A Kansas City, Kan., man was arrested on multiple requested charges late Thursday night after he led a Saline County Sheriff's deputy on a short chase through part of North Salina.

Saline County Undersheriff Brent Melander said this morning that a deputy noticed a 2005 Dodge Stratus with defective tail lights in the 100 block of West Antrim Avenue at 11:11 p.m. Thursday. When the deputy attempted to stop the vehicle, it took off, traveling at times at 45-50 mph through part of north Salina, Melander said.

After a short pursuit, the vehicle finally stopped in the 100 block of West Hamilton Avenue, and the driver, Adrian Richardson, 27, of Kansas City, Kan., was arrested on the following requested charges, Melander said.

Two passengers in the vehicle were not arrested, he said.

Classes for the  Salina USD 305 2020-21 school year have a new start date.

During a special meeting this morning, the USD 305 Board of Education approved a revised school calendar and plan for safely educating students during the COVID-19 pandemic.

Classes are scheduled to begin Aug. 31. Prior to this morning's decision, the start date was Aug. 11.

"We are recommending that we delay the start of school for both students and staff for the 20-21 school year," said Superintendent Linn Exline. "We've been preparing to reopen school since the last school year ended, but a delay at this time would allow for professional learning for all staff. We've had small groups of teachers working, but we haven't had the opportunity to work with all of our faculty, and we have many faculty who have a direct impact each day on student learning in Salina public schools."

Exline noted that the school calendar in place prior to the meeting only had two days of professional learning prior to the first day of classes. 

"Given the likelihood that much of this year will be spent in a hybrid or an off-site model, we really need to have time for teachers to plan for instructional delivery in both of those models," Exline told the board.

She continued, "The reopening guidance from Kansas State Department of Education was released on July 15. Today is July 24. That is not much time to review a thousand-page document and to ensure that we have the number of staff members that we have are ready to go implement the kinds of changes that are being suggested in that document. The guidance included learning competencies and operational guidance for safety."

Exline pointed out that USD 305 personnel had already been working on many of the items in the KSDE guidance.

"But there was additional guidance that we want to consider to make sure that our schools are as safe as possible and that we provide the highest quality education that we possibly can for our students," she said.

Exline said that with the health concerns in the community, USD 305 personnel need to carefully consider the safety guidance from KSDE and how it will be implemented by teachers in their classrooms. 

Exline also discussed the items in the governor's executive order on Monday and how the order will affect USD 305.

"Included in those are temperature checks for anyone entering our buildings, masks for all students, staffs, visitors, and vendors, and hourly hand washing," Exline said. " No-touch thermometers were recently ordered in order for us to be able to do temperature checks of over 7,000 students and over 1,600 staff members on a daily basis prior to them entering the buildings."

Exline also told the board that a remote learning option was added for the 2020-21 school year. 

"Knowing that we have some students who are medically fragile or live in homes that have others that have immuno-compromised health situations, we added an option for remote learning for students this year," she said.

Exline reviewed with the board the proposed reopening phases. She pointed out that Phase 4 was for parent-teacher conferences. 

"We would like some time for parent-teacher conferences to occur prior to school starting. One of the challenges is coming off of last spring when we had the continuous learning model, that is what people think of when they think of remote learning now, and we need to make sure that everybody, parents, students, and staff are on the same page when it comes to what the expectations are for this year," Exline said.

After the board unanimously approved the 2020-21 school calendar, Exline explained the Connect 2 Learn proposal that, if approved by the board, would allow the district to educate students in person, remotely, or in a combination of the two. According to the plan, two options would be available for students. One option, which the district is calling "On-Site Learning," contains three learning environments: on-site, hybrid, and off-site. The other option is for total remote learning.

Exline told the board that staff was recommending that on-site students begin the school year in a hybrid learning model, which would include both face-to-face and online instruction.

According to the plan, "when USD 305 is using a hybrid model, students will not attend school in the school building every day. Instead, half the students will attend in the school building while the other half work at home. This will allow additional social distancing in our classrooms and limit the number of student contacts. Families have been assigned to a cohort A or B for the hybrid model. Changes will not be allowed."

"Our goal this year is to provide a flexible, responsible, responsive environment that ensures the safety of our student, and our staff, and our families, and that also ensures that we have a year-worth of academic and social, emotional growth for all of our students," Exline said.

The board also approved a Coronavirus Relief Fund Agreement with the Saline County Commission. The agreement makes the district eligible to apply for part of the $11,026,434 federal Coronavirus Relief Fund money the county received on Monday. Some of that money is available to schools to help cover COVID-19 related expenses.

A watch means that blue-green algae have been detected and a harmful algal bloom is present or likely to develop. People are encouraged to avoid areas of algae accumulation and keep pets and livestock away from the water. During the watch status, KDHE recommends the following precautions be taken:

•Water may be unsafe for humans/animals.

•Avoid areas of algae accumulation and do not let people/pets eat dried algae or drink contaminated water.

•Swimming, wading, skiing and jet skiing are discouraged near visible blooms.

•Boating and fishing are safe. However, inhalation of the spray may affect some individuals. Avoid direct contact with water, and wash with clean water after any contact.

•Clean fish well with potable water and eat fillet portion only.

KDHE investigates publicly-accessible bodies of water for blue-green algae when the agency receives reports of potential algae blooms in Kansas lakes. Based on credible field observation and sampling results, KDHE reports on potentially harmful conditions.

Kansans should be aware that blooms are unpredictable. They can develop rapidly and may float around the lake, requiring visitors to exercise their best judgment. If there is scum, a paint-like surface or the water is bright green, avoid contact and keep pets away. These are indications that a harmful bloom may be present. Pet owners should be aware that animals that swim in or drink water affected by a harmful algal bloom or eat dried algae along the shore may become seriously ill or die.

KDHE lifts advisory for Lovewell; 8 warnings, 11 watches in place

At the Kansas Capitol, progress always comes with pain

On Friday, the Kansas Department of Transportation (KDOT) will begin a mill and overlay on U.S. Highway 81 in Ottawa County.&nbsp;

Work on the northbound and southbound lanes of U.S. 81 will occur between the Saline/Ottawa county line and mile marker 168. Work on only the northbound lanes of U.S. 81 will occur from mile marker 177 to the Ottawa/Cloud county line.

Construction will take place Monday through Friday with occasional Saturday work during daylight hours. Traffic will be reduced to one 15-foot lane at a reduced speed through the work zone. Drivers should expect minor delays, not exceeding five minutes.

Shilling Construction Co. Inc., of Manhattan is the prime contractor and has scheduled this $2.9 million project to be completed in October, weather permitting.

Resurfacing on U.S. 81 to begin Friday in Ottawa County

TOPEKA&nbsp;— Governor Laura Kelly announced today a second round of Community Development Block Grant Coronavirus Response Supplement (CDBG-CV) funds to 56 Kansas communities. A total of more than $7.2 million is being disbursed to assist communities affected by the pandemic and its economic effects.

“I’m pleased to announce this additional round of resources for our communities,”&nbsp;Governor Laura Kelly said.&nbsp;“This is vital assistance that will strengthen local economies, improve the lives of Kansas residents, and keep our economy open for business.”

These grants are available in two categories: Economic Development and Meal Programs. Economic Development grants provide communities with funding to help local businesses retain jobs for low-to-moderate income people by covering working capital expenses such as inventory, wages, and utilities. Meal Program grants can be directed toward organizations such as Meals on Wheels, local food banks, or to support organizations providing meals for children impacted by the loss of school meal programs.

“This crisis is still happening, and communities throughout our state are still in need,”&nbsp;Secretary of Commerce David Toland said.&nbsp;“These CDBG-CV awards provide a way for these cities and counties to support our businesses, and our most vulnerable residents, as we rebuild our state’s economy.”

CDBG funds are one of Commerce’s primary tools in supporting the state’s small, predominantly rural communities. CDBG-CV grants are part of the state’s allocation from the federal Coronavirus Aid, Relief, and Economic Security (CARES) Act and are designed to help Kansas communities respond to the needs of their residents and businesses during the reopening phase of the state.

Salina, Saline County, area communities receive grant funds

MCPHERSON -- The McPherson County Health Department today reported two additional confirmed cases of COVID-19.

Following is information about the most recent cases, according to the health department.

Positive case No. 122 is a symptomatic female in her 20s with known exposure and is recovering at home.

He has announced that after the most recent decision to not delay school reopening teachers, parents, community leaders and healthcare experts have been reaching out to him asking if he would serve on the State Board of Education if they wrote his name on their primary ( election ) ballot. "I said yes with no hesitation."

 Colburn will seek the District 6 seat on the Board, which is currently held by Deena Horst of Salina.

Colbert said despite being unopposed on the ballot&nbsp; dissatisfaction from constituents with the incumbent is nearly deafening. "This very narrow window before the primary election creates a situation where the only option for voters to express their frustration is by a write-in option. If enough voters elect to write-in a candidate in the primary that candidate will appear on&nbsp; the ballot in November against the unopposed incumbent.

TOPEKA, Kan. (AP) — Kansas’ Republican attorney general said Thursday that he believes both counties and local school districts can exempt themselves from the Democratic governor’s&nbsp;<a href="https://apnews.com/d03755cc88648b0c2c2a275f1e9b1747">coronavirus-inspired order</a>&nbsp;requiring schools to have staff and students wear masks.

Gov. Laura Kelly replied in a scathing statement that Attorney General Derek Schmidt is wrong and that he and fellow Republicans have “only created more hurdles and uncertainty” during the pandemic. Schmidt’s comments in an Associated Press interview represented the latest instance in which a Republican has undercut an action by Kelly aimed at curbing the spread of the new coronavirus.

Republican officials and conservatives outside government have argued that it’s inappropriate for Kelly to impose “one-size fits all” measures— and hurt the economy— while the rate of reported new coronavirus cases varies widely across the state. Kelly has pointed to a coronavirus resurgence in recent weeks that has pushed the total confirmed cases past 24,000 and COVID-19-related deaths past 300.

The Republican-controlled Legislature successfully pressured Kelly to&nbsp;<a href="https://apnews.com/a5e30a0ec7a5943ada9f03af22ee1970">lift statewide restrictions</a>&nbsp;on businesses and public gatherings on May 26, and the GOP-dominated State Board of Education on Wednesday&nbsp;<a href="https://apnews.com/6a64799654f6a9ccb944299898f8d367">blocked Kelly’s plan</a>&nbsp;to delay the reopening of K-12 schools for three weeks, from mid-August until after Labor Day. Decisions on business restrictions are left to counties while local boards of education are to determine school reopenings.

Kelly issued her&nbsp;<a href="https://governor.kansas.gov/wp-content/uploads/2020/07/EO-20-59-PDF.pdf" target="_blank">masks-in-schools order</a>&nbsp;Monday, imposing rules for public and private schools that are stricter than&nbsp;<a href="https://www.ksde.org/Teaching-Learning/Resources/Navigating-Change-Kansas-Guide-to-Learning-and-School-Safety-Operations" target="_blank">guidelines</a>&nbsp;set by the State Board of Education. It also would require schools to do daily checks for fever on all staff and students.

“It’s odd position that the administration has taken that their order is somehow is not subject to county opt-out the way all their other orders are,” Schmidt said. “Local school districts have the constitutional authority to opt out.”

The attorney general added that he’s had conversations with local officials who have raised the issue of whether they can opt out of Kelly’s order. Schmidt said he told the governor’s office of his legal opinion before Kelly issued the order.

“His comments further demonstrate that he and Republican leadership have abdicated their duty to serve the people of Kansas during the worst public health crisis in a century — and instead, put the burden back on local communities,” Kelly told AP in response to Schmidt’s stance.

<a href="http://www.kslegislature.org/li_2020s/b2020s/measures/documents/summary_hb_2016_2020special" target="_blank">A law&nbsp;</a>enacted last month as&nbsp;<a href="https://apnews.com/56291b90279c36bafb21087cdc845c8a">a compromise</a>&nbsp;between the Democratic governor and GOP lawmakers allows the state’s 105 counties to opt out of Kelly’s health orders, such as one she issued July 2 to require people to wear masks in public and at their workplaces. Schmidt said that law applies to the masks-in-schools order.

Kelly said Monday that it doesn’t because it involves the state’s 286 local school districts, which operate independently of counties under local elected school boards.

The same law required the State Board of Education’s approval of Kelly’s plan to delay the start of fall K-12 classes or to close school buildings. Kelly&nbsp;<a href="https://apnews.com/8e5672095558ab92d7505f2a06f9a9b9">ordered K-12 school buildings closed</a>&nbsp;in mid-March for the rest of the previous school year, drawing criticism from conservative GOP lawmakers.

The law doesn’t give the state board any authority to reject other Kelly orders, but Schmidt said Kansas law gives local districts “home rule” powers to manage their own affairs. And&nbsp;<a href="https://kslib.info/832/Article-6-Education" target="_blank">the state constitution&nbsp;</a>says local public schools “shall be maintained, developed and operated by locally elected boards.”

“I worry this is going needlessly become another flare-up,” Schmidt said.

Senate President Susan Wagle, a conservative Wichita Republican frequently critical of Kelly’s handling of the pandemic, said legislators wrote last month’s law “to ensure local control over these decisions.”

“The law is what the law is, and it has to be followed or it has to be changed,” Schmidt said. “It can’t simply be ignored.”

The order also requires daily temperature checks for staff and students.

Kelly has said neither counties nor local school districts can opt out, unlike an order she issued July 2 to require people to wear masks in public places.

Schmidt’s comments came a day after a plan from Kelly to delay the reopening of public and private K-12 schools from mid-August until after Labor Day&nbsp;<a href="https://apnews.com/6a64799654f6a9ccb944299898f8d367">was rejected&nbsp;</a>by the GOP-controlled State Board of Education on a 5-5 vote.

A law enacted in June required the state board’s approval of an order keeping school buildings closed and allowed counties to opt out of other Kelly health orders. Schmidt said that law allows counties to opt out of Kelly’s order on masks in schools.

Schmidt said the state constitution grants school districts the power to opt out as well.

Special USD 305 board meeting set for Friday morning

Cloud County Community College will resume on-campus classes on Aug. 19, and is taking steps to ensure that students, faculty, staff, and the community remain healthy during the ongoing COVID-19 pandemic.

Classes will be delivered both in-person, remotely and in an online format. In-person courses will be both face-to-face and hybrid, with sessions also streamed via Zoom from the classroom. The remote format will include instruction by a remote teacher both synchronously via Zoom, YouTube or another modality and asynchronously. Online courses will be delivered asynchronously in pre-recorded format, with the possibility of some real-time activities.

“In an effort to accommodate for various COVID guidelines, such as social distancing in classrooms and the possibility of students or faculty needing to quarantine during the semester, all classes taught in a face-to-face/hybrid format will also have a Zoom/remote modality component for any student who is enrolled,” said Dr. Todd Leif, dean of Math, Science and Technical Programs. “Individual instructors will provide information to students on how this access will be delivered.”

Students can also reach out to their instructors with any questions they may have.

The last day of on-campus classes will be Nov. 24, before the Thanksgiving break. All courses will then move to an online format from Nov. 30 to Dec. 10. Final exams will also be in an online format and will take place Dec. 7-10.

All classrooms have been reconfigured to maintain six feet of social distancing, and each room also has a sanitation station.

“Our plan is to be flexible in our delivery formats to best accommodate all of our students in any situation,” Leif said.

Students, faculty and staff will be required to wear a mask or face covering when on campus, especially when they are unable to maintain six feet of social distancing. The college will provide reusable masks to all students.

Students, faculty, staff, and visitors will be required to enter through entrance two or three of the college’s main building. Upon entry, there will be an electronic scan to check for elevated temperature. The same procedures will be in place at the Geary County campus, where everyone will enter at the Administration Building.

“We are taking as many precautions as we can to help ensure our students, faculty, staff and visitors remain healthy,” said Interim President Amber Knoettgen. “We have worked diligently this summer with campus task forces, Cloud County Health Center and our local Health Departments to establish protocols to keep our campus safe and healthy.”

In an effort to maintain cleanliness, sanitation stations, which include hand sanitizer, disinfectant wipes and other cleaning items have been placed throughout Cloud facilities. Electrostatic sanitation equipment will be used nightly to disinfect all high traffic, common and frequented areas.

Tables and chairs in the T-Bird Café have also been rearranged to enforce social distancing and limit the number of people in the cafeteria to 50. The self-service stations have also been eliminated. Students will also have the option of grab-and-go lunch items.
