It appears we are in for another lovely day on Saturday.

According to the National Weather Service (NWS) in Wichita, another mild day is expected across the region, with highs climbing into the upper 60s and lower 70s.

A cold front, however, will move across the area on Saturday and Saturday night ushering in cooler air. 

Sunday's forecast highs are expected to climb into the mid and upper 50s for most areas, which is around 10 degrees below normal for late October, NWS noted.

NWS: Mild weather today, cooler on Sunday

Monday saw the unsurprising confirmation of Justice&nbsp;Amy Coney Barrett&nbsp;to the U.S. Supreme Court. Replacing&nbsp;Ruth Bader Ginsburg, Justice Barrett is only the fifth woman to hold a seat on the court, but despite Senate Republicans’ efforts to emphasize Justice Barrett’s qualifications as a jurist, woman, mother and caretaker, most Americans are less concerned with her gender than her religiosity. When oral arguments begin next week, Justice Barrett will be one of six Catholics on the bench — and that is not counting Justice&nbsp;Neil Gorsuch, who was raised in the Roman Catholic faith but now attends an Episcopalian church.

A Catholic supermajority on the Supreme Court would have shocked most Americans living before the 1990s. The first Catholic Supreme Court justice,&nbsp;Roger B. Taney, was appointed by President&nbsp;Andrew Jackson&nbsp;in 1836, and the court would not see a second until Edward Douglass White 58 years later. For most of the 20th century, only one Catholic justice served at a time, fostering the unwritten and inconsistently applied rule of a “Catholic seat” on the court.&nbsp;William J. Brennan Jr. was the court’s sole Catholic justice for 31 years when, in 1986, justice&nbsp;Antonin Scalia’s&nbsp;appointment was the first time since 1925 that more than one Catholic served on the bench and marked the beginning of a dramatic increase in Catholic representation among the justices. Beginning with Scalia’s nomination, eight of the last 16 presidential nominees to the Supreme Court have been Catholic, creating a steady stream of Catholic jurists appointed, including&nbsp;Anthony Kennedy&nbsp;in 1988,&nbsp;Clarence Thomas&nbsp;in 1991,&nbsp;John Roberts&nbsp;in 2005,&nbsp;Samuel Alito&nbsp;in 2006,&nbsp;Sonia Sotomayor&nbsp;in 2009,&nbsp;Brett Kavanaugh&nbsp;in 2018 and, of course,&nbsp;Amy Coney Barrett&nbsp;this week. Put another way, of the 13 Catholics to sit on the Supreme Court, eight were appointed in the past 34 years, with six currently serving.

The Supreme Court’s Catholic demographic shift has complex roots worth a deeper investigation than provided by the scope of this article, however, in brief, two major factors have allowed Catholic justice representation to far exceed their proportion of the American population. First, a long tradition of American Catholics pursuing careers in law enforcement and broader legal professions has swollen the ranks of qualified, Catholic jurists available to be confirmed to the court. For many 20th-century Catholics, a law degree served as a reliable path to economic security while simultaneously helping protect the Catholic community against the effects of prejudice and religious discrimination. Second, beginning in the 1970s, the rise of the “Religious Right” as an influential bloc in American politics has provided Republican politicians with motivation and support from their constituents to nominate justices that align with the ideologies and priorities of religious conservatives. Of course, being one of the&nbsp;<a href="https://www.pewresearch.org/fact-tank/2015/07/27/the-most-and-least-racially-diverse-u-s-religious-groups/" target="_blank">most diverse religious traditions in America</a>, Catholics are not a monolith of belief or culture, yet the two historical realities above are the driving factors in the court’s composition today.

That diversity of Catholic thought is the first piece of evidence for assessing this court’s threat to religious freedom. As the nomination and subsequent confirmation of Justice Sotomayor demonstrated, both political and religious liberals and conservatives can find champions among Catholic jurists for their voices.&nbsp;<a href="https://www.pewresearch.org/fact-tank/2018/10/10/7-facts-about-american-catholics/" target="_blank">American Catholics are almost evenly split across the political divide</a>&nbsp;and have experienced their&nbsp;<a href="https://www.prri.org/spotlight/the-u-s-catholic-experience/" target="_blank">own significant demographic shifts</a>&nbsp;over the last century. Justice Sotomayor’s record on the court further illustrates the diversity in Catholic thought.&nbsp;<a href="https://ballotpedia.org/Sonia_Sotomayor" target="_blank">Since 2017</a>, she has sided with her fellow Catholics justices only 56 percent of the time in comparison to her non-Catholic colleagues, with whom she has agreed in 82 percent of cases.

Furthermore, three Catholic justices:&nbsp;<a href="https://www.scotusblog.com/wp-content/uploads/2020/07/Frequency-in-majority-7.20.20.pdf" target="_blank">Sotomayor, Thomas and Alito</a>, have consistently been the most likely to write or sign-on to a dissenting opinion over the last decade. Even most of the recent religious freedom cases that have come before the Supreme Court, like last term’s&nbsp;<a href="https://www.oyez.org/cases/2019/19-267" target="_blank">Our Lady of Guadalupe School v. Morrissey-Berru</a>&nbsp;or the even more contentious&nbsp;<a href="https://www.oyez.org/cases/2017/16-111" target="_blank">Masterpiece Cakeshop, Ltd. v. Colorado Civil Rights Commission</a>&nbsp;from 2018, have been decided with clear, 7-2 or even 8-1 majorities. All of these facts should allay some fears of the Supreme Court’s Catholic-ness serving as a threat to religious freedom, however, religious liberty protections are not necessarily guaranteed to continue for millions of current and future Americans.

The primary issue, and therefore threat to religious freedom, with a Catholic supermajority on the Supreme Court, is the resulting lack of representation by other religious traditions and ways of thinking. In the narrowest sense, the six current Catholic justices are&nbsp;<a href="https://www.pewforum.org/religious-landscape-study/religious-tradition/catholic/#demographic-information" target="_blank">demographically</a>&nbsp;whiter and more male than the U.S. Catholic population and, despite the diversity discussed above, Catholics still only represent&nbsp;<a href="https://www.pewforum.org/2019/10/17/in-u-s-decline-of-christianity-continues-at-rapid-pace/" target="_blank">approximately 20 percent of all Americans</a>. America’s fastest-growing religious traditions, including Islam and Hinduism among others, have never been represented on the court, just like the country’s second-largest religious demographic after Christianity — the religiously unaffiliated: Atheists, agnostics, unbelievers and, overwhelmingly, the “nones,” who do not identify with a tradition. Despite best intentions, and a civic responsibility to guard the rights of others even when we disagree, looking out for the values, concerns and legal protections of communities who lack a voice in the conversation can be nearly impossible. A majority of any one background on the court increases the ease in which the rights of others can be ignored, undermined or repealed — actions that only facilitate further erosions of First Amendment protections.

Importantly, the question of whether or not a Catholic-packed court is a threat to religious freedom is a different question than whether or not Justice Barrett is a threat to religious freedom. Only time will tell, and there will be many opportunities in the coming weeks and months for Justice Barrett to demonstrate her First Amendment positions as the Supreme Court considers landmark cases. Next week, the court will hear&nbsp;<a href="https://www.oyez.org/cases/2020/19-123" target="_blank">Fulton v. City of Philadelphia</a>, which has the potential to have far-reaching consequences for religious institutions conducting public services with public funds and LGBTQ+ children and parents’ access to those services. For those concerned about religious freedom protections for all citizens, it is important to remember that limiting the rights of one group makes it easier to limit the rights of any group, even our own. More Supreme Court vacancies and nominations will come, affording more opportunities to nominate voices that represent all Americans and, with them, opportunities to enact our civic values of shared responsibility and respect.

FIRST FIVE: Is a Catholic-packed Supreme Court a threat to religious freedom?

Today is Saturday, Oct. 31, the 305th day of 2020. There are 61 days left in the year. This is Halloween. 

On Oct. 31, 1941, work was completed on the Mount Rushmore National Memorial in South Dakota, begun in 1927. 

In 1795, English poet John Keats was born in London.

In 1860, Juliette Gordon Low, founder of the Girl Scouts of the USA, was born in Savannah, Ga.

In 1926, magician Harry Houdini died in Detroit of peritonitis resulting from a ruptured appendix. 

In 1941, the Navy destroyer USS Reuben James was torpedoed by a German U-boat off Iceland with the loss of some 100 lives, even though the United States had not yet entered World War II. 

In 1961, the body of Josef Stalin was removed from Lenin's Tomb as part of the Soviet Union's "de-Stalinization" drive.

In 1968, President Lyndon B. Johnson ordered a halt to all U.S. bombing of North Vietnam, saying he hoped for fruitful peace negotiations.

Sorensen, President John F. Kennedy's aide and speechwriter, died in New York at age 82. Kim Clijsters beat top-ranked Caroline Wozniacki to win the season-ending WTA Championships in Qatar, 6-3, 5-7, 6-3. Tiger Woods lost golf's No. 1 ranking after 281 consecutive weeks to England's Lee Westwood.

Five years ago: A Russian passenger airliner crashed in a remote part of Egypt's Sinai Peninsula 23 minutes after taking off from a popular Red Sea resort, killing all 224 people on board. Four people were killed, including the gunman, following a shooting rampage in Colorado Springs that ended in a gun battle between police and the shooter.

One year ago: The Democratic-controlled House voted 232-196 to pass a resolution setting procedures for the impeachment inquiry as Democrats tried to counter the Trump administration's criticism of the probe; two Democrats voted against the resolution, joining all of the House's Republicans. Tim Morrison, who had stepped down from his post at the National Security Council a day earlier, confirmed that military aid to Ukraine had been held up by President Donald Trump's demand for Ukraine to investigate Democrats and Joe Biden, but he testified that in his view, there was nothing illegal about the quid-pro-quo at the center of the impeachment inquiry. Trump announced that he would be making Palm Beach, Florida, his permanent residence after leaving the White House rather than returning to Trump Tower in New York.

Friday, Nov. 13 “Precious Pearl” Kim Mitchell, Operation Song, 7 p.m. Written by Cindy Morgan and Navy veteran Kimberly Mitchell, “Precious Pearl” tells Mitchell’s story who as a baby during Vietnam was found on the roadside, clinging to the body of her deceased mother. A South Vietnamese Marine carried her to the Sacred Heart Orphanage in Da Nang, Vietnam where she was adopted by a U.S. Airman and brought back to Wisconsin from where she dedicated her life to service.

Saturday, Nov. 14 Volunteering to Make History, Panel Discussion, 12 p.m. A compelling group of interviewers, from students to professionals, share their experiences, best practices and what the Veterans History Project has meant to them.

The Veterans History Project kicked off its 20th&nbsp;anniversary year last fall with a Veteran Art Showcase, demonstrating the many ways veterans use the arts and personal narrative to help them transition to civilian life. When the COVID-19 pandemic arrived, VHP began offering virtual programming in lieu of the many in-person commemorative events being planned.

“This year has been challenging, to say the least, but no less impactful than any other in VHP’s amazing 20-year history,” said Karen Lloyd, director of the Veterans History Project. “November’s events are the high point in a year of raising awareness about VHP in multiple venues.”

Congress created the Veterans History Project in 2000 to collect, preserve and make accessible the firsthand remembrances of United States war veterans from World War I through the more recent conflicts in Iraq and Afghanistan, so that future generations may hear directly from veterans and better understand the realities of war. Veterans History Project celebrates 20th anniversary year, Nov. 6-14

Twenty-seven new law enforcement officers graduated from the Kansas Law Enforcement Training Center (KLETC) on Friday at a ceremony held in KLETC’s Integrity Auditorium.&nbsp;

Briley Rivers, a deputy at the Franklin County Sheriff's Office, was the graduating class president. Troy Livingston, KLETC Senior Instructor of Police and Class Coordinator for the 270th Basic Training Class, was the speaker for the ceremony.

Ryan Hanhardt of the Great Bend Police Department was recognized as the class’ “Top Shot”. Jacob Pewthers was the recipient of the KLETC Fitness Award.

Jacob Pewthers of the Seward County Sheriff's Office,&nbsp; Jordan Pacheco of the Emporia Police Department, and Briley Rivers of the Franklin County Sheriff's Office walked, ran, or biked more than 200 miles during their time at KLETC and were honored as a members of the 200 Mile Club.

Graduates receive certificates of course completion from KLETC and Kansas law enforcement certification from the Kansas Commission on Peace Officers’ Standards and Training, the state’s law enforcement licensing authority. The training course fulfills the state requirement for law enforcement training. Classroom lectures and hands-on applications help train officers to solve the increasingly complex problems they face in the line of duty.

Established by the Kansas Legislature in 1968, KLETC trains the majority of municipal, county and state law enforcement officers in Kansas and oversees the training of the remaining officers at seven authorized and certified academy programs operated by local law enforcement agencies and the Kansas Highway Patrol.

About 300 officers enroll annually in KLETC 14-week basic training programs. KLETC offers continuing education and specialized training to over 10,000 Kansas officers each year. KLETC is located one mile west and one mile south of Yoder, near Hutchinson, and is a division of University of Kansas Lifelong &amp; Professional Education.

TOPEKA -- The&nbsp;<a href="https://kansascourts.org/l/Utk_-gQWO3A6IhRkttFEdpusX-gp7L-moP2XZcmwrqs" target="_blank">2nd Judicial District Nominating Commission</a>&nbsp;will convene at 9 a.m. Nov. 17, and at 1:30 p.m. Nov. 20, in the Kansas Judicial Center, Topeka, to interview nominees seeking to fill a district judge and a district magistrate judge vacancy.

The vacancies are the result of two retirements. Chief Judge Gary Nafziger of Jefferson County will retire Jan. 11, and District Magistrate Judge Blaine Carter of Wabaunsee County will retire Dec. 8.

The 2nd Judicial District is composed of Jackson, Jefferson, Pottawatomie, and Wabaunsee counties.

Nominees can choose to be interviewed in person at the Judicial Center, 301 SW 10th Ave., Topeka, or by videoconference. Interviews are open to the public.

The interviews will be livestreamed on the&nbsp;<a href="https://kansascourts.org/l/Utk_-gQWO3A6IhRkttFEdgBiI_ZDpFbYX5EA2VRZX_M" target="_blank">Kansas judicial branch YouTube channel</a>.

Anyone who attends the interviews in person must follow public health requirements for Judicial Center visitors. Salinan a candidate for 2nd District judge positions

Youth will present their findings at the annual Science of Agriculture Challenge

MANHATTAN – Five Kansas 4-H members in Elk County are getting an introduction to a lesser known form of animal care as they prep for a statewide science and engineering contest.&nbsp;

They will be presenting their work during the annual&nbsp;<a href="http://www.kansas4-h.org/projects/science-engineering-and-technology/science-of-agriculture/index.html" target="_blank">Science of Agriculture Challenge</a>, which will be held Nov. 14 in Manhattan.&nbsp;

Earlier this year, veterinarian Andrea Arbuckle approached the Elk County 4-Hers with an idea to study the use of chiropractic medicine in chickens, cattle and pigs. “They probably thought I was crazy,” Arbuckle said.&nbsp;

“Yes, I did,” countered Wyatt Fechter, one of the 4-Hers.&nbsp;

“We wondered how you would adjust livestock,” Fechter said. “It’s not exactly like a human where you can tell them to lie down and pop them any way you want to.”&nbsp;

Similar to humans, animal chiropractic medicine specializes in treating the neurological and musculoskeletal systems of animals by performing adjustments to their joints and vertebrae. There is growing evidence that the procedures can help alleviate pain, restore balance and improve growth performance.&nbsp;

“I think when you tell most people that you are going to adjust livestock, they kind of look at you like you’re nuts,” Arbuckle said. “I think these kids have found some interesting stuff. There’s more work to be done, but they’ve done a good job with their project.”&nbsp;

In one portion of the study, the 4-H members controlled all variables for a set of broiler chickens initially raised in New Mexico. They performed chiropractic adjustments on half of the group, while the other half was used a control group.&nbsp;

“With our broilers, we conducted a blind taste test and found that 75% favored the adjusted chicken, 16% favored the non-adjusted, and 9% had no preference,” Fechter said.&nbsp;

In other words, chickens that received chiropractic care seem to taste better.&nbsp;

Arbuckle said that study is just the second of its kind that she is aware of. Some of the youth’s data is being presented at a conference of the American Holistic Veterinarians, and is being reviewed by peers for possible inclusion in professional journal articles.&nbsp;

The 4-H members also performed tests with cattle and pigs. They have been working on their science and agriculture project since last spring.

The Health Department is investigating a public exposure to COVID-19 at Chuck’s Bar located at 600 N Santa Fe Avenue in Salina. Potential exposure would have occurred on the following dates: October 23rd, October 24th, October 26th, and October 29th. Anyone who visited Chucks during these times should monitor their health and watch for symptoms of COVID-19.

There are 44 new positive COVID-19 cases in Saline County to report since the last update on Wednesday, October 28. The total for the county is now 1,166, with 170 cases that are actively being monitored by the Health Department, 983 that have recovered, and a total of 13 deaths. Salina Regional Health Center reports that they have 5 hospitalized COVID-19 patients. Salina Regional is a regional hospital; the COVID-19 patient total is not specific to the number of Saline County residents who may be hospitalized.

Saline County: Potential exposure at Chuck's Bar; 44 new COVID-19 cases

OCCK Transportation is expanding its facilities.

The organization held a groundbreaking ceremony Wednesday, celebrating the start of construction on its transportation facility expansion at 340 North Santa Fe Avenue.

The 16,000 square foot addition to the existing facility will provide additional maintenance facilities, vehicle parking, and expanded driver areas. The project is expected to be completed in mid 2021.

“This facility expansion will help us continue to serve north central Kansas with exceptional public transportation,” Michelle Griffin, mobility manager for north-central Kansas, said.&nbsp;&nbsp;“The growth that OCCK has had in the past 15 years has been tremendous.”

In attendance for the ceremony and those who symbolically broke ground were members of the OCCK Transportation team, as well as representatives from both Hutton, the general contract, and DMA Architects, the design firm for the project.

The project has been funded through a grant from the Kansas Department of Transportation, with contributions from OCCK, Inc. and the City of Salina.

OCCK, Inc. provides services in north central Kansas to anyone with any type of long or short-term disability, starting as early as birth and following people through their whole lives.&nbsp;&nbsp;OCCK provides an array of supports for success at home and in the community, including independent living skills and supports, employment and career training, Alzheimer’s supports, autism services, assistive technology, children’s services, transportation, specialized therapies, and home health care.

OCCK provides transportation services to the general public, seniors, and persons with disabilities, through a variety of programs, including a fixed route service in Salina, CityGo, a regional paratransit service that serves 14 counties, non emergency medical transportation for people with Medicaid, as well as non emergency medical transportation for clients of Salina Regional Health Center, a regional fixed route service, 81 Connection, KANcycle – the regional bike sharing program, City of Abilene public transportation and the newest program, KanConnect.
