Submitted Despite an ongoing tuberculosis (TB) outbreak in Wyandotte and Johnson counties, health officials say there is no indication of increased TB cases in Saline County.

According to the Kansas Department of Health and Environment (KDHE), the number of TB cases in Saline County remains consistent with annual trends, posing no elevated risk to the public.

In the past 12 months, the Saline County Health Department (SCHD) and KDHE have identified one active TB case earlier this year and 21 latent (inactive) cases—figures that align with what is typically seen in the area.

“While TB cases in Wyandotte and Johnson counties are getting attention, we want to assure our residents that what we’re seeing in Saline County is normal,” said Jason Tiller, Saline County Health Officer. “There is no immediate reason for concern. TB is preventable, treatable, and does not pose a general risk to the public.”

Tiller will discuss tuberculosis further on&nbsp;KINA&nbsp;at 10:30 a.m. on Saturday, Feb. 1.

	•	Latent TB:The bacteria are present but inactive, meaning there are no symptoms and it cannot be spread to others. Without treatment, however, it could become active.

	•	Active TB:The immune system cannot stop the bacteria from multiplying, leading to symptoms such as a persistent cough, weight loss, night sweats, fever, and fatigue.

Tuberculosis does not spread easily and requires prolonged, close contact with an infected person. It cannot be transmitted through handshakes, shared objects, or casual interactions.

TB is curable with antibiotics, typically taken over six to nine months. Once treatment begins, individuals with active TB become non-contagious within days to weeks and can resume normal activities while completing their treatment.

No official board action will take place. Superintendent finalists will be determined by the board and interviews will be scheduled&nbsp;February 11-14.

Saline County Jail Bookings, Jan. 30

A Salina man was arrested Tuesday morning following a disturbance at the 24/7 convenience store at 671 Westport Avenue.

According to Salina Police Capt. James Feldman, officers were dispatched to the scene around 6:30 a.m. and found 45-year-old Steven Davis attempting to assault another customer.

"The officer began giving verbal commands. Mr. Davis then aggressively went toward the officer and grabbed the officer," Feldman said. "The officer took him to the ground. As he was actively resisting, other officers and patrons helped secure Davis."

An investigation revealed that Davis had been disruptive for approximately 30 minutes before officers arrived.

"Davis started yelling that he needed to get money from the ATM. Due to his disruptive behavior, store management asked him to leave," Feldman said. "At that point, Davis began throwing displays and items to the ground and struck a 53-year-old male. The man was not injured."

Feldman said Davis then targeted a 32-year-old man from Palestine, Texas, who had exited the store’s bathroom. Davis reportedly demanded money, charged at the man, and struck him in the jaw. The victim defended himself and struck Davis, but Davis was uninjured.

After his arrest, Davis was transported to the hospital due to his behavior. While there, he allegedly continued to be combative and bit a security guard’s finger, causing a laceration. Officers also discovered cocaine and drug paraphernalia in Davis' possession.

Davis was booked into the Saline County Jail on charges of robbery, battery, assaulting a law enforcement officer, disorderly conduct, and possession of cocaine. No injuries were reported among officers or other patrons.

Aquifer levels in parts of western Kansas that rely on groundwater for everything from drinking to irrigation fell more than a foot last year, Kansas Geological Survey scientists said Tuesday.&nbsp;

The Kansas Geological Survey earlier this month completed its annual campaign to measure the&nbsp;<a href="https://kansasreflector.com/tag/ogallala-aquifer/">Ogallala Aquifer</a>, which supplies the western one-third of the state with water. The Ogallala, the largest underground store of freshwater in the nation, has&nbsp;<a href="https://kansasreflector.com/2025/01/16/kansas-governor-proposes-another-30m-to-address-dwindling-water-supply/">been declining for decades</a>&nbsp;because of overuse to irrigate crops in otherwise arid parts of the state.&nbsp;

According to preliminary data presented to the Kansas House Water Committee, aquifer levels in the groundwater management area covering southwest Kansas fell by 1.52 feet between January 2024 and this month, a larger drop than the 1.43-foot decline the year before.

Western Kansas’ management area saw a half-foot decline, on par with the year before.

Northwest Kansas, which has been struggling with dry conditions, saw the aquifer decline 1.34 feet, a far more significant drop than the 0.47-foot drop between January 2023 and 2024.

The figures are preliminary. The Kansas Geological Survey’s official report will be out in a few weeks, said Jay Kalbas, director of the survey.

Each year in January, the geological survey — with the help of local partners —&nbsp;measures hundreds of wells across western Kansas to assess the decline of the Ogallala Aquifer. The effort takes them to remote parts of the state where they stomp through corn fields to get to isolated wells and measure them using steel highway tape.

This year, the surface of the water in one well was 485 feet.&nbsp;

“This is technically rigorous, difficult work,” Kalbas said. “It’s also physically rigorous and difficult work.”

The Ogallala Aquifer has been in decline since the mid-20th Century. After World War II, a boom in&nbsp;<a href="https://kansasreflector.com/2024/01/29/agriculture-built-these-high-plains-towns-now-it-might-run-them-dry/">groundwater irrigation transformed arid western Kansas</a>&nbsp;into an agricultural powerhouse. But the aquifer refills far more slowly than farmers are draining it, leading to a gradual decline.

Parts of western Kansas where the aquifer is especially deep still have decades of water left, while others are near dry already.

State lawmakers have begun&nbsp;<a href="https://kansasreflector.com/2024/06/13/time-for-a-reckoning-kansas-farmers-brace-for-water-cuts-to-save-ogallala-aquifer/">putting pressure on local groundwater managers</a>&nbsp;to make a plan to slow the decline.&nbsp;

But farmers don’t have to stop pumping groundwater to irrigate crops altogether, Kalbas said. The survey has developed estimates for how much producers need to reduce pumping to stabilize the aquifer.

Kalbas presented a graph showing farmers and other water users on one part of the aquifer needed to reduce pumping by 17.5% to stabilize the supply. Other parts of the aquifer might not need to cut back as much — or might need to reduce pumping even more.

“We don’t have to stop irrigating,” Kalbas said. “We don’t have to stop using our water. That resource is there for us to use. What we have to do, though, is define the specific amount of reduction that it takes…to achieve stability.”

But the aquifer refills far more slowly than farmers are draining it, leading to a gradual decline.Parts of western Kansas where the aquifer is especially deep still have decades of water left, while others are near dry already.State lawmakers have begun&nbsp;<a href="https://kansasreflector.com/2024/06/13/time-for-a-reckoning-kansas-farmers-brace-for-water-cuts-to-save-ogallala-aquifer/">putting pressure on local groundwater managers</a>&nbsp;to make a plan to slow the decline.&nbsp;But farmers don’t have to stop pumping groundwater to irrigate crops altogether, Kalbas said. The survey has developed estimates for how much producers need to reduce pumping to stabilize the aquifer.Kalbas presented a graph showing farmers and other water users on one part of the aquifer needed to reduce pumping by 17.5% to stabilize the supply. Other parts of the aquifer might not need to cut back as much — or might need to reduce pumping even more.“We don’t have to stop irrigating,” Kalbas said. “We don’t have to stop using our water. That resource is there for us to use. What we have to do, though, is define the specific amount of reduction that it takes…to achieve stability.”

The Salina City Commission voted Monday to reject a $1.5 million bid from Smoky Hill Construction for proposed upgrades to Jerry Ivey Memorial Park. &nbsp;

Salina Parks Director Jeff Hammond and designer Jim Schuessler of George Butler Associates presented the updated and scaled-down project to commissioners at its Monday meeting on Jan. 27. The project includes a new splash pad, a water wall feature, and a law enforcement memorial honoring the life and legacy of Jerry Ivey, a Salina police officer who died in the line of duty.

Commissioners cited concerns about the project’s rising costs, the need for multiple bids, and the impact of scope reductions on the splash pad's long-term value.&nbsp;&nbsp;

<a href="https://salinapost.com/posts/206560ae-b9b5-4d46-8ac0-d62cf1f01abf">The city originally approved the design and engineering for the project in August 2024</a>, with an early estimate suggesting costs of around $1.1 million. When bids opened in December, Smoky Hill Construction was the only bidder, submitting a proposal of $1.82 million—significantly above the original expected cost. &nbsp;

After reviewing potential reductions to bring overall costs down, the city worked with the designers at George Butler Associates (GBA) to adjust the project scope. The revised plan eliminated various features, including limestone seating, additional water cannons, and parts of the memorial plaza, reducing the bid to $1.5 million. &nbsp;

“We've maintained the integrity of the entire project and provided a high quality look. We did remove some of the esthetics, such as seating and some additional square footage by removing some of the requirements on the bid with the liquidated damages, the schedule, the requirements, electrical and stuff like that. So it really does maintain an exemplary, significant project for you in in your region,” Shuessler said. &nbsp;

Even with these reductions, the project still exceeded available funding. &nbsp;

Vice Mayor Mike Hoppock, who initially opposed the larger project, said he had reconsidered when costs appeared manageable but now believes the police memorial and splash pad should be separated into distinct projects.&nbsp;

“I'm disappointed. I don't think we're going to have a splash pad at Jerry Ivey Park yet this year for this summer, and that was my one thing that I was concerned about when we were doing the larger project,” Hoppock said. “The splash pad is something that the community uses, and anyone can use it all income levels, everybody. It's a highly used facility.”&nbsp;

Hoppock suggested researching recent splash pad projects to find a more cost-effective option, ideally in the $700,000 to $800,000 range.&nbsp;

Commissioner Bill Longbine expressed concerns about the rushed timeline for the bid process and the overall cost, suggesting a new approach allowing multiple bids and the opportunity to reintroduce features later.&nbsp;

“I would like to reject this bid and rebid the project, separate the projects to what we can afford right now, to separate the projects and bid them separately, with an add alternate for the water wall and rough in the plumbing,” Longbine said. “Put this whole thing back out for bid. I'm not in favor of cutting back and getting something we'll later regret.”&nbsp;&nbsp;

Relating to the law enforcement memorial, Longbine said he would like to see the project's scope expand. &nbsp;

“I would like to see us expand what we already have in the plans, you know, possibly involve the Sheriff's office and Kansas Highway Patrol, I think there's money available to contribute to that and make that world class,” Longbine said.&nbsp;

City Manager Mike Schrage explained that the initial plan was to replace the pond with a water feature. However, as discussions evolved and the existing splash pad failed mid-season, the city combined the three elements—the splash pad, water wall, and law enforcement memorial—into one project.

Schrage said the city was confident the project could be completed within budget but, in hindsight, should have included more alternatives and add-ons in the bidding process to assess market costs better.&nbsp;

“Now we find ourselves on the backside of that with not a lot of flexibility unless you want to go back and redesign and rebid,” Schrage said.&nbsp;

Shuessler cautioned that delaying the bid process could increase costs or require further reductions to key features.&nbsp;

"If we rebid this, there is a concern that costs will go up, or we will have to substantially cut the plumbing and filter systems to meet the budget,” Shuessler said. “ We will work hand in hand with the city to find a solution, but the longer we delay, the more potential cost.”&nbsp;

The commission reviewed funding options, including pulling from the Parks Maintenance Fund, using general fund reserves, or debt financing. Each option carried trade-offs, particularly if using maintenance funds meant delaying other park projects, such as improvements at Sunset Park and baseball field lighting upgrades.&nbsp;

Hammond noted that similar splash pad projects in Kansas and Missouri have cost between $800,000 and over $2 million, depending on features, filtration systems, and square footage.&nbsp;

Several residents voiced their support of replacing the splash pad.

“I use the spray park with my grandchildren, and I think the city should focus on making sure we get something that lasts,” said Salina resident&nbsp;Rosemary Mai.&nbsp;

The commission voted 5-0 to reject the current bid and direct staff to rebid the project with additional "add alternates" to better reflect the project's scope and allow commissioners to control costs more effectively.&nbsp;

The revised bid with additional add alternates is expected to be returned for commission review before being reissued for bids.&nbsp;

Saline County Jail Bookings, Jan. 29

Two adults and two teens were injured in an accident just before 4p.m. Tuesday in Saline County.

The Kansas Highway Patrol reported a 2024 Buick Encore driven by&nbsp; Marvin Leroy&nbsp; Steenbock, 83, Longford,&nbsp;merged onto northbound U.S. 81 from westbound Interstate 70.

The SUV turned left in front of 2017&nbsp; USD 405 Lyons school bus&nbsp; transporting the girls high school basketball team and driven by Lelisa Dawn&nbsp;  Gilbert, 29, Chase. The bus struck the Buick SUV.

After impact the SUV came to rest across the center median and left shoulder. The bus struck the guardrail and came to rest in the center median.

EMS transported&nbsp;&nbsp;Steenbock&nbsp; Gilbert and two teens on the bus to Salina Regional Medical Center. The drivers were properly restrained, according to the KHP.&nbsp; There were 23 occupants on the school bus.

SALINE COUNTY—The Kansas Highway Patrol is investigating an injury accident involving a USD 405 Lyons school bus in Saline County.

Just after 4p.m. Tuesday, Salina Police notified the KHP&nbsp;of a crash involving a school bus and a passenger vehicle that occurred slightly north of the Cloverleaf at the Interstate 135 and I-70 interchange. Multiple troopers responded to the scene.

The driver of the school bus and a couple of high school students were transported as a precaution due to slight injuries, none of which are significant.

According to a statement from USD 405, " Our high school girls basketball bus was in an accident on their way to Minneapolis. There were no apparent major injuries, although a couple were transported to the hospital for minor injuries. Parents have been notified."

The driver of the passenger vehicle was transported to the hospital with elevated, but non-life-threatening injuries, according to Trooper Ben Gardner.

By SALINA POST Two adults and two teens were injured in an accident just before 4p.m. Tuesday in Saline County.The Kansas Highway Patrol reported a 2024 Buick Encore driven by&nbsp; Marvin Leroy&nbsp; Steenbock, 83, Longford,&nbsp;merged onto northbound U.S. 81 from westbound Interstate 70.The SUV turned left in front of 2017&nbsp; USD 405 Lyons school bus&nbsp; transporting the girls high school basketball team and driven by Lelisa Dawn&nbsp; Gilbert, 29, Chase. The bus struck the Buick SUV.After impact the SUV came to rest across the center median and left shoulder. The bus struck the guardrail and came to rest in the center median.EMS transported&nbsp;&nbsp;Steenbock&nbsp; Gilbert and two teens on the bus to Salina Regional Medical Center. The drivers were properly restrained, according to the KHP.&nbsp; There were 23 occupants on the school bus.----------SALINE COUNTY—The Kansas Highway Patrol is investigating an injury accident involving a USD 405 Lyons school bus in Saline County.Just after 4p.m. Tuesday, Salina Police notified the KHP&nbsp;of a crash involving a school bus and a passenger vehicle that occurred slightly north of the Cloverleaf at the Interstate 135 and I-70 interchange. Multiple troopers responded to the scene.The driver of the school bus and a couple of high school students were transported as a precaution due to slight injuries, none of which are significant.According to a statement from USD 405, " Our high school girls basketball bus was in an accident on their way to Minneapolis. There were no apparent major injuries, although a couple were transported to the hospital for minor injuries. Salina is set to welcome its first indoor pickleball facility, “Salina Smash,” slated to open in February. The premier indoor pickleball courts will be at 1820 South Ninth Street Unit B, next to Sky Trampoline Park.

Jason Hardy, the general manager of <a href="https://salinasmash.com/?fbclid=IwY2xjawIGERxleHRuA2FlbQIxMAABHewKfYv2QvxIRhC1YxVdIs8dRFslYLT86vHF4zrSjQWRe7lo9dqqQD1HDw_aem_Mdgp8T3JN8JzJxcPt7O-Kw">Salina Smash</a>, was inspired by pickleball’s popularity in Wichita and wanted to provide Salina residents with an indoor, year-round option for enjoying the sport.

"It is really big here in Wichita and I wanted to grow the sport in some of the smaller communities," Hardy said. "Even when you have nice weather outdoors, if you don't have good windscreens, then your ball is&nbsp; just going to go everywhere." Hardy noted that an indoor facility allows for year-round tournament play, whether to support a good cause or simply to enjoy one of the fastest-growing sports in the country.

The facility will feature four professional-level indoor courts with plans to expand.

"We will have one or two table tennis games, a dart board, a pool table to keep people busy as they wait for games," Hardy said. "We will have small food plates and a full-service bar."

Ricky Skaggs & Kentucky Thunder to perform at Stiefel Theatre in April

The Salina Area Chamber of Commerce, in association with the NetWork Kansas ECommunity Partnership, announces that the USD 305 Youth Entrepreneurship Challenge will take place in Salina this March as part of the 2024-2025 Youth Entrepreneurship Challenge (YEC) series.

The competition will be held from 9 a.m. to 1 p.m. on Tuesday, March 4, at Salina Area Technical College, 2562 Centennial Road. 

The goal of the competition is to expose Kansas middle school and high school students to entrepreneurship.

“We are so excited to bring back the Youth Entrepreneurship Challenge to Salina this year. This competition empowers the next generation to dream boldly, innovate fearlessly, and build a future fueled by their own ideas,” Jaclyn Crow, Economic and Workforce Development Director of the Salina Area Chamber of Commerce said, “We welcome anyone in the community to stop by on March 4 and see all the wonderful businesses these kids have designed.”

Salina is one of many communities across Kansas hosting a locally organized event designed to give students hands-on entrepreneurship experience. The competition will involve students preparing a written business plan or executive summary, a “tradeshow” booth, and an elevator pitch or presentation.

The students will compete for $500 in prize money. Their work will be judged by local entrepreneurs, public-sector partners, teachers, or other adults. This is the tenth time Salina has brought this competition to its community.

“The YEC Series allows students to gain hands-on entrepreneurial experience and begin to deepen their connections to the local business community. Students are empowered through the process and begin to see entrepreneurship as a viable career option. The exponential growth of the YEC Series has reiterated that there is a hunger for youth entrepreneurship in Kansas,” says Bailee Henry, Manager, E-Community Programming.

During the 2023-2024 season, 1,159 students participated in 58 locally hosted entrepreneurship competitions as part of the YEC series. The 2024-2025 academic year marks the twelfth annual YEC Series coordinated by NetWork Kansas and the E-Community Partnership. 

The annual YEC series culminates in a statewide championship, where the top students from each local competition compete for prize money and other honors. The 2025 statewide championship will be held on April 17 at Kansas State University.

This competition is put on in partnership with NetWork Kansas, K-State Research and Extension, and K-State Center for the Advancement of Entrepreneurship.

Salina to host student entrepreneurship contest in March

Salina Police Department (SPD) officers are investigating the theft of a vehicle reported on Sunday afternoon in the 600 block of North 11th Street.&nbsp;

According to Capt. James Feldman, officers were dispatched around 2 p.m. after a 29-year-old male resident reported his red 2010 Ford Fusion stolen.&nbsp;

"The victim reported he had jump-started his vehicle and left it running, and went to check on something. When he came back, the vehicle was missing," Feldman said.&nbsp;

A witness in the area reported seeing a white female wearing a floppy light pink beanie and a black coat near the scene. SPD officers believe they may have identified the suspect and are actively searching for the vehicle valued at $6,000.

The stolen vehicle has a Kansas license plate number 968AGP.
