SMITH CENTER – A Beloit roofer has been temporarily banned from performing roofing services in Kansas and ordered to pay $5,000 in restitution after being found in violation of consumer protection laws, Kansas Attorney General Derek Schmidt said today.

Quincy Justus, of Beloit, who does business as JAQ’s Ultimate Service, was ordered to repay a Smith County consumer $5,000. He was also temporarily enjoined from operating as a roofing contractor in Kansas until such time he has obtained a roofing contractor registration certificate from the attorney general as required by law. Smith County District Judge Preston A. Pratt yesterday entered default judgment after Justus failed to respond to a lawsuit filed in May in Smith County District Court. Justus was also ordered to pay a $90,000 civil penalty.

Schmidt had alleged that Justus accepted payment from a consumer for roofing services but failed to perform any work despite having a signed agreement. The defendant also allegedly failed to register as a roofing contractor with the attorney general’s office as required by law. The allegations constitute violations of the Kansas Roofing Registration Act (KRRA) and Kansas Consumer Protection Act (KCPA). A copy of the judgment is available at&nbsp;<a href="http://www.ag.ks.gov/roofer-enforcement" target="_blank">www.ag.ks.gov/roofer-enforcement</a>.

Schmidt reminded consumers to make sure roofing contractors are properly registered before signing any contract or having any work done. Construction will take place Monday through Friday with occasional Saturday work during daylight hours. Traffic on I-135 will be reduced to one 14-foot lane at a reduced speed through the work zone. Drivers should expect minimal delays, not exceeding five minutes.

Reece Construction of Salina is the prime contractor and has scheduled this $154,690 project to be completed in October, weather permitting.

Overnight rainfall varies; many see more than an inch

Thirteen students in Jesse Smith’s advanced guitar class at Lakewood Middle School (LMS) wrote a song to submit to the Ad Astra song-writing contest sponsored by the Wichita River Festival. 

The contest was an opportunity for artists in Kansas to submit an original song with the theme of "uniting to conquer adversity."

Smith’s students created a song about overcoming last year’s adversity and all of the changes and challenges they had to face. 

“The idea they wanted to focus on the most was that they never gave up no matter how difficult it seemed,” Smith said.

As a class, students created the music, lyrics, percussion, melodies, and form of the song. They showed teamwork and persistence as they collaborated to write and record their own original composition.

“It was incredible to watch the students create something together and to see their excitement when their ideas became a real song that they had written themselves,” Smith said. “Some aspects of the song came to the class easily, and some required more discussion and editing, but the students never gave up and completed the project successfully.”

Their song was among the top four chosen from all submissions. The students won a $500 award toward the LMS guitar program.

On June 10, the Saline County Sheriff’s Office responded to the 2400 block of E. Water Well Road for the report of a vehicle burglary. 

Sometime between 9 a.m. and noon on June 10, unknown suspect(s) entered the victim’s vehicle that was parked in a parking lot and stole the victim’s debit card and credit card.

Later on June 10, the Saline County Sheriff’s Office took a second report of a vehicle burglary that had occurred in the 3000 block of S. Holmes Road in Saline County.

Sometime between 10-11 a.m. on June 10 unknown suspect(s) entered the victim’s locked vehicle that was parked in a parking lot and stole the victim’s credit card.

On June 10, the credit and debit cards from both victims were used at Walmart in Salina to purchase items that includes multiple $200 prepaid gift cards. The suspects were two unidentified white males.

Crimestoppers seeks tips about two men who used stolen cards for purchases

Police are investigating the theft of a car in south Salina early Thursday morning.

Michael Hogan, 24, of Salina, reported that his blue 2000 Nissan Altima was stolen from where it was parked near the intersection of Quincy Street and E. Wayne Avenue, Salina Police Captain Paul Forrester said this morning. The incident occurred sometime between 2-7:30 a.m. Thursday.

Hogan told police that the car was unlocked and the keys were inside.

The car had a Kansas license plate of 509 KSY and was valued at $1,025, Forrester said.

Unlocked car stolen in south Salina early Thursday; keys inside

Salina Regional Health Center and its affiliated Salina clinics are modifying their COVID-19 visitor restrictions to accommodate patients and families while COVID-19 infection numbers remain low in the community.

Effective today, hospital inpatients may have two visitors in the building at the same time instead of two visitors per day. Visitors will be required to check out at the hospital’s main entrance to allow additional visitors to enter.

In addition, all outpatients, emergency room patients and clinic patients may have two visitors/assistants accompany them for appointments.

“We will continue to monitor COVID-19 infection risk in our community and adjust our visitation policies to both accommodate patients and families and protect patients and staff,” said Bethanie McDowell, infection prevention director at Salina Regional Health Center.

All other COVID-19 guidelines will remain in place:

• All who enter the facilities will be screened for COVID-19 infection risk.

• Visitors will be given a visitor identification bracelet upon entry.

• Hospital visitors must be age 18 or older.

• Masks will be required for all patients and visitors age 2 and older following state and&nbsp;federal COVID-19 requirements for health care facilities.

• Visitors should remain with patients as much as possible and socially distance from others.

• Patients who are COVID-19 positive, or who are being tested for COVID-19, will not be&nbsp;allowed to have visitors.

• Compassionate exceptions to these guidelines will be evaluated on a case-by-case basis.

SRHC, its Salina clinics modify visitor restrictions

A 73-year-old Salina man was injured when he was struck by a car while crossing S. Ohio Street Thursday morning.

Willard Bradshaw was crossing S. Ohio Street at the E. Iron Avenue intersection when he was struck by a westbound 2008 Ford Focus driven by Lexxi Espada, 19, Solomon, that was turning south onto S. Ohio Street, Salina Police Captain Paul Forrester said this morning. The impact threw Bradshaw onto the windshield of the car.

The accident occurred at approximately 9 a.m. Thursday.

Bradshaw was transported to Salina Regional Health Center with unspecified injuries, Forrester said.

The Focus received front end and windshield damage, but was able to be driven from the scene.

No citations have yet been issued as the case is still under investigation, Forrester said.

CLOUD COUNTY—Authorities are alerting parents that the Cloud County Health Department had several reports of hand, foot and mouth disease within the county this week, according to a social media report.

Hand, foot and mouth disease is a common infectious disease and can affect children.

The health department said, "with kids playing team sports, going to daycare, and playing at the park and pool, please make sure that everyone is washing their hands, wiping down surfaces and monitoring your child’s health."
