Following is information about what the counties in our area are doing concerning the governor's executive order pertaining to the wearing of face masks.

The Clay County commissioners voted Wednesday to not enforce the governor's executive order, citing a lack of resources for such enforcement. They did, however, make "the recommendation that businesses and citizens comply with the request to continue to social distance and to wear masks when that distance cannot be maintained," according to a post on the <a href="https://www.facebook.com/Clay-County-Kansas-Emergency-Management-269636773101267/">Clay County Kansas Emergency Management</a> Facebook page.&nbsp;

In a special meeting this morning, the Cloud County Commission exempted the county from the governor's executive order and instead approved a resolution that highly recommends the use of face masks or other coverings while in public places or where persons are not able to maintain six feet of social distancing.

Dickinson County has allowed the governor's executive order to go into effect, according to a post on the <a href="https://www.facebook.com/Dickinson-County-Kansas-183363591711637/">county's Facebook page</a>.&nbsp;

On Thursday, the "Ellsworth County Commissioners passed a resolution that will exempt Ellsworth County from the requirement of masks in public. While masks will not be mandated for our county, please remember that private businesses/buildings do have the right to require the use of masks," according to a post on the <a href="https://www.facebook.com/Ellsworth-County-Health-Department-167283529974710/">Ellsworth County Health Department</a> Facebook page.&nbsp;

In a post on its Facebook page, the <a href="https://www.facebook.com/jewellcountyhealthdepartment/">Jewell County Health Department </a>wrote, "After reviewing the Governor’s Executive Order, the Jewell County Health Department strongly recommends that Jewell County residents continue practicing social distancing, washing your hands frequently, staying home when you’re sick, and wearing a mask in public when unable to social distance, if possible."&nbsp;

According to the Lincoln County Health Department, Lincoln County will not be enforcing the governor's executive order. In a post on its <a href="https://www.facebook.com/Lincoln-County-Health-Department-215507435152396/">Facebook page</a>, the health department wrote, "If you have followed the commission meeting minutes you know they are very clear that no mandatory orders from the governor or requirements issued by the governor will be enforced in Lincoln County."&nbsp;

According to a post on the <a href="https://www.facebook.com/Marion-County-Clerk-793249337354351/">Marion County Clerk</a> Facebook page, "The Board of County Commissioners, acting as the Board of Public Health voted unanimously to adopt a resolution that RECOMMENDS wearing face coverings in public, but does not mandate people to do so. Each business or entity within Marion County will have authority to mandate masks in their own facilities if they so choose."

On Thursday, the McPherson County Commission passed a resolution to opt out of the governor executive order according to a news release from the McPherson County Health Department. 

"McPherson County Board of Health (the commissioners) recommends the McPherson County communities still follow the recommendations from McPherson County Health Department and McPherson County Health Officer, which includes wearing face masks while in public when 6-foot of distance cannot be maintained between individuals. Mask wearing can and will significantly decrease the amount of COVID-19 spread in our communities, both from asymptomatic and symptomatic individuals," the news release noted.

According to a letter to Mitchell County residents from the Mitchell County Health Department, "the Mitchell County Board of Health (County Commissioners) are also expected to address the Executive Order next week."

The health department continued, "With that being said, businesses in our community, whether following organizational guidance or a choice made by the business owner, may require the use of masks while in their facility. The businesses in our county have put forth a tremendous effort to protect themselves and members of the community while in their facilities, and during this time it is important to continue to proceed with the same patience and understanding in the months to come."

A 66 mph wind gust was recorded at the Salina Regional Airport at 11:05 p.m. Thursday, while a 41 mph gust was recorded at the Eagle Radio studios, 1825 South Ohio Street, at 11:15 p.m.

Salina Regional Airport reported 1.22 inches of rain, while in southeast Salina, near the Eagle Radio studios, 1.45 inches of rain was reported.

It is not too late to complete the information for your household. You can go online to <a href="http://2020census.gov">2020census.gov</a> to respond.&nbsp; If you are not comfortable responding online, you can either fill out the paper form you should have received in the mail, or call, 1-844-330-2020 (1-844-468-2020 for Spanish language).

For every Kansan that is not counted, our state, and by trickle down, our hometowns lose more than $2,000&nbsp;every year&nbsp;for 10 years. So, for each person counted, Kansas gains $20,000 in federal dollars over the coming decade. These funds are critical for schools, highways, and a host of other programs and projects that affect our daily lives. The census also is used to determine our representation in Washington.

Be sure to count every person in your household, from newborn babies born on or before April 1, to grandparents, other relatives or friends who live with you.

When a&nbsp;warning&nbsp;is issued, KDHE recommends the following precautions be taken:

Lake water is not safe to drink for pets or livestock.

Lake water, regardless of blue-green algae status, should never be consumed by humans.

Fish may be eaten if they are rinsed with clean water and only the fillet portion is consumed, while all other parts are discarded.

If lake water contacts skin, wash with clean water as soon as possible.

Avoid areas of visible algae accumulation.

A&nbsp;watch&nbsp;means that blue-green algae have been detected and a harmful algal bloom is present or likely to develop. People are encouraged to avoid areas of algae accumulation and keep pets and livestock away from the water.

During the watch status, KDHE recommends the following precautions be taken:

KDHE investigates publicly-accessible bodies of water for blue-green algae when the agency receives reports of potential algae blooms in Kansas lakes. Based on credible field observation and sampling results, KDHE reports on potentially harmful conditions. Kansans should be aware that blooms are unpredictable. They can develop rapidly and may float around the lake, requiring visitors to exercise their best judgment. If there is scum, a paint-like surface or the water is bright green, avoid contact and keep pets away. These are indications that a harmful bloom may be present. Pet owners should be aware that animals that swim in or drink water affected by a harmful algal bloom or eat dried algae along the shore may become seriously ill or die. Crimestoppers seeks tips about stolen Gator

MCPHERSON -- The McPherson County Health Department today reported four additional confirmed cases of COVID-19, bringing the county total to 81.

Following is the information from the health department concerning the new cases.

Positive case #78 is a symptomatic female in her 30s with unknown exposure and is recovering at home.

Positive case #79 is a symptomatic female in her 20s with known exposure and is recovering at home.

Positive case #80 is a symptomatic male in his 20s with known exposure and is recovering at home.

Positive case #81 is a symptomatic male in his 40s with unknown exposure and is recovering at home.

Of the 81 total confirmed cases of COVID-19 in the county, 49 have met Kansas Department of Health and Environment recovery guidelines, the health department reported. MANHATTAN — The Fourth of July may be a fun and noisy celebration for many people, but a Kansas State University veterinarian says that's not the case for some pets. "This holiday is often a time filled with fear and anxiety for some pets — and it can also be a dangerous time for them as well," said&nbsp;<a href="https://www.vet.k-state.edu/education/clinical-sciences/faculty-staff/faculty/nelson/index.html" target="_blank">Susan Nelson</a>, clinical professor at the&nbsp;<a href="https://www.vet.k-state.edu/vhc/" target="_blank">K-State Veterinary Health Center</a>, a part of the&nbsp;<a href="https://www.vet.k-state.edu/" target="_blank">College of Veterinary Medicine</a>. Nelson offers some tips to help keep pets safe this holiday. The first: Keep your pet indoors for the most part, and under leash control when you do need to take them outside. "The sound of fireworks can make some pets run off in an attempt to get away from the noise," Nelson said. "In fact, this is the time of year with the highest incidence of runaway pets, so be sure to keep them secure." Besides getting lost, Nelson said there is also the risk of pets getting hit by a car because their fear of fireworks will make them less observant of oncoming traffic. She recommends making sure your pet has some type of ID, such as a tag and/or microchip, in case it should get lost. Ideally, it should have both. Nelson said keeping your pet inside also keeps it safe from those people who may try to harm an animal with fireworks. "Many dogs will appreciate being in the safe confines of their crate and will do fine if allowed to stay there," Nelson said. "A secure room may also work as well. Be sure to close the blinds or use heavy curtains to block out the flashes of light." Nelson also suggests the following to help calm a pet who gets rattled by loud noises: • Play soothing music or turn on the TV or white noise machine in an attempt to block out the loud crackles and booms. • Trying an anxiety wrap specially made for pets may help calm those with mild anxiety. • Using over-the-counter medications made for anxious pets may benefit those with mild to moderate noise anxiety. • Consider temporarily relocating your pet to a quieter friend/relative's house or kennel during this time. • Talk to your veterinarian about prescription anti-anxiety medications if your pet has a severe noise phobia. Have the medication ready to give on the first day that fireworks are allowed to begin in your community. Just as with young children, Nelson said it is important to keep dangerous items&nbsp;out of your pet's reach and not apply products on pets that aren't labeled for safe use on them. "These include lighters, punks, matches, lighter fluid, glow jewelry, citronella candles/oils, insect coils and repellants and fireworks, both unlit and lit," Nelson said. Even if your dog is not bothered by fireworks, Nelson said it is still subject to being burned or injured by fireworks if it gets too close or attempts to retrieve one that has been ignited. Many fireworks also contain toxic chemicals if ingested. Another product to avoid using on pets can be some insect repellants, Nelson said. "Mosquitoes are often out in force this time of year, but don't be tempted to spray your pet with insect repellants that contain DEET as it is toxic for them," she said. "Only apply insect repellants that state they are safe to use on pets." Human foods and beverages also pose dangers to pets. "Pets often experience vomiting and/or diarrhea when given foods they are not used to eating," Nelson said. "And some foods, such as chocolate, macadamia nuts, onions, grapes or raisins, coffee, salt and yeast-based bread dough are all potentially toxic for your pet." When ingested, fatty foods can lead to life-threatening pancreatitis, while corncobs, bones and wooden barbecue skewers can cause blockage of the intestinal tract if swallowed. Nelson also said to keep any foods or candies sweetened with artificial sweeteners, such as xylitol, out of reach as they can be toxic to pets. Another no-no for pets are alcoholic beverages. "Keep the beer and wine out of their reach," Nelson said.&nbsp;&nbsp;

K-State vet shares tips on making the Fourth safer for pets

CLAY COUNTY&nbsp; —One person was injured in an accident just after 1p.m. Thursday in Clay County.

The Kansas Highway Patrol reported a 2006 International semi driven by Steven Randall Eickmann, 71, Belleville, was westbound on Kansas Highway 9 three miles east of Clifton.

The vehicle entered the north ditch and rolled.&nbsp;

EMS transported&nbsp;Eickmann to the hospital in Clay Center. He was properly restrained at the time of the accident, according to the KHP.

UPDATE: Severe thunderstorm watches expire

Saline County Commissioners voted 4-1 this evening to exempt the county from Governor Laura Kelly's executive order mandating the wearing of face masks because of COVID-19.

During the approximately 90-minute meeting this evening, commissioners heard opinions from both sides of the issue, some more contentious than others. At one point, after the time for public comments had closed, Commission Chair Robert Vidricksen threatened to have a member of the audience removed after the man began yelling at the commissioners.

In the end, the commissioners voted to go against County Health Officer Jason Tiller's recommendation to adopt the governor's executive order with the caveat that it would need to be reviewed in two to three weeks. Commissioners expressed concerns with ambiguity and the inability to enforce a mandate that was also unfunded, as well as the undue burden some believed the executive order would place on local businesses.

Saline County Commissioners voted 4-1 this evening to exempt the county from Governor Laura Kelly's executive order mandating the wearing of face masks because of COVID-19.During the approximately 90-minute meeting this evening, commissioners heard opinions from both sides of the issue, some more contentious than others. At one point, after the time for public comments had closed, Commission Chair Robert Vidricksen threatened to have a member of the audience removed after the man began yelling at the commissioners.In the end, the commissioners voted to go against County Health Officer Jason Tiller's recommendation to adopt the governor's executive order with the caveat that it would need to be reviewed in two to three weeks. Commissioners expressed concerns with ambiguity and the inability to enforce a mandate that was also unfunded, as well as the undue burden some believed the executive order would place on local businesses.Instead, they voted to exempt Saline County from Executive Order 20-52 and replace the provisions of the executive order with the following:<ul>

Commissioners vote to exempt Saline County from mask order

ABILENE -- The Dickinson County Health Department this afternoon reported the county's ninth confirmed case of COVID-19.

"The case in Dickinson County is a 41-year-old female. The individual is currently maintaining in-home isolation and is stable. All contacts have been notified and will monitor for fever and respiratory symptoms," the health department noted in news release.

NWS updates storm forecast for Thursday evening

UPDATE: Because of the growth of the Grand Prairie housing addition, the Salina A.M. AMBUCS has moved its Skyfire shooting site. They now are scheduled to fire the show from the east side of Markley Road, east of the Salina Municipal Golf Course club house, according to Larry Pankratz. Prefered parking, for $20 a car will be in the parking lot at the club house, he added. VIP and donor parking will be south of the shooting site.

Skyfire is scheduled to begin at 10 p.m. Saturday.

Like many event organizers in the time of COVID-19, the members of the Salina A.M. AMBUCS Club considered canceling this year's Skyfire Fourth of July event.

Afterall, the pandemic was having a financial impact on many of the individuals and businesses who in a normal year would donate to the annual fireworks spectacular, said Dave Tangeman, whose committee is in charge of organizing Skyfire.

But then, some Salina individuals with the means to help stepped forward and sparked what would become a successful fundraising effort even during the pandemic-induced economic downturn, he said. In the end, individuals, businesses, and foundations making donations of $5 to $15,000 exploded the fundraising effort to its goal of $26,000, Tangeman explained.

"The people of Salina have really come forward to help make this event happen," he said.  

Skyfire is scheduled to begin at 10 p.m. July 4 at the East Crawford Recreation Area. In case of rain, the fireworks will be shot the following night, Tangeman said.

This year's Skyfire will be bigger and better, with more than 2,000 shells fired during the 23 minute show, Tangeman explained.

"This year, we went to the fireworks vendor and told them we wanted to step up the show to the next level," Tangeman told Salina Post.The show also will be computer choreographed so that the shells fire at the appropriate times to match the music, he said.Additionally, the Skyfire event will provide VIP parking for $20 per car and any first responders and medical providers can get the VIP parking for free, according to information provided by the club.Tangeman also noted that there is enough space at the East Crawford Recreation Area for people to follow social distancing guidelines.
