Red flag warnings have been today for counties in our area.

The National Weather Service in Hastings, Neb., has issued a red flag warning in effect from noon-9 p.m. Wednesday for the following counties in our area.

Northwest winds at 20 to 25 mph, with gusts up to 35 mph, and relative humidity as low as 10 to 15 percent are forecast.

Any fires that ignite may spread rapidly and exhibit extreme fire behavior. Use extreme caution if engaging in activities that could result in fire ignition.

Northwest winds sustained 15 to 20 mph with gusts up to 30 mph are forecast. Minimum relative humidity is forecast to range from 15 to 20 percent.

The Kansas Department of Transportation has begun work to resurface approximately 4.9 miles of Kansas Highway 41 in Ottawa County.

Work on K-41 will begin at the east city limits of Delphos and continue east to the U.S. Highway 81/K-41 junction.

Flaggers and a pilot car will direct one lane of traffic through construction. Drivers should be prepared for a delay of up to 15 minutes and plan extra time in their travel schedules.

Hall Brothers Inc. of Marysville is the prime contractor for this $798,163 project which is scheduled for completion by May, weather permitting.

KDOT: Resurfacing work on K-41 in Ottawa County

With the wide variety of items available, chances are you'll find something you need or want at the upcoming Salina Regional Health Center Service Auxiliary Spring Sale.

Scheduled for April 29-May 2 in the 4-H Building in Kenwood Park, the annual event already has a multitude of items for sale, including "baby items, toys, lots of décor items, kitchen gadgets, lots of good clothing, books, CDs, and a lot of miscellaneous" items, Carol Brent, one of the event organizers, told Salina Post.

Proceeds from the sale help support the operation of the Rebecca A. Morrison House and go toward healthcare scholarships, she said.

May 1 1-5 p.m. This is a Bag Day. You can fill a paper grocery bag or recyclable cloth bag for $3 or $4.

May 2 9 a.m.-1 p.m. Also a Bag Day.

If you would like to donate items to the auxiliary sale, you may do so from 9 a.m.-5 p.m. April 27-28. Brent said that tax receipts are available for donated items. The group cannot accept tires, refrigerators, freezers, de-humidifiers, air conditioners, hazardous materials, or mattresses, she added.

Additionally, the auxiliary needs volunteers to help set up and tear down the sale. If you'd like to help, call Brent at 785-309-1999.

SRHC Service Auxiliary Spring Sale coming up April 29-May 2

Water, it is the most important resource we have, not just in agriculture but humanity as a whole. It is an extraordinarily complex and difficult issue. This year the legislature proposed a massive water bill and while I will not get into the details of it, it did emphasize that water is an issue we will have to deal with in short order. Water issues in Kansas are many and varied. In general, if you are from western Kansas, it is about quantity and aquifers. If you reside in eastern Kansas you are dealing with sedimentation, harmful algae blooms and flooding. There are many more issues, but you get the idea, water issues are diversified, complex and they are critical to all of us. Will we have enough water? Where will it come from? Will it be safe? Are all questions we need to wrestle with. Kansas Farm Bureau has extensive policy when it comes to water and water rights. We have developed those policies through the years, and they have come from our grassroots. Just like all policy we need to make sure that our water policy reflects our current situation and accurately gives us direction. In short, we need to take a deep look at our policy. It’s no secret that other organizations are getting involved in the debate about water at the state and national levels. Some of these groups have different viewpoints and objectives than we do at Kansas Farm Bureau. We need to have a presence and be at the table when water is discussed. That means we need to have clear, concise and solid water policy. That is where you, Kansas Farm Bureau members, come in. We will be taking a deeper dive into our water policy in the near future to make sure it is relevant and fits your needs. Please watch for announcements of what the process will look like and be ready to do some hard work. This process will require us all to do our homework and learn more about water in Kansas. We need to understand the complexity of the issues and how they affect agriculture and society in general. This is not going to be an easy process, and it will require all of us to come together to help provide possible solutions. This is an issue that affects all of us, and it is the biggest problem we have ever tackled, that is why we need everyone. If you are not a Kansas Farm Bureau member, I encourage you to go to your county office and join. We all need to be at the table for this one. We might look at our policy and decide it is just fine, but my guess is that we will see things that need to be changed. The one thing I do know is that our grassroots’ developed policy is some of the strongest out there and if we all put our heads together, we can produce a good solution. There will be more information to come in the near future, please be ready to join in and add your ideas to this important issue.

INSIGHT: Wading into water

Today is Wednesday, April 13, the 103rd day of 2022. There are 262 days left in the year.

On April 13, 1970, Apollo 13, four-fifths of the way to the moon, was crippled when a tank containing liquid oxygen burst. (The astronauts managed to return safely.)

In 1743, the third president of the United States, Thomas Jefferson, was born in Shadwell in the Virginia Colony.

In 1861, at the start of the Civil War, Fort Sumter in South Carolina fell to Confederate forces.

In 1943, President Franklin D. Roosevelt dedicated the Jefferson Memorial in Washington, D.C., on the 200th anniversary of the third American president's birth.

In 1953, "Casino Royale," Ian Fleming's first book as well as the first James Bond novel, was published in London by Jonathan Cape Ltd.

In 1964, Sidney Poitier became the first Black performer in a leading role to win an Academy Award for his performance in "Lilies of the Field."

In 1997, Tiger Woods became the youngest person to win the Masters Tournament and the first player of partly African heritage to claim a major golf title.

In 2011, ousted Egyptian President Hosni Mubarak and his two sons were detained for investigation of corruption, abuse of power and killings of protesters. A federal jury in San Francisco convicted baseball slugger Barry Bonds of a single charge of obstruction of justice, but failed to reach a verdict on the three counts at the heart of allegations that he'd knowingly used steroids and human growth hormone and lied to a grand jury about it. (Bonds' conviction for obstruction was ultimately overturned.)

In 2016, the Golden State Warriors became the NBA's first 73-win team by beating the Memphis Grizzlies 125-104, breaking the 1996 72-win record of the Chicago Bulls. Kobe Bryant of the Lakers scored 60 points in his final game, wrapping up 20 years in the NBA.

In 2020, Charles Thacker Jr., a crew member on the aircraft carrier USS Theodore Roosevelt, died at the U.S. Naval Hospital in Guam, becoming the first active-duty military member to die from the coronavirus. Bernie Sanders urged his progressive supporters to rally behind Joe Biden's presidential campaign.

Ten years ago: President Barack Obama arrived in Cartagena, Colombia, to attend the Summit of the Americas; however, the visit was overshadowed by a prostitution scandal involving a group of Secret Service agents and officers who had gone to Cartagena to prepare for the president's trip. North Korea's much-touted satellite launch ended in a nearly $1 billion failure. (The North succeeded in launching a satellite eight months later.) Jennifer Capriati was elected to the International Tennis Hall of Fame.

Five years ago: Pentagon officials said U.S. forces in Afghanistan had struck an Islamic State tunnel complex in eastern Afghanistan with "the mother of all bombs," the largest non-nuclear weapon ever used in combat by the U.S. military.

One year ago: U.S. health officials recommended a "pause" in use of the single-dose Johnson &amp; Johnson COVID-19 vaccine to investigate reports of rare but potentially dangerous blood clots, setting off a chain reaction worldwide and dealing a setback to the global vaccination campaign. (Officials lifted the pause on vaccinations 11 days later.)

The Kansas CTE Scholar program is an opportunity to recognize well-rounded outstanding CTE students who are finishing their senior year of high school. This is the fourth year for the initiative.

Students must be a high school senior and meet the following criteria to be selected as a scholar:

●Have earned or presently enrolled in 3.0 or more CTE credits with verification of technical skill attainment.

●Have a CTE Grade Point Average (GPA) of 3.5 or better in CTE coursework.

●Civic engagement or 100 community service hours with verification letter.

●Work-place experience.&nbsp;These experiences can include school-based experiences, internships, clinicals, supervised agricultural experiences, community-based or student-led businesses located on or off the school campus. BENNINGTON - A literacy coach in Salina USD 305 has been named the new principal for Bennington Grade School.

Twin Valley USD 240 this morning announced that Tricia McVay will be the principal at Bennington Grade School effective July 1.

Currently the literacy coach at Oakdale Elementary School, McVay has served USD 305 as a teacher, elementary summer school program director, and an instructional coach for the past nine years. Prior to moving to Kansas, she was an educator in the Fort Worth and Eagle Mountain-Saginaw school districts in north Texas. McVay has worked in education for 20 years, USD 240 noted.

"It is an honor to become a member of the Bulldog family, and I look forward to partnering with staff and families to serve our students and out community," McVay said.

This Day in Weather History: Storm brings lots of snow to part of area

CONCORDIA - Cloud County Community College’s annual high school Art Day will be April 22 in Arley Bryant Gymnasium on the Concordia campus.

Students from area high schools will have various pieces of artwork on display in the gymnasium. The public is welcome to view the pieces from 9 a.m. until 1 p.m. at no charge.

Throughout the morning, students&nbsp;can participate in two out of the four workshops created for the days’ event or participate in the Sidewalk Chalk Art event. Workshops will include:

• Art with 3D printer lithophanes, where students will learn the basics of converting a regular 2D image to a lithophane, which can be printed on a 3D printer. Instructor will be Monte Poersch, Cloud County Renewable Energy instructor.

• Word Art &amp; Crafty Language, where students will explore literal and figurative imagery as they progress through the spectrum between visual art and poetry. Students will have time to craft and share their own work using one of the techniques discussed. Dr. Julia Galm, Cloud County’s Communications instructor, will lead the session.

• Taking Better Photographs, which will introduce students to the basic elements of photography. They will use their new knowledge to create and capture a new and improved selfie. Instructor will be local photographer Destiny Bowers, who graduated from Kansas State University in 2009 with a degree in art education.

• Printing on Clay, where students will learn about printing on clay with underglaze. Students will then create a surface design with underglaze and learn to transfer it to a clay project. Tami Peltier, ceramics instructor at Cloud County, will lead the workshop.

Awards will be given for Best of Show and Best of Category for each of these categories: Pencil, Colored Pencil, Acrylic Painting, Oil Painting, Mixed-media, Photography, Ceramics, and Jewelry Design.&nbsp;New this year will be a&nbsp;"Best in Show" $500 scholarship&nbsp;to Cloud County Community College.

Judges for the event will be Jennifer Taphorn and Brigitte Bruna. Taphorn is owner of Taphorn Design and a graduate of Fort Hays State University. She has worked in the design industry as an Ad Production Manager for the Taos News, and Production Manager, Designer and Web Designer for the Taos Magazine. She is currently freelancing and working in the Technical Publications Department for Landoll Company, LLC. Bruna is a graduate of Kansas State University with a degree in visual communications and painting. She has been freelancing in the industry for nine years, currently focusing on illustration work. Her client list includes the&nbsp;Department of Communications and Agricultural Education&nbsp;at Kansas State University and the Oz Museum in Wamego.

SCOTTSBLUFF, Neb.&nbsp; — The Nebraska State Patrol has cited a Kansas man for motor vehicle homicide after a two-vehicle crash claimed the life of an Alliance woman Sunday.

The crash occurred at approximately 2:10 p.m. Sunday, near Alliance on Highway 2. A Ford Escape, driven by Blythe Boness, 22, of Alliance, Neb., was traveling eastbound on Highway 2 when it was struck by a westbound Chevrolet Camaro, driven by Ryan McElroy, 36, of Salina, Kan. The collision caused the Escape to roll into the ditch, ejecting Boness. She was pronounced deceased at the scene.

McElroy was extricated from his vehicle by the Alliance Fire Department and flown to Regional West Medical Center in Scottsbluff with serious injuries. McElroy remains at the hospital with what are believed to be non-life-threatening injuries.

Following investigation, McElroy has been cited for motor vehicle homicide, willful reckless driving, DUI – 3rd&nbsp;offense, possession of an open alcohol container, and driving under suspension. Once released from the hospital, he will be lodged in jail.

Through the years, Salina's Smoky Hill River Festival has continued to grow and the upcoming festival is no exception.

This morning, staff from Salina Arts &amp; Humanities (SA&amp;H), which coordinates the festival, reviewed the highlights for the 46th Smoky Hill River Festival, scheduled for June 9-12 in Oakdale Park. Billed as the year’s most energetic and epic arts party, the 2022 festival will be bigger and better than ever!

Admission is by weekend wristband ($15 in advance, $20 at the gate) or daily wristband ($10, sold only at the gate). Children ages 11 and under are admitted at no charge.

Weekend wristbands are scheduled to go on sale May first and will be locally and in cities throughout the region, according to SA&amp;H. This year's festival has been made even bigger by the addition of the following two pre-festival events.

●On May 6, the Kings of Anything, a four-piece rock band, are scheduled to perform at the new stage on the corner of N. Santa Fe Avenue and W. Ash Street at 6:30 p.m. 

●May 21 is the Artwork Alley Mural Expo in the alley at 140 S. Fifth. The event is scheduled to include music, food, games, painting, and more.

Additionally, the Festival Medallion Quest is set to kick off in late May. Details will be available closer to the kickoff at <a href="http://riverfestival.com">riverfestival.com</a>.&nbsp;

As is tradition, the Smoky Hill River Festival is scheduled to kick off with the SM Hanson Music Festival Jam at 6 p.m. June 9 on the Eric Stein Stage. Each band has only 15 minutes on stage, which includes setup, playing, and exiting the stage, Rick Hanson, CEO and president of SM Hanson Music, Inc., explained in a Salina Post story from July 22, 2022. 

Hanson told Salina Post this afternoon that the deadline for bands to submit their information for consideration to be in this year's Festival Jam is April 23. Entry packets can be requested by emailing <a href="mailto:festivaljam@smhansonmusic.com">festivaljam@smhansonmusic.com</a>.

The final lineup for the 36th Festival Jam will be released early to mid-May.

Also in the music category, country music and sunny Latino sounds are the themes on festival stages, according to Arts &amp; Humanities. Headliners include Jason Boland &amp; The Stragglers (June 10), Gangstagrass (June 11), and SunDub (June 12). Other acts include The RT’s from New York City, Las Cafeteras from Los Angeles, and Armchair Boogie from Minneapolis, Minn.

A number of roving acts and Arty’s Stage performers also are scheduled. Salina Post will take a look at that entertainment component on Thursday.

Additionally, performances by aerial artists Voler-Thieves of Flight are scheduled in the pond each evening at 8 p.m. Known as Kansas City's premier aerial performance collective, Voler-Thieves of Flight "is an edgy and experimental collaboration of aerial dance and acrobatics. Their performance features performances aerial silks, straps, hammock, lyra (hoop), aerial yoga, and contemporary dance. They will delight you with gravity-defying acts that steal your breath (and perhaps your heart)," according to information from SA&amp;H.

The art component of the festival is set to bring in visual artists from 19 state, include 47 artist who are new to the festival. According to SA&amp;H, those artists will be located throughout the show and art demonstration areas. Additionally, more than 20 site-specific, outdoor art installations are scheduled to be throughout the festival grounds.

The t-shirt’s colorful elements began as an on-edge quilling piece before being transformed into an image.

The art area for children, Artyopolis, is scheduled to include the following, according to SA&amp;H.

• Arty’s Stage – An exciting opportunity to watch, laugh, and participate with performing artists.

• Baby Station – a shady spot to change a diaper, feed your baby, or give your little ones a break from the sun.

• Button Boulevard – Cruise by and make a one-of-a-kind button to wear all weekend long.

• Creation Crossing – Make-and-take art projects for budding artists. Think markers, stickers, paint, and paper. Just bring your imagination!

• First Treasures – SATURDAY ONLY – Young art patrons ages four to 13, can select original artwork from River Festival artists, at affordable prices of $5 or less. Children can then meet their festival artist on-grounds.

• Game Street – Vibrant storefronts resembling a downtown Main Street. Challenge friends and family to take home the highest score. For the fi rst time, Game Street will feature eight activities that are physically engaging and appealing to all ages.

• Ident-a-Kid – stop by to get a free child’s ID bracelet.

• Lego Lane – Unlock your imagination to build characters, animals, machines, and more!

• Mistical Oasis – A stop at the Oasis can be the perfect way to cool down, get a second wind, and extend your Festival stay.

• Paintchoo Plaza – Color Me Crazy! Face Painting will create temporary body art with their new airbrush tattoos on Friday. Little tikes aren’t the only ones who will want in on the fun – older kids and adults will also line up for one of these realistic airbrush tattoos. On Saturday, the artists will be doing all face painting and Sunday will be a mix.

• Sound Garden – Musical sculptures help children experiment with music and rhythm.

Artyopolis hours are 10 a.m. to 6 p.m. June 10-11 and noon to 4 p.m. June 12.

The festival's Art Patron Program offers art lovers and collectors a chance to sign up for special perks that include admission to the June 9 evening premiere cocktail party where artists and patrons mingle and connect and a June 10 morning preview hour of art show shopping. According to SA&amp;H, people can become art patrons by purchasing $100 tickets that are exchangeable for $100 in art-show gift certificates. Smoky Hill River Festival highlights announced

A Salina man who allegedly fled twice after an initial traffic stop was ultimately unable to escape the long arm of the law Monday.

Salina Police Sergeant Kyle Tonniges reported this morning that at approximately 2:23 a.m. Monday, an officer attempted to stop a vehicle for having a defective tag light. The vehicle pulled over, but the driver, identified by the officer as Brandon Letourneau, 27, of Salina, allegedly fled on foot.

Officers searched the vehicle and located marijuana, methamphetamine, and drug paraphernalia, Tonniges noted.

At approximately 5:30 p.m. Monday, officers located Letourneau at a residence in the 100 block of W. Ellsworth Avenue in reference to a domestic violence call. According to Tonniges, Letourneau once again allegedly fled on foot but was apprehended in another residence in the 100 block of W. Ellsworth Avenue.

According to the Saline County Jail booking activity report, Letourneau was booked into jail on the following requested charges.

●Interfere w/ LEO; unknown circ; felony

●Criminal trespass; Remain in defiance of order by owner

●Taxation; Drugs; No drug tax stamp for marijuana or cont substance

Despite allegedly fleeing twice, Salina man arrested

A Salina man has been arrested on multiple requested drug and weapons charges after he allegedly stole items from a female acquaintance.

On Monday morning, a Salina woman told police that Payton Rice, 26, of Salina, had stolen various electronics, cash, and prescription pills from her residence in the 200 block of S. 10th Street, Salina Police Sergeant Kyle Tonniges reported this morning. The property was valued at approximately $3,900.

Later on Monday, an officer spotted Rice driving in the 800 block of W. Crawford and pulled him over. According to Tonniges, Rice stopped his vehicle and fled on foot. After a short foot pursuit, Rice was taken into custody.

Tonniges reported that a majority of the stolen property was located in the vehicle Rice had been driving. Officers also located a handgun that was reported stolen in Riley County along with sale quantities of methamphetamine, cocaine, and marijuana. Additionally, several personal items belonging to the victim of a March 31 vehicle burglary in the 400 block of Baker Street were located, Tonniges noted.

Rice was arrested on the following requested charges, according to Tonniges.

●Criminal possession of a firearm by a convicted felon

●Unlawful distribution of a controlled substance

●Felony possession of drug paraphernalia
