ABILENE -- The Dickinson County Health Department today reported "a sharp increase of COVID-19 cases."

According to a news release from the health department, the number of cases in the county has increased by 55 within the past week.

"In many cases, the exact source of infection cannot be identified and evidence shows that several cases may be the result of infections acquired during small and large gatherings. This has resulted in many close contacts," the health department noted in the news release.

"The Dickinson County Health Department is experiencing a high workload as a result of increased positive cases," the release continued. "The health department will attempt to contact all newly diagnosed individuals in a timely manner, however that may be occasionally delayed."

Dickinson County reports 'sharp increase' in COVID-19 cases

MCPHERSON -- The McPherson County Health Department today reported 67 new COVID-19 cases, bringing the county total to 522.

Of that total, 346 cases have met Kansas Department of Health and Environment recovery guidelines or have died, according to the health department. Two of the active cases are hospitalized.

"McPherson County has seen a dramatic increase in new COVID-19 cases. Please let our data solidify the need to wear masks, avoid large gatherings, stay home when sick, and practice good hand hygiene," the health department noted in a news release.

Following is the updated case data, as provided by the health department.

• New cases since last public release: 67

• Hospitalized cases (may not represent current hospitalizations): 32

• Ventilated cases (may not represent current ventilated cases): 5

McPherson County reports 67 new cases of COVID-19

Five employees -- four direct-care and one non-direct care -- tested positive this morning for COVID-19 following the campus’ routine employee surveillance testing and resident testing for the virus, the facility reported this afternoon. 

No residents or any other employees tested positive.

“Our top priority continues to be the safety of our residents and staff members,” said Jeanne Gerstenkorn, PMMA’s vice president for health and wellness and infection preventionist.

The Salin campus is now conducting routine employee surveillance testing for COVID-19. Surveillance testing requires all employees, agency employees, volunteers, hospice, lab and therapy providers at our campus to be tested for COVID-19 on a frequency determined by our county’s COVID-19 testing positivity rate. Based on the Saline County rate, the Salina campus is testing employees once a week. These positive cases were identified through employee surveillance testing and resident testing conducted on Oct. 30.

The Salina campus is in contact with the Saline County Health Department and per their recommendation, it will test all residents and employees on Wednesday.

The employees are quarantining at home and will not be allowed to work until they meet CDC and KDHE guidelines for when an employee may return to work. Under the current guidelines, symptomatic employees may return to work when at least 72 hours have passed since resolution of the employee’s fever without the use of fever-reducing medications and the employee’s symptoms have improved and at least 10 days have passed since symptoms first appeared. Asymptomatic positive employees will quarantine for 14 days. Upon the employee’s return to work, we will follow CDC recommendations related to work practices and restrictions.

Salina Presbyterian Manor noted in a news release that it encourages all staff members to follow CDC guidelines and best practices as these are continually updated. The facility has been screening employees as they enter the community building for a shift and before employees have any direct contact with residents. Additionally, all staff are educated to stay at home if they are experiencing symptoms of a respiratory illness or not feeling well.

Five Salina Presbyterian Manor employees test positive for COVID-19

Following is the Saline County COVID-19 update for Monday.

There are 59 new positive COVID-19 cases in Saline County to report since the last update on Friday October 30. The total for the county is now 1,225, with 160 cases that are actively being monitored by the Health Department, 1,052 that have recovered, and a total of 13 deaths. Salina Regional Health Center reports that they have 5 hospitalized COVID-19 patients. Salina Regional is a regional hospital; the COVID-19 patient total is not specific to the number of Saline County residents who may be hospitalized.

Those that are notified of a positive COVID-19 test should take the following precautions:

●If you have severe symptoms, immediately call your primary care provider and follow their directions.

●Isolate yourself in your home. Isolation means that you should not come in contact with anyone, should not leave your house, and should not allow visitors to enter your house.

●Make a list of everyone that you had close contact with (10 minutes within 6 feet) starting two days before symptoms appeared; or if not exhibiting symptoms, two days before the date the laboratory test was performed.

●Keep note of what staff members at the Health Department you speak to. We want to make it easier to connect you to the right person should additional questions about your particular situation.

Saline County: 59 new COVID-19 cases; 1,052 of 1,225 recovered

Saline County Commissioners have a busy agenda for Tuesday, including a review of the county's face mask mandate and a proposed amendment to the Coronavirus Relief Fund memo of agreement with the Salina Chamber of Commerce Foundation.

The commission meeting is scheduled to begin at 9 a.m. in room 107 of the City-County Building, 300 West Ash Street. A time for public comment is scheduled near the beginning of the meeting.

Commissioners are scheduled to review with Jason Tiller, health department director, the COVID-19 situation in Saline County and make their bi-weekly determination as to whether the county's face mask mandate should remain in place. The order was first issued on July 2, 2020, and has been reviewed every two weeks since.

Commissioners also are schedule to consider a proposed amendment to the county's agreement with the Salina Chamber of Commerce Foundation concerning the distribution of Coronavirus Relief Funds.

According to information in the commission meeting packet, a recommendation has been made to amend the agreement in order to get more funds into the community.

"Over the first month of the program, only about $600,000 has been expended. While the Foundation continues to market the program, they have found that several businesses do not meet the qualifications for the revenue loss in the program as outlined. In addition, technical advisors from the state have suggested that we increase the amount of funding available per business in order to get more funds out into the community," the meeting packet information noted.

The county's Coronavirus Relief Funding Advisory Committee reviewed and approved the proposed amendment on Wednesday.

Other items on the county commission agenda for Tuesday include the following.

●Tiller is asking commissioners to approved the appointment of alternate public health officers whose services would be utilized should Tiller be unavailable. He is recommending that Dr. David Dupy be appointed as Alternate Health Officer 1 and that Dr. Robert Freelove be appointed as Alternate Health Officer 2, according to meeting packet information. If approved, both would need to take an oath of office and be bonded, Tiller noted. The bonding would be a one-time fee of $500 for each of them and would be paid out of the health department budget, Tiller explained.

●Declare items of no value -- Hannah Stambaugh, deputy county administrator

●Consider accepting a $4,500 Conference of Radiation Control Program Director Grant to be used by Saline County Planning and Zoning/Environmental Health for outreach and education, radon prevention and mitigation for low-income assistance and new home construction, and for activities during Radon Action Month -- Stambaugh

●Consider proclaiming Tuesday Election Worker Appreciation Day in the county -- Jamie Doss, county clerk

●Hear the idle fund report -- Jim DuBois, county treasurer

●Hear the road and bridge update -- Darren Fishel, administrator

●Hear the county engineer's update -- Justin Mader, county engineer

●Hear a Community Development Block Grant applications update/committee appointment discussion -- Commission Chair Robert Vidricksen

Commissioners also are scheduled to meet in executive session for a non-elected personnel matter.

Police are investigating an unlawful discharge of a firearm incident that occurred early Sunday morning in central Salina.

Salina Police Captain Paul Forrester reported this morning that officers were dispatched to Casey's, 215 West Crawford Street, at 1:35 a.m. Sunday for the report of a disorderly subject who had allegedly discharged a firearm. 

According to Forrester, employees from Caseys reported two white males were inside the store and began to have an argument. The two went out by the fuel pumps and the argument turned into a physical altercation, he noted. Several persons in the parking lot broke up the fight, Forrester added.

Forrester reported that one of the subjects began walking west. According to Forrester, the subject allegedly produced a black 9mm handgun and began firing shots into the air.

Forrester noted that officers located a total of six spent shell casings and two unfired rounds (9mm) in the Casey’s parking lot, in the 700 block of South Ninth Street, and in the parking lot of Trinity Lutheran Church, 702 South Ninth Street.

He noted that surveillance video from the area is being reviewed.

Police investigating shots fired incident early Sunday in central Salina

A Salina man was injured in a car-motorcycle accident Saturday afternoon in north Salina.

According to Salina Police Captain Paul Forrester, James Dougherty, 71, of Salina, was westbound on Bishop Street at approximately 4:20 p.m. Saturday when he attempted to turn left into a driveway. A smaller red two-door passenger car that also was westbound attempted to pass the motorcycle on the left and crashed into it, causing Dougherty to be ejected, Forrester reported.

The car failed to stop, and continued westbound on Bishop before turning north on North 12th Street, he noted.

Dougherty suffered scrapes to his left arm and leg and refused treatment, Forrester noted.

The motorcycle received front-end damage, he added.

Salina man injured when car hits motorcycle, then flees

The Saline County Sheriff's Office is investigating a number of vehicle burglaries over multiple days beginning last week. 

The rash of burglaries prompted the sheriff's office to issue a telephone/text alert Saturday afternoon via the city-county CodeRED emergency alerts sysyem. The messages urged people to lock their vehicles and out buildings and report any suspicious activity.

Additionally, a vehicle was stolen from Hedville early this morning and was located at approximately 8 a.m. today when a Salina Police officer attempted to pull it over near the Rodeway Inn and Suites, 3932 South Ninth Street, Soldan said. Two people were taken into custody and another was still being sought, he said. Salina Post will have more information as it becomes available.

Information about the reports, as provided by Soldan, are as follows. Soldan said all vehicles were unlocked.

Rash of burglaries in county prompts CodeRED alert Saturday

Don’t blame Benjamin Franklin, but he was among the first to value what we today know as Daylight Savings Time (DST). He was 78 years old and serving in 1784 in Paris as the U.S. ambassador. The room attendant closed the blinds at night, but failed to do so. Franklin woke up to the sun brightly lighting his room. He checked his clock and it was only six o-clock in the morning. Everybody was generally asleep for another several hours. And that got him thinking about all of the wasted daylight time.

If the French arose with the sun, they could complete their work and return home to finish the day earlier. That meant that they would also go to bed earlier, and that saved candle-power. And candles were not free. Ben calculated the number of households in France and the number of nights between March 20 and Sept. 20. The annual cost of the wax and tallow per hour saved was equivalent to $200 million dollars today! —Probably an overestimate, but significant. This history is part of the research David Prerau compiles in “Seize the Daylight: The Curious and Contentions Story of Daylight Saving Time.”&nbsp;&nbsp; &nbsp;

However, action would not be taken until a hardworking housebuilder named William Willett managed to get members of the British Parliament to introduce his DST bill in 1908. Despite support from a young Churchill who promoted an extra yawn in the morning and an extra snooze at night, Willett failed for several years to get daylight savings time adopted.

World War I changed the dynamic. Sleeping through the early morning hours and requiring energy to fuel lights after dark not only constrained working hours but also wasted fuel to generate nighttime lighting. Germany’s Kaiser Wilhelm II used his emergency powers to command daylight savings time as a wartime measure with penalties for any business that tried to reschedule out of it. Britain saw the savings, stopped bickering and adopted the DST by a vote of 170 to 2.

War was also the impetus for America adopting DST. Most farmers objected because their animals would ignore the change. The railroad did not want to reset 1,698,818 clocks and watches that kept the trains running on time. But it was calculated that DST would provide 910 million hours for home gardening annually, vegetables that would substitute at home for meat needed to feed a million soldiers for six months. War is a powerful argument and daylight savings was adopted in the U.S. on March 15, 1918. But the large farm lobby got DST repealed even before WWI ended.

A few states kept DST as a local option through the Depression. But World War II brought back DST, again to save energy. However, the proportion of the farm population has dramatically shrunk today. And meanwhile, other businesses were finding great benefits from the extra daylight. The golf industry saw increases of $200 million annually. The barbecue grill industry claimed an extra $100 million in annual equipment and charcoal sales. The candy industry got President George W. Bush to extend the duration by four more weeks to include Halloween.

Meanwhile, psychiatrists argued on either side. Some point out that our natural circadian rhythms are set while others believed the extra hours of sunlight helped fight Seasonal Affective Disorders (SAD). More activity during sunlight might reduce car accidents or cut crime. We produce more Vitamin D when we are exposed to more sunlight. But others just don’t like having to change the clock twice a year.&nbsp; &nbsp;

And times change. The cost of nighttime lighting is now reduced with the use of LEDs. But with a warming climate, being active during more of the daytime may increase air conditioning usage which is a greater energy hog. &nbsp;

So far, over 30 states have legislation pending to make DST permanent. Eight states have halted any springing forward, thus keeping that hour of sleep in spring. Changing DST is not a national priority. And the issue is complicated. It is a problem for the states in the mid-latitudes. If you live in Hawaii nearer the equator, the changes in light-dark are minor throughout the year. But at the poles, there can be months of continuous nighttime and then daylight. And then DST is no solution.&nbsp; &nbsp;

It is a problem you might need to sleep on...for one extra hour now.&nbsp; &nbsp;

EDUCATION FRONTLINES: Falling back in the fall

From Halloween to the Superbowl, the temptation to over-indulge is high&nbsp;

MANHATTAN – Americans have entered the food and party marathon.&nbsp;

Kansas State University family and consumer sciences specialist Sharolyn Jackson said Halloween kicks off a more than three-month span – ending with the Superbowl – in which the temptation to over-indulge is high.&nbsp;

“We are constantly making food decisions and we don’t always have control of those decisions,” Jackson said. “Sometimes people that we work with bring foods in that tempt us and we aren’t prepared for. We have events and dinners and parties and we don’t always know what type of food will be served, so it’s hard to plan ahead.”&nbsp;

The coronavirus pandemic may alter holiday gatherings this year, but one thing is unlikely to change: Food will almost certainly be a focal point.

Jackson notes that, on average, Americans gain one to two pounds during the holidays, though some may gain five times that much.&nbsp;

“That in itself is concerning, but also they’re not losing that weight after the holidays,” she said. “It just accumulates year after year, and over time, that has a real negative effect.”&nbsp;

Jackson said there are three keys to staying healthy through the marathon:&nbsp;

●Plan to stay active. Find time for physical activity, even if you aren’t able to do as much as previously.

●Plan for what you’re going to eat. Make healthy choices, but enjoy your favorite holiday foods, as well.

●Plan to stick to your regular sleep routine. Go to bed at the same time and get up at the same time.&nbsp;

All three, she said, are equally important.&nbsp;

“Physical activity is something that you need to put in your schedule so that it’s more apt to happen,” she said. “It doesn’t have to be the same type of physical activity routine that you have the rest of the year. Maybe it’s for a shorter amount of time, but make sure you are not getting out of the habit.”&nbsp;

One idea is to incorporate walking with shopping: “Do five laps inside the mall or down the block before doing your shopping; maybe do some window shopping while you walk around. Or, check out what stores are there.”&nbsp;

In addition to cardiovascular strength, Jackson said walking or other similar activity helps to reduce stress often associated with the harried pace of the holidays.&nbsp;

As for holiday parties and dinners, Jackson said “we all struggle with those.”&nbsp;

“Make a plan before you go. Maybe you will start with fresh vegetables or things that are lower in calories. Go for the non-calorie beverages first, such as water, iced tea or even diet soda.”&nbsp;

Jackson also suggested taking a smaller plate, especially in buffet lines, that encourages taking less food. Take a look at what’s on the buffet before you starting filling your plate so you can plan your plate accordingly.&nbsp;

“And eat slowly,” Jackson said. “Often times we’re so geared up and wanting to eat fast. Try to savor each bite. Before you go back for seconds, wait 10 minutes so that your stomach has a chance to signal to your brain that you are full, if indeed you are.”&nbsp;

There’s no need to completely skip desserts, she adds, but be realistic. “Think about smaller portions. Share a piece of pie with someone else. Learn to accept smaller portions.”&nbsp;

Jackson said healthy eating can also be guided by what has been called the ‘enjoyment curve.’&nbsp;

“It’s not research-based, but it makes really good sense to me,” she said. “There’s a point where we just keep eating and eating because it just tastes so good and we’re enjoying it. Then there’s a point where we’ve just gone too far. We’ve pushed that enjoyment curve to where it’s not enjoyable any more, and in fact you might be miserable.&nbsp;

“Think about eating your meals based on the enjoyment curve and stop when it’s no longer enjoyable. That is a strategy that can help people to not over-do it.”&nbsp;

 </figure><h2>From Halloween to the Superbowl, the temptation to over-indulge is high&nbsp;</h2>MANHATTAN – Americans have entered the food and party marathon.&nbsp;Kansas State University family and consumer sciences specialist Sharolyn Jackson said Halloween kicks off a more than three-month span – ending with the Superbowl – in which the temptation to over-indulge is high.&nbsp;“We are constantly making food decisions and we don’t always have control of those decisions,” Jackson said. “Sometimes people that we work with bring foods in that tempt us and we aren’t prepared for. We have events and dinners and parties and we don’t always know what type of food will be served, so it’s hard to plan ahead.”&nbsp;The coronavirus pandemic may alter holiday gatherings this year, but one thing is unlikely to change: Food will almost certainly be a focal point.Jackson notes that, on average, Americans gain one to two pounds during the holidays, though some may gain five times that much.&nbsp;“That in itself is concerning, but also they’re not losing that weight after the holidays,” she said. “It just accumulates year after year, and over time, that has a real negative effect.”&nbsp;Jackson said there are three keys to staying healthy through the marathon:&nbsp;●Plan to stay active. Find time for physical activity, even if you aren’t able to do as much as previously.●Plan for what you’re going to eat. Make healthy choices, but enjoy your favorite holiday foods, as well.●Plan to stick to your regular sleep routine. Go to bed at the same time and get up at the same time.&nbsp;All three, she said, are equally important.&nbsp;“Physical activity is something that you need to put in your schedule so that it’s more apt to happen,” she said. “It doesn’t have to be the same type of physical activity routine that you have the rest of the year. Maybe it’s for a shorter amount of time, but make sure you are not getting out of the habit.”&nbsp;One idea is to incorporate walking with shopping: “Do five laps inside the mall or down the block before doing your shopping; maybe do some window shopping while you walk around. Or, check out what stores are there.”&nbsp;In addition to cardiovascular strength, Jackson said walking or other similar activity helps to reduce stress often associated with the harried pace of the holidays.&nbsp;As for holiday parties and dinners, Jackson said “we all struggle with those.”&nbsp;“Make a plan before you go. Maybe you will start with fresh vegetables or things that are lower in calories. Go for the non-calorie beverages first, such as water, iced tea or even diet soda.”&nbsp;Jackson also suggested taking a smaller plate, especially in buffet lines, that encourages taking less food. Take a look at what’s on the buffet before you starting filling your plate so you can plan your plate accordingly.&nbsp;“And eat slowly,” Jackson said. “Often times we’re so geared up and wanting to eat fast. Try to savor each bite. Before you go back for seconds, wait 10 minutes so that your stomach has a chance to signal to your brain that you are full, if indeed you are.”&nbsp;There’s no need to completely skip desserts, she adds, but be realistic. “Think about smaller portions. Share a piece of pie with someone else. Learn to accept smaller portions.”&nbsp;Jackson said healthy eating can also be guided by what has been called the ‘enjoyment curve.’&nbsp;“It’s not research-based, but it makes really good sense to me,” she said. “There’s a point where we just keep eating and eating because it just tastes so good and we’re enjoying it. Then there’s a point where we’ve just gone too far. We’ve pushed that enjoyment curve to where it’s not enjoyable any more, and in fact you might be miserable.&nbsp;“Think about eating your meals based on the enjoyment curve and stop when it’s no longer enjoyable. Character actor Brian Tarantina, most recently known for his role as the comedy club emcee on "The Marvelous Mrs. Maisel," died in his New York City home at the age of 60.

Commissioners are scheduled to begin with a study session at 2:30 p.m. in room 107 of the City-County Building, 300 West Ash Street. "Street Condition Assessment" is the topic of the study session.

The regular commission meeting is scheduled to begin at 4 p.m. Monday in room 107 of the City-County Building. A time for public comment is scheduled near the beginning of the meeting. 

After input garnered from three public events and a review of other Citizen Review Board (CRB) models, city staff has compiled a list of CRB provisions for the commissioners to consider. Following are those provisions from the city commission meeting packet.

Staff noted that the point of the discussion is for the city commission to provide guidance about the items on the list so that staff knows how to proceed concerning the finalization of a proposed ordinance and bylaws for city commission consideration.

According to the city, the preliminary estimate for the project is $478,000, making the city's share approximately $95,600.
