RUSSELL COUNTY — At approximately 4 p.m. Monday, Russell County Dispatch received a 911 call of a possible drowning at the Lucas Swim beach at Wilson Lake, according to a media release.

The Russell County Sheriff's Office, Russell County EMS, Dorrance Fire, Lucas Fire, Army Corp of Engineers, Kansas Department of Wildlife Park and Tourism, and the Kansas Highway Patrol Aircraft responded to the scene. 

After a thorough search of the area, a body was located by boat sonar under the water. 

A diver was dispatched to recover the body. At approximately 5:45 p.m., 45-year-old Clarence Edward Flores, Great Bend, was recovered. 

Next of kin for Flores has been notified, and an autopsy is scheduled. 

"The Sheriff's Office would like to thank all First Responders and Good Samaritans for their work In the recovery of Mr. Flores.&nbsp;

Take extra precautions if you work or spend time outside. When possible reschedule strenuous activities to early morning or evening. Know the signs and symptoms of heat exhaustion and heat stroke. Wear lightweight and loose fitting clothing when possible. To reduce risk during outdoor work, the Occupational

Safety and Health Administration recommends scheduling frequent rest breaks in shaded or air conditioned environments. Anyone overcome by heat should be moved to a cool and shaded location. Heat stroke is an emergency! Call 9 1 1.

Heat advisories now in effect for counties in our area

All inmates and corrections personnel in the Saline County Jail are being tested for COVID-19 after an asymptomatic female inmate tested positive for the virus.

On Monday, Saline County Sheriff Roger Soldan reported that a female inmate awaiting transport to the Kansas Department of Corrections (KDOC) had tested positive for COVID-19. The inmate was asymptomatic and had been housed in general population since early June, Soldan said.

KDOC requires the sheriff's office to test female prisoners before they will accept them in prison, he explained.

This morning, Soldan said that all inmates and all corrections officers would be tested for COVID-19. He said that those test results should be back within three days. The results of those tests will determine whether all other sheriff's office personnel will be tested, Soldan said.

Because the female inmate tested positive, Soldan on Monday closed the jail lobby and suspended fingerprinting and outside activities involving traffic into the jail.

The sheriff's office is working with the Saline County Health Department and the Kansas Department of Health and Environment concerning the potential exposure, Soldan said.

The Kansas Highway Patrol reported a 2005 Chevy Silverado driven by Luis A. Salazar, 38, Wichita, was westbound on U.S. 56 one mile south of Herington.

The driver failed to negotiate curve. The pickup entered west ditch, overturned and the driver was ejected.

Salazar was pronounced dead at the scene and was transported to&nbsp;Yazel-Megli Funeral Home. He was not wearing a seat belt, according to the KHP.

Kansas man dies after being ejected when pickup overturns

A local vehicle dealership is out $24,500 after an online car sale went bad.

Salina Police Captain Paul Forrester said this morning that an employee of Long McArthur reported that a subject from Georgia purchased from the dealership a 2018 Honda Accord for $24,500 on June 4. The subject produced all the required paperwork and set up the transportation for the vehicle to his daughter in New York, Forrester explained.  The vehicle was picked up in Salina.

Long McArthur then received a phone call from a subject in Salina who told them that his credit card had been charged $25,000 by Long McArthur and that he did not make the purchase, Forrester reported. The credit card transaction matched the transaction for the vehicle, he added. 

Long McArthur contacted the transport company to have them return the vehicle, but were informed the vehicle had already been delivered, Forrester noted.   Total loss is $24,500.

Dangerous hot and humid conditions expected again tomorrow, mainly along and east of the Kansas turnpike. Nonetheless, it will be quite hot in central and north-central Kansas as well.

From Thursday through Saturday there is a slight chance of isolated afternoon or overnight storms across central, south central, and southeast Kansas, NWS noted. Severe storms are not expected at this time.

Fireworks can be fun, but not everyone in the family agrees

MANHATTAN – For many, the Fourth of July holiday may be a day off from work, but Karen Blakeslee says it’s not a day off from food safety.

“Handling food safely is important every day, not just at holidays,” said Blakeslee, a food safety specialist with K-State Research and Extension. “During the summer, it is more important to follow the four core principals of cook, chill, clean and separate.”

She notes that foodborne illness often peaks in the summer for a couple important reasons: Bacteria multiply faster in warmer temperatures, and preparing food outdoors makes safe food handling more difficult. 

“Temperature abused food can allow bacteria to grow and multiply every 20 minutes,” Blakeslee said.

For picnics and barbecues, Blakeslee provides some timely tips:

Cook food to the recommended internal temperature.&nbsp;If bacteria are present on food, they can be killed by cooking meat properly. There is no need to wash meat or poultry. Marinate meat in the refrigerator and discard unused marinade.&nbsp;For popular picnic foods, the suggested internal temperatures are 165 degrees Fahrenheit for poultry; 160 F for ground meat and hamburgers; and 145 F for beef, pork, lamb and veal steaks or chops.

Chill foods that won’t be in a refrigerator.&nbsp;Use several ice chests to store cold food below 40 F and keep it cold until meal time. Don’t leave picnic food out for more than two hours or one hour if outdoor temperatures are above 90 F. Once the meal is finished, put leftovers on ice or in the refrigerator promptly.

Clean produce, surfaces and hands regularly.&nbsp;Wash produce with plain water before prepping or cooking. Rub or scrub when possible to remove dirt. Clean surfaces often. When washing hands, any soap that produces bubbles -- which break up bacteria and germs – will work. Rub between fingers, back of hands and up your arms, too. If you don’t have running water, moist disposable towelettes are a good choice.

Separate foods.&nbsp;Keep raw foods away from ready-to-eat foods. Use separate plates and utensils for raw meat and cooked meat. Or, wash plates and utensils before using them for cooked meat.

“It is easy to get distracted with summer activities and forget about food,” said Blakeslee, who suggests keeping the meal simple.

“Plan ahead to reduce mishaps since cooking and eating outdoors is out of your normal routine. Keep food safe for everyone at your party to enjoy.”

Let’s see just how this works out on the doorstep as candidates in the next month ask for your vote in the primary, then general election this fall.

It starts out, of course, with the candidates briefly taking their mask elastic off one ear, and showing you their face, briefly.

Then, if you don’t shut the door and tell them to get off your porch, they’ll mention some of the things they believe you want to hear.

How about “I’ll only vote to increase taxes by $1.5 billion next year?”

And then, we expect, just before slamming the door, many voters will tell the candidate to get off their porch, and off their property and get back out to the public sidewalk.

That’s the amount of shortfall that the Kansas Legislative Research Department last week calculated that the brand-new, elected, or re-elected Legislature is going to have to raise to keep the state open for business.

It’s the effect of the COVID-19 pandemic, which will, the department estimates, be the difference between the pared spending proposed by Gov. Laura Kelly for the fiscal year that starts July 1 and the amount of money needed to keep the state operating at a little worse than it is this year in terms of providing its citizens the programs they want.

And, surprisingly, we’re finding out that the governor’s proposed spending cuts she will make from the Legislature-approved and governor-signed budget for the year starting July 1 will still leave the state that $1.5 billion short of cash.

We’re thinking that $1.5 billion is going to be what voters are going to be concerned about, not proposals to require you to walk your cat on a leash or to designate a new specialty license tag&nbsp; honoring Kansans whose last names start with vowels.

That’s what the coronavirus has done to Kansas—cut revenues as Kansans lose their jobs or are furloughed by their employers to curb spread of the disease. And…to see less shopping and sales tax receipts from Kansans who are still buying groceries, cars, school clothes and everything else that we used to buy when we weren’t afraid to enter into stores and insurance offices and could go to bars and health clubs and swimming pools.

That’s a tremendous amount of money that whomever we elect from our districts to represent us in Topeka are going to have to either generate through taxes or to save through cutting services to Kansans ranging from police protection to health-care for the poor through Medicaid to welfare to keep them able to pay their rent, care for their children and everything else.

Oh, and to keep those schools funded constitutionally, though we’re still not sure whether kids will be going to the school building or hunkering over their (possibly school-supplied) computers to learn what we want the kids to know so they can grow up to land solid jobs and support themselves.

Now there are some answers short of raising taxes on Kansans. Congress might appropriate money that states can use to fill the revenue vs. expense shortfall that the ongoing pandemic has caused. Or, there may be a shot or pill you can take next year to end the pandemic, kicking the full state economy back to normal.

But there are 40 seats to fill in the Senate and 125 in the House where the winners are going to face that revenue shortfall problem. And how will they describe that to you on the doorstep or with postcards or over the Internet?

At the Rail: Senate, House candidates and the budget shortfall

Today is Tuesday, June 30, the 182nd day of 2020. There are 184 days left in the year. 

On June 30, 1971, the Supreme Court ruled, 6-3, that the government could not prevent The New York Times or The Washington Post from publishing the Pentagon Papers. 

In 1865, eight people, including Mary Surratt and Dr. Samuel Mudd, were convicted by a military commission of conspiring with John Wilkes Booth, the assassin of President Abraham Lincoln. (Four defendants, including Surratt, were executed; Mudd was sentenced to life in prison, but was pardoned by President Andrew Johnson in 1869.) 

In 1918, labor activist and socialist Eugene V. Debs was arrested in Cleveland, charged under the Espionage Act of 1917 for a speech he'd made two weeks earlier denouncing U.S. involvement in World War I. (Debs was sentenced to prison and disenfranchised for life.)

Rolling Hills Zoo’s newest traveling exhibit, Return of the Dinosaurs, will open Saturday by introducing guests to the infamous roar of the fearsome Tyrannosaurus rex and the deep vocal calls of a hollow-crested, duck-billed Parasaurolophus.

Ever since the first dinosaur was discovered, these magnificent and mysterious creatures have captured the imaginations of young and old alike, but one could only wonder how they moved and what their vocalizations sounded like . . . . that is until they were brought to life through animatronic technology.

Adjacent to Kids Country, guests will discover the leisurely Stegosaurus in search of vegetation as the Ankylosaurus family is found munching on low-growing plants, and the Triceratops and two of its young forage for vegetation along their path. Gliding overhead in the lobby of the Wildlife Museum will be the coastal Pteranodon keeping a keen eye on the scene below as guests travel through the museum.

After flourishing for 160 million years, by far the longest period of dominance by any group of animals, dinosaurs vanished with baffling suddenness. Though dozens of explanations have been proposed, no single theory answers the question, “what happened to the dinosaurs?”

“While this question goes unanswered, this exhibit gives us an opportunity to talk about the earth’s next mass extinction predicted by scientists that could happen yet in our lifetime,” explained Bob Jenkins, Rolling Hills Zoo’s Executive Director. “Unlike other mass extinctions, including that of the dinosaurs, this mass extinction is being caused by human activity whose impact could change the world as we know it.”

Rolling Hills Zoo’s newest exhibit, Return of the Dinosaurs, is included as part of your zoo and wildlife museum admission. While the popular appeal of dinosaurs will never go extinct, Return of the Dinosaurs will only be open through Oct. 12, 2020.

Following is the Monday COVID-19 update from Saline County.

There are 12 new positive COVID-19 cases in Saline County that have been identified since the Friday, June 26 report. The total for the county is now 110, with 78 cases that are actively being monitored by the Health Department. All of the new cases are associated with prior positive cases and all of these individuals are isolated. *KDHE is reporting 94 positives for Saline County but that total does not include the most recent cases received since their last update at 12:30 p.m. The total for Saline County is 110.

According to the Kansas Department of Health &amp; Environment, there are now 14,443 cases and 270 deaths statewide. This information can be found at <a href="https://www.coronavirus.kdheks.gov/">https://www.coronavirus.kdheks.gov/</a>.

•Governor Kelly announced in her press conference today that she will issue an Executive Order that will become effective at 12:01 am on Friday, July 3rd mandating masks for indoor gatherings and for outdoor gatherings where social distancing cannot be maintained.

•KDHE has updated their travel-related quarantine as of today. If you have traveled to South Carolina or Florida on or after June 29th, it is mandated that you quarantine for 14 days upon returning to Kansas. The State of Maryland was removed from the list.

•The Saline County Sheriff’s Office released information on a female inmate that tested positive for COVID-19. Until further notice, fingerprinting services have been suspended and the jail lobby has been closed to the public.

Every individual has a responsibility and a choice to do what they feel is right. Here is what you can do to help us to stop the spread:

•Stay home if you’re sick

•Wear masks in public settings

•Maximize physical distance (6 feet or more) in public settings

•Avoid socializing with large groups

•High-risk individuals should only leave the house for essential needs

•Wash your hands frequently

Saline County: 12 new COVID-19 cases; total now at 110

Heat advisories have been issued for counties in our area for Tuesday.

The National Weather Service (NWS) in Wichita has issued a heat advisory from noon to 8 p.m. Tuesday for the following counties in our area.

Hot temperatures and high humidity may cause heat illnesses to occur.

Drink plenty of fluids, stay in an air-conditioned room, stay out of the sun, and check up on relatives and neighbors. Young children and pets should never be left unattended in vehicles under any circumstances.

Additionally NWS in Topeka has issued a heat advisory in effect from noon to 8 p.m. Tuesday for the following counties in our area.

Heat index values around 105 degrees are expected.

Heat illnesses like cramps or exhaustion are possible if precautions are not taken.

Lincoln County reports first confirmed case of COVID-19

Two minor earthquakes shook part of Saline County early this morning, according to the Kansas Geological Survey.

The first, a 2.1 magnitude quake, struck at 1:40 a.m. Monday and was centered northeast of the intersection of South Holmes Road and East Salemsborg Road.

The second, a 2.6 magnitude quake, struck at 4:44 a.m. Monday and was centered just north of Kansas Highway 4 on the west side of South Simpson Road. The second earthquake was northeast of the first.

Two quakes rattle parts of southeastern Saline County this morning

ABILENE -- Under the recommendation of the Dickinson County Health Officer, the City of Abilene’s July 4th activities in Eisenhower Park are canceled.&nbsp;

The free swim and fireworks display, however, will still take place, according to information provided by the Abilene Convention &amp; Visitors Bureau.&nbsp;&nbsp;The free swim will be at the Abilene Swimming Pool from 1-5 p.m. and the fireworks display will begin at 9:45 p.m.

“While we know this decision will not be popular, it is with great sadness that we must cancel the Eisenhower Park activities,” said Jane Foltz, Abilene City Manager. “Every year people travel to Abilene to enjoy our celebration’s activities, canceling is the best decision to protect Abilene residents.”

According to Kellee Timbrook, interim parks and recreation director, canceled activities include basketball and volleyball tournaments, pedal tractor pull, baby beauty contest, and frog and turtle races.&nbsp;

“The decision was made due to an increase in COVID-19 cases around Dickinson County,” Foltz said. “We ask that families continue to celebrate Independence Day at home and in small groups. Please stay safe and enjoy the day with your family.”

ABILENE -- Under the recommendation of the Dickinson County Health Officer, the City of Abilene’s July 4th activities in Eisenhower Park are canceled.&nbsp;The free swim and fireworks display, however, will still take place, according to information provided by the Abilene Convention &amp; Visitors Bureau.&nbsp;&nbsp;The free swim will be at the Abilene Swimming Pool from 1-5 p.m. and the fireworks display will begin at 9:45 p.m.“While we know this decision will not be popular, it is with great sadness that we must cancel the Eisenhower Park activities,” said Jane Foltz, Abilene City Manager. “Every year people travel to Abilene to enjoy our celebration’s activities, canceling is the best decision to protect Abilene residents.”According to Kellee Timbrook, interim parks and recreation director, canceled activities include basketball and volleyball tournaments, pedal tractor pull, baby beauty contest, and frog and turtle races.&nbsp;“The decision was made due to an increase in COVID-19 cases around Dickinson County,” Foltz said. “We ask that families continue to celebrate Independence Day at home and in small groups. A Salina man on a bicycle led a patrol officer on a chase through the central part of the city before being apprehended Friday morning.

Salina Police Captain Paul Forrester said this morning that an office saw Alec Somrak, 29, of Salina, riding a bicycle in the 200 block of South Ninth Street, at approximately 7:45 a.m. Friday and knew that he had an active warrant from Saline County District for failure to appear. 

The officer attempted to stop Somrak, who continued riding, Forrester said. After multiple turns, Somrak and the officer ended up at the intersection of South Ninth Street and West South Street, at which point the officer began chasing Somrak on foot, Forrester explained. They ended up at apartments in the 200 block of South 12th Street, where Somrak was taken into custody, Forrester said.

In addition to the warrant, Somrak was arrested on the requested charge of felony interference with a law enforcement officer, he said.

This inmate is asymptomatic and had been housed in general population since early June.

The Sheriff’s office is working with the Saline County Health Department and Kansas Department of Health and Environment in this matter.

Until further notice, the sheriff's office is suspending fingerprinting and outside activities involving traffic into the jail, and the jail lobby is closed.

Jail lobby closed to public after positive COVID-19 test

A Galva woman was struck and dragged by an SUV at the Salina Speedway Friday evening.

Michael Dodge, 24, of Salina, was backing out of a parking spot when the 1999 Jeep Grand Cherokee he was driving struck Dana Rogers, 68, of Galva, Saline County Sheriff Roger Soldan said this morning. Dodge didn't realize that he had hit Rogers and continued backing, dragging her for approximately 20 feet, Soldan said.

The incident occurred shorty after 6 p.m Friday in the parking lot of the speedway, 2841 South Burma Road, he said.

Rogers had lacerations on her arm and was transported by EMS to Salina Regional Health Center to be checked out, Soldan said.

Elmore is studying Unmanned Aircraft Systems at Lewis University.

Salina's Elmore named to Lewis University Dean's List

This is the time of year when many Americans show great love and support for our country—this is the definition of “patriotism.” It is a recognition that we are thankful for a past that has brought us to this point in time, and we can grow further. There is no hatred of others involved.

Patriotism is probably best defined in the hymn “This is My Song” written between the two World Wars. It states that “This is my home, the country where my heart is; here are my hopes, my dreams, my holy shrine.” But it humbly recognizes that “...other hearts in other lands are beating, with hopes of peace for their land and for mine.” &nbsp;

And while we become accustomed to our familiar surroundings, and feel “my country’s skies are bluer than the ocean, and sunlight beams on clover leaf and pine. But other lands have sunlight too, and clover, and skies are everywhere as blue as mine.” &nbsp;

So as the Olympic teams march into the stadium—next year—with each country’s athletes led by their national flag, those countrymen in the audience rise to honor their team. We should appreciate their recognition of their hopes and dreams, as we are thankful for ours. There is no need to hate. They love their children, as we love ours.

But nationalism is a different matter. Yes, nationalists identify with their country and support its interests. But they exclude the interests of people from other nations and devalue foreigner’s lives, their customs, their status as fellow humans.

Nationalism can easily be described in one historical phrase translated from German: “My fatherland right or wrong, my fatherland forever!”

Many movements in history described themselves as “Nationalists.” The Nationalists of the Spanish Civil War were led by General Francisco Franco who won and was dictator of Spain until 1975.

The Nationalist Party of South Africa (1914–1997) was the Afrikaner ethnic nationalist party that sustained apartheid based on White-minority rule, racial segregation and White supremacy.

The Nationalist Party of China (Kuomintang) was founded in 1894 by Sun Yat-sen who intended it be democratic. Sun died and was followed by Chiang Kai-shek who converted it to a warlord alliance that, when defeated, fled to Taiwan. His “white terror” ended in 1987.

Of course the National Socialist German Workers’ Party (Nazi Party) was the most egregious, and from which the “My fatherland right or wrong...” is translated. &nbsp;

Japan had likewise grown nationalistic, building up their self-image of racial and cultural superiority. The nationalism of Germany and Japan eventually led to World War II.

America’s wars have been wars against nationalists.&nbsp; &nbsp;

July 4 is a time for patriotism.&nbsp;&nbsp;
