The City of Salina Public Works Department is having to install a new traffic signal cabinet and pedestrian signal pole due to an accident at the intersection of South Ninth Street and Saturn Avenue.

 Staff will have to work with multiple outside contractors to accomplish this and may take multiple days for the repair to be completed. 

Due to the repair, the intersection lights may be off, blacked-out, or in flashing red at times and portable stop signs will be used to help direct traffic through the intersection.

Reminder when approaching a blacked-out or flashing red light intersection, you should come to a complete stop, check all directions to ensure there is no traffic and proceed when clear.

The driver that approached the signal first determines the rightof-way. Both blacked-out and flashing red lights have the same meaning as a STOP sign.

The American Legion Boys State of Kansas is accepting applications for its 2024 session. The event is set to be held Sunday, June 2, through Saturday, June 8, at Kansas State University in Manhattan. This will be the program’s 32nd consecutive session at KSU and 86th overall.

Traditionally, Kansas Boys State is for individuals who will complete their junior year of high school in the spring just prior to the start of each session. However, the ALBSK program will again expand the pool of applicants for this year’s session to include those who will complete their sophomore year of high school this spring.

The American Legion Boys State of Kansas program provides a relevant, interactive, problem-solving experience in leadership and teamwork that develops self-identity, promotes mutual respect and instills&nbsp;civic responsibility to inculcate a sense of individual obligation to community, state and nation. Boys State is a “learning by doing” political exercise that simulates elections, political parties and government at the state, county and local levels, providing opportunities to lead under pressure, showcasing character and working effectively within a team. It’s also an opportunity to gain pride and respect for government and the price paid by members of the military to preserve democracy.

The cost to attend the Boys State of Kansas program is $375; however, in many instances, sponsors pay the majority of the fees, with the delegate or his family paying $50. Those wishing to attend the 2024 session should visit ksbstate.org to apply. The deadline to apply for the 2024 program is Tuesday, April 30; applications are accepted after that date, but on a space-available basis.

Applications for 2024 Boys State of Kansas Session Open

The City of Salina will host a special study session and open public forum Thursday to discuss homelessness&nbsp;

Julia Orlando, of Julia Orlando Consulting, a nationally recognized leader, professional speaker and consultant will present.

Christy McMurphy from the Kansas COC/ Kansas Statewide Homeless Coalition will also be attending to provide information on statewide initiatives.

The presentation should take about 45 minutes with a Question &amp; Answer session with the public to follow. The city encourages everyone interested in this topic to attend.

Salina public forum to address homelessness on Thursday

On Friday, January 12, at 2:00 p.m., the Salina Police Department will have a promotion ceremony at Kansas Wesleyan University, 100 East Claflin Ave., Salina. The ceremony will be at Peters Science Hall Auditorium.

Four leaders will be promoted to Police Captain and three to Police Lieutenant. 

The four Captain Promotions are Captains James Feldman, Rachel Larson, Mike Miller and David Villanueva.

Captain James Feldman started with the Salina Police Department in February of 1994. He graduated from Kansas State University in Criminal Justice/Sociology. Captain Feldman served as a Patrol Officer, Master Patrol Officer, Criminal Detective, and Drug Task Force Detective. Captain Feldman was promoted to Sergeant in June of 2014 and served as Criminal Detective Sergeant and Patrol Sergeant.

Captain Feldman was promoted to Lieutenant in January of 2019, and served in Internal Affairs/ Recruiting and Hiring. Captain Feldman is the Commander of the Detective Division.

Captain Rachel Larson started her career as a police officer for the Lee’s Summit, MO, Police Department in 2007. Captain Larson moved to Kansas where she became a Sheriff’s Deputy for the Saline County Sheriff’s Office from 2009-2011. Captain Larson was hired as a police officer for SPD at the end of 2011. 

During her time with the SPD, she has served as a patrol officer, FTO, DTF Detective, SWAT Team Operator, SWAT Assistant Team Leader, VIRTRA Instructor, CVSA Operator, Patrol Sergeant, and Training Center Sergeant. Captain Larson is the Commander of the Professional Standards Division.

Captain Mike Miller has been with the Salina Police Department since February of 1992. At SPD Captain Miller has served as a Patrol Officer, Traffic Officer, Field Training Officer, Master Patrol Officer, Patrol Sergeant, Traffic/K9 Sergeant, Drug Task Force/Evidence Sergeant and Patrol Lieutenant. Captain Miller was a Crash Reconstructionist and a Drug Recognition Expert. 

Captain Miller started his LEO career with the Rice County Sheriff’s Department as a Reserve Deputy for two years prior to coming to the SPD. Captain Miller is the Commander of the Patrol Division.

Captain David Villanueva has been in civilian law enforcement since 1995. At SPD he has served as a Patrol Officer, Field Training Officer, Traffic (Motors) Officer, Detective Unit Sergeant, and as a Patrol Lieutenant. He has also worked as a Hostage Negotiator, De-escalation Instructor, and ARWENInstructor. He previously served in the Oxnard Police Department, in Ventura County, California. He retired after serving in Patrol, Traffic, Investigations, the Police Academy and Professional Standards. Prior to the civilian police positions, he served 15-years in the U.S. Army as a Military Policeman. Captain Villanueva is the Commander of the Support Division.

The three Lieutenant Promotions are Lieutenants Tim Brown, Scott Hogeland and Kyle Tonniges. Their biographies are below:

Lieutenant Tim Brown has been with the Salina Police Department since 2005. During his tenure with the SPD he has served as Patrol Officer, School Resource Officer, Criminal Investigations Bureau Detective, Drug Task Force Detective, Municipal Court Officer, SWAT Operator, Hostage Negotiator, Patrol Sergeant, and the Training Unit Supervisor.

Lieutenant Scott V. Hogeland has been in civilian law enforcement since 1992. At the SPD, he has been a Patrol Officer, School Resource Officer, Field Training Officer, Detective, SWAT Operator/Team Leader, and Crisis Negotiator. He has spent the last 9 years as a Patrol Sergeant. He previously served with the Atchison, KS, Police Dept. as a Patrol Officer for three years.

Lieutenant Kyle Tonniges has served the Salina Police Department and the City of Salina for 16 years. During this time, he has worked as a Patrol Officer, Field Training Officer, and K9 Officer. He was promoted to Sergeant in 2017 where he supervised as a Patrol Sergeant, and Detective Sergeant assigned to the Criminal Investigations Unit. Lieutenant Tonniges also serves as a SWAT Team Leader, Bicycle Patrol Unit Supervisor, and Firearms Instructor.

All Lieutenants have assumed duties as a Patrol Lieutenants.

The family and friends of the recipients have been invited to celebrate this special occasion. We thank the public for their continuing support of the Department and these leaders are looking forward to serving the department and our community.

The City of Salina is continuing to monitor roadways and address issues as they arise throughout the day. Staff is planning on starting the removal of the windrows within the downtown this afternoon due to increasing potential of more inclement weather later this week.

These free presentations are open to community members who have been diagnosed with diabetes along with their caregivers. Saline County Jail Arrests, Jan. 9

In a showcase of both public and private entities, U.S. Sen. Jerry Moran visited two vital features of Salina's community — defense and aviation.

Moran first visited the U.S. Kansas Air National Guard 184th Wing last week, checking in on the Smoky Hill Air National Guard Range and visiting with service members.

"My work in Washington D.C. involves a lot of things related to defense," Moran said. "We want to make certain that the Guard is recognized for the value that they provide in defending our country, as well as providing services here in Kansas in times of natural disasters."

On another stop Moran visited 1 Vision Aviation, an FAA-certified aviation repair and maintenance company that works with national businesses like Boeing, Beechcraft and Cessna.

While there, he toured 1 Vision's large hangars and chatted with Jim Sponder, 1 Vision president and CEO, among a few other employees.

Tim Rogers, the executive director of the Salina Airport Authority, helped facilitate Moran's visit to Salina and joined him along the stops.&nbsp;

"Jerry has collaborated with the Salina Airport Authority and the Salina community on various projects that have resulted in new developments in our community," Rogers said.

Preparing for the new legislative session

In Washington, D.C., Moran primarily works with defense appropriations, focusing on the U.S. National Guard.

While in Salina, Moran said he aimed to prepare for the new legislative session by personally visiting his state's defense and aviation assets.

At the Kansas Air National Guard 184th Wing, he focused on the unique aspects of Smoky Hill Air National Guard Range and the benefits of preserving the range.

"There is a number of those units across the country, and many of them are being eliminated, and we were successful in saving the unit here in Salina," Moran said. "I wanted to make sure I knew what was going on, know the value and continued support for them."

Smoky Hill's range benefits the local, state, national, and international communities by performing critical operations on its large airspace that reaches from Salina to Dodge City.

Moran said with the large air and ground space, service members can run critical training programs with both U.S. Army and Air Force troops.

"It's a huge economic boost to Salina and the surrounding area," Moran said. "It's unique in its size and scope of what can happen on such a large piece of ground."

Salina aviation was another element Moran focused on last week, where he said quality air service was an impactful boon for a community.

Rogers said Moran has collaborated with the Airport Authority on previous projects, and the returning overnight flight schedule is the newest one Moran supports.

"The one area that Jerry has been very influential and very helpful with is the air quality service and supporting the essential air quality service program," Rogers said. "[It's been] very helpful with business recruitment and supporting the growth of Schwan's Food Company and, of course, 1 Vision Aviation."

"It's all tied together," Moran said. "If you want a bright future for your region of Kansas, access to commercial air service to connect with the rest of the country and the rest of the world is a huge component."

After visiting with service members, Moran traveled just a few miles north to tour 1 Vision Aviaition's large hangars and chatted with Sponders and other staff while touring their projects.

Rogers said 1 Vision Aviation's work in Salina benefits the overall economy of Salina, employing many residents while remaining a competitive air maintenance hub in the region.

Moran supported 1 Vision in Salina from the start, and through most of Salina's aviation challenges, Rogers said Moran continues to support the community.

"When we have a challenge ahead on a project that involves federal issues, laws and regulations, there's no hesitation to contact Jerry and his staff."

While most of Salina's aviation facets benefit the local community, Moran stressed the value of regional defense and air professional partners internationally.

"Our country faces tremendous military and national security challenges," Moran said. "It's always the time, but today is a perfect time to say thank you to those who serve on our guard and active duty."

Background: Fire District #5 took possession of their new squad on 1/1/2024 which replaces a 1999 Ford 450 Squad that was in their fleet. Fire District #3 Board of Trustees met on 12/18/2023 and voted to purchase the 1999 Ford 450 from Fire District #5 for $37,000 pending County Commission approval.

On September 19, 2023, your Commission awarded a bid to DRCL Electric for $54,550 to complete necessary work related to the exterior electric lines for Barns 1 &amp; 2. In further consultation with Evergy, because of the transformer’s size the planned pole mounted transformer needs to be changed to a ground mounted transformer.

This requested change will consist of removing and replacing concrete from the alley to Barn 1, installing underground conduits in Barn 1 and 2, and installing bollards around the ground-level transformer for protection. This change also credits the project to delete new weatherheads and framing since they will not be needed.

In total the amount requested for this change order is an additional $5,678.00 to the project.

Board reorganization, Rural Fire District #5 vehicle purchase on Saline Co. Comm. Agenda

The Kansas Department of Transportation has closed westbound I-70 from Salina to the Colorado border. Eastbound I-70 remains closed between Hays and the Colorado border.&nbsp;

Additional routes are closed in western Kansas. KDOT reminds motorists not to drive around road closure barricades or gates. Doing so may result in a citation or fine. Motorists are advised to delay travel if possible.

 Westbound I-70 Closed at Salina

With a wintry mix of snow expected throughout Monday (January 8) and Tuesday (January 9), the City of Salina has salted all arterial roadways, bridge decks and elevated surfaces. Trucks are equipped with snow plows and staff is ready to be deployed with the increase of snow.

· Snow may become the main precipitation type for the rest of the morning and afternoon.

· While temperatures remain above freezing, heavy snow bursts overwhelm all roads with up to 1" of slushy accumulations.

· Rain/snow mix becomes a wet moderate to heavy snow through the evening tonight.

· Winds gusting up to 35-45 mph will lead to blizzard conditions at times, with blowing &amp; drifting snow likely.

· Snow ends west to east through the morning hours Tuesday.

The public is asked to allow ample space when approaching salt/plow trucks from behind, as the equipment will be distributing salt to the roadway. Driving too closely to equipment could present additional challenges and safety concerns for operators and other motorists.

City of Salina preparing for winter weather

Salina Police Department officers arrested 29-year-old Salina resident Jesci Kent for stabbing a man in the leg with a barbecue fork.

A friend of the 34-year-old victim called SPD from out of state and reported a disturbance at 7:30 a.m. Sunday, Jan. 7, due to a phone call from the victim earlier.

According to SPD Capt. James Feldman, while on the phone with the friend, Kent and the victim began arguing in a residence in the 1400 block of Derby Street in town until it escalated into battery.

"During that argument, he was stabbed in the right leg with a barbecue fork," Feldman said. "Officers made contact with Jesci Kent, and she was arrested for aggravated battery, domestic battery, and criminal damage to property."

Feldman said officers requested charges for criminal damage to property, a misdemeanor, due to the rips in the victim's pant leg from the large fork.

Commissioners also are scheduled to consider approving an ordinance relating to an application filed by Salina Destination Developement, Inc. to change the future land use of 41.92 acre tract of land located on the west side of Virginia Drive south of West Magnolia Road from future commercial use to future urban use.&nbsp;

Additionally, Commissioners will consider a second ordinance pertaining to Salina Destination Development. This ordinance, No. 24-11193 requests a change in zoning for the 41.82 acre tract from agricultural to multi-family residential.&nbsp;

At the conclusion of the regular meeting, Mayor Trent Davis is scheduled to make remarks at the conclusion of his mayoral term.

Following Hoppock's remarks, commissioners are scheduled to recess into an organizational meeting presided over by the Salina City Clerk. During the meeting, commissioners are scheduled to elect a new mayor and vice mayor. Additionally, Hoppock is to be recognized and presented with a plaque of appreciation.
