The 2024 People’s Choice winner from the Salina Sculpture Tour, 'Going Home' by artist Sondra Johnson, will soon have a permanent home at the Saline County War Memorial in Sunset Park.

Salina city commissioners approved the sculpture’s placement during Monday’s City Commission meeting.

Crystal Hammerschmidt, Arts Services Coordinator, said the installation will help bring public art exposure to neighborhoods that don’t have as many artistic displays. She also noted that the sculpture would be elevated for better visibility.

According to Johnson, Going Home represents the final journey of a fallen American soldier. A date for the sculpture’s establishment has not yet been announced.

The City of Salina has spent $538,791 in legal fees related to the ongoing case involving the Cozy Inn, according to Interim City Manager Jacob Wood. The case, which revolves around a dispute regarding artwork on the iconic 103-year-old establishment, has yet to go to trial but has involved multiple legal proceedings.

Wood stated that the city’s legal team, Fairfield and Woods, P.C., a Denver-based law firm specializing in sign and mural-related cases, has been handling the matter as Pro Hac Vice counsel. <a href="https://portal.laserfiche.com/Portal/PDF10/5d43cae9-029f-4733-a8a0-7ef4d85d91a4/531203">According to the firm’s engagement letter with the city,</a> attorneys Michael W. McConnell and Todd Messenger are representing Salina in the lawsuit. McConnell's billing rate is $400 per hour, while Messenger's rate is $485 per hour. Other attorneys or paralegals may also assist in the case at varying rates.

"There's certainly been lots of court actions," Wood said. "So most recently, we have filed a motion for summary judgment, and then they've [Cozy Inn Inc.] also filed a motion as well, and we're waiting for the court to hear that, and once the court makes a decision, they really have the option to grant all or part of that summary judgment, and depending on the result of that, then it could go to trial."

The firm's engagement letter, signed by former Salina City Manager Mike Schrage, states Fairfield and Woods, P.C. represents the City of Salina as an entity, not any individual city employees.

"In performing this work, our firm will be representing the City as an entity, rather than you or any other individual under the employment of the City," the letter reads. "This means our [law firm] duty is to the City and we must place its welfare and interests ahead of the interests of anyone employed by the City."

The dispute stems from a mural commissioned by Cozy Inn owner Steve Howard in October 2023, which city officials flagged as a sign code violation. The controversy centers on whether the artwork is classified as a mural or a sign under Salina’s zoning regulations.

Since the artwork progress has been halted, hundreds of patrons of the Cozy Inn have voiced their support of Howard, and their disapproval of the City's response.&nbsp;

Under Salina’s commercial sign regulations, businesses are allowed a specific amount of signage based on building frontage. In the C-4 commercial district, where the Cozy Inn is located, businesses are allotted three square feet of signage per linear foot of street frontage.

With a 20.8-foot frontage, the Cozy Inn is permitted approximately 63 square feet of signage. The restaurant already utilizes 52.88 square feet for existing signs, leaving just 10 square feet available. The new mural, estimated at 528 square feet, exceeds the allotted limit by nearly nine times.

The case, which is being heard in federal court, could either be resolved through the summary judgment ruling or proceed to trial in fall 2025, tentatively between October and November. Howard, with legal support from the Kansas Justice Institute, filed a lawsuit against the City of Salina in February 2024, arguing that the mural is a form of protected speech under the First Amendment.

Christ Cathedral hosts cultural events as Lenten season begins

StartUp Salina&nbsp;is announcing&nbsp;that applications are now open for the&nbsp;4th&nbsp;Annual Charlie Walker&nbsp;Pitch&nbsp;Challenge&nbsp;to be held&nbsp;Wednesday, March&nbsp;26, at&nbsp;Kansas State University-Salina.&nbsp; The Challenge is open to start-up businesses as well as young businesses who have been operating for three years or less&nbsp;and offers an opportunity to win up to $6,000&nbsp;in cash prizes.

The pitch competition will take place on&nbsp;Wednesday, March&nbsp;26,&nbsp;2025,at&nbsp;Kansas State University-Salina. Competitors will be given&nbsp;seven&nbsp;(7)minutes to pitch their business plan to a group of judges,&nbsp;like&nbsp;what is seen on popular shows like ‘Shark Tank.’ &nbsp;The judges will then have some time to ask&nbsp;questions and&nbsp;will&nbsp;score the businesses. &nbsp;At the end of the night, scores will be&nbsp;tabulated,&nbsp;and the top five finishers will be announced.&nbsp;

The Entrepreneurial Challenge is named in honor of the iconic Salina businessman, Charlie Walker, who founded&nbsp;several&nbsp;companies,&nbsp;largestamong them Salina-based Blue Beacon International (known for its truck and RV washes), and the Rolling Hills Zoo near Hedville.&nbsp;Walker died in 2012, but his family has continued his commitment by spearheading&nbsp;several&nbsp;civic causes in the Salina community.

City of Salina From Monday, March 3, through Friday, March 7, Circle C Paving &amp; Construction of Goddard, Kansas will work on the City of Salina’s annual pavement crack sealing project by sealing cracks in the following streets, weather permitting.

The work will take place between the hours of 7:30 a.m. and 5 p.m. Access to

properties within work zones will be maintained at all times. “Road Work Ahead” signs will be placed in advance of work zones, and temporary single-lane closures are to be expected. Motorists are asked to proceed with caution when approaching work zones for the safety of the crews performing the work.

The annual crack and joint sealing program is an important and cost-effective preventive maintenance component of the City of Salina’s annual street repairprogram. The Department of Public Works strives to seal each asphalt street in&nbsp;Salina no less often than every seven years.

The scheduled work described above is the second installment of the City of Salina’s 2025 Crack Seal annual maintenance project, fully funded at a total project cost of $486,000.

Drivers are advised to plan alternate routes and use caution near the work zones.

Centennial and Cloud Street closures continue as concrete repairs progress

Meteorologists from the National Weather Service (NWS) in Wichita will present a storm spotter training session in Salina to help weather enthusiasts and storm spotters prepare for the upcoming severe weather season.

The training is scheduled for&nbsp;Tuesday, February 25, at 6:30 p.m.&nbsp;in&nbsp;Room 201 of the Peter Science Hall at Kansas Wesleyan University.

NWS staff will deliver an in-depth presentation covering:

	•	Recognizing storm features that indicate severity

Attendees will gain a deeper understanding of storm structures and their potential dangers. The NWS encourages anyone interested in weather, storm spotting, or emergency preparedness to attend.

Officials may also offer a&nbsp;virtual presentation option, with details to be announced. Updates on virtual sessions will be provided as they become available.

NWS hosting storm spotter training in Salina

The Salina City Commission will hold its regular meeting on Feb. 24, 2025, beginning at 4:00 p.m. in Room 107 of the City-County Building, 300 West Ash Street.

At 2:30 p.m. in Room 107, commissioners will hear an update regarding Salina Animal Services.&nbsp;

The meeting will begin with confirmation that the required notice under the Kansas Open Meeting Act has been provided, followed by a roll call and Pledge of Allegiance.&nbsp;

Public hearings and items scheduled for a certain time

(3.1) The commission will conduct a public hearing and consider approval of Ordinance No. 25-11234, which would vacate a utility easement in Schilling Subdivision No. 5 to allow for a terminal expansion at Salina Municipal Airport.

(4.1) The commission will consider approving the minutes from the Feb. 10, 2025, meeting.

(4.2) Resolution No. 25-8283 will appoint a new member to the Salina Airport Authority.

Circle C Paving &amp; Construction of Goddard, Kansas, will work on the City of Salina’s annual pavement crack sealing project by sealing cracks in the following streets, weather permitting.Streets impacted include:Crawford from Briarcliff to the east, Edgehill, Fairdale from Applewood to Brookwood, Fairdale from Glen to Edgehill, Eastborough from Seitz to the south, Marymount from Iron to Country Club, Country Club from Marymount to Eastborough, East Park Ln, West Park Ln, Stack from Delaware to Missouri, Indian Rock Ln, Edison Pl, Westbend, Waverly, Westchester, and YMCA Dr.The work will take place between the hours of 7:30 a.m. and 5 p.m. Access to properties within work zones will be maintained at all times. “Road Work Ahead” signs will be placed in advance of work zones, and temporary single-lane closures are to be expected. Motorists are asked to proceed with caution when approaching work zones for the safety of the crews performing the work.The annual crack and joint sealing program is an important and cost-effective preventive maintenance component of the City of Salina’s annual street repair program. Crack sealing the pavement helps prevent water from penetrating into the pavement structure or sub-base material and aids in reducing a number of pavement problems which include crack spreading, formation of voids under pavement, swelling and shrinking of sub-base materials, freeze-thaw action, alligator cracking, potholing, and complete failure. Because of its importance and cost-effectiveness, the Department of Public Works strives to seal each asphalt street in Salina no less often than every seven years.The scheduled work described above is the first installment of the City of Salina’s 2025 Crack Seal annual maintenance project. The full project cost of all installments totals $486,000.

Saline County snowplows are on the move- track their progress here

With a wintry mix of snow expected to begin Tuesday and continue into Wednesday, the City of Salina is preparing roadways ahead of the potential weather.

City crews will begin salting all roads before precipitation starts and will remain on standby to deploy as needed.

	•	Isolated light snow showers could begin shortly after midnight Tuesday, continuing intermittently through the morning.

	•	Pavement temperatures are expected to drop below freezing late Monday, creating the potential for slick surfaces, especially on untreated roads.

	•	Snowfall is expected to become more widespread before dawn Tuesday, accumulating throughout the day.

	•	Road surfaces are likely to remain at or below freezing through Wednesday, potentially making the morning commute hazardous.

Officials urge drivers to maintain a safe distance when approaching city salt trucks, as close driving can create additional safety concerns for operators and other motorists.

Salina City Commission considers construction bid for new public dog park

Submitted Kansas Wesleyan announced Saturday that enrollment for the spring semester is 963 total students, a figure that is up more than 7% from the previous spring. It marks the largest spring enrollment in KWU’s history.&nbsp;

“This will be another great semester for the KWU community,” said Ken Oliver, executive vice president of advancement and university operations. “We will continue to have marquee events across campus — including tremendous performances by our Music Department and games for our conference-leading women’s basketball team — and we will do it closing in on 1,000 spring students. We are grateful for those who continue to make this bright future — and fantastic present — possible.”&nbsp;

KWU’s MBA program was a significant player in the growth, as the MBA went from 47 students to 75, an increase of nearly 60%. The Saline County MBA and KWU Alumni scholarships have helped boost those numbers. Each of those scholarships provides $100 off per credit hour for qualifying individuals.&nbsp;

The university also saw a 72% increase in part-time students, buoyed by recent community engagement efforts within the Criminal Justice program.&nbsp;

“Growing our MBA program by 60% in one year is outstanding,” said Oliver. “Our graduate scholarship programs has been well received by the community, and we’re pleased that so many local professionals have taken advantage of it. Our Criminal Justice certificate program has opened doors for many local law enforcement officers, and it’s a privilege to create opportunities for those who contribute so much to our region. We know that the university’s recent successes would not be possible without the support of the entire Salina community.”

All told, KWU spring enrollment is up more than 22% in the past two years. KWU has responded by renovating Sams Chapel and opening numerous new facilities, including Bieber Dining Hall, the Applequist Family Music Center, a pair of Jack Wilson Criminal Justice Labs and Coyote Village, the university’s newest student housing.&nbsp;

Renovations have also taken place at the Everett Morgan Strength Training Center, along with existing student residence halls.&nbsp;

KWU has accomplished all of this while raising its minimum GPA for acceptance to 3.0.&nbsp;

Individuals have plenty of chances to experience the Coyote community this spring. The annual fundraising dinner, Night with the Yotes, is set for&nbsp;Feb. 21, and tickets are still available. Students from across the Sunflower State will come to campus&nbsp;March 22&nbsp;for the Sunflower State Spelling Bee, and KWU’s women’s basketball program — winners of 14 of its first 15 conference games — returns to action&nbsp;Saturday night&nbsp;at home, taking on Saint Mary.&nbsp;

“Great things are happening across Kansas Wesleyan,” said Oliver. “Athletics, music and other activities are excelling, community partnerships are growing and faculty are mentoring our students well. We are grateful for the numerous supporters who have made this possible —with record support already this year — and look forward to additional exciting news in the coming months.”

KWU breaks another enrollment record

The Salina City Commission voted Monday to reject a $1.5 million bid from Smoky Hill Construction for proposed upgrades to Jerry Ivey Memorial Park. &nbsp;

Salina Parks Director Jeff Hammond and designer Jim Schuessler of George Butler Associates presented the updated and scaled-down project to commissioners at its Monday meeting on Jan. 27. The project includes a new splash pad, a water wall feature, and a law enforcement memorial honoring the life and legacy of Jerry Ivey, a Salina police officer who died in the line of duty.

Commissioners cited concerns about the project’s rising costs, the need for multiple bids, and the impact of scope reductions on the splash pad's long-term value.&nbsp;&nbsp;

<a href="https://salinapost.com/posts/206560ae-b9b5-4d46-8ac0-d62cf1f01abf">The city originally approved the design and engineering for the project in August 2024</a>, with an early estimate suggesting costs of around $1.1 million. When bids opened in December, Smoky Hill Construction was the only bidder, submitting a proposal of $1.82 million—significantly above the original expected cost. &nbsp;

After reviewing potential reductions to bring overall costs down, the city worked with the designers at George Butler Associates (GBA) to adjust the project scope. “We've maintained the integrity of the entire project and provided a high quality look. We did remove some of the esthetics, such as seating and some additional square footage by removing some of the requirements on the bid with the liquidated damages, the schedule, the requirements, electrical and stuff like that. So it really does maintain an exemplary, significant project for you in in your region,” Shuessler said. &nbsp;

Even with these reductions, the project still exceeded available funding. &nbsp;

Vice Mayor Mike Hoppock, who initially opposed the larger project, said he had reconsidered when costs appeared manageable but now believes the police memorial and splash pad should be separated into distinct projects.&nbsp;

“I'm disappointed. I don't think we're going to have a splash pad at Jerry Ivey Park yet this year for this summer, and that was my one thing that I was concerned about when we were doing the larger project,” Hoppock said. “The splash pad is something that the community uses, and anyone can use it all income levels, everybody. It's a highly used facility.”&nbsp;

Hoppock suggested researching recent splash pad projects to find a more cost-effective option, ideally in the $700,000 to $800,000 range.&nbsp;

Commissioner Bill Longbine expressed concerns about the rushed timeline for the bid process and the overall cost, suggesting a new approach allowing multiple bids and the opportunity to reintroduce features later.&nbsp;

“I would like to reject this bid and rebid the project, separate the projects to what we can afford right now, to separate the projects and bid them separately, with an add alternate for the water wall and rough in the plumbing,” Longbine said. “Put this whole thing back out for bid. I'm not in favor of cutting back and getting something we'll later regret.”&nbsp;&nbsp;

Relating to the law enforcement memorial, Longbine said he would like to see the project's scope expand. &nbsp;

“I would like to see us expand what we already have in the plans, you know, possibly involve the Sheriff's office and Kansas Highway Patrol, I think there's money available to contribute to that and make that world class,” Longbine said.&nbsp;

City Manager Mike Schrage explained that the initial plan was to replace the pond with a water feature. However, as discussions evolved and the existing splash pad failed mid-season, the city combined the three elements—the splash pad, water wall, and law enforcement memorial—into one project.

Schrage said the city was confident the project could be completed within budget but, in hindsight, should have included more alternatives and add-ons in the bidding process to assess market costs better.&nbsp;

“Now we find ourselves on the backside of that with not a lot of flexibility unless you want to go back and redesign and rebid,” Schrage said.&nbsp;

Shuessler cautioned that delaying the bid process could increase costs or require further reductions to key features.&nbsp;

Each option carried trade-offs, particularly if using maintenance funds meant delaying other park projects, such as improvements at Sunset Park and baseball field lighting upgrades.&nbsp;Hammond noted that similar splash pad projects in Kansas and Missouri have cost between $800,000 and over $2 million, depending on features, filtration systems, and square footage.&nbsp;Several residents voiced their support of replacing the splash pad.“I use the spray park with my grandchildren, and I think the city should focus on making sure we get something that lasts,” said Salina resident&nbsp;Rosemary Mai.&nbsp;The commission voted 5-0 to reject the current bid and direct staff to rebid the project with additional "add alternates" to better reflect the project's scope and allow commissioners to control costs more effectively.&nbsp;The revised bid with additional add alternates is expected to be returned for commission review before being reissued for bids.&nbsp;
