LAWRENCE — U.S. Supreme Court Justice Sonia Sotomayor formally apologized for critiquing a colleague&nbsp;<a href="https://kansasreflector.com/2026/04/08/u-s-supreme-court-justice-warns-of-majoritys-misuse-of-shadow-docket-during-kansas-talk/">while speaking in Kansas last week</a>, admitting her remarks were “inappropriate” and “hurtful.”

Sotomayor insinuated fellow Justice Brett Kavanaugh didn’t know working class people and, therefore, couldn’t understand the ramifications of his decision in the pivotal case that allowed federal immigration officers in California to continue stopping people based on race, ethnicity, native language, location and occupation. However, she did not mention Kavanaugh by name.

“There are some people who can’t understand our experiences, even when you tell them,” Sotomayor said. “I had a colleague in that case who wrote, you know, these are only temporary stops. This is from a man whose parents were professionals and probably doesn’t really know any person who works by the hour or the piece like I do.”

Sotomayor appeared on April 7 at the University of Kansas in Lawrence alongside KU alumni and twin sisters Janet and Mary Murguia, who asked the justice about her experience as a Latina and her thoughts on the case Noem v. Perdomo, in which she and the court’s two other liberal justices dissented. Kavanaugh concurred with the majority and wrote that immigration enforcement stops for legal immigrants are “typically brief, and those individuals may promptly go free” upon proving citizenship or legal status.

“At a recent appearance at the University of Kansas School of Law, I referred to a disagreement with one of my colleagues in a prior case, but I made remarks that were inappropriate,” Sotomayor said in a statement from the court. “I regret my hurtful comments. I have apologized to my colleague.”

Sotomayor’s discussion of the immigration case was part of a rare glimpse into the tensions between the court’s majority and minority. She also said her beliefs about the court’s use of the emergency docket, or “shadow docket,” differ from those of the majority. She said the court’s frequent use can be “a little bit disrespectful” of lower courts, “especially when we’re doing things without reasons, and it feels as if our decision-making may not be as relevant.”

Sotomayor told the audience of around 1,700 about her upbringing in the Bronx in a Puerto Rican family, her eventual enrollments at Princeton University and Yale Law School and the resistance she faced as the Supreme Court’s first nominee of Hispanic descent.

“Princeton was an absolute shock,” she said. “I didn’t know what I was getting myself into.”

Sotomayor’s remarks were not recorded for public distribution. Sotomayor spoke for more than an hour with the Murguia sisters. Her visit also included visits to a local elementary school, where she read one of her children’s books, and a second chance program for people with criminal histories.

Justice apologizes for ‘hurtful comments’ about Kavanaugh at Kansas event

SHAWNEE COUNTY—Law enforcement investigating a deadly shooting and have made an arrest.

Just after 5p.m. Tuesday, Shawnee County Emergency Communications received a 911 report of a shooting associated with the Montara subdivision in Topeka, according to Sheriff Brian Hill. Deputies responded and determined the incident occurred at a residence in the 2000 block of SW 70th Terrace.

Jonathan C. Bailes, 18, of Topeka, was pronounced deceased.

Saline County Jail Bookings, April 16

SEDGWICK COUNTY —A judge decided Tuesday that a Kansas woman accused in a double fatal crash will have a competency evaluation.&nbsp;

The case involving 80-year-old Clowie Ann McLaughlin of Augusta, was taken off the court docket while she completes a competency evaluation, according to the Sedgwick County District attorney's office.

She is charged with two counts of involuntary manslaughter while driving under the influence, severity level 4 person felonies, in the deaths of 42-year-old LaShea Bell and her daughter, 25-year-old A’Niah Bell.&nbsp; She is scheduled to appear in the courtroom of Judge Shawn Hatfield for the hearing.

&nbsp;In December McLaughlin waived her right to a preliminary hearing.

The crash happened around 9:35 p.m. August 30, at the intersection of Central and Webb Road in Wichita

According to Wichita police, McLaughlin’s black Chevrolet truck collided with a white BMW carrying the Bells and a gray Jeep driven by a 41-year-old man. LaShea Bell was pronounced dead at the scene, while A’Niah Bell later died at a local hospital. The Jeep driver was treated at the scene and released.

Police said speed and alcohol are believed to have been factors in the collision. McLaughlin was taken to a hospital for treatment of her own injuries and was booked into the Sedgwick County Jail after being medically cleared. She bonded out of jail the following day after posting a $100,000 bond.&nbsp;

Kan. woman in double-fatal crash is taken for competency evaluation

On April 11, officers were dispatched to a disturbance with reports of gunfire. When officers arrived, they found evidence of a disturbance in a parking lot in the 6300 block of West Kellogg and began investigating the scene.

While officers were on scene, a separate call came in about a walk-in shooting victim at a local hospital, according to a media release from police.

Two adult men had arrived with gunshot wounds.

A 54-year-old man, identified in county booking records as Willie J. Bowen, suffered serious injuries. He was treated and released from the hospital and was later arrested on a requested charge of battery of a law enforcement officer.

A 37-year-old man, identified as William Johnson of Wichita, suffered critical injuries and was pronounced dead at the hospital.

The preliminary investigation indicates the shooting stemmed from a disturbance that happened before the gunfire. The exact circumstances leading up to the shooting remain under investigation. Bowen remains jailed on a $2,500 bond, according to online jail records.

First responders found Baker in a front yard with multiple gunshot wounds to his torso. Baker was transported to a local hospital and was pronounced deceased at 6:41 p.m.

Investigators learned through multiple witnesses that the incident began as an argument and physical altercation between neighbors that led to the gunfire.

When officers arrived, the suspect identified as Gunneson came out of his home and surrendered.

He was taken for questioning, and booked into the Sedgwick County Jail remains on Unsupervised Custody; Home Incarceration, according to online jail records.

DICKINSON COUNTY —In January of 2026, the Dickinson County Sheriff’s Office received tips from the National Center for Missing and Exploited Children, according to a media release from the Dickinson County Sheriff.

The Sheriff’s Office began an investigation which led to the execution of a search warrant on February 11,&nbsp; at a residence in the 200 Block of South Garfield Street in Enterprise, Kansas.

Additional search warrants were executed and an arrest warrant was issued on April 1, 2026, for Ellsworth Jack Primmer.

On April 2, police in Des Moines, Iowa arrested Ellsworth Jack Primmer on the warrant issued through the Dickinson County District Court. Primmer was extradited back to Kansas and booked into the Dickinson County Detention Facility on April 14, on multiple counts of sexual exploitation of a child.

SEDGWICK COUNTY — A 16-year-old girl has been arrested in Oklahoma in connection with a Wichita shooting that injured two people Sunday.

At about 3 p.m. Sunday, Wichita police were dispatched to a disturbance in the 3400 block of North Inwood. During that investigation, officers learned an unreported shooting had occurred earlier that day, at about 3 a.m., in a park parking lot in the 3100 block of North Oliver.

Preliminary investigation found that an 18-year-old woman and a 17-year-old girl were in the parking lot when they were confronted by the 16-year-old suspect. A disturbance followed, and the suspect fired a gun, striking both victims.

The 18-year-old suffered a graze wound to her lower torso. The 17-year-old suffered a graze wound to her upper torso. Both injuries were non-life threatening.

As the investigation continued, officers and investigators learned the suspect had been reported as a runaway and had traveled to Oklahoma. The Wichita Police Department coordinated with the Oklahoma City Police Department, which located and apprehended her.

Wichita police are working with Oklahoma City authorities to return the suspect to Wichita. She will be booked on two counts of aggravated battery.

Upon arrival, officers located a 31-year-old woman suffering from gunshot wounds to her upper torso. Officers immediately began life-saving measures until emergency medical personnel arrived. The victim was transported to a local hospital in critical but stable condition.

Officers also located three additional victims who had been battered during the incident: a 28-year-old woman, a 32-year-old woman, and a 31-year-old man.

Preliminary investigation indicates a large disturbance occurred in the parking lot of the apartment complex before shots were fired.&nbsp;The suspects fled the scene prior to officers’ arrival.

On April 13, officers and investigators located the suspects and took them into custody. A 31-year-old man&nbsp; and a 30-year-old woman were arrested in connection with the case.

The 31-year-old man identified from county arrest records as Brian Gurrola was booked on requested charges that include two counts of attempted first-degree murder, two counts of aggravated battery and one count of criminal possession of a firearm.

A 30-year-old woman identified from arrest records as Selena Perez&nbsp; was booked on two counts of aggravated battery and one count of obstructing apprehension or prosecution.

The case will be presented to the Sedgwick County District Attorney’s Office for formal charging consideration.

Clowie Ann McLaughlin, 80, Augusta,&nbsp;is charged with two counts of involuntary manslaughter while driving under the influence, severity level 4 person felonies, in the deaths of 42-year-old LaShea Bell and her daughter, 25-year-old A’Niah Bell.&nbsp; She is scheduled to appear in the courtroom of Judge Shawn Hatfield for the hearing.

 </figure>&nbsp;In December McLaughlin waived her right to a preliminary hearing.The crash happened around 9:35 p.m. August 30, at the intersection of Central and Webb Road in WichitaAccording to Wichita police, McLaughlin’s black Chevrolet truck collided with a white BMW carrying the Bells and a gray Jeep driven by a 41-year-old man. LaShea Bell was pronounced dead at the scene, while A’Niah Bell later died at a local hospital. The Jeep driver was treated at the scene and released.Police said speed and alcohol are believed to have been factors in the collision. McLaughlin was taken to a hospital for treatment of her own injuries and was booked into the Sedgwick County Jail after being medically cleared. She bonded out of jail the following day after posting a $100,000 bond.&nbsp;

TOPEKA — Republican Sen. Michael Murphy sold the Kansas Legislature on granting investors in gold and silver an exemption from state capital gains tax by noting the insightful allegory about monetary policy woven into “The Wonderful Wizard of Oz.”

Murphy, who represents the Sylvia area near Hutchinson, fought the past three years as a member of the House and now the Senate to pass a bill declaring gold and silver coin or bullion to be legal tender in Kansas. Under&nbsp;<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2515/" target="_blank">House Bill 2515</a>, forwarded to Gov. Laura Kelly, future transactions conducted with the two precious metals wouldn’t be subject to the state income tax nor be eligible for assessment of sales or property taxes.

Comments from skeptical legislators about rewarding investors with the tax break prompted Murphy to delve into L. Frank Baum’s story about a young Kansan swept away by a tornado to the Land of Oz. With a dog, Toto, she traveled with Scarecrow, Tin Man and Cowardly Lion on the Yellow Brick Road. Children have been taught the book was a tale about an individual’s bond with home, the value of friendship and discovering inner strength.

“Lot of people don’t think about it, but that was written about monetary policy,” Murphy said.

He said pulling back the curtain revealed a drama about economic conflict in the United States during the 1890s. He said the Yellow Brick Road represented the path taken with a national gold standard. Dorothy’s slippers — silver in the book, but ruby in the movie — represented the free-silver movement. To carry the idea further, Emerald City could stand for Washington, D.C., and officials’ preference for convenience of paper money. Scarecrow represented debt-strapped farmers, while Tin Man carried a torch for the working class.

Sen. Mike Thompson, a Shawnee Republican, didn’t delve into the novel, but he joined Murphy in extolling the bill’s virtues during debate Friday night at the Capitol.

Thompson argued the Federal Reserve, operating as the central bank of the United States, spent decades tinkering with the economy in ways that undermined value of the dollar. Allowing gold and silver to serve as legal tender in Kansas would enable investors to create a hedge against inflation, he said.

“This gives Kansans an opportunity to … hold silver, hold gold — something that’s going to hold value,” Thompson said.

If the governor signed the bill, Kansas would become the sixth state to hold the door open for players in gold and silver markets. The bill wouldn’t require Kansas businesses or individuals to accept gold or silver coins or bars as payment unless otherwise required by contract or law.

The legislation was endorsed during House and Senate committee hearings by Freeman Global Investment Counsel, Kansas Campaign for Liberty, National Security Investment Consultant Institute, State Shield and Transactional Gold Project.

“We don’t know the unintended consequences,” said Senate Minority Leader Dinah Sykes, D-Lenexa. “We don’t understand the ramifications of what we’re voting on.”

Over in the House, Democrats’ reaction to the precious-metals legislation paralleled that of their Senate brethren.

“Flat out, these gold and silver coins are speculative investment assets,” said Rep. Rui Xu, D-Westwood. “Nobody is using these to buy groceries or pay their utility bills. This bill explicitly says that stores or banks or government agencies don’t have to accept these. Basically, what this bill does is carve out a special capital gains exemption for a niche asset, primarily held by wealthy investors, which shrinks the tax base for all of us.”

In rebuttal, Rep. Steven Howe, R-Salina, said movement in the United States away from circulation of coins with intrinsic value was a blunder.

He said if a person earning the 1965 minimum wage of $1.25 per hour was paid in quarters minted in 1964 or before, which contained 90% silver, the melt-value of those five coins would now be about $74.

“There are a lot of working-class people in my district in gold and silver as a hedge on inflation,” he said.

According to the Salina Police Department (SPD) on April 12 in the afternoon, officers were dispatched to Walmart (2900 S 9th St) for the report of an employee allegedly stealing items over the course of a month and a half.

The Loss and Prevention department of Walmart told SPD, the employee stole various items that included food, furniture, storage containers, self-care and clothing.

Officers arrested Kayla Wall (23) and booked her into the Saline County Jail for the requested charges of&nbsp;Felony Theft and Misdemeanor Theft.

Walmart employee accused of stealing over $1,000 of items on a weekly basis

A man was arrested for allegedly making a threat to burn a house down and damaging various home decor items.

According to the Salina Police Department (SPD) on April 12 at around noon, officers were dispatched to a home in south Salina for the report of a disturbance.

Reportedly, an individual inside the home stated a family member destroyed a large amount of items and threatened to burn the house down.

SPD stated there was a family dispute before the incident occurred. 

Andrew Zeigler of SPD reported the suspect involved is someone they have encountered in the past and at times has mental health crises.

Booked into the Saline County Jail was Daniel Klenda (40). 

He was booked for the requested charges of Criminal Threat and Criminal Damage to Property.

Police: Burn threat and multiple items of home decor damaged prompts arrest

Salina man accused of robbing another man at gunpoint on Saturday morning.

According to the Salina Police Department (SPD) on April 11 at around 10:00 am, an officer on patrol discovered a 65-year old male was profusely bleeding on his face in the&nbsp;400 block of S. Broadway.

The officer approached the man and learned he was robbed at gunpoint.

Reportedly, the victim was in the process of purchasing a vehicle from Calvin Frenzley (33). The victim stated Frenzley forcibly robbed the man of over $1,000.

Furthermore, SPD confirmed Frenzley was armed.

Officers made contact with Frenzley shortly after, and took him into custody.

SPD stated that when Frenzley was being interviewed inside their interrogation room, he reportedly destroyed a table and barricaded himself.

Subsequently, officers were able to arrest and book him into the Saline County Jail. 

He was booked for the requested charges of Aggravated Robbery, Aggravated Battery, Criminal Threat, Criminal Possession of a Weapon, Interference with Law Enforcement and Battery of Law Enforcement.

According to the Salina Police Department (SPD) on April 10 at around 9:00 pm, officers were dispatched to a neighborhood in west Salina for the report of a disturbance.

Reportedly, several people were on a street in the neighborhood when Alexander Montgomery (26) allegedly threatened to shoot a 22-year old male.&nbsp;

SPD stated there was a dispute over the custody of a child.

One of the people on the scene reported to SPD about the incident and when officers arrived, they learned Montgomery made the threat and arrested him.

During the arrest, officers learned Montgomery had a BB-gun on his possession.

Montgomery was booked into the Saline County Jail for the requested charge of Aggravated Assault.

The victim and&nbsp;Montgomery are reportedly acquainted.

HUTCHINSON — Hutchinson Police have arrested a man in connection with multiple child sex crime allegations in Saline County, according to police and court records.

Records from the Reno County Detention Center show that Nathan Lara was booked into custody Tuesday morning at 11:18 a.m.

According to Saline County District Court records, a warrant for Lara’s arrest was issued Monday.

Court documents indicate Lara faces three counts of rape of a child under the age of 14, along with three counts of aggravated indecent liberties with a child. The charges stem from alleged incidents that occurred between 2020 and 2022.

No court date has been scheduled in the case.

JACKSON COUNTY, Kan. —Law enforcement are investigating a Kansas man on drug allegations.

Just before 11p.m. on April 3, 2026, sheriff's deputies arrested 40-year-old Alejandro Garcia Jr. of Topeka after discovering illegal drug contraband in a parked Chevrolet Equinox near Mayetta that he allegedly had been driving, according to Sheriff Tim Morse.

Garcia was booked into the Jackson County Jail on requested charges of possession of cocaine, possession of drug paraphernalia, transporting an open container, and operating a vehicle without a valid license.
