Salina High School Central announces spring 2020 honor roll

HUTCHINSON — Even pollinators like to dine at the Kansas State Fair.

The Kansas State Fair’s Education Department is recognizing the important role of bees, butterflies and other pollinating insects during National Pollinator Week while having some fun at the same time.

The Fairgrounds will be abuzz June 23 with the Fair’s inaugural Pollinator Picnic. The day’s festivities are from 11 a.m. to 7 p.m. and include hands-on activities at the Fair’s Education Center, talks at the Lake Talbott pollinator garden and food trucks. The Fair’s new mascot, Ike, will also make an appearance for photos at 5:30 p.m. at the Education Center.

Food trucks include a Pronto Pup trailer, along with cheese curd and funnel cake vendors. Fair staff also will be giving away 200 seeded sunflower plants and 2020 Pollinator Partnership posters.

Pollinators are vital to production agriculture. The global food supply relies on pollinators for crops to flourish. The U.S. Department of Agriculture estimates that one out of every three bites of food Americans eat exists because of pollinators.

The Fair has expanded its pollinator education the past few years, which includes four pollinator gardens across the Fairgrounds and curriculum centered on their significance.

The Pollinator Party is free and open to the public. Vendors will be selling food from their trucks. The Fair’s Sunflower Gift Shop also will be open in the Education Center. While the event is mainly outside, the Fair reminds people to be considerate of others and to social distance. Hand sanitizer stations will be on location, but visitors are also encouraged to bring their own sanitizer.&nbsp;

Cookies for Courage Program shares something sweet with healthcare professionals

This spring, Girl Scouts of Kansas Heartland launched a new program to deliver Girl Scout Cookies to essential workers on the front lines of the COVID-19 outbreak. 

Now the professionals at Salina Regional Hospital have something sweet thanks to generous Kansans. This week, Girl Scout cookies donated through Cookies for Courage were delivered to Salina Regional Hospital to enjoy. Through this initiative, Kansans have purchased packages of Girl Scout Cookies to donate to health care providers, grocery store clerks, and others who have been required to work amidst the pandemic. “Cookies for Courage has offered Kansans an opportunity to thank those keeping our communities strong,” Liz Workman, CEO of Girl Scouts of Kansas Heartland. “Kansans are known for helping others in need, and this new option has delivered a sweet treat to our essential community members on the front lines.” Girl Scout cookie season was set to run through March 22, but due to COVID-19, in-person sales were suspended. Cookies for Courage has offered generous Kansans the option to give individual Girl Scouts or entire troops credit for these donations. This has helped girls continue to reach their goals and power amazing experiences throughout the Girl Scout year. Girl Scouts honor essential workers by donating cookies to SRHC

The hot and dry weather we are experiencing brings with it high grassland fire danger.

According to the National Weather Service (NWS) in Wichita, hot and dry weather will prevail across the region for today and Wednesday.

Very high grassland fire danger levels will affect locations west of Interstate 135 (I-135) for this afternoon afternoon, NWS noted. Outdoor burning should be avoided. Additionally, very high grassland fire danger is forecast on Wednesday for locations west of I-135 in central Kansas. Timing is from about 1 p.m. to 7 p.m. each day, NWS reported.

A front will sag southward into the area and bring chances of storms to the region for Thursday afternoon into the weekend. Chances for storms be will higher across central Kansas, NWS noted. A few strong to severe storms will be possible.

Additionally, very high grassland fire danger is forecast on Wednesday for locations west of I-135 in central Kansas. Timing is from about 1 p.m. to 7 p.m. each day, NWS reported.A front will sag southward into the area and bring chances of storms to the region for Thursday afternoon into the weekend. Chances for storms be will higher across central Kansas, NWS noted. A few strong to severe storms will be possible.

TOPEKA -- The Court of Appeals Nominating Commission today announced they will interview applicants on Thursday, July 16, and Friday, July 17, 2020, to fill the upcoming vacancy on the Court of Appeals created by the June 27, 2020, retirement of Judge Steve Leben. The following Kansans submitted applications for consideration:

The interviews, originally scheduled for Thursday, March 19, and Friday, March 20, 2020, were postponed to avoid bringing the nine commission members and 20 applicants together.

Interviews will be in a meeting room in the Wichita U.S. Courthouse, 401 North Market Street, Wichita, and are open to the public.

Governor Laura Kelly signed Executive Order 20-01 on Tuesday, January 28, establishing the Court of Appeals Nominating Commission. Under Kansas law, the Governor appoints judges to the Court of Appeals subject to confirmation by the Kansas Senate. The Commission will review each applicant’s background and qualifications, conduct interviews and then submit three nominees for the Governor to consider.

Pursuant to Executive Order 20-47, in the event an appointee to the Court of Appeals does not receive Senate consent, the Court of Appeals Nominating Commission will forward an additional nominee for the Governor’s consideration. That nominee will be selected from the applicants for the same vacancy and will be considered along with the two remaining nominees already submitted for that vacancy.

Salina Tech seeks new members for board of trustees

Saline County has been awarded federal funds made available through the Department of Homeland Security (DHS)/Federal Emergency Management Agency under the Emergency Food and Shelter National Board Program. 

Saline County has been chosen to receive awards in two Phases. Phase 37 CARES,&nbsp; $17,975.00, and Phase 37 SSA, $18,959, to supplement emergency food and shelter programs in the county.

The selection was made by a national board that is chaired by the U. S. Department of Homeland Security's Federal Emergency Management Agency and representatives of six national charitable organizations. A local Saline County board will convene to distribute funds appropriated by Congress to help expand the capacity of food and shelter programs in high-need areas in the county.

Under the terms of the grant from the national board, local agencies chosen to receive funds must: 1) be private voluntary non-profits or units of government, 2) be eligible to receive Federal funds, 3) have an accounting system, 4) practice nondiscrimination, 5) have demonstrated the capability to deliver emergency food and/or shelter programs, and 6) if they are a private voluntary organization, have a voluntary board. Qualifying agencies are urged to apply.

Saline County has distributed Emergency Food and Shelter funds previously with the Ashby House, Domestic Violence Association of Central Kansas (DVACK, Catholic Charities, Central Kansas Mental Health Center, Salina Family Healthcare Center, The Salvation Army, and The Emergency Aid Food Bank participating.

Saline County awarded federal Emergency Food and Shelter funds

While most Kansans are getting ready for summer, considering just where it might be relatively safe to take a few days off for a vacation and considering whether you are actually going to open the front door to hear from candidates for the Legislature, there is some big news coming up…for some of us.

For that small group of Kansans who spend their summer in the Statehouse watching government at work, this is the week that we’ll see just how legislative leaders respond to about $400 million in transfers of federal Coronavirus Aid, Relief and Economic Security (CARES) Act money to 103 of the state’s 105 counties.

And we’ll find out whether this initial distribution of that federal money turns out to be a routine funds transfer or a political issue that will show up in Republican and Democrat legislative primary elections. Will the governor get to make this first relatively non-controversial transfer of federal aid to counties, and how will candidates for the Legislature characterize it?

Basically it is designed to take some pressure off of counties and cities and other small governmental units which have seen their operating costs increase because of the time off, the stay-home order, the closure of businesses that possibly on a state- or nation-wide level aren’t “essential” but which are essential to their owners and the employees who work there.

That initial $400 million is expected to be relatively non-controversial, except if you are running for the Legislature and want to publicly support it or publicly assert that you want the public to dissect each of those counties’ receipts to learn whether the first months of the pandemic actually cost each of those 103 counties $194 in in extra costs for each resident.

That $194? Well, it’s tricky, but Sedgwick and Johnson counties, which aren’t part of the $400 million pool because they are big enough (population 500,000 or more) to receive direct payments from the federal government, figured that their direct aid will pencil out to about $194 per resident. And that has become the floor for state distribution of the initial $400 million to the rest of the state’s counties.

Because, by this time unless you are closely following COVID-19, most of us are starting to enjoy the weather and not spending as much time worrying about masks and gowns for the people who shield us from the pandemic. That’s not good, but many Kansans are getting tired of the pandemic.

Running for the House from, say, Thomas County, or Cowley County? Want to tell your potential voters that they’ll get less of that federal money because, well, they aren’t Sedgwick or Johnson County? Tell a voter that, and you better back off of their porch so you can make sure they don’t push you off their property.

This week’s first round of disbursing those federal funds – about $600 million remain to be dispersed through the state in two separate actions more narrowly focused on economic recovery—may spawn issues for the upcoming primary elections. And that means what in non-pandemic times would be widely characterized as a bonanza for counties, instead will be high-publicity millions of dollars that most of us won’t characterize as any real boost in prosperity.

You’ll notice, of course, that there wasn’t much in the way of money coming out of the Statehouse to Kansans or their local governments this session. No income or property tax relief, and not even much in the way of transparency which some candidates believe is also a popular campaign verb.

We’ll see&nbsp; how this works out, and how candidates manage to use it as a campaign issue…

At the Rail: Keeping an eye on CARES Act distributions

When ElDorado followed the Big Brothers Big Sisters Salina bus in the Salina Parade of Lights last winter, the employees saw that the AeroTech from years past needed some repairs and wanted to do something to help. 

With ElDorado's donation of materials, more than employees donated more than 200 hours of their personal time to make repairs to safety equipment such as new interior and exterior lighting, seats and seating restraints, functional improvements including a new wheelchair lift and larger heater, and beauty aspects like new paint on the hood and bumpers, aluminum wheel covers and a body buff along with several other improvements.

"Big Brothers Big Sisters of Salina is grateful to the entire team at ElDorado for performing much needed repairs to the agency’s 15 year old passenger bus. This bus has been vital in providing transportation, to the Littles in our program, to multiple activities such as, quarterly agency activities, Bigs in Blue match outings, tutoring program funded by the Greater Salina Community Foundation and school based program activities occurring after school hours," said&nbsp;Big Brothers Big Sisters of Salina's CEO Amanda Otto. 

"Some of our families do not have access to transportation. Without the bus, they would not be able to attend match events and outings, agency activities or additional programs such as the tutoring program," she continued. "The extensive work and repairs donated by ElDorado are crucial in being able to continue providing safe and reliable transportation for our families."

Ashley McArthur of Long McArthur Ford in Salina said, "Long McArthur is so excited to partner with ElDorado to give back to Big Brother Big Sister of Salina. We've been a big supporter of mentoring youth in Salina and are honored to provide maintenance for the bus that will be making a positive impact in our community.”

The bus has also been a mainstay and advertising tool for recruitment and fundraising events/activities such as Bowl For Kid’s Sake, Back to School Fair, the Glow/Snow Fun Run Series and Parade of Lights. You can see the BBBS bus again soon at their annual Hook &amp; Slice Golf Tournament June 26 at the Salina Municipal Golf Course.

Riding in parade illuminates idea to help Big Brothers Big Sisters

Of the total, 58 struck on June 15 and 65 on June 16. Four of the tornadoes were violent F4s. 

Among them were two that struck north-central and central Kansas. An F4 that struck Beloit had a track only 3 miles long, while an F4 that struck McPherson had a track 6 miles long. 

In all, the tornadoes caused $242 million damage. At the time, it was the third largest tornado outbreak on record spanning a two-day period.&nbsp;&nbsp;

Following is the Saline County COVID-19 update for Monday.

The Saline County Health Department has four new cases of COVID-19 to report today:

•A female in her 20’s associated with a prior positive case.

•Two males in their 20’s associated with prior positive cases.

•A male in his 30’s without known contacts.

All four individuals are isolating at home. In addition, three of the four cases had recently traveled out-of-state.

According to Health Department Director and Local Health Officer Jason Tiller, “Although we expect to see arise in cases as more people are moving about, this emphasizes that it is extremely important to exercise good judgment in using face masks and avoiding situations where social distancing is challenging. This isn’t over yet, but together we can reduce the impact of COVID-19 on the community.”

This brings the total number of cases for Saline County to 37. The Health Department is now actively monitoring seven cases who are isolated at home. While there have been two deaths in Saline County, all other cases have met the criteria necessary to be considered recovered and have been released from daily monitoring and isolation. According to the Kansas Department of Health &amp; Environment, there are now 11,419 cases and 245 deaths statewide. Saline County is currently in Phase 3 of our reopening. Phase 3 allows for all businesses, events, and activities to be open with mass gatherings limited to 50 people or less. All of the previously-released guidance around hygiene precautions is important, but today we would like to highlight the importance of wearing face coverings (masks) when in public areas where it is difficult to maintain social distancing. MCPHERSON -- The McPherson County Health Department today reported another confirmed case of COVID-19 in the county.

"The newest positive case is a female in her 70s who is currently isolating at home. This case is being actively investigated by the

McPherson County Health Department and further information will be released as it becomes available," the health department noted in a news release this afternoon. 

McPherson County currently has 39 total confirmed cases of COVID-19 and one case identified as probable by the Kansas Department of Health and Environment (KDHE, the health department reported. Of those, 30 of the confirmed cases have met KDHE recovery guidelines, the health department noted.

A draft of the 2021 budget, a lease, a bid award, and a pilot program are among the items on the Saline County Commission agenda for Tuesday.

The meeting is scheduled to begin at 9 a.m. Tuesday in room 107 of the City-County Building, 300 West Ash Street. The meeting is scheduled to be telecast by Salina Media Connection on Cox Cable channel 20.

During the meeting, commissioners will be asked to approve a lease agreement with North-Central Flint Hills Area Agency on Aging (NC-FH AAA) for office space on the third floor of the senior center, 245 North Ninth Street. According to information in the commission meeting packet, NC-FH AAA, which has rented office space in the senior center for years, has requested additional space.

To accommodate the request, the "current space on the west side of the building will be cut in half and they will take over the computer lab on the east side of the third floor. The computer

lab will move into their vacated space. These changes allow approximately 210 extra square feet and a large open area for cubicals," the commission meeting packet noted.

If approved, the one-year lease would start this month and the month rent paid by NC-FH AAA would increase from $275 to $400, according to the meeting packet information.

Other items on the county commission agenda include the following.

Consider awarding a bid for a three quarter ton crew fuel truck for the Road and Bridge Department

Consider approving a memo of agreement for an engineering intern for the County Engineer's Office

Consider the county participating in FEMA's Alternative Procedures Pilot Program for Permanent Work for projects related to the 2019 floods.

Additionally, County Administrator Phillip Smith-Hanes is scheduled to make a 2021 draft budget presentation, as well as his weekly update.

Budget draft, lease, bid award among items on county agenda

WICHITA — Beginning today and for a limited time, the American Red Cross is testing all blood, platelet and plasma donations for COVID-19 antibodies, providing donors insight into whether they have been exposed to this coronavirus. 

At the same time, there continues to be an urgent need for blood donations as hospitals resume surgeries and treatments that require blood products.

Antibody testing will indicate if the donor’s immune system has produced antibodies to this coronavirus, regardless of whether they developed symptoms. Donations will be tested using samples pulled at the time of donation and sent to a testing laboratory where they will also undergo routine infectious disease testing. A positive antibody test result does not confirm infection or immunity.

COVID-19 antibody test results will be available within 7-10 days in the Red Cross Blood Donor App or donor portal at RedCrossBlood.org. The test has been authorized for emergency use by the U.S. Food and Drug Administration.

“As an organization dedicated to helping others, the Red Cross is pleased to provide more information about COVID-19 to our valued donors,” said Dr. Erin Goodhue, executive medical director of direct patient care with the Red Cross Biomedical Services. “If you are feeling healthy and well, please schedule an appointment to not only help saves lives but also learn about your potential exposure to COVID-19.” &nbsp;
