Police are investigating shots being fired in a north Salina neighborhood early Sunday morning.

Salina Police Captain Paul Forrester said this morning that officers were dispatched to the 300 block of N. Columbia Avenue at approximately 2:30 a.m. Sunday for the report of a disturbance. While on their way to the location, officers were informed that dispatch had received several reports of three shots being fired at 363 N. Columbia Avenue.

Officers spoke with the resident there, Fredrick Ruffin, 40, who had been having a gathering at his residence, Forrester said. Ruffin told police that he had heard three gunshots behind his residence.

Officers located three .40 caliber shell casings, Forrester said. They also found blood in front of the garage at the residence. Additionally, a garage window was broken, but not by a bullet, he said.

As of this morning, a person who may have been injured during the incident has yet to come forward, Forrester said.

Several counties in our area will be in a heat advisory later today.

The National Weather Service in Topeka has issued a heat advisory in effect from noon to 7 p.m. Monday for the following counties in our area.

Heat index values up to approximately 105 are forecast.

Without taking precautions, heat illnesses like heat exhaustion, heat cramps, and even heat stroke are more likely to occur.

Drink plenty of fluids, stay in an air-conditioned room, stay out of the sun, and check up on relatives and neighbors. Young children and pets should never be left unattended in vehicles under any circumstances.

Take extra precautions if you work or spend time outside. When possible reschedule strenuous activities to early morning or evening. Know the signs and symptoms of heat exhaustion and heat stroke. Wear lightweight and loose fitting clothing if possible. To reduce risk during outdoor work, the Occupational Safety and Health Administration recommends scheduling frequent rest breaks in shaded or air conditioned environments. Anyone overcome by heat should be moved to a cool and shaded location. Heat stroke is an emergency! Call 9 1 1.

Several items on the city commission agenda pertain to moving forward with the Kenwood Park tennis court complex project. The first item is to consider authorizing the city manager to execute an agreement with Salina Tennis Alliance relating to the funding and construction of the tennis facilities in Kenwood Park. According to information in the commission meeting packet, if approved, the city's share of the project would cost no more than $864,600. That amount breaks down as follows.

●Up to $182,000 to demolish the old Municipal Pool basin, pool building and filters, and Tri-Rivers Stadium and arena.

●Up to $82,600 to re-open existing buildings to be repurposed as part of the tennis facility.

●A $600,000 cash contribution toward funding the project to be paid upon completion, inspection, and approval by the city of 12 lighted tennis courts.

The Salina Tennis Alliance would fund the remainder of the project, "with the base project being 12 tennis courts and lights while reserving the possibility of additional courts and amenities depending on construction bids and final fundraising results on the part of STA," the meeting packet information noted.

Commissioners also are scheduled to consider authorizing the preparation and publication of a notice of the proposed transfer Jerry Ivey Park property to USD 305 for the purpose of maintenance, improvement, and possible expansion of tennis court facilities there.

"The ultimate fiscal impact of the proposed ownership transfer to USD 305 would be City avoidance of repair, maintenance and replacement costs associated with the existing 4 tennis courts in Jerry Ivey Park while securing assurances that public access will be maintained to the same number of courts subject to the terms" of the deed, according to information from the city.

Additionally, commissioners are scheduled to consider awarding a demolition contract to G&amp;G Dozer, LLC in preparation for the construction of the new tennis facility. G&amp;G Dozer came in with the low bid of $142,400 and is already licensed with the city.

Other items on the city agenda for Monday include the following.

●Consider proclaiming the month of September 2021 as National Recovery Month in the City of Salina. Valarie Hicks, a recovery coach at the CKF Addiction Treatment Center, is scheduled to read the proposed proclamation.

●Consider awarding minor concrete, curb, and gutter repair work to Davis Concrete Construction of Salina in the amount of $97,355.75 with a five percent construction contingency for a total project not to exceed $102,223.54.

●Consider authorizing the city manager to execute a specialty contractor agreement with ALS Global USA Corp for remedial design Phase 2 laboratory support-chemical testing of soil and water at the former Schilling Air Force Base site in the amount not to exceed $156,768.80.

●Consider appointing a number of people to the Animal Control Advisory Board, Arts &amp; Humanities Commission, Board of Zoning Appeals, Building Advisory Board, Business Improvement District Board of Advisors, Business Improvement District Design Review Board, Convention and Tourism Committee, Disciplinary Advisory Board, Heritage Commission, Housing Authority, Humam Relations Commission, Law Enforcement Citizen Review Board, Parks and Recreation Advisory Board, Planning Commission, Solid Waste Management, Tree Advisory Board, and Community Art and Design. NWS: Dangerous heat to start the work week

Officials in more than 25 states have in the past year introduced or enacted measures to penalize the teaching of racial issues in ways that might be divisive in public schools.

The trend has targeted the teaching of “<a href="https://www.abcactionnews.com/news/in-depth/in-depth-what-is-critical-race-theory-and-how-would-it-theoretically-look-in-classrooms" target="_blank">Critical Race Theory</a>,” a decades-old academic field that explores the impact of racism and inequality on America and its legal system. The teaching materials included with “The 1619 Project,” a&nbsp;New York Times&nbsp;series that traced the history of slavery in America, also fueled controversy over banning content from education and First Amendment freedoms.

But many of the state laws have swept even more broadly:

●A Tennessee law passed in May&nbsp;bans teaching “prohibited concepts” such as the idea that “a meritocracy is inherently racist or sexist” or that ”The rule of law does not exist, but instead is a series of power relationships and struggles among racial or other groups.” Violations could result in fines, proposed by the state Department of Education, of $1 million or more.

●An Arizona law passed in July bars teachers from any instruction that “presents any form of&nbsp;blame or judgment on the basis of race, ethnicity or sex.”

●An Oklahoma law bars teachers from including in their curriculum the notion that “an individual, by virtue of his or her race or sex, bears responsibility for actions committed in the past by other members of the same race or sex.”

●A Georgia resolution states that no state school district should “compel” educators to “discuss current events&nbsp;or widely debated and currently controversial issues.”

Those and other broadly framed laws have worried school teachers who fear they could be disciplined or fired for teaching material that used to be common and innocuous.

“This would make me hesitate now” on some lessons about race,&nbsp;August Plock, a Texas high school teacher told&nbsp;<a href="https://www.edweek.org/policy-politics/does-academic-freedom-shield-teachers-as-states-take-aim-at-critical-race-theory/2021/06" target="_blank">Education Week</a>. “It potentially puts a chill over teachers.”

John Rumel, a former general counsel of the Idaho Education Association, also told the publication, “If I’m a K-12 teacher, I’m not sure what I can do. Can I mention there is a rubric known as ‘critical race theory’ that exists? I’m not espousing it. This measure would give me pause as a teacher and might chill my speech.”

Those comments raise important questions: Isn’t the First Amendment supposed to prohibit government from making laws that chill the freedom of speech? Is anyone challenging these laws on First Amendment grounds?

Not yet,&nbsp;<a href="https://theconversation.com/lawsuits-over-bans-on-teaching-critical-race-theory-are-coming-heres-what-wont-work-and-what-might-164534" target="_blank">according to&nbsp;Frank LoMonte</a>, director of the Brechner Center for Freedom of Information at the University of Florida and former executive director of the Student Press Law Center.

“Anyone punished by a school district for nonthreatening speech seems to have the makings of a First Amendment case,” said LoMonte. “But from years of teaching and researching First Amendment case law, I know that this is where things get complicated.”

Here’s the reason: The U.S. Supreme Court in 2006 issued a decision titled&nbsp;<a href="https://www.oyez.org/cases/2005/04-473" target="_blank">Garcetti v. Ceballos</a>, ruling that government employees — including public school teachers — do not have First Amendment protection for speech they deliver as part of their official duties.

Teacher unions have pledged to fight in court to protect teachers from being punished for doing their jobs. But LoMonte believes that because of the Garcetti decision, any lawsuits challenging the wave of legislation won’t be based on the First Amendment’s free speech clause. “Teaching is an official work assignment,” he said. “So the First Amendment seems unlikely to rescue a teacher fired for teaching a forbidden subject.”

Instead, other arguments may save the day for teachers. One is the 14th Amendment’s “due process” clause, which frowns on vague or arbitrary actions by government. The vagueness of some of the new laws makes it difficult for educators to know what they can or cannot teach.

Another angle: the laws attacking the teaching of Critical Race Theory material exclusively could be in trouble because those materials are used by colleges and universities, not K-12 schools. Universities are often protected by court rulings favoring academic freedom.

Students, though, could challenge these broader laws by arguing they have a First Amendment right to take in lessons and information from schools. In a 2010 case, a federal appeals court&nbsp;<a href="https://casetext.com/case/gonzalez-v-douglas" target="_blank">struck down an Arizona law</a>&nbsp;banning “ethnic studies” in schools. The ruling stated, “Students have a First Amendment right to receive information and ideas … a right that applies in the context of school curriculum design.”

That strategy underscores a curious truth: that students in some ways have more First Amendment protection than teachers do. The 1969 Supreme Court ruling in Tinker v. Des Moines Independent Community School District declared that neither “students (n)or teachers&nbsp;<a href="https://www.freedomforuminstitute.org/2019/01/30/tinker-after-50-a-historic-ruling-still-relevant-after-all-these-years/" target="_blank">shed their constitutional rights to freedom of speech</a>&nbsp;or expression at the schoolhouse gate.”

But the Garcetti ruling changed all that, says LoMonte. “If a teacher and a student were wearing the identical political campaign T-shirt in the school,” he said, “and the principal tells them both to change their shirts, the teacher has to do it, and the student doesn’t.”

Nonetheless, LoMonte believes that lawyers will go to court soon to halt the wave of measures aimed at teachers who want to explain race to their students. “Surely,” he said, “somebody is out there drafting a complaint right now, whether it’s a teacher’s union or the ACLU (American Civil Liberties Union).”

The winner of the 2021 Festival Medallion Quest is Heike Daily.

With help from two of her sons, including local son, Brad, and son Aaron of Peachtree City, Ga., along with granddaughter Tess, Daily found the 2021 Medallion at about 12:30 p.m. on Sunday, according to information from Salina Arts &amp; Humanities (SAH).

The medallion was a grey-colored box with a sliding lid, placed under the base of a lamp post located just south of the “Trifinity” sculpture between the Salina Public Library, 301 W. Elm Street, and the City-County Building, 300 W. Ash Street.

Daily has searched every year since the quest began in 2009, originally with her sister. On Sunday, as she looked with help from her family, “All of a sudden, we saw the lampposts that looked like a moon, and noticed were in a straight line,” said Daily. “Then across from them was the 'new and old' courthouses, which led us to look again at the lampposts. Then, we realized that 'the missing eight' was Eighth Street, which ends south of the courthouse.”

Daily is the 15th winner of the Festival Medallion Quest that was started in 2009 by the Smoky Hill River Festival. The Festival Medallion Quest’s goal is to foster creativity and connectivity in a way that reflects the spirit of the river festival.

The 2021 Quest took nearly five days and returned to the previous format of two daily written-only clues, shared online at <a href="http://festivalmedallionquest.com">festivalmedallionquest.com</a> and posted outside the S. Eighth Street SAH office doors.

No matter how it happens, broken trust is painful and disorienting. Every relationship, whether it’s with friends, family or a romantic partner, is built on trust. When that foundation is shaken,&nbsp;you&nbsp;are shaken. Whether you’re in the wake of a massive betrayal, or struggling with a string of small broken promises, you must choose to trust again if you want the relationship to survive.

But relationships&nbsp;can&nbsp;come back stronger than ever. I’m not talking about a bunch of warm and fuzzy emotional nonsense, though. If you wait until you&nbsp;feel&nbsp;like it, you’ll never get around to it. It’s time to get serious about rebuilding trust if you’re experiencing the following signs in your relationships:&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;

Anxiety is an alarm that alerts you when you’re feeling disconnected, unsafe or out of control. Mistrust is a toxic cocktail of these ingredients: You’re distant, you’re open to hurt, and it’s impossible to control the other person’s behavior.&nbsp;If you feel anxious&nbsp;about your relationship, you might be lacking trust in them, yourself or both.

Being controlling is one of the telltale&nbsp;signs of a toxic relationship. You’re always monitoring, checking in, reading text and Facebook messages, or feeling fearful of what the other person is doing. You ask them where they’ve been and where they’re going. Every interaction feels like an interrogation, or an opportunity to exert power.

When you lack trust with someone, you’re often quick to suspect, blame and become angry with them. You’ve been hurt before, so you’re quick to accuse people in an effort to protect yourself.

A secret is purposefully hiding something from someone with an intent to deceive them. This is not about secretly preparing a birthday party. This is about loading up credit card debt that your partner doesn’t know about, or ending every browsing session on your computer by clearing your search history because you want to hide your web traffic.

Catastrophizing&nbsp;is the nerd word for&nbsp;assuming the worst. It’s when you expect someone to make a bad decision, to cheat, to hurt you, to show up late (again). It’s when your default setting switches from giving the benefit of the doubt to making up worst-case-scenarios.

Picture the remains of the twin towers after the 9/11 attacks. The once-beautiful buildings were reduced to ugly piles of rubble. It would’ve been absurd to try to sweep up the broken bits and pieces, glue them back together, and reconstruct the buildings with the same materials.

The same is true of a relationship that has suffered a deep violation of trust. You and your partner, sibling, friend or parent must commit to co-creating something new. Start from ground zero. Excavate everything, and commit to designing, engineering and building something meaningful.

Own up to what you did, even if it was small. If you were the person who committed the betrayal, be honest and acknowledge the damage and hurt you caused. Even if you were the one hurt, you might have played a role in the break in the relationship. Bring your hurts to the table, listen well and take ownership.

Choosing not to forgive leads to bitterness. Forgiveness is both a one-time choice, and an ongoing decision, not to hold the past against someone. Forgiveness isn’t contingent on a feeling or on someone else’s behavior. Forgiveness is a choice&nbsp;you&nbsp;make to lighten your own load. &nbsp;&nbsp;

This doesn’t mean you don’t learn lifelong lessons. It means the past is no longer a weapon. Yes, the hurt will resurface from time to time. You’ll be tempted to fall back into old patterns of mistrust. But you must choose to intentionally shift your mindset to the next chapter.

Give yourself (and the other person) plenty of time to move through things. Don’t ignore your feelings or emotions, but don’t let them dictate how you behave, either. Be patient, understanding and don’t judge the other person if they’re not healing as quickly as you.

Work to establish trust in simple things. Show up to your kid’s dance recitals. If you say you’ll do the laundry, do it. If you promise to be home for dinner, keep that promise. Be a person who is true to their word.

Trust is built through open and honest exchanges of thoughts, feelings and experiences. In other words, being vulnerable again. Yes, this means you might get hurt—again. But vulnerability is the only soil that allows relationships to grow.

Breaking someone’s trust may not have been&nbsp;intentional, but in most cases, it still wasn’t an accident. There’s a reason things deteriorated to this point, both within you and within the relationship. Are you allowing stories and voices from your past to harm your current relationships? Are you remaining in dysfunctional relationships because you’re afraid to be honest with yourself?

This is important work. If necessary,&nbsp;find a good professional therapist&nbsp;to guide you through things.

Spend lots of time together simply connecting. Get to know each other again. Have fun and be silly. Create time for serious conversations. Be specific about the kind of relationship you want.&nbsp;&nbsp;

Remember, each relationship is different. Each has a unique timeline for rebuilding trust. Sometimes, rebuilding trust takes weeks. Other times, it takes years. It’s rarely clean or simple, but it’s often transformational.
