Kansas Wesleyan released an overview of its COVID-19 Strategic Plan on Wednesday, describing portions of its plans for fall 2020.&nbsp;

The plan contains information on changes made to accommodate social distancing, new&nbsp;residence hall policies and changes to move-in day, including requiring students to sign up for arrival time slots.&nbsp; KWU’s COVID-19 Task Force has been meeting regularly since March, and has spent the last few months focused on policies and procedures necessary for “reopening”. The Task Force includes the campus emergency manager, the chair of the Nursing Department and multiple members of the President's Council, along with representatives from Sodexo, Plant Operations, and Marketing and Communications, among&nbsp;others.&nbsp; Perhaps the most pressing detail announced in the plan involves move-in days, which remain scheduled for Aug. 5 and Aug. 7.&nbsp; To help control traffic and crowds on those days, students will need to sign up for a scheduled time to arrive to campus. This can be done through the Student Development Office. Prior to entering any campus building on move-in days, individuals will be temperature-tested using non-contact thermometers to make sure all in attendance are under the CDC-recommended figure of 100.4 degrees (F). If someone should test high, they will enter a temperature-controlled holding area for 15 minutes before being retested. If they fail the second test, they will need to leave campus and will not be allowed to enter any campus building. A similar plan will be in place for other, appropriate campus events.&nbsp; It is expected that, although temperature checks may not be in place for certain events, all visitors to KWU events in 2020-21 will be asked to review standardized set of health-related questions and not come to campus if they have negative answers.&nbsp; When students arrive to campus for move-in day, they — along with all faculty and staff members — will receive a welcome kit that will include a face covering, gloves, hand sanitizer, a pen and a thermometer. The kit will also contain instructions to conduct a self-check each day before coming to campus or class, and students with positive symptoms should contact the athletic trainer. Faculty or staff with positive symptoms during the self-check should contact their&nbsp;supervisor or appropriate faculty member.&nbsp; Two of the changes that students will notice quickly are in food service and residence halls. In The Den, the food service option located in the Student Activity Center, customers will now order through the window to relieve potential congestion inside. To-go service will also be possible, both at The Den and in Shriwise Dining Hall, through the use of an Android and iPhone application. Increased PPE and increased cleaning will be hallmarks of the food service experience. Any residence halls that have community bathrooms will have an occupancy limit of six individuals.&nbsp;All cleaning will be done according to CDC recommendations.&nbsp; On the athletics side, student-athletes, coaches, staff and game officials will be screened daily due to the close contact required for participation and workouts. That screening will take place both with temperature checks and a standardized verbal screening similar to that mentioned above. In addition, spaces that are generally shared (i.e. locker rooms) will be adjusted and stadium/arena entry procedures will be altered to avoid excessive lines.&nbsp; Finally, student travel during the semester — particularly non-essential travel that ventures outside the state of Kansas — will be strongly discouraged. If a student does travel outside the state, they must notify the Student Development Office in advance and it may result in a two-week quarantine upon return, depending upon KDHE regulations.&nbsp; “This plan describes our day-to-day&nbsp;efforts moving forward, and how we will address what have become&nbsp;common concerns in our world today,” said Dr. Matt Thompson, KWU president. “Due to our small class sizes — 91 percent of our courses last year had less than 30 students — we are in a position to have to make fewer adjustments than some of our peers. However, some adjustments are certainly necessary and we have come together as a campus to identify and begin to implement those. CCCC announces spring 2020 President's List

When plants don’t produce fruit, too much fertilizer or lack of pollinators may be issue

MANHATTAN, Kan. – Most folks won’t complain about pretty flowers in their garden … except when they’re expecting fruit or vegetables instead.

Kansas State University horticulture expert Ward Upham said it is common this time of year for food plants to bloom without setting fruit.

“There are several possible reasons for this,” he said. “One of those is that the plant has been over-fertilized. Too much nitrogen causes the plant to emphasize vegetative growth, often to the detriment of fruit production.”

Upham said the problem of too much fertilizer is commonly seen with tomatoes. The plant may look healthy, but it is has no flowers that produce fruit.

He added that night-time temperatures below 50 degrees Fahrenheit or above 75 F, or daytime temperatures above 95 F with hot, dry winds can also keep plants from producing fruit. Cherry tomatoes are often more forgiving of high temperatures than the larger slicers.

For vine crops, such as cucumbers, watermelon, squash and muskmelons, “look for the presence of bees visiting those plants,” Upham said.

The early flowers on those plants are usually all male, he said, though the production of male and female flowers becomes more balanced as time passes. “You can easily tell the difference between the two because only the female flower has a tiny fruit behind the blossom,” Upham said.

“If you have both male and female flowers, have not over-fertilized and are still having a problem, make sure you have pollinators working in your garden,” he said.

“If you don’t see any bees, try hand-pollinating several flowers by using a painter’s brush to transfer pollen from the anther of the male flower to the stigma of the female flower. If you get fruit on only those flowers you pollinated, then you need more pollinators.”

For those who use insecticides on vine crops, Upham warned against using too much, which can kill the pollinators. “If you must use an insecticide,” he said, “spray near dusk when the flowers have closed.”

Upham and his colleagues in K-State’s Department of Horticulture and Natural Resources produce a weekly Horticultural Newsletter with tips for keeping yards healthy and beautiful year-round. NWS: Hot, humid, and chance for storms

Smoky Hill Education Service Center celebrated its 30-year anniversary on Wednesday with the reveal of a new logo, designed to better reflect SHESC’s name and mission.

Chris Moddelmog, SHESC Executive Director, said that reaching the 30-year milestone presented a perfect opportunity to reconsider and modernize SHESC’s brand, while still honoring and connecting to the previous logo design.

“The compass rose-style star at the center of our previous logo is a powerful symbol of how we provide direction to educators, as well as helping to guide and inspire them,” Moddelmog said. “We didn’t want to just discard that tradition, but we also wanted to enhance and build upon that foundation.”

Moddelmog explained that the new logo adds a stylized hill as its central symbol, providing a stronger connection to the “Smoky Hill” in the service center’s name and suggesting the historical connection between mountain peaks and striving for greater heights of learning.

“The college students at Etch provided us with a beautiful logo that is packed with meaning in just a few simple lines,” Pracht said. “By going with Etch, we were able to support innovative education in Central Kansas!”

The new logo was rolled out immediately across SHESC’s website, social media, and most online and printed marketing materials. It will begin to appear across more branded materials through

July and August. During the next one to two years, people can expect to see the new logo on locations such as signage, name tags, event displays, and the like.

“Some items will take time to change, but we will get there,” Pracht said. “We’re really looking forward to introducing this modern new look across everywhere our name and brand appears!”

New logo and brand for Smoky Hill Education Service Center

Truer words may never have been spoken for a handful of Kansas Wesleyan students, who, after a lengthy time away from the stage, will return when&nbsp;A Gentleman’s Guide to Love and Murder&nbsp;premiers Thursday at 7:30 p.m. in the Salina Community Theatre (SCT).&nbsp;

The play is an SCT production done in collaboration with KWU, and it features students Paula Rolph (Delphos), Dalana Dutton (Lindsborg), Elizabeth Shaefer (Lyons), Bradyn Houltberg (Salina) and Ethan Badders (Salina) in the cast. Fellow student Molly Terlouw (Shawnee Mission) will act as stage manager, with KWU staff member Patsy Stockham, ’94, running lights.&nbsp;

The last time KWU students took to the stage was, in fact, in preparation for this very show, which had been scheduled to take place this spring.&nbsp;

“We as a cast have dealt with a number of frustrations during the process, but overall have stayed positive and flexible in these ever-changing conditions,” said Rolph. “For example, just Monday, we had to discuss how Governor Kelly’s executive order will affect the production, or if it will at all. We have also had to adjust to a stricter cleaning regimen during and after rehearsals and shows, but I’m excited that after all these months of preparation, our hard work will be on display.”

The show is scheduled to run through July 19.

Saline County: 18 new confirmed COVID-19 cases since Monday

MCPHERSON -- The McPherson County Health Department today reported three new confirmed COVID-19 cases, bringing the county total to 77.

Following is information provided by the health department.

Positive case #75 is a symptomatic female in her 40s with known exposure and is recovering at home.

Positive case #76 is a symptomatic female in her 20s with known exposure and is recovering at home.

Positive case #77 is a symptomatic female in her 60s with unknown exposure and is recovering at home.

Of the 77 total confirmed cases of COVID-19 in McPherson County, 49 have met Kansas Department of Health and Environment recovery guidelines, the health department noted.

SOLOMON -- Two men were arrested on multiple requested drug charges after a search warrant was executed in Solomn late last week.

On Friday, the Dickinson County Sheriff's Department Drug Enforcement Unit (DEU), with the assistance of sheriff's deputies and Kansas Highway Patrol troopers executed a search warrant in the 200 block of East Sixth Street in Solomon following a three-week investigation, according to Dickinson County Sheriff Gareth Hoffman.

Arrested were Ethan Swarts, 18, and Alec Swarts, 23, the sheriff noted. During the search and arrests, law enforcement personnel recovered marijuana, drug paraphernalia, ammunition, and a firearm, he reported.

Ethan Swarts was arrested on the following requested charges, Hoffman noted.

Possession of marijuana with the intent to distribute within 1000 feet of a school

Misdemeanor possession of drug paraphernalia

-Salary schedule modifications and increase to the base resulting in a new base salary of $40,385;

-Step and movement on the modified salary schedule for all teachers;

-An increase of $5 per month to the to the Employer Paid Health Benefit;

-The addition of five days of paid parental leave for employees upon the birth or adoption of a child;

-An increase of middle school plan time to 245 minutes per week;

-Modifications to allow for representation for those teachers filing complaints pursuant to board policy;

-The removal of the plan time exception for elementary specials teachers;

-The transition of two elementary staff development days into regular student contact days, and

-Modifications to the illness and disability pool.

KAYAN received 22 applications in a rigorous selection process which included submission of letters of intent, surveying student bodies, research and partnering with community organizations.

"The results of their dreams and teamwork will leave a lasting impact on their school and community."

"The&nbsp;Be the Spark&nbsp;initiative has been full of opportunities for students all across the state of Kansas, including brainstorming and dreaming big of how they can make a lasting impact on their school and community, writing letters of intent, having meaningful discussions with leaders of their schools and then putting those pieces together into a grant application," said Katlin Bryan,&nbsp;Be the Spark&nbsp;project coordinator. "Through the generous grants from Blue Cross and Blue Shield of Kansas and the KAYAN board's organization of these grants, students have been given the opportunity to make a difference by promoting healthy lifestyles and mental health for themselves as well as future generations of Kansans."

While the awarded KAY clubs brought forth different ideas, they were similar in that all focused on getting their peers moving more and connect the benefit of physical health to improved mental health. Some clubs will use their grant dollars to improve existing walking trails, sand volleyball courts and weight rooms, while others will install water bottle filling stations. Other clubs plan to purchase and install splash pads, disc golf course or create an outdoor classroom and activity space.

14 KAY Clubs awarded Be the Spark grants

BENNINGTON -- Pam Irwin today began her new duties as superintendent of Twin Valley USD 240.

Most recently, Irwin served as executive director of teaching and learning at Geary County Schools. She also served as director of staff development and accreditation for Salina USD 305 from 2008 to 2017 and curriculum technologist for USD 305 from 2001 to 2008.

"The board is certain in our choice of Irwin and confident that under her leadership USD 240 will continue its mission to challenge all students to become responsible members of society dedicated to lifelong learning in an ever changing world," USD 240 Board President Rosemary Neaderhiser said in a story on the district's website.

Twin Valley USD 240 includes schools in Bennington and Tescott.

Two Salina men were arrested Tuesday afternoon after a physical altercation with police officers.

At approximately 1:40 p.m. Tuesday, an officer noticed Adrian Vanley, 30, of Salina, in the parking lot of the Airliner Motel, 781 North Broadway Boulevard, and knew that Vanley had a body only warrant out of Saline County District Court, Salina Police Captain Paul Forrester reported this morning. The officer confronted Vanley, advised him of the warrant, and attempted to place him under arrest. Vanely turned toward the officer in a fighting stance and began acting aggressively, Forrester explained.  

Other officers arrived and struggled with Vanley to place him in handcuffs, Forrester noted. While they were on the ground struggling with Vanley, another male, Michael Swisher, 36, of Salina, began approaching the officers, Forrester reported. Officers told Swisher to show them his hands, as Swisher had his right hand in his right pocket and refused to take it out, according to Forrester.   

Officers continued to give commands to Swisher, but he continued advancing toward the officers with his hand in his pocket, Forrester said. Swisher got close enough that one of the officers grabbed Swisher’s left hand, and when that happened, Swisher pulled his right hand out of his pocket and was holding a knife, Forrester noted. Officers continued giving commands and Swisher finally dropped the knife and was taken into custody, he added.  

Forrester said that Vanley was arrested on two active warrants -- probation violation and failure to appear -- and on requested charges of two counts of assault of a law enforcement officer and one count of disorderly conduct.

Swisher was arrested on the following requested charges: three counts of aggravated assault of a law enforcement officer, one count of disorderly conduct, one count of interference with a law enforcement officer, Forrester said.

Salina men arrested after physical altercation with police

A Salina woman was injured Tuesday night after she swerved to avoid hitting a deer and rolled her vehicle.

Saline County Sheriff Roger Soldan said this morning that Alexandra Valdez, 20, of Salina, was westbound on Magnolia Road just east of Whitmore Road in a 2009 Jeep Patriot when she swerved to avoid a deer in the roadway shortly before midnight. The Jeep went into the north ditch, rolled and came to rest on its top, Soldan said.

Valdez was trapped in the vehicle and had to be cut out by the Salina Fire Department rescue squad, he said. She was transported by EMS to Salina Regional Health Center with unknown injuries, he said.

Tri-Rivers Fair Board cancels 2020 fair events

As the days wind down in June, wheat harvest has just now begun for our family. It’s a late harvest this year, but we are glad we are able to get into the fields to harvest the grain. It’s perhaps my most favorite event of the year on the farm. We’ve watched this crop since last fall when it was sown into the soil and emerged as a small plant. We’ve watched as it’s carpeted the ground, survived a cold winter, transformed into the most vivid green before ripening into the most beautiful yellow. We’ve invested a lot of time and hope in the crop, and now it’s time to harvest the grain. &nbsp; One of the other reasons I love wheat harvest is because the entire family is involved. Since the kids are out of school for the summer, they get to experience harvest in all of its glory as well. Both Banks and Isannah have always played an active role in wheat harvest. When both were younger many of their nap times happened in their car seats while I would drive meals or machine parts out to the fields. I would hold my babies on my hips, and we'd wave to the combines and cheer as they'd roar past making another round in a field. &nbsp; Every year my kids get to help bake cookies, pack meals and distribute drinks for our harvest crew. They get to sink their toes in the spilled wheat before it's shoveled up. They love to drive out to the fields and watch our crew and machines run. They enjoy meals out in the field and riding in the combine’s buddy seat next to their dad or grandpa as they move from one side of the field to the other cutting the wheat. It’s a beautiful tradition we experience every summer, and I often wonder if harvest will call my two home when they are older with children of their own. &nbsp; Last night, after we had driven out to the field with food for the crew, the guys began walking back to the tractor, combines and trucks to continue cutting the wheat into the night. As we were walking back to the car, my 4-year-old daughter began weeping. The weeping quickly turned into sobs. As I was attempting to calm her down to find out what was wrong, she was pointing to the combines and grain cart already moving to the opposite end of the field.&nbsp; &nbsp; After encouraging her to take deep breaths so she could express what was wrong, she began to hiccup her explanation while tears rolled down her face.&nbsp;It turns out she had planned to ride in a combine after dinner and clearly she was not in one of the cabs. She wanted me to call one of the combines back so she could get in and help cut wheat. I assured her she’d get to ride later. Hesitantly, she climbed into her car seat and we drove home. &nbsp; For the next few hours, Isannah would ask if it was time for her to go cut. Near bedtime, my husband briefly came into the house to get an item before getting back out to the field. Isannah cornered him and asked if it was time for her to go cut wheat. He knew she would not take “no” for an answer. So even though it was already past her bedtime, at 9 p.m., the two of them headed back to the field. According to Adam, she fell asleep on the drive out to the field, but woke up to help cut wheat for another couple hours. &nbsp; He carried her to bed shortly before midnight, both exhausted from another day of wheat harvest.&nbsp; &nbsp; This morning as we all slowly made our way to the breakfast table, Isannah, still sleepy eyed with dirt on her face and wearing the same clothes from yesterday, sat down at the table, crossed her arms and proceeded to ask Adam, “When are WE cutting wheat today?”&nbsp; &nbsp; How can you not love wheat harvest when it’s clearly a family affair?

San Francisco resident Kate Steinle, 32, was fatally shot in the back while walking along the city's popular waterfront. Los Angeles Angels pitcher Tyler Skaggs, 27, was found dead in his room at the Texas hotel where the team was staying; the medical examiner found that Skaggs had a toxic mix of alcohol and the painkillers fentanyl and oxycodone in his body. Hundreds of protesters swarmed into Hong Kong's legislature, defacing portraits of lawmakers and spray-painting pro-democracy slogans in the chamber before vacating it as riot police cleared surrounding streets with tear gas; the three-hour occupation came on the 22nd anniversary of the former British colony's return to China.

Saline County Commissioners on Tuesday voted to deny a request for industrial revenue bonds to finance construction of an agriculture-related retail business just south of Salina.

The business is considering building on South Ninth Street, just south of the Salina city limits, according to information provided by the county. The county’s policy on tax abatements contains six factors to be considered that are all centered around determining the economic benefit of the project. While the commissioners showed enthusiasm for this business to come to Saline County and expressed hope that the project moves forward, they voted to deny the request to issue the bonds.

Commissioners heard a presentation concerning the Coronavirus Relief Funds that Saline County is slated to receive from the State of Kansas. $11,026,434 is what Saline County can expect to use for any expenses that were associated with the response and mitigation of the public health emergency. These funds are to be shared with municipalities and school districts but can also be used by the county. During his weekly update County Administrator Phillip Smith-Hanes told commissioners that the county would switch its insurance from Travelers to OneBeacon, which came in $6,611 lower than last year's Travelers premiums. In total, insurance premiums through OneBeacon will be $281,912, the county information noted.

Smith-Hanes told commissioners that because Governor Laura Kelly's executive order mandating mask wearing will not be available until Thursday, there will be challenges with making local decisions without first viewing the order, which is set to go into effect at 12:01 a.m. Friday.

Additionally, Smith-Hanes updated commissioners on the COVID-19 situation at the Saline County Jail. He said that Sheriff Roger Soldan and County Health Officer Jason Tiller are working closely with the Kansas Department of Health and Environment regarding the positive COVID-19 case in the Saline County Jail. Smith-Hanes also informed the commissioners that a team from the Saline County Road and Bridge Department received first place in a friendly competition called "Build a Better Mouse Trap." Staff needed an effective way to clean out low concrete box culverts, so the enlisted the help of a local manufacturer and spent $4,000 building an attachment to a skid loader. This allows them to clean out debris and allows for free passage of water to avoid damage to roadways and private property. The team was recognized with lunch, new safety vests, and a plaque by the Kansas Local Technical Assistance Program staff.

Commissioners also heard a budget appeal from Marilyn Leamer, human resources director. In the recommended budget, the county administrator denied the request for an additional staff member for human resources. Leamer provided the commission with additional information regarding her request, citing the last time staff changes occurred for the office was in 2008. Since that time, 50 positions have been added, the payroll for election workers and rural firefighters has been added, and there were the recommended additional 10 positions already in the 2021 budget that create a need for additional assistance. Saline County averages 51 new hires each year at many different intervals. Commissioners will make their recommendations next week regarding this appeal. 

Commissioners had conversations about the proposed 2021 budget. They asked several questions of the county administrator on particular line items. Next week, commissioners will make their final decisions on allocations and department budgets.
