NWS outlook: Above normal temps, below normal precipitation

The Salina Police Department seeks the public's help in locating a Salina man who hasn't been seen in approximately a week and is being considered a missing endangered person.

Nathan Philip Thompson, 44, of Salina, hasn't been seen or heard from for approximately a week. He is described as being 6'2" tall, weighing 184, and having brown hair and hazel eyes.

The department released the following information Saturday afternoon.

On June 13th, 2022 the Salina Fire Department responded to a trailer home fire located at 1635 Elgin, Salina, Kansas. Once the fire was extinguished the fire department determined no one was at home but has since classified the fire as arson.

The Salina Police Department has received information from neighbors that Nathan Thompson, who had been residing in the trailer home, has not been seen for approximately one week. Mr. Thompson’s family members have not spoken to him in the last seven days and are unaware of his location. In addition, Mr. Thompson failed to appear for a scheduled court hearing in Salina Municipal Court on June 14, 2022.

The Salina Police Department has received information that foul play may be involved in Mr. Thompson’s disappearance.

Salina PD seeks public's help to locate 'missing endangered' man

Preliminary estimates reported by the Labor Market Information Services division of the Kansas Department of Labor and the Bureau of Labor Statistics show a  seasonally adjusted unemployment rate of 2.3% in May. This was a decrease from 2.4% in April and a decrease from 3.4% in May 2021.

“Both monthly labor market surveys indicate little change over the month for Kansas,” said Secretary Amber Shultz. “However, a small increase in employment estimates from the household survey caused the unemployment rate to decrease to 2.3% in May.” 

Jobless rates across most of north central Kansas rose slightly, although the highest area rate was 2.5 percent in Dickinson County. Saline County's unemployment rate rose from 2 percent in April to 2.5 percent in May.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment decreased by 1,100 from April. Total nonfarm includes private sector and government employers.  Private sector jobs decreased by 1,200 over the month, while government increased by 100.

“Although private sector job estimates showed no significant change over the month, an increase in the number of jobs and hours worked compared to May 2021 shows strength in the Kansas job market,” said Labor Economist Nathan Kessler. “At the same time, inflation continues to offset wage growth with real hourly earnings declining over the year.”

Since May 2021 Kansas' seasonally adjusted total nonfarm jobs have increased by 18,400. This change is due to an increase of 19,200 private sector jobs and a decrease of 800 government jobs.

June, when the Supreme Court wraps up its term each year, is often a big month for rulings with significant impact. Here are five times the court’s June rulings defined and refined what the First Amendment protects in practice.

The Supreme Court said 60 years ago in Engel v. Vitale that public school-sponsored prayers are unconstitutional.

Public schools, as an arm of the government, cannot lead students in prayer, because the First Amendment prohibits “an establishment of religion.” In other words, the government cannot favor any particular religion over any other belief system. Students can still learn about different religions as long as the curriculum neither promotes nor denigrates religion.

This ruling made schools more inclusive and equitable for students who aren’t part of a dominant or majority faith group.

The ruling&nbsp;<a href="https://www.freedomforuminstitute.org/2012/07/29/50-years-later-how-school-prayer-ruling-changed-america/" target="_blank">did cause some confusion</a>. Some schools stopped students from praying at school altogether. But the First Amendment also protects the free exercise of religion, so students are free to choose to pray at school.

The tension between religious expression and schools’ obligation not to endorse any specific faith remains today. The Supreme Court is now considering questions about<a href="https://www.freedomforum.org/2022/05/04/seeking-clarity-on-prayer-at-school/" target="_blank">&nbsp;when it’s OK for public school officials to pray</a>&nbsp;and&nbsp;<a href="https://www.freedomforum.org/2022/03/23/perspective-how-the-supreme-court-could-rule-on-key-religious-rights-questions-this-term/" target="_blank">whether it’s OK for the government to help fund private schools that focus on faith.</a>

GOVERNMENT CAN’T PUNISH EXPRESSION JUST BECAUSE IT DOESN’T APPROVE OF THE IDEAS EXPRESSED | JUNE 22, 1992

The First Amendment is not absolute. There are a few&nbsp;<a href="https://twitter.com/1stForAll/status/1465731709186498562?s=20&amp;t=i9fpq0t94YwSi1sdCNm8cQ" target="_blank">types of speech that government can create laws to limit and punish</a>, like true threats and&nbsp;<a href="https://www.freedomforuminstitute.org/first-amendment-center/topics/freedom-of-speech-2/personal-public-expression-overview/fighting-words/" target="_blank">fighting words</a>. But those laws must be very specific and narrow to be allowed. They also can’t target any particular message or viewpoint. In R.A.V. v. City of St. Paul, the Supreme Court ruled that a St. Paul, Minn. law used to prosecute a group for burning a cross missed the mark.

The state supreme court said the law was specific enough, but the U.S. Supreme Court justices thought that the law punished only particular viewpoints. They struck down the law.

In 2003 in Virginia v. Black, the court said that it’s OK to outlaw and punish cross burning when it’s done in order to intimidate, which would make it a&nbsp;<a href="https://www.freedomforuminstitute.org/first-amendment-center/topics/freedom-of-speech-2/personal-public-expression-overview/true-threats/" target="_blank">true threat</a>, one of the specific types of speech not protected by the First Amendment.

CONGRESS CAN’T TELL STATES TO PROTECT RELIGIOUS FREEDOM BEYOND WHAT THE FIRST AMENDMENT PROVIDES | JUNE 25, 1997

The First Amendment protects the right to practice one’s faith, but what if your religion entails something that’s otherwise illegal – like smoking peyote? The Supreme Court has said it’s OK to limit that expression as long as the rules apply to everyone.

In 1993, Congress passed the Religious Freedom Restoration Act (RFRA), which required state and federal laws to meet a different standard: Laws that could limit religious practice would have to have a very good reason to burden believers and be as permissive as possible.

But in City of Boerne v. Flores, the Supreme Court said Congress couldn’t impose that standard on states.

Since then, many states have passed their own separate laws to increase protections of religious expression. Congress also passed a&nbsp;<a href="https://www.freedomforuminstitute.org/first-amendment-center/topics/freedom-of-religion/free-exercise-clause-overview/prisoners-rights/" target="_blank">more limited law to protect religious practices</a>&nbsp;of people in prison or other programs that are federally funded, and RFRA still applies to federal laws.

GOVERNMENT CAN’T STOP NEWS FROM BEING PUBLISHED WITHOUT A VERY GOOD REASON | JUNE 30, 1971

In 1971, a whistleblower shared government documents about the Vietnam War with the media. The documents showed that the war wasn’t going as well as the Defense Department had portrayed to Congress and the public. The government tried to stop&nbsp;The New York Times&nbsp;from publishing the Pentagon Papers, claiming it would harm national security.

The Supreme Court in New York Times Co. v United States said the publication had to be allowed.&nbsp;<a href="https://www.freedomforuminstitute.org/first-amendment-center/topics/freedom-of-the-press/prior-restraint/" target="_blank">Prior restraint</a>, or preventing news from being published, could only be allowed when publication “will surely result in direct, immediate, and irreparable damage to our nation or its people.” This very high burden for demonstrating national security interests was not met in this case because the government only offered broad and vague claims of harm.

COURT SETS THE STAGE FOR FREE SPEECH ON THE INTERNET | JUNE 26, 1997

In 1996, the internet was very new. Congress, concerned about easy access to all kinds of content, quickly passed the Communications Decency Act to regulate the web. It prohibited transmitting or displaying&nbsp;<a href="https://www.freedomforuminstitute.org/first-amendment-center/topics/freedom-of-speech-2/internet-first-amendment/indecency-online/" target="_blank">“indecent” or “patently offensive”</a>&nbsp;online content to people under the age of 18.

The Supreme Court in Reno v. American Civil Liberties Union said “indecent” and “patently offensive” were way too broad. The law would bar pornography online – one of the primary intents of the law – but because the terms weren’t defined, it could potentially mean censorship of content protected by the First Amendment too. The court allowed a prohibition of obscene speech, as that term is specifically and narrowly defined by law.

The court felt the same way about Congress’s next attempt to limit content online, the 1998 Child Online Protection Act, which criminalized commercial web content “harmful to minors.” This law was also overturned after free speech and LGBTQ groups pointed out that the law<a href="https://www.freedomforum.org/2021/06/02/perspective-amid-aids-crisis-lgbtq-press-won-key-first-amendment-battle/" target="_blank">&nbsp;could limit lifesaving information about HIV and AIDS.</a>

These rulings set the stage for more free transmission of information online, with sites free to choose what to display.

Heat advisories will once again be the order of the day for a number of counties in our area.

The National Weather Service in Topeka has issued a heat advisory in effect fro 11 a.m. to 8 p.m. Saturday for the following counties in our area. 

Peak afternoon heat indices from 103 to 108 are forecast.

Extreme heat and humidity will significantly increase the potential for heat related illnesses, particularly for those working or participating in outdoor activities.

While maximum heat indices are expected to be similar each afternoon Saturday through Monday, lows will continue to increase this weekend, and this prolonged period of dangerous heat will begin to compound heat-related illness concerns.

Monitor the latest forecasts and warnings for updates on this situation. Be prepared to drink plenty of fluids, stay in an air-conditioned room, stay out of the sun, and check up on relatives and neighbors.

Young children and pets should never be left unattended in vehicles under any circumstances. This is especially true during warm or hot weather when car interiors can reach lethal temperatures in a matter of minutes.

The National Weather Service in Hastings, Neb., has issued a heat advisory in effect from noon Saturday to 7 p.m. Monday for the following counties in our area.

Dangerously high heat index values of 100 to 105 are expected for multiple days.

Take extra precautions if you work or spend time outside. When possible reschedule strenuous activities to early morning or evening. Know the signs and symptoms of heat exhaustion and heat stroke. Wear lightweight and loose-fitting clothing when possible. To reduce risk during outdoor work, the Occupational Safety and Health Administration recommends scheduling frequent rest breaks in shaded or air-conditioned environments. Anyone overcome by heat should be moved to a cool and shaded location. Heat stroke is an emergency! Call 9 1 1.

NWS issues heat advisories in our area for Saturday

Don't forget, Monday's Juneteenth federal holiday also means local government closings.

City of Salina and Saline County offices and facilities will be closed Monday in observance of the holiday. Additionlly, there will be no Salina City Commission meeting on Monday.

Offices and facilities will resume regular hours on Tuesday.

Additionally, sanitation crews will be providing regularly scheduled collection on Monday; however, the landfill will close at 4:30 p.m., according to information from the City of Salina.

The Salina Public Library has chosen to observe the holiday on the actual Juneteenth date and will be closed on Sunday.

This Saturday, June 18, you can take part in a special celebration, dedication, and installation of a historical marker in memory of a young black man who was lynched by a mob in Salina, Kansas in 1893. No one was ever arrested for the lynching. The event will be 1-4 PM in Caldwell Plaza.

Crimestoppers seeks tips about $16,000+ burglary on S. Hohneck Road

Kansas Governor Laura Kelly firmly believes that if the state is not growing, it is dying. That is why she and her administration have placed such an emphasis on economic development during her first term in office.

"We have revived our state. We've fixed a lot of the things that were wrong, and clearly, that strategy is working," Kelly told Salina Post in an interview Thursday afternoon. "And I want to continue to build on that so that I leave Kansas a lot stronger than I found it."

Last week, it was announced that Kansas was one of only five states to win Area Development magazine’s coveted 2022 Gold Shovel Award, the second such award in as many years. The annual award is given to states that attract high-value investment projects that create a significant number of new jobs in their communities.

According to information from the governor's office, Kansas has received nearly $8.8 billion in new business investments, created and retained nearly 43,000 jobs, and been home to 645 new economic development projects during the Kelly administration. 

With two gold shovels in the state's trophy case, Kelly now has her sights set on a move upward to the recently created platinum shovel, a goal that she has conveyed to Lieutenant Governor and Secretary of Commerce David Toland.

"The first time he delivered the gold shovel (2021), I said, 'this is very nice, David, but next year we want the platinum one," but there wasn't one," she said.

Now, however a platinum shovel award has been established. How does Kansas win a platinum shovel?

"You just have to be very successful in landing new capital investments," Kelly explained. "We have been able to do that. In 2020, we set a record for the most new capital investments in state history. That was only good, though, for a silver shovel. But then, in 2021, we went above and beyond and hit $3.8 billion in capital investments. That earned us the gold shovel."

Some of those capital investments, or economic development projects, are right here in Salina, including expansions at Schwan's, Great Plains Manufacturing, and McShares. Kelly also noted the unique-to-Kansas services offered by 1 Vision Aviation and the company's growth at the Salina Regional Airport as a boost to the local and state economy.

While the job growth is a huge boost for Salina, it also has created a need for more housing in and around the city. On April 20, Kelly signed the new state budget that includes increases the state’s funding for housing by $65 million over two years. According to information from the governor's office, the funding "will be dedicated to the development and renovation of moderate-income housing and the creation of a state revolving loan program to support the state’s workforce needs and close the financing gap in rural communities."

"We're making serious investments for things that we know are critical for people in the state of Kansas," Kelly said.

Kelly said she has plenty to keep her busy should she win re-election in November.

"Obviously, I want to build on the successes of my first term. I want to continue to set records for economic development," Kelly told Salina Post. "I want to continue to fund our schools and our roads, all of the things that really contribute to our economic success and the quality of life here in the state."

Kelly said she also had some goals she had not yet been able to achieve, including Medicaid expansion.

"I have been pushing hard for that all four sessions as governor and before as a state senator. I am hoping that once the election is over and I'm no longer a candidate to be opposed that we can break that logjam in the legislature and get Medicaid expansion done," she said.

Additionally, Kelly wants to expand high-speed internet access in Kansas.

"Another thing I want to build on and complete is by the end of my second term, I want to have every home and every business in the State of Kansas that wants to be connected to high-speed internet to get connected," Kelly said. "We know that if we are going to continue to grow as a state and attract people and keep people in our state, we've got to have that connectivity, so that is a goal."

Taking care of early childhood needs also is a goal for Kelly.

"I've always said that I want my legacy as governor to be the most robust, comprehensive early childhood system in the country," she told Salina Post.

Kelly said some headway has been made in the early childhood area during her first term as governor, however, the COVID-19 pandemic put a damper on those efforts and forced the Kelly administration to change its focus to making sure there were childcare slots available because so many childcare providers had to shut down during the pandemic.

"We've been focused on ensuring that there are places for parents to leave their kids in a quality environment while they work, but we want to go way beyond that," Kelly said. "We had begun to develop a public/private partnership approach to early childhood, and we will continue to build on that during my second term."

Local and area programs that contribute to economic development

Earlier this year, Kelly was in Salina twice. Once to announce that Salina had joined the state's revitalized Main Street program and also for the ribbon cutting ceremony and celebration of the expanded OCCK Transportation facility downtown. Additionally, OCCK celebrated the announcement that it was one of 26 agencies receiving funds as a part of the Access, Innovation, and Collaboration (AIC) Public Transit Program.

Kelly noted that both Salina efforts were boosts to economic development. The Kansas Main Street program, for instance, give communities access to key technical services, networking, and training opportunities. It also allows local officials to prioritize restoring and preserving unique, historic downtown business districts. The program supports community development and projects that bring in new businesses, that improve the quality of life, and slow the exodus of young Kansans from the state.

Likewise, OCCK's efforts to provide transportation to those who need it, both in Salina and throughout the area, also boosts economic development.

"That was probably one of the most inspiring of all the dedications that I have done," Kelly said of the OCCK celebration in April. "To just see what OCCK has done in your area to really serve folks in need of transportation. Getting them to and from where they need to be. It started out so small and it has just grown like gangbusters."

Kelly: Economic development key to strengthening Kansas

Salina Downtown has received Main Street America™ accreditation, joining 862 other cities across the nation.

In a news release issued this morning, Bishop noted that, "Salina Downtown has seen a surge of excitement and momentum in the last year. Salina Downtown Inc has a full staff working hard to bring live entertainment and events to our local community and for our out-of-town guests to enjoy. In the past year and in early 2022 we have installed 47 security cameras though out the district. We brought back First Friday and are thrilled to say that we have live entertainment in the district now through the end of October 2022."

In April, Kansas Governor Laura Kelly was in town to announce that Salina, along with Great Bend and Hays, had rejoined the Kansas Main Street program.

"Because of these communities' strong leadership and commitment, they've returned to this program that, without a doubt, is proving to be a winning approach to economic development," Kelly said.

The Salina Downtown, Inc.’s performance is annually evaluated by Kansas Main Street which works in partnership with Main Street America to identify the local programs that meet rigorous national performance standards. Evaluation criteria determines the communities that are building meaningful and sustainable revitalization programs and include standards such as, fostering strong public-private partnerships, supporting small and locally owned businesses, and actively preserving historic places, spaces, and cultural assets, Bishop noted this morning.

“We are extremely proud to recognize this year’s 863 nationally Accredited Main Street America programs that have worked tirelessly to advance economic vitality and quality of life in their downtowns and commercial districts,” said Patrice Frey, president and CEO of Main Street America. “During another incredibly challenging year, these programs demonstrated the power of the Main Street movement to respond to the needs of their communities. I am inspired by their steadfast leadership and innovative solutions to drive essential local recovery efforts, support small businesses, and nurture vibrant downtown districts.”

In 2021, Main Street America programs generated $5.76 billion in local reinvestment, helped open 6,601 net new businesses, generated 30,402 net new jobs, catalyzed the rehabilitation of 10,595 historic buildings, and leveraged 1,427,729 volunteer hours. On average, for every dollar that a Main Street program spent to support their operations, it generated $19.34 of new investment back into Main Street communities.

Salina Downtown receives national accreditation

A Montgomery, Ala., man was arrested Thursday afternoon on Interstate 70 west of Salina after more than 27 pounds of marijuana and marijuana products were found in the rental vehicle he was driving.

Saline County Sheriff's Captain Jim Hughes said this morning that a deputy stopped an eastbound 2021 Chrysler Voyager near milepost 246 on I-70 at approximately 2:46 p.m. Thursday for a traffic infraction. During the stop, the deputy detected the odor of burnt marijuana. 

During a search of the vehicle, the deputy located 18 packages of raw marijuana weighing a total of 15.45 pounds. Additionally, 11.6 pounds of THC wax and THC edibles were located in the vehicle, Hughes said.

A set of brass knuckles also was found near the driver's seat, he said.

The driver of the rental vehicle, Willie Boswell, 49, of Montgomery, Ala., was arrested on the following requested charges, Hughes said.

●Possession of marijuana with intent to distribute

Four other people who also were in the vehicle were not arrested, Hughes said.

The National Weather Service in Wichita has issued a heat advisory in effect from noon to 8 p.m. Friday for the following counties in our area.

Heat index values up to 105 are expected.

Take extra precautions if you work or spend time outside. When possible reschedule strenuous activities to early morning or evening. Know the signs and symptoms of heat exhaustion and heat stroke. Wear lightweight and loose fitting clothing when possible. To reduce risk during outdoor work, the Occupational Safety and Health Administration recommends scheduling frequent rest breaks in shaded or air conditioned environments. Anyone overcome by heat should be moved to a cool and shaded location. Heat stroke is an emergency! Call 9 1 1.

Heat indices of 103 or greater, and overnight lows in the mid to upper 70s are forecast.

Be prepared to drink plenty of fluids, stay in an air-conditioned room, stay out of the sun, and check up on relatives and neighbors.

CONCORDIA - Cloud County Community has announced the names of students who have received technical certificates for the spring 2022 semester. 

The certificates are granted for technical programs of instruction that are less than 60 semester hours, but more than 15 semester hours. Local students who have earned certificates, and their program of study, are:
