GYPSUM - A small earthquake shook part of southeastern Saline County this morning.

According to the Kansas Geological Survey, a 2.0 quake struck at 5:54 a.m. Saturday southwest of Gypsum. The quake was centered just east of S. Whitmore Road between E. Hedberg Road and E. Assaria Road.

Preliminary estimates reported by the Labor Market Information Services division of the Kansas Department of Labor and the Bureau of Labor Statistics show a seasonally adjusted unemployment rate of 3.8 percent in July. This was an increase from 3.7 percent in June and a decrease from 6.6 percent in July 2020.

“The unemployment rate edged up to 3.8 percent in July,” said Secretary Amber Shultz. “This was the result of an increase in both employment and unemployment, which indicates more Kansans are entering the labor market and actively looking for work."

Continuing a trend from June, counties in the region experienced higher unemployment in July.

The jobless rate in Saline County jumped from 4.2 percent in June to 4.5 percent in July.&nbsp; Dickinson County saw a similar increase to 4.4 percent. Ellsworth and McPherson County saw an increase but remain well under 4 percent.&nbsp;

Seasonally adjusted job estimates indicate total Kansas nonfarm jobs increased by 6,000 from June. Private sector jobs, a subset of total nonfarm jobs, increased by 5,900 from the previous month, while government increased by 100.

“Kansas employers continued hiring in July, adding 6,000 jobs over-the-month,” said Labor Economist Todd Rilinger. “The majority of this increase can be seen in the manufacturing industry, which added 3,200 jobs."

Since July 2020, Kansas seasonally adjusted total nonfarm jobs have increased by 36,300. This change is due to an increase of 35,600 private sector jobs and 700 government jobs.

Saline County residents do you have some junk that you need to get rid of?

The City of Salina has announced free residential trash disposal for all Saline County residents at the Salina Municipal Solid Waste Landfill&nbsp; from 8 a.m.-2 p.m. on Oct. 9. The landfill is located at&nbsp;4292 S. Burma Road.

Customers must have a Saline County license plate on their vehicle for free disposal. Vehicles from other counties will be required to pay normal tipping fees. Commercial waste haulers will be given priority (standard rates apply).

Customers are encouraged to use caution at all times, follow staff instructions, obey all signs, stay on approved roadways and be prepared for delays, as a line is expected to form during this event and the number of customers will be limited at the disposal site and convenience area. Removal of any landfill property, including waste from other customers, is strictly prohibited.

Items not accepted at the landfill include automobiles, batteries, corrosive waste, explosives, flammable waste, hazardous waste, liquid waste (including paint), machinery, reactive waste, storage tanks, toxic waste, and vehicle or equipment wreckage.

Items accepted, but still subject to applicable tipping fees for all commercial and residential customers include brick, concrete, rock, other aggregates, commercial loads (including waste from residents that is anything other than normal household trash), Freon-containing items (Freon removal certification required), roofing and other construction materials, boats, sheds, trailers, tires, and waste requiring a Special Waste Permit from the KDHE. 

A listing of fees may be viewed on the city’s website at <a href="http://www.salina-ks.gov/content/18394/18540/20954/default.aspx">http://www.salina-ks.gov/content/18394/18540/20954/default.aspx</a>. Please call the landfill for specific rates not listed.

Chief Judge Dickinson to retire after 19 years in 9th Judicial District

Smoky Hill River Festival officials announced this week a number of changes in response to recent health directives as provided by the Kansas Department of Health and Environment on Aug. 13. 

KDHE amended its quarantine list and guidelines to include “anyone who attends an in-state or out-of-state mass gathering of 500 or more where individuals do not socially distance and wear a mask should follow quarantine guidelines.”

Those individuals who have been vaccinated are not recommended for quarantine, but are encouraged to practice social distancing and mask-wearing. At the river festival, masks will be available at entryways and other areas throughout the park. Attendees are encouraged to bring their own mask.

“This latest directive will obviously have an impact on the festival,” said SAH Executive Director Brad Anderson. “We have been making adjustments daily in preparation for the event, but this raised the bar considerably.” 

As a result of the KDHE directive and with support of the Salina City Commission on Monday, the festival will continue to evaluate how to minimize risks to attendees without creating a highly restrictive atmosphere. 

“Our goal is to avoid high-congestion areas at the festival and to make the event as safe as possible during the ongoing pandemic and the recent increase of cases,” said Anderson.

The SAH staff has spent hundreds of hours since October of 2020 trying to anticipate the challenges associated with the festival, paying special attention to children’s activities. Anderson has consulted with local and state health and emergency management officials to aid adjustments to the event.

Numerous changes have been identified and will be implemented for this year's festival on Sept. 2-5, the most significant of which include:

●The concrete area in front of Eric Stein Stage will be for chair or blanket use only; i.e. all in area must be seated. No standing in front of the stage will be allowed. Backstage areas will be only for performers and stagehands.

●Artists in the craft demonstration area will offer unscheduled demonstrations throughout each day, instead of presenting to large groups at scheduled times.

●The 110 exhibiting visual artists may have occupancy limits for their tents. Watch for signage at art-show booths.

●The food tent behind Food Row will be eliminated. Picnic tables will be spread throughout the park. Disinfectant wipes and hand sanitizer will be available.

●Bleachers will be removed from the stage areas. A limited number of seating benches will be provided. Attendees are encouraged to bring their own chairs or blankets.

●More than 25 signs will be added at entrance gates and throughout the park to highlight the KDHE directive and strongly encourage mask wearing and social distancing as much as possible.

●The Artyopolis children’s area will feature take-out bags of craft material for kids to work on with their families in a less congested space at the festival or at home. Some activities will still take place under the Creation Crossing tent, but social distancing will be strongly encouraged.

●Masks will be required for each person who enters festival headquarters, to get a henna tattoo, and within the First Treasures tent.

●The Festival will post clear occupancy or gathering guidelines at select locations across the park as necessary. Patrons will be expected to follow all posted guidelines.

●The river festival website at <a href="http://riverfestival.com">riverfestival.com</a> will have a complete list of food-vendor menu items and pricing, allowing some people to pre-select their items before standing in line. Online ordering of food is not available.

●Numerous announcements will be made from the stages and at selected activities on-site, to encourage social distancing and mask wearing.

Festival staff will work with the public to minimize “close contact” exposure, considered to be 15 minutes or more in close proximity, and encouraging those in attendance to be respectful of others. 

Anderson said, “The enduring spirit of the Smoky Hill River Festival is the beautiful way that a diverse community can come together to celebrate the arts and this place in such a unique way.” 

He said that these festival modifications do not constitute a park-wide mandate, but serve to benefit a broad section of the community.

The festival staff acknowledge that enforcement of mask wearing and social distancing would be impossible, but hope that attendees will appreciate the importance of following guidelines to help ensure the success of the event now and in the future.

“To be clear,” said Anderson, “the decision to attend and participate in the river festival rests with each individual. Understanding the risks of participation is a personal decision. We hope each attendee will make responsible choices while considering themselves, their family, and the community.” 

He indicated that vaccines have been widely available and that patrons can enjoy every aspect of the festival while social distancing and wearing a mask.

Health, safety measures announced for Smoky Hill River Festival

WICHITA&nbsp;– Gov. Laura Kelly and Transportation Secretary Julie Lorenz have announced that 10 projects, totaling more than $5.2 million, were awarded as part of the Kansas Department of Transportation’s Short Line Rail Improvement Fund Program.&nbsp;

“These ten improvement projects will connect Kansas grain businesses with new regions and customers, supporting farmers and our agriculture industry,”&nbsp;said Kelly. “My administration will continue to invest in needed and commonsense infrastructure improvements like these to strengthen our growing economy.”

Six projects were awarded to shippers and four projects were awarded to short line railroads in nine counties across Kansas. State funding for the individual projects ranges from $56,000 for the installation of new scales to nearly $2 million for siding expansion to increase railcar capacity and carloading capabilities.

Switch and crossing replacements will reduce crossing delays for vehicles. All projects will result in less wear and tear on Kansas roadways and bridges. State funding for the 10 projects will be enhanced by a 30% match from each recipient, meaning more than $7.4 million will be invested in the state’s agricultural infrastructure.

Secretary Julie Lorenz said KDOT received 19 applications requesting more than $21 million in this second year of the three-year Short Line Rail Improvement Program.

“In partnership with shippers and short line railroads, these modernization projects are improving commerce and opportunity for Kansas families and their communities,”&nbsp;said Secretary Lorenz.&nbsp;“Together we’re working to better connect Kansas-grown grain to the broader network of Class 1 rail for delivery to regional, national and international markets.”

The Short Line Rail Improvement Fund provides $5 million annually for three years. The program was created as part of the Kelly Administration’s 10-year, bipartisan Eisenhower Legacy Transportation Program.

The National Weather Service in Wichita has issued a severe thunderstorm warning in effect until 7:30 p.m. for Saline County.

At 6:12 p.m. CDT, a severe thunderstorm was located six miles southwest of Smolan, or six miles northwest of Lindsborg, moving northeast at 30 mph. Another severe storm was located north of Salina, also moving northeast.

According to the weather service, 60 mph wind gusts and penny size hail are expected.

Locations being impacted include Salina, Assaria, Gypsum, Brookville, Smolan, New Cambria, Falun, Glendale, Bridgeport, Salina Airport, and Kipp.

This includes the following highways Interstate 135 between mile markers 77 and 95 and Interstate 70 between mile markers 236 and 266.

Torrential rainfall is occurring with this storm, and may lead to flash flooding. Do not drive your vehicle through flooded roadways.

UPDATE: Warning for Saline County canceled

Twenty-two new law enforcement officers graduated from the Kansas Law Enforcement Training Center (KLETC) on August 20th at a ceremony held in KLETC’s Integrity Auditorium.&nbsp;

Deputy Matthew Cook of the Morris County Sheriff’s Office was the graduating class president. The speaker for the ceremony was Jay Simecka, Sheriff for Morris County. Troy Livingston, KLETC Senior Instructor of Police, was the Class Coordinator for the 282nd Basic Training Class.

Officer Nohl Vogel from the Elwood Police Department was recognized during the ceremony for his firearms proficiency as the class’ “Top Shot”.

Officers Melissa Pereda Castaneda from the Junction City Police Department and Andrew Orocio from the August Department of Public Safety walked, ran, or biked more than 200 miles during their time at KLETC and exceeded other physical requirements including push-ups, sit-ups, and a timed run to become members of KLETC’s 200 Mile Club. Officer Orocio was furthered honored with KLETC’s Fitness Award.

Graduates receive certificates of course completion from KLETC and Kansas law enforcement certification from the Kansas Commission on Peace Officers’ Standards and Training, the state’s law enforcement licensing authority. The training course fulfills the state requirement for law enforcement training. Classroom lectures and hands-on applications help train officers to solve the increasingly complex problems they face in the line of duty.

Established by the Kansas Legislature in 1968, KLETC trains the majority of municipal, county, and state law enforcement officers in Kansas and oversees the training of the remaining officers at seven authorized and certified academy programs operated by local law enforcement agencies and the Kansas Highway Patrol.

About 300 officers enroll annually in KLETC 14-week basic training programs. KLETC offers continuing education and specialized training to over 10,000 Kansas officers each year. KLETC is located one mile west and one mile south of Yoder, near Hutchinson, and is a division of the University of Kansas Lifelong &amp; Professional Education.

The graduates, who began their training in May 2021, represented 20 municipal, county, and state law enforcement agencies from across Kansas. Graduates are listed below by county and agency:

McPherson officer part of KLETC's 282nd Basic Training Class

SALINE COUNTY—A Kansas man was injured in an accident just after 1:30 p.m. Friday in Saline County

The Kansas Highway Patrol reported a 2014 BMW driven by&nbsp; Lebaron A. Hollimon, 52,&nbsp;Rancho Cucamo, Calif., was southbound on Interstate 135 eleven miles south of Salina.

The vehicle rear-ended 2005 Chevy Avalanche driven by&nbsp; Robert D&nbsp;Zeiner Jr, 48, Belle Plaine.&nbsp; The Avalanche entered the median area and rolled.

EMS transported Zeiner to a Wichita hospital. Hollimon and a passenger in the BMW were not injured. All three were properly restrained at the time of the accident, according to the KHP.

Hollimon, 52,&nbsp;Rancho Cucamo, Calif., was southbound on Interstate 135 eleven miles south of Salina.The vehicle rear-ended 2005 Chevy Avalanche driven by&nbsp; Robert D&nbsp;Zeiner Jr, 48, Belle Plaine.&nbsp; The Avalanche entered the median area and rolled.EMS transported Zeiner to a Wichita hospital. Hollimon and a passenger in the BMW were not injured. All three were properly restrained at the time of the accident, according to the KHP.

Saline County has lost another member of the community to COVID-19, bringing the death toll in the county to 128, an additional two this week. Salina Regional Health Center reports they currently have 20 patients who require hospitalization for COVID-19.

There have been 35 new COVID-19 cases identified since our last update on Wednesday, making 117 new cases in the last seven days. The Saline County Health Department staff is actively monitoring 498 cases of COVID-19. There has been a total of 7091 confirmed cases, and at least 6465 people have recovered from COVID-19.

KDHE has identified variants in 165 of the 289 specimens sent from Saline County for sequencing. At least 23,802 people or 43.9 percent of the population have been vaccinated against COVID-19 in Saline County. Due to the overwhelming number of new cases and hospitalizations, vaccination/ re-infection rates are not available at this time. The Saline County Health Department and Salina Regional Health Center thank you for your patience and understanding.

UPDATE: Some counties dropped from watch

RENO COUNTY—A Kansas man was injured in an accident just after 1 p.m. Friday in Reno County.

The Kansas Highway Patrol reported a 2005 Harley Davidson motorcycle driven by Steven Ashley McBride, 45, Beverly, was northbound on Kansas 61 just south of Langdon Road.

The front brake locked, causing motorcycle to lay on its right side and the driver&nbsp; was ejected.

EMS transported&nbsp;McBride to a Wichita hospital. He was not wearing a helmet, according to the KHP.

Beverly man hospitalized after motorcycle accident

BARTON COUNTY—A Kansas woman was injured in an accident just after 8:30a.m. Friday in Barton County.

The Kansas Highway Patrol reported a 2006 Chevy HHR driven by Taylor Rose Hoffman, 21, Kanopolis, was eastbound on NE 30 Road three miles north of Great Bend.

 The driver fell asleep. The SUV exited the roadway to the south, struck a culvert and came to a rest.

EMS transported to Hoffman to the hospital in Great Bend. She was properly restrained at the time of the accident, according to the KHP.

Kansas Wesleyan University has set a record for new students.

KWU announced Friday that enrollment for the 2021-22 year currently stands at 829 students, including 317 new, full-time undergraduate students. That specific new student figure would be the highest in school history.

“This has truly been a team effort,” said Ken Oliver, vice president for advancement and university operations. “Admissions counselors, marketing strategies and the work of countless faculty and staff have all joined to take KWU to new heights. It’s been a remarkable two years, and we are just getting started!”

It has been a remarkable two-year journey for KWU, as the school has seen an enrollment increase of nearly 14 percent, one of the top non-World War II-fueled jumps in the university’s 135-year history. The 113-student increase in the past two years is believed to be the fifth-largest rise, and the 829 total students would mark the eighth-largest student body in KWU history.

The school accomplished these efforts during a time in which it spent nearly $10 million on capital improvements, including a Nursing Education Center ($5 million), residence hall improvements ($500,000) and significant updates to academic spaces ($350,000). The university’s endowment sits at nearly $40 million, its highest point ever.

“It is truly a great time to be a Coyote,” said Oliver. “In addition in increased enrollment, unprecedented levels of financial investment, and competitive academic and athletic successes, students are also achieving. For the last five years, 98% of our graduates are – within six months – employed or in graduate school. It is clear that students and their families are attracted to what is happening here – the unique KWU experience.”

An official count of this year’s KWU class will be finalized on the semester’s 20th&nbsp;day.
