 meeting unless Franz is able to return to an earlier meeting. If that is the case, city staff is instructed to add the mask resolution item to the agenda of the first meeting Franz is known to be able to attend.

During commission discussion, Hoppock noted that the face mask ordinance was put into effect while he was mayor.

"I believe that was the correct thing to do at that time," he said. "One of the comments I made was that I was not as concerned about the number of cases as I was about hospitalizations and deaths, and about flattening the curve, which I believe we've done a good job of."

Hoppock noted that if the ordinance was rescinded, the commission would not be outlawing masks.&nbsp;

"I do agree that each individual and business can set their own policies. As a business owner, I will respect anyone that comes into our office wearing a mask. We will do the same in respect of their wishes," he said.

Hoppock also said that he believes a majority of persons at risk have been vaccinated.&nbsp;

"I kind of feel like we've got a little bit of mask fatigue going on at this point. I think we made the comment several months ago that we probably had a 95+ percent of the individuals following the mask mandate. I do not feel like we're there now," Hoppock said.&nbsp;

"However, whether we rescind the mask mandate or don't, I would hope the public would treat one another with respect, whether you are pro-mask or anti-mask, is what I would ask of the community," Hoppock added.

"I agree with all of the things Commissioner Hoppock said. He summed it up pretty nicely as far as I'm concerned," Ryan said. "I think the public needs a target and they need an end date to the masking, and I think we need to provide them that at this point."

Davis, said he agreed with the need to provide a target and end date.

 Davis talked about the various locations on the state's quarantine list, including Michigan and a number of states on the East Coast.

"I'm hoping we don't fall into that false sense of security that comes with wide-open prairie and plenty of space and 'oh, what self-respecting germ would want to come to Kansas? I mean, we're nice people. They're not gonna bother us.' And we found out that wasn't the case," Davis said. "It (COVID-19) liked Kansas just like it liked all the other places."

Davis said that when he is able to get rid of his mask he would like to take his full supply of masks and burn them.

"I don't want to have to go back. Because psychologically,&nbsp; I tell you, it's going to be a lot harder to go back&nbsp; to the mask than it is to keep wearing it," David said.

Davis explained that he had a facemask on for more that 12 hours Sunday.

"I couldn't wait to get to my car, drive home so I could roll my window down and just breathe in deep. But I'm really hesitant or concerned about mixed messages," he said.

Davis gave the example of someone coming to town and needing to abide by varying sets of mask rules depending on where they are.

Davis said he didn't want to end the mask ordinance too soon, and saw the end of school as a possible target date for rescinding the ordinance.

"I just see the end of school as a very conveniently approaching target date where maybe as a community we can take a step forward," he said.

Hodges said that the primary criteria that is important for her to support rescinding a mask ordinance is that "we have either reached our target goal of 70 percent of adults in Saline County or that we can demonstrate that the vaccine demand has been met."

"I think at this time, obviously, we know the percentages aren't there. I still think it is too early to see whether or not we've reached a plateau or that we aren't going to be able to vaccinate any more people, especially when the people who make up Phase 5 have only recently become eligible to receive their vaccinations," Hodges explained.

She noted that approximately 75 percent of the emails she has received have been in support of keeping the mask mandate in place.

During the meeting, commissioners heard from Saline County Health Department Director Jason Tiller concerning the COVID-19 situation in the county.

Tiller told commissioners that the latest COVID-19 numbers for the county were as follows.

108 total deaths with one death reported in the past 30 days

42 total cases reported thus far in April

Additionally, Tiller told the city commissioners that none of the COVID-19 variants had been reported in Saline County.

As of Wednesday, 14,977 Saline County residents -- 28 percent of the total county population -- had received at least one COVID-19 vaccination, he added.

We are happy to share that no additional deaths due to COVID-19have been reported since March 22. Salina Regional Health Center has notified us that they currently have three patients hospitalized for COVID-19.

There have been 11 new positive COVID-19 cases reported in Saline County since our last update on April 9, which brings the total number of positive cases for Saline County to 6,111.

Hostess recalls mis-packaged SnoBalls

OCCK Transportation is now offering a no-contact option riders can use to pay their fares.

Scheduled to launch today, Token Transit is a new mobile ticketing program that allows people to ride all OCCK Transportation services, including CityGo, 81 Connection, Regional Paratransit, City of Abilene, and KanConnect, and pay their fares without touching cash or tickets and coupons.

The app is free and is available in both the Apple and Google Play stores. Using Token Transit eliminates the need for hard surface contact at the fare box between drivers and passengers. It is a cashless, cardless, and contactless payment solution.

“We couldn’t be more excited to partner with Token Transit for this cashless fare option,” said Trell Grinter, transportation director for OCCK, Inc. “We are constantly looking for ways of improving our services for both our passengers and our drivers. Using a cashless system provides less contact and more convenience.”

To use Token Transit, riders must first download the Token Transit mobile app. Second, they need to purchase their transit passes. Finally, riders can use their phones to tap their passes from the Token Transit app and board the buses or vans on which they want to ride. The location feature must be enabled on cellphones to use Token Transit.

Comfort Heating & Air seeks Good Neighbor Award nominees

ASSARIA -- An Assaria woman lost more than $1,100 worth of hay bales after embers were blown out of a fire pit near a pond in southern Saline County Sunday afternoon.

Saline County Sheriff Roger Soldan said this morning that some people who were fishing at a pond near 3225 E. Lapsley Road had a fire pit burning. Some wind-blown embers from the fire pit caught nearby grass on fire.

The fire was reported shortly before 2 p.m. Sunday.

Soldan said the blaze burned to the west along a tree line, catching 15 round bales of hay on fire. The bales, belonging to Connie Cox-Dorf, 61, of Assaria, were destroyed, he said. The bales were valued at $1,125.

Firefighters from Rural Fire District No. 2 were able to extinguish the blaze.

Police are investigating the theft of an ATV and leaf blower from a City of Salina shed at Bill Burke Park.

Sometime between 9 p.m. Saturday and 8:40 a.m. Sunday, someone stole a green Polaris 450 ATV and a Stihl leaf blower from the shed, Salina Police Captain Paul Forrester reported this morning.

A city employee told police that she left the park at around 9 p.m. on Saturday and returned around 8:40 a.m. on Sunday. Upon arriving, she noticed the garage door to the shed was open. The employee told police that she made sure the shed was locked before she left Saturday night, Forrester noted.

Total loss, including damage to the door where entry was made, was estimated at $2,400.

This is the second time within a month that an ATV was stolen from Bill Burke Park. In the first incident, the ATV was recovered a day later in another part of town.

A limited supply of the single-dose Johnson &amp; Johnson COVID-19 vaccine is scheduled to be available in Salina later this week.

According to information from the Saline County Vaccination Collaboration, the vaccine will be available as the supply lasts from noon to 6 p.m. Thursday at the National Guard Building, 2929 Scanlan Ave.

A Salina man was arrested Saturday night after 1.67 pounds of methamphetamine and drug paraphernalia were found in his car.

Officers were sent to the parking lot of Kohl's, 2580 S. Ninth Street, at 8 p.m. Saturday for the report of a person slumped over the steering wheel of a vehicle there, Salina Police Captain Paul Forrester reported this morning.

Officers located Kaleb Beaugh, 27, of Salina, slumped over in the driver’s seat of a 2008 Acura TL. Police K-9 Rodi indicated to the presence of illegal narcotics in the car and a subsequent search of the vehicle was conducted. 

According to Forrester, 1.67 pounds of methamphetamine, digital scales, and other drug paraphernalia were located.

Beaugh was arrested on the following requested charges, Forrester noted.

Salina man arrested after 1.67 pounds of meth found in car

A hearse was stolen from a local mortuary early Sunday afternoon.

Officers were sent to Ryan Mortuary, 137 N. Eighth Street, at noon Sunday, for the report of a disorderly subject, according to Salina Police Captain Paul Forrester. When they arrived, officers were told by Ryan's employees that the subject had left in one of the mortuary's Lincoln hearses. The hearse was valued at $80,000. 

The hearse was then located parked on the north side of the police department in the driveway of the parking lot on W. Elm Street, Forrester reported.

The suspect was identified as Craig Gilbert, 52, of Salina. According to Forrester, Gilbert was arrested on the following requested charges.
