TOPEKA - It’s a sign of the season – political campaigning and the posting of campaign signs. The Kansas Department of Transportation reminds the public that all political campaign signs or billboards are prohibited from being placed on state right of way.

By law, all right of way on state highways is exclusively for public highway purposes. Only regulatory, guide signs and warning signs placed by KDOT are allowed on the 9,500-mile state highway system. KDOT has jurisdiction over all interstate, Kansas and U.S. routes.

When KDOT maintenance crews find political or business advertising on state right of way, the signs will be removed immediately and without notice. All such signs will then be taken to the closest KDOT Subarea office. Political campaign signs not retrieved from the Subarea offices will be disposed of after the election.

Political campaign advertising is allowed on private property bordering state right of way. However, people placing or erecting signs on private property must first obtain permission from the property owner.

A state law passed in 2015 related to placement of campaign signs on city- or county-owned right of way does not apply to state highway right of way. Persons placing signs on city street or county road right of way should consult the local jurisdiction on any rules.

MANHATTAN — As summer rains fall across Kansas, many people may see mushrooms pop up in their lawns a day or two afterwards.&nbsp;

Kansas State University horticulture expert Ward Upham said that while most of these mushrooms are harmless or even beneficial, those that form an arc-like or circular pattern called fairy rings can harm lawns.&nbsp;

“The ring pattern is caused by the outward growth of fungal mycelium,” Upham said. “They form a dense, mat-like structure in the soil that decomposes organic matter.”&nbsp;

Upham said the decomposition stimulates the growth of dark green or brownish grass around the outer portion of the fairy ring. However, the thick mat formed by the fungus underneath the grass interferes negatively with water availability. &nbsp;

“The fungus may also release certain byproducts that are toxic to the turf,” Upham said. “This may lead to dieback of the turf close to the ring.”&nbsp;

Unfortunately, fairy rings are difficult to control. One method Upham suggests is digging to a depth of 6-8 inches and a 12 inch width on both sides of the ring, then refilling those holes with non-infested soil. “This is a great deal of work and should only be considered in extreme cases,” he said.&nbsp;

Upham does not recommend fertilizing the rest of the lawn to match the dark green color, or the use of commercial-grade fungicides. He said those tactics may cause other problems to home lawns. &nbsp;

“Spraying a fungicide to the mushroom itself does little good,” he said. “Remember, the mushroom is simply the fruiting structure of the organism. Most of the fungus is below ground and inaccessible to the chemical.”&nbsp;

More effective methods may be to simply pick or mow them as soon as they appear.&nbsp;

“Removing sources of organic debris from the soil can help, if possible,” Upham said. “Also, mushrooms tend to go away as the soil dries. Patience may be the best control.”&nbsp;

KSRE: Rains bring tough mushrooms to lawns

While the cities in Dickinson County have their own fireworks ordinances, people who live outside city limits must have a permit to discharge fireworks.

“Dickinson County Resolution 032416 states that fireworks may be used in the unincorporated areas of Dickinson County with a permit,” said County Clerk Jeanne Livingston.

Fireworks may be discharged in the unincorporated areas of the county between the hours of 8 a.m. and 11:30 p.m. July 1 through July 4.

Applicants must be 21 years of age and be the owner or renter of the property where the fireworks will be discharged.

The permits are free, must be signed by the clerk’s office and assigned a number to be valid.

Since July 4 falls on a Monday, applications must be submitted by 4:30 p.m. July 1. The courthouse will be closed July 4.

Permits can be obtained from 8 a.m. to 5 p.m. at the Dickinson County Clerk’s office, located at 109 E. First Street in Abilene, the Herington City Office, or by going to the home page of the county website at <a href="http://dkcoks.org">dkcoks.org</a> and following the instructions listed.

A flood watch has been issued for counties in our area.

The National Weather Service in Wichita has issued a flood watch effective from 7 p.m. Tuesday through Wednesday morning for the following counties in our area.

Flooding caused by excessive rainfall is possible. Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. Low-water crossings may be flooded.

Heavy rain over wet and saturated soils will create rapid runoff and flooding potential during the night. Flash flooding is a distinct possibility in areas where heavy rain has recently fallen. Due to current soil conditions areas that are prone to flooding are likely to flood quickly, even in brief heavy rain.

Be especially cautious at night when it is harder to recognize the dangers of flooding.

At 8:30 a.m. CDT Tuesday, the river level was 25.0 feet. The river was expected to rise to a crest of 25.2 feet late this morning, then fall below flood stage this afternoon.

The streets receiving updates include the following.

The $44,000 project is a holdover of the City of Salina's $4.7 million 2021 maintenance capital improvement program.

NWS: More storms tonight across the area

ABILENE - Employees of Memorial Health System (MHS) wore blue jeans at work for a&nbsp; Jeans Day fundraiser on Fridays throughout the month of May. 

Employees make a donation, of at least $5, and are allowed to wear blue jeans at work. 

A total donation of $600 was presented to the Abilene Public Swimming Pool. The money is to go towards paying the admission fee for kids to swim this summer. 

The monthly Jeans Day fundraiser is organized by the MHS Employer of Choice (EOC) committee.
