A Salina man was able to escape without injury after his vehicle went off the road and into high water early Tuesday morning.

Deangelo Turner, 22, of Salina, was westbound on East Water Well Road about four-tenths of a mile east of South Kipp Road at approximately 5 a.m. Tuesday when he drove his 2005 Ford Escape into approximately eight inches of water that was across the road, lost control, and went into the north ditch, Saline County Sheriff Roger Soldan said this morning. 

Although Turner was able to escape without injury, the vehicle was partially submerged in three to four feet of water, Soldan said.

SUV drives into water over roadway, goes into ditch early Tuesday

Emergency personnel responded to a vehicle fire Tuesday afternoon southeast of Salina.

Saline County Sheriff Roger Soldan said this morning that deputies and Rural Fire District No. 2 personnel responded to 2440 East Water Well Road shortly after 3 p.m. Tuesday for the report of a pickup on fire.

A Land Institute employee had driven the 1999 Ford F150 pickup with a water tank on the back into a field to tend to some goats, Soldan explained. The pickup caught the grass on fire and the grass, in turn, caught the pickup on fire, he said. 

Neither the employee nor the goats were injured in the fire, Soldan said. Damage to the pickup was estimated at $3,500, he said.

The honor roll includes two levels. The President’s Honor Roll is for students who were enrolled in at least 12 credit hours of classes, and had a GPA of 4.0. Local, area students named to Salina Tech honor roll

Since early June, more than 200 Kansas libraries have been carrying out summer reading programs that have allowed patrons of all ages to record their reading progress.

·2,825 literacy activities completed

The State Library of Kansas has worked together with seven regional library systems to engage more than 200 libraries in summer reading programs through an innovative reading app called&nbsp;<a href="https://gcc01.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.readerzone.com%2F&amp;data=02%7C01%7C%7C2618cc152de84ad847bb08d82cbd109a%7Cdcae8101c92d480cbc43c6761ccccc5a%7C0%7C0%7C637308537817249995&amp;sdata=PUAQdDcKm6CYxji9potVP9igv8dPUdT2aIqEFWU7Fjo%3D&amp;reserved=0" target="_blank">Reader Zone</a>. These programs consisted of participants of all ages with the majority being kindergarten through 6th grade. Reader Zone is a web-based reading program and app that helps organizations of all kinds to build and deploy meaningful reading programs.

COVID-19 has greatly impacted libraries in every corner of the state. Libraries that typically carry out in-person events for summer reading have turned to virtual programs that allow them to engage with their communities. The State Library of Kansas is working harder than ever to meet the literacy and informational needs of Kansans during this difficult year. Kansas libraries are committed to keeping staff and patrons safe while adapting programs and services to serve their communities.

“We are excited to reach the one-million-minute milestone and we thank all our hard-working librarians and our wonderful library patrons for their dedication to literacy and reading,” said Alice Smith, Project Coordinator at the State Library of Kansas. “But we’re not stopping at one million. Our Summer Reading Programs are still going!”

“Seeing Kansas readers reach one million minutes demonstrates that there are many dedicated public librarians and engaged families throughout the state. We are extremely proud of Kansas and the success they are having using our virtual reading programs,” said Jake Ball, creator of Reader Zone.

This project is made possible by a grant from the Institute of Museum and Library Services (IMLS).&nbsp;

Kansas libraries report one million minutes of reading

My 35th&nbsp;birthday is this week. Though some women beyond their 20s don’t like to share their age, I have no problem admitting it. This birthday feels like the last of my “young person” milestones. I will legally be old enough to run for president of the United States of America. The moment doesn’t have the same anticipation of independence that came with acquiring the ability to work, drive, vote or drink. It is an aged and mellow satisfaction, born of the knowledge that I have reached the point where the Founding Fathers believed an individual had enough life experience to be able to lead the country.

Like many children, I dreamed about what it would be like to hold the highest office in the land, but as an adult, the idea actually seems pretty undesirable. The world of politics has become so divisive and cruel. It often feels like watching children in a schoolyard. There is name-calling, he-said she-said arguments, pouting when you don’t get your way, overreactions to perfectly normal disagreement, no filter of what is polite or helpful, and a strange occurrence where someone who isn’t like you becomes a monster. During a campaign season, it seems to become even worse. Between vilifying TV commercials, stacks of hateful postcards and a barrage of social media ads about the alleged evils of candidates, you have to have strong armor to weather it all. And don’t think this is just at the federal level, I see it in local races too. The craziest part of this is we do have people who answer the call to serve. In fact, I think most politicians are good people who feel compelled to serve and are trying to do what they think is best. These people endure harsh criticism and try their best to represent the interests of all their constituents, even the ones that just called them evil. So, as the horrific election season rolls on, I want to say thank you to the individuals at all levels who have raised their hands and are vying to serve as elected officials. I appreciate your willingness to serve despite all the negatives, like experiencing criticism no matter how good you are at the job. My attitude of gratitude is a product of a deeply held belief that you are a person who wants to make the world better. In addition to my heartfelt thanks, I offer a commitment to my fellow Americans who put themselves out there to serve: I will always do my best to be polite and treat you with respect, even if I disagree with you. I will listen openly to the information you share and be willing to provide my opinion and experiences with you in a civil manner. When you make a decision I don’t agree with, now or after being elected, I will do my best to temper my disappointment and seek to understand how you arrived at your conclusion. Most importantly, I will continue to look for the best in you not the worst.

Insight: Keeping perspective in politics

HAYS – Building a stomp rocket, constructing a kaleidoscope, and taking a Zoom-powered photo are among the activities created by Fort Hays State University’s Kansas Wetlands Education Center to entertain and educate budding young scientists over the summer. The KWEC will host Drop-In STEM and Raspberry Pi Jams for students who would like to get involved with the environment and technology. Admission is free, and equipment will be provided. The KWEC is located 10 miles northeast of Great Bend along Kansas Highway 156 at Cheyenne Bottoms. Most of the activities will be outdoors. CDC guidelines will be followed, and events are subject to change, depending on COVID-19 conditions. Drop-In STEM–&nbsp;Friday, noon to 4:30 p.m. Roller coasters, bubbles, water balloons, sunshine, and snakes – all vital components for having a great summer. Join KWEC staff and volunteers as they explore the science, math, engineering, and technology around some of the greatest summer pastimes.&nbsp;They also will construct a nature kaleidoscope, build a stomp rocket, and meet some classroom critters. Drop-In&nbsp;STEMS are quarterly activities offered at KWEC. They are non-formal activities designed to immerse visitors in science, technology, engineering, and math with a nature twist. Families will travel to several stations completing hands-on activities. Come prepared to be outdoors. This is a free, come-and-go activity. Raspberry Pi Jams–&nbsp;Aug. 4-6 and Aug. 11-13, 1:30 to 3 p.m. Use the tiny Raspberry Pi computers and program them with an environmental science twist. Time-lapse seeds growing, make a trail cam to see who visits the KWEC at night, program lights to imitate a firefly, and construct PiNoculars that can take a zoom powered picture!  </figure>HAYS – Building a stomp rocket, constructing a kaleidoscope, and taking a Zoom-powered photo are among the activities created by Fort Hays State University’s Kansas Wetlands Education Center to entertain and educate budding young scientists over the summer. The KWEC will host Drop-In STEM and Raspberry Pi Jams for students who would like to get involved with the environment and technology. Admission is free, and equipment will be provided. The KWEC is located 10 miles northeast of Great Bend along Kansas Highway 156 at Cheyenne Bottoms. Most of the activities will be outdoors. CDC guidelines will be followed, and events are subject to change, depending on COVID-19 conditions. Drop-In STEM–&nbsp;Friday, noon to 4:30 p.m. Roller coasters, bubbles, water balloons, sunshine, and snakes – all vital components for having a great summer. Join KWEC staff and volunteers as they explore the science, math, engineering, and technology around some of the greatest summer pastimes.&nbsp;They also will construct a nature kaleidoscope, build a stomp rocket, and meet some classroom critters. Drop-In&nbsp;STEMS are quarterly activities offered at KWEC. They are non-formal activities designed to immerse visitors in science, technology, engineering, and math with a nature twist. Families will travel to several stations completing hands-on activities. Come prepared to be outdoors. This is a free, come-and-go activity. Raspberry Pi Jams–&nbsp;Aug. 4-6 and Aug. 11-13, 1:30 to 3 p.m. Use the tiny Raspberry Pi computers and program them with an environmental science twist. Time-lapse seeds growing, make a trail cam to see who visits the KWEC at night, program lights to imitate a firefly, and construct PiNoculars that can take a zoom powered picture! MANHATTAN —More than 3,370 students completed degree requirements from Kansas State University in spring 2020. The graduates are from 102 Kansas counties, 47 states and 47 countries. MANHATTAN —More than 3,370 students completed degree requirements from Kansas State University in spring 2020. The graduates are from 102 Kansas counties, 47 states and 47 countries. The university awarded 2,517 bachelor's degrees, 663 master's degrees, 196 doctorates — 107 of which are Doctor of Veterinary Medicine — and 12 associate degrees. Several students earned multiple degrees.&nbsp; Nearly 630 students earned graduation honors for outstanding academic performance. Kansas State University students earn degrees, graduation honors

MCPHERSON -- The McPherson County Health Department today reported five additional confirmed cases of COVID-19, bringing the county total to 117.

Following is the information concerning the most recent cases, as provided by the health department.

Positive case No. 113 is a symptomatic female in her 50s with known exposure and is recovering at home.

Positive case No. 114 is a symptomatic male in his 50s with known exposure and is recovering at home.

Positive case No. 115 is a symptomatic female in her teens with known exposure and is recovering at home.

Positive case No. 116 is a symptomatic female in her 50s with known exposure and is recovering at home.

Positive case No. 117 is a symptomatic female in her teens with unknown exposure and is recovering at home

Of the 117 confirmed cases, 99 have met Kansas Department of Health and Environment recovery guidelines, the health department reported. Additionally, none of the recovering cases are hospitalized and the county has reported no COVID-19 related deaths, the health department noted.

McPherson County Sheriff's Office warns of jury duty scam

Saline County Commissioners today heard an update of county road and bridge projects for 2020.

County Engineer Justin Mader told commissioners that multiple projects had been completed, including two bridge construction projects and the two-inch overlay on Old Highway 40 from North Niles Road to North Solomon Road. Additionally, he noted that the paving of West Water Well Road west of South Burma Road is almost complete.

Mader said projects that continue to be worked on but probably won’t see much movement until 2021 include road improvements to Simpson Road from Magnolia to Crawford utilizing high-risk rural route funds and FEMA mitigation projects for five locations that are notorious for flooding issues.

Additionally, several projects are planned for 2020 including a span bridge, five reinforced concrete box projects, installation of pipes on East Salemsborg Road west of South Holmes Road, pavement crack seal in several locations, bituminous patching and overlays, chip seal, aggregate shouldering, and completion of upgrades to the bulk fuel containment at the Road and Bridge Department yard, Mader noted.

Commissioners also approved a request from Emergency Management Director Michelle Barkley to  extend the local disaster declaration regarding the public health emergency for another 60 days, according to information from the county. This declaration allowed for the county to continue to submit requests for protective gear and testing supplies to the state, the ability to apply for public assistance funds, and has tort claim liability protection, the information noted. 

County Administrator Phillip Smith-Hanes provided commissioners  with a review of the budget performance for the first half of 2020. Revenues and expenditures from Jan. 1 to June 30, 2020, were compared against the first half of 2019. Overall, revenues in the General Fund are up by about $750,000 from the same time last year and expenditures are down $206,000 compared to last year, according to information provided by the county. The Road and Bridge fund expenditures are significantly outpacing last year with their expenditures being up by $936,000 but that is related to the increased ability this year of getting projects out the door and completed. 

Smith-Hanes told commissioners that after review, he sees no reason for concern with any of the 2020 budgeted funds for the first half of the year but does continue to advise departments to watch spending closely due to the uncertainty in the economy.

Smith-Hanes also provided an update to commissioners concerning the Coronavirus Funding Advisory Committee’s second meeting that was conducted Monday. The committee will meet again Wednesday to review the application that will be used as part of the direct aid plan for entities to use to apply for funds. The cities and school districts were given a deadline of Friday to submit all of their costs for which they are requesting reimbursement, he noted. 

The county also reported that the treasurer's office confirmed that $11,026,434 in Coronavirus Relief Funds was deposited into the county account on Monday.

The county website has a <a href="https://www.saline.org/Coronavirus/CRF-Funding">dedicated page</a> regarding these funds where citizens can see all of the information, submit ideas, and find a direct link to the county’s YouTube channel to see past meetings.

Smith-Hanes also told commissioners that after the commission approved having staff continue with the publishing of the 2021 budget, some adjustments were made after receiving the necessary information on Rural Fire District No. 4 and suggestions from the auditor that brings the budget down about $20,000 from what the commissioners saw last week. 

Publication of the budget will occur and commissioners will take public comment and consider adoption of the budget on Aug. 11. Commissioners also approved that Chairman Robert Vidricksen sign the certification of local government approval for Central Kansas Mental Health to apply for and accept an Emergency Solutions Grant. This grant opportunity was made possible for community mental health centers to apply for under the CARES Act to be used for homeless assistance. Central Kansas Mental Health is applying for $53,000 in hopes to provide rapid housing for homeless as well as the ability to purchase some personal protective equipment for its employees who do homeless outreach. 

There is no financial impact on the county as this grant will be managed by Central Kansas Mental Health Center. The grant required that they obtain local government approval before submission, according to information from the county.

Additionally, he noted that the paving of West Water Well Road west of South Burma Road is almost complete.Mader said projects that continue to be worked on but probably won’t see much movement until 2021 include road improvements to Simpson Road from Magnolia to Crawford utilizing high-risk rural route funds and FEMA mitigation projects for five locations that are notorious for flooding issues.Additionally, several projects are planned for 2020 including a span bridge, five reinforced concrete box projects, installation of pipes on East Salemsborg Road west of South Holmes Road, pavement crack seal in several locations, bituminous patching and overlays, chip seal, aggregate shouldering, and completion of upgrades to the bulk fuel containment at the Road and Bridge Department yard, Mader noted.Commissioners also approved a request from Emergency Management Director Michelle Barkley to extend the local disaster declaration regarding the public health emergency for another 60 days, according to information from the county. This declaration allowed for the county to continue to submit requests for protective gear and testing supplies to the state, the ability to apply for public assistance funds, and has tort claim liability protection, the information noted. County Administrator Phillip Smith-Hanes provided commissioners with a review of the budget performance for the first half of 2020. Revenues and expenditures from Jan. 1 to June 30, 2020, were compared against the first half of 2019. Overall, revenues in the General Fund are up by about $750,000 from the same time last year and expenditures are down $206,000 compared to last year, according to information provided by the county. The Road and Bridge fund expenditures are significantly outpacing last year with their expenditures being up by $936,000 but that is related to the increased ability this year of getting projects out the door and completed. Smith-Hanes told commissioners that after review, he sees no reason for concern with any of the 2020 budgeted funds for the first half of the year but does continue to advise departments to watch spending closely due to the uncertainty in the economy.Smith-Hanes also provided an update to commissioners concerning the Coronavirus Funding Advisory Committee’s second meeting that was conducted Monday. The committee will meet again Wednesday to review the application that will be used as part of the direct aid plan for entities to use to apply for funds. The cities and school districts were given a deadline of Friday to submit all of their costs for which they are requesting reimbursement, he noted. The county also reported that the treasurer's office confirmed that $11,026,434 in Coronavirus Relief Funds was deposited into the county account on Monday.The county website has a <a href="https://www.saline.org/Coronavirus/CRF-Funding">dedicated page</a> regarding these funds where citizens can see all of the information, submit ideas, and find a direct link to the county’s YouTube channel to see past meetings.Smith-Hanes also told commissioners that after the commission approved having staff continue with the publishing of the 2021 budget, some adjustments were made after receiving the necessary information on Rural Fire District No. 4 and suggestions from the auditor that brings the budget down about $20,000 from what the commissioners saw last week. Publication of the budget will occur and commissioners will take public comment and consider adoption of the budget on Aug. 11. Central Kansas Mental Health is applying for $53,000 in hopes to provide rapid housing for homeless as well as the ability to purchase some personal protective equipment for its employees who do homeless outreach. There is no financial impact on the county as this grant will be managed by Central Kansas Mental Health Center. The grant required that they obtain local government approval before submission, according to information from the county.

GEARY COUNTY —One person was injured in an accident just after 6a.m. Tuesday in Geary County.

The Kansas Highway Patrol reported a 2010 Peterbilt truck driven by Tyler Aron&nbsp;Elsasser, 22, Bennington, was&nbsp;was eastbound on Interstate 70 at Junction City. The truck hydroplaned and the driver lost control. The truck traveled through the median and came to rest in the north ditch.

EMS transported Elsasser to the hospital in Junction City. He was properly restrained at the time of the accident, according to the KHP.

Authorities have opened one lane in each direction on&nbsp; I-70 following a semi rollover accident near Junction City.&nbsp;

GEARY COUNTY —Authorities responded to a semi-truck rollover accident on I-70 on the south side of Junction City shortly after 6 a.m. Tuesday.

East and westbound lanes are closed in both directions.&nbsp;

The semi was carrying some hazardous materials, according to&nbsp;Geary County Emergency Management Director Garry Berges.

" We did have a plume from one of the containers. We've got Manhattan Fire Hazmat enroute out here to help clear up the scene but this area is completely shut down so people will need to find alternate routes."

The driver of the semi was transported to Geary Community Hospital.

The Smoky Hill Museum announced today that, after thoughtful consideration, it will be unable to host the Street Fair this September. 

“The health and well-being of our guests and community, as well as that of our volunteers and staff, is our number one priority,” said&nbsp;Susan Hawksworth, museum director.

The Street Fair, which typically takes place the fourth Saturday in September, takes months to plan. Prime planning would have started in March and April, just when the museum closed due to the COVID-19 pandemic. Unfortunately, the museum is still closed with reduced staffing, making it impossible to plan for the event. 

“In addition, with the prevalence of COVID-19 still in our community, we believe it is best not to hold the event to help prevent the spread of the virus,” Hawksworth said.

“Recent regional cancellations of outdoor events including the Tri-Rivers<a></a>&nbsp;Fair, the Kansas State Fair, and the Plaza Art Fair in Kansas City demonstrate the broad concern for the pandemic and large outdoor public gatherings. I believe the museum staff is making a responsible decision during these challenging times,” said Brad Anderson, Salina Arts &amp; Humanities executive director.&nbsp;

2020 Smoky Hill Museum Street Fair canceled

If you're having your ballot sent to you, you now have another secure option for returning your completed ballot to the county election office.

Saline County's new ballot drop box is now operational. The box is located in front of the City-County Building, 300 West Ash Street near the city's water payment drop box.

The drop box is open 24/7 20 days prior to each Election Day. Ballots must be returned to the drop box by 7 p.m. on Election Day, according to information from the county election office.

According to the election office, the return process is simple:
