Saline County snowplows are on the move- track their progress here

With a wintry mix of snow expected to begin Tuesday and continue into Wednesday, the City of Salina is preparing roadways ahead of the potential weather.

City crews will begin salting all roads before precipitation starts and will remain on standby to deploy as needed.

	•	Isolated light snow showers could begin shortly after midnight Tuesday, continuing intermittently through the morning.

	•	Pavement temperatures are expected to drop below freezing late Monday, creating the potential for slick surfaces, especially on untreated roads.

	•	Snowfall is expected to become more widespread before dawn Tuesday, accumulating throughout the day.

	•	Road surfaces are likely to remain at or below freezing through Wednesday, potentially making the morning commute hazardous.

Officials urge drivers to maintain a safe distance when approaching city salt trucks, as close driving can create additional safety concerns for operators and other motorists.

Salina City Commission considers construction bid for new public dog park

Submitted Kansas Wesleyan announced Saturday that enrollment for the spring semester is 963 total students, a figure that is up more than 7% from the previous spring. It marks the largest spring enrollment in KWU’s history.&nbsp;

“This will be another great semester for the KWU community,” said Ken Oliver, executive vice president of advancement and university operations. “We will continue to have marquee events across campus — including tremendous performances by our Music Department and games for our conference-leading women’s basketball team — and we will do it closing in on 1,000 spring students. We are grateful for those who continue to make this bright future — and fantastic present — possible.”&nbsp;

KWU’s MBA program was a significant player in the growth, as the MBA went from 47 students to 75, an increase of nearly 60%. The Saline County MBA and KWU Alumni scholarships have helped boost those numbers. Each of those scholarships provides $100 off per credit hour for qualifying individuals.&nbsp;

The university also saw a 72% increase in part-time students, buoyed by recent community engagement efforts within the Criminal Justice program.&nbsp;

“Growing our MBA program by 60% in one year is outstanding,” said Oliver. “Our graduate scholarship programs has been well received by the community, and we’re pleased that so many local professionals have taken advantage of it. Our Criminal Justice certificate program has opened doors for many local law enforcement officers, and it’s a privilege to create opportunities for those who contribute so much to our region. We know that the university’s recent successes would not be possible without the support of the entire Salina community.”

All told, KWU spring enrollment is up more than 22% in the past two years. KWU has responded by renovating Sams Chapel and opening numerous new facilities, including Bieber Dining Hall, the Applequist Family Music Center, a pair of Jack Wilson Criminal Justice Labs and Coyote Village, the university’s newest student housing.&nbsp;

Renovations have also taken place at the Everett Morgan Strength Training Center, along with existing student residence halls.&nbsp;

KWU has accomplished all of this while raising its minimum GPA for acceptance to 3.0.&nbsp;

Individuals have plenty of chances to experience the Coyote community this spring. The annual fundraising dinner, Night with the Yotes, is set for&nbsp;Feb. 21, and tickets are still available. Students from across the Sunflower State will come to campus&nbsp;March 22&nbsp;for the Sunflower State Spelling Bee, and KWU’s women’s basketball program — winners of 14 of its first 15 conference games — returns to action&nbsp;Saturday night&nbsp;at home, taking on Saint Mary.&nbsp;

“Great things are happening across Kansas Wesleyan,” said Oliver. “Athletics, music and other activities are excelling, community partnerships are growing and faculty are mentoring our students well. We are grateful for the numerous supporters who have made this possible —with record support already this year — and look forward to additional exciting news in the coming months.”

KWU breaks another enrollment record

The Salina City Commission voted Monday to reject a $1.5 million bid from Smoky Hill Construction for proposed upgrades to Jerry Ivey Memorial Park. &nbsp;

Salina Parks Director Jeff Hammond and designer Jim Schuessler of George Butler Associates presented the updated and scaled-down project to commissioners at its Monday meeting on Jan. 27. The project includes a new splash pad, a water wall feature, and a law enforcement memorial honoring the life and legacy of Jerry Ivey, a Salina police officer who died in the line of duty.

Commissioners cited concerns about the project’s rising costs, the need for multiple bids, and the impact of scope reductions on the splash pad's long-term value.&nbsp;&nbsp;

<a href="https://salinapost.com/posts/206560ae-b9b5-4d46-8ac0-d62cf1f01abf">The city originally approved the design and engineering for the project in August 2024</a>, with an early estimate suggesting costs of around $1.1 million. When bids opened in December, Smoky Hill Construction was the only bidder, submitting a proposal of $1.82 million—significantly above the original expected cost. &nbsp;

After reviewing potential reductions to bring overall costs down, the city worked with the designers at George Butler Associates (GBA) to adjust the project scope. The revised plan eliminated various features, including limestone seating, additional water cannons, and parts of the memorial plaza, reducing the bid to $1.5 million. &nbsp;

“We've maintained the integrity of the entire project and provided a high quality look. We did remove some of the esthetics, such as seating and some additional square footage by removing some of the requirements on the bid with the liquidated damages, the schedule, the requirements, electrical and stuff like that. So it really does maintain an exemplary, significant project for you in in your region,” Shuessler said. &nbsp;

Even with these reductions, the project still exceeded available funding. &nbsp;

Vice Mayor Mike Hoppock, who initially opposed the larger project, said he had reconsidered when costs appeared manageable but now believes the police memorial and splash pad should be separated into distinct projects.&nbsp;

“I'm disappointed. I don't think we're going to have a splash pad at Jerry Ivey Park yet this year for this summer, and that was my one thing that I was concerned about when we were doing the larger project,” Hoppock said. “The splash pad is something that the community uses, and anyone can use it all income levels, everybody. It's a highly used facility.”&nbsp;

Hoppock suggested researching recent splash pad projects to find a more cost-effective option, ideally in the $700,000 to $800,000 range.&nbsp;

Commissioner Bill Longbine expressed concerns about the rushed timeline for the bid process and the overall cost, suggesting a new approach allowing multiple bids and the opportunity to reintroduce features later.&nbsp;

“I would like to reject this bid and rebid the project, separate the projects to what we can afford right now, to separate the projects and bid them separately, with an add alternate for the water wall and rough in the plumbing,” Longbine said. “Put this whole thing back out for bid. I'm not in favor of cutting back and getting something we'll later regret.”&nbsp;&nbsp;

Relating to the law enforcement memorial, Longbine said he would like to see the project's scope expand. &nbsp;

“I would like to see us expand what we already have in the plans, you know, possibly involve the Sheriff's office and Kansas Highway Patrol, I think there's money available to contribute to that and make that world class,” Longbine said.&nbsp;

City Manager Mike Schrage explained that the initial plan was to replace the pond with a water feature. However, as discussions evolved and the existing splash pad failed mid-season, the city combined the three elements—the splash pad, water wall, and law enforcement memorial—into one project.

Schrage said the city was confident the project could be completed within budget but, in hindsight, should have included more alternatives and add-ons in the bidding process to assess market costs better.&nbsp;

Shuessler cautioned that delaying the bid process could increase costs or require further reductions to key features.&nbsp;

"If we rebid this, there is a concern that costs will go up, or we will have to substantially cut the plumbing and filter systems to meet the budget,” Shuessler said. “ We will work hand in hand with the city to find a solution, but the longer we delay, the more potential cost.”&nbsp;

The commission reviewed funding options, including pulling from the Parks Maintenance Fund, using general fund reserves, or debt financing. Each option carried trade-offs, particularly if using maintenance funds meant delaying other park projects, such as improvements at Sunset Park and baseball field lighting upgrades.&nbsp;

Hammond noted that similar splash pad projects in Kansas and Missouri have cost between $800,000 and over $2 million, depending on features, filtration systems, and square footage.&nbsp;

Several residents voiced their support of replacing the splash pad.

“I use the spray park with my grandchildren, and I think the city should focus on making sure we get something that lasts,” said Salina resident&nbsp;Rosemary Mai.&nbsp;

The commission voted 5-0 to reject the current bid and direct staff to rebid the project with additional "add alternates" to better reflect the project's scope and allow commissioners to control costs more effectively.&nbsp;

The revised bid with additional add alternates is expected to be returned for commission review before being reissued for bids.&nbsp;

 </figure>By NATE KING Salina PostThe Salina City Commission voted Monday to reject a $1.5 million bid from Smoky Hill Construction for proposed upgrades to Jerry Ivey Memorial Park. &nbsp;Salina Parks Director Jeff Hammond and designer Jim Schuessler of George Butler Associates presented the updated and scaled-down project to commissioners at its Monday meeting on Jan. 27. The project includes a new splash pad, a water wall feature, and a law enforcement memorial honoring the life and legacy of Jerry Ivey, a Salina police officer who died in the line of duty.Commissioners cited concerns about the project’s rising costs, the need for multiple bids, and the impact of scope reductions on the splash pad's long-term value.&nbsp;&nbsp;<a href="https://salinapost.com/posts/206560ae-b9b5-4d46-8ac0-d62cf1f01abf">The city originally approved the design and engineering for the project in August 2024</a>, with an early estimate suggesting costs of around $1.1 million. When bids opened in December, Smoky Hill Construction was the only bidder, submitting a proposal of $1.82 million—significantly above the original expected cost. &nbsp;After reviewing potential reductions to bring overall costs down, the city worked with the designers at George Butler Associates (GBA) to adjust the project scope. The revised plan eliminated various features, including limestone seating, additional water cannons, and parts of the memorial plaza, reducing the bid to $1.5 million. &nbsp;“We've maintained the integrity of the entire project and provided a high quality look. We did remove some of the esthetics, such as seating and some additional square footage by removing some of the requirements on the bid with the liquidated damages, the schedule, the requirements, electrical and stuff like that. So it really does maintain an exemplary, significant project for you in in your region,” Shuessler said. &nbsp;Even with these reductions, the project still exceeded available funding. &nbsp;Vice Mayor Mike Hoppock, who initially opposed the larger project, said he had reconsidered when costs appeared manageable but now believes the police memorial and splash pad should be separated into distinct projects.&nbsp;“I'm disappointed. I don't think we're going to have a splash pad at Jerry Ivey Park yet this year for this summer, and that was my one thing that I was concerned about when we were doing the larger project,” Hoppock said. “The splash pad is something that the community uses, and anyone can use it all income levels, everybody. It's a highly used facility.”&nbsp;Hoppock suggested researching recent splash pad projects to find a more cost-effective option, ideally in the $700,000 to $800,000 range.&nbsp;Commissioner Bill Longbine expressed concerns about the rushed timeline for the bid process and the overall cost, suggesting a new approach allowing multiple bids and the opportunity to reintroduce features later.&nbsp;“I would like to reject this bid and rebid the project, separate the projects to what we can afford right now, to separate the projects and bid them separately, with an add alternate for the water wall and rough in the plumbing,” Longbine said. “Put this whole thing back out for bid. I'm not in favor of cutting back and getting something we'll later regret.”&nbsp;&nbsp;Relating to the law enforcement memorial, Longbine said he would like to see the project's scope expand. &nbsp;“I would like to see us expand what we already have in the plans, you know, possibly involve the Sheriff's office and Kansas Highway Patrol, I think there's money available to contribute to that and make that world class,” Longbine said.&nbsp;City Manager Mike Schrage explained that the initial plan was to replace the pond with a water feature. A total of 516 students were named to Kansas Wesleyan honor rolls for the Fall 2024 semester, the university announced Wednesday, Jan. 22. The 516 students honored is a nearly 13% increase from the spring semester and for the second straight term, is thought to be a school record.&nbsp;

Full-time students who accumulated a 3.75 GPA or better during the fall semester were named to the President’s Honor Roll, while those who posted a GPA between 3.25-3.74 this past semester were selected to the Dean’s Honor Roll.

KWU announces Fall 2024 Honor Roll recipients

Kansas Wesleyan University will host the Regional First Responder Wellness Conference on February 13 from 8 a.m. to 5 p.m. The event will be held in Fitzpatrick Auditorium, located in Sams Hall of Fine Arts on the KWU campus at 100 E. Claflin Avenue, Salina.

The conference, organized by KWU’s Departments of Social Work and Criminal Justice, aims to address the mental health challenges first responders face. Topics will include first responder wellness, support after a line-of-duty death, the value of continuing education for officers, and spiritual care for first responders.

KWU set to host Regional First Responder Wellness Conference next month

A statement from the City of Salina On January 4 and 5, 2025, Salina experienced one of the largest snowfall events in its history. &nbsp;Records indicate that it has been 63 years since Salina received this much snow from a single event.

Here is how the City responded to the event:

- Prior to the storm, the City pre-treated City streets with chemicals to help melt snow and ice.

- From January 4 through January 6, City staff plowed streets 24 hours a day.

- The City has continued to plow streets this week to address several issues, including snow that has been plowed into the street and intersections that have developed ridges from snowplow passes crossing in opposite directions.

- The City has plowed residential streets once in each direction twice, and began replowing residential streets on Friday, January 10.

At the present time, the City is at maximum capacity in terms of staffing and equipment, and all available crews and equipment continue to be deployed.

- Trucks are assigned to zones, so you may see them en-route loaded with salt returning to their zone.

- Plowing at night is less effective due to snow melting during the day and then re-freezing.

- It takes multiple plowings, traffic &amp; thawing conditions for roadways to clear down to bare pavement.

- Traffic, plowing and shoveling of driveways and parking lots moves snow back into the roadway.

- Shoveling sidewalks is important to avoid people and school children walking in streets during dangerous driving conditions.

It is unavoidable that clearing streets will impact driveways. &nbsp;To help minimize snow being plowed back into your driveway, clear an area of 10-12 feet to the left of your driveway. &nbsp;Most of the plowed snow will then deposit in this space rather than in front of your driveway.

The City asks for your continued patience as we clear roadways. &nbsp;Please know that after each snowstorm, we review our performance and make revisions to our snowplowing policies and procedures as needed.

Salina experiences largest snowfall in 63 years, city details response efforts

As the new year approaches, it is a time of reflection.

As we close out the year and look ahead to 2025, here is a look back at the top 10 local Salina Post stories from 2024.

10. Wichita shoplifters arrested for stealing from two Salina businesses

Two Wichita men, Demarcus Hoover, 42, and Manuel Moya, 35, were arrested Tuesday after allegedly stealing $1,274 worth of Nike apparel from Dick's Sporting Goods in Salina back in February. 

According to SPD Capt. James Feldman, one suspect distracted a store employee while the other pushed out a cart of clothing. A Saline County deputy later stopped their vehicle on I-135, where a search uncovered the stolen Nike items along with other goods taken from Walmart, including a pressure washer and necklaces. Both men were booked into Saline County Jail on property theft charges.

9. Compensation mission expands Vietnam vets say Agent Orange effects have spread to offspring

In October, the Vietnam Veterans of America (VVA) Salina Chapter 809 held a Veterans Town Hall Meeting to shed light on the generational impact of Agent Orange exposure. The event, held at The Temple in downtown Salina, brought attention to the herbicide’s devastating effects on veterans and their descendants, including cancer, birth defects, and disabilities.

Keynote speaker Maynard Kaderlik, a Vietnam veteran, shared his personal story of battling cancer and his family’s struggles with severe learning disabilities and autism in his children and grandchildren. He urged continued advocacy for federal recognition of these generational effects and encouraged veterans and families to document and report their experiences.

The fate of the Ambassador Hotel at 1616 West Crawford Street was sealed in late October when the Salina City Commission voted to demolish the deteriorating structure. Once a thriving Holiday Inn Holidome in the 1980s, the hotel faced years of neglect, safety violations, and failed redevelopment plans. Property owner Joshua Joseph’s repeated attempts to secure funding for revitalization fell short, prompting the commission to move forward with demolition.

The building is currently under demolition.&nbsp;

In late June, Salina experienced a punishing multi-day heat wave, with temperatures peaking at a 108-degree heat index on June 25. The U.S. National Weather Service Wichita (NWS Wichita) warned that this early-season heat wave could rival historical records due to its unusually early timing. Residents were urged to stay indoors during the hottest parts of the day, from 1 to 7 p.m., and to stay hydrated to avoid heat-related illnesses.

Authorities described the operation as part of a lengthy investigation, marking one of the year’s most significant drug seizures.

5.&nbsp;Salina man arrested after alleged school shooting threat

On Sept. 13, a 37-year-old Salina man, Johnny Baldwin, was arrested after allegedly making alarming statements about plans to "shoot up a school" while standing in line at Casey's convenience store on West Schilling Road. A concerned customer reported Baldwin's comments, prompting Salina Police Department officers to respond quickly.

Baldwin was taken into custody without incident, and no weapons were found at the scene.

4. 📸 Friends and family of two local teens gather at roadside memorial for community vigil

On March 28, friends and family gathered for a roadside vigil to honor the lives of Vance McComber and Anthony Windell, two 17-year-old best friends who died in a car crash on West Crawford Avenue near Salina. The vigil drew dozens of people who shared stories about the boys' close bond, love of cars and shared dedication to their goals.

Family members, including Anthony's sister Jasmine and Vance's sister Avery, spoke about the boys' unwavering friendship and ability to inspire those around them. The roadside memorial, adorned with mufflers and car parts, symbolized their passion for vehicles and their shared connection.

The Saline County Sheriff's Office temporarily closed the road to allow the community to gather safely, reflecting the widespread grief and support for the families.

3. Iconic restaurant, The Cozy Inn, sues Salina over right to paint a one-of-a-kind mural

In 2024, Salina’s iconic Cozy Inn became the center of a federal lawsuit when city officials halted work on a mural featuring flying saucer-shaped hamburgers. The city classified the artwork as a “regulated sign,” citing local code violations, while owner Steve Howard and the Kansas Justice Institute (KJI) argued the restriction violated First Amendment protections.

KJI filed a lawsuit challenging the city’s sign code, emphasizing the mural’s role in downtown Salina’s artistic identity. The city defended its enforcement, highlighting the complexity of balancing fair signage regulations with artistic freedom. The case sparked discussions about policy changes to address public art and signage regulations and remains an ongoing point of debate in Salina.

The case is scheduled to go to trial in September of 2025.

2. Kansas Corporation Commission orders Sundowner, LLC owner to remove meter locks immediately

A months-long investigation into water quality and billing issues at Sundowner West Mobile Home Park saw the resemblance of action when the Kansas Corporation Commission (KCC) ordered Sundowner, LLC, owner Scott Kolling, to remove locks on water meters and address violations as a public utility. Kolling’s failure to obtain a Certificate of Public Convenience and Necessity (COC) and other regulatory oversights left residents with inconsistent water quality, including black water with sediment and over-chlorinated water.

Residents, led by longtime tenant Misty Livingston-Holmes, voiced their frustrations with faulty billing, unreliable water service, and damaged appliances due to water contamination. Livingston-Holmes reported water bills exceeding $1,000 for minimal use, sparking concerns among residents and state representatives. Saline County officials and State Representative Susan Concannon worked to escalate the issue to state agencies, including the Kansas Department of Health and Environment (KDHE) and the Kansas Attorney General’s Office.

The KCC report outlined significant regulatory gaps and recommended a “Show Cause” order for Kolling to justify why Sundowner should operate without a COC. Meanwhile, residents continue to endure compromised living conditions as state agencies work to resolve the crisis. The Sundowner case remains a stark example of the challenges rural communities face with privately owned utilities.

Since the order in March, the Sundowner community has faced inconsistent water billing, low water quality and regular boil and do not drink advisories.&nbsp;

Salina Post contacted the Kansas Attorney General's office multiple times but was not given an update on the case.&nbsp;

On February 8, Kansas Wesleyan University (KWU) was struck by the tragic and unexpected passing of Dr. Eileen St. John, head of the teacher education department. Dr. St. John was a devoted educator and campus leader known for her dedication to her students and her family-centered approach to life.

"Scriptures say to rejoice with those who rejoice and mourn with those who mourn. Today is a time of mourning, the likes of which our campus has not seen in some time," a statement from KWU President Matt Thompson read.&nbsp;

In response, university officials canceled classes and campus activities, including athletics, through the weekend to allow students, faculty, and staff time to grieve. Chaplains and counselors were also available across campus and through community partnerships to support those processing the loss.

Thompson emphasized that there was no danger to the campus at any time, and Pioneer Hall was temporarily closed to provide privacy and reflection. As the community mourned together, university leaders encouraged patience, kindness, and grace among all as they navigated the difficult days ahead.

Wichita shoplifters arrested for stealing from two Salina businesses</h2>Two Wichita men, Demarcus Hoover, 42, and Manuel Moya, 35, were arrested Tuesday after allegedly stealing $1,274 worth of Nike apparel from Dick's Sporting Goods in Salina back in February. According to SPD Capt. James Feldman, one suspect distracted a store employee while the other pushed out a cart of clothing. A Saline County deputy later stopped their vehicle on I-135, where a search uncovered the stolen Nike items along with other goods taken from Walmart, including a pressure washer and necklaces. Both men were booked into Saline County Jail on property theft charges.<figure>

The event, held at The Temple in downtown Salina, brought attention to the herbicide’s devastating effects on veterans and their descendants, including cancer, birth defects, and disabilities.Keynote speaker Maynard Kaderlik, a Vietnam veteran, shared his personal story of battling cancer and his family’s struggles with severe learning disabilities and autism in his children and grandchildren. City of Salina general services schedule for Thanksgiving

Approximately 800 families will receive free groceries this Thanksgiving, thanks to a generous giveaway hosted by <a href="https://www.thearksalina.com/about-us">The Ark Church</a> in Salina. The event will take place on Saturday morning, Nov. 23, at Dean Evans Stadium, 851 Markley Road.

Each participating car will receive a variety of groceries, including chicken tenders, chicken nuggets, cereal, potatoes, bread, peanut butter, ground beef, pizzas, canned corn, peaches, bottled water, and more.

The initiative is part of The Ark Church’s mission to serve the community and live out the words of Isaiah 58:10: "Feed the hungry and help those in trouble."

Paisley Millspaugh, the Operations Director at The Ark Church, said the decision to increase the giveaway from 600 to 800 vehicles is a testament to the congregation, church Pastors John Huseman and his wife, Lindsay.&nbsp;

"Last year, unfortunately, we did have to turn some cars away. It just broke our hearts to see us turn cars away. Pastor John told our congregation this year, 'We want to do 800 cars. We believe we can do this.' And we were able to get enough funds to pay for 800 vehicles," Millspaugh said.&nbsp;

Millspaugh said the church purchases through a food wholesaler. In total, the giveaway is expected to benefit 4,000 people. With the help of congregation members at The Ark Church of Salina, the church raised the roughly $96,000 needed to purchase food for 800 vehicles.&nbsp;About 500 volunteers will meet at 8:00 a.m. to bless the food and gather before staffing their stations. Millspaugh said finding volunteers for this giveaway is not difficult."We opened up our app for volunteers to sign up, and it shows all the different volunteer opportunities. There are 500 spots. They were filled in under a week," Millspaugh said. "Pastors John and Lindsay love the community so much, and that is seen in everything that they do and say. I think the congregation has learned from them, but they also want to love our community just as well. That desire is a little bit contagious. This is not something you hear of or see often in our communities, especially outreaches of this size."Food distribution will begin at 8:45 a.m. with 20 serving stations. Event organizers recommend arriving before 8:45 a.m. because the line will grow in length quickly.&nbsp;&nbsp;"It's just so amazing to see all the volunteers gather and we huddle, and then they just start walking to their lines. We have had people say. 'It gives me chills to see that and see the group dispersed that way,'" Millspaugh said. "If you're in need, and you see all these people show up to help you and stand out in the cold or stand out in the rain or the snow, or whatever the case may be, because we're there rain or shine — that there's a level of hope.
