Saline County Jail Activity, Dec. 22

A Salina woman sought help by running through the streets of town after receiving multiple injuries from 26-year-old resident Deshawn Gosha.

According to Salina Police Department Capt. James Feldman, officers reported to the 1000 block of Johnstown Avenue at around 6 a.m. on Wednesday, Dec. 2, where they located a 31-year-old Salina woman yelling for help.

A Salina woman sought help by running through the streets of town after experiencing domestic abuse from 26-year-old resident Deshawn Gosha.

"During the investigation, she did have some minor injuries and would later be transported to the hospital for evaluation," Feldman said.&nbsp;

The woman reported that between 10:30 p.m. on Tuesday, Dec. 19, and just before 6 a.m. on Dec. 20, a known subject battered her throughout the evening.&nbsp;

Feldman said the suspect, Gosha, forcefully took the victim's cellphone and bag while battering her. The victim also reported that Gosha threatened her with a weapon and choked her.

SPD officers located Gosha later that day and arrested him for aggravated robbery, criminal threat, aggravated assault with a deadly weapon and two counts of aggravated battery.

The Salina Police Department encourages residents to always lock their cars as they enter or leave locations due to a string of car thefts in town.

At around 6 a.m. on Wednesday, Dec. 20, a 19-year-old Salina woman reported her 2013 Ford Focus stolen from the Kwik Shop at 2003 S. Ohio St. after leaving it running and unlocked outside the business.

"[She] went into the store, and then a white male exited the store and ended up stealing the vehicle," said SPD Capt. James Feldman. "An officer located it in the area of 657 Fairdale at the Kwik Shop and attempted to stop the vehicle. A pursuit occurred that led out into the county."

Feldman said due to the danger of pursuing someone on a dirt road, the officer decided to terminate the chase. The estimated cost of the vehicle is $7,000.

SPD lost track of the stolen vehicle after terminating the chase, but yesterday, law enforcement authorities in Dickinson and Ottawa counties contacted SPD with news of the car thief's arrest. Feldman said the Kansas Highway Patrol was also involved.

On Wednesday, Dec. 20, at an undisclosed time, law enforcement in Junction City spotted the stolen car and pursued the vehicle into rural Dickinson County.

Feldman said the law enforcement authorities involved in the chase did not provide much information on the pursuit. KHP troopers arrested 31-year-old Salina resident Bradley Jameson for multiple traffic violations, flee and elude and two counts of felony theft.

Feldman said the status of the stolen vehicle is unknown to SPD since KHP is handling the car.

After a nearly unanimous decision, Salina City Commissioners voted to make the city’s newly updated website the official “newspaper” of Salina, with additional notices to be published in Salina311. 

Monday’s vote to move legal notices online was widely anticipated by the public following the commission's decision to “charter out” of the Kansas Statute back in Aug. By chartering out, the city is able to list its own city website as the official city “newspaper.” 

Salina Assistant City Manager Shawn Henessee said although Kansas statutes require a designated newspaper, the criteria are inconsistent.  

“There are certain criteria that have to be met for an official city newspaper. However, those statutes are not uniform, and therefore the city had the option of adopting a charter ordinance,” Henessee said. “That charter ordinance was adopted, and because the 60-day protest period has expired. The city has the option of designating its website to be the official city newspaper.”

City Manager Mike Schrage said because of the lack of uniformity, commissioners would have the option to designate a print publication for certain notices.&nbsp;

“If it is required to be published in the official city newspaper that will be published on the website and if it's required to be published in either newspaper of general circulation or just generally published, the city would pay to publish that in a print media of your choosing,” Schrage said. 

Historically, print notices from the city were published in the Salina Journal. For cost-saving reasons, the city decided to explore switching from print to digital publishing. 

According to Henessee, The Salina Journal charged the City of Salina $14.38 per inch as of Aug. 1. Salina311 charges only $6 per inch. Henessee said the city paid $37,258 in 2023, $42,000 in 2022 and $53,600 in 2021 for notices.  

The resolution ultimately passed 4-1 with Commissioner Karl Ryan voting against the resolution.  

“I agree with making the official city newspaper, the city's website, but when it comes to the choice of the two [Salina311 vs Journal], I prefer the traditional paper,” Ryan said.  “The Journal is published six days a week and I feel like the content of The Salina Journal is in a more traditional journalistic style where both sides of an issue are examined.”  

Commissioner Greg Lenkiewicz, who voted in favor of the resolution, said he had nothing against the Salina Journal. 

“What we're publishing would be available free to the public on Salina311. It’s locally owned, and it has a lot more local news that resonates with me a bit more,” Lenkiewicz said. “I grew up with The Salina Journal. I mean, I have nothing against the publication. It just is not the publication that it used to be.”

Salina City Commissioners name its own website as official 'newspaper'

Beginning Tuesday, Jan. 2, the Kansas Department of Transportation will begin work to replace the bridge K-156 over Oak Creek, about 1 mile northeast of K-140 in Ellsworth County.

During construction, K-156 will be closed over Oak Creek and motorists will be directed to detour on K-140 and K-111. See below map for the project location and detour route.

King Construction Company Inc. and Subsidiaries of Hesston is the prime contractor and has scheduled this $1.9 million project to be completed by August 2024, weather permitting.

Bridge replacement to begin next week in Ellsworth County

During the early morning hours on Tuesday, a Salina man drove through a residential fence and into a house after experiencing a medical emergency behind the wheel.

According to Salina Police Department Sgt. Chad McCary, the driver lost control of his maroon 2012 Ford Fusion around 6:45 a.m. at the 300 Block of South Ohio Street while traveling southbound. 

The driver then struck an Evergy power pole, partially destroyed a fence and struck a residence at 1101 Stack Ave. When the driver hit the power pole, it ripped electrical lines from the house and a neighboring home.

"He just had a minor injury to his ankle," McCary said. "It looks like he was transported to the hospital, but it was probably related to the medical problem versus the actual injury."

The crash caused significant damage to the vehicle and partially destroyed the residence's fence, but the house did not receive much damage. 

McCary said officers were unsure if anyone was home at the time of the wreck with the house, but officers did not report any injuries from the home.

Early morning wreck into Salina residence caused by medical emergency

No sanitation collection will occur on Monday, December 25, or Monday, January 1. During both weeks, there will be a one-day delay in collection, with the regular schedule resuming Monday, January 8.

The General Services Office, Household Hazardous Waste Facility and the Salina Drive-thru Recycling Center will be closed Monday and Tuesday, December 25 and 26, and Monday, January 1, with normal hours of operation resuming Wednesday, December 27 and Tuesday, January 2, respectively.

The Landfill will be closed Monday, December 25 and Monday January 1, with regular operating hours resuming Tuesday, December 26 and Tuesday, January 2, respectively.

SALINE COUNTY—A small earthquake shook portions of central Kansas Thursday morning.

 According to the Kansas Geological Survey, the 3.5 magnitude earthquake was centered approximately four miles east of Assaria in southern Saline County at 5:45 a.m.&nbsp; The quake measured 3.1, according to the U.S. Geological Survey.

Social media posts show that the earthquake was felt as far south as north of Canton in McPherson County. Just after 7a.m., the Saline County Sheriff's office reported no calls about the quake, no damage or injuries have been reported. 

On November 10, a 4.0 magnitude quake was centered near Bennington just north of Saline County.

MANHATTAN, Kan. — Wheat farmers, grain trade representatives and state and national wheat organization staff members got to walk a figurative mile in the shoes of their end-use customers this month during a flour milling short course at the IGP Institute at Kansas State University.&nbsp;

The IGP Institute organizes this course annually as a deep dive into milling and baking processes. This year’s course, conducted December 11-13, 2023, was designed to give wheat growers and industry personnel training in the basic principles of flour milling and a greater understanding of the relationship between wheat quality and flour performance. Eighteen participants representing seven states participated in this year’s course. They got a firsthand look at the ins and outs of what it takes to take wheat from the kernel to the loaf or other wheat food product.&nbsp;

Chris Tanner, vice president of the Kansas Association of Wheat Growers and a farmer from Norton, Eric Sperber, CEO of Cornerstone Ag in Colby, who serves as an industry representative on the KAWG board, and Kansas Wheat Vice President of Communications Marsha Boswell participated in the short course. Farmers from Idaho, Oregon, North Dakota, Oklahoma and Montana, representatives from national wheat organizations, as well as wheat breeders from South Dakota also attended the course, providing each other with a unique viewpoint of the quality needs throughout the wheat and flour supply chain.

“From a grower’s perspective, wheat is wheat. I took it for granted,” Tanner said. “I thought you just ground it into flour and made bread. That was definitely oversimplified. Most people have a mindset that you run it through the mill once, but I didn’t know it went through so many breaks.”

In addition to classroom lectures, the course included hands-on practical training in K-State’s milling and baking laboratories. The group members learned about the milling differences in the six classes of wheat, principles of wheat cleaning and conditioning, an explanation of major milling equipment and the process of wheat and flour blending, as well as the impact of grade, wheat quality characteristics and mill performance on flour extraction. At the milling laboratory in Shellenberger Hall on the K-State campus, the participants divided into groups to mill all six classes of U.S. wheat.&nbsp;

“There’s an intricate process to get every last piece of flour extracted to get a decent margin,” Tanner said. “The flour miller’s margin is thin, like the farmer’s. The things we do on the farm impact the mill’s bottom line.&nbsp;

“There are people every step along the way that care about getting the best product to the consumer. Everyone along the industry chain is trying to bring the highest quality product to market,” he said.

At the Hal Ross Flour Mill, attendees walked through the machinations and process of an actual flour mill and learned about the various products a mill can produce.&nbsp;They milled both hard red winter and soft white wheat in the mill.

“Having been in the wheat trading business for 30 years, I found the course to be enlightening,” Sperber said. “The milling side of the course really resonated with me. It was helpful to see the dynamics of the milling process. Milling wheat into flour is much more complex than just grinding the seed. My anticipation was that you ran the wheat through the mill once and you had bran, germ and flour. I had no concept of the streams it went through to maximize the endosperm.”

In the baking lab, attendees also learned about the different flour and dough testing methods that end-use customers use to evaluate the quality and functionality of each load of wheat. They also participated in baking tests to see the variation in products like bread, cakes and cookies when using different classes of wheat.&nbsp;

“The classroom instruction on the baking and flour qualities was interesting,” said Sperber. “I didn’t know about the care of trying to not damage the starch from the baking side of it.”

Tanner agreed, saying, “When you buy a bag of flour, you think it’s flour. I learned about the different flours made from the classes of wheat. In the baking lab, I didn’t get the flour I needed to make a loaf of bread, so instead I made a brick.”

Ultimately, the short course pulls back the curtain on the technical aspects of how differences in wheat class and qualities impact the final product on a consumer’s plate. The farmers and staff who attended the course left with valuable knowledge of how to better meet the needs of their customers.&nbsp;

Wheat Scoop: Wheat leaders take a deep dive into milling and baking during K-State short course

Kansas roads will soon be busy with holiday travelers going to and from their destinations for the holidays. The Kansas Highway Patrol, along with other law enforcement agencies across the state will be on the roadway to ensure the safety of motorists across the state.

Before hitting the road, the Patrol encourages motorists to plan ahead and take the following into consideration:

• Plan your travel route and communicate this to your family in case you are involved in a crash or experience mechanical problems with your vehicle.

• Make sure your vehicle is in good working order. Check tires’ tread depth and air pressure, vehicle fluids, and mechanical equipment including the exhaust system.

• When you leave, start with a full tank of gas and a fully charged phone.

• Dress for the weather. If you plan to travel in cold weather, make sure you have a coat in the vehicle and warm shoes.

• The vehicle should also be stocked with beneficial items such as bottled water, blankets, non-perishable food, first aid kit and a flashlight with extra batteries. 

• We are in the peak time for car-deer crashes. Watch for deer, and if you see one, remember they seldom travel alone.

KHP shares travel tips ahead of the busy holiday season 

For a community with more than 150 years of history, many see Brookville as not an old, dusty town but a piece of the Kansas timeline and home to generations of families.

In 2021, about a dozen community members teamed up and began the Brookville Community Foundation, or BCF, to continue the tiny town's legacy.

"A few of the community members got together and saw a need for the community to start doing things for itself and making some improvements," said BCF Board President Jessica Kindlesparger. "I think, honestly, the community is so devoted to staying."

The community-led coalition also organized with the Greater Salina Community Foundation, utilizing many of their resources to start the group.

BCF has already spent almost $250,000 through new welcome signs, community clean-ups and the Ell-Saline Football Scoreboard.&nbsp;

The next project's first phase would more than double the foundation's impact on the community.

Situated on West Old Highway 40, also known as Noble Street, the Rose Walter Park greets many Brookville visitors on their way into town.&nbsp;

According to Kindlesparger, BCF worked with the City of Brookville to require the property from Union Pacific Railroad last year, and preparations for the project immediately began.

Due to the project's large scale, Kindlesparger said the board decided to split the project into three phases, with phase one starting with swathing improvements to the restrooms and current park equipment.

BCF Vice President Jenni Jones said the board did not want to start the project without input from the community first.

"We formed a small park committee where several moms that have children of all ages — college, high school, middle age, and then very young — gave us their input, and we took that back and decided exactly what we wanted," Jones said.

"That park is just in dire need of an update. We have some real safety and accessibility issues," Kindlesparger said. "There was some equipment donated probably 10 years ago, which is wonderful, and we want to continue to use that equipment, but we really need to update."

After identifying the upgrades for the park, the cost climbed to $255,000 to include the new construction and equipment.

Phase one of the Brookville Park Project includes new ADA-compliant restrooms, inclusive preschool play equipment, new swings, improvements for the basketball court, sidewalks, street lights and a safety fence between the park and the highway.

The second phase plans a future splash pad in the park, and the third would construct a large community center for residents to use. BCF will determine the cost of these subsequent phases after completing the first.

"We're fundraising," Kindlesparger said. "We're applying for grants right now. Plans have been drawn, and we've got architectural renderings."

Currently, BCF has raised $50,000 for the project as a match for the first $50,000 to the project. Community members who want to donate to the project can purchase a memorial brick or make donations to BCF directly by visiting its <a href="https://www.facebook.com/brookvillecommunityfoundationfund">Facebook page online</a>.

"I think, honestly, the community is so devoted to staying."The community-led coalition also organized with the Greater Salina Community Foundation, utilizing many of their resources to start the group.BCF has already spent almost $250,000 through new welcome signs, community clean-ups and the Ell-Saline Football Scoreboard.&nbsp;The next project's first phase would more than double the foundation's impact on the community.<figure>

Brookville Community Foundation aims to upgrade town park next

By SALINA POST Just in time for the holiday season and following the official announcement of their retirement, Ken and Alice Robson are pleased to announce that Olivia and Trent Stevenson, owners of Raised Rustic, will acquire the downtown treasure Robson’s Card &amp; Gift Shop, 211 N. Douglas Avenue, Ellsworth, effective February 2024.&nbsp;

Ken and Alice celebrated 40 years of ownership of Robson’s Card &amp; Gift Shop this summer, and officially announced their desire to retire and locate a passionate and energetic owner to purchase the storefront to continue to serve the community. At the same time, Olivia Stevenson&nbsp;was seeing&nbsp;that her current location at 108 E 1st&nbsp;was in need of&nbsp;an expansion due to a growing customer base and demand for additional inventory.

This exciting expansion will come with some changes to the staples the community has seen under the ownership of Ken and Alice. Hallmark cards,&nbsp;stationery, boxed cards, gift wrap, and Melissa &amp; Doug toys will still be available under Olivia and Trent’s new ownership. Gold Crown Keepsakes and other proprietary&nbsp;Gold&nbsp;Crown products will no longer be available due to franchise requirements. Office supplies will no longer be available, but the&nbsp;dry cleaning&nbsp;service will continue.

Ellsworth Hallmark store to change owners in 2024

Fragments of colorful glass littered the paint-stained tables of the Salina Art Center Warehouse for the last few weeks while students chipped and shaped glass for mosaic designs.

Art Center Director of Education Darren Morawitz led a glass mosaic art class in December, encouraging students to learn from the unique art medium for their own practices.

"I think every medium benefits the next medium," Morawitz said. "If you're a drawer, you can apply drawing skills to the mosaic, and mosaic skills help you break things down into shapes and become a better drawer."

Morawitz said he enjoys practicing multiple mediums as an artist and found that it helped him continue improving his art.

"All those little intricate plays back and forth between mediums help you grow as a creative person," Morawitz said.

The Art Center Warehouse regularly hosts art classes, where local artists can learn or teach any medium from ceramics to collage.

Morawitz usually works with two-dimensional art mediums but enjoys learning and teaching various creative mediums. He began the class by introducing the mosaic design process on Dec. 7.

Glass mosaics are made by placing glass pieces onto another canvas and then using grout or paste medium to lock those pieces in place.

The class met once a week for three weeks, and on the second week, students and Morawitz were cutting out glass shapes and lining them up to the wooden canvas.

A student participating in the class, Kristy Yenkey, is a fabric artist and decided to sign up for the mosaic class to learn some new techniques.

Yenkey decided to make a mosaic piece from leftover scraps of cut glass, challenging herself to use the elements uniquely.

"I'm enjoying the design process the most," Yenkey said. "I had this all laid out last time, and it's a little different because it shifted in flight, so I'm having fun with it now."

Yenkey said she didn't mind that the pieces shifted since it brought a new perspective to her art, which she loves as part of the artistic process.

"When you try different things, it's really a source of happiness," Yenkey said.

Her pieces of glass clattered as she placed them on the board, preparing the final design for the grouting phase the following week. 

She encouraged other artists to try new types of art at any point in their careers and to participate in their local art communities.

"Sometimes, a blank canvas is difficult, but creating is a wonderful process," Yenkey said. "Just expose yourself to all sorts of avenues of art. It's not always an easy step, but maybe just allow yourself the freedom to pursue something different."
