At 10:51 a.m. on Thursday, Nov. 9, a 44-year-old Salina resident reported his red 2007 Dodge Ram 1500 pickup truck missing to the Salina Police Department.

SPD Sergeant Kyle Tonniges said that the victim loaned his truck to 31-year-old Salinan Peyton Nieman on Tuesday, Nov. 7, for the day. 

After she had not returned the vehicle, the victim contacted SPD on Thursday, Nov. 9, and SPD reported the truck as stolen.

On Saturday, Nov. 11, the Sedgwick County Sheriff's Office contacted SPD about the stolen vehicle.

"Sedgwick County came across it," Tonniges said. "They were involved in a vehicle pursuit with it, and Peyton Nieman was the driver of that vehicle."

Tonniges said Sedgwick County reported that the vehicle crashed during this pursuit, but its initial value was $6,000.&nbsp;

"(The Sedgwick County Sheriff's Office) arrested Peyton for fleeing and elude, among other things," Tonniges said. "We are charging her with the theft of the vehicle here, but to my knowledge, she's still down in Sedgwick County."

Salina stolen vehicle found by Sedgwick County Sheriff's Office in Wichita on Friday

On Friday, Nov. 10, the Sedgwick County Sheriff's Office notified the Salina Police Department that they had caught one of the suspects from a home invasion on Sept. 19.

The incident affected four victims who reported two suspects invaded their home with a large butcher knife and a rifle-like gun.

SPD Sergeant Kyle Tonniges said the department learned the location of suspect Phyroom Ketkan, a 41-year-old Salina man, in Wichita, so the department informed the Sedgwick County Sheriff's Office.

"We contacted them over in their warrants division and said, 'Hey, we got this guy — we think that this is his address,' and I don't know if that was what resulted in his arrest or if they just came across him," Tonniges said. "I don't know the details surrounding the rest of it, other than a sheriff's officer picked him up."

Tonniges said the Sedwick County Sheriff's Office will extradite the suspect, Ketkan, back to Salina to face the following charges —

● Aggravated Robbery ● Aggravated Burglary ● Aggravated Battery

The Salina Police Department responded to a home invasion at 9:18 p.m. Tuesday in the 300 block of North Penn Avenue, where four victims reported two suspects invaded their home with a large butcher knife and a rifle-like gun.

Three victims were reported as adults, with one child present in the home during the invasion.

Sergeant Kyle Tonniges said the three adult victims reported they heard a knock at their their back door. After opening the door, a masked suspect pointed a "long gun" at the victims.

Another suspect followed alongside the gun-wielding suspect into the home.

"They came into the house, and one of the victims rushed to the person with a gun. There was a struggle. There was a second suspect there with the individual with a gun — he had a large butcher knife," Tonniges said.

Tonniges said one victim rushed the suspect with a gun and received multiple lacerations on his head and shoulders from the suspect wielding the butcher knife.

After wounding the victim, both suspects fled the scene.

"The victims were able to identify one of the suspects as somebody they knew. So we're following up trying to identify the second subject," Tonniges said.

UPDATED: SPD finds one of the suspects from Sept. 19 home invasion

Even with Thanksgiving drawing close, the weather will continue at above-normal temperatures for the rest of the week. 

According to Wichita National Weather Service meteorologist Andy Kleinsasser, temperatures will remain unseasonably warm until the end of the week.

"Our normal high temperatures this time of year are anywhere from 50 to 55 degrees," Kleinsasser said. "(Temperatures will be) a good five to 10 degrees above normal."

Kleinsasser said temperatures will remain in the mid to low 70s throughout the week, only cooling down on Friday with a high in the upper 60s.

The weekend may bring some rain to the state, with a weather system forecasted to cover most of the central and southwest portion of Kansas.

Next week will begin with cooler temperatures on Monday, according to the Wichita NWS, where Kleinsasser said predicted temperatures just above average in the upper 50s.

On August 15, 2023, the Commission authorized $100,000 in funding from the County’s American Rescue Plan Act (ARPA) Coronavirus Local Fiscal Recovery Fund to be used toward grants to local agencies that help bridge the digital divide in the community.

As part of the Commission's action on August 15, the Commission authorized the County Public Information Officer to appoint a Review Committee to screen the grant applications and make recommendations. The Public Information Officer would like to thank the following individuals who graciously gave of their time to perform this service for Saline County: Renee Duxler, Salina Area Chamber of Commerce President and CEO; Kimberlyn Jones, Kansas Commerce Digital Equity Program Manager; Eric Norris, Manhattan Public Library Director

The review committee met via Zoom on October 24 to discuss the applications. The committee recommends funding for all five applications, all of which were highly rated. These are:

1. A grant of $20,630 to the Salina Area United Way to fund equipment, including laptops and printers, among other items, to create an access point for individuals to use the internet and digital devices for homework, job searching, and training, and other activities free of charge. The SAUW has a soft match of $16,320 in office space and

$3,000 in donations. They are partnering with the Salina YMCA and Salina Adult Education Center on this project.

2. A grant of $16,378 to the Salina Grace Foundation for a Digital Equity for the Homeless project to set up an internet Wi-Fi system to provide free Wi-Fi to their guests and provide laptops and workstations for guest to check out and training to help them learn basic computer skills, search for jobs, fill out applications, and the like. They are partnering with Central Kansas Mental Health, and this project will provide resources to clients of CKF Addiction Treatment, People In Need, Independent Connection, and others. This will be matched by $2,000 from a private donor.

3. A grant of $8,600 to Salina Media Connection to host 10 monthly Spanish Connection programs targeting the Spanish-speaking community focusing on various internet, digital literacy, civic education and government, health, finance and banking, legal and educational topics. Additionally, the funds will be used for quarterly in-person classes on digital literacy. This grant is matched by $400 in cash contributions and $500 in in-kind contributions by Salina Media Connection. The total funding to be awarded is $53,430 of the $100,000 allotted for this grant program.

Staff recommends approval of the five grants. This would save $46,570 in funding previously allocated to this grant program that could be repurposed as the commission deems necessary.

Saline County Commission to discuss conditional use permit appeal, decision on digital equity grants

The Saline County Commission met on Tuesday, Nov. 7, and discussed multiple action items in the week's agenda but focused primarily on one line item — an appeal extension for Plus Power.

County Commissioners at the Tuesday meeting included Rodger Sparks, James Weese, Joe Hay and Monte Shadwick via Zoom. County Commission Chairman Robert Vidricksen was absent from the meeting.

Mountain Peak Energy Storage, LLC, conducting business as Plus Power, approached the Saline County Planning and Zoning Commission in May with a battery-based electric storage and distribution facility project.

The project would be on farmland designated by the Saline County Planning and Zoning Commission, so Plus Power requested a conditional use permit, or CUP.

By Sept. 26, the project was ready for a vote from the Planning and Zoning Commission, with six of the nine voting members present.

The Planning and Zoning Commission ultimately denied the 40-acre project at the southwest corner of McReynolds and Simpson roads west of Gypsum.

Plus Power appealed the decision, and at the Nov. 7 meeting, they requested to move the appeal hearing to sometime in February 2024.&nbsp;

According to County Administrator Phillip Smith-Hanes, the commission set to hear the appeal during the Tuesday, Nov. 14 County Commission meeting.

"That's not a magical date," Smith-Hanes said. "That was simply the first time that we thought that we would have five commissioners in attendance."

The appeal extension is due to the confusing nature of the Planning and Zoning Commission vote.

The initial vote in September ultimately denied the request with three in favor, two against, and one abstention vote. The Planning and Zoning Commission clarified the vote at its Oct. 24 meeting.

"Two points contained in the letter (from Plus Power) essentially are that their attorney is not available next Tuesday," Smith-Hanes said. "Secondly, although they're appealing a decision from September, it was really Oct. 24 the Planning Commission went back and made their findings, so they need a little bit of additional time to react to that."

The Planning and Zoning meeting on Oct. 24 acted as the final meeting on the issue, and later, Plus Power filed an appeal.

After Smith-Hanes provided additional information about the continuance of the appeal, the County Commissioners deliberated.

County Commissioner Joe Hay spoke first, "We've had four meetings on this item," Hay said. "The planning commission made it perfectly clear that they denied. I just have a hard time continuing with this — I don't know why we just don't go ahead and quit kicking this dead horse."

"I just think we just need to put this to bed and get done with it and continue with our county business."

County Commissioner James Weese spoke next, expressing concern with due process and allowing applicable time for the appellant, Plus Power.

Weese said he attended a few of the four meetings about this item and witnessed the interactions between Planning and Zoning Commissioners and the community.

"I was confused over some of their meetings myself — it didn't seem as cut and dry as what you're explaining," Weese said. "I don't see a problem with... moving it back to give them the chance to do it correctly, so it doesn't come back to haunt us in a court of law."

Commissioner Monte Shadwick agreed with Weese initially, stating it would be proper to allow ample time for the appellant.

Even though the Nov. 14 date is not a "magical date" for the commission, it seemed to be for the citizens once the meeting moved to public comment.

The first to stand at the podium was Gypsum resident William Desilvey, who expressed concern over the possible risks to the Gypsum residents.

Desilvey said he believed it was time the commission followed the citizens of Gypsum's preferences on the matter, with many of the citizens declaring a resounding "no."

"We have told you no, we will not give our consent, and we will not be screwed by anybody," Desilvey said.

After Desilvey finished his comment, Wade Waddle, an impacted resident near the project site, spoke to the commission about the lack of communication and awareness surrounding this decision.

Waddle said since the project proposal, he has received a one-page flyer about the battery storage facility and two notifications about County Planning and Zoning Commission meetings.

"Not a single person has checked to see if I'm available or when I'm available as an affected person," Waddle said. "We're catering to a company that has had multiple opportunities and paraded several people in this room to make their case."

"Nobody's taking into account anybody's schedule except the applicant at this point, and that's kind of insulting to me."

Trish Voth, a representative for Plus Power, also spoke at the podium, encouraging the commission to take their time with the matter and allow the extension so all parties had enough time for consideration.

Voth said the record required for the appeal would include 300 pages, and she encouraged the commission to take their time preparing and allow for ample notices for the community.

Gary Olson, another Gypsum resident, spoke at the podium next and told the commission his thoughts from the commission and community meetings held about the battery storage facility.

"Where I started having lots of questions was when we had the discussion one day that this was going to have a $2 million community impact," Olson said. "The next time we talked about it, it was going to be a $1 million impact with them asking Saline County folks for some tax abatements, so I started wondering, 'well, maybe they're going to ask for tax abatements for the whole thing,' and Southeast of Saline won't get anything."

Olson continued his concerns, expressing to the commission his beliefs that Plus Power did not have the community's best interest in mind.

"I think the commission is ready to make their decision, and I think we need to leave the date where it's at," Olson said.

Another Gypsum resident, Tammy Waddle, agreed with Olson and expressed that the commission "needs to take care of this."&nbsp;

In total, five Gypsum residents, one Assaria resident and one Salina resident spoke in opposition to moving the date, with many citing the need to take off work to appear during the Saline County Commission meetings.

After hearing the public outcry from Gypsum residents, the Saline County Commission turned to a motion for the action item.&nbsp;

Commissioner Weese motioned to approve the extension for Plus Power's appeal, but no other commissioner provided a second on the motion.

The commission determined that the date for the appeal would remain the same — Tuesday, Nov. 14.

Plus Power appeal extension denied at Saline County Commission meeting

After weeks of negotiations behind closed doors during executive session, the Salina City Commission has approved the first phase of an apartment development which would add 250 units to the current local housing market.

"This is a significant action that we just took to move the community forward," Mayor Mike Hoppock said.

At its Monday meeting, the Phase One Development Agreement between the City of Salina and Salina Destination Development was approved. Back in April, city commissioners selected Salina Destination Development to be the recipient of $25 million from the Kansas Department of Commerce.&nbsp;

"This has been a long process and I am glad we are at the end," said Vice-Mayor Bill Longbine.

Salina City Manager Mike Schrage broke down how the $13 million on Phase One would be spent.&nbsp;

"There's $1 million allocated for land acquisition, $4 million for infrastructure construction, and $32,000 per unit for the apartments themselves. All the remaining expenses above and beyond that are at the developer's expense," Schrage said.

Schrage also said future phases of the project will add 250 apartment units bringing the total to 500. Hoppock addressed long held community concerns for more housing, saying that multiple organizations had a part in making this project a reality.

"We've been talking for I don't know how long about needing additional housing for Salina, Hoppock said. "It would be important to know that not only was the City of  Salina, Salina Area Chamber of Commerce, Salina Economic Development Organization, and other partners who went to the state to ask for its support."

Commissioners approved the agreement unanimously. Schrage said an amendment was added to the agreement which aligns the development agreement with The state of Kansas.&nbsp;

Hoppock also thanked the state of Kansas for its support.&nbsp;

"These are apartments that we need and with the help of the state, we can hopefully get the rents to match up with the jobs we have coming. It is an exciting time," Hoppock said.&nbsp;

● Approval on second reading, a request by the Salina Emergency Aid Food Bank to rezone a portion it its property

●Approval on first reading two items relating to the execution of loads from the state of Kansas for water lines and improvements to the Salina wastewater treatment plant

● Authorization to direct city staff to prepare and publish notice of the proposed transfer of park property to Theatre Salina.&nbsp;

● Approval of energy-saving improvements to city-owned facilities and authorizing the issuing of bonds to pay the costs of these improvements.&nbsp;

At around 12:20 a.m. this morning, Southeast of Saline High School students alerted the school resource officer, or SRO, about some alarming Snapchat messages from another possible student.

According to Saline County Sheriff's Office Lieutenant Sean Kochanowski, the messages included threats of violence through the use of firearms planned for Thursday, Nov. 9. 

Kochanowski said some of the language used in the messages included threats to "shoot people up" at the school, alarming parents and students.

This morning, sheriff's office deputies stood guard outside Southeast of Saline High School, with Kochanowski vigilant at the entrance.

"I was out there — I know there was a highway patrol, and there were, I think, two other sheriff deputies in the parking lot," Kochanowski said. "There's another officer that's going to be at the school for a while today. Just providing extra security to make sure we have people in the building do everything we can to keep everybody safe."

Ell-Saline High School was notified of the violent threats, and faculty informed parents and students about the possible danger. Kochanowski said the Saline County Sheriff's Office also sent some deputies there.

Kochanowski said the sheriff's office is actively investigating the incident, but the office suspects the perpetrator is of high school age.

Sheriff's Office vigilant after threats of violence at Southeast of Saline High School

The second Salina Crossroads Marathon, Half Marathon, Family Fun Run/Walk, and Team Relays are in the books and according to race organizers, it was a success.

The qualifier for the Boston Marathon had 3,370 entries for 2023, quadrupling last year's 817 runners. Co-race director Daniel Craig said this year's race has runners from all 50 states and some from Botswana, Colombia, Canada, and Mexico.&nbsp;

Mother Nature cooperated with temperatures in the 50s for the start of the race. Numerous race participants told Salina Post they were pleased with the ideal running weather.

"Today I couldn't have asked for better weather," said Carlos Guajardo runner in the half-marathon. “The sun came out and it [the course] was fairly flat. There are a couple of challenging area there in the hills, but it's a great course with a lot of interaction with the crowd."

Not only did runners in the marathon benefit from access to a Boston Marathon Qualifier, but runners also gave back to the community with each entry.

"Both last year and this year, we're able to give 100% of the race entry fees to four of our local youth sports organizations," Craig said. "(We donate to) the Salina Family YMCA, Kansas Youth Sports, Salina Area Youth Sportsmanship initiative, and then the USD 305 School Marathon Foundation."

At 7:50 a.m. an acapella rendition of the National Anthem opened the festivities. At 8 a.m., the marathon, half marathon, and team relay runners were off.


"There are many races that you could have run so we are humbled that you chose to run at Salina Crossroads," The Salina Crossroads Marathon Leadership team shared on social media. "We couldn't put on a high caliber race like this without strong support from the City of Salina who understands the value that a high-quality marathon can bring to a community both in terms of economic impact as well as creating a sense of community pride."

According to Visit Salina, the event is estimated to bring $1.6 million to businesses in town. Event organizers thanked Salina Area Chamber of Commerce and Salina Downtown, Inc. for their amazing support of the event.&nbsp;

Leslie Bishop, executive Director for Downtown Salina Inc. told Salina Post that despite the challenges of getting downtown, business owners were happy with traffic in their stores.

Nate Guthals of Olathe took home first place in the men’s marathon, while Brittany White-Dold of Wichita won the women’s race. The half-marathon winner was Bryce Merriman of Wichita and Mandy Zimmerman of Junction City won the women’s half-marathon.

 </figure>By OLIVIA BERGMEIER and NATE KING Salina Post The second Salina Crossroads Marathon, Half Marathon, Family Fun Run/Walk, and Team Relays are in the books and according to race organizers, it was a success.The qualifier for the Boston Marathon had 3,370 entries for 2023, quadrupling last year's 817 runners. Co-race director Daniel Craig said this year's race has runners from all 50 states and some from Botswana, Colombia, Canada, and Mexico.&nbsp;<figure>

Numerous race participants told Salina Post they were pleased with the ideal running weather."Today I couldn't have asked for better weather," said Carlos Guajardo runner in the half-marathon. “The sun came out and it [the course] was fairly flat. There are a couple of challenging area there in the hills, but it's a great course with a lot of interaction with the crowd."<figure>

📸: Experience the 2023 Salina Crossroads Marathon

On Saturday, Nov. 4, at around 12:35 a.m., a Salina Police Department officer patrolling the Mid State Plaza shopping area heard the sound of glass breaking near Petco.

According to SPD Sergeant Kyle Tonniges, the officer investigated the sound and found a 15-year-old Salina girl throwing rocks through the Petco windows.

"The officer witnessed her throwing rocks at the window," Tonniges said. "The officer made contact with her and arrested her. When she was in handcuffs, she resisted and had to be placed in the body wrap."

The rocks thrown by the girl caused $1,000 in damages to the property.

Tonniges said officers discovered she was under the influence of alcohol and eventually transferred her to the Douglas County Juvenile Detention Center.

The requested charges include minor in the consumption of alcohol, felony damage to property and battery.

But once Crenshaw, the professional service dog, enters the 28th Judicial District Community Corrections' drug court each Monday, director Michelle Callam said it almost always breaks the tension.

Starting at his new position as Salina's 28th Judicial District's service dog, Crenshaw helps court-goers and other clients find comfort in and around the judicial system.

This summer, shortly after Crenshaw arrived at the 28th Judicial District, he visited Ottawa County Courthouse to meet its staff, where they almost immediately found an opportunity for his assistance.

In a small witness room that day, an 11-year-old girl prepared to give her statement to the courtroom as a survivor of a violent crime.

Crenshaw is trained to sense shifts in mood, and after witnessing the young girl's fear, he stayed with her from the witness room and sat with her as she gave her statement to the judge.

"We deal with people who are on probation for high-level felonies, and a lot of people that are our clients have been through a lot of trauma in their life," Callam said. "When we are meeting with a client, and they're upset about something, an officer will call and ask for Crenshaw to come into the room — it just takes it from a heightened situation and de-escalates it pretty quickly."

Since Crenshaw arrived at the district, Callam said more clients report for their scheduled court dates and probation visits, and the district has experienced an overall improved mood in and around the court system. 

Pre-trial service staff member and Crenshaw's handler Andrew Pellant said he not only helps clients but often helps the staff of the 28th Judicial District.

"Especially working at an office that we work at, whether you're a client or a staff member, it's always nice to have someone like Crenshaw," Pellant said. "Within days, I saw the immediate response was positive — demeanors and attitudes of staff members and the clients."

Pellant said before Crenshaw arrived, the district had some probation clients who had trouble appearing for scheduled visits, but now those clients come in looking for Crenshaw.

About a year ago, Callam said after some staff returned from a court training event, they told her of a drug court service dog in Pennsylvania. This idea acted as the catalyst for the 28th Judicial District.

Late last year, the district applied for a service dog from CARES Inc., a service dog training facility based in Concordia, KS. Crenshaw arrived at the district in June, just over a year old.

On Monday afternoons, Crenshaw visits drug court to help clients through the stress of appearing, and the rest of the week, Crenshaw moves about the district assisting various cases.

Once done with his day at work, Pellant takes him home, and as soon as the service dog vest hits the floor, Crenshaw knows it's time to relax.

"When you take that vest off, he's a different dog. It's like, 'I'm not working anymore,'" Pellant said. "He has several toys that he loves, and we alternate playing fetch with him. He has a sloth that he likes, an alligator and a pig. So he loves the play — he has a rope. He loves to chase his balls that we have and throw them down, and then really, other than that, he likes to nap a lot of the time."

Meet Crenshaw — 28th Judicial District's newest employee

The Salina Police Department responded to a disturbance call at 11:43 a.m. Sunday morning. Neighbors reported 30-year-old Salina resident Corey Born as acting unusual outside his home.

As officers arrived at the scene at the 200 block of North 10th Street, SPD Sergeant Kyle Tonniges said Born was not cooperative.

"He was acting erratic and then started approaching one of the officers attempting to grab his handgun — he continuously attempted to grab the gun," Tonniges said. "So the officers ended up fighting with him a little bit and had to take him down to the ground."
