MANHATTAN – In an odd year for just about everything, Kansas 4-H members are tweaking their projects with an eye toward showing their peers and community members what they’ve been learning.

The county fair will go on…in one way or another.

On July 1, the Tri-Rivers Fair board in Saline County posted the following statement on the <a href="http://tririversfair.org/">fair website</a>.

"After much consideration, due to this fluid and unpredictable situation, the difficult decision has been made to cancel the public aspects of the 2020 Tri-Rivers Fair. The 4-H side will continue with modifications. If you have any questions, please contact us. We look forward to seeing you next year!&nbsp;*If you have 4-H questions, please contact the Extension Office."

“The county fair is an opportunity for youth to showcase what they have learned throughout the 4-H year,” said Beth Hinshaw, a 4-H youth development specialist in the southeast region.

She notes that&nbsp;<a href="https://www.kansas4-h.org/" target="_blank">Kansas 4-H</a>&nbsp;members participate in more than&nbsp;<a href="http://www.kansas4-h.org/projects" target="_blank">30 project areas</a>&nbsp;each year, all providing an opportunity to explore an area of interest. Despite the COVID-19 pandemic, those projects have not stopped; youth continue to feed and care for livestock, and continue to pursue their interest in such areas as photography, foods and nutrition, clothing, fiber arts, rocketry and more.

“In some cases, young people had more time to work on their projects this year,” Hinshaw said. “And they’ve still had caring mentors, project and club leaders who are urging them forward and challenging them to learn new things.”

But the method by which they’ll be able to show the fruits of their labor is mixed across Kansas. With county fair season underway, local boards have opted for varying degrees of in-person and online fairs.

“This year is different,” Hinshaw said. “I think it’s really important that if you are typically a fair-goer that you check in about your county fair: Are they having the same hours this year? Are they having the same exhibits this year? Are they open to the public and when are they open? Or can you catch a show or a recap online?”

Hinshaw notes that most Kansas counties are posting about their local fairs on Facebook, Twitter or other social media. She encourages residents to follow social media accounts from their local office to stay updated on the county fair.

“One other thing I would suggest is to follow up with the 4-Hers you know,” she said. “If you have grandchildren or you have neighbors who are in the 4-H program, follow up with them: How is their project work going, or what have they learned this year?

“We may not be able to see those exhibits or those kiddos performing in person this year, but go ahead and follow up with them with your interest in their exhibit and in their growth and development.”

As they grow in 4-H, members often start with projects at a “beginning level,” Hinshaw said, and gradually build their knowledge base over years. Each year’s fair is an opportunity to showcase how they’ve grown. “What we know is that while that is happening, young people also are building their abilities as learners, communicators, collaborators and contributors,” she said.

Amid pandemic, Kansas 4-Hers charge ahead with projects

A flood warning and flood advisories have been issued for parts of our area.

The National Weather Service (NWS) in Wichita has issued a flood warning in effect until 11:30 a.m. Wednesday for Lincoln County.

At 5:43 a.m. CDT, Doppler radar indicated an area of rain with embedded thunderstorms that continued to affect the warned area. Though the rainfall will end by mid-morning, excess runoff may result in minor lowland flooding.

Additionally, NWS in Topeka has issued an urban and small stream flood advisory in effect until 7:45 a.m. Wednesday for Republic and Cloud counties.

At 4:49 a.m. CDT, Doppler radar indicated heavy rain due to   thunderstorms. This will cause urban and small stream flooding in the advisory area. Up to two inches of rain have already fallen.

NWS in Hastings, Neb., has issued an urban and small stream flood advisory in effect until 8 a.m. Wednesday for Mitchell County and eastern Jewell County.

At 3:29 a.m. CDT, an automated rain gauge in Hunter reported just over 2 and a half inches of rainfall since midnight CDT. Additional rainfall is expected across portions of north central Kansas through 8 a.m. CDT, with widespread rainfall accumulations of one to three inches expected across the advised area. Isolated rainfall totals of 4 to 5 inches will be possible. This will result in low land flooding, rises in small streams and creeks, and flooding of poor drainage areas.

MINNEAPOLIS – Justine Henderson joined the staff of K-State Research and Extension – Central Kansas District as a livestock production extension agent, effective July 12, 2020. 

Central Kansas District has offices located in Minneapolis and Salina. Henderson's primary office is in Minneapolis.

She earned her bachelor’s degree in Animal Science from California State University and her master’s degree in Beef Cattle Breeding and Genetics from Kansas State University.

Henderson has most recently been employed as a graduate research assistant at Kansas State University.

Livestock Production agents develop and deliver educational programs related to livestock production. Programming may include, but is not limited to: breed and species selection and management, nutrition, livestock facilities, animal identification, marketing, best management practices, and sustainable production techniques.

Local extension faculty are jointly employed in a partnership between K-State Research and Extension, headquartered on the Kansas State University campus in Manhattan, and the local extension board.

The role of K-State Research and Extension is to encourage the adoption of research-based information to improve the quality of life for Kansans. K-State Research and Extension is the short name for the Kansas State University Agricultural Experiment Station and Cooperative Extension Service.

Two people died&nbsp; in an accident just before 3p.m. Tuesday in Cloud County.

&nbsp;The Kansas Highway Patrol reported Micheal Eugene Kaufman, 67, and&nbsp; Delinda Lea Kaufman, 67, both of Hutchinson, were riding their 2008 Suzuki VL800 motorcycle attempting to negotiate the curve on K-9 highway three miles west of Concordia.

The motorcyce struck a westbound 2013 Chevy Silverado driven by&nbsp; Matthew Curtis Blad, 45, of Beloit.

The Kaufmans were pronounced dead at the scene and transported to Nutter Mortuary. Blad was not transported for treatment. The KHP did have details on whether the Kaufmans wore helmets or eye protection.

Saline County commissioners today moved forward on the county's proposed 2021 budget.

Commissioners heard a request from Central Kansas Mental Health Center (CKMHC) asking them to reconsider the amount allocated for the organization.  Commissioners voted to provide the requested increase of $11,584 to CKMHC, according to information from the county.

Under the act, Saline County is responsible for a fee of $946.63 that helps fund the Patient-Centered Outcomes Research Institute based on the average number of people covered under the county's plan.

•Commissioners approved the appointments of Kevin Ellis, Millie Moye, Claudette Humphrey, Susan Montague, and Rex Clearly to two-year terms on the 28th Judicial District Community Corrections Advisory Board.

•Commissioners also appointed Greg Anderes to serve as the treasurer for the Eureka Township following the resignation of a board member. Anderes will serve the remaining term of the resigned board member.

•Jim DuBois, county treasurer, provided commissioners with a quarterly update on interest earned on idle funds. For the second quarter of 2020, $55,124.38 was earned which is significantly less than the amount earned in 2019 ($233,743.95) this same quarter of last year.

•Andrew Pellant, Pre-Trial Program Coordinator, provided a quarterly update on the PreTrial Program. As of June 30, 142 clients were actively being supervised, 19 remained in custody at the Saline County Jail, 206 have had their charges dismissed or had been sentenced, and 109 had had their pre-trial bond revoked. This is a total of 476 placements into the program since it began in April of 2019.

•Michelle Barkley, emergency management director, provided a quarterly update. Emergency management has been heavily involved in the coordination of resources and information associated with the public health emergency. Barkley reported the support of 37 different agencies through obtaining personal protective gear such as masks, gloves, medical/non-medical protective gear, and testing swabs. She also advised the commissioners that the current disaster declaration is set to expire next week. Barkley will be requesting an extension of that declaration next week with the uptick in cases to ensure Saline County remains eligible to continue to receive resources from state and national sources.

•County Administrator Phillip Smith-Hanes provided his update as well. The Coronavirus Relief Fund Advisory Committee held its first meeting on Monday. This meeting was and subsequent meetings will be streamed live on the county’s YouTube channel and the county website has been updated to include a page dedicated to this committee and their activity when it comes to the CARES Act funds that Saline County will be receiving: <a href="https://www.saline.org/Coronavirus/CRF-Funding">https://www.saline.org/Coronavirus/CRF-Funding</a>. The next committee meeting is scheduled for 11 a.m. on Monday.

Staff is working to set up a joint meeting with the Saline County Commissioners and the Salina city&nbsp; commissioners to present the report and the recommendation.

Police are looking for a chubby, shaggy haired man in connection with a reported explosion in central Salina early Monday afternoon.

Salina Police Captain Paul Forrester reported this morning that officers were dipatched to the 500 block of South Second Street for the report of suspicious activity. Multiple witnesses described hearing a loud "explosion," Forrester explained. 

One witness described seeing an approximate 5'8" chubby white male with shaggy dark hair and wearing blue jeans and a flannel shirt put something down in the vacant lot, Forrester noted. The subject then hid behind a tree. After the explosion, the subject ran to a newer white pickup, he added.

According to Forrester, evidence at the scene indicated the subject had blown up a bird house or possibly a clock with what might have been a large firework. 

Video surveillance from the area is being reviewed, he added.

Positive case No. 97 is an asymptomatic female in her 80s with unknown exposure, the health department noted.

"These are challenging days for groups and businesses. They are responsible for providing a safe environment for their employees and participants. They are severely affected when their employees and participants are excluded due to exposure. Much of this exposure is occurring outside of work. The best way to keep our businesses open and functional and keep our social interactions available is to maintain a 6-foot physical distance between people and wear a mask when in public when physical distancing may be difficult to maintain," the health department wrote in a news release.

Of the 97 total confirmed cases, 84 have met Kansas Department of Health and Environment recovery guidelines, the health department noted. Currently, none of the confirmed cases is hospitalized and no deaths due to COVID-19 have been reported, the health department added.

McPherson County reports 97th case of COVID-19

Kansans age 60 or over who meet income guidelines and who shop in farmers’ markets in Kansas can boost their health and their wallets thanks to a program that provides money through vouchers to qualified older Kansans.

The North Central-Flint Hills Area Agency on Aging (NC-FH AAA) announced that applications are now available for the Kansas Senior Farmers’ Market Nutrition Program (KSFMNP). This popular program provides $35 in vouchers to Kansans age 60 or better who meet income guidelines. Vouchers can be used to purchase fresh, nutritious, unprepared, locally-grown fruits, vegetables, herbs, and honey from participating farmers at local farmers’ markets.

Those who wish to apply for the $35 vouchers—or to find out if they qualify—should contact the NC-FH AAA at 785-776-9294 or 800-432-2703. Applications for this program are also available on the Agency’s website at <a href="http://www.ncfhaaa.com">www.ncfhaaa.com</a>.

To qualify, seniors must be age 60 or older and have an annual gross income at or below $23,606—which is $1,968 per month. Vouchers are distributed on a first come, first served basis and may be used at participating markets from now to November 1, 2020. Eligible Kansans from anywhere in Kansas may shop at participating farmers’ markets with the vouchers.

“The Kansas Senior Farmers’ Market Nutrition Program is a great way for older Kansans to add more fruits and vegetables to their diets—and is a fantastic way to support local farmers and farmers’ markets, too,” said Julie Govert Walter, Executive Director of the North Central-Flint Hills Area Agency on Aging (NC-FH AAA). “We’re delighted to work with the Kansas Department of Health and Environment and other Kansas Area Agencies on Aging on this initiative,” she said.

Walter said that The Kansas Department of Health and Environment would like to expand this program, since it boosts the success of farmers’ markets while improving nutrition options for Kansans. It’s time for older Kansans to apply for senior farmers’ market vouchers

Yes, there’s this election business coming up this fall, and the (partial) results are already in. Yes, 24 Republicans and nine Democrats have basically been elected to the 125-member House, and five Republicans and one Democrat have basically been elected to the 40-member Senate.

That is the number—39—of lawmakers or lawmakers-to-be who have no primary election or general election opposition. So,&nbsp; unless they do something really…what’s the verb involved here…well, let’s go with dumb, they already have won. That really dumb? Maybe backing over their county party chairman’s dog, or robbing a liquor store or something like that.

And those non-opposed candidates? Well, this is the year that we get a read on just how politically smart they are. If your name is alone on the ballot for your House or Senate district, well, it’s going to be hard to lose unless you really screw up.

But that lack of opposition also means that out of respect for your constituents you figure a way to campaign anyway. To let them know that even though there is just one filed candidate, that candidate still respects the process and makes friends and promises to do his/her best to make the district and the state a better place to live for all of us.

Oh, there are also 13 House districts in which the race is essentially over at the primary election. In 10 districts, Republicans will choose among GOP candidates only and in three districts, it’s just a choice among Democrats. Then, the winner becomes the only name on the November ballot. In the Senate, there are five districts where the GOP primary election winner becomes the eventual senator, with no challengers in November.

Now that brings the election cycle for the Legislature down to 29 real Republican-Democrat scraps in the Senate and 79 in the House, for 108 races to be decided in November.

What about those 57 candidates who will be done in August? What do they do until they show up to winter in Topeka in January?

After all, those candidates are going to get to spend the winter with an underground parking garage, and it will be all indoor work. So, even those candidates probably ought to be campaigning to those single-choice voters this fall.

And where does that go? Well, we all want to know about taxes and who pays them and who doesn’t, and on what.

And then we’re going to want things to get nicer here, aren’t we? So, even if there’s no scrap at your ballot box, there ought to be some serious discussion on your doorstep, to make sure that the skating-into-office candidates ought to be selling themselves and what they want for you and your neighbors.

Like schools, as the yet-unassessed impact that COVID-19 has had on not only the basic skills like mathematics and geography and spelling, but the social skills that we’re going to want those students to gain while they aren’t able to interact as we did when we were in school.

And those all-but-in-office candidates probably ought to be prepared to tell you where they are on social programs for the poor, for food assistance to the hungry, and for your safety, ranging from what’s a reasonable penalty for criminals to what’s a reasonable plan for making sure that the state’s prisoners are safe, as well.

This shouldn’t be easy for the all-but-sworn in candidates. After all, they are going to be earning $88 a day in your money and mine…

At the Rail: Unopposed candidates still need to provide info

Today is Tuesday, July 14, the 196th day of 2020. There are 170 days left in the year. 

On July 14, 2016, terror struck Bastille Day celebrations in the French Riviera city of Nice as a large truck plowed into a festive crowd, killing 86 people in an attack claimed by Islamic State extremists; the driver was shot dead by police. 

In 1789, in an event symbolizing the start of the French Revolution, citizens of Paris stormed the Bastille prison and released the seven prisoners inside. 

In 1798, Congress passed the Sedition Act, making it a federal crime to publish false, scandalous or malicious writing about the United States government.

One year ago: Injecting race into his criticism of liberal Democrats, President Donald Trump tweeted that four congresswomen of color should go back to the "broken and crime infested" countries they came from; all of the women were American citizens, and three were born in the U.S. Novak Djokovic won his fifth Wimbledon title, and his second in a row, beating Roger Federer in a fifth-set tiebreaker. Former boxer Pernell Whitaker, a four-division champion, died at the age of 55 after being hit by a car in Virginia.

Saline County Commissioners are scheduled to consider approval of the 2021 budget during their Tuesday morning meeting.

The meeting is scheduled to begin at 9 a.m. Tuesday in room 107 of the City-County Building, 300 West Ash. A time for public comment is scheduled near the beginning of the meeting.

During the meeting, commissioners are sheduled to consider approval of the 2021 county budget.

"The budget as presented today contains a total County expenditure amount of $52,565,853. This is a decrease of $52,841 from the budget as reviewed last week. This difference is the sum of disapproval of a requested increase in funding for allocation to Central Kansas Mental Health Center ($11,584), salary ($26,686) and benefits ($14,571) for a proposed position in Senior Services that was disapproved," the budget request for action stated.

Commissioners also are being asked to appoint people to serve on thr 28th Judicial District Community Corrections Advisory Board. Those persons include the following

Additionally, commissioners are being asked to appoint Greg Anderes as treasurer of the Eureka Township.

"With a heavy heart, we are announcing that the Prairie Patch Craft Show will not be held at Southeast of Saline in 2020. In these uncertain times, the safety of our students, staff, and community is our priority. We understand this event allows for a quality family day and acknowledge the economic impact this has on our student organizations as well our many creative vendors. Your understanding and support of this decision is greatly appreciated," Southeast of Saline noted in an email.
