Saline County Health Officer Jason Tiller this morning signed an order to move the county into the Phase Out portion of Governor Laura Kelly's Ad Astra plan.

The Phase Out begins at 12:01 a.m. Friday, according to the order. 

Under the order, mass gatherings will not be restricted, however, the order strongly recommends "that mass gatherings of all sizes follow social distancing guidelines to the extent possible."

Additionally, there will be no restrictions on businesses, however employers and businesses, as well as individuals, " are strongly encouraged to follow guidance" attached to the order.

Tiller signs order to move Saline County into Phase Out

A local man was arrested on requested drug and weapon charges after a traffic stop early this morning in central Salina.

Salina Police Captain Paul Forrester said this morning that at approximately 1:30 this morning in the 1800 block of South Ninth Street, an officer observed a maroon Dodge Durango that had an improper license plate. 

When the officer made a traffic stop on the Durango at Kraft Manor, the driver, Cassius Johnson, 37, of Salina, exited the vehicle and tried to walk away, Forrester said. Another officer arriving on the scene was able to detain Johnson, he said. Johnson had a suspended driver's license and no proof of insurance in the vehicle, Forrester added.

A police K9 was brought in and indicated the presence of illegal narcotics in the vehicle, Forrester said. When the Durango was searched, the following were found, he said.

Additionally, a baggie with 14.2 grams of methamphetamine was located in Johnson's pocket and another baggie with 10.8 grams of methamphetamine was found in the area where he was being detained, Forrester said.

Johnson was arrested on the following requested charges, Forrester said.

•Possession with intent to distribute a certain stimulant

•Possession of drug paraphernalia

•Criminal possession of a firearm by a felon

•Interference with a law enforcement officer

Concordia's Irem Bat named to SNHU Dean's List

The recent deaths of George Floyd, Breonna Taylor, Rayshard Brooks, and others and the subsequent protests, vigils, and marches have put law enforcement policies and personnel squarely in the spotlight.

On Tuesday, President Donald Trump signed an Executive Order on Safe Policing for Safe Communities and members of Congress are developing bills to deal with safe policing issues.

We decided to take a look at what policies local law enforcement agencies have.

Both the Saline County Sheriff's Office and the Salina Police Department have comprehensive use of force policies. Both agencies' policies prohibit choke holds, but with specific exceptions.

"Our policy (General Order 02102) does specifically prohibit choke holds unless it is 'objectively reasonable to prevent imminent bodily harm to the officer or another person(s), prevent escape, or, as objectively reasonable,'" Salina Police Chief Brad Nelson told Salina Post.

The Salina Police Department's use of force policy can be seen <a href="http://salina.ks.us/content/18394/18538/default.aspx">here</a>.

"We have a comprehensive use of force policy that includes the following: 'Choke holds are prohibited unless deadly force is authorized,'" Soldan said.

Nonetheless, both Soldan and Nelson have, on multiple occasions, reacted to the death of George Floyd as many Americans have.

"I was shocked and angered by the treatment of Mr. Floyd. I was also disappointed by the lack intervention from the other officers at the scene. Officers have the responsibility to keep everyone involved safe, including suspects," Soldan told Salina Post shortly after Floyd's death. "This type of thing cannot be tolerated by law enforcement leaders and I fully support their termination and any criminal charges they may face."

"There was absolutely no reasonable excuse for what happened in Minneapolis to Mr. Floyd. None," Nelson noted.

One of the provisions in the president's executive order is certification and credentialing.

"Officers in certified positions are required by Kansas law to complete certification at the Kansas Law Enforcement Training Center or other state authorized training centers within their first year of employment," Soldan explained.

"Certified officers require 40 hours of annual continuing education and those records are kept by the Kansas Commission on Police Officers’ Standards and Training (KS-CPOST)," Soldan continued. "There are no state certification requirements for corrections staff, but it is the policy of the sheriff’s office to send all new corrections officers to a 40-hour Basic Corrections Academy."

Nelson pointed out that the Salina Police Department is "one of only 10 agencies in Kansas that are accredited by the Commission on Accreditation for Law Enforcement Agencies (CALEA) and have been so since 1996."

"My opinion is that CALEA not only assures that agencies have the 'Best Practice' policy and procedures in place but more importantly, they abide by them," Nelson said. "I am by no means inferring that our polices cannot be improved. They always have been and will continue to be a work in progress reflecting what our community expects of their police department."

Another component of the president's executive order was the establishment by the attorney general of a national database to track "instances of excessive use of force related to law enforcement matters." Information in the database is to be shared "between and among federal, state, local, tribal, and territorial law enforcement agencies."

According to the executive order, the database would "include a mechanism to track, as permissible, terminations or de-certifications of law enforcement officers, criminal convictions of law enforcement officers for on-duty conduct, and civil judgments against law enforcement officers for improper use of force." Additionally, the database would include information about law enforcement personnel who resign or retire while under active investigation related to the use of force.

"Information concerning the circumstances when a law enforcement officer leaves a certified position in Kansas is tracked by KS-CPOST and available to inquiring agencies. I think it would be of great benefit to have a national database of that information available to potential law enforcement employers," Soldan said.

"I would support such a database as long as a thorough investigation occurred which deemed the force used by the officer was, in fact, excessive. In other words, I would not support in any manner a database that contained unsubstantiated allegations," Nelson said. "It would definitely assist in our hiring decisions if there was such a database."

The president's executive order also contains a provision to train law enforcement personnel "with respect to encounters with individuals suffering from impaired mental health, homelessness, and addiction; to increase the capacity of social workers working directly with law enforcement agencies; and to provide guidance regarding the development and implementation of co-responder programs, which involve social workers or other mental health professionals working alongside law enforcement officers so that they arrive and address situations together."

Both Soldan and Nelson said that their personnel deal with such persons on a daily basis. For sheriff's office personnel, those encounters occur both in the Saline County Jail and on patrol, Soldan said.

"Nearly one-third of the sheriff’s office have completed 40 hours of Crisis Intervention Team (CIT) training and others have received shorter training in Mental Health First Aid," Soldan said.

Nelson said he introduced CIT to the Salina Police Department in 2014.

"This model develops partnerships between law enforcement, mental health providers, and healthcare professionals to more effectively respond to mental health crises and substance abuse issues. The CIT program also stresses using interagency collaboration to help individuals in crisis enter into treatment rather than utilize more costly and less effective emergency room visits or serve jail time," Nelson explained.

"My goal is to have the entire Patrol Division attend this training," Nelson continued. "It is a 40-hour course so it will take some time to cycle everyone through it. Presently, 19 officers have attended this training."

Nelson said that the police department and sheriff's office have hosted SIT training in Salina.

Soldan said that next week, the sheriff's office is the host agency for an eight hour "Recognizing and Responding to Persons with Mental Illness" training.

"We work with Central Kansas Mental Health on a routine basis and recognize the importance of helping people in crisis," Soldan added.

Nelson said that 21 patrol officers have also attended the eight-hour Mental Health First Aid course.

Soldan, Nelson discuss their agencies' policies

HAYS -- The Fort Hays State University Alumni Association Board of Directors has announced the addition of eight new members for the 2020-21 fiscal year.

Announced at the first-ever virtual board meeting June 12 were Jimmy Brough, Topeka; Elizabeth Gerber, Scott City; Dr. Ryan Ruda, Garden City; Dr. Tamera Schlegel, Centennial, Colo.; Tomi Schwandt, Wichita; Derrick Tice, St. Francis; Tara Vance, Norton; and Tina Wick, Wamego. Each is beginning a two-year term.

Brough, a sales specialist with the Brad Noller American Family Insurance agency, earned two degrees from FHSU – one in general studies in 2012 and another in management in 2013. He will serve on the Membership and Marketing Committee.

Gerber, a school psychologist with the High Plains Educational Cooperative based out of Ulysses, earned three degrees from FHSU – a bachelor’s of psychology in 1999, a master’s in school psychology in 2001 and an education specialist degree in school psychology in 2003. She will serve on the Membership and Marketing Committee.

Ruda, president at Garden City Community College, earned a bachelor’s in justice studies in 1997 and a master’s in counseling and guidance in 1999. He will serve on the Finance and Operations Committee.

Schlegel, a retired attorney and dean of students at Cherry Creek Schools in Colorado, is a 1983 graduate with a bachelor’s degree in political science. She will serve on the Awards and Recognition Committee.

Schwandt, an adjunct instructor for the Department of Political Science at FHSU, is a 2007 graduate with a bachelor’s degree in political science. She will serve on the Membership and Marketing Committee.

Tice is the director of marketing for Invictis Crop Care LLC. He graduated in 1996 with a bachelor’s degree in marketing. He will serve on the Awards and Recognition Committee.

Vance, the executive director for the Norton County Community Foundation, is a 2004 graduate with a bachelor’s degree in organizational leadership. She will serve on the Finance and Operations Committee.

Wick, owner of CORE Marketing, is a 1990 graduate with a bachelor’s degree in art. She will serve on the Membership and Marketing Committee.

“We are pleased to welcome eight new directors to the FHSU Alumni Board of Directors,” said Tammy Wellbrock, interim director of the alumni association. “They represent alumni from all parts of the state of Kansas, as well as a representative from Colorado. The 2020-21 Executive Council is comprised of Mike Slattery, Ed.D., Hays; Chelsey Ladd, Hays; Dr. Kendall Krug, Hays, Betty Johnson, CFRE, Lawrence, Brooke Oleen Tieperman, Denver, Colo; Mari Tucker, Topeka; and Doug Wright; Humboldt. &nbsp;

Slattery will serve as the board president. He is an emeritus FHSU professor of education administration and received three degrees from FHSU: a bachelor’s in health, physical education and recreation in 1973, a master’s in education administration (secondary) in 1977 and an EDS in education administration (superintendent) in 1989.

Ladd will serve as the board vice-president. She is manager of Constituent Services for the Office of Senator Jerry Moran and graduated in 2008 with two degrees: a bachelor of science degree in organizational leadership and a bachelor of arts in political science.

Krug, an optometrist with his own practice, Krug Optometry, graduated in 1983 with a bachelor’s in general science. He will serve as the chair of the Awards and Recognition committee.

Johnson is a 1980 graduate with a bachelor’s in communication. She is president of Betty Johnson and Associates. She will serve as the chair of the Finance and Operations committee.

Tieperman is the program manager for the Environment, Energy and Transportation, National Conference of State Legislatures and is a 2001 graduate with bachelor’s degrees in Spanish and communications (public relations). She will serve as the chair of the Membership and Marketing Committee.

Tucker, a partnership liaison for registered nurse education at the Washburn School of Nursing, has earned two FHSU degrees, a bachelor of science in computer information systems in 1986 and a master of business administration in management in 1987. She will serve as an at-large member of the executive council.

Wright is the clinical director of the Southeast Kansas Mental Health Center. He is a 1994 graduate with a bachelor’s degree in psychology and will serve as an at-large member of the Executive Council.

Announced at the first-ever virtual board meeting June 12 were Jimmy Brough, Topeka; Elizabeth Gerber, Scott City; Dr. Ryan Ruda, Garden City; Dr. Tamera Schlegel, Centennial, Colo.; Tomi Schwandt, Wichita; Derrick Tice, St. Francis; Tara Vance, Norton; and Tina Wick, Wamego. Each is beginning a two-year term. Brough, a sales specialist with the Brad Noller American Family Insurance agency, earned two degrees from FHSU – one in general studies in 2012 and another in management in 2013. He will serve on the Membership and Marketing Committee. Gerber, a school psychologist with the High Plains Educational Cooperative based out of Ulysses, earned three degrees from FHSU – a bachelor’s of psychology in 1999, a master’s in school psychology in 2001 and an education specialist degree in school psychology in 2003. She will serve on the Membership and Marketing Committee. Ruda, president at Garden City Community College, earned a bachelor’s in justice studies in 1997 and a master’s in counseling and guidance in 1999. Schlegel, a retired attorney and dean of students at Cherry Creek Schools in Colorado, is a 1983 graduate with a bachelor’s degree in political science. She will serve on the Awards and Recognition Committee. She will serve on the Membership and Marketing Committee. Tice is the director of marketing for Invictis Crop Care LLC. He graduated in 1996 with a bachelor’s degree in marketing. Strong to severe storms will be possible along a slow moving frontal boundary for this afternoon and tonight. 

The National Weather Service in Wichita now says that large hail up to half dollar size, damaging winds up to 60 mph, and an isolated tornado are possible from the stronger storms.

Our first chance for rain in about a week is on the horizon.

A cold front will push southward into central Kansas on Thursday with strong to severe storms possible for the afternoon through the late evening hours, according to the National Weather Service (NWS) in Wichita. 

Storms are first expected to develop after 3 p.m. Thursday over central Kansas, NWS noted.

Following is the Saline County COVID-19 update for Wednesday.

The Saline County Health Department has one new case of COVID-19 to report today:

•A male in his 30’s associated with a prior positive case, who is isolating at home.

This brings the total number of cases for Saline County to 38. The Health Department is now actively monitoring seven cases. While there have been two deaths in Saline County, all other cases have met the criteria&nbsp; necessary to be considered recovered and have been released from daily monitoring and isolation. According to the Kansas Department of Health &amp; Environment, there are now 11,681 cases and 247 deaths statewide. This information can be found at <a href="https://www.coronavirus.kdheks.gov/">https://www.coronavirus.kdheks.gov/</a>.

County Health Officer Jason Tiller has announced that unless the situation changes dramatically within the next 24 hours, he will sign a new Local Health Order tomorrow to transition Saline County to Phase Out as of 12:01 a.m. on Friday, June 19. While Phase Out contains no mass gathering limitations, social distancing protocols continue to be recommended. COVID-19 continues to exhibit the potential for increased disease spread.

As a reminder, the 2020 Census is still active. Unfortunately, Kansas has now dropped to 13th nationwide in selfresponse rate. While Saline County is one of the top six counties in the state with a current response rate of 70.8%, we encourage the remaining 29% of Saline County residents to respond. A complete and accurate Census count can help us receive resources to respond to future emergencies such as COVID-19.&nbsp;

Yesterday, the State Finance Council approved a recommendation to release funds received from the CARES Act to counties. While we are still awaiting details on when these funds will be received and how they can be spent, up to $11,026,434 may be coming to Saline County to address local needs related to the current disaster.

We continue to encourage all residents and visitors to take the following measures to prevent the spread of COVID-19:

•Stay home if you’re sick

•Maximize physical distance (6 feet or more) in public settings

•Wash your hands frequently

•Avoid socializing with large groups

Saline County: 1 new COVID-19 case; total now at 38

MCPHERSON -- The McPherson County Health Department has reported another confirmed case of COVID-19.

The newest case is a male in his 20s who is currently isolating at home and has an unknown exposure, the healt department noted in a news release issued this afternoon.

Additionally, the case reported on Monday is related to a long term care facility, the health department reported.

"McPherson County is working with this facility to complete facilitywide testing, where we plan to complete over 350 specimen collections. At this time, no one in this facility is symptomatic and all families and staff have been notified and are cooperating with the testing strategy," the health department explained in the news release.

According to the health department, McPherson County now has 40 total confirmed cases and one case identified as probable by the Kansas Department of Health and Environment (KDHE). Of the total confirmed cases, 30 have met KDHE recovery guidelines, the health department noted.

Robert “Rebob” Wayne Bartholic, age 58 of Ogden, passed away Saturday, June 13 at the Wesley Medical Center in Wichita, due to injuries suffered in a motorcycle accident, <a href="https://littleapplepost.com/posts/5ee8ecb4ebfb13423b27d858">according to his obituary.</a>

The Kansas Highway Patrol reported a 1992 Chevy pickup driven by Raul Martinez, 57, Chase, was northbound on U.S. 56 three miles south of Kansas 4 Highway.

The driver failed to stop at the stop sign at U.S. 77 and rear ended Harley Davidson motorcycles driven by Bartholic and&nbsp; Mark P. Brown, 40, Council Grove which were&nbsp;stationary facing north sitting at the stop sign of U.S. 77 and U.S. 56 in Herington.

EMS transported Brown and Bartholic to the hospital in Abilene. Bartholic was later transferred to Wesley Medical Center.&nbsp; Martinez was not injured. Brown and Baretholic were not wearing helmets, according to the KHP.

Kansas man dies 6 days after injured in motorcycle crash

Two people were injured in a two-vehicle accident Tuesday morning in South Salina.

A 2003 Chevrolet Silverado driven by George McLaughlin, 66, of Salina, was northbound on South Ninth Street and attempting a left turn onto West Magnolia Road when it collided with a southbound 2015 Infinity driven by Christian Browne, 22, of Salina, Salina Police Captain Paul Forrester said this morning. The impact rolled the pickup on its side, he said.

McLaughlin was transported by EMS to Salina Regional Health Center for an evaluation, Forrester said. A 15-year-old male passenger in the pickup was treated on the scene by EMS for a cut hand, he said. A 13-year-old female passenger in the pickup was not injured, Forrester added. 

Both vehicles sustained disabling damage and were towed from the scene, he said.

According to Forrester, the wreck remains under investigation.

Two injured in two-vehicle wreck in south Salina Tuesday

UPDATE: The Salina Police Department has corrected information given to media concerning this story. The information about the owner of the parked pickup was corrected and the the driver of the Salina Fire Department Suburban was named.

An on-duty police officer was cited for failing to stop at a stop sign after a two-vehicle accident Tuesday afternoon in north Salina.

Salina Police Captain Paul Forrester said this morning that a department Ford Explorer driven by Officer Karl Scheppelmann, 25, of Salina, was southbound on North Columbia Avenue just before 2:30 p.m. Tuesday when Scheppelmann failed to stop at the stop sign at the intersection with East Ash Street and collided with an eastbound Salina Fire Department Chevrolet Suburban that was running on East Ash Street with lights and siren. The Suburban was driven by&nbsp;Todd Gerbrandt, he said.

The view of the stop sign was partially blocked by a tree and an illegally parked pickup with a ladder leaned up against it, he noted.

Scheppelmann complained of neck and arm pain and Gerbrandt complained of left arm pain, Forrester said. A passenger in the Suburban, a 20-year-old male from Lindsborg, was not injured, he added.

Scheppelmann was cited for disobeying a stop sign, Forrester said. 

Additionally, the owner of the illegally parked 1989 Ford F150, Luther Martin, 63, of Salina, was cited for parking within 30 feet of a stop sign, Forrester explained.

Both the Explorer and the Suburban had disabling damage and had to be towed from the scene, he added.

Scheppelmann was not responding to the same incident as the Salina Fire Department vehicle, Forrester said.

No one was injured when a Lexus caught fire in eastern Saline County on Tuesday afternoon.

Juan Reveles-Murillo, 20, of Salina, was driving a 2001 Lexus in the 400 block of South Gypsum Valley Road at approximately 2:30 p.m. when the vehicle went into the ditch and got stuck, Saline County Sheriff Roger Soldan said this morning. When Reveles-Murillo got out of the vehicle, he smelled smoke, Soldan said.

By the time deputies and firefighters from Rural Fire District No. 5 arrived, the Lexus was engulfed. The loss was estimated at $2,000, Soldan said.

Driver escapes injury when Lexus catches fire

A boat stolen from its mooring on the Solomon River on Saturday has been recovered in Dickinson County.

Saline County Sheriff Roger Soldan said this morning that the 12-foot aluminum Meyers semi-V boat with 9.9 hp Evinrude outboard motor belonging to Saline County resident Michael Stinchcomb was located Tuesday in Dickinson County.

The boat appeared to be nearly as it was before it was stolen, Soldan said. Only a couple of dents in the boat were reported, he explained. Damage was estimated at $150, Soldan said.

A boat stolen from its mooring on the Solomon River on Saturday has been recovered in Dickinson County.Saline County Sheriff Roger Soldan said this morning that the 12-foot aluminum Meyers semi-V boat with 9.9 hp Evinrude outboard motor belonging to Saline County resident Michael Stinchcomb was located Tuesday in Dickinson County.The boat appeared to be nearly as it was before it was stolen, Soldan said. Only a couple of dents in the boat were reported, he explained. Damage was estimated at $150, Soldan said.

Wow, we blew right through spring and are bearing down on summer, and in the Farm Bureau world that means annual meeting time is right around the corner. Annual meetings are vital in the life of our organization and something many members look forward to. It is a time to conduct the business of our organization but also a time to fellowship with our neighbors and friends.

Just like our policy positions, the decision on each county’s annual meeting is left up to the grassroots level and your local board is deciding what your meeting will look like this year.

Some may decide the risk is low in their county and continue with their traditional annual meeting, and that is fine. However, many of our local boards will decide a different mode of annual meeting needs to happen this year. It may be a business only meeting, meant to lessen the time we spend together and therefore lower the risk of passing a virus on. I suppose some may take the route of a "virtual" annual meeting utilizing the technology available to us. That is the lowest risk option and may be the best in some areas.

No matter what type of meeting your county decides to have, you can rest assured  the board did it with the health and wellbeing of their fellow farmers and ranchers in mind. It may not look like the annual meeting we are used to, and that may be a cause of disappointment. Hopefully it will be a one-time measure. You can rest assured that the decision was made after a great deal of thought and planning with the best interest of everyone in mind.

On a similar note, continue to check in with us on news about Kansas Farm Bureau’s Annual Meeting. That seems like a long way down the road, but I am sure that December will be here before we know it. Just know your state staff and board members are also watching the situation closely and developing alternate plans with the hope they’re not needed. I promise you when a decision is made, it will be just like the one at your county level and have the best interest and safety of all members in mind.

We have never done anything like this before because we have never seen anything like this before. Patience is a virtue, and we want to make sure that all members are safe and healthy. Hang in there, take the proper precautions and we will all make it through this healthy and happy and ready for annual meetings in 2021. It will be worth it.

Insight: Patience and precaution

ABILENE -- Memorial Hospital has announced a change to its visitation policy during the COVID-19 pandemic.

Memorial Hospital is now allowing one designated visitor, per patient, for the duration of the patient’s stay.&nbsp; The designated visitor must be at least 18 years old.

No visitors will be permitted for patients that have a COVID-19 diagnosis.

When members of the Saline County Sheriff's Mounted Patrol &amp; Rescue Squad (MPRS) say "at your service," they mean it. 

Since mid-April, the 24-member group has been delivering essential items to people in Saline County who are at a higher risk for contracting COVID-19. The service is possible, in part, thanks to a $2,000 grant from the Salina Area United Way's COVID-19 Relief Fund.

Through the program, MPRS members pickup and deliver necessities such as groceries and prescriptions. The service is offered free of charge to Saline County citizens in need.

"We noticed other counties had groups offering to pick up and deliver essential items and when we were looking for a way to help during the COVID-19 pandemic, we identified this as an area that we could be of service," Deputy Cain Humphrey told Salina Post. 

Because of the grant from the Salina Area United Way, MPRS was able to purchase personal protective equipment that then provided them the ability to help others.

"This allowed us to offer this service while limiting exposure to those members of the community who are at a higher risk for COVID-19 while also protecting our members," Humphrey said.

It would appear that their efforts have been well received.

"We were met with open arms and so much appreciation.  Tears at times even and comments like, 'this help came just in time,'" Humphrey said of the people the group has assisted.

The group's efforts to help, however, have not been limited to this delivery service.

On Saturday, MPRS joined forces with the Salina Area United Way, North Salina Community Development, and the Greater Salina Community Foundation to deliver 160 essential supply kits to those in need. The kits included food items, hygiene items, and grocery coupons and gift cards to several locations around Salina.

"These three groups were instrumental in organizing and making these supplies available and we took part in putting them together and delivering them," Humphrey explained.

Additionally, MPRS members also have taken deliveries of personal protective equipment (PPE) from both federal and state stockpiles, secured these supplies, and assisted with their delivery, while working with Saline County Emergency Management.

Humphrey stressed, however, that the program to deliver essentials to members of the community who are at a higher risk for COVID-19 is ongoing.

"It is important to note that we are still available should folks need us," Humphrey said.
