2023 Unofficial Nov. 7 Election Results

The courthouse is often daunting; large, stiff rooms with equally rigid chairs lead to a harrowing experience for anyone who enters.

But once Crenshaw, the professional service dog, enters the 28th Judicial District Community Corrections' drug court each Monday, director Michelle Callam said it almost always breaks the tension.

Starting at his new position as Salina's 28th Judicial District's service dog, Crenshaw helps court-goers and other clients find comfort in and around the judicial system.

This summer, shortly after Crenshaw arrived at the 28th Judicial District, he visited Ottawa County Courthouse to meet its staff, where they almost immediately found an opportunity for his assistance.

In a small witness room that day, an 11-year-old girl prepared to give her statement to the courtroom as a survivor of a violent crime.

Crenshaw is trained to sense shifts in mood, and after witnessing the young girl's fear, he stayed with her from the witness room and sat with her as she gave her statement to the judge.

"We deal with people who are on probation for high-level felonies, and a lot of people that are our clients have been through a lot of trauma in their life," Callam said. "When we are meeting with a client, and they're upset about something, an officer will call and ask for Crenshaw to come into the room — it just takes it from a heightened situation and de-escalates it pretty quickly."

Since Crenshaw arrived at the district, Callam said more clients report for their scheduled court dates and probation visits, and the district has experienced an overall improved mood in and around the court system. 

Pre-trial service staff member and Crenshaw's handler Andrew Pellant said he not only helps clients but often helps the staff of the 28th Judicial District.

"Especially working at an office that we work at, whether you're a client or a staff member, it's always nice to have someone like Crenshaw," Pellant said. "Within days, I saw the immediate response was positive — demeanors and attitudes of staff members and the clients."

Pellant said before Crenshaw arrived, the district had some probation clients who had trouble appearing for scheduled visits, but now those clients come in looking for Crenshaw.

About a year ago, Callam said after some staff returned from a court training event, they told her of a drug court service dog in Pennsylvania. This idea acted as the catalyst for the 28th Judicial District.

Late last year, the district applied for a service dog from CARES Inc., a service dog training facility based in Concordia, KS. Crenshaw arrived at the district in June, just over a year old.

On Monday afternoons, Crenshaw visits drug court to help clients through the stress of appearing, and the rest of the week, Crenshaw moves about the district assisting various cases.

Once done with his day at work, Pellant takes him home, and as soon as the service dog vest hits the floor, Crenshaw knows it's time to relax.

"When you take that vest off, he's a different dog. It's like, 'I'm not working anymore,'" Pellant said. "He has several toys that he loves, and we alternate playing fetch with him. He has a sloth that he likes, an alligator and a pig. So he loves the play — he has a rope. He loves to chase his balls that we have and throw them down, and then really, other than that, he likes to nap a lot of the time."

Meet Crenshaw — 28th Judicial District's newest employee

The Salina Police Department responded to a disturbance call at 11:43 a.m. Sunday morning. Neighbors reported 30-year-old Salina resident Corey Born as acting unusual outside his home.

As officers arrived at the scene at the 200 block of North 10th Street, SPD Sergeant Kyle Tonniges said Born was not cooperative.

"He was acting erratic and then started approaching one of the officers attempting to grab his handgun — he continuously attempted to grab the gun," Tonniges said. "So the officers ended up fighting with him a little bit and had to take him down to the ground."

Tonniges said officers assumed he might be under the influence of drugs or alcohol, so they took him to the Salina Regional Health Center, but screenings showed him as clear.

During the arrest, officers found a small amount of marijuana in his pocket, totaling the requested charges to —

● Criminal Threat ● Battery of a law enforcement officer ● Assualt of a law enforcement officer ● Interference with a law enforcement officer ● Possession of marijuana

According to a press release emailed by Saline County on Monday, Oct. 2, the previous press release emailed on Friday, Sept. 29, communicating that&nbsp;the vote&nbsp;from the Tuesday, Sept. 26&nbsp;<a href="https://salinapost.com/posts/e32e40b5-4b02-4bc7-9579-c992774d9cdd">Saline County Planning and Zoning meeting to deny CUP23-103&nbsp;as&nbsp;invalid</a>, is no longer accurate.&nbsp;

﻿A battery-based electric storage and distribution facility proposed by Mountain Peak Energy Storage, LLC (Plus Power) has been officially denied.&nbsp;The Saline County Planning and Zoning Commission met September 26 to discuss a the facility. The proposed site is located on approximately 40 acres at the southwest corner of McReynolds Road and Simpson Road.

A previous release regarding this issue deemed the application approved; however, after consulting with legal counsel, it was determined that the Planning and Zoning Commission bylaws supersede state statutes. Therefore, the application is denied.

According to the bylaws, four votes are needed to approve a motion in a meeting where six of the nine members of the Commission are present.&nbsp;

The commission voted on approving the facility with three in favor, two against, and one abstention - the Commission deemed the motion failed due to the abstention; unfortunately, this was in error. The motion to approve the application was denied due to the lack of a fourth in favor of approval.

Saline County Commission to discuss appeal for Power Plus, new fire department equipment this week

Early Saturday morning at around 2:10 a.m., the Salina Police Department responded to a vehicle injury accident at the 1,000 block of State Street in town. 

Two Salina residents, Kasen Walsh, 20, the driver, and Julian Werber, 21, the passenger, drove at high speeds east on State Street until just before West Place when the pair went across a railroad crossing.

According to SPD Sergeant Kyle Tonniges, the raised railroad crossing caused the 2008 dark purple Mercury Mariner to jump the tracks, side-swipe a parked car and hit a tree in a residential front lawn.

"The accident was so significant that the engine was separated from the vehicle when they hit that tree," Tonniges said. "So we're continuing to investigate the accident and whether alcohol played a role in that we have not made any arrests at this time."

Tonniges said EMS services transported Werber, the passenger, to Salina Regional Health Center for severe injuries, including a significant head injury.

Salina resident seriously injured in vehicle accident early Saturday morning

The City of Salina and the Salina Community Theater Association (SCTA) have had a longstanding relationship that dates back to the 1970's. The original theater building was constructed with private funds, but was owned and maintained by the City. The building was expanded in the early 1990's. In 2007, SCTA began a campaign to expand the facility to its current footprint. As part of the expansion agreement that expires in 2057.

SCTA has approached the City about the possibility of expanding their facility to the west. The expansion is intended to be used to increase their educational offerings and provide a scene shop.

The proposed 9,500 sq foot expansion would encroach onto what is currently Founders Park. Staff hosted a Development Review Team (DRT) meeting with SCTA to get a better understanding of the planned expansion. 

Because of the location of the facility expansion concerning the Smokey Hill River, staff requested that HDR take part in the review. The expansion of the building onto Founders Park will have an impact on the river project, but the consensus between staff and HDR is that the river plans can be adjusted to accommodate SCTA's expansion.

As part of discussion related to transferring property to SCTA, staff requested a review of the maintenance and operations agreement that was approved in 2007. The current maintenance agreement requires the City to pay for all utilities at the facility, provide janitorial services, and maintain the facility to include repair and replacement of the plumbing, heating and air conditioning and electrical systems. 

The City is also responsible for landscaping and snow removal. Janitorial services and maintenance are performed by City staff. In some instances, third-party contractors are also engaged to handle maintenance and repairs. In exchange for these services, SCTA pays the City $3,000 annually.

City Owned Facilities Energy Improvements

● Approve Resolution 23-8165 authorizing and providing for energy saving improvements to City owned facilities and authorizing issuance of Temporary Notes and/or General Obligation Bonds of the City to pay the costs thereof.

● Authorize the City Manager to execute an Energy Services Contract with Schneider Electric that includes replacing facility lighting, upgrading HVAC systems, adding building automation systems, and upgrading building envelopes at multiple City owned facilities.

● Request for Executive Session - Attorney/Client Privileged

● I move the City Commission recess into executive session for_ minutes to discuss with special legal counsel the subject of confidential legal considerations relating to points of negotiation with both Salina Destination Development, LLC and the Kansas Department of Commerce regarding the City's multi-family housing project, based upon the need for consultation with an attorney for the public body which would be deemed privileged in the attorney-client relationship pursuant to K.S.A. 75-4319(b)(2).&nbsp;

Founders Park property transfer, wastewater improvements on City Comm. agenda

Early last week, the Saline County Sheriff's Office investigated a tip they received concerning drugs being trafficked into the Saline County Jail.

According to Saline County Sheriff Rodger Soldan, the department received information that an individual linked with a person in jail would use the courthouse elevator to smuggle drugs to inmates.

The department arrested 37-year-old Salina resident Maximilian Wilson on Friday — Saline County Courthouse footage showed evidence of Wilson smuggling drugs into the courthouse elevator on days when his wife, Kelli Wilson, an inmate of the jail, would visit court.

"(Deputies) ended up intercepting two drug drop-offs at the elevator at the courthouse," Soldan said. "On Friday, they ended up arresting Maximilian Wilson for two counts of possession of methamphetamine with intent to distribute, one count of conspiracy to traffic contraband into a correctional facility, and one count of possession of drug paraphernalia."

The department also requested a charge for Kelli Wilson on one count of conspiracy to traffic contraband into a correctional facility.

Saline County Sheriff's Office arrests Salina man allegedly trafficking drugs into jail

In its inaugural year, the Crossroads Marathon had less than 1,000 entries, but this year, the event grew to become the largest marathon event in Kansas.

The marathon had a little more than 800 runners last year, and within just one year, it has more than tripled to 3,370 entries for 2023. Co-race director Daniel Craig said this year's race has runners from all 50 states and some from Botswana, Colombia, Canada and Mexico.

The marathon also acts as a Boston Marathon Qualifier, but Craig said there would also be a half marathon, marathon and half marathon relays, a 5K walk, a 5K run and a half-mile fun run for children.

Not only do runners in the marathon benefit from access to a Boston Marathon Qualifier, but Crossroads also gives back to the community with each entry.

"Both last year and this year, we're able to give 100% of the race entry fees to four of our local youth sports organizations," Craig said. "(We donate to) the Salina Family YMCA, Kansas Youth Sports, Salina Area Youth Sportsmanship initiative, and then the USD 305 School Marathon Foundation."

The community will find benefits beyond the entry fees — according to Visit Salina, the race will bring an estimated $1.6 million to businesses in town.

Many marathon runners began gearing up for the race months ago, but Mark Bomberger began preparing as an assistant cross-country coach over the summer.

Bomberger said he ran with his students every day of practice, but he also ran cross-country throughout his education.

"(I want) the bragging rights," Bomberger said. "I have a history in cross-country, and nobody likes the running aspect of it — it's going to be painful, but being able to say that you did it and push through that's a significant thing."

Craig said the marathon has gone smoothly so far thanks to more than 200 volunteers who help with the race — before and on race day.

One volunteer, Mollie Purzell, helped with the race last year and said she enjoyed meeting new people and going through this year's process.

"I like meeting people. You get to meet people from all over because since they've got so many people registered from all over the United States and other countries," Purzell said. "So it's really nice to meet people and welcome them to Salina."

Crossroads Marathon becomes largest in Kansas, hosting more than 3,000 runners

The Saline County Sheriff's Department offered the Salina community and surrounding area a chance to bring unused prescription drugs for proper disposal by the department.

On Saturday, Oct. 28, the Sheriff's Department gathered almost 200 pounds of prescription drugs from the community. The department also collects unused prescriptions through a secure drop-off box in the Sheriff's Department office.

According to Lieutenant Sean Kochanowski, the department has gathered and disposed of more than 14,000 pounds of unused prescription medication since October 2013.

"We've had about 64 or 65 people come and drop off," Kochanowski said. "Just from this area, we've got about 180 pounds, I would guess. We'll weigh it up when we get back to the office."

Once weighed, Kochanowski said they gathered 189.6 pounds, totaling 14,366.2 pounds since 2013. Since April this year, the department has collected 923.79 pounds to dispose of it safely.

The Saline County Sheriff's Department will take the prescription drugs to the Salina Landfill to bury them in an unmarked, lined pit.

Saline County Sheriff's Dept. Drug Take Back collects 200 pounds of unused prescriptions

One of USD 305's newest teachers, River Weaverling, began his first year as the industrial tech teacher at his alma mater, Lakewood Middle School.

Salina Public Schools USD 305 is Weaverling's home district, where he attended the district's schools throughout his K-12 education.

Weaverling studied to teach history at Bethany College and finished student teaching in a history class during the spring semester this year at Salina South Middle School.&nbsp;

Ultimately, he decided to take an opportunity in a tech class at the middle school he attended for his first year of teaching.

"I get to see familiar faces," Weaverling said. "It's been nice to have some friends in the building already coming in and kind of knowing the layout of the building."

Some of Weaverling's previous jobs dealt with industrial tools like drill presses, hand drills and table saws, so he had the experience to begin achieving his Career and Technical Education certificate while teaching at Lakewood Middle.

Middle school industrial tech courses teach students to use machinery alongside essential safety practices when using powerful equipment.

Weaverling said he enjoyed teaching history class, but he wanted to stay in his hometown to spend his first years teaching, and Lakewood provided him with the opportunity.

Most core classes like history, science and math require more structure due to the curriculum requirements, but elective courses allow more flexibility for Weaverling and his students.

"In a class like this where it's loose in structure, the kids seem to enjoy having it more than they maybe would in a history class, so I like that," Weaverling said.&nbsp;

Weaverling attended a First Tee class in Salina growing up and became a coach in the program after graduation, where he found his passion in working with children's programs and teaching.

A quote by American singer and motivational speaker Jana Stanfield inspired Weaverling's goal as a first-year teacher.

"'You can't bring all the good that the world needs, but the world needs all the good you can bring.' And I think that this is the best outlet I found to actually do that," Weaverling said.

Another goal he has is to learn and use better classroom management, which is the set routines and procedures for students to expect when they walk into his classroom.

&nbsp;During student teaching, the teacher has already set up classroom management, so it's a skill that Weaverling said he is still getting better at.

Ultimately, Weaverling said he wants to leave a positive impact on his students, inspiring them to try new things and work toward goals.

"Something that I really enjoy about teaching is seeing the look on a student's face when they did something they didn't think they could do," Weaverling said. "It's awesome to see that look of amazement, like, 'Oh, I actually can do it."&nbsp;

 </figure>Another goal he has is to learn and use better classroom management, which is the set routines and procedures for students to expect when they walk into his classroom.&nbsp;During student teaching, the teacher has already set up classroom management, so it's a skill that Weaverling said he is still getting better at.Ultimately, Weaverling said he wants to leave a positive impact on his students, inspiring them to try new things and work toward goals."Something that I really enjoy about teaching is seeing the look on a student's face when they did something they didn't think they could do," Weaverling said. Lakewood Middle School welcomes new industrial tech teacher — River Weaverling

Large, open rooms with natural light, clear sightlines and fresh air furnish the new Saline County Jail at 800 E. Pacific Ave. — complete with program rooms and upgraded inmate facilities.

According to Saline County administrator Phillip Smith-Hanes, the county planned the new jail with the future in mind, preparing the structure for expansions and alterations later.

“We won't need another jail in our lifetimes,” Smith-Hanes said. “They've told us we should be at capacity in about 20 years… On the north side, we've only built half of a pod, and you can go and build the other half of that pod and then add one additional pod on the north side. There's also a little bit of space to add on additional administrative offices as well.”

Pods are independent sections that house a small number of prisoners — in the new jail, each pod has a 20-person capacity.

The Saline County Commission met at 9 a.m. on Tuesday, Oct. 31, to begin the celebration in the new conference room with guest appearances from various businesses, organizations and elected officials involved in the project.

"It took us 11 months from the vote to the groundbreaking," said Saline County Commission chairman Robert Vidricksen. "When you're in private business, as I was for many years, it can be difficult to understand what takes so long to get anything done with the government. But in this case, I can tell you for very good reasons."

"When you're spending $89 million of taxpayer money, you feel the weight of wanting to get it right," Vidricksen said.

The budget and construction timelines of the new Saline County Jail were finished on schedule.

A modern home for the Saline County Sheriff’s Department

According to Dave Dudzik, construction executive of Turner Construction in the Kansas City Metropolitan, 500 tons of steel and 8,500 cubic yards of concrete make up the 150,000 square feet of the new jail.

Inside, Saline County Sheriff Rodger Soldan said the building's control rooms watch over 400 different cameras, just one of many upgrades.

"It's more than I anticipated," Soldan said. "This is more than just a bigger jail — for the inmates, they've got more bed spaces that we need, but also their spaces that have natural light, and we can let fresh air into those spaces which we couldn't do before."

Smith-Hanes said the new jail has 392 sleeping spaces for inmates, more than double the 192 beds at the original jail.

Extra beds allow the Sheriff’s Department to keep more inmates in Saline County, saving taxpayers hundreds of thousands of dollars each year.

“For the last several years, we’ve been spending between $800,000 and $1 million a year housing folks in other counties,” Smith-Hanes said.

Another major upgrade for the Saline County Sheriff's Department is the programs area, which provides a space for inmates to attend informational and social programs. 

Saline County Sheriff’s Department Corporal of Transportation Bernadine Herman said some of the programs held in the program rooms include AA meetings, religious gatherings, classes and counseling.

In each pod, natural light filters through a narrow window near the ceiling, and vents allow in fresh air from the outside. Inmates also have a television in their pods, allowing them to enjoy various forms of entertainment.

Another security feature in the jail is body scanners — a low-transmission x-ray device that can scan for any contraband items on inmates or their visitors.

Each door in the new facility is controlled electronically by a master control room, and each pod has an additional control room. According to Herman, each door has a camera so the control rooms can see who is calling to open the door. This reduces the dependency on radio communications and increases overall safety within the facility. 

Not only do inmates get upgrades from the previous jail, but also corrections staff. The new jail includes multiple break rooms where employees can have lunch and get away from inmates or other staff.

Sheriff’s Department employees had a say throughout the construction process, according to Internal Affairs Lieutenant Jeremiah Hayes, allowing corrections staff to provide input and direction through a transition team. The team helped office workers communicate their wants and needs to the project leads

An impactful change for employees is the addition of one staff entrance with enough lockers for every employee in the building. 

“I think one of the biggest changes was the design of how people come to work,” Hayes said. “Now everybody is coming in the same door — I think it’ll help bring more camaraderie to the office.”

At the current jail, employees enter from all sides of the building, and some workers do not have a personal locker, like Hayes.

“Everybody gets to have their own little personal space, so I think that's probably what people are most excited about,” Hayes said.

Looking back on his more than three-decade career in Salina, Soldan said he recognized early on the need for a modern jail and office for the department. By 2014, when Soldan was the corrections captain under Sheriff Glen Kochanowski, they began looking for public approval for a new jail.

“He gave a lot of the same presentations and meetings, and we just couldn't get there,” Soldan said. “To be honest, the facility we were looking at building, had it not failed in 2014, we wouldn't have done what we've done here today.”

“I don't really have the words to describe what this new building is like, but you can see it for yourselves,” Soldan said.

From 1 p.m. to 3 p.m. and 6 p.m. to 8 p.m. on Saturday, Nov. 4, department staff will provide tours of the new facility during an open house celebration that is open to the public.

Trick-or-treaters across Salina — celebrate Halloween 2023

According to the Salina Police Department, Barry Little was the victim in the golf cart incident on Saturday&nbsp;

Sergeant Kyle Tonniges confirmed on Wednesday afternoon that Little was the victim in Saturday's incident.

Little owned a local electrical company,&nbsp;<a href="https://lselectricllc.com/">L&amp;S Electric</a>, and worked for other local businesses before starting his own.&nbsp;

SPD did not make this information available to Salina Post until today since staff were still completing the accident report and notifying next of kin.

Early Sunday morning, the Salina Police Department, alongside Salina Fire Department EMS, responded to a call reporting the death of a 56-year-old man found at Great Life Golf and Fitness.

An employee of Great Life Golf at 1800 S. Marymount Road found the victim underneath a golf cart unresponsive.&nbsp;

Once EMS arrived, they confirmed his death at the scene.

According to SPD sergeant Kyle Tonniges, the department learned that overnight, the victim was driving the golf cart, veered off the cart patch and struck a tree, causing the golf cart to land on top of him.

A subject walking the course the following day discovered the victim and reported the incident.

The SPD traffic unit is investigating the incident as a vehicle crash.

 </figure>By OLIVIA BERGMEIER Salina PostUpdated at 3:07 p.m., Wednesday, Nov. 1According to the Salina Police Department, Barry Little was the victim in the golf cart incident on Saturday&nbsp;Sergeant Kyle Tonniges confirmed on Wednesday afternoon that Little was the victim in Saturday's incident.Little owned a local electrical company,&nbsp;<a href="https://lselectricllc.com/">L&amp;S Electric</a>, and worked for other local businesses before starting his own.&nbsp;READ MORE:&nbsp;<a href="https://salinapost.com/posts/62598c29-0611-4424-8ef0-4f989219988f">Barry Little Obituary</a>SPD did not make this information available to Salina Post until today since staff were still completing the accident report and notifying next of kin.---------------------------------------------------------Early Sunday morning, the Salina Police Department, alongside Salina Fire Department EMS, responded to a call reporting the death of a 56-year-old man found at Great Life Golf and Fitness.An employee of Great Life Golf at 1800 S. Marymount Road found the victim underneath a golf cart unresponsive.&nbsp;Once EMS arrived, they confirmed his death at the scene.According to SPD sergeant Kyle Tonniges, the department learned that overnight, the victim was driving the golf cart, veered off the cart patch and struck a tree, causing the golf cart to land on top of him.A subject walking the course the following day discovered the victim and reported the incident.The SPD traffic unit is investigating the incident as a vehicle crash.Salina Post will update the story as more information becomes available.
