Police have released the name of the Salina man whose body was found in the Smoky Hill River on Saturday. Now they seek the public's help.

Following is a statement released this morning by the Salina Police Department.

The body located in the Smoky Hill River on April 2, 2022, has been identified as 73-year-old Patrick L. Johnston of Salina, Kansas. His last known address was 2140 E. Crawford, Salina, Kansas. The Salina Police Department’s investigation into Mr. Johnston’s death is ongoing and the police department is seeking information from the public regarding Mr. Johnston’s whereabouts and activities proceeding his death. If you knew Mr. Johnston and had contact with him between March 2 and April 2, 2022, please contact Detective Randy Constantino or Sgt. Kyle Tonniges at (785) 826-7210. Mr. Johnston’s next of kin have been notified.

Johnston was described as being&nbsp;5’11”, 150 pounds, and having a bald head, blue eyes.&nbsp; He&nbsp;was wearing blue jeans, a camouflage jacket with a black zip-up hoodie, and a face mask. Additionally, had on a thigh pouch.

Police ID Salina man found in river, ask for public's help

A Salina man was arrested on requested drug charges after he was found dancing along a sidewalk Tuesday afternoon.

Officers were sent to the 100 block of N. College Avenue for the report of a man dancing on the sidewalk in the area for approximately 45 minutes.

When they arrived, they found Anthony Bowman-Brooks, Jr., 32, of Salina near the intersection of N. College Avenue and State Street, Salina Police Captain Paul Forrester said this morning. While talking with Bowman-Brooks, officers allegedly noticed a syringe in his back pocket.

Officers tried to detain Bowman-Brooks, but he allegedly began to resist and fight, Forrester said. When he was finally taken into custody, he was allegedly found to be in possession of methamphetamine and drug paraphernalia.

Forrester said Bowman-Brooks was arrested on the following requested charges.

Dancing Salina man arrested on requested drug charges

I recently traveled to the United Arab Emirates (UAE) with the Kansas Ag and Rural Leaders (KARL) program. Our trip included unique farm tours like a camel dairy, falcon hospital and the oldest irrigation district in the world. We experienced local traditions and culture by visiting museums, a desert oasis, a camel race training facility, a livestock market, a palace and the grand mosque. However, the real reason people visit UAE is to see Dubai. Dubai’s leaders seem to have committed to the “if you build it, they will come” ideal popularized in “Field of Dreams.” Their vision for Dubai has been to replace oil revenue that will eventually dwindle with money from tourism, business and the financial sectors. They are creating a center of business for the Middle East and the world; a “City of Dreams.” Dubai had been described by many former travelers as the Las Vegas of the Middle East. I expected the Burj Khalifa (currently the world’s tallest building) and the Palm (a manmade island complex) would have a row of sky scrapers connecting the two areas and the city might feel like Chicago or Los Angeles. My mind was not prepared for what the city actually looks like. Everything is new and really tall; high-rise buildings as far as the eye can see. When you emerge from a cluster of them, you can see another cluster of 10 to 20 a few miles away in any direction except downtown, which is more like 100 to 200 high-rise buildings. The city is filled with brand new metro lines, shopping malls, tourist attractions and residential communities. Dubai is a modern city of stunning architecture and the latest technology. Our tour guide joked that Emiratis’ favorite word is ‘est. They have the tallest building, largest shopping mall, deepest swimming pool, largest dancing fountain, highest Ferris wheel. The list goes longer and makes me think Guinness Book of World Records probably has an office there purely for convenience. The most impressive part is almost none of it existed 20 years ago. Many attractions didn’t exist 10 years ago as lots of the projects were fast tracked to prepare for the World Expo, which was originally scheduled for 2020 and delayed a year because of COVID. The six-month Expo ended March 31 and was expected to bring 25 million visitors to see the 192 country pavilions focusing on themes of sustainability, mobility and opportunity. If you are picturing the state fair, this expo was about 20 times bigger without the animals, and even though we visited at the end of month six, the place felt fresh; bathrooms were clean, pavilions and facilities were in good working order, and there were no visible signs of staff packing-up. The same feel of quality and pride could be felt throughout all the attractions we saw. Dubai is a city of dreams. It is the manifestation of leader’s vision and ability to motivate others to join in creating something big, something people all over the world will talk about and want to see for themselves. People ignore their field of dreams because it seems too big. Dreams don’t happen overnight. Small steps, like having a clear vision or creating things that you can be proud of, are what create the momentum to move big dreams forward. The tallest building in the most extravagant city in the world was what one man saw when he looked across the barren desert. Just imagine what you can make of the world around you.

INSIGHT: The City of Dreams

The Friends of the Salina Public Library's Spectacular Spring Book Sale is coming up this weekend.

The used book sale benefits the organization, which is a volunteer, board-guided, membership organization that acts as a booster club for the library. Some Friends’ activities include providing volunteers for library events, purchasing prizes and activities for summer reading programs at the library, supplying equipment/materials for the CLASS program, and allocating scholarships for teen library volunteers.

“We are excited to be able to raise funds to assist with Summer Reading Programs at the Library,” said Mary Shaffer, president of the Friends Advisory Board.

“We have thousands of books just waiting to be taken home and enjoyed,” said Gretta Kontas, used booksale chair. “We have westerns, mystery, romance, as well as general fiction for adults and children. Similar to past sales, we will also offer audio books, music CDs, movies, and games. A special section for this sale includes hundreds of large print books.”

The book sale is scheduled for 9:30 a.m.-3 p.m. Saturday and 1-4 p.m. Sunday in the Youth Services area downstairs in the library, 301 W. Elm Street.

Laura Rhodenbaugh, Friends treasurer added, “Our prices are so reasonable that you won’t be able to select just one. On Sunday afternoon, patrons will be able to fill big bags (provided by Brown’s Shoes) with reading and listening materials for just $5 a bag.”

Additionally, Friends of the Salina Public Library members will get "first dibs" access to the items being sold from 4:30-7 p.m. Friday.

Not a Friends member? Library card holders can sign up for Friends membership at the adult circulation desk whenever the library is open. Additionally, memberships will be available at the door of the Friday Night Friends Preview. The cost is $10 per year for an individual membership and $25 per year for a family membership. 

An additional benefit of Friends of the Salina Public Library membership is that Friends do not pay fines on overdue library materials, according to information from the organization.

Red flag warnings and a fire weather watch have been issued for counties in our area.

The National Weather Service in Wichita has issued a red flag warning in effect from noon to 8 p.m. Wednesday for the following counties in our area.

Extreme grassland fire danger is forecast. Winds from the northwest at 25 to 35 mph, with gusts up to 55 mph, and relative humidity as low as 17 percent are forecast.

Any fires that develop will likely spread rapidly and become very difficult to control, the weather service noted. Outdoor burning is not recommended.

Additionally, the National Weather Service in Wichita has issued a red flag warning in effect from noon-8 p.m. Wednesday for Marion County.

Any fires that ignite may spread rapidly and exhibit extreme fire behavior. Use extreme caution if engaging in activities that could result in fire ignition.

Sunday will be a special day for Telsey Dennison and her family. 

From noon to 2 p.m. Sunday, family, friends, and community members will gather at Telsey's house, 847 Birch Drive, just south of Centennial Park, for an early graduation party for the Salina South High School senior. According to 99KG's Shane McClintock, who is helping to organize the event, the public is invited to help Telsey celebrate.

Why the early party? Telsey has cerebral palsy and with her current prognosis, she may not make it to Salina South's graduation on May 15, McClintock noted.

When McClintock found out that Telsey was a huge fan of the gameshow Deal or No Deal, he started putting together a version of the game for Telsey to play during the party. Within days after McClintock put the word out seeking sponsors to help with the cost of the prize cases, the game came together thanks to the generosity of of a number of community members.

"Boxes/briefcases will be filled with flowers, stuffed animals, and tissue paper," McClintock said.

Additionally, there will be Papa John's pizza, Lucky D's BBQ, and hot dogs, he said.

So stop by. Have some food. And help Telsey celebrate her graduation!

UPDATE: Public invited to early graduation party for Telsey Dennison

ELLSWORTH - The USD 327 Board of Education announced today on its <a href="https://www.usd327.org/">website</a> the hiring of John Cannon as the principal for Ellsworth Jr/Sr High School.

Cannon is scheduled to begin his new position on Aug. 1, according to information on the USD 327 website.

Cannon is currently the principal of Park Elementary School in Lyons, a pre-K through second grade school where he has served for the last nine years, building on prior experience as a high school teacher and middle school athletic and activities director. Over the course of his tenure, Park Elementary School transformed into a trauma-responsive school that centers whole-child approaches and 21st century learning as well as a KSDE Redesign school. As a result of this work, the school observed an improved learning climate and a revitalized sense of purpose and joy in teaching. 

From this work, John's peers nominated him for and he was awarded the Kansas State Elementary Principal of the Year award from the Kansas Association of Principals. He also received the National Distinguished Principal for Kansas award from the National Association of Elementary School Principals. 

Cannon is a trauma-informed trainer, presenter, and resiliency coach, having trained numerous school districts and thousands of educators across the state. 

He is obtaining an Ed.D. from Southwestern College and has master's and bachelor's degrees from Emporia State University. Cannon is married to Anna Kepka Cannon, a middle school counselor and they have four children, Ruby, Jack, Pearl and Max. He enjoys golf, reading and cooking and is a Navy veteran.

A Salina man has been arrested on numerous requested charges in connection to alleged incidents with a 10-year-old girl.

On Sunday, the Bennington girl was in the bathroom of a residence in the 400 block of E. Mulberry Street in Salina when she found on a shelf a cellphone with a photo of her on it, Salina Police Captain Paul Forrester said this morning. The girl regularly stays at that residence, he said.

The girl also found other photos of herself on the cellphone. Forrester said the cellphone belongs to Caden Starmer, 20, of Salina. The girl told the person whose residence she was in about the photos and the resident confronted Starmer.

"He admitted to the resident that he had taken pictures of the 10-year-old while she was in the bathroom," Forrester said.

The resident then reported the incident to the police.

During the investigation that followed, police learned "that over the last six months, the 20-year-old had been sexually assaulting the 10-year-old," Forrester said. Starmer also had allegedly photographed her on numerous occasions while she was in the bathroom, according to Forrester.

Starmer was booked into the Saline County Jail late Sunday on the following requested charges, Forrester said.

●Twenty-six counts of aggravated indecent liberties with a child

●Five counts of aggravated indecent solicitation

A survivor of the Holocaust is scheduled to speak in Salina next week.

Kansas Wesleyan will welcome Judy Jacobs, Holocaust survivor, for a special presentation on Wednesday, April 13, at 7 p.m. The event will be a Zoom presentation in Sams Chapel, with a question-and-answer session to follow. Admission is open to the public at no charge.

“This opportunity is a particularly relevant time to hold this presentation, with much of Europe on edge due to the war in Ukraine,” said Mike Russell, history professor and one of the event’s organizers. “It is critical that we remember the lessons of history, that we recall those who have suffered and that we uphold the idea that this should never take place again. We are glad to welcome Dr. Jacobs, virtually, to our campus and look forward to her story.”

Jacobs was born Judith Gondos in 1937 in Budapest, Hungary. She was two years old when the Nazis invaded Poland, and, just months after Germany invaded Hungary in March 1944, was taken with her family to the Bergen-Belsen concentration camp. The family was kept there until December 1944, when they were taken to Switzerland. They immigrated to the United States in 1946.

Jacobs graduated from the University of Michigan with a degree in Education and from UMKC with an MBA in Finance and a Ph.D. in Higher Education Administration.&nbsp;&nbsp;

Commissioners are being asked to approve the purchase of additional permanent easements along N. Cunningham Road near the Saline River.

During flooding in 2019, the river eroded the bank to the edge of the roadway south of E. Stimmel Road. According to information from the Road and Bridge Department, in order for N. Cunningham Road to be realigned farther away from the riverbank, additional road right-of-way easements are needed.

"All landowners have been directly contacted to discuss the scope of the project and explain the need for the additional easement. Each landowner has agreed to sell their crop land for roadway easements at $5,000 per acre," the information from the Road and Bridge Department noted.

Some FEMA funding will be available for the project, the meeting packet information noted.

The Saline County Sheriff's Office is asking the commissioners to approve the purchase of two patrol pickups and three SUVs from Superior Emergency Response Vehicles, an upfitter in Andover. The requested vehicles would fill a void created when five SUVs that were approved a year ago never materialized.

In spring of 2021, commissioners approved the purchase of five SUVs, however, the dealer wasn't able to deliver the vehicles and the order was finally canceled by the Chrysler Corporation as it did not manufacture Durano Pursuit SUVs in a 2022 model, according to information in the commission meeting packet.

The sheriff's office put out a new call for bids for five vehicles, however, no bids were submitted by the bid opening date of March 14. A follow-up with auto dealers revealed that bids were not submitted as the dealers were unable to place orders for fleet vehicles.

Superior Emergency Response Vehicles, the company that was scheduled to upfit the original five SUVs, currently has two patrol pickups and three SUVs in stock, according to information from the sheriff's office.

Commissioners also are scheduled to consider approving matching funds in the amount of $96,000 in order for the Kansas Department of Transportation (KDOT) to award a bid on a High Risk Rural Road project located on Simpson Road between E. Magnolia Road and E. Crawford Street. The project would add shoulders to the existing roadway and regrade the ditch slopes. Additionally, all drainage structures would be extended or replaced, according to information in the county commission meeting packet.

If the matching funds from Saline County are approved, KDOT is expected to award the project to Malm Construction Compay, which had the low bid of $858,148.

Other items on the Saline County Commission agenda for Tuesday include the following.

Road projects, bid awards, new vehicles among Saline County agenda items

Beginning today, the Kansas Department of Transportation will resurface approximately 7.5 miles of Kansas Highway 106 (K-106) in Ottawa County.

Work on K-106 will begin at the Kansas Highway 18/K-106 junction and continue north to the south city limits of Minneapolis.

Flaggers and a pilot car will direct one lane of traffic through construction. Drivers should be prepared for a delay of up to 15 minutes and plan extra time in their travel schedules.

Hall Brothers Inc. of Marysville is the prime contractor for this $808,813 project which is scheduled for completion by May, weather permitting.
