The report of a disturbance led to the arrest of a local man who was wanted on a Salina Municipal Court warrant.

Officers were sent to the 700 block of Cedar Creek Drive at 7 a.m. Thursday for the report of a disturbance. Two people at a residence there told officers that at about 6:30 a.m., an unknown person knocked on the back door of the residence and asked for someone named "Michelle," Salina Police Captain Paul Forrester said this morning. 

After the man was not let in, he allegedly picked up a red landscaping brick and broke a three-foot by five-foot window that was valued at $1,000, Forrester said.

Based on a description from the people in the residence, officers were able to locate nearby John Yungeberg, 41, of Salina. Forrester said the people in the residence identified Yungeberg as the person who had been on their property.

In addition to the Salina Municipal Court warrant for probation violation, Yungeberg was arrested on a requested charge of damage to property, Forrester said.

The pickup appears to be going eastbound on E. Crawford Street rather than southbound on S. Ohio Street, as was first reported. The video from which the photo was pulled was provided to police by JAB IT PC.

Police are looking for a pickup that struck an Evergy pole and caused a power outage in part of central Salina early this morning.

The pickup was southbound on S. Ohio Street at approximately 12:10 a.m. Thursday when it made a wide turn onto E. Crawford Street and struck the power pole, Salina Police Captain Paul Forrester said this morning. The wreck caused a power outage in the immediate area.

Forrester said that surveillance video from the area showed a white or silver Chevrolet Silverado pickup leaving the scene. Parts of the pickup left at the scene indicate that it possibly is a 2003-2006 model. The pickup should have extensive front-end damage, Forrester said.

Extreme grassland fire danger is forecast.

Winds from the northwest at 20 to 25 mph, with gusts up to 35 mph, and relative humidity as low as 18 percent are forecast.

Any fires that develop will likely spread rapidly and become very difficult to control. Outdoor burning is not recommended, the weather service noted.

The National Weather Service in Hastings, Neb., has issued a red flag warning in effect from noon to 9 p.m. Friday for the following counties in our area.

Winds from the north-northwest at 20 to 25 mph, with gusts of 30 to 35 mph, and relative humidity as low as 15 to 20 percent are forecast.

Any fires that ignite may spread rapidly and exhibit extreme fire behavior, according to the weather service. Use extreme caution if engaging in activities that could result in fire ignition.

The National Weather Service in Topeka has issued a red flag warning in effect from noon to 8 p.m. Friday for the following counties in our area.

Northwest winds sustained at 15 to 25 mph, with gusts of 30 to 35 mph, and humidity at 19 to 23 percent are forecast.

Any fires that develop will likely spread rapidly, the weather service noted.

Red flag warnings issued for this afternoon, evening

On Saturday, April 2, 2022, at 11:28 p.m., officers with the Salina Police Department responded to the 600 block of Viemont Avenue regarding a drive-by shooting. 

On arrival, officers discovered the residence had been shot multiple times with a firearm. Several spent casings were located in the street. The occupants of the home were not injured. The occupants of the home reported an argument with two unknown black or Hispanic males at the house earlier in the evening. The unknown males left the residence in a vehicle and then the shots were fired. 

Officers located surveillance video from nearby homes. The subjects responsible for the shooting were driving a four-door hatchback passenger car.

Crimestoppers seeks tips about reported drive-by shooting

I’ve been wanting to start my own small business for years. The only problem has been my current job. I make good money, but I also put in a lot of hours. About a month ago, I came up with an idea I think would be really successful. How do you feel about me handling the books of this new business, and generally overseeing things, but hiring a manager to handle the day-to-day operation?

I don’t like this idea very much. In fact, I hate it. If your idea is to crunch a few numbers, and stop by once in a while just to make an appearance, then I’d advise against the whole idea.

The big problem with your plan is that you are only a small part of the equation, when it’s supposed to be&nbsp;your&nbsp;business.

In one survey by&nbsp;Forbes.com, several successful entrepreneurs were asked how many hours per week they worked. Not one said less than 50, and the majority put in closer to 70 or 80 hours a week. While the latter may not be feasible if you’re already working a full-time job, the idea is the same. You have to love what you’re doing, and you must be willing to put in the time and effort to make it work.

When it comes to being a successful entrepreneur,&nbsp;you&nbsp;are the ideas.&nbsp;You&nbsp;are the passion, the vision, the energy and the desire to get things done and grow the business. If you don’t have the drive to be all those things, you’re better off not doing it at all. You’d have a better chance of making something work if you bought an existing business with a manager already in place.

I’m sorry, Temple. But in my mind, your idea—as it stands now—is a big disappointment just waiting to happen.

On April 8, 1974, Hank Aaron of the Atlanta Braves hit his 715th career home run in a game against the Los Angeles Dodgers, breaking Babe Ruth's record.

In 1513, explorer Juan Ponce de Leon and his expedition began exploring the Florida coastline.

In 1864, the United States Senate passed, 38-6, the 13th Amendment to the U.S. Constitution abolishing slavery. (The House of Representatives passed it in January 1865; the amendment was ratified and adopted in December 1865.)

In 1911, an explosion at the Banner Coal Mine in Littleton, Alabama, claimed the lives of 128 men, most of them convicts loaned out from prisons.

ABILENE - Sometime in the next couple of weeks, the building which has served as the Dickinson County Attorney’s office for more than a quarter century will be demolished.

Located southeast of the courthouse at 201 E. First Street, the building was home to the county attorney’s office from the 1990s until March 2022 when the department was relocated to the top floor of the courthouse.

Although the building looks solid from the outside it long has been plagued with problems that are no longer worth repairing, according to Dickinson County Administrator Brad Homman.

Also, it is too small for the number of employees who work in the building and it’s not ADA (Americans with Disabilities Act) accessible.

Most important, the building is not safe in terms of security – so necessary in this day and age.

Plus, the space is needed to accommodate courthouse parking.

Despite looking fine from the outside, the building has had more than its share of problems, including a roof that leaks – despite being repaired numerous times, heating and cooling issues and even dilemmas caused by the unique design of the building.

Inside, the steps going down to the basement are built at an angle, making the descent visually disorienting and the top of the stairwell is low so taller people have to duck to avoid hitting their heads.

“It’s architecturally unique to the extreme, especially from the outside,” Homman said. “Every time it rains, water runs down the inside of the wall on the south end. We’ve had it fixed numerous times by several different roofing people but it continues to happen.”

Besides the leaky roof, maintaining climate control in the building has been a challenge with the heating and cooling unit needing replaced several times in recent years.

Sometime over the years, doors were installed at the bottom of the basement stairs which made it impossible to remove a conference table and other large items. They will be removed once the top of the building is razed, Homman said.

Besides the infrastructure problems, the building was too small for the county attorney office staff.

Despite looking large from the outside, the office was built more than 50 years ago to accommodate four or five people and included a kitchen area, conference room, and reception area.

“We had about eight or nine people in there. They had outgrown the building,” Homman said. “People were stacked in there like sardines.”

Over the years, the reception and kitchen areas were converted into employee work areas and the conference room became an office when a second assistant county attorney was hired. Due to increases in criminal, juvenile, civil and traffic case load, more attorneys and staff were needed.

As for the county attorney building, demolishing it eliminates the cost to maintain it while moving staff into the courthouse “where they should have been all along,” Homman said.

“In the courthouse they are in an area with high efficiency climate control, LED lighting and all the new amenities. The people they work with are just down the hall so they don’t have to walk back and forth all day and most importantly it brings them into an environment protected by security,” Homman said.

“They do work in a world that comes with hazards,” he said. “Now they will be in a protected environment.”

Built in 1970, the building at 201 E. First was constructed to house the Federal Land Bank Association and was used for other offices before Dickinson County acquired it.

Before moving to the building behind the courthouse in the 1990s, the county attorney’s office was located in the north end of the building at 712 S. Buckeye. The south side of that building now is home to the Chisholm Trail Extension District.

Strong wind gust causes tractor-trailer rig to overturn on I-70

Thursday was a double celebration for Salina's OCCK, Inc. 

Not only was the organization celebrating the ribbon cutting opening of its expanded transportation facility in downtown Salina, but it also was announced as one of 26 agencies receiving funds as a part of the Access, Innovation, and Collaboration (AIC) Public Transit Program.

It was such an occasion for celebration that state and federal dignitaries, including Kansas Governor Laura Kelly, Kansas Transportation Secretary Julie Lorenz, Federal Transit Administration (FTA) Administrator Nuria Fernandez, and FTA Region 7 Regional Administrator Mokhtee Ahmad were greeted with green confetti when the bus that transported them from the Salina Regional Airport pulled into the new, 16,000 square-foot expansion of the OCCK Transportation building at 340 N. Santa Fe Avenue.

The expanded bus facility was funded by the Kansas Department of Transportation and an FTA grant, with support from the City of Salina and OCCK.

"OCCK has always believed that through partnerships, most things can be accomplished," OCCK President and CEO Shelia Nelson-Stout told the crowd assembled. "Many years ago, we began public transportation through a partnership with Salina Regional hospital, KDOT, and FTA. Since that time, we've added many other parties, City of Salina, county commissioners, service organizations, businesses, schools, colleges, to that partnership."

Trell Grinter, OCCK transportation director, told the crowd that since the organization's transportation program first began in 2005, OCCK Transportation has provided more than four million rides to people of central and north-central Kansas while logging millions of miles statewide.

"Transportation in Kansas is such an important tool. It connects people to the places and things that they need to live healthy and vibrant lives. It's not just for seniors and people with disabilities, but we pride ourselves on safe, affordable, quality, efficient transportation for people of all ages and abilities," said Michelle Griffin, OCCK mobility manager.

Griffin noted that transit supports both large and small communities in both rural and urban areas. It helps people get to and from work, school, medical appointments, shopping, visiting friends, and anywhere else they need to go.

"It helps us protect our rural areas, it promotes economic development, and it helps to curb social isolation," she said.

Lorenz said Salina was a shining example for the state, and even the nation, for what rural transit can do for people.

After referencing the KU men's basketball championship win, Lorenz said, "As you think about it, we're here today to celebrate more big wins for the State of Kansas. It's a team sport, transportation, and the wins that we are celebrating are that when we make investments, we expand people's access to healthcare, jobs, education now and in the future."

Lorenz explained that the team aspect of transportation was the collaboration between local, state, and federal government, as well as strong partnerships with the private sector and non-profit organizations.

"And, perhaps what is often overlooked is we need communities working together, working regionally. And that's what I want to underscore here today, the regional aspect of what you all deliver, because people's transportation needs aren't confined to just a city or a county line or a state line, and we shouldn't try to deliver service that way," Lorenz said.

"You'd be hardpressed to find a better example of regional transit than right here in north-central Kansas," she added.

Fernandez, who brought with her a number of officials from the regional and national FTA offices, praised OCCK and its partners for having a vision about transportation.

"Partnership cannot happen without a vision, I'm sorry," Fernandez said. "The fact that you all have established a vision, and a vision that has expanded. You started out small, and not only are you serving this county, but you have gone beyond many more counties and have created this regional transportation system that's so vital. It's so vital."

Fernandez said she would share information about what OCCK and its partners have accomplished.

"Mark my words. I will be using what's going on here and how you've been able to broaden into the community and into this region in many of my speeches and I will be sharing that also with Secretary Buttigieg, who I bring regards to all of you from, because it is so important for all of us to tell these stories. These are the stories that matter," she said.

Kelly told the crowd that while she was on the bus from the airport, Salina Mayor Trent Davis welcomed her home.

The governor, who was born in New York City, lived in Salina when she first moved to Kansas in the mid-1980s.

"It was a bit of a shock to my system, but the longer I was here and the more I got to know the people, the more I began to recognize what an incredible community Salina is. The fact that there are so many of you here this morning to celebrate this was exactly what I felt when I lived here in the '80s, was this sense of community like no other community, the willingness of people to use their own blood, sweat, and tears to get things done," Kelly said.

"Its the people in this area, the people who live in Salina who really are so incredible and make this and incredible place to live and make something like this possible," she added.

Kelly told the federal officials that the state was glad for them to be here to see first hand how Kansans were optimizing FTA funding.

"What you see happening here in Salina is a prime example of a community and a region working together to make public transportation a viable option for many Kansans. This $2 million facility expansion project was made possible by state and federal funds and with investments by both the City of Salina and OCCK," Kelly said.

More than eight million rides are provided by public transit in urban areas and approximately three million rides in rural communities each year, she said.

"For some, transit is a choice. For others, it's the only way to access services and jobs. Projects announced today will help continue our efforts to help Kansans access jobs, healthcare, and other essential services," Kelly said.

OCCK celebrates expansion completion, new funding in a big way

A stolen work truck was involved in damaging a vehicle before the driver stopped the truck and fled on foot in west Salina early Wednesday morning.

Salina Police Captain Paul Forrester said this morning that a witness who was following the truck told law enforcement dispatch that the truck was driving erratically in the area of Osage Avenue and Kiowa Avenue. The witness said the truck had a board in the back that struck and destroyed the mirror on a parked car, later identified as a 2016 Dodge Journey, in the 800 block of Birch Drive.

Forrester said the witness followed the truck to the area of the 1500 block of Acorn Circle, where the driver, who was dressed in a dark hoodie and dark pants, exited the truck while it was still running and fled eastbound on foot.

The truck was registered to Stevens Contractors of Salina. Forrester said the owner told police that the truck had been parked in the area of the 1500 block of W. Cloud Street and that the keys had more than likely been left in the truck.

The owner of the Journey was unaware of the damage until notified by police, Forrester said.

The stolen truck, a 1986 International S1900 that was valued at $5,000, sustained no damage, he said.

In the evening of Feb 8, police were notified by a person walking the trails at Indian Rock Park, 1300 Gypsum Avenue, that a body appeared to be in the pond at the park. Police responded and found the body of John Palmgren 56, of Salina.

This morning, the Salina Police Department released the following statement concerning Palmgren's death.

Since the discovery of John Palmgren on February 8, 2022, an autopsy was conducted. Mr. Palmgren’s cause of death is listed as “probable drowning.” The autopsy findings, toxicology report, and information from the case investigation have been reviewed with the Saline County Attorney, Jeff Ebel, and this case is now closed.

State Farm recently awarded the Salina Automotive Educational Museum with a $5,000 grant aimed at auto safety and seatbelt usage for the Salina area. 

The grant helped The Garage purchase a seatbelt convincer to educate all drivers about the importance of seatbelt usage while driving.

“The support this State Farm grant has provided allows us to not only purchase the convincer, but to spread awareness about auto safety throughout our community. We care deeply about saving lives and seatbelts save lives. We are excited for this opportunity to share our mission,” said Matthew Miller-Wells, Director of Education for the Salina Automotive Educational Museum.

The Seat Belt Convincer is an easy-to-use educational tool that allows riders to experience force, up to five times their body weight, similar to that of a 5-10 mph crash. Riders can experience the convincer at local events.

“State Farm believes in the importance of auto safety and we are excited to be able to support this cause,” said State Farm agent Robert Pruett. “We support what The Garage is doing in the Salina area to educate the community about the importance of seatbelt use,” said State Farm agent Bary Martin.

The convincer was developed to educate the general public of how beneficial the use of seat belts can be even when involved in a low-speed collision. It is a very effective tool to promote the importance of seatbelt usage at all speeds.
