A Salina man was cited for inattentive driving after a three-vehicle wreck Tuesday morning.

Salina Police Captain Paul Forrester said this morning that Eric Deherrera, 42, of Salina, was eastbound on E. Crawford Street near the intersection with Lewis Avenue in a 2011 Dodge Charger when he rear-ended a 2004 Chrysler Pacifica that was stopped in traffic. The Pacifica was driven by Rebecca Ragan, 46, of Salina.

The impact forced the Pacifica into the back of a 2004 Buick Century driven by Maxwell Scheffler, 59, of Salina, Forrester said.

The accident occurred at approximately 7:35 a.m. Tuesday.

An 11-year-old boy was a passenger in the Charger and a 13-year-old boy was a passenger in the Century, according to Forrester.

No one suffered major injuries, he added.

The Charger sustained major front-end damage and was towed from the scene. The Pacifica sustain both front- and rear-end damage and was towed from the scene. The Century sustained rear-end damage and was removed by Scheffler. 

Forrester said Deherrera was cited for no proof of insurance, no driver's license in possession, and inattentive driving. Scheffler was cited for no proof of insurance, Forrester said.

Inattentive driving blamed for three-vehicle wreck

A Salina man was arrested after a high speed pursuit through the&nbsp; northwest part of the city Tuesday morning.

Salina Police Captain Paul Forrester said this morning that an officer observed a black 2009 Acura traveling westbound on Bishop Street at 41 mph in a 30 mph zone at approximately 10 a.m. Tuesday. The officer attempted to stop the car, but it continued and a pursuit ensued in that area, with speeds sometimes reaching 65 mph, Forrester said.

The driver, identified as Kaleb Beaugh, 28, of Salina, finally stopped in the 100 block of Baker Street, Forrester said. With him was a 27-year-old female passenger.

Beaugh was arrested on the following requested charges, according to Forrester.

Kansas Gas Services personnel will be prepping the area of the gas leak for permanent repairs, which are scheduled for Monday, a company spokesperson told Salina Post this afternoon. 

At that time,&nbsp;the area will be reduced to one lane of traffic as Kansas Gas Service completes the work. Motorists are encouraged to use caution while driving in the area.

Impact to customers' gas service is not anticipated, the spokesperson said.

Kansas Gas Service crews were to continue repairs this morning on a line that spewed gas in central Salina Tuesday evening.

A spokesperson for Kansas Gas Service told Salina Post this morning that at approximately 6 p.m. Tuesday, Kansas Gas Service crews responded to a hit line damaged by a third party at S. Ninth Street and W. South Street.

Those streets were expected to be reduced to one lane of traffic while work was completed today, the spokesperson said. As of 9:45 a.m. Wednesday, no one was seen working in the area.

There were no interruptions to natural gas service to any customers, according to the spokesperson.

An apparent major gas leak shut down part of S. Ninth Street Tuesday evening.

The leak appeared to be near the S. Ninth Street/W. South Street intersection. Shortly before 7 p.m. a strong gas odor could be detected as far north as the City-County Building at 300 W. Ash Street, where workers were preparing for the conclusion of the election in Saline County.

As of approximately 9:45 p.m. Tuesday, crews appeared to still be working near the S. Ninth Street/W. South Street intersection, and a gas odor was still detectable.

Salina Post will have more information when it becomes available.

UPDATE: Permanent repairs to damaged gas line set for Monday

One of the funny things about getting older is how it warps our perception of time. When we’re young and nearly every experience is new, time moves slowly. As we age, however, there are fewer and fewer things we haven’t experienced, our schedules become more predictable and the days seem to meld together. I think it’s fair to say most of us were coasting along as time gradually picked up speed until about March of 2020. Suddenly days felt like weeks and weeks felt like years as uncertainty and routines were up ended. This warped version of reality seems to be receding because somehow it’s now November and I’m wondering what happened to October. Halloween is over and the winter holiday season is approaching fast. We’ll even turn back time, literally, in a few days, but that’s a topic for another time. Perhaps the most encouraging sign we’re all finding in our routines is knowing the first weekend in December means the 103rd&nbsp;Kansas Farm Bureau annual meeting will be held in-person in Manhattan Dec. 4-6. It’s a time to enjoy food and fellowship as we celebrate another year, honor those who’ve made important contributions to agriculture and hear from elected officials. Of course, there will be plenty of time for conversations and networking in the hallway with friends, both new and old. There’s value for every one of the several hundred participants who will be in attendance, whether they raise crops or livestock. Kansas native Dale Moore will deliver the keynote address. Moore grew up on a southwest Kansas livestock, hay and grain farm, and has decades of experience representing agriculture in our nation’s capital where he now serves as executive vice president at the American Farm Bureau Federation. I’m looking forward to hearing what he has to say on the current state of agriculture. Just as it’s important to recognize past achievements, Kansas Farm Bureau’s annual meeting also sets the agenda for the next year. The business session will focus on what comes next — what plans and policies are important to helping members as we move into the future. These issues will be decided by Kansas farmers and ranchers based on a year-long process where members have multiple opportunities to raise concerns and vet proposed resolutions. This transparent, deliberative process can feel like it takes forever to address issues, but that’s by design. The development process forces us to look beyond immediate complaints to five or 10 or even 50 years from now. That may sound like a long time to some, but for others years can disappear faster than they ever imagined. I hope you’re able to get away from the farm so you can join us as we celebrate another year of achievement and lay the groundwork for success in 2022. It will be good to be together again, and we can get back to our old routine.

INSIGHT: Return to routine

OCCK Transportation is making changes to the KanConnect fixed route bus service in order to better serve passengers.&nbsp;

Starting Friday, KanConnect will run on Fridays each week with additional stops.

The KanConnect bus service will have two bi-directional trips each Friday.&nbsp; The first route will start in Abilene at the OCCK office at 8:30 a.m., then head west to West Stop West, then to Frontier Estates, with another stop at Country Mart, before heading out of town to Salina.&nbsp; In Salina, the bus will stop first at Walmart and then stop at S. Seventh Street and W. Walnut Street and then head back to Abilene to the same stops.&nbsp; This route will do this loop twice and finish in Abilene around 3:35 p.m. each day.

OCCK’s Abilene to Salina weekly route, KanConnect, to change

Salina Area Technical College has been named one of the top 150 two-year colleges in the United States by the Aspen Institute, and is now eligible to compete for the $1 million Aspen Prize for Community College Excellence.

The colleges selected for this recognition stand out among more than 1,000 two-year colleges nationwide for having high and improving levels of student success, as well as equitable outcomes for Black and Hispanic students and those from lower-income backgrounds.

This is the seventh consecutive time Salina Tech has made the Aspen Institute’s list.

“By many measures, two-year colleges in Kansas out-perform similar institutions across the country, and Salina Tech routinely leads Kansas in metrics such as graduation rates, job placement and overall student success,” said Salina Tech President Greg Nichols. “This recognition is the result of years of work by our faculty and staff, continuously looking at how we can improve what we do.”

Among the criteria the Aspen Institute examined were the overall three-year graduation rate, the three-year graduation rate among students of color, and the three-year graduation rate among low-income students.

In each of those cases, Salina Tech scored way above the national averages, even for those 150 top colleges. Salina Tech’s three-year graduation rate is 70.9 percent, compared to a national average of 45.2 percent. Among students of color, Salina Tech’s graduation rate is 64.3 percent, compared to a national average of 39.6 percent. And among low-income students, Salina Tech’s graduation rate was 52.5 percent, compared to a national average of 26.4 percent.

The Aspen Prize spotlights exemplary community colleges in order to elevate the sector, drive attention to colleges doing the best work, and discover and share highly effective student success and equity strategies. Since 2010, Aspen has chosen to focus intensively on community colleges because they are—as First Lady Jill Biden stated at the 2021 Aspen Prize ceremony—“a powerful engine of prosperity.”

SALINE COUNTY—One person was injured in an accident just before 4p.m. Tuesday in Saline County.

The Kansas Highway Patrol reported a 2006 Honda Ridgeline driven by Robert Laham, 60, Boulder, Colorado, was eastbound on Interstate 70 eight miles west of Salina.

The vehicle entered the center median, crossed the westbound lanes of Interstate 70, traveled down the embankment on the north side of the highway,&nbsp; vaulted over a guard rail, continued eastbound and struck a 2004 Western Star semi driven by Kirk G. Maas, 55, Dwight, Kansas, at the bottom of the Hedville Road off ramp.

EMS transported Laham to Salina Regional Health Center. Maas was not injured. The KHP did not have complete seat belt usage information.

Driver hospitalized in Salina after violent I-70 crash

Parts of two streets will be closed this week for railroad crossing repairs.

The City of Salina announced today that S. Fourth Street south of E. Iron Avenue will be closed Wednesday and Thursday for railroad crossing repairs.

Additionally, Schilling Road between S. Ninth Street and and S. Ohio Street will be closed Friday and Saturday for railroad crossing repairs. The work is expected to be completed by Saturday evening. 

Local access on each side of the Schilling Road crossing will be allowed but motorists should find an alternate route while work is being performed. The signed detour route will be south to Water Well Road and back north on either S. Ohio Street or S. Ninth Street.

UPDATE: Saline County general election results; 55 of 55 precincts

A project months in the making became a reality today when workers began installing a new, electronic messaging sign in front of the Salina Public Library.

"We had been looking into the possibility of adding an electronic messaging sign for a while and with the new logo, it seemed like the right time to pursue the project," Amy Adams, Salina Public Library assistant director, told Salina Post.

Adams said the sign provides the library with another way to communicate with library patrons.

"If we are closed for holidays or bad weather, they can see that information clearly out front," she said. "We will highlight programs, like Summer at the Library, and new services, like Rosetta Stone, to increase awareness of everything available at Salina Public Library."

While the sign was placed today, electrical work still needs to be done before the electronic messaging component of the sign is functional.

Adams said the sign was the last major project of the library's rebranding.

"We are still working on a few minor projects, such as additional wayfinding signs through the interior of the building, that have been disrupted by supply chain issues," she said.

"We are very thankful to Nex-Tech, First Bank Kansas, the Zimmerman Family Foundation, and a Schwab Charitable Grant in honor of Peggy Roth for contributions that helped to make the new sign possible," she added.

The advisory was issued because of a loss of pressure in the distribution system. Failure to maintain adequate pressure may result in a loss of chlorine residuals and bacterial contamination.

Public water suppliers in Kansas take all measures necessary to notify customers quickly after a system failure or shutdown. Regardless of whether it’s the supplier or KDHE that announces a boil water advisory, KDHE will issue the rescind order following testing at a certified laboratory.

Laboratory testing samples collected from the City of Peabody indicate no evidence of bacteriological contamination and all other conditions that placed the system at risk of contamination are deemed by KDHE officials to be resolved. &nbsp;

HERINGTON - A minor earthquake rattled part of Dickinson County early this morning.

According to the Kansas Geological Survey, a 2.4 magnitude quake struck just northwest of Herington at 12:04 a.m. Tuesday. The quake was centered east of Union Road between 600 Avenue and Kansas Highway 4.

Salina Wedding Fair set for February

OCCK Transportation is pleased to announce that Rena Bishop, supervisor at OCCK Transportation, has won the first ever&nbsp;Kansas Rural Transit Assistance Program (RTAP) Rural General Public Bus Operator Silver Star Award.

The Kansas RTAP Rural General Public Bus Operator Silver Star Award was created to honor men and women who safely transport people in rural Kansas. This award is meant to celebrate the work of rural bus operators and everything they do each and every day for their communities.

Bishop has been with OCCK Transportation for 13 years, first as a driver before becoming a supervisor.

“I am thrilled to be the first Silver Award winner,” said Bishop.&nbsp; “It’s an honor to be recognized by KU RTAP for all of my hard work, dedication and commitment to public transportation.”

When asked what she loves most about her job, Bishop said, “I love the people we serve, the drivers, our team, basically, everything around me makes me happy.” Bishop recognizes the importance of transit drivers in her community by stating, “everything you do makes a difference in someone’s life.”

For the first time ever, Kansas RTAP sent out a call for nominations for outstanding transit drivers in the state of Kansas because they believe drivers are heroes in their communities and wanted to properly recognize them for their&nbsp;hard work, especially in the last year.

The mission of the&nbsp;Kansas Rural Transit Assistance Program&nbsp;is to improve the mobility of all rural Kansans through quality training and technical assistance to rural and specialized transit providers.&nbsp; Kansas RTAP is funded by the Federal Transit Administration (FTA) and the Kansas Department of Transportation (KDOT). RTAP services are offered in each state, with a national resource center for RTAP training materials housed at National RTAP

 </figure>OCCK Transportation is pleased to announce that Rena Bishop, supervisor at OCCK Transportation, has won the first ever&nbsp;Kansas Rural Transit Assistance Program (RTAP) Rural General Public Bus Operator Silver Star Award.The Kansas RTAP Rural General Public Bus Operator Silver Star Award was created to honor men and women who safely transport people in rural Kansas. This award is meant to celebrate the work of rural bus operators and everything they do each and every day for their communities.Bishop has been with OCCK Transportation for 13 years, first as a driver before becoming a supervisor.“I am thrilled to be the first Silver Award winner,” said Bishop.&nbsp; “It’s an honor to be recognized by KU RTAP for all of my hard work, dedication and commitment to public transportation.”When asked what she loves most about her job, Bishop said, “I love the people we serve, the drivers, our team, basically, everything around me makes me happy.” Bishop recognizes the importance of transit drivers in her community by stating, “everything you do makes a difference in someone’s life.”For the first time ever, Kansas RTAP sent out a call for nominations for outstanding transit drivers in the state of Kansas because they believe drivers are heroes in their communities and wanted to properly recognize them for their&nbsp;hard work, especially in the last year.The mission of the&nbsp;Kansas Rural Transit Assistance Program&nbsp;is to improve the mobility of all rural Kansans through quality training and technical assistance to rural and specialized transit providers.&nbsp; Kansas RTAP is funded by the Federal Transit Administration (FTA) and the Kansas Department of Transportation (KDOT). A Salina woman was injured in a two-vehicle accident Monday afternoon.

Salina Police Captain Paul Forrester said this morning that Linda Struble, 75, of Salina, who was eastbound on W. Crawford Street in a 2010 Lexus RX 300, had stopped and was waiting to turn left onto Broadway Boulevard when her vehicle was rear-ended by a 1999 Mercury Grand Marque driven by Jovany Hernandez, 29, of Salina.

The accident occurred at approximately 1:30 p.m.

Struble received minor injuries, but was not transported to the hospital, Forrester said.

The Lexus sustained rear-end damage, but Struble was able to drive it away. The Grand Marque sustained front-end damage, but was driven away by Hernandez.

Forrester said Hernandez was cited for inattentive driving.

At first glance the term “non-compete agreement” sounds like so much fancy legal jargon. While it&nbsp;is&nbsp;a legal matter, it’s not quite as intimidating as it sounds.&nbsp;

A non-compete agreement is a legal agreement between an employer and employee that says the employee can’t enter into competition with their employer during or after the time spent working for them. “Entering into competition” could mean working for a competitor, starting a separate company that could be seen as a competitor, giving away private info about the company, or a number of other things that could be bad for business.

The main purpose of a non-compete is to protect the company and its ideas or products. But non-compete agreements have a few pros and cons for the employees as well. We’ll get into those a little bit later.

If someone is pursuing a job that requires signing a non-compete, they’ll usually find out about it during the hiring process, right before they’re hired, or shortly after they’re hired. In some cases, an employer might decide to ask employees to sign one after they’ve been working at the company for a while, depending on changes in their role or workload, or changes in the company’s products.

The non-compete agreement might come in the form of a standalone document or a clause that’s part of a bigger contract. Both the employer and employee must understand and authorize the agreement&nbsp;before&nbsp;the employee signs it.

There are a few things non-compete agreements should have to be fair and legitimate for both employer and employee:

●A concrete date when the agreement will begin. 

●A reason for having the employee sign the agreement. 

●Concrete dates for when the employee can’t work competitively, plus the location that’s covered by the agreement. 

●Details about how the employee will be compensated for agreeing to the terms

Which Jobs Use Non-Compete Agreements?

There are a wide range of jobs that use non-compete agreements. Traditionally, these have been jobs that involve a lot of top-secret research or information. But these days, anyone who has insider knowledge about the company they work for could be asked to sign one. Employees who work in food or drink manufacturing, sales, IT, product development, publishing, news or any kind of creative field are all examples of people who this might apply to, but there are plenty of others.

●Protect trade secrets.&nbsp;This is a big pro for the company because it means employees won’t be able to share private info—like formulas, salaries, methods and practices, ideas, employee details, etc.—with competitors.

●Help lower turnover rates.&nbsp;Employees who don’t have any desire to switch jobs in the future may feel that an employer who requires them to sign a non-compete is a good match for them.

●Motivate employers to provide more costly training.&nbsp;If companies know their employees won’t take the skills learned from their training and use them to get a job at another company, employers may be more likely to invest more money into the training itself.

●Create less bargaining power for the employees.&nbsp;Some employees can feel like they don’t have as many possibilities when it comes to negotiating pay or looking for other opportunities if they sign a non-compete agreement.

●Cause employees to leave their field.&nbsp;Some employees feel restricted by non-compete agreements. As a result, they avoid jobs and career fields where they would have to sign one.

Non-Compete vs. Non-Disclosure Agreements

You might’ve heard these terms thrown around, and it can get confusing because they sound similar. But there’s a simple difference between the two: A non-compete agreement is a one-way street. It’s meant to prevent the employee from competing with the company in any way, or helping its competitors. A non-disclosure agreement is a confidentiality agreement that works both ways by keeping the employee from revealing sensitive info about the company&nbsp;and&nbsp;keeping the company from revealing sensitive info about their employees.

At the end of the day, non-compete agreements are pretty simple, but shouldn’t be taken lightly.&nbsp;You&nbsp;get to choose whether you sign one or not, but once you do, you’re responsible for sticking to the agreement you made.

If you’re asked to sign a non-compete agreement and you’re not sure if you understand the terms—or even if you do and just want to double-check that you read everything correctly—it’s a good idea to speak to an employment attorney. The Smoky Hill Museum's traveling exhibit is premiering right at home.

Museum personnel designed and produced Life in the Trenches, an exhibit that will be sent around Kansas, and its first stop is in the lobby of the Smoky Hill Museum, 211 W. Iron Avenue. The exhibit will be on display at the museum through Nov. 30.

The museum is open to the public at no charge from 11 a.m.-5 p.m. Tuesday-Friday and 10 a.m.-5 p.m. Saturday.

Life in the Trenches explores the human face of World War I and the miserable nature of trench warfare. This unique exhibit focuses on the harrowing first person accounts of Kansas soldiers’ lives in the trenches, according to information from the museum.

The exhibit is based on a previous temporary exhibit, In the Trenches, the Museum showed in 2018. That exhibit was about Company M of Salina. The new exhibit, Life in the Trenches, has morphed into a traveling exhibit focusing on the miserable nature of the trenches using vivid, first-hand accounts from Kansas soldiers of their ordeals, trials, and tribulations.
