Saline County commissioners this morning approved the county accepting a $132,000 Community Development Block Grant to be used for grants or loans for for-profit businesses.

Late last month, the county received notice that it had been selected to receive money during the second funding cycle. The county had applied for the funds in May, but they were not awarded during the first funding cycle, according to information from Saline County. The North Central Regional Planning Commission will serve as the grant administrator. The organization's fee -- $12,000 -- will be paid with the grant some of funds received, the county noted.

Additionally, commissioners heard from Tim Hamilton, planning and zoning administrator, who provided an update on activities that have taken place from Jan. 1 through July 31, 2020. A total of 35 building permits have been issued which is an increase of 13 from this same time in 2019.

Revenue is also up by a little over $15,000 from last year, with a total so far of $57,623.50. Revenues are from building permit fees as well as fees for septic and well permits and other environmental services, according to information from the county. 

Commissioners also heard from Justin Mader, county engineer, who provided each of them with a binder filled with information on the Special Road Construction Fund, road classifications, and several maps that outline the county road management program in Saline County. Commissioners will meet with the road and bridge and engineering departments in a special study session on Aug. 18 so they can discuss in more detail the gravel road upgrade program and the future of Saline County’s road upgrades, the county information noted.

On April 7, commissioners voted to place a question on the November ballot asking for voters to approve a half-cent sales tax for the construction of a jail and issue bonds. Today, they heard from David Arteberry with Stifel, Nicolas and Company, the county’s financial advisor for this project. Arteberry provided the commission with what a bond payment would look like as well as anticipated sales tax revenues. He explained that they took a very conservative approach to projecting these numbers. Through their conservative projections, the jail project with the price tag of $89,655,000 could be paid off in 18 years and the sales tax could end. Commissioners will take action in two weeks -- Aug. 18 -- in considering the adoption of the language that will go on the November ballot. During his weekly update, Phillip Smith-Hanes, county administrator, told commissioners about the Coronavirus Funding Advisory Committee’s meeting on Monday. Applications for direct aid were accepted until 5 p.m. on July 31. A total of 106 applications were received with requests that totaled just a little over $16.6 million. The county has $11,026,434 that can be distributed to local governments, schools, organizations, and businesses. The committee began reviewing the applications and will continue its review this week in order to bring a recommendation to the commissioners on Aug. 11  for their approval to submit a plan to the State of Kansas.

Saline County Sheriff Roger Soldan said this morning that a white 2011 GMC Sierra 2500 HD pickup and a black and maroon eight-foot by 14-foot enclosed 2014 H&amp;H trailer were recovered just east of the QuickTrip at 61st Street North and Interstate 135 in Park City. Stolen pickup, trailer recovered near Park City convenience store

ABILENE -- Employees of Memorial Health System (MHS) recently wore blue jeans at work for another Jeans Day fundraiser. 

Employees who made a donation of at least $5 were allowed to wear blue jeans on the last Friday of July. The day was organized by the MHS Employer of Choice (EOC) committee. 

A total donation of $265 was presented to Abilene USD 435 to go towards COVID-19 relief supplies.

NWS: Another lovely day for the area

Someone stole more than $1,000 worth of items from a north Salina Church early this month.

Salina Police Captain Paul Forrester reported this morning that sometime between Saturday and Monday, someone stole a number of items from the maintenance area of Salina Church of Christ, 1646 North Ninth Street. Many of the items belonged to an 86-year-old church maintenance worker and included the following, Forrester explained.

A sachel with pipe wrenches and other tools ($250)

Additionally, a Stihl blower ($100) belonging to the church, also was taken, Forrester noted.

More than $1,000 worth of items stolen from north Salina church

Nobody didn’t like Kansas getting about $1.2 billion –that’s billion, not just those pesky millions – to recover from the COVID-19 pandemic, to rebuild the damaged economy, to finance health care and the exceptional new expenditures that will be required to safely operate schools, colleges and public offices, and to get ready for the next time a pandemic explodes across the state.

Practically, there’s not a Kansan who hasn’t felt the effects of the pandemic, even in western Kansas’ Rawlins and Wallace counties, the two in the state which have apparently had no known cases of the disease.

But that $1.2 billion to meet the state’s costs and prepare for the future is proving to be pretty tricky for members of the State Finance Council to deal with. It’s just a whole different way to do business than the legislators who make up that panel have ever dealt with.

Where should that money go, who should get it and for what?

Well, there was the first $400 million, which was divvied up among 103 Kansas counties, (yes, we still have 105 counties, but Sedgwick and Johnson are so big they got their own direct funding under the federal Coronavirus Aid, Relief and Economic Security (CARES) Act). That first roughly $400 million was largely just long division: population estimated per-person expenses caused by the pandemic, plus some extra for high unemployment caused by the disease. That was relatively easy.

But the remaining roughly $600 million that the state is supposed to distribute by Dec. 30, well, that’s where everything gets complicated, especially to legislators on the Finance Council who have been trained to spend state funds as conservatively as possible, and for specific purposes. That specificity during the legislative session means nothing so general as “economic recovery” or financing health care to unprecedented numbers of Kansans, plus getting oxygen to businesses which were closed or severely&nbsp; limited in operations through the statewide shut-down to deter spread of the disease.

The Finance Council has already approved more than $100 million in those CARES Act funds for public health, $78 million for economic development and $75 million for education ranging from pre-school to community colleges.

But it is the most trendy-sounding of the issues that will be dealt with that is the most complicated for the governor’s coronavirus team to get approved by the legislators who will have to OK the distribution of federal funds. It’s “connectivity” – or the Internet.

The issue is a governor’s task force recommendation to spend up to $50 million for getting broadband Internet service statewide, faster service that can handle everything from telemedicine that allows health care in doctor-sparse areas to services for stay-at-home schoolchildren in vast areas of the state without modern Internet service—or Internet service at all…

And there’s another $10 million that lawmakers on the Finance Council want to study for getting Internet service to the state’s low-income residents. That broadband service isn’t free, and often isn’t cheap.

The federal money, well, it’s federal money, but lawmakers want to know who’s getting it.

For example, there’s $61 million to restart and help finance businesses across the state including grants to small businesses pounded by lack of spending by Kansans. “Grant” is the key here: it’s giving federal money to help businesses stay afloat and prosper. It’s just handing federal dollars to business for a good purpose, but it’s out of character for most lawmakers.

What will help businesses prosper, and do legislative leaders trust the governor’s Strengthening People and Revitalizing Kansas (SPARK) task force to decide which businesses will make the right decisions?&nbsp;

We’ll see how that turns out in the next few weeks when those federally funded checks start getting sent to Kansas businesses…

In 1792, English romantic poet Percy Bysshe Shelley was born at Field Place near Horsham, England.

Thirteen people have filed to run for the United States Senate seat currently held by Sen. Pat Roberts. Eleven of the 13 filed as Republicans, with two filing as Democrats. (See list below.)

Six people have filed to run for the United States House of Representatives First District seat currently held by Rep. Roger Marshall, including four Republicans and two Democrats. (See list below.)

County election officer announces primary election audit

JEWELL COUNTY—One person was injured in an accident just after 1:30p.m. Monday in Jewell County.

The Kansas Highway Patrol reported a 2005 Peterbilt semi driven by Seth Anthony Henderson, 47, Superior, NE., was northbound on Kansas 128 just south of Elm Road on the Kansas -Nebraska state line.

The vehicle entered the west ditch and overturned. EMS transported Henderson to the hospital in Superior. He was properly restrained at the time of the accident, according to the KHP.&nbsp;

Driver hospitalized after semi overturns

OSBORNE COUNTY —The Kansas Bureau of Investigation, Osborne Police Department and the Osborne County Sheriff's office are investigating a fatal shooting and have identified the victim as 58-year-old Patrick Johnson of Salina.

Just after 11 p.m. July 31, the Osborne Police Department requested KBI assistance in the case, according to a media release from the KBI. Special agents and the Crime Scene Response Team responded.

Law enforcement found Johnson in a basement of a home on Washington Street with a gunshot wound. He was pronounced dead at the scene.

A family member at the home reported he had been in a physical altercation with Johnson that led to the shooting. No arrests have been made. Authorities have released no additional details.

OSBORNE COUNTY —Law enforcement authorities are investigating a death that occurred Friday in Osborne.

Just after 10:30p.m. Friday, the Osborne Police Department was notified of a shooting that occurred on Washington Street in Osborne,&nbsp; according to a facebook announcement posted by the department Saturday.

"A deceased individual was located in the residence and the scene was secured for processing," the department said.

The Osborne County Sheriff's Office and the Kansas Bureau of Investigation were assisting in the investigation.

The name of the victim has not been released.

Victim in fatal shooting identified as Salina man

MCPHERSON -- The McPherson County Health Department has reported one new case of COVID-19, bringing the county total to 142. The health department also provided additional information about the county's lone COVID-19 related death.

Positive case No. 142 is a symptomatic female in her 50s with unknown exposure and is recovering at home, according to the health department.

As for the COVID-19 related death, the health department reported the following.

The young man was in his 30s, had a medical history of hypertension, and passed away within 10 days of his COVID-19 diagnosis. He was actively isolated at home and suffered from acute hypoxic respiratory failure and a cerebrovascular accident (stroke), both complications of COVID-19 per the medical record.&nbsp;Correlations between strokes and COVID-19 are being studied, but more information about the prevalence can be found at the following links and other reliable sources.

Additionally, the health department provided the following updated information about all of the county's COVID-19 cases.

Saline County: Only 3 new cases since Friday; 264 of 348 recovered

Memorial Health System in Abilene and Salina Regional Health Center have agreed to enter into a period of discovery to examine the potential of a strategic alliance in order to better serve the patients and families of their respective communities in north central Kansas.

“I am excited to take the opportunity to explore the potential of better coordination of services between our two health systems as we move into the future,” said Harold Courtois, chief executive officer at MHS.

“We (the MHS board of trustees) have signed a letter of intent to explore affiliation with SRHC,” said Dr. Steven Schwarting, MHS Board Chair. “This is just the beginning of a long process. We have been educating ourselves and discussing the idea of affiliation for several years. We are committed to continuing to provide excellent care to our community and surrounding area.”

Over the coming months both organizations will be working together to review options of how this partnership might look.

“The goal of this agreement is to explore improved patient care in the region and the potential of better coordination of services between MHS and SRHC,” said Joel Phelps, Chief Executive Officer at Salina Regional Health Center. “It also helps both organizations to determine the possibilities of longterm strategic alignment to meet the needs and challenges of Dickinson County citizens.”

Salina Regional Health Center has affiliations with Cloud County Health Center in Concordia and Lindsborg Community Hospital.

Abilene's MHS, SRHC exploring strategic alliance

Mowery Women’s Clinic welcomes Dr. Nicholas Raasch

A Salina man was injured Friday night in a single-vehicle motorcycle wreck. 

Salina Police Captain Paul Forrester reported this morning that shortly before 10 p.m. Friday, Seth Seed, 31, of Salina, was southbound in the 300 block of North Columbia Avenue on a 2011 Triumph motorcycle when he lost control of the motorcycle. A witness reported seeing the motorcycle traveling into a driveway, around a large tree, through the front yard, and onto the street before crashing, Forrester explained.

Seed had injuries to his face and back and was transported by EMS to Salina Regional Health Center, Forrester reported. The motorcycle had damage to the handlebars and body on the right side, he added.

Speed and alcohol are believed to be contributing factors to the crash, which remains under investigation, Forrester noted.

Saline County Sheriff Roger Soldan said this morning that sometime between 4 p.m. Friday and 11:15 a.m. Saturday, someone broke a padlock on a gated property in the 5000 block of North Ohio and stole the following items.

A white 2011 GMC Sierra 2500 HD pickup (Kansas tag 445LAS) with a Herd-Boss wet/dry cattle feeder on the back, together valued at $25,000

A black and maroon eight-foot by 14-foot enclosed 2014 H&amp;H trailer with Kansas tag 590KHF, valued at $5,000

An orange 2019 Bad Boy Magnum zero-turn mower, valued at $3,999

A key for a Polaris Ranger, valued at $50

A commercial power washer, valued at $500

Additionally, damage to a chain was estimated at $25, he said.

More than $34,000 worth of items stolen in northern Saline County

Two people were injured when a car struck Tony's Pizza Events Center Saturday.

James Lininberger, 51, of Salina, was driving a 1965 Pontiac LeMans at 2:15 p.m. Saturday in the 800 block of The Midway when he accelerated and the pedal became stuck, causing him to lose control of the vehicle, Salina Police Captain Paul Forrester reported this morning. 

The LeMans hit the curb and then Tony's Pizza Events Center, causing damage to the southeast wall and breaking a gas line, Forrester explained. 

Lininberger received an upper ear laceration and nose abrasion and a 47-year-old female passenger received a broken leg and left foot, Forrester reported.

The LeMans had damage to the front end, he added.

 </figure>Two people were injured when a car struck Tony's Pizza Events Center Saturday.James Lininberger, 51, of Salina, was driving a 1965 Pontiac LeMans at 2:15 p.m. Saturday in the 800 block of The Midway when he accelerated and the pedal became stuck, causing him to lose control of the vehicle, Salina Police Captain Paul Forrester reported this morning. <figure>

Lininberger received an upper ear laceration and nose abrasion and a 47-year-old female passenger received a broken leg and left foot, Forrester reported.<figure>

Kansas Tourism: No state fair? You can still have the food

While “social distancing” is now the rule in public schools and on university campuses, the term “social disconnect” is now being used for the failure of online education to provide the connections that face-to-face communication provides.

We are now using the term “contact teaching” for what we had previously considered the norm.

This reduction in learning is now regularly called the “COVID slide,” similar to the “summer slide” that K-12 students undergo while out of school each summer.

“Slide reversal” is any attempt to make up for the lost learning from last spring’s shutdown. In China, most K-12 schools and universities were able to start back up and extend their spring semester. They normally have a two month summer vacation, but this year it will only be three weeks. They not only extended the spring through the end of July but will begin the fall semester one week early.

We are now getting data on the damage to higher education. The publication “Campus Technology” reports that “56 percent of faculty who moved courses online were using teaching methods they had never used before.” They found that “97 percent of institutions moving classes online had to call on faculty with no previous online teaching experience. 50 percent of institutions had at least some faculty with online teaching experience. 48 percent of faculty who moved courses online reduced the quantity of work they expected from students, and 32 percent lowered their expectations for the quality of student work.”

“Chronic absenteeism” has proven to be a big problem with online delivery. Despite having digital devices and online access at home, as many as 15 percent of students essentially disappeared, abandoning any connection with their school and teachers. This does not include the homeless students who are living with a parent in a car or “couch-surfing” and for whom their contact with their teachers at school was their one remaining anchor in society. This is a clear indication that getting everyone a laptop and hooked up to the internet is not going to “reconnect” these students.&nbsp; &nbsp;&nbsp;&nbsp; &nbsp;

When some teachers and administrators came to realize that online is simply not working for many students, they have resorted to “paper work packets” that are delivered to the student’s home, sometimes along with school meals. This is somewhat similar to the correspondence courses offered by many universities in the 1950s and 1960s. However, completion of those courses was low due to the lack of face-to-face assistance and no motivation from classmates sitting to each side pursuing the same tasks.

“Pandemic pods” are a strategy used by groups of families that band together to improve the educational experiences of their children when the kids cannot return to full time schooling. Triggered by the generally abysmal results of online learning last spring, these proposals vary from online clusters of students managed by teachers or tutors adept in online delivery, to limited face-to-face homeschooling clusters. In its initial stages, pods mainly appeal to parents of elementary students who do not work well alone. According to Education Week, some affluent families are willing to pay up to $700 a month to pod teachers, in effect privatizing education.&nbsp; &nbsp;

“Micro-schools” within a community use libraries, community centers or homes to restart face-to-face education with 8–10 students spaced apart and instructed by qualified teachers.

A “distributed campus” is a general new usage for spreading out students across the school or university. It includes timing of classes, transport, offsetting of mealtimes, distancing, etc. &nbsp;

Both K-12 and higher education have quickly discovered that many online/digital educational systems do not have “interoperability” or the ability to work with other systems. Much money for such limited digital technology has been wasted. &nbsp;

And finally, “bullying of teachers” by some school boards has arisen as a concern when schools are mandated to fully open during an upsurge in cases but safety plans for students and school personnel are unclear or lacking. These conflicts are occurring mainly in regions with more “pandemic denial.”&nbsp;&nbsp;

The Salina City Commission will meet in a special session with the Saline County Commission on Monday.

During the meeting, the two local governing bodies will hear an emergency radio communication system presentation by staff and Tusa Consulting Services. According to the agenda for the meeting, discussion and possible action are to follow.&nbsp;

The meeting is scheduled for 1 p.m. Monday in the Salina Area Chamber of Commerce Visit Salina Annex, 120 West Ash Street.
