Saline County Jail Bookings, Dec. 20

The U.S. Department of Energy recently announced that ten proposed National Interest Electric Transmission Corridor projects have been scaled down to three, none of which will run through Kansas. In the meantime, the Grain Belt Express transmission line, approved by the Kansas Corporation Commission in 2011, will continue through the state regulatory process.

While the route of the Grain Belt Express project fell within the borders of one of the proposed Department of Energy corridors, its status as a previously approved project has not changed and is moving forward.

In addition, without a federal corridor designation, state jurisdiction and approval processes remain intact for the Grain Belt Express, and the Kansas Corporation Commission will continue to review any potential future projects.

Federal “backstop” siting authority or the use of federal eminent domain are not an option.&nbsp; The Department of Energy’s decision does not reverse the previously announced $4.9 billion conditional loan guarantee awarded to the Grain Belt Express project on Nov. 25, 2024.&nbsp;

To date, the KCC has taken the following actions in respect to the Grain Belt Express project:

2011 – The Grain Belt Express project, designed to transport energy from Kansas wind and solar farms, was approved based on benefits to the state and granted a certificate of convenience and necessity to build the line.

 2013 – The route of the Kansas portion of the line was approved, beginning at a converter station in Ford County and continuing on to Missouri.

 2019 – The Commission approved the acquisition of the project by Invenergy Transmission LLC from Grain Belt Express Clean Line LLC.

 2023 – The KCC approved a request to allow the line to be built in two phases. Phase 1, which includes Kansas and Missouri, can begin once all regulatory and financing requirements have been obtained for that portion of the project. 

The order did not remove or alter any of the protections for landowners required by the commission when it approved Invenergy's acquisition of the project in 2019. In 2024, the KCC gave conditional approval to a siting plan for two 345 kV transmission lines, known as the AC Collector System, designed to connect wind and solar farms to the Grain Belt Express.

A final order on the siting of the AC collector lines is expected to be issued in 2025.

Grain Belt Express line continues through Kansas regulatory process

Seventeen nursing students were awarded $100,000 in scholarships from the Dane G. Hansen Scholarship fund at&nbsp;Cloud&nbsp;County&nbsp;Community College.

The college administers the scholarship, and students were awarded scholarships for the 2024-25 academic year. The scholarship recipients are Melissa Chavez, Salina; Araceli Davila, Salina; Katie Eakins, Concordia; Caroline Flavin, Concordia; Nicole Gonzolas, Salina; Sienna Harris, Concordia; Amy Jones, Concordia; Kelsi Lamer, Salina; Holli Masek, Hickman, Neb; Binita Pokhrel, Manhattan; Meghan Sandlin, Salina; Keri Ymballa, Minneapolis.

The Dane G. Hansen Foundation aspires to enhance the quality of life throughout rural communities in northwest Kansas. The Foundation strongly supports the continuing education of rural community members and awards scholarships to those who are willing to work in the 26-county&nbsp;service area of northwest Kansas upon graduation. Those who receive this scholarship must be currently enrolled in the CCCC nursing program. The scholarship will cover tuition, fees, books, and some miscellaneous expenses.

“We are profoundly grateful for the continued student support provided by the Dane G. Hansen Foundation,” said Stefanie Perret, MSN, RN, Division Dean. “This scholarship fund equips our students to make meaningful contributions to rural healthcare, furthering the mission of&nbsp;Cloud&nbsp;County&nbsp;Community College.”

It is never a bad time to consider taking a defensive driver course. Not only are these types of courses good practice, but they can also qualify you for a discount on your auto insurance. Kansas Insurance Commissioner Vicki Schmidt encourages those with automobile coverage to consider taking a defensive driving course and to ask about discounts from their insurer.

“Companies that provide auto insurance are required to offer discounts to policy holders who take a defensive driving course” says Commissioner Schmidt. “Be sure to check with your insurance agent to see what approved courses qualify for a discount.”

State law requires companies providing auto insurance to provide a discount based on proof of an approved vehicle accident-avoidance course. Ask your auto insurer:

Governor Laura Kelly announced on Wednesday that 14 Kansas rail projects will receive a total of $13 million through the Kansas Department of Transportation’s (KDOT) Rail Service Improvement Program (RSIP).&nbsp;

“These projects reflect the diverse needs faced by our Kansas communities and rail operators,”&nbsp;Governor Laura Kelly said. “By bolstering the state’s rail network, we will promote economic opportunity throughout Kansas.”&nbsp;

The selected projects, located across 16 counties, enhance the state’s rail network by promoting economic efficiency, supporting sustainability and addressing critical infrastructure needs. The $13 million award represents the program’s $10 million annual funding combined with $3 million in carryover funds and loan payments from past projects.&nbsp;

KDOT received 22 applications totaling more than $33.1 million in project costs, with funding requests surpassing $23 million. The program requires a 30 percent match from each recipient, resulting in a total rail infrastructure investment of more than $18 million.&nbsp;

“Implementing these improvements will inevitably foster long-term growth,”&nbsp;Transportation Secretary Calvin Reed said. “We’re proud to be able to provide additional funding this round, strengthening connectivity and supporting communities that rely on having access to an efficient and reliable rail network.”&nbsp;

Among the selected projects are the Abilene &amp; Smoky Valley Railroad in Dickinson County and the Seaboard Energy Hugoton Rail Expansion Project in Stevens County.&nbsp;&nbsp;

As the official state heritage railroad, the Abilene &amp; Smoky Valley Railroad experienced a significant rise in ridership in 2024 through Kansas Tourism's "Sunflower Summer" program. The RSIP project will address critical infrastructure improvements in areas where train separations and derailments have occurred in the past.&nbsp; &nbsp;

KHP's newest troopers graduate from Training Academy

The Lindsborg Old Mill &amp; Swedish Heritage Museum&nbsp;

The Lindsborg Old Mill &amp; Swedish Heritage Museum got an early holiday gift over the weekend – securing enough funds to make $151,500 of critical repairs, preventing the collapse of the 1904 World’s Fair Swedish Pavilion.

Museum Executive Director Aubrey Wheeler said this was a great milestone and announced the accomplishment at the museum’s Heritage Christmas event on December 14.

“History is a critical part of local culture and community,” she said. “Lindsborg takes such pride in preserving its Swedish-American history, and the Swedish Pavilion was a central stage for showing the town’s delight in the past. We are so thankful to be able to save the Pavilion and ensure its place in the story of the Smoky Valley.”

In June, the museum learned it was the recipient of $166,600 in Community Service Program (CSP) Tax Credits through the Kansas Department of Commerce. The credits are expected to raise $238,000 in donations before the end of the grant period next year in December 2025. State tax credits reduce the total amount of taxes owed to the state and are a way for taxpayers to substantially reduce the cost of contributing to the Lindsborg Old Mill &amp; Swedish Heritage Museum.

Businesses and individuals subject to Kansas income tax can receive a tax credit through this program. Donors giving at least $250 to the Pavilion Restoration &amp; Improvement Project may qualify for a 70% tax credit. For example, a donor making a $1,000 gift receives a $700 tax credit when they file their state taxes, making the net cost to the donor only $300.

More information about efforts to preserve the Pavilion and how to donate under the program to receive tax benefits is available at www.oldmillmuseum.org/save-the-pavilion.

An engineering assessment in October 2023 found that the Pavilion is leaning by up to 2 degrees, considered severe “racking” and visible even to untrained observers. This structural failure could have led to the building’s collapse with the wrong circumstances. With this information about the risk, the museum's Board of Directors chose to close the Pavilion to the public until repairs could be finished.

With funding for structural repairs secured, work to ensure the building’s stability is expected to be completed in spring 2025. Once the building is safe to enter again, the museum plans to hold a grand reopening to celebrate the accomplishment.

Even after passing this milestone, however, there is still capacity for more than $85,000 of donations that could be eligible for tax credits under the CSP grant program.

Museum staff has noted that the current more than 30-year-old asphalt roof – which is not historically accurate – shows concerning signs of age. There are often leaks after heavy rain or snow, leading to the risk of water damage. Donations under the tax credit grant will provide a solid start toward roof replacement in this “Raise the Roof” campaign – estimated to cost about $175,000.

“This is a beautiful place with irreplaceable treasures,” Wheeler said. “We are so grateful for a generous community of support who are helping us to keep them pristine for future generations.”

 Lindsborg museum secures funding for 120-Year-Old Swedish Pavilion

The Salina Police Department (SPD) is investigating an alleged aggravated burglary that occurred Tuesday, December 17, at the Value Inn, 1640 W. Crawford.&nbsp;

According to SPD Captain James Feldman, officers were dispatched to the hotel around 9:15 p.m. on Tuesday after receiving a report of a burglary and threat with a gun. Upon arrival, officers identified three men, aged 19, 24, and 35, all from Texas, as the victims.

The 35-year-old male explained to SPD officers that he had been showering alone in the room between 6:30 p.m. and 9 p.m. He assumed his roommates had returned when he heard someone enter the room. After exiting the shower, he discovered all their bags had been gone through, and a passport and approximately $40 in cash were missing.

The men reported the incident to hotel staff and reviewed hallway surveillance footage, which showed two individuals from the room next door entering their room. The Texas men confronted the neighboring room’s occupants. When the door opened, a man inside allegedly pointed a gun at them. The men left the entrance of the nearby room and called SPD.

Responding officers secured the neighboring room and took a 20-year-old Salina woman, identified as Emma Reidelberger into custody.

Feldman said SPD secured a search warrant for the room, where officers recovered the stolen passport, drug paraphernalia, marijuana, and methamphetamine.&nbsp;

"They [officers] did find what was a pepper spray gun. We don't know if that was the gun or not. I can't say 100%," Feldman said. "We have identified a possible male suspect we're still looking for."

&nbsp;A male suspect, described as a white male about 5 feet 8 inches tall and weighing approximately 140 pounds, was not located at the scene. According to Feldman, the suspect is known to SPD.&nbsp;

Reidelberger was booked into the Saline County Jail on charges of aggravated burglary, stemming from her alleged unauthorized entry into the occupied hotel room. Authorities are pursuing charges against the male suspect and are actively searching for him. His name has not been released.

The investigation remains ongoing, and anyone with information is encouraged to contact the Salina Police Department&nbsp;(785) 826-7210.

Salina Police Department (SPD) officers are investigating a series of connected shoplifting incidents that occurred on December 13, involving a coordinated theft targeting Dick’s Sporting Goods and Old Navy in Salina. SPD Captain James Feldman said the suspects stole over $1,800 worth of merchandise before fleeing the area in a vehicle with Texas license plates. One suspect was arrested in Manhattan, Kansas, while two others remain at large.

The first reported shoplifting incident occurred at Dick’s Sporting Goods, 2450 South Ninth Street, just after 4 p.m. Store employees reported that three individuals—a Black female, a second Black female estimated to be around 30 years old, and a Black male between 28 and 30 years old, approximately 6’1” entered the store. 

Feldman said witnesses observed one female loading clothing into a shopping cart while the male carried an armful of items. When the first female pushed the cart toward the exit without paying, the others followed her. The trio left the scene in a gray or silver Kia SUV with Texas license plates, stealing more than $1,300 worth of merchandise.

Earlier that same day, between 3:20 p.m. and 3:45 p.m., a similar group was spotted at Old Navy, 2259 South Ninth Street, inside the Central Mall. Employees reported that one female carried a large quantity of clothing still on hangers while the male held an Old Navy shopping bag filled with items. The suspects ignored employees’ presence and walked out without paying, stealing approximately $500 worth of merchandise.

Following the Dick's Sporting Goods theft, SPD issued an attempt-to-locate alert for the vehicle. Riley County Police Officers later stopped a vehicle matching the description SPD provided. RCPD officers linked the vehicle to additional thefts reported at stores, including Best Buy and Burlington Coat Factory in Manhattan, Kansas.

RCPD arrested 37-year-old Alonzo Lax Jr. of Topeka at 8:47 p.m. on December 13 at 400 Third Place in Manhattan. He faces charges including shoplifting, theft of property worth $1,500 or less, and possession of a stimulant. The two female suspects involved remain at large.

SPD continues investigating the incidents and encourages anyone with information to contact them at&nbsp;(785) 826-7210.

The Kansas Department of Transportation has added new features to the KanDrive road and weather information website and mobile app in an effort to improve safety and create an enhanced travel experience for drivers across the state. &nbsp;&nbsp;

The new interactive navigation features were developed as part of the U.S. 83 Advanced Technology Project currently underway, and most will be available for use statewide. The U.S. 83 Corridor Project extends from the southern Finney County line to the northern Thomas County line.

KDOT enhances KanDrive with new safety and travel features for drivers

Members of Kansas’ congressional delegation celebrated the federal government’s decision Monday to remove a proposed electric transmission line route from a program offering assistance for power infrastructure projects.

The U.S. Department of Energy earlier this year announced a list of preliminary “<a href="https://www.energy.gov/gdo/national-interest-electric-transmission-corridor-designation-process" target="_blank">National Interest Electric Transmission Corridors</a>” to offer financial assistance and permits to transmission line builders in areas with little infrastructure.

One of the&nbsp;<a href="https://kansasreflector.com/2024/09/27/transmission-line-developer-asks-for-narrower-corridor-through-kansas-nearby-states/">corridors the agency initially proposed</a>&nbsp;was the&nbsp;<a href="https://missouriindependent.com/tag/grain-belt-express/" target="_blank">Grain Belt Express</a>, a 5,000-megawatt transmission line expected to run from Kansas to Indiana proposed by Chicago-based Invenergy. The Grain Belt route was dropped from the program when the Department of Energy&nbsp;<a href="https://www.energy.gov/gdo/articles/biden-harris-administration-announces-three-high-priority-areas-advancing-national" target="_blank">narrowed the proposed corridors Monday</a>.

U.S. Sen. Roger Marshall, a Kansas Republican, said the program “represented a dangerous overreach of federal authority,” and on Monday took credit for the Department of Energy’s removal of the Grain Belt route.

“We are glad to report that we won this battle, and Kansans voices were heard at the highest levels,” he said.

But the Department of Energy’s decision Monday will not keep the Grain Belt Express transmission line from being built. While the agency’s program helps obtain permits for transmission projects that can’t get state approval, Invenergy has already obtained state approvals for Grain Belt.

“This designation was not required for the project to continue to advance toward construction,” said Patrick Whitty, senior vice president of public affairs for transmission at Invenergy.

Whitty said in a statement that Invenergy, too, asked that the Grain Belt route be removed from consideration for the Department of Energy program and was pleased the agency listened.

Grain Belt Express is expected to run from southwest Kansas&nbsp;<a href="https://missouriindependent.com/2022/07/11/grain-belt-express-announces-expansion-that-means-more-clean-energy-for-missouri/" target="_blank">carrying renewable energy through Missouri</a>&nbsp;and Illinois before ending at the Indiana border. To do so, the line has to cross thousands of properties and needs easements on landowners’ properties across three states.

Invenergy says it has obtained the vast majority of those easements through voluntary negotiations with landowners. For the rest, the project was granted the right of eminent domain, a legal mechanism that allows utilities and governments to take land or easements from unwilling landowners and compensate them.

Grain Belt’s&nbsp;<a href="https://missouriindependent.com/2022/06/08/missouri-governor-to-sign-compromise-legislation-after-efforts-to-stymie-grain-belt-express/" target="_blank">ability to use eminent domain has drawn the ire</a>&nbsp;of Republican lawmakers and farm groups who&nbsp;<a href="https://missouriindependent.com/2021/04/19/grain-belt-transmission-line-forges-ahead-amid-landowner-lawmaker-pushback/" target="_blank">fought to undermine the project at the Missouri General Assembly</a>&nbsp;for years.

Now federal lawmakers from Kansas, including Marshall, Sen. Jerry Moran and Rep. Tracey Mann are railing against the project.

Mann called Monday’s announcement a “huge win for Kansans.”

“Kansans made it clear from the very beginning that we were not interested in the federal government seizing our private land,” Mann said.

Moran said the decision to allow projects like Grain Belt Express “should be left up to Kansans, not Washington.”

In Missouri, U.S. Sen. Josh Hawley has taken issue with a $4.9 billion&nbsp;<a href="https://www.energy.gov/lpo/articles/lpo-announces-conditional-commitment-grain-belt-express-construct-high-voltage-direct" target="_blank">loan the Department of Energy offered to the Grain Belt project</a>.

<a href="https://www.hawley.senate.gov/wp-content/uploads/2024/12/Hawley-Letter-to-Biden-Energy-Department-re-Grain-Belt-Express.pdf" target="_blank">Hawley wrote a letter</a>&nbsp;to U.S. Energy Secretary Jennifer Granholm saying the Grain Belt line will wreak havoc on landowners.

“Your decision to commit funding to the Grain Belt Express via conditional loan comes after repeated refusals to engage with my constituents,” Hawley said, “who live in constant fear of their land being confiscated.”
