ELLSWORTH COUNTY—Two people were injured in an accident just before 7:30 p.m. Saturday in Ellsworth County.

The Kansas Highway Patrol reported a 2015 Mazda 3 Grand Touring driven by Jose S. Medina, 26, Phoenix, Ariz., was fleeing law enforcement westbound in the 700 Block of Avenue N just east of 7th Road.

The driver lost control of the vehicle. It traveled into the ditch and rolled.

EMS transported passengers Destiny Lorraine Armstrong, 18, Glendale, Ariz. and&nbsp;Kennedy, Alaina Ann Kennedy, 31, Council Bluffs, Iowa, to the Ellsworth County Medical Center. Medina was not injured. Kennedy was not wearing a seat belt, according to the KHP.

Authorities have not released details on what prompted the chase.

Wednesday is National Stress Awareness Day, and I don’t know a single person who hasn’t been deeply stressed over the past few years. 

Maybe as you’re reading this, you’re on coffee number four or still trying to process the latest scary economic news headline.

But what if I told you stress itself is actually not the problem?

That’s right. Stress is good for us. Feeling stressed during performances or work events shows that your body and brain are working. They’re taking care of you and making sure you’re prepared to achieve your goals. It’s normal and good to be stressed when you’re taking tests or giving a presentation because when you get stressed, your body kicks into “fight, flight or freeze” mode, and you go about solving (confronting or avoiding) the challenge.

But your body can’t handle being in fight, flight or freeze all day every day. If stress is pervasive (you’re stressed about multiple things) and persistent (you’ve been stressed for a long time), your stress may become toxic. So today, I want to help you identify and work through toxic stress.

Toxic stress is the result of having too much going on at once and being in fight, flight or freeze mode for so long that our bodies finally say, “Enough!”

We know we’re dealing with toxic stress when we start feeling like everything’s pointless. We start isolating ourselves or choosing addictive actions like drinking, doing drugs or inhaling every gummy worm, burger and bag of chips we can get our hands on (been there). Toxic stress can result in numerous physical and psychological issues like high blood pressure, heart problems, inability to focus, anxiety, depression and a whole lot more.

But there is a healthy way to deal with stress and pursue wellness no matter how many stressors you have — so here are my top five tips.

Before you reach for the carbs and try to numb out your feelings with 10 hours of “Law and Order” or endless internet scrolling, do one or all of these five things:

1. Write down what’s stressing you out

Sometimes getting it all out of your head and onto paper can make a world of difference, so go ahead and make a list of everything that’s contributing to your feelings of stress. Once you see it all laid out, you’ll be able to make informed choices about what you can deal with today, what doesn’t need to be addressed today, and what’s out of your control.

2. Learn to control your thoughts and actions

The only things you truly have control over are your own thoughts and actions — and yes, you can learn to control your thoughts. Thoughts will automatically come into your mind (you can’t control that), but you can control what you do with them once they’re in there. My favorite strategy when I’m hit with a thought I don’t like is to loudly say “nope” and then intentionally think of something better. It’s awkward and a discipline that takes time to learn, but it is possible.

And since you can control your actions, you can also choose what you do and what you focus on. You can stop reading the news and start a gratitude journal instead. You can choose to go for a walk outside instead of listening to so many true crime podcasts that you start thinking everyone you know is a serial killer.

Mental, physical and spiritual health are all interwoven and connected, so when you do something that’s good for your body, you’ll also help your mind and soul, and vice versa. A few simple ways to take care of your health are eating well, exercising (just move your body—it doesn’t have to be CrossFit), journaling, spending time in meditation and prayer, and getting plenty of sleep.

We all need to have other people in our lives. Stress can make us want to isolate ourselves and tune out the world, but relationships and community are absolutely essential to us as human beings.

You’ve heard of an emergency fund for your finances — well, people are an emergency fund for life. Find ways to actively connect with people, whether that’s having dinner with a friend, visiting your family, or joining a club or group with people who share your interests. I get that relationships aren’t always easy, but they’re worth your time—I promise.

If you’re struggling to identify what’s making you feel stressed, or you’re experiencing addiction, out-of-control thoughts or toxic relationship patterns, find someone to talk to. A professional can help you figure out the why behind your feelings and unpack any trauma you may or may not know you have.

At the end of the day, know that you’re not crazy, damaged or alone. In most cases, you are normal, and there’s a light at the end of the tunnel. So put in the work it takes to be well. You’re worth it!

DELONY: Five tips for dealing with toxic stress

CONCORDIA - It was a gift with multiple benefits.

Thanks to a donation from an anonymous donor, 15 trees were planted on the Concordia campus of Cloud County Community College on Friday.

“We are incredibly grateful to the generous donor who provided the trees,” said Heather Gennette, Director of the Cloud County Community College Foundation. 

Trees planted included three frontier elms, six greenspire lindens, three shademaster locusts, one river birch, and three royal prince oaks.

“This will be a beautiful addition to the college, and to have the assistance of the students and children from our daycare was very special.&nbsp;They will be able to come back to campus and watch the trees grow and change over the years.”

The children from the college's Children's Learning Center had the opportunity to both observe the trees being planted and to hear about the trees from Shane Kisby of Republican Valley Landscape.

Freedom of speech is the best-known First Amendment freedom. But free speech faces urgent and important questions, particularly around hostile or hateful expression and how, or if, it should be moderated by the government.

Nadine Strossen, former president of the American Civil Liberties Union and New York Law School’s John Marshall Harlan II professor of law, emerita, and Thane Rosenbaum, Distinguished University Professor at Touro College, recently shared their differing views on hate speech.

Because the First Amendment protects hate speech, U.S. laws don’t define the term. It remains open to interpretation.

Is hate speech any idea or view that is not mainstream? Is it speech that offends or insults a particular person or group? Or must it go further and cause harm to the target?

Strossen says because hate is an emotion, hate speech is subjective. What one person might consider loving words, someone from a different background with different beliefs could see as hate. This makes it difficult, if not impossible, to regulate.

To Rosenbaum, though, hate speech can be objectively identified: It’s when speech or expression is no longer trying to convey an idea or message, but aimed only at shutting others down. For Rosenbaum, hate speech is an act of violence to intimidate, scare and ensure others are too afraid to participate in conversation.

WHEN ARE WORDS OR EXPRESSIONS NO LONGER PROTECTED SPEECH?

Some types of speech can cause harm, Strossen acknowledges. But freedom of speech was never absolute. Types of expression connected to physical harm, like direct threats, do fall into categories of speech that are not protected by the First Amendment.

But, Rosenbaum says, science now shows when words are used as weapons, they “actually cause harm, not just mental harm, but physical sickness.” Words weighted with that kind of harmful intent, Rosenbaum says, should no longer be protected either.

WOULD ANTI-HATE SPEECH LAWS PROTECT OR DIMINISH FREE SPEECH?

One argument is that laws to curb hate speech would protect free speech because they could limit the ways hateful speakers shut others down or scare others so they are too afraid to speak. As Rosenbaum says, “The enemy of free speech is no longer the government. It’s the people.”

However, Strossen and others argue hate speech laws are “very blunt tools.” Even if well-intentioned, where they have been tried in practice, they tend to be used to limit the rights of the very people they’re designed to protect — like those who disagree with government. And they don’t successfully limit hateful ideologies.

HOW SHOULD WE DEFINE THE LINE BETWEEN PROTECTED SPEECH AND PUNISHABLE SPEECH?

The United States is the only Western democracy that does not categorically punish hate speech, Rosenbaum notes. He shared examples of hate speech that should be punished because they are not what the Founding Fathers believed to be free speech: Nazis marching in areas where many Holocaust survivors live or&nbsp;<a href="https://www.freedomforuminstitute.org/2017/08/15/freedom-is-best-response-to-white-supremacy-hatemongers/" target="_blank">white supremacist marchers taking to the streets with tiki torches at a 2017 rally in Charlottesville, Va.</a>

To Rosenbaum, it would protect vulnerable and marginalized communities better to limit these types of actions. When asked whether we want the government to decide when speech crosses the line, he noted that the government would not be deciding — people sitting on juries would.

But for Strossen, laws should limit only behaviors, not beliefs, which requires protecting even abhorrent speech. And, she countered, protest permits issued by the city of Charlottesville did not authorize&nbsp;<a href="https://www.freedomforuminstitute.org/2017/08/15/podcast-charlottesville/" target="_blank">some of the actions seen that day</a>.

For many of the more than 3,000 Americans surveyed for “Where America Stands,” though, there is one point with strong agreement: Free speech is important. And like Strossen and Rosenbaum, many might agree that hate is antithetical to a democratic society.

The questions and complexities lie in between. But that’s the beauty of the First Amendment: We get to have the conversation. And that is central to our democracy.

FIRST FIVE: Two views on hate speech

The City of Salina has announced additional fiber optic line work.

Eli Drilling will be placing Bluebird underground fiber optic lines starting at the intersection of South Street and S. Santa Fe Avenue. Work will continue westerly on the south side of W. South Street to S. Ninth Street where crews will then transition to the north side of the road, working towards the intersection of Montrose Street and W. South Street.

Work will be in grass areas with minimal sidewalk closures. No road closures are expected at this time.

The fiber optic cabling and related facilities will connect existing cell towers and future 5G cell towers providing exceptional cell service and high speed networks.

Work is this area will continue until Friday.

Rolling Hills Zoo will usher in a new era at the zoo when it breaks ground on a new exhibit Nov. 12.

The zoo plans to break ground for The Pride of the Prairie exhibit at 3 p.m. Nov. 12. The groundbreaking is open to the public.

Mimicking the savanna grasslands of Africa, the native tall grass prairies of Kansas serve as the inspiration for Rolling Hills Zoo’s newest experience which will encompass nearly 20,000 sq. ft. and will feature a new indoor space, additional off-exhibit housing, and an up-close and personal 180 degree lion viewing cave, according to information from the zoo.

“Few animals are more iconic to, or representative of, grassland ecosystems than the African lion,” said Ryan VanZant, RHZ executive director. “At Rolling Hills Zoo we could not ask for a better species to serve as an ambassador for the decline in grassland habitats taking place worldwide. We are excited to bring The Pride of the Prairie lion experience to life this spring!”

Additional highlights of this new addition include opportunities for guests to experience being directly underneath a 450 lb. lion, or coming nose to nose with her at one of the windows within the cave. A special training window inside the cave will also allow guests to be just feet away as animal care staff safely perform daily husbandry with the lions, all part of the exemplary care given to each animal at the zoo, Rolling Hills Zoo noted in a news release.

One of the most exciting features of The Pride of the Prairie will be additional housing to introduce a male to the zoo’s pride. This building will include a viewing window for guests to observe as the new lion is safely introduced to the pride (which could take several years). In the future this space could serve as a den for a lioness and her cubs during their first few months of life, while offering a “first look” of the new cubs.

Wanting to do their part to ensure that Rolling Hills Zoo continues to thrive for the enjoyment of future generations, Bill Graves and Martha Graves Reese, of the William H. Graves Family Foundation, donated a gift of $250,000 to serve as the foundation for a one-to-one challenge to fully fund The Pride of the Prairie experience. Thanks to contributions of literally hundreds of donors, businesses, and foundations, the challenge has been met and construction will begin in November.

The water&nbsp;recreation season in Kansas officially runs from April 1 to Oct. 31, as do the&nbsp;harmful algae blooms (HAB)&nbsp;response program's active operations. This year, the season ends with some water bodies still on active advisory. These advisories will be lifted in consultation with lake managers when blooms have dissipated.&nbsp;However, we know that risks may extend past the recreation season, for example, for&nbsp;hunting dogs. Kansans should remain vigilant year-round.&nbsp;&nbsp;

A HAB may look like foam, scum or paint floating on the water and be colored blue, bright green, brown or red. Blooms can develop rapidly; if the water appears suspicious or there is decaying algae on the shore, avoid contact and keep dogs away. These toxins can be absorbed by ingestion, inhalation of aerosols and even skin contact. Symptoms vary depending upon the type of exposure (e.g.&nbsp;direct contact, ingestion, inhalation) but can include rash, vomiting, diarrhea, fever, sore throat, and headache. When a warning is issued, KDHE recommends the following precautions be taken:

●Lake water, regardless of blue-green algae status, should never be consumed by humans.

●Fish may be eaten if they are rinsed with clean water and only the fillet portion is consumed, while all other parts are discarded.

●If lake water contacts skin, wash with clean water as soon as possible.

 ●Avoid areas of visible algae accumulation.

A&nbsp;watch status&nbsp;means that blue-green algae have been detected and a harmful algal bloom is present or likely to develop. People are encouraged to avoid areas of algae accumulation and keep pets and livestock away from the water.

During the watch status, KDHE recommends the following precautions be taken:

●Signage will be posted at all public access locations.

●Water may be unsafe for humans/animals.

●Avoid areas of algae accumulation and do not let people/pets eat dried algae or drink contaminated water.

●Swimming, wading, skiing and jet skiing are discouraged near visible blooms.

●Boating and fishing are safe. However, inhalation of the spray may affect some individuals. Avoid direct contact with water, and wash with clean water after any contact.

●Clean fish well with potable water and eat fillet portion only.

KDHE investigates publicly-accessible bodies of water for blue-green algae when the agency receives reports of potential algae blooms in Kansas lakes. Based on credible field observation and sampling results, KDHE reports on potentially harmful conditions.

If you observe a scum or paint-like surface on the water, small floating blue-green clumps or filaments in the water, or if the water is an opaque green, avoid contact and keep pets away. These are indications that a harmful bloom may be present. Pet owners should be aware that animals that swim in or drink water affected by a harmful algal bloom or eat dried algae along the shore may become seriously ill or die.

Derby man has been sentenced to 30 years in prison for attempted first-degree murder of law enforcement officers during a 2019 armed robbery, Kansas Attorney General Derek&nbsp;Schmidt&nbsp;said announced.

Colt Francis Wright, 30, of Derby, was sentenced in Saline County District Court. District Court Judge Patrick Thompson sentenced Wright to 30 years in a Kansas Department of Corrections facility on three counts of attempted first-degree murder with a firearm and one count of aggravated battery. Wright was also ordered to pay $2,596 in restitution. Wright pleaded guilty to the charges in March.

The incident occurred Feb. 5, 2019, in Saline County. Wright carjacked a vehicle at the Kwik Shop located at 305 W. Schilling Road and led law enforcement in a pursuit that ended when&nbsp;Wright crashed at the intersection of N. Whitmore Road and Country Club Road. 

Wright&nbsp;fired multiple rounds at law enforcement during the pursuit.&nbsp;A deputy and police officer discharged their duty weapons after the crash when Wright exited the vehicle with a handgun.

TOPEKA&nbsp;–&nbsp;The Cold Weather Rule, designed to help Kansans who are behind on their utility payments avoid disconnection during the winter months, will begin on Monday and remain in effect through March 31.While the Cold Weather Rule is in effect, utility companies cannot disconnect a customer's service when local temperatures are forecast to drop below 35 degrees within the following 48-hour period. The Kansas Corporation Commission, the agency that regulates public utilities in the state, implemented the rule in 1983 to prevent utility companies from disconnecting a customer's natural gas or electric service during periods of extreme cold.The Cold Weather Rule also requires utility companies to offer a 12-month payment plan to allow consumers to maintain or re-establish service. Any residential customer with a past due balance will qualify for payment arrangements; however, it is the customer's responsibility to contact their gas or electric company to make those arrangements.Payment plan terms to maintain or restore service require that customers agree to pay 1/12th of the total amount owed, 1/12th of the current bill, the full amount of any disconnection or reconnection fee, plus any applicable deposit to the utility.
