Storms bring needed rainfall to area

The new Saline County Jail project took another step forward this morning.

More than 50 people turned out on a chilly, blustery Wednesday morning for the ceremonial groundbreaking at 800 E. Pacific, the site where the new jail and Saline County Sheriff's Office is to be built.

County Commission Chair Rodger Sparks convened the event as an official commission meeting as all county commissioners were present. Also attending the ceremony were current and former local law enforcement personnel, county personnel, civic leaders, and interested citizens.

"I want to thank you for being here this morning and welcome you to a very important spot for the future of our community," Sparks told those assembled. "Beginning in just a few weeks and opening by the end of 2023, this will become the home of a new, 392-bed jail and sheriff's office for Saline County. This represents a voter-approved investment of more than $89 million in the future of the public safety in our community."

Saline County Sheriff Roger Soldan said today was a "pretty exciting day," as moving the idea of a new jail to reality has been a long time coming.

"I think we probably should reflect back on former Sheriff Glen Kochanowski. He really started the ball rolling in 2011," Soldan said. 

At the time, Kochanowski and his staff, as well as other county officials put in a great deal of work to convince voters that a new jail was needed, however voters failed to approve a new jail in 2014.

"In hindsight, that project wasn't big enough," Soldan said.

According to Soldan, the site of the new jail/sheriff's office is the first location that officials considered for the project. 

Soldan noted that since 2011, the push for a new jail has prompted a number of positive changes for Saline County law enforcement, including Drug Court and pre-trial services.

"We've had quite a partnership with the public and we've had a lot of input from the public. And I see some of those faces here today," he said.

Soldan explained that the project is more than just a bigger jail, noting that sheriff's office personnel each will have his/her own locker, something they don't currently have. Additionally, all staff areas will have windows. Currently some offices are in the center of the building and only have artifical light. Sheriff's office personnel also will have a dedicated breakroom, also something the current sheriff's office lacks.

As for the jail, there will be dedicated beds for special needs as well as a medical unit for inmates with medical needs, Soldan said. Additionally, there will be space dedicated to programming.

Soldan said he appreciated the county commissioners as a group for their support on the project.

"They took time to listen. But also individually because they all took time out of their busy lives to tour our other facility, to come and see me when they had questions," Soldan said. "You know, it wasn't like they just voted on something. They actually studied this problem, because nobody wants to spend or even put it in front of the voters to spend this kind of money if it wasn't important to the public, so I appreciate the work you five guys have done."

Soldan also thanked former county commissioner Luci Larson and North Salina Community Development's Barb Young for their help in getting word out to voters about the need for a new jail.

"I would consider them my angels because we didn't have many last year, but they were there for us and they really helped spread the word," he said.

While thanking many other people, Soldan also made a point of thanking the voters of Saline County.

"But most of all, the citizens of Saline County for stepping up and supporting local law enforcement and supporting this project, and helping us get this passed. Thank you," he said.

County breaks ground for new Saline County Jail and Sheriff's Office

A Salina man was arrested after he was allegedly found to be in possession of a a pickup stolen from a local business in July.

On Tuesday, an officer spotted a gray Chevrolet pickup at the Seventh Day Adventist Church, 834 N. 11th Street. The pickup had a license plate belonging to a Ford F150, Salina Police Captain Paul Forrester reported this morning. The officer ran the vehicle identification number and learned that the pickup was one reported stolen from Ferco Rental, 264 S. Broadway Boulevard on July 26. It was valued at $7,500.

Eric Goldberg, 43, of Salina, approached the officer. Goldberg allegedly had the pickup keys hanging out of his jacket pocket. During a search, the officer allegedly located methamphetamine inside the pickup.

Goldberg was arrested on the following requested charges, according to Forrester.

The Kansas Wesleyan Department of Music will host composer Soon Hee Newbold in residence with its string orchestra Friday and Saturday as part of the group’s high school honors festival.

Newbold has won many&nbsp;prestigious competitions and performed all over the world at venues such as Carnegie Hall, The Kennedy Center, Wolf Trap, Aspen and Tanglewood. After graduating from James Madison University, she began work as a professional musician, contractor and composer. She has composed and arranged music for albums, recording projects and various ensembles.

Dr. James McAllister, department chair, said, “We are proud to host such a renowned composer. Soon Hee Newbold is a phenomenal musician and it’s quite an honor to bring such a distinguished talent to Salina. Bringing a composer noted for her work in strings is an added benefit, as she will be working with the combined group that Dr. Leonardo Rosario has organized for the Strings Festival (Oct. 30).”

The KWU String Orchestra High School Honors Festival will showcase high school musicians from programs throughout portions of Kansas, and will culminate with a performance Saturday at 6:30 p.m. in KWU’s Sams Chapel. The concert is open to the public at no charge, although face coverings are currently required indoors on the KWU campus.

Cup holders — it all began a few days ago when I was unable to put my drive-thru dollar drinks in my cup holders. It was a fiasco witnessed by the drive-thru attendant as she held my much needed drinks out the window patiently waiting for me to take them out of her hands and drive away.&nbsp; &nbsp; I recognized I was probably holding up the line and affecting the drive-thru team’s serve time efficiency average as I fumbled around in my car focusing on those center-console cup holders. After all, this should be a quick and easy handoff! &nbsp; It wasn’t the engineering of the cup holders that was the problem. It wasn’t that I had other already-used-cups filling the holders that was causing the delay. &nbsp; What was making me scramble at the last second was a scenario that plays out in my vehicle more than I’d like to admit. It’s a constant battle between maintaining the availability of convenience or utilizing a place to put things other than cups for safekeeping. &nbsp; During harvest, my cup holders are generally used for the later, a mobile junk drawer of sorts. &nbsp; Since we are currently “knee-deep” in our fall harvest, you can generally find washers, nuts, bolts, tiny tubes, fuses, tools and a lot of thingamajigs residing in those cup holders. Sometimes the items are small and flat enough to put a cup on top of and I can get away with driving around knowing that my cup and beverage will stay in its assigned spot.&nbsp; &nbsp; Other times, I’m fumbling around in a drive-thru trying to relocate ears of corn, scoop out soybeans or find a better “safe spot” for a small, yet essential item that could potentially stop harvest if it was misplaced.&nbsp; &nbsp; Where does one put these items to make space for cups? I could put everything on the floorboard, but risk losing that little oddly-shaped essential “thing” that is staying safe in the confines of the cup holder.&nbsp; &nbsp; I could potentially put these items in the side pocket of my car door. But it’s also full of even larger items that should have been put back in a toolbox. &nbsp; I could temporarily put the ears of corn in my lap then throw them away once I get to the trashcan at the end of the drive-thru. But maybe my husband is saving them for a good reason. Besides that’s only the corn. What about all of the other things? &nbsp; I could just leave everything where it is and give my passenger the responsibility of keeping both cups from spilling. &nbsp; All of these scenarios whirl through my mind as I briefly take in the view from my rearview mirror knowing full well that I’m holding up traffic and keeping hungry people from their fries.&nbsp; &nbsp; That is until I hear an angelic voice ask, “Would you like a drink carrier for these??”&nbsp; &nbsp; Oh, if she only knew!&nbsp; &nbsp; I know as soon as the fall harvest wraps up my vehicle will get a good cleaning and all of the items currently residing in my cup holders and door pockets will have new homes. My insulated mugs and drive-thru drinks will once again easily fit into my cup holders &nbsp; But until then, I’m sure this scene will play out at least one more time this fall. And I will again drive away reminding myself with a chuckle, “That’s just life during harvest time.”

What about all of the other things? &nbsp; I could just leave everything where it is and give my passenger the responsibility of keeping both cups from spilling. &nbsp; All of these scenarios whirl through my mind as I briefly take in the view from my rearview mirror knowing full well that I’m holding up traffic and keeping hungry people from their fries.&nbsp; &nbsp; That is until I hear an angelic voice ask, “Would you like a drink carrier for these??”&nbsp; &nbsp; Oh, if she only knew!&nbsp; &nbsp; I know as soon as the fall harvest wraps up my vehicle will get a good cleaning and all of the items currently residing in my cup holders and door pockets will have new homes. My insulated mugs and drive-thru drinks will once again easily fit into my cup holders &nbsp; But until then, I’m sure this scene will play out at least one more time this fall. INSIGHT: Fall harvest and cup holders

Today is Wednesday, Oct. 27, the 300th day of 2021. There are 65 days left in the year. 

On Oct. 27, 1978, Egyptian President Anwar Sadat and Israeli Prime Minister Menachem Begin were named winners of the Nobel Peace Prize for their progress toward achieving a Middle East accord. 

In 1787, the first of the Federalist Papers, a series of essays calling for ratification of the United States Constitution, was published. 

In 1858, the 26th president of the United States, Theodore Roosevelt, was born in New York City. 

In 1904, the first rapid transit subway, the IRT, was inaugurated in New York City.

In 1938, Du Pont announced a name for its new synthetic yarn: "nylon."

In 1941, the Chicago Daily Tribune dismissed the possibility of war with Japan, editorializing, "She cannot attack us. That is a military impossibility. Even our base at Hawaii is beyond the effective striking power of her fleet." 

In 1954, U.S. Air Force Col. Benjamin O. Davis Jr. was promoted to brigadier general, the first Black officer to achieve that rank in the USAF.

Law enforcement officers dressed in riot gear evicted protesters from private land in the path of the Dakota Access oil pipeline, dramatically escalating a months-long dispute over Native American rights and the project's environmental impact.

One year ago: Amy Coney Barrett was formally sworn as the Supreme Court's ninth justice, her oath administered in private by Chief Justice John Roberts. Seeking the support of suburban women while campaigning in Michigan, President Donald Trump said, "We're getting your husbands back to work," as he criticized restrictions put in place to slow the spread of COVID-19. The Los Angeles Dodgers won their first World Series title since 1988, beating the Tampa Bay Rays 3-1 in Game 6 in a series played in the neutral site of Arlington, Texas, because of the coronavirus. Area residents and business owners located in north-central Kansas are invited to attend a free informational session on small business succession planning in Salina. 

The session will be from 6-8 p.m. Nov. 11 in the Visit Salina Annex, 120 W. Ash Street.

The North Central Regional Planning Commission (NCRPC) is hosting the event. It is available and free for residents, businesses and nonprofits located in the NCRPC 12-county service area — including the counties of Clay, Cloud, Dickinson, Ellsworth, Jewell, Lincoln, Marshall, Mitchell, Ottawa, Republic, Saline, and Washington. Rick Feltenberger, regional director of the Kansas Small Business Development Center (SBDC) at Fort Hays State University, will lead the session.

The workshop is intended to grow awareness of the importance of succession planning for small business owners in the region. Small business succession planning helps ensure that communities retain their core businesses and that owners are prepared for the next chapter in their life. There will be time for questions and answers from participants following thepresentation.

&nbsp;The session is free, but advance registration is required. A minimum of five participants are needed to hold this session. To learn more and to register, visit <a href="http://www.ncrpc.org/event/succession-planning-salina/">www.ncrpc.org/event/succession-planning-salina/</a>.

Free business succession planning workshop planned for Salina

MITCHELL COUNTY&nbsp;–&nbsp;The Kansas Bureau of Investigation (KBI) and the Mitchell County Sheriff’s Office are investigating after a suspect was found dead Monday following a standoff at a residence near Glen Elder, according to a media release from the agency.

On Saturday, Oct. 23, at approximately noon, the Mitchell County Sheriff’s Office responded to a call from a 78-year-old man who reported that he was forcibly taken at gunpoint and held for around 26 hours by his 59-year-old acquaintance, John Roudybush, of Glen Elder.

&nbsp;An arrest warrant for Roudybush for aggravated kidnapping was obtained, and a search warrant for Roudybush’s residence was secured.

At approximately 9 p.m. Sunday, the KBI’s High Risk Warrant Team attempted to execute the warrants at 2446 190 Road in rural Glen Elder. Roudybush refused to come out of the house and a standoff began. During the standoff, negotiators attempted to communicate with Roudybush for many hours.

Two shots were heard inside the house at approximately 4:30 a.m. Monday morning. Then at approximately 7:30 a.m. on Monday, control of the scene was transferred to the Kansas Highway Patrol’s Special Response Team, due to the length of time it was requiring to resolve the incident.

At approximately 8:30 a.m., KHP reported hearing a gunshot inside the residence. They later breached an external wall of the house and were able to locate Roudybush deceased in an upstairs room at around 12:45 p.m. on Monday. He died from an apparent self-inflicted gunshot wound. No shots were fired by any law enforcement officer during this incident. An autopsy will be performed.

The KBI and the Mitchell County Sheriff’s Office are investigating the death of Roudybush, as well as the aggravated kidnapping case. There is no indication that any other subjects were involved in the kidnapping incident.

Roudybush had a connection to Saline County

In February 2014, Roudybush was arrested on requested misdemeanor charges that included two counts of trespassing and damage to property, obstruction and criminal littering for an incident on W. North Street.

According to a Salina Post story from Feb. 25, 2014, deputies were sent to the 2100 block of W. North Street for the report of trespassing. Deputies found Roudybush in a front-end loader moving items on the access road that belonged to another property owner without that owner's permission. The loader apparently caused damage to the dirt access road. That same day, a district court judge had issued an injunction to prevent the operation of a salvage yard Roudybush owned.

Then Saline County Sheriff's Lieutenant Brent Melander said at the time that deputies took a report and returned to the sheriff’s office to prepare a request to the Saline County Attorney for arrest warrants for trespassing and damage to property, according to the Feb. 25, 2014, Salina Post story.

The next morning, deputies returned to the location for a second report of Roudybush in the front-end loader again moving items using the access road that belonged to someone else.

Melander said at the time that Roudybush, in the front-end loader, crashed through a locked iron cattle gate that had been put across the road. Melander said that Roudybush was uncooperative with deputies and began to turn the loader toward the deputies. When he refused to get out of the loader, deputies then drew their weapons. Roudybush did leave the loader at that point and was taken into custody.

Roudybush moved to Mitchell County several years ago.

As a former player in Salina Parks &amp; Recreation baseball, Sabian Mills had a vision to enhance the dugouts in Bill Burke Park.

Recently, the Salina Central High School senior chose to act on that vision for his Eagle Scout project. Mills contacted Travis Scheele, recreation superintendent, about doing his Eagle Scout project in Bill Burke Park to give back to the community.

"We welcome these community partnerships by strengthening the student and the facility while maintaining budget," Scheele said.

The project consisted of installing bat racks for all eight baseball fields, which includes sixteen dugouts, at Bill Burke Park, according to information from the city.

"The finished product looks great. They are also durable to hopefully serve many youth baseball/softball players to come!" Scheele said.

"I’ve always thought (Bill Burke Park) needed bat racks to help make it look better for events like baseball tournaments. With Travis’ help, along with Eagle Scoutmasters and friends, the end result came out very well. I think it helps make the park look more presentable," Mills said.

Mills gives back with Eagle Scout project in Bill Burke Park

The Salina Police Department has released photos of the white pickup that is believed to have struck a Salina Fire Department vehicle before fleeing the scene Monday morning.

Salina Police Captain Paul Forrester reported Monday that a Salina Fire Department medical officer vehicle with lights and siren activated was southbound in the 600 block of S. Ninth Street and attempting to turn right to go westbound on W. Crawford Street when it was struck by a Chevrolet pickup that was westbound on W. Crawford Street. The Chevrolet pickup then fled the scene north on S. Ninth Street.

The accident occurred at approximately 9:10 a.m. Monday.

The pickup was last seen westbound on W. Prescott Avenue from S. Ninth Street. It was described as being a white Chevrolet pickup with a six-inch lift, wide low profile tires, six- to eight-inch white lettering in the back window, and a loud exhaust. It was driven by a Hispanic male, according to information from the Salina Police Department.

Clean Water Saline County grant apps now being accepted

Six people, including four children, were taken to Salina Regional Health Center Monday afternoon following a single-vehicle accident west of Salina.

Saline County Undersheriff Brent Melander said this morning that Heather McClure, 30, of Tescott, was eastbound on State Street in a 2013 Dodge Durango when she got into a verbal altercation with a passenger, Traveil Lewis, 40, of Tescott. During the argument, the SUV crossed the road, went into the ditch, and came to rest in a field. The accident occurred at approximately 3:25 p.m. Monday.

Damage was mainly on the undercarriage of the Durango, Melander said. The SUV was towed from the scene.

McClure, Lewis, and four children who also were passengers in the Durango were transported by EMS to Salina Regional Health Center with non-life-threatening injuries, Melander said. The children included a baby, a two-year-old, a five-year-old, and a seven-year-old, he said.

Glik's has scheduled the grand opening of its two stores in Salina's Central Mall for 9 a.m. Thursday.

"We are excited about coming to Salina in October," the company noted in a news release.

One store will be a women’s boutique featuring women’s fashion, footwear and accessories. The other store will be a Glik’s Mens, which will feature men’s fashion, footwear and accessories, according to information from the company.

Glik’s is a family owned retail company carrying name brand apparel/footwear for men and women. Brands include The North Face, Patagonia, Thread &amp; Supply, KanCan, Hey Dude, Roxy, Nature Backs, Simply Southern, HUK, Ariat, Love Stitch, Billabong, Hurley, 1897, Quiksilver, and more.

Commissioners are scheduled to consider an amendment to County Administrator Phillip Smith-Hanes' employment agreement. According to information in the commission meeting packet, the amendment would include setting Smith-Hanes base salary as of Jan. 1 at $130,980 per year.

Commissioners also are scheduled to consider reappointing Dr. David Dupy as district coroner from Jan. 1, 2022 through Jan. 1, 2026. According to the commission meeting packet, Dupy is requesting that his monthly compensation for fiscal year 2022 be increased at the same percentage as pay increases for county employees (three percent). That would raise his monthly compensation from $3,700 to $3,811. He also is requesting that his monthly compensation be increased in the same manner for subsequent years of his contract.
