This initiative aims to reduce the financial burden of high interest rates and inflation on startup and growth-oriented businesses in rural areas, fostering entrepreneurship and economic development across 95 counties in the state of Kansas.

Available from&nbsp;January 1 to December 31, 2025&nbsp;(or until funds are depleted), this one-time grant will work in tandem with Network Kansas’ GrowKS and eCommunity loan programs to lessen the effective total interest burden on loan recipients. By reducing financing costs, the program empowers entrepreneurs to focus on scaling their businesses and creating local impact.

“This grant represents a shared commitment between Network Kansas and the Patterson Family Foundation to uplift rural communities,”&nbsp;said Sarah LaRosh, director of eCommunity Partnerships at Network Kansas.&nbsp;“In a time of economic uncertainty, we are providing a tangible solution to help rural entrepreneurs thrive.”

High-interest rates and inflation create significant barriers for entrepreneurs, particularly in rural areas where access to capital is often limited. By addressing this challenge, the Interest Rate Reduction Initiative allows business owners to allocate more resources toward growth, innovation, and job creation.

The Interest Rate Reduction Initiative aligns with Network Kansas’ mission to foster entrepreneurship through funding and support. The City of Salina has a new Mayor following a scheduled organizational meeting held on Monday as part of the commission's regular meeting. 

Outgoing mayor and current commissioner Bill Longbine received a plaque of appreciation on behalf of city staff from newly installed Mayor Greg Lenkiewicz.

Outgoing Mayor Bill Longbine reflected on his tenure, expressing gratitude for the opportunity to serve and pride in Salina's progress. He highlighted the city's resilience in the face of economic uncertainties and noted significant milestones, including new housing projects and infrastructure improvements.

"Serving as the mayor of the city of Salina has been a great honor. This past year... I am convinced there is more development happening in Salina now than at any time in recent history," Longbine said. "I predicted that 2024 could be the year that Salina surpasses 50,000 in population... I believe we are knocking on the door of 50,000 people in our city."

Longbine also championed the current project underway to replace Salina Fire Station Four.

"Preparations are being made to break ground on the first new fire station to be constructed since the 1980s. Our fire stations will soon be equipped with seven new fire trucks to serve and protect our city for years to come."

Longbine closed by voicing his appreciation to the residents of Salina and city staff.

"Thank you to the dedicated city staff for their support and direction. Without their efforts and guidance, we as commissioners would have a difficult time," Longbine said. "Let us remember that the heart of the city lies in the people who call Salina home. Together, we can seize the opportunities and keep building a brighter future for generations to come."

Following Longbine's remarks, the commission held a procedural vote which resulted in unanimous favor of installing former Vice-Mayor&nbsp;Lenkiewicz as the new mayor and Commissioner Mike Hoppock as vice-mayor.&nbsp;

Incoming Mayor Lenkiewicz shared remarks and expressed his deep gratitude for the opportunity to serve the public.

"I've been reflecting on my service as a commissioner for the last three years, and what I keep coming back with is just a feeling of gratitude and appreciation to be here and to serve the public," Lenkiewicz said. "The other thing that really kept coming back to me was the commissioners that currently serve on this commission. I think you're very professional. We exchange ideas in a very recurring manner. It's greatly appreciated."

He emphasized the importance of collaboration among city staff and commended their hard work in keeping the city running smoothly.

"It's not about just the person sitting at this particular seat at the dais. It's about everybody that works for the city, that serves the city, and it's a collaborative effort," Lenkiewicz said. "All the departments are always hard working... they come every day and do the job that's required so that our city runs as smoothly as possible."

Looking ahead to 2025, Lenkiewicz expressed optimism, highlighting the momentum from 2024 and his excitement about upcoming projects.

"I think we've had some great momentum in 2024, and I think it'll continue," Lenkiewicz said. "I look forward to these projects coming to fruition and the new things coming up. Hopefully, we can fine-tune the things that need to be fine-tuned. But I'm happy to be here and of service."

The first item on the agenda involves discussions in executive session with legal counsel regarding a proposed agreement between the City of Salina and the Salina Area Chamber of Commerce concerning the use of transient guest tax proceeds. The second matter centers on a proposed agreement with Kansas Wesleyan University for the use of Dean Evans Stadium and Bill Burke Park softball facilities.

The executive session will allow for privileged consultation with legal counsel under the Kansas Open Meeting Act. After the closed session, the commission will reconvene in open session, where further action may be taken.

Salina City Commission schedules special meeting on key agreements

Salina Police Department (SPD) officers responded late Monday night to a report of property damage at Soggy Dog, 640 N. Santa Fe Avenue. A neighbor reported the incident around 10:30 p.m. on January 13.

According to SPD Capt. James Feldman, when officers arrived at the business they discovered the front window had been shattered. The damage was estimated to be worth $1,800.

Based on witness descriptions, officers located 34-year-old Zachary Fairchild nearby. Police say Fairchild refused to comply with their orders but was eventually taken into custody without further incident.

Fairchild was booked into the Saline County Jail on charges of felony damage to property and interference with law enforcement.

Every dollar donated will go toward the “Re-Imagining Our Library” initiative, a transformative project revitalizing library spaces for youth and families to learn, play, and grow. This milestone brings SPL to 51% of its $3.6 million fundraising goal, moving closer to making this community vision a reality.

SPL's 'Snowfall of Support 2024' surpasses fundraising goal

MANHATTAN — Kansas State University has unveiled a new collaborative office space that will catalyze research commercialization, industry partnerships and economic growth. The facility is in the Kansas State University Foundation's Edge District and brings together three key units: the&nbsp;<a href="https://www.k-state.edu/research/industry/research-foundation/">Kansas State University Research Foundation</a>, the&nbsp;<a href="https://www.k-state.edu/corporate-engagement/">Office of Corporate Engagement</a>&nbsp;and&nbsp;<a href="https://www.k-state.edu/105/">K-State 105</a>.

Kansas Lt. Gov. and Secretary of Commerce David Toland joined K-State President Richard Linton and other university leaders on Friday, Jan. 10, for a ribbon-cutting ceremony marking the milestone achievement.

"This new space represents so much more than just a physical location. It embodies our commitment to driving economic growth in Kansas and beyond," Linton said.

 "By bringing together our key offices under one roof, we're streamlining the process for industry partnerships and creating clear pathways to turn academic discoveries into real-world solutions.

"The facility at 1960 Kimball Ave. houses teams focused on intellectual property management, research commercialization, corporate partnerships and economic development initiatives.The space will serve as a central point for industry partners to engage with K-State researchers and access university innovations while supporting the university's broader economic development throughout Kansas.

"K-State has a new front door for private sector engagement with the university — the Edge District," Toland said. MCPHERSON, Kan. — Boston Brass brings its one-of-a-kind musical experience to the McPherson College stage in a Fern Lingenfelter Artist Series Concert on Sunday, January 26, at 7:30 p.m. at McPherson College’s Brown Auditorium. Admission to the concert is free.

McPherson College will also host Boston Brass for a masterclass on Monday, January 27, at 10 a.m. The masterclass is open to all area band students.

Since 1986, Boston Brass has set out to provide an uncommon musical experience. From exciting classical arrangements to burning jazz standards and the best of the original brass quintet repertoire, Boston Brass treats audiences to a unique brand of entertainment. The ensemble’s lively banter, touched with humor and personality, attempts to bridge the ocean of classical formality to delight audiences in an evening of great music and boisterous fun.

The quintet has played to audiences in all 50 U.S. states and over 30 countries. Though it regularly concertizes as a quintet, Boston Brass also performs with orchestras, concert and marching bands, organists, and jazz bands and regularly collaborates with composers to create new works for the brass canon.

Admission to the Lingenfelter concert is free thanks to a generous commitment to McPherson College honoring Fern Lingenfelter. Lingenfelter, an alumna of McPherson College, taught piano in McPherson for many years to college students on campus and younger students at her studio downtown. Her son, Steve Clark, chairman of Clark Investment Group of Wichita, established the fund that supports two annual music performance events with particular emphasis on piano.

The Kansas Highway Patrol reported a 2022 Chevy Silverado driven by Jackie&nbsp;Soukup, 43, Dorrance was eastbound on Interstate 70 just before Niles Road. The pickup rear-ended a 2022 Freightliner semi driven by&nbsp; Sahil&nbsp;Balkishan, 24, San Rafael, California.

All across the state, Kansans have been enjoying or perhaps dealing with the snow for more than a week. I have heard countless people remark that there's been more snow than we have had in years. It definitely feels like the longest snow streak we have had in the 12 years I have lived in Kansas.

There are a lot of people who hate snow. It is cold and messy. It can be dangerous and inconvenient. Others see snow as beautiful, helpful and fun. For me, snow feels like home and is a great source of joy.

My love of snow comes from the childhood adventures and joys I experienced growing up in Wisconsin. There are so many ways to have fun in the snow: sledding, tubbing, snowmobiling, snowshoeing, skiing, ice skating, snowball fights, building forts, making snow angels and snowmen.

On snow days, my older brothers and I couldn’t wait to suit up in snow gear and claim spots to build snow forts in the ditches of our driveway. We would spend hours designing elaborate defenses and letting our creativity run wild as we’d create our snow forts in preparation for the inevitable snowball fight.

Some of the best memories we made as a family were in the snow. I remember wandering around for hours in a snowy forest like Clark Griswold in search of the perfect Christmas tree only to cut down the first one we had considered. Many winter weekends were filled with long hours in convoys with dozens of snowmobiles trail riding through the beauty of the North woods. My siblings and I would be so mad because no matter how much of a head start we got, my dad always beat us to the bottom of the ski hill on the fastest skis in the world.

Snow wasn’t only fun and games. There were many sibling bonding moments and character-building opportunities shoveling snow, getting hit by a snowball in the face or a surprise attack with snow going down your shirt. We learned to navigate the dangers of driving on ice and snow and how to avoid frostbite or other physical injuries in the snow.

My snow days are often less focused on fun as an adult. Snow in the forecast means prep work to get animals to a good place to wait out the snow, putting out extra feed and prepping water tanks for the cold. Instead of racing out to build a snow fort, my days are spent navigating snow drifts or icy roads, checking cows, clearing snow and any other unavoidable chores that will take a little longer because everything goes slow with extra layers.

There is also a different level of appreciation of snow’s value on the farm as it is the moisture we need for the coming crop year in a convenient, slow-release form.

Waking up to the winter wonderland of pristine snow will probably never get old for me. I relish the peaceful moments as the world slows down. My soul fills with a nostalgic joy that comes from so many happy memories. My mind fills with the underlying excitement of not knowing what adventures the day will bring. 

Snow can be seen as an inconvenience, but I hope that it was filled with great moments. I hope that it brought you a chance to slow down and rest for a moment, that you experienced beauty and nourishment, that children played in the snow and families created memories.

New administrator for Lindsborg Community Hospital

MITCHELL COUNTY—One person died in an accident just before 7a.m. Monday in Mitchell County.

The Kansas Highway Patrol reported a 2010 Toyota Tundra driven by Christopher J. Herz, 39, Burr Oak, Kansas, was northbound on Kansas 14 just north of C Road. The pickup crossed the center line and struck a southbound 2008 Ford Escape driven by Cady G. Travis, 44, Jewel.

Travis was pronounced dead at the scene and was transported to&nbsp;Roberts Funeral Home.&nbsp; EMS transported Herz to the Mitchell County Hospital. Herz was not wearing a seat belt, according to the KHP.

The work will be carried out with minimal lane closures, and appropriate barriers will be in place to ensure the safety of workers. &nbsp;Motorists may encounter minor delays and&nbsp;are encouraged to avoid work zones when possible.

Construction planned Wednesday at Pentwood and Lewis in Salina

Fire investigators are working to determine the cause of a fire that destroyed a rural Saline County home.

Just after 2 a.m. Sunday,&nbsp;crews responded to a house fire near Carlton, according to a social media report from Saline County Rural Fire District #1.

&nbsp;Dickinson County EMS checked a resident for smoke inhalation.  Additional assistance from Saline County Fire District #2 was called to relieve personnel and help with overhaul efforts. Operations ended and the last units were released at approximately 8 a.m.&nbsp; 

Additional information regarding the extent of the damage has not been released.&nbsp;

Home destroyed in rural Dickinson County fire

TOPEKA — State auditors say a Kansas Department of Commerce program distributing $4 million annually in income tax credits to incentivize donations for community service projects lacks transparency because the agency doesn’t fully document its rationale when selecting recipients.

The Kansas Legislature’s auditing arm published a report indicating it was impossible to determine how projects were chosen and whether those decisions were fair. Documentation couldn’t be produced by the commerce department on the initial eligibility screening of applicants and on factors influencing recommendations by the agency’s review committee and final decisions by the commerce secretary. However, information about the department’s scoring of applicants for tax credits was available to auditors.

“What we didn’t see was documentation of the steps that happened before or after that (scoring),” said Andy Brienzo, a supervising auditor with the state. “This is really the meat of the audit.”

The goal of the program has been to amplify fundraising efforts of nonprofit and governmental organizations across the state. Applicants for the incentive have been granted $130 million in state tax credits tied to 811 community projects during the past three decades, auditors said.

Since 1994, the commerce department provided an average of $160,000 in tax credits to projects involving social services, crime prevention, health care, and youth apprenticeships or technical training. Over the past 15 years, the program delivered an average of $4,600 in income tax breaks to more than 10,000 donor individuals, corporations, banks and insurance companies.

Auditors recommended the Department of Commerce do a better job documenting each step of deliberations regarding tax-credit applicants and awards. Specifically, auditors proposed the agency “clearly and completely” document how it determined basic eligibility of proposed projects as well as why it chose each project to receive community service tax credits.

Lt. Gov. David Toland, who also serves as commerce secretary, submitted a written reply to a draft of the audit that said the agency followed protocol when evaluating requests under the Community Service Program Tax Credits or CSP program.

“While we appreciate the time and effort that went into the review, commerce has concern over the audit’s determination that the review process lacks documentation. The standard for documentation was arbitrarily defined by the auditors,” he said.

In terms of initial eligibility reviews, Toland said, the commerce department’s CSP program manager was responsible for verifying applicants met basic requirements. Each eligible proposal was assigned to two independent reviewers for scoring, and those individuals took into account objective and subjective factors.

Toland said there was no documentation requirement applicable to the agency’s committee responsible for reviewing the list of scored projects and the amount of credit proposed. There was no mandate for preservation of documents tied to the commerce secretary’s review of projects endorsed by the selection committee, he said.

He said the commerce department kept track of accepted and rejected applicants by maintaining a spreadsheet that served the administration of a “transparent, thorough and effective” process.

“It is unclear what further documentation is needed in these situations and seems to be based on the personal preference and biases of the auditors,” Toland said.

Toland said the CSP remained “wildly popular” as interest in the program exceeded available state funding by more than $6 million in 2023 and $5.6 million in 2024.

The CSP tax credit is worth 50% of a donation in communities with populations of 15,000 or more and 70% in areas with populations below 15,000. The credit is refundable if the donor owed less in Kansas taxes than they had in credits. The credit could be transferred, which means a donor could sell the credit to someone who owed Kansas taxes.

The commerce department possesses authority to award up to $4.1 million annually through the CSP. The maximum credit for each project has been set at $200,000.

During the life of the program, the Legislature permitted issuance of $134 million in community tax credits. The commerce department responded by awarding $130 million in community tax credits during that period.

In 27 of the 31 years of operation, 95% to 100% of the authorized total was awarded by the agency. Awards dipped to 61% to 88% of the total allowed from 2016 to 2019 after the state budget director “informally” asked commerce to award less due to the state’s financial challenges, the audit said.

The audit report said 12 other states had tax credit programs comparable to the program in Kansas, including Missouri, Iowa and Nebraska.

MCPHERSON COUNTY — The Kansas Highway Patrol continues to see more drivers traveling well above the posted speed limit.

As the roads clear up after the recent snowstorms, some drivers are already falling back into those risky habits. 

On Sunday in McPherson County, Trooper Jason Fraser stopped a vehicle traveling 100 mph in a 75 mph zone on I-135 just north of the Moundridge exit, according to a social media report from the Kansas Highway Patrol. The fine was $150.00.

The Commission will review each applicant’s background and qualifications, conduct interviews, and then submit three nominees for the governor to consider.The interview schedule will be announced at a later date.
