Saline County Jail Bookings, May 28

Members of the Saline County Community and friends of the W. Kreps American Legion Post 62 honored our nation’s &nbsp;fallen heroes during a Memorial Day Ceremony on May 27 at the Salina-Saline County War Memorial in Sunset Park.

<a href="https://www.dla.mil/About-DLA/News/News-Article-View/Article/2697347/dla-indo-pacific-bids-farewell-to-military-deputy-commander/">U.S. Army Ret. Col. Julia Bell</a>, who, in 2021, made significant contributions as the Defense Logistics Agency Indo-Pacific Military Deputy Commander, spoke to more than 100 attendees dressed in red, white and blue.&nbsp;

Bell is a Salina native and Salina South High School graduate.

Bell, the daughter of Sgt. Maj. Eldrige, retired, and Thanh Thuy Bell, of Salina. Bell attended the U.S. Military Academy at West Point and was commissioned in the U.S. Army Transportation Corps in June 1996.

The soldier behind Legion Post 62's name,&nbsp;<a href="https://www.honorstates.org/profiles/136883/">Leslie W. Kreps, was a fallen soldier of World War I</a>. He was buried in Romagne, France, and was awarded a Purple Heart and Victory Medal for his military deeds.

Salina City Mayor Bill Longbine said he was pleased with the turnout for the ceremony.

“We ordered some City Commission weather,” Longbine said. “ The turnout really shows the Salina community cares about the fallen who gave their lives.”

Longbine said his father, Dee Longbine was on the committee that was responsible for bringing the first war memorial monument to Sunset Park.&nbsp;

Three years after the Civil War ended, on May 5, 1868, the head of an organization of Union veterans — the Grand Army of the Republic (GAR) — established Decoration Day as a time for the nation to decorate the graves of the war dead with flowers. 

Maj. Gen. John A. Logan declared it should be May 30. It is believed the date was chosen because flowers would be in bloom all over the country. The first large observance was held that year at Arlington National Cemetery, across the Potomac River from Washington, D.C. 

The ceremonies centered around the mourning- draped veranda of the Arlington mansion, once the home of Gen. Robert E. Lee. Various Washington officials, including Gen. and Mrs. Ulysses S. Grant, presided over the ceremonies.

After speeches, children from the Soldiers’ and Sailors’ Orphan Home and members of the GAR made their way through the cemetery, strewing flowers on both Union and Confederate graves, reciting prayers and singing hymns.

Local springtime tributes to the Civil War dead already had been held in various places. One of the first occurred in Columbus, Miss., on April 25, 1866, when a group of women visited a cemetery to decorate the graves of Confederate soldiers who had fallen in battle at Shiloh. 

Nearby were the graves of Union soldiers, neglected because they were the enemy. Disturbed at the sight of the bare graves, the women placed some of their flowers on those graves, as well. 

Today, cities in the North and the South claim to be the birthplace of Memorial Day in 1866. Both Macon and Columbus, Ga., claim the title, as well as Richmond, Va. 

The village of Boalsburg, Pa., claims it began there two years earlier. A stone in a Carbondale, Ill., cemetery carries the statement that the first Decoration Day ceremony took place there on April 29, 1866. Carbondale was the wartime home of Gen. Logan. 

Approximately 25 places have been named in connection with the origin of Memorial Day, many of them in the South where most of the war dead were buried.

Official Birthplace Declared In 1966, Congress and President Lyndon Johnson declared Waterloo, N.Y., the “birthplace” of Memorial Day. 

There, a ceremony on May 5, 1866, honored local veterans who had fought in the Civil War. Businesses closed and residents flew flags at half-staff. Supporters of Waterloo’s claim say earlier observances in other places were either informal, not community-wide or one-time events. By the end of the 19th century Memorial Day ceremonies were being held on May 30 throughout the nation. 

State legislatures passed proclamations designating the day, and the Army and Navy adopted regulations for proper observance at their facilities. It was not until after World War I, however, that the day was expanded to honor those who have died in all American wars. 

In 1971, Memorial Day was declared a national holiday by an act of Congress, though it is still often called Decoration Day. It was then also placed on the last Monday in May, as were some other federal holidays.

Beginning in late May and continuing for much of June, residents of northwest Kansas may see a low-flying helicopter towing a large hexagonal frame. This unusual arrangement is part of a project to map groundwater conditions in the Ogallala aquifer in Northwest Kansas Groundwater Management District No. 4.

Thanks to funding from the Governor’s Office and the Kansas Water Office, GMD4 and the Kansas Geological Survey, working with Aqua Geo Frameworks LLC of Fort Laramie, Wyoming, have planned the helicopter flights to develop a better understanding of the Ogallala aquifer. AGF has performed more than 20,000 miles of similar airborne electromagnetic surveys in Nebraska, Colorado and Wyoming, but this will be the first of its kind flown in Kansas.

Scientific equipment will hang below the helicopter 100 to 200 feet above ground. The equipment is designed to map geologic structures and groundwater resources to depths of approximately 1,000 feet below land surface. The helicopter will be flown at about 50 mph by pilots who are specially trained for low-level flying and have a great deal of experience with airborne electromagnetic surveys. Flights will not occur over residential areas and other buildings, livestock feeding operations or wind turbines.

The Ogallala aquifer is the major water resource for agricultural, industrial and municipal use in GMD4. Intensive pumping of the aquifer over the last 60-plus years has resulted in large groundwater level declines in Sherman, Thomas, Sheridan and Cheyenne counties. The information obtained in these flights will allow GMD4 and the Kansas Geological Survey to better assess the nature and continuity of water-yielding materials in the aquifer.

Those who attended Salina Public Library’s Summer Kickoff Party on Friday evening were the first to hear Director Melanie Hedgespeth and Assistant Director Amy Adams unveil the Re-Imagining Our Library Youth Services Capital Campaign.&nbsp;

“We couldn’t think of a better time to unveil this project because it will make the transformation of the library’s Youth Services department possible and if you are here today we know you understand the value of the library for children and teens,” Hedgespeth said during the announcement

The project will include the addition of a youth programming room, an additional meeting room, a nursing room for mothers, a dedicated teen space, upgrades to bathrooms and more improvements throughout the lower level of the library. This space was last renovated 27 years ago in 1997. Since then, the space has faced wear and tear while technology, programming and the community have continued to grow and evolve.&nbsp;

Salina Public Library understands that they play a pivotal role in the lives of youth in Saline County. From the educational programming to the after-school snacks, they have been a safe and welcoming space for children and families for years. They provided 9,553 school library cards to students, delivered 3,940 items to local childcare providers, hosted nearly 715 youth and teen programs and so much more just in the last year. With the remodel of Youth Services, they aim to create a space that better serves patrons for years to come.&nbsp;

The estimated cost of the project is $3.6 million dollars, of which $1.2 million dollars has already been donated. The library has invested half a million dollars of its budget and is calling on the community to help this project become a reality.&nbsp;

Salina Public Library announces capital campaign for youth services remodel

The journey from a potential genetic cross to the latest released wheat variety requires years of testing by public and private wheat breeders. They keep their eye on every aspect of agronomic performance&nbsp;from&nbsp;disease resistance to standability. Equally important is the partnership between wheat breeders and the Wheat Quality Lab at Kansas State University. Researchers at the lab help streamline the wheat breeding process by ensuring only lines with acceptable or superior milling and baking performance become the varieties Kansas wheat producers eventually plant and harvest.&nbsp;

“Agronomic performance and end-use quality are both critically important when selecting wheat varieties for commercial production,” said Aaron Harries, Kansas Wheat vice president of research and operations. “Supported by the two-penny-per-bushel wheat checkoff, the Kansas Wheat Quality Lab provides breeders, researchers and producers with the information they need to select which wheat lines to advance and which varieties to grow.”

Breeders like Guorong Zhang, K-State wheat breeder based at the K-State Agricultural Research Center in Hays, create about 800 new experimental lines each year - the critical step in a decade-long research process.&nbsp;However, not all of these lines have acceptable flour and baking qualities. Early sorting of which lines do or do not meet those standards saves time and cost for further testing down the road.&nbsp;

“Quality is an important trait for breeders; we don’t want to release a variety with poor quality,” Zhang said. “Thanks to the lab, they can evaluate all our advanced breeding lines. Based on the lab testing, we can see the lines with poor quality, and we will not continue those lines.”

The Kansas Wheat Quality Lab&nbsp;annually&nbsp;tests 350 to 400 advanced lines from the K-State wheat breeding programs.&nbsp;It takes until year five in the breeding program to have enough seed to run preliminary quality tests like protein content and mixograph. But, as lines go through more field testing, more seeds are harvested from each line, allowing for more extensive quality evaluations.&nbsp;

“Breeders can select for factors that determine agronomic performance, but milling and baking performance has to&nbsp;be tested&nbsp;in the lab,” said Yonghui Li, director of the Wheat Quality Lab.&nbsp;“These tests require specialized equipment&nbsp;along with training&nbsp;and experience to determine milling and baking quality.”

A sample consists of 1,000 grams of wheat. The lab first looks at the sample using near-infrared (NIR) spectroscopy technology. These tests allow researchers to examine protein quantity and test the moisture content of the grain.&nbsp;

Researchers then temper the grain - or add a little bit of water to help make the milling process easier. Then, the sample&nbsp;is milled&nbsp;to separate the bran - the external coating of the wheat kernel - from the endosperm - the white part of the wheat kernel that becomes white flour. This resulting flour sample&nbsp;is tested&nbsp;too&nbsp;- looking at color and how much flour can&nbsp;be produced&nbsp;from the sample - the higher the amount, the better for millers.&nbsp;

The testing then progresses to looking at protein quantity and quality and dough properties. Tests like the mixograph and farinograph determine dough-mixing properties like water absorbance, mixing stability and more.&nbsp;

The final step is to take the flour, add water, yeast, sugar and salt and bake a pup loaf of bread, following standard protocols. Researchers then examine the quality of that bread - from the volume of the loaf to the crumb.&nbsp;

The combined results of these tests&nbsp;are given&nbsp;back to K-State wheat breeders, who use the information to help determine which lines to advance in their breeding programs. The milling and baking tests&nbsp;are repeated&nbsp;each year as lines are in the advanced stages of the program, meaning by the time a variety is released, breeders have four to five years of quality data available.&nbsp;

In addition to experimental lines, the lab tests 30 to 40 samples each year as a final evaluation before they are released by public and private wheat breeders throughout the Great Plains.&nbsp;The results are submitted&nbsp;back&nbsp;to the Wheat Quality Council, which compiles the results into an annual report.&nbsp;

The&nbsp;main&nbsp;funding for the lab’s operations - necessary equipment&nbsp;maintenance along with a&nbsp;full-time staff member and a team of undergraduate student workers - comes from the Kansas wheat checkoff.&nbsp;In turn, the lab helps support the reputation of Kansas wheat as having high-quality wheat, creating more opportunities in domestic and international markets.&nbsp;

“With those checkoff dollars, we can evaluate quality each year and work with our breeders to create those best-performing varieties for Kansas,” Li said.&nbsp;“In turn, when producers choose varieties with better end-use quality, it improves&nbsp;the&nbsp;overall quality and marketability&nbsp;of Kansas wheat.”&nbsp;

 </figure>By OLIVIA BERGMEIER Lead Reporter - Salina PostStorms loom in the forecast again for much of the central Plains today, with National Oceanic and Atmospheric Administration Storm Prediction Center (NOAA SPC) meteorologists predicting 70 to 80 mph wind gusts, large hail and the possibility for tornadoes.National Weather Service Wichita (NWS Wichita) meteorologists predict that storms will reach the Saline County region between 7 and 10 p.m. today, while severe weather could begin as early as 4 p.m. across portions of Texas and Oklahoma.<figure>

 </figure>Salina experienced a chilly morning, with the Salina Regional Airport reporting a brisk 55.9 degrees at 5:53 a.m. and a dew point of 48.9 degrees."It was a pretty cool chilly morning, so it's going to take quite a while for the deep moisture to get up into the Salina area," said NWS Wichita Meteorologist Scott Smith. "I would say that after the seven or eight o'clock timeframe would be when you see any impacts, and most likely, the storms would develop off to the West and head toward Salina, so it could be even later than that."READ MORE:&nbsp;<a href="https://salinapost.com/posts/3969fc82-b07d-4d4e-885d-fe75a7799560">🎥UPDATED: Severe weather coverage May 19 — Salina Airport reports 100 mph winds</a>The city of Salina lies on the edge of the moderate-risk area defined by the NOAA SPC categorical outlook. Still, much of Saline County and south central Kansas have higher risks for damaging severe weather.Smith said that storms that may later reach the Salina region will likely begin as isolated storms in western Kansas but have the chance to congeal into a line of storms often referred to as a squall line, decreasing the chance of tornadoes.<figure>

 </figure>Although the threat of tornadoes decreases when isolated storms become a squall line, the danger of 80 mph straight-line winds and damaging hail remains a significant concern."You can't rule out a tornado even in that scenario, but tornadoes would be more likely early on, and then your strong, straight, damaging winds later as they hedge their way to the Salina region," Scott said.These squall lines often bring heavy rains alongside the large hail and strong wind gusts.&nbsp;Smith said that although meteorologists at the NOAA SPC and NWS Wichita have a medium level of confidence in which areas will see storms this evening, residents should prepare accordingly with at least two ways to receive weather information, like a smartphone and weather radio or any other combination of receiving weather information, and have an action plan for when severe weather hits.<figure>
