Russell highlighted in magazine for strategic location

Yesterday evening, a motorcycle crashed into the front of a pickup truck on Broadway Boulevard, fatally injuring the motorcycle's driver and severely injuring its passenger.

According to Salina Police Department (SPD) Sgt. Chad McCary, at about 6:52 p.m. on Wednesday, May 22, a 2020 black Chevrolet Silverado operated by Salina resident Cody Soukup attempted to turn left out of the Club Carwash parking lot in the 600 block of South Broadway Boulevard while another car tried to turn into that same parking lot. 

This caused traffic to build up in the right northbound lane of Broadway Boulevard.

"The motorcycle&nbsp;basically&nbsp;went up the left driving lane around the slower cars, and Mr. Soukup's vehicle edged out into the road and made basic contact, not heavy contact, with the motorcycle," McCary said. "The motorcycle, from the evidence on the road, tried to do an evasive maneuver to the left to avoid. The motorcycle braked but then&nbsp;basically&nbsp;fell over, and the momentum caused the motorcycle to scrape and slide across the pavement into the center turn lane — at that point, the motorcycle slid into the back of the white Dodge Neon."

The 2000 white Dodge Neon, driven by Jose Silva-Collazo, was waiting to turn into the Dollar General parking lot on the west side of Broadway Boulevard.

McCary said the motorcycle driver, 60-year-old Steven Moore, was transported to Salina Regional Health Center, where staff pronounced him deceased. The motorcycle passenger, 64-year-old Debra Dankenbring, suffered severe injuries, but staff stabilized her condition.

"We're investigating all aspects of this right now, but what we see is&nbsp;basically&nbsp;a failed yield on Mr. Soukup's part," McCary said.

Fatal motorcycle crash on Broadway Boulevard Wednesday evening

Hello and happy Thursday everybody, it’s Tyler Henry, back with another KINA Sports Update presented by Salina Regional Orthopedic and Sports Medicine.

On Wednesday the Kansas City Royals completed their second-straight sweep, rolling to a sixth-consecutive victory, as Cole Ragans allowed one hit in six innings and Freddy Fermin drove in three runs to lift the Kansas City Royals over the Tigers 8-3

Ragans struck out a career-best 12 while holding the Tigers hitless until Riley Greene’s two-out single in the sixth, Kansas City is now just a game and a half back of the Guardians for first place in the AL Central

More locally today will mark the official start of state baseball and softball tournaments across the state of Kansas, and four of our area teams will be playing for state titles in their respective classes!

In Class 5A Salina South and Salina Central both find themselves in the baseball bracket, as the 8-seeded Mustangs take on the top seed in Bishop Carrol at 11, and the 7-seeded Cougars battle Pittsburg at 3:30

In Class 4A the 2nd-seeded Abilene Cowboys will square off with Rose Hill at 3:30, that game will be broadcast for free on Salina Post

And on Salina Post you can also find Southeast of Saline softball’s opening round contest against the 3-seed in Frontenac at 5:00

NWS Wichita — holiday weekend weather outlook

WASHINGTON, D.C. — With Thursday scheduled as the day for the markup of the next five-year Farm Bill in the House Agriculture Committee, Kansas First District Congressman Tracey Mann went to the House floor to praise the initial product that he has seen thus far heading into the process.

Mr. Speaker, this is a week that farmers, ranchers, and agricultural producers in my state have long-awaited. The House Agriculture Committee will finally markup a five-year Farm Bill. I want to start by saying thank you to Chairman G.T. Thompson for leading the committee in developing a bipartisan, comprehensive, fiscally conservative Farm Bill that gives our farmers, ranchers, and agricultural producers the certainty they deserve.

Around this time last year, the Chairman and I hosted a Farm Bill listening session in the middle of a wheat field in my District. We heard from 150 Kansans about their priorities for a Farm Bill. They were clear—they need a Farm Bill that gives them certainty as they work day-in and day-out to feed, clothe, and fuel the world. The Farm, Food, and National Security Act does just that.

This Farm Bill strengthens the farm safety net and protects crop insurance. Agricultural producers in Kansas understand firsthand how important that is. In February 2021, Kansas had 13 consecutive days of below freezing temperatures which was a 40-year record. Our producers worked around the clock to protect their cattle and ensure they survived. Just last summer, drought and market conditions in Kansas caused producers to abandon the highest number of acres of wheat since World War One. Wheat farmers have seen a 35% decrease in production in the last year as a result. Mr. Speaker, the reality is Mother Nature is a very difficult business partner. One bad crop year could put the livelihood of our producers and their families at risk. This Farm Bill gives these hardworking individuals more certainty by strengthening the farm safety net, adjusting reference prices, and modernizing the Livestock Indemnity Program, dairy supports, and Conservation Reserve Program.

The committee’s Farm Bill also maintains American food independence and invests tax dollars in places we can see a return on those dollars. America is the freest country in the world, in part because we have never had to rely on another country to feed us. At the heart of that independence is agricultural research and innovation.

The Big First is home to some of the crown jewels of the animal health corridor—Kansas State University and the National Bio and Agro-Defense Facility. These institutions give the nation a scientific hub of world renown research. Kansas State University is conducting groundbreaking research into areas, including new heat-tolerant wheat varieties and higher yielding sorghum. The U.S. Department of Agriculture’s state-of-the-art National Bio and Agro-Defense Facility in Manhattan, Kansas, will conduct research into serious animal disease threats and be an important backstop in protecting our nation’s food supply. This work, and America’s continued ability to feed ourselves for generations to come, depend on a five-year Farm Bill that prioritizes food security as national security.

Mr. Speaker, this Farm Bill makes robust investments in the Market Access Program and Foreign Market Development cooperator programs that ensure our American producers remain in the international marketplace. It proactively addresses issues like deferred maintenance costs at land-grant institutions and the country’s veterinarian shortage before the problem gets worse.

I’ve been to this floor nearly thirty times to push for my priorities in the Farm Bill—to protect and strengthen crop insurance, promote trade programs that help America remain competitive and secure, conduct rigorous oversight of the executive branch to fight big government overreach, and invest in agricultural research at America’s land-grant universities.&nbsp;I’m pleased that the Farm, Food, and National Security Act does just that.

We need to pass a five-year, fiscally conservative Farm Bill long enough to provide certainty and short enough for Congress to respond to market changes. Farm Bills feed every corner of the nation from New England to the islands of Hawaii, both our coasts, down to the Gulf, and even the heartland of the country, including Kansas.&nbsp;American agricultural producers and consumers are counting on it. The legislation we markup this week will have ripple effects for the next half-decade. This body, and Congress, must use this legislation to address the concerns we have all heard over the last several years.

When we kicked off our Farm Bill listening session last year there were three combines parked behind us – John Deere, Case, and Gleaner. When you grow up on a farm, you’re born into a loyalty to one of these trusted American brands. They have different styles and features, but they are all designed to do the same thing – harvest. Our listening session that day, and the bill the House Agriculture Committee markup this week are no different. We all have different priorities and backgrounds, but we’re all here to do the same thing – harvest, work hard, and effectively churn out a product – the Farm Bill.&nbsp;American farmers, ranchers, and agricultural producers deserve it, America’s food and national security depend on it, and Congress must deliver it.

This Farm Bill is something our agricultural community can be proud of. It&nbsp;puts&nbsp;dollars in places where Americans&nbsp;can see&nbsp;a good return on&nbsp;their&nbsp;investment. It tightens budgets and reins in reckless spending that doesn’t serve taxpayers. Most importantly, this&nbsp;bill ensures that American farmers, ranchers, and agricultural producers can continue to keep us all fed, fueled, and clothed.&nbsp;The Farm, Food, and National Security Act&nbsp;is the first step in the right direction, and I look forward to this week’s markup.

It proactively addresses issues like deferred maintenance costs at land-grant institutions and the country’s veterinarian shortage before the problem gets worse.I’ve been to this floor nearly thirty times to push for my priorities in the Farm Bill—to protect and strengthen crop insurance, promote trade programs that help America remain competitive and secure, conduct rigorous oversight of the executive branch to fight big government overreach, and invest in agricultural research at America’s land-grant universities.&nbsp;I’m pleased that the Farm, Food, and National Security Act does just that.We need to pass a five-year, fiscally conservative Farm Bill long enough to provide certainty and short enough for Congress to respond to market changes. Farm Bills feed every corner of the nation from New England to the islands of Hawaii, both our coasts, down to the Gulf, and even the heartland of the country, including Kansas.&nbsp;American agricultural producers and consumers are counting on it. The legislation we markup this week will have ripple effects for the next half-decade. This body, and Congress, must use this legislation to address the concerns we have all heard over the last several years.When we kicked off our Farm Bill listening session last year there were three combines parked behind us – John Deere, Case, and Gleaner. When you grow up on a farm, you’re born into a loyalty to one of these trusted American brands. They have different styles and features, but they are all designed to do the same thing – harvest. Our listening session that day, and the bill the House Agriculture Committee markup this week are no different. We all have different priorities and backgrounds, but we’re all here to do the same thing – harvest, work hard, and effectively churn out a product – the Farm Bill.&nbsp;American farmers, ranchers, and agricultural producers deserve it, America’s food and national security depend on it, and Congress must deliver it.This Farm Bill is something our agricultural community can be proud of. It&nbsp;puts&nbsp;dollars in places where Americans&nbsp;can see&nbsp;a good return on&nbsp;their&nbsp;investment. It tightens budgets and reins in reckless spending that doesn’t serve taxpayers. Most importantly, this&nbsp;bill ensures that American farmers, ranchers, and agricultural producers can continue to keep us all fed, fueled, and clothed.&nbsp;The Farm, Food, and National Security Act&nbsp;is the first step in the right direction, and I look forward to this week’s markup.

Saline County — Today is the final day to submit budget questions via email

Monday's Memorial Day holiday brings with it local government closings.

City of Salina offices will be closed Monday in observance of the Memorial Day holiday.&nbsp;

On Monday, May 27, sanitation crews will maintain their regular collection schedule. However, please note the following adjustments to facility hours:

- The Household Hazardous Waste (HHW) facility, Salina Drive-thru Recycling Center (SDRC), and General Services office will be closed for the day.

Standard operating hours will resume as follows:

- HHW and General Services: Tuesday, May 30

City offices and facilities will resume their regular hours beginning Tuesday.

Additionally, there will not be a Salina City Commission meeting on Monday.

Saline County offices and facilities also will be closed Monday. County offices and facilities will resume regular hours on Tuesday.

The Salina Public Library also will be closed Monday and will resume regular hours on Tuesday.

Saline County Jail Bookings, May 23

Underneath the freshly painted dome ceiling of the newly-renovated Salina Art Center, surrounded by dozens of Salina residents and visitors, Art Center Executive Director Misty Serene told the crowd she held back tears as the community members poured in through the front door.

"Thank you everybody for being here. This is a wonderful crowd and such a great moment," Serene said. "The art center is something that this community believed in starting all the way back in 1978, and we would not be here today without our members and our community."

Serene said the community donated more than $1 million to the renovation project, entirely relying on local fundraising to complete the remodel.

Salina Area Chamber of Commerce Blue Coat Ambassadors, Executive Director Renee Duxler and board members joined in the celebration, touring the new kitchen and updated entrance.

Dresses featured at the <a href="https://salinapost.com/posts/5d1150dc-0c03-4bca-9ed6-229588bbff5a">Hammers and Heels Gala</a>, alongside pieces from local artists, decorated the walls during the reopening ceremony.&nbsp;

Eric Montoy, a past Salina Art Center board member, helped create and then painted the new sign decorating the building's entrance.

Salina Art Center celebrates Grand Reopening after community funded renovation

“Connecting makes a difference.” That may be the case at many levels, and today we will meet a rural-preneur who has found that statement to be true as she builds her business in rural Kansas.

Autumn Breault is the founder and owner of Autumn Fever Designs. Autumn grew up in Cloud County at the north central Kansas town of Clyde, population 694 people. Now, that’s rural – but there’s more.

Breault enjoyed art and creating beautiful things with her hands. She earned an associate’s degree in art from Cloud County Community College. “I had a friend in California and I was thinking of renovating a camper and going out to the west coast when I met Trask,” she said. Trask Breault is a local guy who works for the city of Concordia.

Autumn and Trask married and are now living at the nearby town of Jamestown. Autumn is working as a certified nurse’s assistant at the hospital in Concordia. She continues her interest in art.

“In one of my (college) classes, one assignment was to make up a business of our own,” Breault said. Her first art experience had been in abstract acrylics. She transitioned to making handmade jewelry and home décor creations.

For the class assignment, she developed a description of a business that would market her handmade products. Using her first name, she called it Autumn Fever Designs. The name stuck.

Breault dabbled in artwork, but a friend in California encouraged her to pursue it as a business. “She motivated me to do more,” said Breault, who established a website in 2018.

Today, Autumn Fever Designs is selling a variety of jewelry, macramé and personal items online and at craft shows and festivals. There are no “Made in China” products in her selection. One hundred percent of the items she sells are creations that she made herself. Breault specializes in handmade jewelry and home décor, particularly macrame.

“One of the things I like to say is that everyone should enjoy their own journey,” Breault said. “Why not own a pair of handmade earrings or macrame home decor to take along with you?”

“I like making my house cute. I enjoy helping other people do that too.”

Autumn Fever Designs offers jewelry such as necklaces and bracelets; macramé plant hangers, hat hangers, dog leashes and coasters; keychains’ hair barrettes; and more. One line of products features Dalmatian Jasper, which is a speckled stone. Another line includes an extensive offering of lightweight clay polymer earrings. Many of her products incorporate pearls, morganite or other gems.

Breault enjoys customizing products. “I absolutely love taking custom orders,” she said.

She can create unique items for weddings and other special occasions, or such things as gift boxes for a bridal party. The bridal collection features elegant clay earrings in an array of styles, colors and textures.

“Each pair is carefully designed to be comfortable and light weight,” Breault said. “I also offer 10 to18 carat gold plated jewelry paired with freshwater pearls.”

These luxury pieces, she said, are available in rings, bracelets, necklaces and earrings.

It’s an impressive record for a business based in the rural community of Jamestown, population 237 people. Now, that’s rural.

Breault has observed an interesting dynamic as she and Trask take her products to craft shows and festivals.

“The jewelry sells well online but the macramé does better in person,” Breault said. “I like interacting with people. Meeting people makes a connection that helps them see how they can use and enjoy these things.”

Connecting makes a difference. Autumn Breault has found that connecting with her customers helps find, design and create the right product for them.

Autumn grew up in Cloud County at the north central Kansas town of Clyde, population 694 people. Now, that’s rural – but there’s more.Breault enjoyed art and creating beautiful things with her hands. She earned an associate’s degree in art from Cloud County Community College. “I had a friend in California and I was thinking of renovating a camper and going out to the west coast when I met Trask,” she said. Trask Breault is a local guy who works for the city of Concordia.Autumn and Trask married and are now living at the nearby town of Jamestown. Autumn is working as a certified nurse’s assistant at the hospital in Concordia. She continues her interest in art.“In one of my (college) classes, one assignment was to make up a business of our own,” Breault said. Her first art experience had been in abstract acrylics. Using her first name, she called it Autumn Fever Designs. The name stuck.Breault dabbled in artwork, but a friend in California encouraged her to pursue it as a business. “She motivated me to do more,” said Breault, who established a website in 2018.Today, Autumn Fever Designs is selling a variety of jewelry, macramé and personal items online and at craft shows and festivals. There are no “Made in China” products in her selection. One hundred percent of the items she sells are creations that she made herself. Breault specializes in handmade jewelry and home décor, particularly macrame.“One of the things I like to say is that everyone should enjoy their own journey,” Breault said. “Why not own a pair of handmade earrings or macrame home decor to take along with you?”“I like making my house cute. I enjoy helping other people do that too.”Autumn Fever Designs offers jewelry such as necklaces and bracelets; macramé plant hangers, hat hangers, dog leashes and coasters; keychains’ hair barrettes; and more. One line of products features Dalmatian Jasper, which is a speckled stone. Another line includes an extensive offering of lightweight clay polymer earrings. Many of her products incorporate pearls, morganite or other gems.Breault enjoys customizing products. “I absolutely love taking custom orders,” she said.She can create unique items for weddings and other special occasions, or such things as gift boxes for a bridal party. The bridal collection features elegant clay earrings in an array of styles, colors and textures.“Each pair is carefully designed to be comfortable and light weight,” Breault said. “I also offer 10 to18 carat gold plated jewelry paired with freshwater pearls.”These luxury pieces, she said, are available in rings, bracelets, necklaces and earrings.Autumn Fever Designs website is&nbsp;<a href="http://www.autumnfeverdesigns.com/">www.autumnfeverdesigns.com</a>. Now, that’s rural.Breault has observed an interesting dynamic as she and Trask take her products to craft shows and festivals.“The jewelry sells well online but the macramé does better in person,” Breault said. “I like interacting with people. Meeting people makes a connection that helps them see how they can use and enjoy these things.”Connecting makes a difference. Salina Police Department (SPD) officers, Saline County Sheriff's Office deputies and Kansas Highway Patrol (KHP) troopers all assisted in a chase throughout town late Tuesday evening.&nbsp;

The driver, from Salina, reached speeds of 123 mph on Magnolia Road.

According to Saline County Sheriff Roger Soldan, at about 9:50 p.m., Tuesday, May 21, a sheriff's deputy saw a black 2005 Ford Mustang speeding northbound on Ohio Street. Once the deputy attempted a traffic stop, the driver continued, leading to a chase.

"The deputy was still trying to catch up with it and turned on the red lights, but the vehicle continued eastbound on Magnolia," Soldan said. "The vehicle made a U-turn on East Magnolia and went back westbound on Magnolia — at this point, the vehicle was fleeing from the deputy. They checked the vehicle's speed at 123 mph in a 35 in the area of Magnolia and Belmont."

Soldan said the driver then ran a red light at Ninth Street and Magnolia Road and turned south onto Interstate 135, where he allegedly reached speeds of 127 mph.

A KHP trooper joined the chase once the driver, later identified as 24-year-old Salina resident Corey Cantrell, Jr., entered the interstate. Since Cantrell reached such extreme speeds on I-135, KHP discontinued the chase.

After a short time, the Saline County Sheriff's Office began receiving multiple reports of a dark vehicle traveling quickly around town.

"We had several reports of people calling, citizens calling dispatch about a vehicle driving through town with no lights on at a high rate of speed," Soldan said.

Then, at about 10:25 p.m., SPD Capt. James Feldman said a citizen reported to dispatch that a black Ford Mustang was driving on Quincy Street without headlights or taillights.

Feldman said that an officer then observed the Mustang in the 800 block of South Front Street, where they attempted a traffic stop, but Cantrell did not stop but did not take off either, remaining at the speed limit.

"The officer turned around on the vehicle and attempted to do a traffic stop at the intersection of Fourth and Wilson," Feldman said. "Then, he continued northbound on Front Street, then turned onto Fourth Street, then to Bond Street, and still did not stop, but he was driving at the speed limit and did not accelerate away, just not pulling over."

After cruising at the posted speed limit on Bond Street, Cantrell turned onto Second Street and pulled into a parking lot at 500 East Crawford Avenue.

Once Cantrell pulled over at the parking lot, SPD officers contacted the Sheriff's Office, where&nbsp;deputies arrested him without incident. Soldan said deputies located an alleged THC pen once they arrested Cantrell.

Deputies then requested charges for felony flee and elude, three counts of failing to stop at a stop sign, possession of marijuana and paraphernalia, improper driving on a laned roadway, failing to signal, a few speeding and racing charges due to the extreme speeds and two traffic control signal violations.

Salinan runs from SPD, Saline County SO and KHP, reaches 123 mph in town

The City of Russell and Russell County experienced severe weather on the afternoon of May 19.

A tornado warning preceded the storm that swept through the area, causing golf ball-sized hail and 82 mph wind gusts. The storm caused significant damage to homes, businesses, vehicles, and the&nbsp;City's&nbsp;electric distribution system. Three structures&nbsp;were&nbsp;completely&nbsp;leveled.

At 3:28 p.m. on Sunday, the tornado sirens&nbsp;were activated&nbsp;in Russell, and the National Weather Service issued a warning for a confirmed tornado on the ground west of the&nbsp;city. Additional reports from law enforcement and storm spotters confirmed tornadoes between Gorham and Russell moving east toward the&nbsp;city.&nbsp;

The storm's impact was extensive, resulting in widespread power outages across the&nbsp;city. At approximately 3:38 p.m., several areas lost power, followed by the rest of the service area at 4 p.m. In response, the&nbsp;city&nbsp;activated its emergency operations plan, prioritizing life safety, property protection, public welfare, and the restoration of city services.&nbsp;

City crews immediately began clearing streets of downed trees and other debris, restricting access to areas with downed power lines, conducting damage assessments, and working on restoring electric service and maintaining water and wastewater services.

Russell City Manager Jon Quinday reported no injuries.&nbsp;Electric service was restored&nbsp;to most of the&nbsp;city&nbsp;by midnight. However, approximately 116 Oakdale, Sunset, Margaret, and South Front Street customers remained without power until Monday afternoon, when&nbsp;the damage was repaired.&nbsp;

Individual customers with property or meter box damage requiring the work of a licensed electrician will need to complete repairs before power can&nbsp;be restored&nbsp;to their properties.

The City of Russell received invaluable support through mutual aid coordinated by the Kansas Municipal Utilities. The cities of Garden City, Ellinwood, Hoisington, and Pratt sent electric linemen, equipment, and power poles to assist in rebuilding downed power lines and repairing damaged circuits.&nbsp;

The Kansas Municipal Energy Agency (KMEA) also contributed their Manager of Field Services –a journeyman lineman with extensive experience in electrical substations - and a lineman to support the&nbsp;city's&nbsp;efforts. The&nbsp;city&nbsp;of Colby provided power poles to expedite service restoration. This collaboration expanded the&nbsp;city's&nbsp;resources from five linemen to 17.

City Manager Quinday praised the collective efforts, stating, "The response we received from these cities and KMEA is at the heart of what public power communities do and exemplifies the spirit of Kansas. I am proud of the work of all city crews and our mutual aid partners during and after Sunday's storm. Their dedication to restoring services and returning the community to normal is at the heart of public service."

At the May 21, 2024, city council meeting, the Mayor and City council expressed their gratitude and thanked city staff for everything they do daily in service to others, especially their exemplary response to&nbsp;major&nbsp;events such as Sunday's storm and subsequent recovery efforts.

City crews will continue cleaning up storm damage and repairing infrastructure over the next few weeks. Starting Thursday, May 23, city crews, with assistance from the Russell County Highway Department, will begin picking up trees and tree limbs of customers who have called the city clerk's office to get on the pickup list.

The National Weather Service of Wichita confirmed two tornado damage areas from Sunday's storms, one northwest of Russell and the other northeast of Wilson. Both tornadoes were rated EF-1. The tornado northwest of Russell had estimated peak winds of 98 mph and a path length of 1.7 miles.

These numbers do not include damage to public facilities – many of which&nbsp;were also damaged&nbsp;in the storm.<figure>
