November marks the annual Kansas Reads to Preschoolers event, a statewide initiative dedicated to fostering a love of reading in children from birth to five years old. This year’s chosen title is How Do You Hug a Porcupine/¿Cómo abrazas a un puercoespín? by Laurie Isop.

By encouraging parents, librarians, and caregivers to read aloud, Kansas Reads to Preschoolers aims to ignite a passion for learning and literacy in young children. Reading aloud offers numerous benefits, including language development, as children are exposed to a wide range of vocabulary and sentence structures that help them develop strong language skills. It also fosters cognitive development, as reading aloud stimulates imagination, critical thinking, and problem-solving abilities.&nbsp; Reading to young children supports social and emotional development, helping them learn important skills like empathy, compassion, and problem-solving.

Tips for reading to young children include starting early, as even newborns benefit from hearing stories. Choosing engaging books with colorful illustrations, simple language, and themes that interest your child can also make reading more enjoyable. Making reading interactive by asking questions, pointing to pictures, and encouraging your child to make predictions and share their thoughts further enriches the experience. Reading with expression by using different voices and tones helps bring characters to life.

Reading for children under five is not just about decoding words; it’s a multi-faceted process. Print awareness involves understanding that print carries meaning and recognizing letters and words. Phonological awareness includes recognizing sounds in words and understanding how they blend together. Vocabulary development happens as children build a strong vocabulary through exposure to new words. Comprehension involves understanding the meaning of what is read. By providing children with rich language experiences, parents and caregivers can lay the foundation for a lifetime of learning and literacy.

Saline County Jail Bookings, Nov. 8

On Saturday, November 2, 2024, at about 1:50 A.M., a vehicle fire was reported in the parking lot of 2140 E. Crawford, Salina, Saline County, Kansas.&nbsp; Upon arrival, a white&nbsp;1999 Dodge Ram 1500 was located fully engulfed.

A witness in the area saw a male running from the vicinity of the truck during the early stages of the fire. The subject was described as a white male with a light colored beanie, black jacket, and blue jeans.

Fire investigators classified the fire as an arson, with the truck valued at over $4000.

<a href="https://www.salinatech.edu/">Salina Area Technical College</a> will hold a chicken noodle dinner fundraiser on Friday, November 8, 2024, to benefit its Student Emergency Fund. The fund provides support to students facing unexpected financial challenges. The event will take place from 5 p.m. to 7 p.m. at the Salina VFW, located at 1108 W Crawford St.

Each $10 meal includes chicken noodles, mashed potatoes, green beans, and a roll. Attendees can dine in or carry out. In addition to the meal, the event will feature a bake sale and a 50/50 raffle, allowing guests to win cash prizes while supporting students in need.

On November 4, the traffic signal cabinet at the intersection of South Ninth Street and Crawford Street was struck in an accident. The City of Salina Public Works Department has ordered parts, but due to availability, some parts are still 2-4 weeks out. 

The staff has temporarily wired the traffic signal cabinet for the intersection to use timed cycles for each traffic signal phase until the necessary electronic components for automatic traffic detection are available.

On November 4, the traffic signal cabinet&nbsp;at the intersection of South Ninth Street and Crawford Street&nbsp;was struck&nbsp;due to&nbsp;an accident. The City of Salina Public Works Department&nbsp;has ordered parts but due to&nbsp;availability, the intersection lights&nbsp;have been wired to function&nbsp;in flashing red&nbsp;with&nbsp;portable stop signs to help direct traffic through the intersection.&nbsp;Current estimated timeframe for&nbsp;complete&nbsp;repair&nbsp;is 2-4 weeks due to electronic parts availability.

Reminder,&nbsp;when approaching a blacked-out or flashing red light intersection&nbsp;you should come to a complete stop, check all directions to ensure there is no traffic and proceed when clear. The driver that approaches the signal first determines the right-of-way. Both blacked-out and flashing red lights have the same meaning as a STOP sign.

UPDATED: City says Traffic signal repair at South Ninth and Crawford will take up to 4 weeks to repair

Salina’s Project SEARCH internship program, based at Salina Regional Health Center (SRHC), received an Excellent Employment Outcome Award at the annual conference in Albuquerque, NM.

“Our team was recognized for achieving 80% employment for our 2022-23 class of interns,” said Ardis Bryan, program instructor. The program is a one year, high school transitions program which provides training and education leading to employment for individuals with disabilities. The program, now in its 14th year, operates on-site at SRHC.

“Our students learn through a combination of rotational internships with on-the-job training, a business liaison and a training classroom,” Bryan said. “The authentic workplace experiences made possible by our partners are invaluable for our students.”

The program's success is thanks to the ongoing collaboration of Salina Regional Health Center, Central Kansas Cooperative in Education, USD 305 Salina Public Schools, Salina Regional Health Foundation, Workforce Solutions, Inc., OCCK, Inc., Independent Connection and Kansas Rehabilitation Services.

Salina Police Department (SPD) officers arrested four individuals on Wednesday in connection with the theft of a 2011 red Ford Flex, reported stolen from a residence in Salina earlier this week.

The theft occurred on the evening of Tuesday, Nov. 5, when a 35-year-old Salina woman called SPD to report her vehicle stolen from her driveway in the 600 block of Johnstown Avenue. 

"She told officers that the suspects who took her vehicle were known to her," said SPD Cpt. James Feldman. "She called to report it to us just before 10 p.m. on Tuesday."

According to Feldman, the vehicle is valued at $10,000.&nbsp;

Then, on November 6, at approximately 11:30 a.m., an off-duty Saline County Sheriff's Deputy noticed a disturbance on Maple Street and saw the stolen red Ford Flex leaving the area. Recognizing the stolen vehicle, he alerted SPD. 

"When officers began going to the area. We [SPD] then started getting reports from citizens about the vehicle driving fast and carelessly through town," Feldman said. "We then used the FLOCK cameras to begin monitoring it when an officer observed it in the area of 12th and North Street driving at a high rate of speed."

Feldman said that a chase was not conducted due to the excessive distance between the officer and the suspect vehicle. 

"Officers got in the area and located the vehicle backed into a stall at the Budget King Motel," Feldman said. "Four males were seen walking away from the vehicle. They were detained."

SPD arrested 20-year-old Rashawn Garcia of Salina on requested charges of possession of stolen property. SPD also arrested and requested charges against a 16-year-old male from Hutchinson for possession of stolen property. Additionally, two 17-year-olds from Salina, identified as the primary suspects, face charges of stealing the vehicle.

Stolen vehicle recovered in Salina, four arrested

A 56-year-old woman from Culver received medical attention after a Wednesday rollover crash involving a deer on Hedville Road in Saline County.

According to Saline County Sheriff Roger Soldan, the woman was driving southbound on Hedville Road at around 7:45 a.m. when a deer entered the roadway. She swerved to avoid the animal, causing her vehicle to roll off the west side of the road. The car was then impaled by a fence post, briefly trapping the woman inside.

Soldan said Saline County EMS arrived quickly on the scene and transported the woman to the Salina Regional Health Center with non-life-threatening injuries.

The Kansas Highway Patrol and Saline County Sheriff's Office remind motorists to stay safe on the roads. Drivers are urged to be extra alert at dawn and dusk, when deer are most active. If you see one deer, expect others, as they often travel in groups. Reduce speed and be vigilant near wooded areas, parks, golf courses, and water sources. Deer crossing signs indicate areas with high rates of vehicle-deer collisions, so extra caution is advised in those areas.

 Culver woman hospitalized after swerving to miss deer

The City of Salina and the Department of Arts &amp; Humanities are advancing an art integration project at Fire Station #4 near Crawford Steet and Markley Road. Identified as a Capital Improvement Project (CIP), the station is considered suitable for art integration, with a focus on community input and thorough review before the final design is presented to the city commission.

City staff and the project’s site committee prioritized working with local or regional artists or design teams. Artists and designers residing in Kansas can request the call for art proposals packet by contacting the art services coordinator at Salina Arts &amp; Humanities. The design should address potential safety concerns, with an eye toward future population growth and increased traffic. It should possess a timeless quality, avoiding specific historical periods or trends, ensuring the firehouse remains a lasting source of community pride.

The approved budget for art integration ranges from $10,000 to a maximum of $100,000. Artists who receive the packet may visit the site and consult with City staff to inform their creative process. The Site Committee, established under the City’s Community Art &amp; Design Policy, will review proposals, ask questions, and make recommendations. Following the Site Committee’s recommendation, the proposal will go through CAD, the Arts &amp; Humanities Commission, and the City Commission for final approval, amendment, or denial.

Capital improvement project art integration call for proposals for Fire Station #4

On Oct. 20, the Smoky View 4-H Club started a new 4-H year with its annual club Celebration of Achievements. During this meeting, the club’s leaders took the positions of the younger members to show how each office is done. Each member also held a candle while leaders Christy Isaacson and Kelsey Swisher described the role of each office. 

Club members also attended the Central Kansas District (CKD) Celebration of Achievements in Minneapolis on Nov. 3. Members were recognized for their hard work in the 2023 - 2024 4-H year, with many taking-home pins, plaques, and certificates. Smoky View member Acacia Pracht also earned the Outstanding 4-H Member Award, awarded for her strong involvement in 4-H and in particular the visual arts project. 

Smoky View 4-H club members will meet again on Nov. 17 at the Salemsborg Fellowship Center.

TOPEKA — The Kansas Department of Labor is proud to announce the rollout of the Unemployment Insurance Technology Enhancement (UITE) project. The project will modernize the employer and claimant experience and is expected to launch on Nov. 19, 2024.

“Kansans needing access to unemployment benefits have depended on an outdated computer system that wreaked havoc during the Great Recession and later during the pandemic,” Governor Laura Kelly said. “What happened during the pandemic could have largely been avoided had modernization been allowed to proceed. I made a commitment to Kansans to finish the job this time, and that is exactly what Kansas Labor Secretary Amber Shultz and the entire team at the agency have done. Their efforts to bring the state into the 21st century will ensure that we are prepared should we face similar economic downturns in the future.”

“This modernization initiative marks a significant milestone in our commitment to providing seamless services to Kansas employers and our workforce,” Kansas Labor Secretary Amber Shultz said. “Working alongside Tata Consultancy Services, the Kansas Unemployment Insurance system has achieved the most rapid deployment of any state. We are grateful to our partners who tirelessly advocated for this initiative and provided invaluable guidance throughout this journey."

The new system will deliver an improved unemployment insurance experience by:

• Streamlining operations through improved workflow efficiency and adaptability, data management, and collaborations with other agencies;

• Enhancing user experience through adoption of advanced customer relationship management&nbsp;systems and personalized communication channels, more self-service options, and improved mobile-friendly access for claimants; and

• Upgrading data security and compliance with enhanced cybersecurity measures to safeguard&nbsp;data and ensure regulatory compliance.

“It's thrilling to witness all the hard work on this project coming together,” said Sen. Renee Erickson,&nbsp;Chair of Unemployment Compensation Modernization and Improvement Council and Chair of&nbsp;Senate Commerce Committee. “The new system will offer improved security and greater ease of use for both individuals and businesses. As part of the technology upgrade rollout, the Unemployment Contact Center and&nbsp;<a href="http://getkansasbenefits.gov\">getkansasbenefits.gov</a> site will be unavailable starting Wednesday, Nov. 13 at 5 p.m. and will reopen on Tuesday, Nov. 19 at 8 a.m. Claimants will not be able to file claims during this time frame.

Weekly certification for the benefits week ending Nov. 16 will be available starting Tuesday, Nov. 19, at <a href="http://KansasUI.gov">KansasUI.gov</a>.

Unemployment system upgrade this month

Grassland bird listed as threatened in Kansas, endangered on southern Great Plains

TOPEKA — Entrepreneur and conservationist Wayne Walker says the business of saving the lesser prairie chicken in Kansas required wider commitment to paying market rates to landowners dedicated to improving grassland habitat for the vulnerable birds.

He said companies involved in energy production within regions favored by the prairie chicken often had good intentions in terms of addressing the need for biological diversity and addressing climate change concerns. But, he said, too many balked at paying the true cost of a landowner setting aside large tracts for benefit of the colorful, reclusive prairie chicken.

Walker, owner of Common Ground Capital and CEO of LPC Conservation, said on Kansas Reflector’s podcast that programs designed to aid the lesser prairie chicken tended to fall short because they didn’t pay farmers or ranchers enough to justify multigenerational shifts in land use.

“You can’t keep asking the ranchers to be good conservationists for free. That’s essentially what we’ve done to date&nbsp;and … is why we have lost so much prairie and this bird’s in trouble,” Walker said.

“Our financial system is designed to make a profit&nbsp;and conservation historically has been kept out of that model,” he said. “Until a rancher can make a profit conserving prairie because of the prairie chicken or some other ecosystem service —&nbsp;just like he can make money selling his wind rights or his solar rights&nbsp;or his mineral rights or his development rights —&nbsp;it’s not going to turn around.”

In 2023, the U.S. Fish and Wildlife Service controversially<a href="https://www.fws.gov/press-release/2022-11/lesser-prairie-chicken-listed-under-endangered-species-act" target="_blank">&nbsp;listed two distinct population segments of the lesser prairie chicken under the Endangered Species Act due to</a>&nbsp;habitat loss and fragmentation of grassland areas.

In the northern region, including western Kansas, southeastern Colorado, western Oklahoma and the northeast Texas panhandle, the lesser prairie-chicken was listed as threatened. The southern range of the lesser prairie-chicken in eastern New Mexico and the southwest Texas panhandle was listed as endangered due to the threat of extinction.

The decision of federal regulators enraged members of the Kansas congressional delegation who denounced the listing as an overreach damaging to the state’s agriculture and energy sectors.

U.S. Rep. Tracey Mann, a Republican serving the 1st District that includes much of the bird’s habitat in Kansas, said the listing amounted to a “proxy war on American agriculture and energy sectors that are vital to our economy.”

He said the federal government should get out of the way of farmers, ranchers and landowners, who he described as the “original conservationists.”

Years of brawling among energy companies, environmentalists, elected officials and federal regulators led to the listing and fueled the inevitable flurry of lawsuits.

Mike Smith, who works with LPC Conservation projects in five states, said the population of lesser prairie chicken had dropped to perhaps 25,000. In certain years, due to good rainfall, there might be a temporary surge in the population. Drought has the opposite impact on the birds.

The long-term spiral, despite a hodgepodge of voluntary programs and initiatives, justified intervention with the federal Endangered Species Act, Smith said.

He said mandates from the federal government could prompt greater environmental awareness to deterioration of bird habitat and raise the profile of approaches anchored to business principles.

“The Endangered Species Act provides a cudgel, and, you know, keeps everybody honest, but the outsourcing of conservation work to the states and then having state rangers or state wildlife managers in the land business has not worked,” Smith said. “They don’t know how to cobble together the last of the best properties&nbsp;in order to make … these easements, which is what Wayne (Walker) has done in his conservation banking business.”

Walker said collaboration could work if there was sufficient financial incentive for property owners to redirect land resources in a way that also benefitted the bird.

“The&nbsp;old conservation models&nbsp;have done some good things, but overall we’re losing, right?” Walker said. “It just became clear to me … we had to bring some business acumen to it.”

Common Ground Capital works to identify landowners with property that possessed ecological and biological features that could be restored and preserved through a system of conservation banking. Property owners enter into long term protective land easements that serve interests of prairie chickens in exchange for a prescribed revenue stream. It would be ideal to build strongholds for the kesser prairie chicken with 25,000 to 50,000 acres each, Walker said.

When the varied interests come together, companies with a large imprint on the environment — energy companies, for example — purchase conservation credits to position themselves as more clean and green. Wind and solar industries have taken to conservation banking more than oil and gas interests.

“We approach it like a developer would approach building a housing development. You know, location, location.&nbsp;Where are the birds? Where are there ranchers there that are willing to talk to us about this arrangement. And then, of course, with the Fish and Wildlife Service, there are standards we have to meet,” Walker said.

Listing of the bird as threatened and endangered ought to build momentum for conservation banking. Common Ground Capital, and companies like it, would profit by bringing the diverse interests together.

“I really don’t want to be apologizing for that. I mean, people have&nbsp;accused me&nbsp;of trying to get rich off the prairie chicken,” Walker said. “Look, if it’s a get-rich-quick scheme, it is the worst one in history&nbsp;because we do this for 12 years, and we still aren’t quite in the black yet.”

The southern range of the lesser prairie-chicken in eastern New Mexico and the southwest Texas panhandle was listed as endangered due to the threat of extinction.The decision of federal regulators enraged members of the Kansas congressional delegation who denounced the listing as an overreach damaging to the state’s agriculture and energy sectors.U.S. Rep. Tracey Mann, a Republican serving the 1st District that includes much of the bird’s habitat in Kansas, said the listing amounted to a “proxy war on American agriculture and energy sectors that are vital to our economy.”He said the federal government should get out of the way of farmers, ranchers and landowners, who he described as the “original conservationists.”<h2>More than a cudgel</h2>Years of brawling among energy companies, environmentalists, elected officials and federal regulators led to the listing and fueled the inevitable flurry of lawsuits.Mike Smith, who works with LPC Conservation projects in five states, said the population of lesser prairie chicken had dropped to perhaps 25,000. In certain years, due to good rainfall, there might be a temporary surge in the population. Drought has the opposite impact on the birds.The long-term spiral, despite a hodgepodge of voluntary programs and initiatives, justified intervention with the federal Endangered Species Act, Smith said.He said mandates from the federal government could prompt greater environmental awareness to deterioration of bird habitat and raise the profile of approaches anchored to business principles.“The Endangered Species Act provides a cudgel, and, you know, keeps everybody honest, but the outsourcing of conservation work to the states and then having state rangers or state wildlife managers in the land business has not worked,” Smith said. “They don’t know how to cobble together the last of the best properties&nbsp;in order to make … these easements, which is what Wayne (Walker) has done in his conservation banking business.”Walker said collaboration could work if there was sufficient financial incentive for property owners to redirect land resources in a way that also benefitted the bird.“The&nbsp;old conservation models&nbsp;have done some good things, but overall we’re losing, right?” Walker said. “It just became clear to me … we had to bring some business acumen to it.”<h2>It’s a business</h2>Common Ground Capital works to identify landowners with property that possessed ecological and biological features that could be restored and preserved through a system of conservation banking. Property owners enter into long term protective land easements that serve interests of prairie chickens in exchange for a prescribed revenue stream. It would be ideal to build strongholds for the kesser prairie chicken with 25,000 to 50,000 acres each, Walker said.When the varied interests come together, companies with a large imprint on the environment — energy companies, for example — purchase conservation credits to position themselves as more clean and green. Wind and solar industries have taken to conservation banking more than oil and gas interests.“We approach it like a developer would approach building a housing development. You know, location, location.&nbsp;Where are the birds? Where are there ranchers there that are willing to talk to us about this arrangement. And then, of course, with the Fish and Wildlife Service, there are standards we have to meet,” Walker said.Listing of the bird as threatened and endangered ought to build momentum for conservation banking. Common Ground Capital, and companies like it, would profit by bringing the diverse interests together.“I really don’t want to be apologizing for that. I mean, people have&nbsp;accused me&nbsp;of trying to get rich off the prairie chicken,” Walker said. “Look, if it’s a get-rich-quick scheme, it is the worst one in history&nbsp;because we do this for 12 years, and we still aren’t quite in the black yet.”

Evergy’s third quarter 2024 adjusted earnings (non-GAAP) and adjusted earnings per share (non-GAAP) were $465.6 million and $2.02, respectively, compared to $432.3 million and $1.88 in 2023.

Third quarter 2024 adjusted earnings (non-GAAP) per share were higher than last year due primarily to new retail rates, FERC regulated investments and growth in weather-normalized demand, partially offset by cooler summer weather and higher depreciation and amortization expense.

The Wheat Foods Council is an industry-wide partnership dedicated to increasing domestic wheat foods consumption through nutrition information, research, education and promotional programs. The Council has a unique membership, comprised of the entire wheat value chain, including state wheat commissions supported by wheat checkoff dollars.&nbsp;

“Here we have everybody from the growers, the state wheat commissions, the millers, the bakers, the ingredient suppliers, the life science companies. Everyone in the value chain can participate in the Wheat Foods Council,” O’Connor said. “Because the world looks different to a wheat grower than it does to a miller or a baker. When we can blend all of those points of view together to understand the challenges each sees, we can find a solution that’s a win-win for everyone.”&nbsp;

Lee Hardware Lofts Phase II grand opening Thursday

A Salina man faces multiple charges after an altercation near Kansas Wesleyan University on Saturday led to confrontations with both KWU security and Salina police officers.

At around 3:45 p.m. on Nov. 2, following the KWU football game, three people were walking to their car when they encountered Donovan Green, 25, who was reportedly yelling profanities at a person passing nearby. Green allegedly turned his attention toward the group and then directed his remarks at them. According to Salina Police Cpt. James Feldman, the group warned Green to back off, but Green reportedly charged a 25-year-old man from Fairfax, Virginia, in an attempt to tackle him.

The man from Virginia managed to take Green to the ground and restrained him until KWU security and police arrived.

Officers reported that Green was uncooperative and continued to escalate the situation. According to the report, Green spat in an officer’s face as they attempted to take him into custody. When officers used a restraint device known as a wrap to secure him, Green allegedly head-butted another officer while being placed in the patrol car.

Green was booked into the Saline County Jail and now faces several charges, including battery, two counts of battery against a law enforcement officer, interference, and disorderly conduct.
