The Salina Area Chamber of Commerce has announced the hiring of Renee Duxler as economic and workforce development director. 

In this role, she will lead the chamber’s economic and workforce development department and the implementation of the Imagine Salina program of work. Imagine Salina focuses on two overarching initiatives; they are workforce development and business expansion and retention support.

Most recently she served as the executive director for the Douglas Design District in Wichita, where she participated in urban planning and its effect on economic opportunity and development, civic pride and engagement, talent recruitment and retention, and community connectivity and access. She also has served on the Wichita-Sedgwick County Metropolitan Planning Commission and was a 2019 graduate of Leadership Wichita. In addition, Duxler has experience in non-profit management and leadership, policy, and public relations.

Duxler grew up in McPherson, received her undergraduate degree from Kansas State University and a master's degree from Newman University. She and her partner, Mark Anderson, are bringing with them three children ages 10, 12 and 14, and a border collie rescue named Scout.

Her experience in community building, strategizing, and talent recruitment and retention are perfect fits for the Chamber’s Imagine Salina initiative.” said Eric L. Duxler economic and workforce development director

The Salina Area United Way (SAUW) has announced that its 2020-2021 annual campaign kick-off will be a combination virtual and come-and-go event.

The kickoff is scheduled for 10 a.m.-2 p.m. Sept. 22, according to information provided by SAUW.

The theme for the 2020-2021 annual campaign is “Building Bridges: Yesterday, Today, &amp; Tomorrow.” The campaign has a goal to raise $550,000.

This year’s kickoff will include a virtual event and a come-and-go event at the SAUW office, 210 East Walnut Street, Suite 100. Interested persons will be able to stream the event via the SAUW Facebook page and YouTube or join the staff and board of directors at the SAUW office.

The event will have virtual and in-person interviews with community partner directors, board members, and more.  3B’s BBQ Food Truck will be located at the SAUW office from 11 a.m. to 2 p.m.

“We know this is a crucial time for our community and we want to be there to support them.  To reach our goal of $550,000 would be tremendous for our community partners especially during these tough times,” said Claire Mullen, executive director. “By starting the COVID-19 Relief Fund, we stepped up as a leader for our community and we want to continue on that same path with our annual campaign.”

Local United Way announces campaign kickoff, goal

Salina police are looking for a known suspect in an aggravated assault and battery that occurred early this morning.

Officers were dispatched to a residence in the 700 block of East Elm shortly after 2 a.m. Tuesday for the report of a disturbance, Salina Police Captain Paul Forrester reported this morning.

According to Forrester, a 40-year-old Salina woman and a 43-year-old Salina man were sitting in a 2004 Dodge Durango when the woman's ex-boyfriend drove by in a tan 2006 Chevrolet Silverado pickup. The subject drove by several times, once swerving at the Durango without striking it, Forrester noted. He then turned around and was traveling eastbound and swerved and struck the vehicle with his pickup, Forrester added.

"The Durango suffered major driver side damage and was pushed up onto the easement. The pickup had the right front tire torn off the vehicle. The truck after striking the Durango continued and struck an AT&amp;T utility box, and then a fence in the yard of 259 N. Penn," Forrester reported.

The driver of the Silverado threatened the man and woman before fleeing the scene, Forrester noted.

Forrester stressed that the subject is a known person and the incident is not a random act.

Erickson told police that she had gone to an event and had the key on a lanyard, but at some point lost the key, he said. 

Various items that were in the car also are missing. Those items include a couple of tool boxes with miscellaneous tools, a Milwaukee impact wrench, and a Mossberg 12 gauge shotgun, Soldan said.

The car, valued at $1,500, had a small dent in the right front fender and an NRA sticker on the bottom left of the windshield, he said.

Total loss is estimated at $2,185, Soldan added.

Due to the pandemic, President Elizabeth Mauch, in consultation with the
cabinet, has decided that homecoming events this year be conducted virtually
when possible or postponed if adopting to a virtual format is not
possible.&nbsp; 

“This was not an easy decision to make and I
am very disappointed that we will not be able to experience a typical
Homecoming weekend.&nbsp; While I am saddened
by this, it seems to be the best option for keeping the Bethany community and
Lindsborg safe.&nbsp; On a brighter note, our Alumni
and Student Development Offices are planning many virtual events to let folks
experience homecoming from afar,” Mauch said.

Many events are affected by this change. The planned celebration of Dr. Joyce Pigge’s
50th year at Bethany College, which was planned for Oct. 2, has been
postponed. The Oct 4 class of 2020
commencement ceremony has been postponed. The rescheduled Messiah performance that was to take place homecoming
weekend has also been postponed.

K-State wildlife specialist shares tips on keeping rats out of the home

MANHATTAN – A study released in July by researchers at three universities indicates that the number of people reporting rat sightings has increased since the start of the COVID-19 pandemic.&nbsp;

Charlie Lee, a wildlife management specialist at Kansas State University, says the increased contacts between human and rodents could be a result of people staying in place more often where the animals are likely to be foraging.&nbsp;

“What’s really going on here is difficult to determine, but it’s probably that people are spending more time in locations that they haven’t spent that length of time in previously,” Lee said. “That gives them a greater opportunity to observe rats in those locations.”&nbsp;

The study, which has not yet been peer reviewed, was conducted by researchers at Fordham University, the University of Tokyo (Japan), the University of British Columbia (Canada) and several private organizations. The complete&nbsp;<a href="https://www.medrxiv.org/content/10.1101/2020.07.05.20146779v1" target="_blank">results are available online.</a>&nbsp;

In the past, Lee said, “we’ve seen populations of rats increase after natural catastrophes…and we’ve had widespread reports of that occurring now that we’re well into COVID-19.” Since March, closed food service operations in New York had increased rat problems, according to the study’s authors.&nbsp;

The two most common rats found in the United States are Norway and Black rats. Both species tend to have a small range in which they move, typically about 30 meters squared, according to Lee.&nbsp;

What they’re after is cover and food, and generally want little to do with humans. Rats prefer to feed in and around homes, so when they find access to meat, fish, vegetables and grains, they tend to stay.&nbsp;

“In this study, pest control companies reported that they have had a similar number of cases to work on, but the areas they are working is much different,” said Lee, who spoke about this topic recently on the&nbsp;<a href="http://www.agtoday.net/" target="_blank">Agriculture Today radio program</a>. “They are saying that they have 30% to 40% new customers, as opposed to the food service organizations that have been the heart of their business for many years.”&nbsp;

He added that rats have “irregular home ranges,” moving along narrow pathways that connect cover and food. Most of the time, rats stay within the same small area where they are satisfying their hunger and maintaining safety.&nbsp;

To reduce the likelihood of rats taking up residence near your home, Lee suggests a three-step approach, signified by the acronym HER:&nbsp;

Habitat modification.&nbsp;Remove things that rats like to feed on and remove areas they use for cover, such as tall weeds and grass, fences, walls, rubbish piles and abandoned appliances.

Exclusion.&nbsp;Make it difficult for rats to enter the home or structure. All openings greater than ¼ inch should be sealed to exclude mice; for rats, openings greater than ½ inch should be sealed. Encourage your neighbors to do the same.

Remove.&nbsp;Traps and baits are the most common methods for removing rats. Be sure to keep poisonous baits out of areas where pets or children may come into contact with them. When using baits indoors, odor problems may result when rodents are killed.&nbsp;

Ah, rats! Reports of rodents have increased during pandemic

Today is Tuesday, Sept. 1, the 245th day of 2020. There are 121 days left in the year.

Saline County: 16 new COVID-19 cases; 389 of 476 recovered

MCPHERSON -- The McPherson County Health Department today reported eight new confirmed COVID-19 cases. Four of the cases were connected to a local college outbreak, however the name of the college was not revealed.

Following is the information about the new cases, as provided by the health department.

●Positive case No. 196 is a symptomatic 9-month-old male with unknown exposure.

●Positive case No. 197 is a symptomatic 18-year-old female with known exposure to a local college outbreak and is recovering in McPherson County.

●Positive case No. 198 is an asymptomatic 13-year-old female with unknown exposure.

●Positive case No. 199 is a symptomatic female in her 80s with unknown exposure at this time and is hospitalized.

●Positive case No. 200 is a symptomatic 18-year-old male with known exposure to a local college outbreak and is recovering in McPherson County.

●Positive case No. 201 is a symptomatic 18-year-old female with known exposure to a local college outbreak and is recovering in McPherson County.

McPherson County reports eight cases of COVID-19

Eagle expands with the acquisition of two new stations

The sixth annual Fe For A Cure 5K Race/Walk benefiting patients undergoing treatment at the Tammy Walker Cancer Center, planned for Sept. 19, has been canceled due to COVID-19. 

However, cancer doesn’t stop for the pandemic, and local patients still need support.

“With the number of cancer patients, survivors, family members and friends who have historically attended this event, we can’t in good conscience have an in-person gathering this year – especially considering the number of attendees we host with compromised immunities,” said Tom Martin, executive director of the Salina Regional Health Foundation. “We hope to bring this event back next year to raise awareness for the impact of cancer on our community and region and support for our patients.”

“COVID-19 has kept us in our homes more than usual, and for some households, this has worsened the forces of domestic violence and sexual assault,”&nbsp;Governor Laura Kelly said.&nbsp;&nbsp;We have a responsibility to do all we can to protect vulnerable Kansans, and I am hopeful this grant money will provide support to those who need assistance and assurances of safety the most.”

The SGF Domestic Violence and Sexual Assault funds support the enhancement and expansion of sexual and domestic violence programs. The funds are used for support services, outreach, and training for community-based programs located in large and small communities across Kansas. These programs provide services 24 hours a day, seven days a week, including emergency safe shelter, crisis helpline calls, crisis intervention, on-going counseling and support, and advocacy to help victims and survivors increase safety for themselves and their families.&nbsp;

The SGF CAC awards are made to initiate, enhance, or expand children’s advocacy centers. The funding supports child-focused, community-oriented programs that coordinate investigation and intervention services for abused children by bringing together professionals and agencies in a comprehensive, multi-disciplinary model.

The Federal FVPSA grant program funds community-based nonprofit domestic violence organizations. These organizations provide outreach, shelter, support groups, crisis intervention, advocacy in obtaining protection from abuse orders, court accompaniment, transportation, and prevention education in schools and communities.

The SGF grant funds also are used to leverage federal funds, including FVPSA funds, to help expand services and improve responses across the state. Without these funds, millions of federal dollars would not be available to help these vulnerable families or to increase safety in Kansas communities.&nbsp;

SPD program focuses on persons with special needs

Police are looking for a vehicle that was stolen in south Salina late last week.

Taylor Rufenacht, 24, of Wichita, reported that sometime between 11:30 p.m. Thursday and 3 a.m. Friday someone stole her tan 2000 Mercury Grand Marquis -- Kansas license plate 935MSU -- from the 500 block of East Wayne Avenue, according to Salina Police Captain Paul Forrester.

Rufenacht told police that she went out and locked the vehicle at 11:30 p.m. on Thursday, Forrester noted. The keys were inside the vehicle, but the doors were locked, he added. The vehicle was valued at $1,200.

A new Driver Education Reimbursement Grant Program has been established to provide financial assistance to driver’s education programs to help individuals who may not have been able to participate otherwise. 

The program is part of the Eisenhower Legacy Transportation Program (IKE) passed by the Kansas Legislature this spring.

“Young drivers are overrepresented in traffic crashes,” said Secretary Julie Lorenz. “This new IKE program provides increased resources to driver education programs so they can train new Kansas drivers to navigate roadways in a safer manner.”

The driver education provider will be reimbursed up to $200 per eligible student who completes the program. Some of the eligibility requirement include - the provider must have an approved driver education program or driver training school, maintain records on students for at least five years and certify all students meet the guidelines.

Students must be between the age of 14 and 29 and a resident of Kansas, has not had their driving privilege suspended in any way, demonstrate financial need and can obtain a certificate of completion by the instructor.

“Driver’s education has changed a lot over the years, and it is important for young drivers to be able to get to work and other places safely,” said Senator Carolyn McGinn. “This program can help them gain driving experience and skills.”

The deadline for driver education program providers to apply for the program is Oct. 9. Interested individual or student participants should contact their driver education program instructor for additional details. Driver education programs can receive financial assistance

ABILENE -- Memorial Health System would like to recognize Dr. William Short. For the past 20 years, Short has been caring for his friends and neighbors in the Abilene community.

Short is Memorial Hospital’s Chief Medical Officer, and a family medicine physician at Heartland Health Care Clinic. He has been a family medicine physician in Abilene since 2000, and has been the medical director of Home Health and Hospice of Dickinson County for the past seven years.

“Dr. Short’s kindness and humility when caring for patients, or working with staff makes him a true asset to the health system,” MHS CEO Harold Courtois said. “He’s been able to take on new roles, offer insight on committees, and is often the one that keeps everyone smiling and laughing.”

Short received his Doctor of Medicine degree in 1997 from the University of Kansas School of Medicine. All OCCK Transportation services closed on Labor Day

A Solomon man was arrested after an alleged altercation in central Salina and a subsequent pursuit into Saline County on Saturday.

Salina Police Captain Paul Forrester reported this morning that officers were dispatched to a residence in the 1000 block of East Iron Avenue at 4:30 p.m. Saturday where a 56-year-old Salina man and a 30-year-old Salina woman reported an altercation with Evan Howie, 33, of Solomon. According to Forrester, the man was struck numerous times with a branch and a brick and the woman was struck with the brick when it was thrown at her, causing her to drop her cellphone. The woman told police that Howie then took her cell phone that was valued at $50. The man had a $10 pair of sunglasses broken during the altercation, he added. Howie allegedly also struck the man's 2006 Ford 500 when he was leaving, causing approximately $500 damage, Forrester noted. 

According to Forrester, officers were advised the suspect left in a white or gray Buick. An officer located the vehicle and attempted a traffic stop on the vehicle in the 200 block of South Kansas Avenue. The vehicle continued north on Kansas Avenue to East Elm Street, east on East Elm Street to North Ohio Street, north on North Ohio Street to Old Highway 40 and east on Old Highway 40, Forrester reported. At that point, the pursuit was turned over to Saline County Sheriff's deputies and the Kansas Highway Patrol (KHP), he explained. KHP was able to conduct a tactical vehicle intervention (TVI) on the car in the 3000 block of North Whitmore Road, ending the pursuit, Forrester noted.

Howie was arrested on the following requested charges, according to Forrester.

Contrary to tweets, the Pledge of Allegiance broadcast on each of the four nights of the Democratic Convention contained “under God” each night. What most listeners may not know is the origin of that pledge and when that phrase was added.

The American Pledge of Allegiance was written by Christian socialist minister Francis Bellamy in 1892 and formally adopted by Congress in 1942. Bellamy would later state that he “viewed his Pledge as an ‘inoculation’ that would protect immigrants and native-born but insufficiently patriotic Americans from the ‘virus’ of radicalism and subversion.” Bellamy’s version did not include the term “under God” insofar as he was very aware of the many different religious viewpoints for which the U.S. became a shelter from religious intolerance elsewhere.

The “under God” was added under President Eisenhower in 1954. This came at a time of Joe McCarthy fear-mongering and pressure to contrast the United States from the “godless” Soviet Union.

Advocates for the addition of this phrase pointed to Lincoln’s use of it in the Gettysburg Address. But in 2004, linguist Geoffrey Nunberg demonstrated that in Lincoln’s time, “under God” would have meant closer to “God willing.”

Today, adequately-trained school administrators know that they cannot compel public school students to pledge allegiance to the flag or stand during that time. Challenges from Jehovah’s Witnesses and others eventually resulted in a legal understanding that the phrase is not a promotion of religion. In the 2010 Newdow v. Rio Linda Union School District case, the Ninth Circuit Court of Appeals found the words “under God” were of a “ceremonial and patriotic nature.”

In 2014, the Massachusetts Supreme Judicial Court also found the words “under God” represented a patriotic and not a religious exercise.

As much as politicians today want to argue over the Pledge of Allegiance, they seem totally clueless about the author of the Pledge being a Christian socialist minister. And so was his extended family. His cousin Edward Bellamy was a Christian socialist who wrote the utopian novel “Looking Backward” which was the third most-published book in America in the 1800s, after Uncle Tom’s Cabin and Ben-Hur.

Although both Edward and Francis Bellamy were socialists, they recognized the knee-jerk response to the term “socialist” even back in the late 1800s. This was the so-called “Gilded Age” when railroad barons and bankers could charge exorbitant rates and ranchers and farmers who needed to get cattle and crops to market had no options. Edward Bellamy’s utopia would have stopped this capitalist extortion. It attracted a large number of followers, especially in the Great Plains. But Edward explained the problem with the term “socialist” to a colleague in 1888.

“Every sensible man will admit there is a big deal in a name, especially in making first impressions. In the radicalness of the opinions I have expressed, I may seem to out-socialize the socialists, yet the word socialist is one I never could well stomach. In the first place it is a foreign word in itself, and equally foreign in all its suggestions.... [W]hatever German and French reformers may choose to call themselves, socialist is not a good name for a party to succeed with in America.”

Over 160 “Nationalist Clubs” were formed based on Bellamy’s socialist ideas (taken from his proposal to “nationalize” most companies). But he never used the term “socialist.” These clubs were eventually absorbed into the People's Party. For a while, they won elections in the Great Plains regions, but not at the national level.

Nevertheless, many of the ideas voiced by the Bellamy cousins and later socialists eventually made it into the mainstream: minimum wages, price supports, free public schooling, unemployment insurance, social security, an end to monopolies, an end to child labor and more. Indeed, without unemployment insurance and social security, this current pandemic would have resulted in a dramatic and long term Second Great Depression by now.

And without socialist Francis Bellamy, we would not have our Pledge of Allegiance.&nbsp;&nbsp;

Tornadoes and their warnings have been few and far between in Kansas for the majority of 2020, and in one corner of the state a record is poised to be broken if the trend continues through the end of the year.

The National Weather Service office in Dodge City has recorded only six tornadoes across its 27-county forecast area — well below the annual average of 28. Last year saw 29 tornadoes touch down across those counties.

“Going back to 1991, the lowest tornado count for our warning area was seven,” said Mike Umscheid, storm chaser and meteorologist for the Dodge City office. “If we don’t have any more tornadoes this year, we will break that 30-year record for lowest number of tornadoes.”

Statewide, the average number of tornadoes reported each year is 96, according to the National Oceanic and Atmospheric Administration. Umscheid said the most active tornado season his office has recorded was in 2008, when 81 twisters touched down across its warning area.

“It’s interesting how you can go from one extreme to another in the matter of a decade,” Umscheid said.

The most recent and notable tornado event in southwest Kansas occurred on July 1, when a twister touched down in northern Seward County. The only reported damage was to an irrigation sprinkler, and the tornado was later classified as an EF-1 on the Enhanced Fujita scale with wind speeds in the 80-90 mph range.

The amount of tornado warnings issued in Kansas is significantly lower this year, as well. Through Aug. 25, the NWS office in Wichita has issued only two tornado warnings for the counties it serves, on April 28 and June 21. Chance Hayes, the warning coordination meteorologist for NWS Wichita, said his office has averaged nearly 25 tornado warnings each year over the past decade.

Chance Hayes, the warning coordination meteorologist for NWS Wichita, said his office has averaged nearly 25 tornado warnings each year over the past decade.“When you look at the seven offices which serve the state of Kansas, all seven average 218 tornado warnings a year in a period over the last 10 years,” Hayes said. “Right now, we are right around 57 for the year across the state, or about 25% of average.”Tornadoes and other severe weather events are the products of supercell thunderstorms — huge rotating assemblies of cloud that require a clash of warm, moist air from the Gulf of Mexico, cool dry air from the Arctic, and plenty of low-level wind shear courtesy the jet stream. Bill Bunting, the chief of forecast operations for the Storm Prediction Center in Norman, Okla., said at least one of those key ingredients has been missing this year.“The combination of factors that we look for, for favorable tornado situations, just didn’t occur very often,” Bunting said. “We actually had a good chunk of May and June with winds aloft from the north and west, which stabilized the lower atmosphere.”Hayes said some meteorologists at the NWS Wichita office have been investigating those winds as the culprit behind the limited tornado season.“One of the things they pointed to was airflow in middle and upper levels of the atmosphere is more from a northerly direction, which can lead to more convection and storms in the late night and overnight hours,” Hayes said. “This leads to heavy rains and flooding, hailstorms, and straight-line winds. It means the possibility for tornadoes is much less.”Umscheid said the Gulf of Mexico’s sea surface temperature anomalies have been higher, so moisture has not been the problem.“It’s all in the jet stream patterns,” Umscheid said. “It’s just a matter of getting those low-level winds to crank that wind shear over a large enough area.”Umscheid, along with other atmospheric scientists, said climate change may partially explain the jet stream buckling more frequently.“Anecdotally, there seems to be a subtle shift towards jet stream patterns which tend toward a more blocking nature,” Umscheid said. “I think a lot of that shift can be contributed to a warming of high arctic latitudes.”Bunting said there have been studies which have looked at the degree to which a warming world would affect tornadic activity.“The answer right now is inconclusive,” Bunting said. “You have basically a conflicting trend in two of the key parameters for tornado occurrence – instability and warm moist air. It really makes it difficult to reach a firm conclusion on the impact of climate change on tornado occurrence.”Mary Knapp, state climatologist at Kansas State University, said atmospheric scientists are watching the development of a La Nina pattern in the Pacific Ocean. This phenomenon occurs when strong winds push warm water at the ocean’s surface from South America to near Indonesia, helping colder water rise from deeper levels to the surface of the Pacific. Knapp said this kind of pattern tends to favor hotter and dryer conditions in autumn months.According to Hayes, there have been 108 tornadoes reported since 1950 over the months of September through December.“We do have kind of a secondary season for severe weather,” Hayes said. “It’s part of that transition from summer to fall.”Knapp said she hasn’t heard much complaining about the lack of tornadoes for 2020.From a storm chasing perspective, Umscheid said, there have been fewer weather enthusiasts on the roads because of the COVID-19 pandemic, but there is still a need for ground confirmation of severe weather activity.“If there have not been tornadoes for a couple years, you can kind of ‘set it and forget it’ and fall into this trap of false safety,” Umscheid said. “I don’t think it’ll be a huge problem, because once we have another tornado outbreak in Kansas — which will happen — it will snap people back to being prepared.”AJ Dome is an award-winning journalist and broadcaster from southwest Kansas.
