Several updates and a study session about burn permit modifications are among the items on the Saline County Commission agenda for Tuesday.

Rural Fire District No. 5 seeks commission approval to apply for two of its vehicles - a 2005 GMC 2500 and a 2021 Chevrolet Silverado - to be designated as Authorized Emergency Vehicles. According to information in the commission meeting packet, the Saline County Sheriff's Office, Salina Police Department, and Salina Fire Department have approved the designation for the vehicles.

Commissioners also are scheduled to consider a proposal to renew an agreement with the firm of Lindburg Vogel Pierce Faris, Chartered, of Hutchinson, to conduct the next three county audits. The firm has conducted Saline County audits since the fiscal year that ended Dec. 31, 2009. Earlier this year, the county issued a request for proposals for audit services and eight firms responded. 

According to information in the commission meeting packet, a committee comprised of the county administrator, county clerk, and county treasurer evaluated the submitted proposals and selected the two that were the best potential fit for Saline County. Reference calls for the two were made and the committee then evaluated those responses. Based on those evaluations, the committee is recommending that the county stay with Lindburg Vogel Pierce Faris, Chartered.

Other items on the Saline County Commission agenda for Tuesday include the following.

●Consider approving a resolution for the redeclaration of a state of local public health emergency in response to the coronavirus pandemic.

●Consider a Salina Community Economic Development Organization renewal agreement.

●Hear an update for the Department of Senior Services.

●Hear an emergency radio communications system update.

Three independent presentations make up the latest exhibitions at the Salina Art Center.

New Landscapes is now open at Salina Art Center, 242 S. Santa Fe. Galleries are open Wednesday-Sunday, and admission is open to the public at no charge. Gallery hours are 11 a.m. to 5 p.m. Wednesday, Thursday, and Saturday; 11 a.m.-7 p.m. Friday; 11 a.m.-3 p.m. Sunday; and by appointment.

New Landscapes contains three independent solo presentations from artists Alyssa Baguss, Marc Berghaus, and Mark Cowardin. While the title suggests a collective exhibition, New Landscapes stretches out to connect the ways in which these three artists individually mediate, manipulate, and mitigate the natural world.

The term “landscape” is inherently tied to environment, land, and geographical placement, but can also refer to the horizontal orientation of an artwork. In either case, landscape is an aesthetic reference of what surrounds us and how we understand our habitat. 

Whether we think of this in nostalgic terms, in an idealized setting, or simply as a reminder of where we are in the world, landscape fundamentally shapes the way we understand our place. 

The public is invited to an opening reception on First Friday, Nov. 5 from 5-7 p.m. with special remarks at 6 p.m.

ASSARIA - A minor earthquake shook part of Saline County this afternoon

The 2.2 magnitude quake struck at 1:43 p.m. Monday west of Assaria, according to the Kansas Geological Survey. The quake was centered just north of Falun Road between S. Centennial Road and Interstate 135.

Minor quake rattles part of southern Saline County Monday

Like many Americans, I have already turned on the heat on my home thermostat. But in a wide range of Chinese apartments and schools, there will be no heat until Nov. 15 each year. And that heat will turn off on March 15 in the spring. In many visits to China universities in the fall, I would live in faculty housing. And along with colleagues and students in dormitories and classrooms, and administrators in offices, we would be wearing jackets and coats all day and sleep under heavy blankets every night for two more weeks.

In 1975 in Hong Kong, I experienced my first “instant-on” or “tankless” hot water heater that only used energy to heat water when you needed it. American hot water heaters used energy day-and-night to keep water hot when we weren’t using it. It would be nearly three decades before that technology started to be adopted over here. And 50 years ago, you could look out and see rooftop water units across Chinese cities, also using sunlight. They remain common today but are unknown here.

Despite modernization that included clothes washers, clothes driers are an energy-gobbling luxury that China cannot afford energy-wise. On any sunny day in China, you will see clothes hanging out to dry on bamboo poles in even the most modern housing complexes. If everyone bought clothes dryers, they would need to build far more powerplants. They are still building powerplants for the basic needs of their rapidly growing middle class. &nbsp;&nbsp;&nbsp; &nbsp;

On hot summer afternoons, air conditioning stresses their electric grid—a government company. They would announce an increase in electric fees for industries only. Extra care taken by China’s industries to maintain profits resulted in less power usage and prevented brown-outs many summers.

China originally planned to complete 25 more nuclear power plants by 2020, but by 2017 it became evident that building more wind and solar power generation would be faster and cheaper. So while China&nbsp; does produce more electricity by clean nuclear power than the U.S., it still has to increase power production further to serve the remaining population it is bringing out of extreme poverty.&nbsp; &nbsp;

And China’s economic growth has been phenomenal. China raised 680 million of its people above the extreme poverty line between 1981 and 2010. Six years ago, China set a goal of eliminating extreme poverty by the end of 2020. Extreme poverty is about $1.69 a day at current rates. By November of 2020–one year ago–all 98.99 million extremely poor, nearly all in the rural population were raised out of poverty by small social-security-like payments for the elderly and business set-ups for the younger—from mushroom farming to new local industries. Many elderly left mountainous rural shacks with no electricity or running water and moved into new simple high rise apartments in nearby towns—referred to as “townification.” That basic rise in living standards likewise required more energy. &nbsp;

In comparison, the most recent research by researchers Brady and Parolin estimates between 2.6 to 3.7 million Americans are extremely poor. That number for China is now zero.

China is now producing and buying more electric cars than the rest of the world put together. In these and many more daily activities, China’s citizens are far more careful to conserve energy and not waste than are Westerners.

Our Western press is mostly clueless when they report total energy usage by country. What really counts is the energy usage per person—a factor required for a minimal quality of life. And for every 10 Americans, there are 44 Chinese living on roughly the same geographic acreage. &nbsp;

But in a wide range of Chinese apartments and schools, there will be no heat until Nov. 15 each year. And that heat will turn off on March 15 in the spring. In many visits to China universities in the fall, I would live in faculty housing. And along with colleagues and students in dormitories and classrooms, and administrators in offices, we would be wearing jackets and coats all day and sleep under heavy blankets every night for two more weeks. In 1975 in Hong Kong, I experienced my first “instant-on” or “tankless” hot water heater that only used energy to heat water when you needed it. American hot water heaters used energy day-and-night to keep water hot when we weren’t using it. It would be nearly three decades before that technology started to be adopted over here. And 50 years ago, you could look out and see rooftop water units across Chinese cities, also using sunlight. They remain common today but are unknown here. Despite modernization that included clothes washers, clothes driers are an energy-gobbling luxury that China cannot afford energy-wise. On any sunny day in China, you will see clothes hanging out to dry on bamboo poles in even the most modern housing complexes. If everyone bought clothes dryers, they would need to build far more powerplants. They are still building powerplants for the basic needs of their rapidly growing middle class. &nbsp;&nbsp;&nbsp; &nbsp; On hot summer afternoons, air conditioning stresses their electric grid—a government company. They would announce an increase in electric fees for industries only. Extra care taken by China’s industries to maintain profits resulted in less power usage and prevented brown-outs many summers. China originally planned to complete 25 more nuclear power plants by 2020, but by 2017 it became evident that building more wind and solar power generation would be faster and cheaper. So while China&nbsp; does produce more electricity by clean nuclear power than the U.S., it still has to increase power production further to serve the remaining population it is bringing out of extreme poverty.&nbsp; &nbsp; And China’s economic growth has been phenomenal. China raised 680 million of its people above the extreme poverty line between 1981 and 2010. Six years ago, China set a goal of eliminating extreme poverty by the end of 2020. Extreme poverty is about $1.69 a day at current rates. By November of 2020–one year ago–all 98.99 million extremely poor, nearly all in the rural population were raised out of poverty by small social-security-like payments for the elderly and business set-ups for the younger—from mushroom farming to new local industries. Many elderly left mountainous rural shacks with no electricity or running water and moved into new simple high rise apartments in nearby towns—referred to as “townification.” That basic rise in living standards likewise required more energy. &nbsp; In comparison, the most recent research by researchers Brady and Parolin estimates between 2.6 to 3.7 million Americans are extremely poor. That number for China is now zero. China is now producing and buying more electric cars than the rest of the world put together. In these and many more daily activities, China’s citizens are far more careful to conserve energy and not waste than are Westerners. Our Western press is mostly clueless when they report total energy usage by country. What really counts is the energy usage per person—a factor required for a minimal quality of life. Three COVID-19 booster vaccination clinics set in Salina

The report of a vehicle burglary turned into much more Friday.

Carlos Valtierra-Picasso, 25, of Salina, reported that his 2007 Chevrolet Silverado was stolen from in front of his house, Salina Police Captain Paul Forrester said this morning. The pickup was valued at $15,000. Valtierra-Picasso told police that he accidently left his keys in the pickup, Forrester said.

A bit later, someone who knew Valtierra-Picasso told police that his pickup was in the 100 block of Parkway Avenue and the driver was still inside, Forrester said. 

Police arrived and arrested Jason Howard, 27, of Salina. Forrester said that Howard allegedly was in possession of some marijuana gummies. During a search of the pickup, police found a Glock 23 handgun that was later determined to have been stolen from an unlocked 1998 Chevrolet Tahoe in the 800 block of Sherman Street. The Tahoe and handgun belonged to Jack Rhodes, 27 of Salina, Forrester said.

Additionally, a neighbor of Valtierra-Picasso's, James Thompson, 66, of Salina, reported that his 2013 Dodge Ram 1500 had been gone through, but nothing was stolen. There were no signs of forced entry, Forrester said.

Howard was arrested on the following requested charges, Forrester said.

Salina man arrested in connection to stolen gun, pickup cases

A medical issue is believed to have caused a single-vehicle accident Friday afternoon in central Salina.

Salina Police Captain Paul Forrester said this morning that a 67-year-old Salina man was eastbound on Edison Place in a 2010 Dodge Dakota just after 3:30 p.m. Friday. The pickup went through the stop sign at S. Ohio Street, crossed the street, and struck a privacy fence at 547 S. Ohio Street.

The pickup rolled onto the driver's side and the driver had to be extracted by Salina Fire Department personnel.

The driver was transported to Salina Regional Health Center because of a medical issue not caused by the wreck, Forrester said.

Medical issue blamed for single-vehicle accident Friday

A Salina woman was arrested for allegedly driving under the influence after she was found to be driving on the wrong side of U.S. Highway 81 and Interstate 135 early Sunday morning.

Saline County Sheriff Roger Soldan said this morning that deputies were first alerted to the report of a driver southbound in the northbound lanes of U.S. Highway 81 north of Interstate 70 shortly before 2:30 a.m. Sunday. By the time deputies located the red 2010 Toyota Camry, it was southbound in the northbound lanes of I-135 near the State Street exit.

Deputies were able to successfully deploy stopsticks near the W. Crawford Street exit, and the car came to a stop just south of that exit.

Soldan said the driver, Monica Befort, 32, of Salina, was arrested on the requested charge of driving under the influence of drugs or alcohol.

Deputies stop car driving wrong way on US 81, I-135 early Sunday

WICHITA - As fatalities on our nation’s roadways continue to rise at a disturbing rate, a new AAA survey indicates that there has been a decline in unsafe driving behaviors, but speeding and handheld cellphone use remain stubbornly high, putting all motorists and pedestrians at risk.

In responding to the annual survey by the AAA Foundation for Traffic Safety, drivers self-reported that they engaged less frequently in all unsafe behaviors, including red-light running, drowsy driving and driving while impaired on cannabis or alcohol. However, nearly half of drivers surveyed admitted to speeding in the last 30 days―and didn’t think they’d ever be caught by police. More than a third of those surveyed felt the same way about holding or talking on a cell phone while driving.

The survey did not address whether changes in lifestyle brought on by the pandemic contributed to the reported changes in driving behaviors for better or worse.

“Whatever the reason, it is encouraging to see a reduction in some unsafe behaviors but still troubling to see others persist,” said Shawn Steward, AAA Kansas spokesman. “The ultimate goal is to see the majority of drivers form safe driving habits and practice them whenever they’re on the road.”

According to the survey, all risky behaviors have declined, to some extent, over the past three years. But, the increase in fatalities illustrates that there remains room for improvement across the board. As more Americans return to the daily commute, AAA reminds all motorists to practice safe driving behaviors by focusing on the task of driving, and keeping their eyes on the road and hands on the wheel.

The new data is from the AAA Foundation’s annual Traffic Safety Culture Index (TSCI), highlighting the gap between drivers’ attitudes and reported behaviors. The following shows some of the improvements in unsafe driving behaviors from 2018 to 2020.

While fewer Americans took to the roads in 2020 due to the pandemic, those that did appeared to take greater risks. And, the numbers for 2021 look even worse, as&nbsp;<a href="http://aaacluballiance.pr-optout.com/Tracking.aspx?Data=HHL%3d9%2b%3a3%3f1-%3eLCE59.%3c5%3a%26SDG%3c90%3a.&amp;RE=MC&amp;RI=5430239&amp;Preview=False&amp;DistributionActionID=479376&amp;Action=Follow+Link" target="_blank">NHTSA</a>&nbsp;estimates 8,730 people died in motor vehicle traffic crashes in the first three months of the year.

While the reasons for this increase are being studied, theAAA Foundation’s TSCI reveals some areas of admitted driving behavior that remain disturbingly high, despite declining since 2018: speeding and using a cell phone. Drivers who participated in the TSCI survey admit to risky driving behaviors despite knowing that loved ones, family or friends would strongly disapprove. Cell phone use is one such area where perception and behavior do not match.

The proportion of people who believe people who are important to them would somewhat or completely disapprove of the following distracted driving behaviors, which shows that these behaviors are becoming more socially unacceptable.&nbsp;&nbsp;

“While we are seeing positive trends in safer driving behaviors, it’s not quite time to declare victory,” said Jake Nelson, AAA’s director of traffic safety advocacy and research. “Downward trends in self-reported impaired driving, red-light running, and drowsy driving is the kind of progress we need to curb the recent spikes in traffic fatalities.&nbsp; The self-reported speeding and cellphone use are major concerns - we can do better.”

AAA&nbsp;recommends these safety tips to keep in mind:

●Obey speed limits.&nbsp;Drivers tend to overestimate the time saved by speeding. You’d have to travel 100 miles to save roughly 5 minutes, moving at 80 mph instead of 75 mph. Speed kills and isn’t worth the cost. And recent&nbsp;AAA&nbsp;Foundation research&nbsp;shows that small speed increases were enough to raise a driver’s risk of severe injury or death.

●Out of sight, out of mind. Stow your smartphone away, turn it to airplane mode, or activate call/text blocking features like Apple’s Do Not Disturb.

●Only drive sober. If you consume marijuana, alcohol, or use potentially impairing prescription medications, then don’t drive. And if you’re going to drive, then don’t consume these substances.

●Stay alert. Stop driving if you become sleepy because you could fall asleep at any time. Fatigue impacts reaction time, judgment, and vision, causing people who are very tired to behave in similar ways to those who are drunk.

The annual TSCI identifies attitudes and behaviors related to traffic safety. The survey data are from a sample of more than 2,800 licensed drivers ages 16 or older who reported driving in the 30 days before the survey, which was administered between Oct. 23 and Nov. 23, 2020. You’d have to travel 100 miles to save roughly 5 minutes, moving at 80 mph instead of 75 mph. Speed kills and isn’t worth the cost. And recent&nbsp;AAA&nbsp;Foundation research&nbsp;shows that small speed increases were enough to raise a driver’s risk of severe injury or death.●Out of sight, out of mind. Stow your smartphone away, turn it to airplane mode, or activate call/text blocking features like Apple’s Do Not Disturb.●Only drive sober. If you consume marijuana, alcohol, or use potentially impairing prescription medications, then don’t drive. And if you’re going to drive, then don’t consume these substances.●Stay alert. Stop driving if you become sleepy because you could fall asleep at any time. Fatigue impacts reaction time, judgment, and vision, causing people who are very tired to behave in similar ways to those who are drunk.The annual TSCI identifies attitudes and behaviors related to traffic safety. The survey data are from a sample of more than 2,800 licensed drivers ages 16 or older who reported driving in the 30 days before the survey, which was administered between Oct. 23 and Nov. 23, 2020. The Saline County Road and Bridge Department has announced the closing of N. Holmes Road for drainage work.

N. Holmes Road will be closed to through traffic from Humbargar Road to Ottawa Road starting Friday for the replacement of a cross-road drainage structure. Weather permitting, the roadway should be opened by Jan. 14. 

 Local traffic is asked to find alternate routes around the project area.  Local and emergency traffic will be provided access to private property within the sections of closed road at all times but only from the side upon which the property lies.

On Oct. 23, 4-H members attended the annual Central Kansas District (CKD) 48 Hours of 4-H and Officer Training and Family Event.&nbsp;

The event is held soon after the beginning of a new 4-H year, which starts every year on Oct. 1. This year’s event was held at Smoky Valley High School (SVHS).

The day started with attendees participating in service projects. These activities went from 10 a.m. to noon. This was for 48 Hours of 4-H, which is an event that encourages 4-Hers to help their communities for a whole weekend.&nbsp;

A few senior members of the Smoky View 4-H Club led service projects.&nbsp;

Kayla Norberg, a member of the Smoky View 4-H Club, led one of the service projects where she guided other 4-Hers in making pumpkin baskets. Candy will be put into the pumpkin baskets, and they will be delivered to Bethany Home, the local nursing home.&nbsp;

Hensli Lofdahl and Brynna Anderson took donations that would be given to the Dala Pantry -- a food bank in Lindsborg. They also had 4-Hers decorate bookmarks that will be given to the Soderstrom Elementary School in Lindsborg.

Attendees could eat lunch at the school, if they wanted to.&nbsp;

After lunch, the Officer Training and Family Event began. 4-H members attended classes in which they learned how to work in their officer positions so they could be successful in this 4-H year. After a first round of classes, attendees had two other sessions to attend. They could choose from classes about creating quiz bowls or contests for their clubs; financial responsibility; Club Days; making a brownie mix in a jar; résumé writing; volunteering; and Science, Technology, Engineering, and Math (STEM) experiments, among others.&nbsp;

4-H members participate in Central Kansas District officer training

Schwan’s Company and construction crews used an unconventional way to install its climate control systems on the new expansion at its pizza plant in Salina. 

On Saturday and Sunday, they used helicopters to lift more than 50 heating, ventilation and air-conditioning (HVAC) units onto the roof of the new facility.

“Due to the size of both the building and the HVAC units, using helicopters was the safest and most efficient way to install the units,” said Salina’s Senior Director of Manufacturing Chris Wiseman, adding that on smaller projects, cranes would be used.

The HVAC units, some of which weigh more than 17,000 pounds, will be used for heating, cooling and humidity control of the facility.

The HVAC install is part of the 400,000-square-foot expansion to the existing pizza plant. Schwan’s Company, a leading food producer in the United States, announced the expansion project in August 2020. Construction on the facility began in September 2020 and will continue throughout 2022. Schwan’s expects to be making pizza in the new expansion by the end of next year.

The expansion, which is part of a major investment in Salina, will include automated state-of-the-art pizza-production lines, shipping and receiving docks, and office space. The company already employs approximately 1,000 people at its current 550,000-square-foot production facility and distribution center in Salina. Burns &amp; McDonnell — a 100% employee-owned engineering, architecture and construction company — is designing and building the expansion.

 </figure>Schwan’s Company and construction crews used an unconventional way to install its climate control systems on the new expansion at its pizza plant in Salina. On Saturday and Sunday, they used helicopters to lift more than 50 heating, ventilation and air-conditioning (HVAC) units onto the roof of the new facility.“Due to the size of both the building and the HVAC units, using helicopters was the safest and most efficient way to install the units,” said Salina’s Senior Director of Manufacturing Chris Wiseman, adding that on smaller projects, cranes would be used.The HVAC units, some of which weigh more than 17,000 pounds, will be used for heating, cooling and humidity control of the facility.<figure>

 </figure>The HVAC install is part of the 400,000-square-foot expansion to the existing pizza plant. Schwan’s Company, a leading food producer in the United States, announced the expansion project in August 2020. Construction on the facility began in September 2020 and will continue throughout 2022. Schwan’s expects to be making pizza in the new expansion by the end of next year.The expansion, which is part of a major investment in Salina, will include automated state-of-the-art pizza-production lines, shipping and receiving docks, and office space. The company already employs approximately 1,000 people at its current 550,000-square-foot production facility and distribution center in Salina.
