About the meeting
The Salina City Commission will hold its regular meeting on Monday April 27, 2026. The meeting will begin at 4:00 pm inside Room 107 of the City-County Building, 300 West Ash Street.

Public hearings and items scheduled for a certain time:
1. Conduct a public hearing and consider approval of Resolution No. 26-8351 and Ordinance No. 26-11280 relating to the levying of special assessments.
Consent Agenda:
1. Consider approval of the minutes of the April 13, 2026, regular meeting.
2. Consider authorizing the City Manager to execute an agreement for Excess Workers Compensation coverage with Midwest Employers Casualty Company for two years in the amount of $170,046.
3. Consider approval of Resolution No. 26-8350 appointing members to citizen boards, commissions, and committees.
4. Consider authorizing the acceptance of a Change Order to modify the Switches to be placed in the Modules supporting the City's fiber network upgrades.
5. Authorize the City Manager to execute Agreements for 2026 Vehicle and Equipment Rebids.
6. Consider awarding the bid for the 2026 Pavement Marking project to Traffic Management KS, Inc. of Topeka, KS in an amount not to exceed $104,687.36
Administration:
1. Consider a debt financing plan for 2026 General Obligation Bonds relating to Fire Station No. 4.
2. Consider authorizing the Mayor to execute a Development Agreement with the Salina Saline County War Memorial, Inc. for the construction of Public Improvements at the Sunset Park War Memorial.
3. Consider a recommendation to reject all bids for the Landfill Scales and Scale House Project, revise the project scope and bid documents, and rebid the project.
Development Business:
1. Consider approval of Ordinance No. 26-11282 rezoning the property at 663 Briarcliff Rd. (old Fire Station No. 4) to allow the building to be used as a City Facility Maintenance Operations site.
2. Consider approval of Ordinance No. 26-11281 rezoning Lots 1-8, Block 1 of the Replat of Nine South Addition from C-3 (Shopping Center) to PC-5 (Planned Service Commercial).
3. Consider approval of Ordinance No. 26-11283 amending the Wilbur PDD on the east side of Crawford Place to allow for SRH Advisors to construct a new office building.

Executive Session
1. I move the City Commission recess into executive session for 20 minutes to discuss the subject of legal considerations related to the City animal shelter with legal counsel based upon the need for consultation with an attorney for the public body which would be deemed privileged in the attorney-client relationship pursuant to K.S.A. 75-4319(b)(2).
