Residents and businesses of Kansas counties with property damage resulting from flooding May 15-16, 2021, have until Friday to apply for disaster assistance through the Small Business Administration. 

The deadline to apply for economic injury is March 28, 2022.

Gov. Laura Kelly requested SBA loan assistance June 25 for residents and businesses in Ellis, Jewell, Lincoln, Mitchell, Osborne, Rooks, Russell and Smith counties.

Applications may be submitted through the SBA Virtual Business Recovery Center and Virtual Disaster Loan Outreach Center, Mondays – Fridays, 8 a.m. – 8 p.m. Eastern Time.&nbsp;<a href="mailto:FOCWAssistance@sba.gov" target="_blank">FOCWAssistance@sba.gov</a>; (800) 659-2955.&nbsp;Applicants may also apply online, receive additional disaster assistance information and download applications at&nbsp;<a href="https://disasterloanassistance.sba.gov">https://disasterloanassistance.sba.gov</a>. Individuals who are deaf or hard of hearing may call (800) 877-8339.

Customer service representatives will be available to business owners and individuals to answer questions about SBA’s disaster loan program, explain the application process and help each person complete their electronic loan application.

Businesses of all sizes and private nonprofit organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory and other business assets. SBA can also lend additional funds to businesses and homeowners to help with the cost of improvements to protect, prevent or minimize the same type of disaster damage from occurring in the future.

For small businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations of any size, SBA offers Economic Injury Disaster Loans to help meet working capital needs caused by the disaster. Economic injury assistance is available regardless of whether the business suffered any property damage.&nbsp;The deadline for EIDL applications is April 22, 2022.

Disaster loans up to $200,000 are available to homeowners to repair or replace damaged or destroyed real estate. Homeowners and renters are eligible for up to $40,000 to repair or replace damaged or destroyed personal property.

Interest rates can be as low as 2.88 percent for businesses, 2 percent for private nonprofit organizations and 1.625 percent for homeowners and renters with terms up to 30 years. Loan amounts and terms are set by SBA and are based on each applicant’s financial condition.

The Kansas Highway Patrol reported a&nbsp; 1967 Ford F100 driven by Stephen Eli McCoy, 35, Ellsworth, was eastbound on Sage at 215th Road or two miles east of Kansas 14 Highway. The driver it lost control on the curve and the pickup rolled.

EMS transported McCoy to Salina Regional Health Center and a passenger, Zachary Matthew&nbsp;Burwell, 24, Grand Junction, Colo., to Good Samaritan Hospital.&nbsp; They were not wearing seat belts, according to the KHP.

The Salina City Commission's decision Monday night to allow Salina residents the opportunity to vote on a petition-driven proposed ordinance that would limit the commission's ability to impose restrictions on businesses or citizens in response to public emergencies is a step in the right direction as far as Kevin Korb is concerned.

"I am pleased that the commission decided to put it to a vote and let the citizens decide. That’s what we were aiming for," Korb told Salina Post.

Korb and a group of Salina citizens spent many days this summer collecting more than 2,000 signatures on the petition. 

A summary of the proposed ordinance is as follows.

"This ordinance prevents the City of Salina Governing Body from enacting any ordinance, in response to a public emergency, that imposes restrictions on businesses or citizens, leaving that responsibility to Saline County and subject to the Kansas Emergency Management Act."

Once the petition was verified by the Saline County Clerk's Office as having valid signatures, it was delivered on July 28 to the city clerk. At that point, the city commission had 20 days to react to the petition. Options included adopting the proposed ordinance in the petition, seek a declaratory judgment as to the validity of the petition and proposed ordinance, put the proposed ordinance on the November ballot, and do nothing at all and force Korb and his group to take the matter to court.

"Obviously, it would have been my preference to not spend time defending it in court, but I feel confident in the legal premise behind the initiative and the opinions of the attorneys that reviewed it," Korb said.

At the Aug. 16 city commission meeting, adopting the ordinance died for lack of a motion. That lack of motion also fulfilled the city commission's responsibility to act on the petition within 20 days. During that meeting, commissioners also defered discussion about the next steps to Monday night's meeting in order to allow city counsel time to pull together the additional information that commissioners requested in order to make a decision on how to proceed.

After meeting with city counsel in executive session Monday night, commissioners voted 3-2 to approve a "resolution authorizing the city's legal counsel to file suit in Saline County District Court seeking declaratory judgment and associated legal remedies regarding the validity and status of an initiative and referendum petition and proposed ordinance." They also voted 3-2 to put the measure on the November ballot. Mayor Melissa Rose Hodges and Commissioner Aaron Peck voted against both measures.

Police arrest two in shooting case; victim remains in hospital

TOPEKA&nbsp;–&nbsp;Today, Governor Laura Kelly announced that the Kansas Department for Aging and Disability Services (KDADS) is one of only five organizations nationally to be awarded a three-year, $2.7 million grant from the Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT). 

Grant funds through the FY 2020 State Pilot Grant Program for Treatment for Pregnant and Postpartum Women (PPW-PLT) will be used to provide evidence-based, family-centered treatment services to pregnant and postpartum women in Kansas with substance use disorders.

“This grant will expand critical treatment services to support pregnant and postpartum Kansans with substance abuse disorders - along with their children,”&nbsp;said Governor Laura Kelly. “By addressing the behavioral needs of mothers, we can protect mothers and their families.”

The KDADS program, which will be known as KS Helping Empower And Recover Together (KS HEART), will take effect Sept. 30, 2021.

It’s estimated the KS HEART program will serve approximately 55 women a year at two pilot locations, for a total of 165 women over three years. Partners identified in the grant are DCCCA, Inc. and CKF Addiction and Treatment Services, with pilot sites in Salina and Wichita.

“By focusing on family-centered therapy, expanding outpatient programs, and providing community-based wraparound services, the KS HEART program aims to accomplish the goals of decreasing substance use, including opioids, among pregnant and postpartum women in Kansas,”&nbsp;KDADS&nbsp;Secretary Laura Howard said.

The purpose of the KS HEART program is to enhance flexibility in the use of funds designed to:

●Support family-based services for pregnant and postpartum women with a primary diagnosis of a substance use disorder, including opioid use disorders;

●Help state substance abuse agencies address the continuum of care, including services provided to pregnant and postpartum women in nonresidential-based settings; and

●Promote a coordinated, effective, and efficient state system managed by state substance abuse agencies by encouraging new approaches and models of service delivery.

Pregnant and postpartum women using substances face complex challenges that put the health and stability of their family at risk. Funding and eligibility restrictions to existing substance use treatment services often cause women to lose access to care during some of the most vulnerable points postpartum.

“The KS HEART program will bridge identified gaps to services and provide evidence-based treatments, including Medication Assisted Treatment and tobacco cessation as well as increase family stability and support and maintain community tenure and recovery for the whole family unit,”&nbsp;said KDADS Behavioral Health Services Commissioner Andy Brown.

“CKF Addiction Treatment is excited about this grant partnership with KDADS to help further treat the behavioral health needs of pregnant and postpartum women attending our services,”&nbsp;said&nbsp;CKF President and CEO Shane Hudson, MS, MSHCT, LCP, LCAC.&nbsp;“Addiction involves many layers and those with mental health symptoms that only exacerbate the symptoms of addiction need extra support. The National Weather Service in Wichita has issued a heat advisory in effect from noon Tuesday to 8 p.m. Thursday for the following counties in our area. 

Heat index values from 103 to 105 are expected.

Additionally, a heat advisory issued by the National Weather Service in Topeka remains in effect until 8 p.m. Thursday for the following counties in our area.

Heat index values are expected to peak from 105 to 109 degrees today and&nbsp;Wednesday and approximately 105 on Thursday.

The National Weather Service in Topeka also has issued a heat advisory in effect from noon to 8 p.m. Thursday for Republic County.

Heat index values are forecast to br spproximately 105.

The National Weather Service in Hastings, Neb., has issued a heat advisory in effect from noon to 8 p.m. Tuesday for the following counties in our area.

Heat index values as high as 104 to 108 degrees are forecast.

Hot temperatures and high humidity may cause heat illnesses to occur.

Drink plenty of fluids, stay in an air-conditioned room, stay out of the sun, and check up on relatives and neighbors. Young children and pets should never be left unattended in vehicles under any circumstances.

Take extra precautions if you work or spend time outside. When possible reschedule strenuous activities to early morning or evening. Know the signs and symptoms of heat exhaustion and heat stroke. Wear lightweight and loose fitting clothing when possible. To reduce risk during outdoor work, the Occupational Safety and Health Administration recommends scheduling frequent rest breaks in shaded or air conditioned environments. Anyone overcome by heat should be moved to a cool and shaded location. Heat stroke is an emergency! Call 9 1 1.

UPDATE: Most area heat advisories extended through Thursday

A pickup reported stolen Monday afternoon was later found across town with two 13-year-old occupants.

William Toney, 62, of Salina, told police that sometime between 2-2:15 p.m. Monday, someone stole his 2001 Dodge Ram 1500 from where it was parked in front of his residence in the 700 block of State Street, Salina Police Captain Paul Forrester said this morning. The pickup was valued at $1,500.

While officers were at the call, a citizen called in to report the same pickup driving recklessly in the 2600 block of S. Ohio Street, he said.

A Kansas Highway Patrol trooper who was in the area located and stopped the pickup in the 1300 block of Meyer Drive. The pickup had struck a mailbox, Forrester said.

A 13-year-old boy had been driving, he said. The passenger in the pickup was a 13-year-old girl.

The boy was arrested on the following requested charges and was sent to the North Central Kansas Regional Juvenile Detention Facility in Junction City, Forrester said.

Two 13-year-olds found in pickup reported stolen

The 12th Judicial District is composed of Cloud, Jewell, Lincoln, Mitchell, Republic, and Washington counties.

Justice K.J. Wall, the Supreme Court departmental justice responsible for the 12th Judicial District, said nominees can apply or be nominated, but it must be on a nomination form and include the nominee's signature.

Kansas law requires this district magistrate judge be:

●a graduate of a high school, a secondary school, or the equivalent; and

The Salina Regional Health Center Service Auxiliary has awarded $7,530 in scholarships for the 2021-2022 academic year.&nbsp;

Teale Ryan, Salina, is pursuing a Ph.D. in nursing education degree from KUMC.&nbsp; Teale is currently employed at Salina Regional Health Center in the Emergency Department as well as the KU School of Nursing – Salina Campus. Teale was awarded a $2,000 scholarship from theauxiliary as well as a $1530 scholarship from Carla Schneider memorial funds received by the auxiliary and earmarked for a nursing student.

Tara Heath, Salina, is pursuing a Physical Therapy Assistant degree from Hutchinson Community College, Hutchinson.&nbsp; Tara is currently employed at Salina Regional Health Center.&nbsp; She was awarded a $1,000 scholarship.

Jakob Lovendahl, Bennington, is pursuing a Pharmacy degree from the University of Kansas, Lawrence.&nbsp; Jakob is currently employed by Dillons Pharmacy.&nbsp; He received a $3,000 scholarship.

ABILENE—The eleventh annual Impact the Cure on Oct. 9, will give both runners and non-runners of all ages the opportunity to celebrate life and raise funds to help fight breast cancer in Dickinson County. 

After canceling last year’s event, Impact Sports and Fitness is excited to bring back Impact the Cure for 2021.

Impact the Cure is an annual Breast Cancer Awareness 5K Run and 2-Mile Fun Walk in downtown Abilene hosted by Impact Sports and Fitness, 418 N. Broadway, Abilene. The race will&nbsp;begin at 8 a.m. on Oct. 9, starting at Impact Sports and Fitness, and is open to people of all ages and fitness levels.&nbsp;

Pre-registration is $25 and includes an Impact the Cure long sleeve t-shirt. Couch Potato fee (for those who are unable to participate but wish to support the cause) is a donation of $25 and you receive a t-shirt. The fun walk is noncompetitive and will not have awards. All Impact the Cure participants will be entered into a drawing for prizes.

Proceeds raised by Impact the Cure will fund local breast health initiatives by providing free mammograms and mammography services to uninsured residents in Dickinson County and assist with providing mammography equipment at Memorial Hospital. Fundraiser to help fight breast cancer set for Abilene on Oct. 9

In A.D. 79, long-dormant Mount Vesuvius erupted, burying the Roman cities of Pompeii and Herculaneum in volcanic ash; an estimated 20,000 people died. 

In 1932, Amelia Earhart embarked on a 19-hour flight from Los Angeles to Newark, New Jersey, making her the first woman to fly solo, non-stop, from coast to coast.

In 1949, the North Atlantic Treaty came into force.

In 1954, President Dwight D. Eisenhower signed the Communist Control Act, outlawing the Communist Party in the United States.

Anger over the shooting of a Black man, Jacob Blake, by police spilled into the streets of Kenosha, Wisconsin for a second night. Authorities in Portland, Oregon, said protesters repeatedly set fire to a police union headquarters building and were repelled by officers spraying tear gas. Public hearings concerning budgets on county agenda

Registered voters in Salina will get the chance to vote on a petition-proposed initiative to limit the Salina City Commission's ability to enact ordinances that impose restrictions on businesses or citizens in response to public emergencies.

In a 3-2 vote toward the end of a more than six-hour meeting, commissioners approved putting the measure on the November ballot. Mayor Melissa Rose Hodges and Commissioner Aaron Peck voted against the measure.

Additionally, commissioners voted 3-2 to approve a "resolution authorizing the city's legal counsel to file suit in Saline County District Court seeking declaratory judgment and associated legal remedies regarding the validity and status of an initiative and referendum petition and proposed ordinance." Again, Hodges and Peck voted "nay."

RUSSELL COUNTY—A Kansas man was injured in an accident just after 2p.m. Monday in Russell County.

The Kansas Highway Patrol reported a 2014 Freightliner semi driven by Simon U. Miller, 56, Salina, was north bound on Kansas 232 at Kansas 181. The vehicle took the curve too fast and overturned.

EMS transported Miller to the hospital in Russell. He was properly restrained at the time of the accident, according to the KHP.

Salina Regional Health Center reports they currently have 19 patients who require hospitalization for COVID-19.

There have been 35 new COVID-19 cases identified and reported to the health department since our last update on Friday. The Saline County Health Department staff is actively monitoring 530 cases of COVID-19. There has been a total of 7126 confirmed cases, and at least 6465 people have recovered from COVID-19.
